Abstract (sommario):
This article reviews current federal housing assistance policies and briefly summarizes research evidence about the efficacy of the different programs. We identify three key challenges that these programs face in meeting their stated objectives and suggest strategies for addressing them. The first challenge is the large variation in market conditions across the country, which makes it difficult to design assistance programs that are universally appropriate. We call for adjusting the type of assistance across markets, allowing for a greater match between subsidies and needs. The second set of challenges concerns subsidy generosity, structure, and targeting. The current system provides large subsidies to a small number of low-income households while providing nothing to most. Assuming limited government resources, we call for exploring the impact of more modest or time-limited subsidies to serve more people with more attention to targeting. The third challenge is the relatively poor location of housing in current assistance programs. We suggest strategies to help more assisted families reach high-opportunity areas.

The Livable of Housing Development Assistance Program (BAPERLAHU) is a government facility to independently support the implementation of proper housing construction in a healthy and safe environment. The implementation of the housing development assistance program requires community involvement to achieve its main goal, namely to provide habitable housing for low-income people (MBR), the elderly or with disabilities. The purpose of this research is to evaluate how the results of the implementation of the Assistance for the Construction of Livable Houses (BAPERLAHU) program in Mesuji Regency in 2019 and to find out what factors affect the implementation of the program. The research method uses qualitative research, the types of data used are primary and secondary data where data collection uses documentation, observation and interview techniques. The results of the study show that the evaluation of the Livable Housing Development program (BAPERLAHU) in Mesuji Regency in 2019 has been going quite well. In 2019 the Livable Housing Development Assistance (BAPERLAHU) program succeeded in completing 322 unfit for habitation houses (RTLH) in Mesuji Regency. However, there are several factors that affect the implementation of the program, such as the political atmosphere, limited funds allocated, the lack of Community Assistants (TPM), and lack of supervision by the Housing and Settlement Area Office of Mesuji Regency.

Purpose – The purpose of this paper is to suggest that it should be possible to devise mechanisms which will enable communities to address the changing assistance needs of disabled and older residents whilst giving younger resident assistants an equity stake in the housing market. The existence of such mechanisms on a national scale would facilitate mobility between otherwise independent communities and maximise the choices available to residents requiring different forms of assistance at different stages in their lives. Design/methodology/approach – The paper draws upon the author's personal experience of exchanging accommodation with a team of assistants. The author considers how this model could be made more sustainable and replicable. Action research is needed to explore similar models within the context of intentional communities. Findings – Two pressing social challenges could have a unified solution. Cohousing provides potential for people to remain within an intergenerational community as they grow older and develop assistance needs, while providing accommodation equity. Today's “baby boomer” generation may contribute to less advantaged future generations by leaving behind them dedicated housing for assistants in order to make sure that such provision is present within communities in perpetuity. Originality/value – As a disabled person, the author had found it interesting to actively explore with younger people the impact upon both generations of issues around housing equity. The author has already, and would like to test further, the potential of nonmonetary exchange within intentional communities.

Housing assistance policies may lead to improved mental health for children and adolescents by improving housing quality, stability, and affordability. We use a unique data linkage of the National Health Interview Survey and U.S. Department of Housing and Urban Development administrative data to examine the impact of housing assistance on parent-reported mental health outcomes for children ages 2 to 17 (N = 1,967). We account for selection into housing assistance using a pseudo-waitlist method that compares children receiving assistance to those who will enter housing assistance within two years of their interview. Compared to those in the pseudo-waitlist group, we find that children living in public housing have better mental health outcomes. We do not find similar benefits for children receiving vouchers. Our results suggest that housing assistance policies can have a positive impact on mental health among disadvantaged children.

People who are less fortunate still find it difficult to get access to decent homes. The Government of Indonesia through the Ministry of Public Works and Housing has developed a program that is oriented towards housing development, namely the Self-Help Housing Stimulant Assistance aimed at Low-Income Communities. The purpose of this study is to measure the success of the implementation of Self-Help Housing Stimulant Assistance in Tempuran Village, Bringin District, Semarang Regency. The research method used is descriptive percentage. The type of data used is primary data using a questionnaire. The variables used are program standards and targets, institutional capacity, funding and social and political conditions. The results of the study, the percentage of standard variables and program targets is 73% categorized as successful. The results of the analysis of the percentage of institutional capacity variables that is 73% are categorized successful. The results of the analysis of the percentage of financing variables are 86% until the categorization is very successful. The results of the analysis of the percentage of social and political conditions variables are 44% categorized quite successful. The policy implications, assistance and supervision of the Field Facilitator are needed for the KPB to carry out its development independently, the need for prior notification of the preparation of additional self-funding in the BSPS program by the beneficiary community itself for the completion of the housing construction process, the need for participation from surrounding communities and interest groups who have the opinion that the implementation goes well. Masyarakat yang kurang beruntung masih sulitnya akses untuk mendapatkan rumah layak huni. Pemerintah Indonesia melalui Kementeriann PUPR membuat suatu program yang berorientasi pada pembangunan perumahan yaitu Bantuan Stimulan Perumahan Swadaya ditujukan bagi Masyarakat Berpenghasilan Rendah. Tujuajn penelitian ini adalah untuk mengukur keberhasilan impelementasi Bantuan Stimulan Perumahan Swadaya di Desa Tempuran Kecamatan Bringin Kabupaten Semarang. Metode penelitian yang digunakan adalah deskriptif persentase. Jenis data yang digunakan adalaah data primer dengan menggunakan kuesioner. Variabel yang digunakan adalah standar dan sasaran program, kapasitas kelembagaan, pembiayaan serta kondisi sosial dan politik. Hasil penelitian persentase variabel standar dan sasaran program adalah sebesar 73% dikategorikan berhasil. Hasil analisis persentase variabel kapasitas kelembagaan yaitu 73% dikategorikan berhasil. Hasil analisis persentase variabel pembiayaan adalah 86% sdikategorikan sangat berhasil. Hasil analisi persentase variabel kondisi sosial dan politik adalah 44% dikategorikan cukup berhasil. Implikasi kebijakan, pendampingan dan pengawasan dari Tenaga Fasilitator Lapangan diperlukan agar KPB melakukan pembangunannya secara swadaya, perlunya pemberitahuan terlebih dahulu untuk persiapan dana tambahan swadaya pada program BSPS oleh masyarakat penerima bantuan itu sendiri demi terselesaikannya proses pembangunan rumah, perlunya partisipasi dari masyarakat sekitar serta kelompok kepentingan yang berpengarung agar implementasi berjalan dengan baik.

AbstractObjective:Given the competing needs for food and housing under the limited household income among poor families, there is lack of research on the associations between housing affordability and food insecurity. The current study examines how housing cost burden affects food insecurity of low-income families and whether decreased housing cost enhances food security.Design:Longitudinal data from the Korean Welfare Panel Study, of which the final sample for the analysis consisted of 31 304 household-level observations from 5466 households based on twelve waves (2007–2018).Setting:South Korea.Participants:Low-income households in the lowest 40 % of household income distribution.Results:19·3 % had food insecurity, and housing cost burden was associated with food insecurity. While in-kind housing assistance and in-cash assistance from all sources were likely to reduce food insecurity partially through influencing housing cost burden, in-cash housing assistance was associated with higher likelihood of food insecurity.Conclusions:Housing cost burden potentially limits food access among poor families, and housing assistance, particularly public housing and sufficient in-cash assistance, is conducive to alleviating food insecurity.

This article analyses the importance of housing costs in cross-national comparisons of social assistance. The article explores the model family technique, the most commonly used method of comparing levels of support, and analyses the impact of housing costs on outcomes. The importance of housing costs is assessed by using different definitions of disposable income, by comparing the level of social assistance without, before and after housing costs. Three different rent levels are specified in order to evaluate the impact of housing costs and seven different family types are considered in the analysis. The countries used for comparison are Denmark, Finland, the Netherlands, Sweden, and the United Kingdom, during the late 1990s. The findings show that housing costs have an impact on outcomes in social assistance: when housing costs are disregarded, the differences between countries are greater. The outcomes vary with different calculations of disposable income: the relative value of assistance between countries and families varies, and the ranking of countries is also altered. Different levels of housing costs have a similar impact, showing changes in the relative position of countries. Overall the findings show that taking housing costs into account makes a difference.

The Ministry of PUPR is the Ministry in charge of public works and public housing through the Housing and Settlements program, which is an obligation that must be held by the Central, Provincial and Regency / City Governments, related to basic services. Furthermore, the Self-Help Housing Stimulant Assistance Program (BSPS) in Padang Laweh District is a program of the Ministry of Public Works and Public Housing. The research objectives, to determine the implementation of the Self-Help Housing Stimulant Assistance program, to find out what obstacles are faced in the implementation of the Self-Help Housing Stimulant Assistance program, to find out the efforts made in overcoming the obstacles in implementing the Self-Help Housing Stimulant Assistance program. This research uses descriptive qualitative method, qualitative research methodology is a research procedure that produces descriptive data in the form of written or spoken words. Based on the results of the research conducted, the implementation of the Self-Help Housing Stimulant Assistance program can be seen from several variables, namely communication, resources, disposition, and bureaucratic structure. The results of this study indicate that in Padang Laweh Subdistrict there are still many community houses that are unfit for habitation, obstacles encountered in the field are still many people who are uninformed about the BSPS program. The BSPS program coordinates with each village under the Padang Laweh District government. The conclusion of the implementation of the Self-Help Housing Stimulant Assistance (BSPS) program in Padang Laweh District in 2019, first, information is very important for the community, secondly there must be human resources, third there must be knowledge in policy making and fourth there must be a Standard Operating Procedure (SOP) in implementation.

Abstract One long-standing motivation for low-income housing programs is the possibility that housing affordability and housing conditions generate externalities, including on children’s behavior and long-term life outcomes. We take advantage of a randomized housing voucher lottery in Chicago in 1997 to examine the long-term impact of housing assistance on a wide variety of child outcomes, including schooling, health, and criminal involvement. In contrast to most prior work focusing on families in public housing, we focus on families living in unsubsidized private housing at baseline, for whom voucher receipt generates large changes in both housing and nonhousing consumption. We find that the receipt of housing assistance has little, if any, impact on neighborhood or school quality or on a wide range of important child outcomes.

Public housing units are deteriorating while there are insufficient allocations for their renovation or maintenance. In 2012, Congress initiated the Rental Assistance Demonstration (“RAD”) in an attempt to save public housing without the need to apportion additional funds to housing assistance pro- grams. The RAD program converts public housing to mixed-income housing and transfers majority ownership to private developers. Current tenants of these public housing complexes are transferred to mixed-income apartment complexes owned by private landlords and developers who receive a portion of the rent from the tenant and additional rent from the local Public Housing Authority. The success of the RAD program is dependent on landlords and developers voluntarily participating and electing to dedicate units to affordable housing. This Comment discusses the legal exposures these landlords face when participating in RAD, methods of mitigating these risks, and policies to incentivize participation.

Pinggan Village, which is an ancient traditional village (Bali Aga) with a pattern of settlements and traditional mountainous Balinese buildings, namely Bale Saka Roras, in 2018 received assistance to improve housing quality from the government. that. This study aims to determine and analyze the impact of housing assistance on changes in settlement space patterns and changes in local community behavior. Research for changes in spatial patterns is descriptive qualitative, and changes in behavior using the two-average difference test analysis method. The results showed that housing assistance had an effect on changes in spatial patterns on the macro and meso scales, as well as changes in the behavior of rural communities. The meso scale is seen in changes in the shape and addition of buildings to the yard, while on a macro scale the distribution of housing assistance forms new settlement groups outside the traditional village area. Behavioral changes that occur are the decreasing function of traditional buildings (bale’s sake roras) only for religious and cultural activities.

The purpose of this study was, to determine the implementation of livable housing assistance in Bagan Sinembah Subdistrict along with barriers to implementation. By using a qualitative research method. The results showed that the implementation of a housing assistance program for underprivileged communities in Bagan Sinembah Subdistrict, Rokan Hilir Regency, Riau Province did not run optimally, if seen from the delivery of an incomplete socialization and not on target, and the budget in the implementation of the construction of decent housing. inadequate and lack of understanding and expertise of the implementing apparatus in development. With the Obstacles in implementing the program of housing assistance for underprivileged communities In Bagan Sinembah Subdistrict, Rokan Hilir Regency, Riau Province is related to the resources seen from human resources who do not have the expertise and ability in the construction of livable homes, not exactly the target in the implementation of development houses to the underprivileged, inadequate housing facilities are inadequate, and the lack of a budget in the construction of livable homes as well as from the bureaucratic structure dimensions related to the absence of SOPs in the construction. The conclusion obtained is that the implementation of housing assistance programs for underprivileged communities in Bagan Sinembah District, Rokan Hilir Regency, Riau Province did not run optimally.

From this data, Lasiolat District is one of the Districts in Belu District where there are still 299 uninhabitable houses and 1,360 housing units out of 1,659 families, with a total population of 7,171 people, an area of ??13,200 Km2. Therefore, the local government through the Department of Housing and Settlements provides housing assistance to deal with problems arising from the inability of low income people. However, Lasiolat District officials still have difficulty in selecting people who are entitled to get help. Because in the selection process it is still difficult to record the large number of people manually, it takes a long time because the local government through the Housing and Settlement Office only provides as many as 100 housing units. The limited housing assistance provided, the selection process for beneficiaries who are eligible for assistance, the Department checks the data of beneficiaries through the District officials to determine citizenship, income, land ownership, type of house, building and marital status. Errors in selecting beneficiaries can result in assistance being given to recipients who do not deserve assistance. Therefore we need a system that can be used to make selections with the main objective of overcoming the problems encountered in the selection process that is currently underway. In this research, an information system for selecting housing beneficiaries will be built using the Fuzzy AHP method. The system is built based on the website. The final result expected from this research is to be able to assist the Sub-district officials in selecting housing recipients correctly and appropriately.

This paper utilizes a plausibly exogenous source of variation in housing assistance generated by public housing demolitions in Chicago to examine the impact of high-rise public housing on student outcomes. I find that children in households affected by the demolitions do no better or worse than their peers on a wide variety of achievement measures. Because the majority of households that leave high-rise public housing in response to the demolitions move to neighborhoods and schools that closely resemble those they left, the zero effect of the demolitions may be interpreted as the independent impact of public housing.

This paper examines the processes and outcomes of a post-disaster housing assistance program delivered by an NGO, Islamic Relief Bangladesh (ISRB), in one of the villages worst affected by Cyclone Aila in Bangladesh in 2009. The findings, based on both qualitative and quantitative data collected in the field, reveal that the selection of the most suitable beneficiaries for housing aid was subject to undue influence from both elected and unelected leaders. A broad tendency on the part of ISRB to deliver houses through a top-down approach left little room for meaningful consultation with local people. The recipients thus felt excluded and became passive recipients. Although ISRB adopted a ‘build back better’ principle in the delivery of the housing assistance, the capacity of the new houses to withstand a severe cyclone remains limited. Despite some unhappiness with the process through which the housing was delivered, and dissatisfaction with certain aspects of the houses, most recipients were satisfied overall as they would have been unable to build houses of the same quality by themselves due to their poverty. These findings should be of direct value for relevant government agencies, NGOs, and donor agencies in the future delivery of more successful outcomes in post-disaster contexts in Bangladesh and elsewhere.

This national study is an effort to measure transportation costs and affordability for the major Housing and Urban Development (HUD) housing assistance programs since the transportation costs are the second largest expense of American households. This study estimates transportation costs for 76,000 address level properties from seven major HUD-designated affordable housing programs. Our transportation cost models are tailored for low-income households and account for built environmental determinants of travel, known as D variables, at the disaggregated level. We found that more than 44% of these properties in 326 U.S. metropolitan areas are unaffordable in terms of transportation costs. That could result in a waste of over $37.9 billion HUD spends annually to run these programs and subsidize housing for low-income families while some of these families spend substantial amount of their income on transportation. Our findings suggest that the provision of subsidized housing in mixed use, and transit-served neighborhoods would help low-income households to reduce their transportation costs even in auto-oriented sprawling regions. This study concludes with policy recommendations to local and federal governments and transit agencies on ways to incorporate transportation parameters to ensure true affordability for low-income residents of subsidized housing.

This paper provides an overview of the history of Canadian housing policy, reviewing the origins of both the programs which were implemented as well as the options which were defeated. Canada's approach to housing policy is also compared to the manner in which other prosperous western democratic states have approached their housing problems. The paper finds that one of the ironies of Canadian housing policy is that homeownership assistance programs for middle income groups and subsidies for private investors have continually emerged in the midst of political demands for publicly subsidized rental housing for low income groups. The Canadian government's rigid commitment to an assisted market approach is exceptional in comparison with other western states. Starting in the 1930s a unity between government and business emerged while a wide gulf remained between federal housing officials and advocates of social housing. The paper argues that this tilt in Canadian housing policy in favour of those Canadians who are least in need of government assistance in securing decent accommodation is no accident, but reflective of the marketplace ethos that has shaped all federal housing efforts.

Recent US welfare-form initiatives affecting employment and housing assistance have promoted more flexible applications of assistance as well as devolving the responsibility of care for the poor from federal levels to the individual. Implicit in these policy changes is the assumption that individuals enter labor and housing markets where open access is the norm and a ‘level playing field’ exists. In this paper, we use the analogy of seeing labor and housing markets as public spaces to analyze how the ideals of democratic capitalism in labor and housing markets exist normatively, but are always violated in practice. We argue that the influence of neoliberalism, and the devolution of welfare responsibility to the individual in particular, have led to policy changes that neglect issues of unequal access connected to hierarchies of race and gender and their spatial manifestations. Welfare reform in the specific areas of employment and housing assistance has promoted the primacy of private markets as essential components to ensuring social welfare. These reforms have super-ficially opened more options to recipients of public assistance while simultaneously allowing to continue the instruments, institutions, and structural forces that constrain practical access to the full range of jobs and housing. We argue that efforts to maintain these markets have not been distributed to measures ensuring fair play of participants. As a consequence, some problematic contradictions between policy and practice call into question the suitability of the private market as a strategy of providing welfare for the poor.

This paper looks at post-earthquake housing recovery in Bachhau, a town close to the epicenter of the 2001 Gujarat earthquake in western India. This research examines the difference in housing recovery outcomes among homeowners, squatters, and renters in Bachhau, in order to understand why single-family homeowners and squatters were able to rebuild and improve their housing conditions whereas low-income renters continued to struggle toward housing recovery. This paper shows that communities in Bachhau did not have the resources or capacities to rebuild themselves and that appropriate public assistance was critical for housing recovery. While public assistance was mainly targeted to meet the needs of homeowners, local government officials in Bachhau pursued a squatter housing recovery program crafted to meet the needs of low-income squatters. In contrast, public policy failed to understand the needs of renter households, resulting in their marginalization from the housing recovery process in Bachhau.

This study estimates the effects of means-tested housing programs on labor supply using data from a randomized housing voucher wait-list lottery in Chicago. Economic theory is ambiguous about the expected sign of any labor supply response. We find that among working-age, able-bodied adults, housing voucher use reduces labor force participation by around 4 percentage points (6 percent) and quarterly earnings by $329 (10 percent), and increases Temporary Assistance for Needy Families program participation by around 2 percentage points (15 percent). We find no evidence that the housing-specific mechanisms hypothesized to promote work, such as neighborhood quality or residential stability, are important empirically. (JEL I38, J22, R23, R38)
