Abstract (sommario):
Founded by European colonists in 17th century New England, Harvard University has historic international roots. By the mid 1900’s it had become an international powerhouse attracting top students, academics and scientists from around the world. Yet, the University is international almost by default as it has reacted to world affairs. Looking toward the future, President Drew Faust has outlined a strategy to become “intentionally global”. One model, begun ten years ago, serves as an example for the future. In 2002 the University established its first overseas office designed to represent the entire institution. The theory was that a modest local infrastructure would encourage students and faculty to expand international collaborations and make a difference in the region benefiting from this presence. The results have been highly successful. The Regional Office in Santiago Chile, representing Argentina, Bolivia, Chile, Peru, and Uruguay, has catalyzed engagement of over 3000 faculty and students in the last ten years. Over 50 significant collaborative research programs have benefitted thousands of preschool children, pioneered new approaches to disaster relief, improved health care, revolutionized public housing, and led to scientific breakthroughs. This model of a small physical footprint exerting large academic influence will be one of the central strategies as Harvard looks toward the future.

Abstract (sommario):
The authors argue that, rather than abandoning education in secretarial/office administration disciplines, universities should be leading the educational trans- formation required to prepare personnel to exploit the potential of computer- based technologies. Four points support the argument. First, computer-based office technologies capture data and make it available to creative users who can use itfor innovative purposes. This "informating" process requires intellective skill development for all knowledge workers including office-support personnel. Second, the rapid changes being forced on organizations require flexible, intellectually developed personnel to support manager-leaders in the tasks of maintaining competitiveness in the 1990s and beyond. Third, as the stereotypical authoritarian, boss-secretary relationship changes toward a partnership relation- ship, office-support personnel will need the intellectual foundation provided by a university education. Finally, as a key contributor to the knowledge-intensive information management team, office-support personnel require a university education to ensure career mobility as they mature in their skills.

Abstract (sommario):
Harvard University is a decentralized university, with each of its nine faculties basically responsible for its own financial well-being. The library operates within the framework of this decentralization. The term ‘Harvard University Library’ therefore has two different meanings. In one seise it refers to those who are responsible for carrying out certain functions where coordination is required. Specifically, the University Library provides a unified catalogue for the c.90 library units throughout the university. It also manages the Harvard Depository, which helps to ease the space problem, and provides certain preservation services to the decentralized libraries. The Harvard University Archives is a University Library institution, and there are also University Library functions in the areas of personnel and publications. The decentralized library system began to be developed in the 19th century. Not only do the libraries not share common funding or administration; they have varied purposes and types of reader. Short-term access for outsiders is possible in almost all of the libraries. A distinguishing feature of the library is its international collections, whose development began to be emphasized at the very aid of the 19th century. The library's digital initiatives are largely aimed at providing better service to the library's readers.

Abstract (sommario):
Leadership roles in the Harvard University Planning Office and the Cambridge City Planning Commission prompted Josep Lluìs Sert to adapt the utopian proclivities he formulated as President of the Congrès Internationaux d’Architecture Moderne (CIAM) to American social and cultural realities. The Harvard planning report of 1960 in turn provided a theoretical basis for Sert’s architectural designs for the university, particularly his firm’s Center for the Study of World Religions (1959–61), Holyoke Center (1958–67), and Peabody Terrace (1962–62). All were developed with landscape architects Sasaki, Walter and Associates and built in the campus periphery 1. Although acclaimed in the architectural media, the latter two examples provoked considerable controversy locally, as this account elaborates.

Abstract (sommario):
The purpose of this research is to examine the relation between the stresses and some lifestyle habits of academic and administrative personnel holding office at Ahi Evran University. 368 personnel in total as being 252 academic and 116 administrative personnel working holding office at Ahi Evran University had participated in this study. In the study, “Health - Exercise and Physical Activity Consciousness Level” questionnaire, developed by Dolasır Tuncel and Tuncel (2009), had been used as data collection tool. SPSS 22,0 packaged software had been used in the statistical analysis of data obtained, and the results had been evaluated at significance level of p<0,05. As the result of the research, by the comparison of states of regular exercise and being stressful among the academic and administrative personnel, significance had been determined at a level of .000 (p<0.001) for regular exercise, and of .021 (p<0.05) for being stressful. Moreover, when the relation among frequent tension, stressful workplace environment, alcohol consumption, regular exercise and smoking of academic and administrative personnel, a relation at high level in positive direction had been determined between frequent tension and stressful workplace environment (r=,723, p<0.001), a relation at very low level in positive direction had been determined between frequent tension and alcohol consumption (r=,124, p<0.001), and a relation at low level in positive direction had been determined between smoking and alcohol consumption (r=,422, p<0.001). Thus, it is being observed that the stress states of academic and administrative personnel holding office at Ahi Evran University are being affected depending on the workplace environment, and that the alcohol consumption of the personnel is increasing as the cigarette consumption increases.

The country’s effort of improving the student services programs is paralleled by the International Association of Student Affairs and Services (IASAS), an informal confederation of higher education student affairs/services professionals from around the world. Its members have been actively engaged for improving communication and sharing of professional development experiences such as best practices, internships, exchanges, conferences, colloquia and symposia. The status of implementation of student services programs of Northwest Samar State University (NwSSU) on terms of student welfare, student development, and institutional student services programs was very satisfactory. There is no significant difference in the status of implementation of student services programs of NwSSU in terms of student welfare, student development, and institutional student services programs with the different program components such as objectives, personnel, projects/activities, budget, facilities/equipment and monitoring and evaluation. The primary problems in the implementation of student services programs of NwSSU includes lack of qualified personnel, lack of facilities and equipment and lack of cooperation among partner agencies. Recommendations such as seminars / sessions on Personality Development Program and Proper Handling of Student Services Clients be conducted by the SAS Personnel; increase the number of personnel in the Registrar’s Office, Guidance Office and Medical – Dental Clinic; hire licensed, educationally qualified librarians and guidance counselors; increase the budget allocation for the purchase of medicines; have a separate room for testing and group counseling purposes; procure additional copies of test materials; update the facilities and equipment in every SAS Unit, especially, the units with fiduciary fund.

Abstract (sommario):
Background: Violence is common among security personnel. To the best of the authors' knowledge no recent studies have investigated this problem. This study aimed to estimate the prevalence and associated factors of violence against hospital security personnel and describe circumstances of violence, type of perpetrators, and victims’ response. Methods: In total, 170 security personnel from a university hospital in Egypt were recruited in this cross-sectional study. Data were collected using the Arabic version of a questionnaire developed by the International Labour Office. Results: The majority (87.3%) of security personnel reported violence exposure in the past year. Being a woman and working more than 5 years were independent predictors of violence exposure. The commonest forms of physical violence were pushing and beating. Verbal abuse and threats were the commonest emotional violence. Patients and their relatives/friends were the commonest perpetrators of violence. Conclusions: Violence is common among hospital security personnel in this setting. Adequate training and recruitment of more security personnel may contribute to decreasing violence.

This study explores effective academic leadership as well as hindrances within Iran’s private higher educational institutions. The author employed a qualitative approach that utilized purposive sampling to collect and analyze data. Findings were categorized into three classes comprising the (i) setting of direction, (ii) organizational and (iii) staff development at three administrative levels: central office, branch office and faculty personnel. Obstacles confronting effective academic leadership were identified as (i) centralization of power; (ii) bureaucratic hierarchy; (iii) budgetary restraints; (iv) ineffective interaction including ineffectual communications as well as social, political and cultural interventions; and (v) unqualified staffing policies that eschewed meritocracy. This study reveals that the functional purview of an effective academic leader is to drive an institution’s vision forward towards achievement and define its mission and objectives. Moreover, it signifies an indispensable need for academic leadership development programs that incorporate, protect and support scientific management skills based on sound moral values, mutually established trust, collegial respect, and the application of transactional cum transformational governance methods in teaching, learning and research.

Abstract (sommario):
One of the priorities of the government program “Digital economy of the Russian Federation” is the progressive development of the existing education system, which should provide the economy with competent personnel. In addition, this document declares the need to create a system of motivation for the development of the necessary competencies and participation of personnel in the development of the digital economy of Russia. All this requires the transformation of the classical educational system, which ultimately implies the creation of a “digital university”.According to the concept, proposed by the Agency for Strategic Initiatives together with Skolkovo University, the “digital university” will allow us to change the form and content of education in accordance with the requirements for new digital economy personnel. At the same time, the main emphasis should be placed on the individual trajectory of education, that is, collecting information not only according to the teacher’s assessment, but also collecting information in the student’s online course (what subjects the student was interested in, how he passed the intermediate tests, etc.). In addition, you need to create a specific set of services at the university. They should work in a similar way to the super services that are already being created in the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for receiving public services online. So, the student will be able to get help and get registered in the military enlistment office in a single window mode, without having to go to the offices. In addition, changes are needed related to the content of education. So, along with the already developing segment of mass online courses, courses using AR and VR and virtual simulators should be introduced in universities. With the help of modern technologies, students will be able to learn the profession more effectively in practice. The article attempts to generalize the minimum set of necessary transformations of a classical university into a “digital” one and present their description.

Abstract (sommario):
Most of us are armchair economists. Whether our opinions are right or wrong, we can proffer them at little personal cost—the most we can lose is our reputation. Not so for János Kornai. For much of his life, speaking freely would have led him to land in jail, or worse. He faced a difficult choice. He could publish illegally, take the samizdat route, but reach a very small number of readers. He could instead respect a number of official taboos, publish legally, and reach a much wider readership. These difficulties have not prevented him from giving us the most informed and deepest critique of the socialist system to date. This interview is, I hope, successful in showing the degree to which Kornai's life and work have been intertwined, and how he came to believe what he believes today. Kornai is sharing his time between Harvard and Collegium Budapest. The interview took place in my office when I was visiting Harvard University in June 1998.

Abstract (sommario):
Since 2000, the focus of employers’ attention in recruiting personnel for a company has been gradually shifting from hard skills towards soft skills. The results of a study carried out by Harvard University and Stanford Research Institute show that the contribution of hard skills to the professional success of an employee accounts for only 15 %, while soft skills add up to the remaining 85 %. Today, it is not enough for a graduate to acquire special knowledge and expertise – they are required to have soft skills to succeed in a job search. The paper discusses the issue of transformation of the qualifying requirements to the job seekers claimed by employers when hiring personnel. The objective of the work is to identify the structure of the key skills and competencies of university students and graduates essential for their successful employment. The analysis of the requirements of employers to graduates of one of the universities was carried out in 2017–2021. The empirical base was a sociological survey of the heads of Russian companies on the issues of the important soft and hard skills of young specialists. The results of the analysis prove that the rapidly changing economic conditions affect the pool of soft skills that are significant in the labor market. The paper presents the structure of soft skills, describes the pool of important skills and competencies that encourage an employer’s decision to hire an inexperienced university graduate. Thus, the results of the study confirm the importance of the development of soft and hard skills of university students and graduates.

Abstract (sommario):
Due to the changing student demographics and technological advances in research and teaching, both public and private higher education institutions offer services in an increasingly competitive environment. At the same time, the service quality expectations of the stakeholders continue to rise. For these reasons, technology solutions are needed for cost savings, efficiency gains, and improved service delivery. Like many other industries, higher education institutions have processes that can benefit from robotic process automation (RPA). RPA can be used to run student/staff jobs that manage back-office functions. It enables to ease the workload of their employees charged with doing these tasks and improve the user experience for students. This study examines an administrative process carried out at İzmir Bakırçay University. At least one administrative personnel assigned for the business process at the beginning of the research. The process consists of repetitive activities defined by specific rules. It was recommended to improve the process, considering the multitude of human errors and the length of the processing time. At the end of the study, the same process completed within 16 minutes for 240 students without making mistakes. Moreover, 75% of personnel needs were reduced, and 96.97% of the time was saved.

Abstract (sommario):
ArgumentIn the late 1960s, in the midst of campus unrest, a group of young economists calling themselves “radicals” challenged the boundaries of economics. In the radicals' cultural cartography, economic science and politics were represented as overlapping. These claims were scandalous because they were voiced from Harvard University, drawing on its authority. With radicals' claims the subject of increasing media attention, the economics mainstream sought to re-assert the longstanding cultural map of economic science, where objectivity and advocacy were distinguishable. The resolution of the contest of credibility came with a string of cases of dismissals and denial of tenure for radicals. The American Economic Association's investigations of these cases, imposing the conventional cultural map, concluded that personnel decisions had not been politically motivated. Radicals were forced to migrate from the elite institutions from which they had emerged to less prestigious ones. “Place” became a marker of their marginalization within the profession.

Abstract (sommario):
Tsunami evacuation simulation combining tsunami inundation simulation and people evacuation simulation was applied to the western half of tsunami-prone area of Banda Aceh and its use for tsunami disaster education and city planning was studied in cooperation with school teachers and city office personnel. People evacuation was simulated based on multiagent simulation handling over 20,000 agent models, including walking family, motorcycle, and automobile agents. Agent ratios and their basic responses were defined in a survey of mass evacuation in Meulaboh, Nanggroe Aceh Darussalam, triggered by the May 7, 2010, earthquake. Tsunami inundation simulation theoretically replicated the 2004 great Indian Ocean tsunami as developed by Professor Shunichi Koshimura of Tohoku University who used a sophisticated source model. Several simulations were developed using different scenarios such as evacuation start timing, automobile evacuation ratios, and evacuee destinations. Simulations were shown to Banda Aceh school students and instructors and to municipal office personnel. Based on their evaluations, the tsunami evacuation simulation proved to be effective in disaster education and city planning and was improved by their suggestions. We plan to expand the simulation area to the eastern half of Banda Aceh for practical use.

Abstract (sommario):
In many ways, intercollegiate athletics represents the ‘sustainable’ front porch of higher education. The high-visibility, high-impact nature of elite-level college athletics make athletic departments a central player in the sustainable development journey. However, not all athletic departments respond to this responsibility, nor are all responses uniformly successful. According to national reporting frameworks, an increasing number of universities in the United States are choosing to involve their athletic departments in university-level sustainability governance structures, but the benefits and limitations of this remain unclear. Using the theory of loosely coupled systems, and more specifically, the voice of compensations (which views loose coupling as an unsatisfactory state), the purpose of this paper is to explore perceptions of athletic department engagement in shared sustainability governance, and, thus, a whole-of-institution approach. Semi-structured interviews with sustainability office personnel were conducted and analyzed, and the findings imply that shared sustainability governance has the potential to focus the attention of athletic departments toward sustainability, as well as to reaffirm shared values. Yet, to maximize the impact of athletic departments toward the sustainable development goals of a university, sustainability office personnel suggest the deployment of additional change levers, in a multi-dimensional fashion, as supplementary coupling mechanisms. These would include more rigorous sustainability goals (top-down), continued collaboration on ‘low-hanging fruit’ initiatives (lateral), student-athlete engagement (bottom-up), and the development of an internal sustainability framework (inside-out).

Abstract (sommario):
In the article analyzed the procedures and criteria for selecting candidates for middle and lower administrative positions at universities in Ukraine and the Netherlands. Detected differences in the process of selection of administrative personnel of university of middle and lower level: in the use of criteria for selection of candidates (in Ukraine – formal criteria for selection of candidates, there are no criteria for determining the level of competence of the candidate, his professional and moral or ethical qualities; universities in the Netherlands use «job profiles», which contain functional responsibilities, qualification or competence requirements of the applicant, and the main criteria for selecting candidates are their authority both in academic and non-academic environment, level of competence, professional and moral and ethical qualities); in appointment to the position (in Ukraine, the rector appoints the dean (director) with the consent of the public self-government body of the faculty (institute) and appoints all administrative personnel of middle and lower level; in the Netherlands, the university's executive council appoints deans, deans appoint heads of departments; representatives of students of the faculty are involved in the work of the dean's office). Proposed to improve the process of selection of candidates for administrative personnel of university of middle and lower level in Ukraine: to develop job profiles (with an exhaustive list of criteria for clarifying the competence of the applicant; questions to determine the level of competence and personal qualities of candidates); introduce the practice of submitting portfolios by applicants for positions (with information on training, enhancement of competence, professional experience and achievements, etc.) for prior review.

Abstract (sommario):
One afternoon about twenty-five years ago, there was a knock on my Harvard office door, and Benito Legarda walked into my life. Ben had written his Harvard economics PhD thesis in the early-mid 1950s and then launched his career in central banking and financial policy. Meanwhile, his thesis on nineteenth-century Philippine trade and development was resting comfortably in the archives, where it was soon discovered by scholars and eventually became widely cited. Upon “retirement” some forty years later, Ben had the good fortune to meet up with Henry Rosovsky, a well-known quantitative economic historian who was famous for his Kuznets-like seminal work on Japan. By the 1990s and their meeting, Rosovsky had been chairman of Harvard’s economics department, dean of Harvard’s Faculty of Arts and Sciences, and had become the retired doyen of the Harvard community. Ben told me that Rosovsky had advised him about retirement life: “Now that you’re retired, Ben, why don’t you return to academic research? Indeed, why don’t you revise your thesis for publication? And if you decide to do so, you should go knock on Jeff Williamson’s door. I hear he has interests in the Philippines that stretch back to his participation in a Ford Foundation teaching program at the University of the Philippines School of Economics in the late 1960s.” Thus, the knock on my door some twenty-five years ago.

Abstract (sommario):
Abstract. In the conditions of rapid changes, instability and a high degree of uncertainty of the future, the problem of trust in the system of personnel training is extremely exacerbated. Trust in universities from the labor market today is becoming fragile [1]. Trust between the university and the employer is built through the National Qualifications System (NQS) of the Russian Federation as a tool for coordinating the demand for employee qualifications from the labor market and the supply from the education system. Universities face the urgent need for transformational changes in the field of management, the introduction of mechanisms for external assessment of the quality of education in educational activities. All of the above radically changes the traditional image of a classical university. One of the possible solutions to this issue is seen in the introduction of a corporate project management system, which was the subject of consideration in this article. The implementation of project management can provide the university with the opportunity to effectively use its own competitive advantages in the educational services market and adapt to external factors.

Abstract (sommario):
The Extra Mural Studies Department (now known as Extension Studies Section) was established in order to maintain the university links with the community as well as serve as a conduit through which university knowledge and university ways of thought can be transmitted to people in their locality. This research therefore, was an undertaking to identify challenges encountered in the implementation of University Extension Education. It was guided by the following objectives; identify the challenges encountered in the implementation of Extension Education, find out whether or not the University of Zambia Extension Education programs are in tandem with the educational needs of the local society in North Western Province, and assess whether or not the University of Zambia Extension Studies in North Western Province conducted other outreach programs apart from evening classes. In terms the research design, the study employed a case study design as it allowed the researcher to bring out a case and study it in its natural setting. Questionnaire and interview guide were the instruments used to collect data from the respondents comprising 97 students and 1 officer administering the office of the Resident Lecturer. It emerged from the findings that there were many challenges that the University of Zambia encountered in the implementation of extension education, central of all was the lack of qualified part time tutors in addressing the educational needs of the community in which it operated. The study also established that most of the courses offered by the University Extension Studies in North Western Province did not answer to the educational needs of the people in the Province. In view of the findings the study recommended that the University of Zambia should ensure that the provincial office is adequately and appropriately staffed with qualified personnel and also make a deliberate effort to create a policy to involve the local community.

Abstract (sommario):
Background/Context Internationalization has moved from the periphery to the core of many universities’ policies, mission statements, and strategic plans. In contrast to earlier paradigms of internationalization, the current period is significantly shaped by the global dominance of capitalism, the rise of the audit and accountability culture, and states’ retreat from funding of public services and goods, including higher education. Purpose The purpose of this study is to examine how the practice and policy of internationalization evolved in the specific context of a South African university from 1996 to 2006. Setting The research took place in the International Academic Programmes Office (IAPO) at the University of Cape Town in 2006. Research Design This research is an instrumental case study of IAPO at the University of Cape Town in 2006. Data Collection and Analysis The analysis presented in this article is based on three major sources of data. First, I examined documents produced by IAPO from 1996 (the founding of the office) to 2006, including reports, strategic plans, operational plans, goals and objectives, financial reports, all publicity material, and the draft of the internationalization plan. Second, I analyzed documents produced by the University of Cape Town during this same time period, including mission statements, annual reports, documents related to the transformation process, and the university's 2006 policy on internationalization. Third, I interviewed all key personnel (9 individuals) in IAPO in March 2006. Conclusions/Recommendations I identify three areas that are the focus of the major concerns and tensions regarding internationalization in the first 10 years of the office: study abroad, international full-degree students, and relationships with Africa and the rest of the world. I argue that the lack of a formal institutional policy on internationalization allowed for considerable individual and organizational agency in these areas. While the adoption of a formal policy in 2006 may hinder and channel internationalization policy, IAPO's practices have transformed the everyday life of the University of Cape Town, though some of the outcomes have been unanticipated.

Abstract (sommario):
The results of a comparative study of characteristics of representations about the future of 50 military personnel, 40 employees of the Prosecutor General's office, 30 students of the Luhansk People's Republic, and 30 students of the Southern Federal University (Russia) are presented. The relevance of studying the stated topic is explained. The results of the study were obtained by means of methods of content analysis of essays and psychological testing (methodology "The Events of My Life" by N.G. Nikiforov) and proved by the application of statistical procedures. The following empirical characteristics of future perceptions were identified and analyzed in each of the studied groups of respondents: “Localization of the Future”, “Prospectivity of the Future”, “Eventfulness of the Future”, “Subjectness of the Future” and “Optimism in the Future”. It is empirically established that the representations about the personal future of Luhansk students are intertwined with the future of the country and less optimistic than those of Russian students. It is shown that the representations of Luhansk military men are characterized by low subjectness, localized in the spheres of the future of the country, health and leisure-time activities; they are compressed, not concretized and unrealistic. The representations of the employees of Prosecutor General's office are characterized by greater prospectivity, eventfulness and subjectness than at the military personnel. The obtained results broaden the field of scientific representations about the factors of personal and life prospects of the subject, and also about specificity of representations of the subject about own future in crucial moments of development of a society.

Abstract (sommario):
This study analyzed the variations of policies and practices of university personnel in their use of affirmative action programs for African American students. In this study, the policy topic is affirmative action and the practices used in admissions, financial aid, and special support services for African-American students. Surveys were mailed to 231 subjects representing thirty-two Missouri colleges and universities. Most of the survey respondents were male, white, and nearly two-thirds were above the age of forty. Ethnic minorities were underepresented among the professionals. Seventy-two percent of respondents were white, 23% were African American, and 5% were Hispanic. The results of this study suggest a positive picture of student affirmative action practices and policies used by Missouri personnel. Differences among professionals were at a minimum. The overall mean score for support in diversifying Missouri institutions was fairly high, and this may reflect diversity initiatives taken by the Missouri Coordinating Board for Higher Education in the late 1980s, and early 1990s. Data suggested that Missouri personnel are aware of the judicial scrutiny by the courts in administering student affirmative action. Most Missouri institutions use a single process for assessing all applicants for admission, without reliance on a quota system. The recent Hopwood decision showed little impact on the decisions regarding professionals' use of student affirmative action at Missouri institutions. Although public attitudes toward student affirmative action may play a role in establishing policies and practices, Missouri personnel are very similar in their perceptions regardless of race/ethnicity, gender, and institutional office or position.

Abstract (sommario):
Introduction: The purpose of this study was to survey the faculty of personnel preparation programs that train orientation and mobility (O&M) specialists in the identification of accommodations, teaching techniques, and resources needed to teach students who are visually impaired (i.e., those who are blind or have low vision) and who are enrolled in blindfold and simulation cane courses (hereafter, cane courses). Cane courses are used to teach the techniques of independent cane travel, and they require total visual occlusion using blindfolds as well as simulated low vision using goggles that depict different visual acuities and field losses. Methods: This study surveyed personnel preparation programs training O&M specialists with an online questionnaire with open-ended items to identify the program’s required accommodations, teaching techniques, and resources needed to teach visually impaired students who are enrolled in cane courses. The survey was e-mailed to 22 universities in North America, which have personnel preparation programs for O&M specialists and asked for responses from individuals who teach cane courses. Descriptive statistics were used to analyze the survey data. Results: Results showed that the format of the cane courses was varied, a variety of accommodations and teaching strategies were used, and the universities’ office of disabled students generally did not know how to accommodate these courses. Discussion: A need exists for a student who is visually impaired to be an experienced traveler and to be knowledgeable about what accommodations and strategies he or she will use when they need to teach a fellow student during a cane course. Visually impaired students must be able to monitor the safety of their peers as well as the changing dynamics of the environment in which they are working. Implication for practitioners: To effectively teach visually impaired students who are enrolled in cane courses, university faculty teaching these courses could request prospective visually impaired students to provide documentation regarding their travel skills prior to acceptance into a personnel preparation program in O&M. In addition, students with visual impairments need to discuss with their universities’ office of disabled students and legal counsel what reasonable accommodations are relevant for visually impaired students enrolled in the cane courses and what accommodations they believe the universities are committed to providing these students.

Abstract (sommario):
Title VII of the Civil Rights Act of 1964 and Title IX of the Educational Amendments of 1972 make universities liable for sexual harassment that occurs within both the employment and academic contexts. This article examines how universities implement and enforce the mandates of both Title VII and Title IX through exploratory research about sexual harassment complaint procedures at a public university system on the West Coast. In-depth interviews with personnel at each campus shed light on problems with inserting a complaint resolution process into an institution that simultaneously strives to eliminate sexual harassment, while wanting to protect itself from liability. This inherent conflict of goals is reflected in the differing roles of the Title IX office and the Women's Resource Center, in creation of a user friendly policy, and in the two branches of dispute resolution.
