Abstract (sommario):
This dissertation examines changes in Hong Kong’s food safety institutions using an historical institutional approach. Hong Kong has faced enormous challenges in food safety over the last two decades. The avian flu crisis in 1997 and the malachite green crisis in 2005 were the two most notable examples. Both crises were recipes for institutional change. There was drastic reform in 2000 to form a unified food safety authority, the Food and Environmental Hygiene Department, to replace the old legacy of municipal councils and municipal service departments. The established municipal councils failed to sustain themselves and the government replaced them with new institutions. Moreover, in 2005, the government proposed a new Food Safety, Inspection and Quarantine Department to overcome failings in food safety. These changes and reforms developed in variance from what could have been expected using theories of punctuated equilibrium and critical juncture (which emphasize exogenous shocks). My investigation suggests that we should not just focus on critical junctures and exogenous shocks but also study the processes and events outside these events. We cannot take it for granted that a significant exogenous shock will automatically result in institutional change without exploring the role they play and the mechanisms involved. Other endogenous processes or gradual changes may disrupt the mechanisms of institutional reproduction. My research also suggests that the form of institutional change cannot be predicted based on critical junctures and exogenous events. Focusing on the features of political context and institutional properties, we can understand how it is possible to switch between different modes to fit the prevailing institutional and political context. Political appointees and senior civil servants, as change agents, need to focus on political barriers in the legislature before any institutional change in government can eventually succeed. Without major change in Hong Kong’s political system and landscape, there is less likelihood of introducing controversial policy changes, including institutional change. Change agents are more likely to make use of different modes of institutional change, such as layering and conversion, in order to circumvent political barriers and the stickiness of old institutions.

Abstract (sommario):
There is a rising concern on the management of public open space in private development (POSPD) upon the conflicting interests between public users and private owners. For the public users, POSPD is almost equal to a public playground or a park which does not require entrance fee and general requirements. For the private commercial development, POSPD is a by-product of decoration which can be used to exchange for higher plot ratio and a catalyst attracting more consumers for making profits and the management of POSPD is not a difficult thing. For the private residential development, POSPD can be a selling point or gimmick to attract potential buyers in such a way pushing up the selling price but the management agencies would face a big problem in observing the guidelines of the provision of POSPD required under lease for the use by the public. In practice, the POSPD was never opened for public use after the development was completed and the best example is Metro Harbour View. In response with the issues of commodification of POPS, the Development Bureau (DEVB) undertook an in-depth policy review of the subject matter in 2008 and commissioned a consultancy study in 2009 for drawing up a set of clear and practicable design and management guidelines for POPS for reference by property owners, management agencies and the general public. The “Design and Management Guidelines for Public Open Space in Private Developments” (“the POSPD Guidelines”) were promulgated in January 2011. The POSPD is equivalent to POPS in this dissertation and one of which is to avoid provision of POPS on private land in private residential developments so that individual owners would not be made liable to manage and maintain those public facilities. In this dissertation, the study aims to illustrate the understanding of various key concepts and their interrelationships together forming the conceptual framework for this dissertation. This would examine the roles of POPS in Hong Kong and reevaluate the effectiveness of the design and management guideline. It also examines the different information released by the websites of the Lands Department (LandsD) and the Buildings Department (BD) in connection with the POSPD. In response to the public criticism and concern, the LandsD and the BD each announced its own list of the existing POSPD named "Provision of Public Facilities in Private Developments" for public investigation and supervision in 2008. This dissertation will also suggest some recommendations to improve the guidelines if there are some missing elements and to illustrate the appropriate design.

This research aims to explore how higher education institutions in Hong Kong increase their competitiveness via strategic management; provide comparative strategic management approaches of 4 kinds of higher education institutions and the relationship of strategic management and quality assurance. First of all, it will be divided into two parts, namely, external-prospective and internal-prospective. The first part is external-prospective. In this session, the foci will be outside the universities. It will start from the global trend of higher education, the purposes of higher education, and institutional mergers. Internal prospective mainly focuses on the institution itself. This part will be conducted by looking at the areas of institutional governance and quality assurance. It will provide some statistical analysis to compare the higher education institutions in Hong Kong. For example, achievement, mission statement, the scale of international students to local students, international faculties, international project as well as partnership with other institutions and organizations. In addition, this paper will also explore the correlation of strategic and quality assurance in higher education. Starting from 2000, the higher education in Hong Kong, especially in the sub-degree sector, developed very rapidly. Such dramatic expansion in post-secondary education has raised a serious questions on how to maintain the quality, performance as well as the overall standard in the entire sector under sustainable increase in number of students and the number of institutions which providing the sub-degree programmes. In this regard, quality assurance in higher education is the foundation stone to uphold the entire development of the higher education sector. In view of the abovementioned approaches to this research paper, the hypotheses to be tested are (1) it is believed that the relationship among the competitiveness of universities, international benchmarking of universities and implementing strategic management is highly interrelated. (2) Under increasing competition in higher education sector in Hong Kong, local universities are increasingly using strategic plans to help their divisions achieve realizable goals and get more or better financial and human resources from a variety of stakeholder groups, and (3) there is a positive correlation between strategic management and quality assurance in higher education sector.

The rise of Chinese economy has favoured the growth of several financial centres in China. This phenomenon has drawn much attention to several scholars who focus on the relationship between Hong Kong and Shanghai. With a few exceptions, the relationship among Beijing, Hong Kong, Shanghai and Shenzhen have not been satisfactorily revealed, while financial competition and cooperation among them are also far from clear. This thesis examines the financial systems of Hong Kong, Beijing, Shanghai and Shenzhen to show their strengths and weaknesses. Financial markets, such as the stock market, bond market, funds market, insurance market, futures and derivatives market as well as the foreign exchange market are all included in this study. In addition, other important players (banking industry and multinational corporations) in the financial system are covered. This study shows that Hong Kong’s strengths lie in its stock, fund, insurance, financial futures and options, foreign exchange and its related derivatives markets, banking industry as well as the attractions of multinational corporations; whereas it is weak in parts of the stock market, the GEM, bond, PE/VC funds and commodity futures markets. Beijing is an important player in the banking industry, stock, bond, private equity fund, VC fund and insurance markets. However, it is not so developed in regard to foreign currency bond, fund (excluding PE and VC funds), financial futures and options, foreign exchange and related derivatives markets, foreign banking and the attractions of multinational corporations. Shanghai is considered to be at a similar level of ranking as Beijing. It is the capital centre of China and has the no.1 fund market in the Mainland although weaker than that of Hong Kong. Shanghai is also strong in foreign banking industry and the attraction of multinational corporations. Whereas Shanghai is weak in its banking industry (excluding foreign banking), bond market, PE/VC funds, financial futures and options as well as foreign exchange markets. Shenzhen is the weakest financial centre, with its advantages in the SME board, ChiNext and VC funds. Another finding of this study reveals that, except for the previous studies on financial centre competition and cooperation in China, there are still some potential areas such as the financial cooperation between the HKEx and SSE, the GEM and ChiNext as well as the financial competition of the private equity fund industry between Hong Kong and Beijing for the financial competition and cooperation of Beijing, Shanghai, Shenzhen and Hong Kong. The research findings of this thesis have both theoretical and political implications. Theoretically, the study reflects the significance of an information hinterland as well as law and finance theory in the Chinese financial market and also proves the importance of Beijing as a financial centre in China. Empirically, this thesis offers some implications for policy marking to enhance the better development of these financial centres. Specifically, Mainland China should further promote its regulatory and legal quality in order to provide better regulation and supervision on the financial system. In addition, it should put more effort to promote the development of industries that perform well in Hong Kong, Beijing, Shanghai and Shenzhen.

Abstract (sommario):
Following the publication of Perry and Wise’s essay on public service motivation (PSM) in 1990 and Perry’s PSM measurement scale in 1996, the concept of public service motivation has attracted wide attention and empirical research on its definition, measurement and incidence in the past twenty years. However, little empirical research has been conducted on PSM in Hong Kong. This research is intended to examine the dimensionality and generalizability of PSM in Hong Kong by using self-administered survey instruments with two groups of different respondents. Group 1 consisted of 55 students of Master of Public Administration of the University of Hong Kong (mostly full time public servants) whilst Group 2 consisted of 78 undergraduates from different faculties in the same university. Two separate survey instruments were used for group 1 and group 2 respondents. All 40 items of Perry’s PSM dimensions were included in the two survey instruments with additional 7 items and 8 items added for group 1 and group 2 respectively. The additional items were introduced to measure the relationship of variables including organizational commitment and job expectation and PSM dimensions. The findings did not reveal the PSM level of group 1 was higher than group 2. However, females were found having relatively higher PSM level than males under the dimension of Attraction to Public Policy Making. The independent variable of Organization Commitment was strongly and positively correlated with the dimensions of Commitment to Public Interest, Civic Duty and Self Sacrifice while Job Expectation was strongly and positively correlated with the dimensions of Attraction to Public Policy Making, Social Justice, Civic Duty and Self Sacrifice. This research contributed to provide better understanding and knowledge of PSM in the Hong Kong context especially on the influence of the independent variables of organizational commitment and job expectation on PSM dimensions.

We walk along the street every day. In the densely built urban environment, streets are the most abundant public space that serve not only as channels for movement but also as public realms and places catering for social activities. Throughout the development of Hong Kong, many public streets have evolved with a unique character and local identity that are integrated into the everyday life of the community. Yet, in a rapidly transforming city like Hong Kong, redevelopment has posed considerable threats to such significant cultural landscapes of public streets. In particular, mega redevelopment projects substantially alter the physical space and also trigger subsequent changes in the social dimension of streets. Such a transformation thus results in the role of streets gradually deviating from being a public space and streets disconnected from our everyday lived experience both practically and connotatively. It is the intention of this Study to investigate how mega-redevelopment has reshaped the way public urban streets are lived. It attempts to answer such questions as what cause the changes and what the changes are. Inspired by Lefebvre’s critique of everyday life, the physical and social dimension of public streets is simultaneously formed by two interrelated constituents. On one side, planning and governance measures by the institution determine more the physical space. On the other side, these institutional tools mediate spatial practices of individual street users, which thus in turn dictate the living component of public urban streets. Through the local case study of Langham Place, a mega-redevelopment in Mong Kok, this Study illustrates the dialectic relationship between these two aspects of space. Bearing in mind the dual role of streets, the findings suggest a heightened attention to the impact of redevelopment on the social space and the importance of planning for everyday life.
