Abstract Maintaining and transporting food supplies during wartime are crucial activities. How to fulfill these obligations often is an important point in determining a government's wartime trade strategy. An example is the case of Great Britain during World War II. Britain attempted to control the cost and quality of its imported foodstuffs by influencing the production, supply and price within supplying countries. British food missions were established to negotiate the best-possible agreements and to protect Britain's long-term commercial interests. This self-interest can be seen in the food programme established by the British Ministry of Food and in the negotiations with British Columbia packers for canned salmon. Britain needed this nutritious and practical foodstuff, but refused to enter into longterm contracts with Canadian suppliers. The British Columbia salmon was considered too expensive, and Britain wanted to return to the cheaper Japanese and Russian suppliers after the war. The ultimate result was that the BC salmon canning industry was seriously curtailed at war's end, and the very existence of the resource was threatened.

Abstract China and Britain both found themselves in extremely precarious situations by the early summer of 1940, when Japan demanded that Britain close the Burma Road, a vital overland supply route for Chinese forces fighting against Japanese aggression. The British had just seen all of their continental European allies fall like dominoes to Hitler’s forces over the span of a few weeks, while China was fighting a losing defensive war against Japan with minimal outside support. China desperately needed to maintain its overland supply line to the British Empire, the Burma Road, but Britain feared that the very existence of this conduit of war materiel would provoke a Japanese attack on vulnerable British colonies in the Far East. American policy on Japanese aggression was ambiguous at this point and neither Britain nor China could realistically expect help from Washington in the short term. As a result, Britain signed a one-sided confidential memorandum to close the Burma Road to buy time and shore up its East Asian position to the extent that it was able. This deal, a lesser-studied counterpart to Prime Minister Neville Chamberlain’s appeasement policy in Europe, compromised the Chinese war effort against Japan, paved the way for the Japanese conquest of Southeast Asia, and ultimately failed to prevent Britain’s defeat in East Asia. Recognizing that this temporary concession would not moderate Japanese behavior, Britain reopened the Burma Road three months later. This paper examines the vital role of the Burma Road in the Chinese war effort in 1940 and why Japan demanded that London close it, then explores the factors that led to Britain’s unavoidable capitulation on the issue and subsequent reversal three months later, along with the consequences for the Allied war effort in the Far East.

What better way to tell about the time than a real “historical witness” – a product of that time, for the people of that time?! As such a “witness” in this small researched book from the 40s of the 20th century – Charles Dickens “A Tale of Two Cities”, published by “Blackie & Son Limited (London and Glasgow)”. Thanks to this book, it was possible to touch on the “wartime” publishing industry, consider the main challenges faced by the book publishing industry and explore non-standard solutions for a decent response to these challenges in Great Britain. In addition, people who felt the need for books despite all the difficulties and dangers brought by “wartime” – the Second World War – become a real inspiration. This book, which in this study dates from the early 1940s, is an example of the publishing standard – the Agreement – which was introduced in Great Britain during the Second World War. Namely, the Book Production War Economy Agreement (1942), which was concluded between the publishers (Publisher Association) of Great Britain and the state leadership (represented by the Ministry of Supply). This agreement, which was mainly of a recommendatory nature, was primarily related to the rationalization of the use of resources necessary for the publishing of book products (regulating and standardizing printed publications that would respond to the main challenges in limited economic conditions). It should be noted separately that the agreement was initiated by the Association itself, because it was a response to the unfair (in the opinion of publishers) distribution of paper, namely to Paper rationing, which was introduced by The British Ministry of Information [Holman 2005]. In this context, the earlier creation of The Paper Control Committee, which controlled the use of paper by publishers and acted as their defender before the Ministry of Supply [Vassilopoulos 2021], should be considered. Speaking about the demand for books during the Second World War in Great Britain, one should note the incessant thirst for reading, learning new things, and searching for “answers to questions that concern us now” [Hench 2010]. It seems that there were already enough exciting events in everyday life, but it was precisely in the times when the war dragged on and there was no visible end or finale, and society began to tire of uncertainty and the constant feeling of “calm before the storm”, books became a real salvation from difficult to perceive and understand reality – a new reality. This explains the constantly growing demand for books of various formats and genres in the 1940s.

The activities of the British Parliament to regulate the foreign policy of the United Kingdom towards Syria during the reign of Prime Minister D. Cameron are analyzed. The relevance of the study is due to the fact that the strengthening of the role of Parliament, which occurred during the acute phase of the Syrian crisis, significantly affects current trends in British foreign policy. The novelty of the study lies in the fact that for the first time the Syrian crisis is considered as a factor that contributed to the consistent strengthening of the role of parliament as a center for making foreign policy decisions. Attention is paid to the role of parliamentary committees in determining the UK’s policy on the Syrian track. The documents of the British Parliament are being studied in order to identify the position of parliamentarians in relation to the government course. The evolution of the British Middle East policy during the active phase of the Syrian crisis is analyzed. It is proved that Parliament had a corrective influence on the foreign policy of Great Britain, which is confirmed by the appearance during this period of significant functions, both in the House of Commons and in parliamentary committees. It is noted that the government sought to enlist the support of the parliament to ensure the legitimacy of the supply of weapons to the Syrian opposition and the conduct of a military operation in Syria.

The article is devoted to the search and scientific substantiation of the directions of theoretical research, which will ensure the integration of domestic forensic commodity expertise into the relevant European system of scientific knowledge. It has been established that Ukraine has a wide range of footwear for servicemen, which is a potential object of forensic commodity expertise but has not yet been studied from the standpoint of modern commodity science. The range of footwear offered by “Prof 1 Group”, “Scout Tactical”, and “Patriotshop” was analyzed and the nomenclature of their properties, which has more than 30 characteristics, was studied. It is shown that at the level of groups and types of this footwear has significant features of classification, marking, and other commodity characteristics, which are significantly different from the system of special knowledge of the domestic expert commodity expert. The systems of marking the anthropometric characteristics of the studied footwear and their units of measurement in the USA, Great Britain, and the European Union are compared. It is revealed that the system of special knowledge of commodity experts in the field of footwear needs to be optimized by supplementing scientific information on the main categories of footwear commodities. It is proposed to develop such addition as two blocks of information that correspond to separate basic categories of commodity science. The first block – scientifically sound data on current classification systems, new consumer properties, modern groups, species, and intraspecific range of footwear for servicemen. The second block – data on marking and schematic representation of measurements of anthropometric sizes of footwear and feet of consumers, which are developed based on a single scientifically sound scale of sizes and completeness; such a scale will be agreed with and approved by the Ministry of Defense of Ukraine, harmonized with the relevant scales in force in the developed world, mandatory for all producers and suppliers of this product in Ukraine. In the example of commodity knowledge about footwear for servicemen, the objective necessity and urgency of improving the existing Ukraine classification systems of uniforms, which is a potential object of commodity examination, in three directions: updating, harmonization with the needs of supply and trade practices, coordination with similar classification systems in developed countries. Based on the results of theoretical commodity research, it is proposed to modernize the system of special knowledge of a forensic commodity expert by developing a full range of modern methodological support for expert activities. AbstractThis paper is concerned with the current and future financing of long-term care (LTC). This is defined as the provision of nursing and care services to those adults who are incapable, to some degree, of looking after themselves, but excluding short-term convalescent care. The current position is summarised, covering the demand and supply of LTC, how it is currently financed, new developments and consumer attitudes. The paper then goes on to consider future developments. Possible patterns of future demand, covering likely needs and costs are given. Consideration is then given as to how future demand may be financed.The paper discusses some of the initiatives that might be undertaken to encourage proper planning by both the State and individuals and concludes that the actuarial profession should have a significant role to play in communicating the issues and evaluating solutions.

The article compares civil servants’ payment systems and wage levels in the Russian Federation and the United Kingdom, and identifies the factors affecting the civil servants’ pay level in both countries. With comparable civil servants’ payment levels in terms of purchasing power in Russia and Great Britain, there are differences in structural elements of payment and the fields of activity that are highly paid. The study is based on data analysis of the RF Ministry of Labour and the UK Office for National Statistics concerning civil servants’ pay levels in central offices of federal executive bodies of the Russian Federation and central public bodies of the UK. The comparative analysis shows that civil servants’ payment in Russia is significantly higher than that in Great Britain in such fields as security, defense, justice, legal proceedings, construction, housing and utilities, and statistics. In Great Britain, by contrast, civil servants are paid more than in Russia in speres of education, science, culture, tourism, media, industry and economics. Based on theories and studies reviewed, the article provides an econometric analysis of factors affecting the civil servants’ pay level in Russia and Great Britain. Regression analysis identifies statistically significant institutional, gender and age factors which determine the high level of the civil servants’ pay in both countries, for example, activities in financial, tax and customs spheres in Russia or work in small-size public bodies in Great Britain.

This thesis examines the nursing labor market in Great Britain. It describes the components of supply and demand, their interaction, and the dominant role of supply in the market. It also gives a detailed accounting of the conditions of employment for nurses, their training arrangements, and the system by which their pay is determined. Following this discussion, two types of supply models are estimated. The first is a static model which uses data from the Women and Employment Survey to explain two dimensions of supply at a particular point in time: participation and hours of work; discontinuities in the supply function are also discussed. The second is a dynamic model which uses hazard functions to identify the determinants of nursing quits over time. Work history data collected from the personnel files of the John Radcliffe Hospital are the basis of this analysis and three specific quit models: to leave for another job, to leave the labor market altogether, and to leave to take up training, are estimated along with the aggregate quit function for qualified and unqualified nurses. Finally, the elasticities produced from the supply models are used to evaluate the cost effectiveness of various policies to increase the supply of nurse labor.

In the inter-war period Great Britain lost its pre-eminence in aviation. The new industries centered on civil aviation were not appropriately nurtured. The roots of this decline were in policies struck for military considerations in the pre 1914 period. The emergent institution of the war, the Air Ministry, continued the military priority. Civil Aviation was controlled by an essentially military institution. In the immediate post-war period airline development was inadequately subsidized. The government's chosen instrument, Imperial Airways, failed to nurture civil aviation development. Emergent national aspirations within the Empire and hostile and indifferent governments without frustrated airline route growth. Equally hampered by poor government stewardship was the manufacturing aspect of aviation.

This thesis examines the last years of the Walpole ministry. It attempts to shed light on the inner workings of that ministry through an examination of its foreign policy, exploring the origins and impact of the 1739 war with Spain. This dissertation is the only extended modem study of the Anglo-Spanish diplomacy in these years. It is the only work to give adequate consideration both to the varying influence of British domestic pressures and to Spanish concerns. The thesis attempts to treat Spain's negotiations as variable, contingent on chance and on personalities, as well as on certain intractable beliefs and principles. Events are viewed largely from the perspective of the centre, the handful of leading ministers and diplomats who discussed and made political and diplomatic decisions. The personalities of ministers both in Spain and England, their interactions and rivalries and their differing views, are important to understanding how diplomacy worked. Though concentrating mainly on such interactions, and particularly the growing rivalry between Newcastle and Walpole, the thesis tries to show how influential others were. The inner circle of British ministers was preoccupied with the voice of those `without doors', and public opinion set limits to diplomacy even in Spain. The domestic context of British foreign policy included also a developing popular patriotism. The thesis contends that the Walpole ministry nearly succeeded in procuring a genuine commercial peace with Spain, and that the reasons for failure did not arise exclusively from domestic political clamour. Royal prestige and individual ministerial personalitites, in both countries, affected the outcome at least as much. The full explanation of a complex breakdown can only be found in a close attention to the chronology of negotiation. The thesis is therefore mainly chronological in form. In each chapter, though, an attempt is made to take up relevant themes and develop them with a less strict regard to chronology. Some issues, such as the role of monarchy, and of public opinion, the press campaign and Opposition tactics, the contribution of the South Sea Company, recur.

From 1830 to 1960 the parish ministry of the clergy of the Church of England underwent a transformation, which was expressed in the gradual abandonment of the parson model and the adoption of the professional model. Staffordshire provides a good case-study area because of its wide variety of urban and rural parishes where this development can be assessed. Amongst the many causes of the change, the population size of the parishes and the sources of clerical funding are considered to be crucially important. The evidence suggests that where parishes exceeded 2000 people and where the worshiping community became the main provider of financial support, the parson model was increasingly difficult to operate. Out of necessity, and sometimes subconsciously, the clergy developed a model with significant professional features, even though the parson model continued to be promoted as the ideal. There was a narrowing of the remit of the clergy and within their local communities they were less involved and less influential. If as a consequence the incarnational aspect of local ministry has been eroded then there are far reaching implications. This study shows how practical circumstances, such as those that relate to geography and economics, although not always recognised, have an important effect upon the practice and the theology of ministry.

This thesis empirically examines whether the neoclassical economic model provides an adequate framework to analyse a couple's labour supply behaviour in Britain using recent data from the British Household Panel Survey. The thesis comprises three empirical chapters. The first chapter uses the instrumental variable (IV) estimation procedure to model the hours of work of married couples. This approach allows us to test whether some of the assumptions of the neoclassical model (e.g., income pooling and Slutsky properties) are satisfied by the data. In addition, further variables that have been identified as distribution factors in the literature are introduced to the empirical model to assess whether they play a role in explaining a couple's hours of work. The first chapter only considers couples in which both spouses work. In the second chapter, the sample is amended to include all couples (i.e., those that work and those that do not) and the analysis conducted models a couple's labour market participation decisions rather than their hours of work. After testing for income pooling and the impact of distribution factors, a further variable, the wife's mother-in-law work status when the male spouse was aged 14, is introduced into the model. This is done to determine the effect of 'cultural' variables on labour market decisions. In the last chapter, this issue is explored further by explicitly modelling attitudes to a woman's role in the labour market. This approach uses a bivariate ordered probit model given the ordinal nature of responses to the attitudinal questions and again restricts the analysis to couples only. Finally, gender-role attitudes are introduced to the labour supply framework used in the second chapter in order to evaluate whether beliefs regarding women's role impact on a couple's labour market decisions.

This thesis examines developments within the ministry of the Congregational churches of the north-west of England in the period 1689-1829, with a number of aims in mind. In focusing on the role of Scottish-born and Scottish-trained ministers within these churches the attempt had been made to get away from the narrow national and denominational dogmas that have constrained our understanding of English Congregationalism. In line with recent historiographical attempts to produce historical explanations that recognise the inter-connectedness of the nations of the Union, this study attempts to assess the contribution of other national church traditions within one English region and to understand the development of British Evangelicalism amongst British Reformed churches, of which the Congregational Churches of Lancashire in the 1830s were such examples. After providing the historical background of the Protestant Dissenting churches of Lancashire, an attempt to quantify the number of churches within emerging church traditions in the eighteenth century will be made and to assess the survival of orthodox Reformed churchmanship. The argument followed here, in contradistinction to the vast majority of denominational historians, is that denominational theories are poor in explaining the survival of orthodox piety amongst Dissent and that the social and economic profile of congregations provides a far better explanation of the ecclesiology of these churches. Cumberland and Westmorland are examined and an understanding of the geographical spread of Dissent is attempted, noting particularly the survival of orthodox piety in the rural north of the region and in particular the dependence of the churches of Cumberland on Scottish ministers, without whom Protestant Dissent in that county would have disappeared. Finally an attempt is made to assess the contribution of Scottish-born and Scottish-trained ministers in the emergent Congregational tradition in Lancashire in the period 1770-1829. Throughout the study an attempt is made to test all assumptions concerning the ministry by utilising a database of biographical information on ministers within these churches and thus providing figures on nationality and training, attempting to see whether the Scottish cohort within the sample was statistically significant before moving on to more qualitative assessments of their influence.

Presbyterianism in the seventeenth century has often been seen as an alien and unpopular Scottish import, and its ministerial proponents as strident polemicists lacking a committed pastoral approach and doomed to failure in their struggle for further godly reformation. This thesis reappraises the development and articulation of orthodoxy and Presbyterianism through the experience of Thomas Hall, pastor and schoolmaster of Kings Norton, Worcestershire, a particularly rigid adherent of these views. It argues that Hall’s beliefs were home-grown responses to English religious and political changes in the 1630s, and explores their development and consolidation during the English Revolution. It also investigates ways he promoted his ideology through his pastoral ministry, his teaching, and his evangelical and polemical writings. Though militant against heresy, Hall’s willingness to engage with popular religious beliefs, to experiment with a variety of media and to present Calvinist ideals in a sympathetic and accessible manner, demonstrate a far more positive and flexible approach than historians have generally acknowledged. Much of the evidence centres on Hall’s unusually large and well-annotated library, and his own publications. This enables a detailed analysis of Hall’s reading practice and activities as a book-collector which were closely integrated with his polemical and religious priorities.

AbstractThis paper estimated the effect of electric vehicle transition on UK road and how it impacts on electricity supply and the reduction of carbon emissions. It used a scenario in which all cars that utilise internal combustion engines will be replaced by EVs in the UK. The methodology is based on speculating the future number of EVs in Great Britain, which helped in estimating the amount of additional electricity usage that would be required for the scenario. The results revealed that approximately 81 TWh of additional electricity must be produced annually to compensate for such expansion of EV. With that increase in electricity generation, the levels of carbon emissions from the electrical grid will rise slightly, by about 8.6 million tonnes of carbon dioxide per year. Given that combustion vehicles contribute to about 42% of the carbon emissions from the transport sector in the UK, it is concluded that the total amount of CO2 in the country will decrease by approximately 12% of all cars with internal combustion engines are replaced by electric vehicles.

Before Oliver Hart’s arrival in Charleston, the Southern colonies had produced none of their own indigenous ministers, having always looked to the Northern colonies or to Great Britain to supply their pulpits. One of Hart’s most significant contributions was to address this need. He personally trained in his home many young Baptist men called to gospel ministry and led the Charleston Association to found the minister’s education fund, the first cooperative education effort by Baptists in America. Hart actively recruited young ministers from other regions to fill the empty pulpits of the South and counseled other novice pastors on a variety of issues in his extensive correspondence. This chapter uncovers the greatest crisis of Hart’s pastoral career, the near-usurpation of the Charleston Baptist pulpit by one of his own trainees, Nicholas Bedgegood. It also recounts the story of the conversion and ministerial call of one of Hart’s most significant protégés, Edmund Botsford.

By the spring of 1940, Germany had won an overwhelming victory. The battle for France was lost, and in the summer of 1940 the Battle of Britain raged between the Luftwaffe and “The Few” for supremacy in the skies over Britain. Winston Churchill looked to the bomber as Britain’s only offensive weapon; however, British Bomber Command lacked numbers, and its bombs were small and deficient in explosive power. Lord Beaverbrook made strenuous efforts to obtain the explosive RDX developed at the Woolwich Arsenal, but the Ministry of Supply was unable to provide the huge quantities needed by Bomber Command.

Abstract Biomass and the bio-economy have strong potential to help shift dependency away from petroleum. Supply chain optimisation (SCO) has been used to help other industries and can be used to boost biomass industry viability. Biomass supply chain models frequently average the biomass yield of large tracts of land in their calculations. However, there can be large variation in the biomass yield within those tracts, losing useful information. This work presents a biomass SCO framework which approximates the available quality of land by piecewise linearly approximation of the biomass yield distribution, and incorporates this information into the optimisation. The linear estimates of the biomass yield distributions allow the SCO model to make more informed decisions about quantity and location of biomass growth operations, affecting all downstream decisions. A case study of mainland Great Britain has been examined using the framework to illustrate the impact of retaining biomass yield information in the optimisation, versus averaging the yield across tracts of land. The case study found that using biomass yield linear estimates reduced the overall land usage by 10%. Further, it improved biomass output, which increased the quantity of bio-products produced. All of this led to an increase in the overall profit.

We assess various aspects of volatility connectedness between 2009 and 2018. Among other implications, our results suggest that supporting renewable generation by setting an appropriate carbon price in interconnected wholesale electricity markets will improve market integration.

The Social Inclusion Trust Fund (the Fund), created in 2003 with support from the Royal Norwegian Foreign Ministry and Great Britain (DFID), is compelled at the end of its first three-year period, to review its accomplishments and the remaining challenges to the promotion of social inclusion both within the Inter-American Development Bank (IDB) and in Latin America and the Caribbean (LAC). This report is comprised of both an annual report reviewing activities and projects supported in 2003-2005 and a cumulative review of the advances made and challenges being faced by the Fund in carrying out its objectives. Also included are lessons learned from raising awareness and experiences in the region.
