The wave of the fourth industrial revolution leads us to an intelligent information society by spreading intelligent information technology (Al, IoT, Cloud, Big Data, etc.) to almost every aspect of our lives, such as industry, economy, culture, society, etc. As the fourth industrial revolution accelerates, it is crucial to establish an innovative strategy for Government that utilizes these technologies. Notably, to keep up with the changes in the intelligent information society, it is necessary to make a significant transformation of the current E-Government operation or E-Government service delivery. Therefore, this thesis focuses on the transformation to an intelligent E-Government, a new concept of E-Government that has absorbed intelligent information technology. Specifically, this thesis: 1) Analyzes the current E-government system using the ARIES framework and several other techniques, and examining the necessity of the transformation to an intelligent E-Government system. 2) Explores a successful transformation strategy to an intelligent E-Government from the organizational and political perspectives, and finally, 3) Proposes recommendations for how to implement an intelligent E-Government from a technical point of view. The expectations of citizens for government services are multiplying. Also, the emergence of the intelligent information society, the appearance of various new technologies, and the limitations of the current E-Government system require an improvement of the existing E-Government system. The primary goal of this thesis is to investigate a concrete and feasible plan for how to successfully transform the E-Government system in line with the evolution of technology.

ENGLISH ABSTRACT: Liberation struggles and the way liberation movements are organised can leave a lasting impact on post-liberation societies. This research project was conducted in order to research liberation movements as governments and how the quality of governance is affected in post-liberation societies when liberation movements become governments. The South African liberation movement is seen as having contributed to one of the most peaceful transitions of power on the African continent. However, the stigma surrounding liberation movements prompted a study of the South African liberation movement and to establish whether or not the ANC as ruling party has made a success of its governance of South Africa. This thesis uses South Africa as a case study to determine how quality of governance is affected when liberation movements become governments. This thesis focused on the lingering effects of the structure and organisation of liberation movements. It is thus an exploratory as well as descriptive study where the legacies of the South African liberation movement are investigated and where the ANC as a liberation movement is compared to the ANC as a ruling party. Using historical analysis to discover the structure and internal governance of the liberation movement, this thesis seeks to explain the legacies that still influence the ANC today after its transition from a liberation movement into a political party. To do this the thesis used the theoretical framework of quality of government taken from Rothstein and Teorell (2008), who define it as impartiality. These legacies of the South African liberation movement are believed to have had an impact on the quality of governance of the ANC as a ruling party in post-liberation South Africa. By researching the last twenty years of ANC rule in South Africa’s post-liberation society, this thesis investigated the impartiality of government institutions in order to evaluate the quality of governance in South Africa, and thereby to discover what happens to the quality of governance when liberation movements become governments. The findings of this thesis indicate three conclusions. First, the legacies of the South African liberation movement still have a great influence on the modus operandi, the structure and the goals of the ANC today. Second, these legacies have contributed to the decline of the impartiality of government institutions, in particular through the National Democratic Revolution (NDR) project and its cadre deployment strategy, where appointments are made without the consideration of the principle of impartiality. The legacies of the South African liberation movement have thus had a negative impact on the quality of the ANC’s governance. Finally, this thesis has found that in the case of South Africa, when the ANC as liberation movement took over as the ruling party in a post-liberation society, it negatively affected the quality of governance. Further research in this field is needed in order to compare these findings with other countries that have liberation histories so as to be able to generalise about other liberation movements and to improve the quality of governance in other countries.
AFRIKAANSE OPSOMMING: Bevrydingstryde en die manier waarop bevrydingsbewegings georganiseer is kan 'n blywende impak op post-bevryding samelewings laat. Hierdie studie is uitgevoer om bevrydingsbewegings as regerings na te vors en ondersoek in te stel oor hoe die kwaliteit van staatsbestuur beïnvloed word in post-bevryding samelewings wanneer bevrydingsbewegings regerings word. Die Suid-Afrikaanse bevrydingsbeweging het bygedra tot een van die mees vreedsame oorgange van mag op die Afrika-kontinent. Die stigma rondom bevrydingsbewegings het egter gelei tot die implementering van 'n studie oor die Suid-Afrikaanse bevrydingsbeweging en of die ANC as regerende party wel 'n sukses van sy staatsbestuur van Suid-Afrika gemaak het. Hierdie tesis gebruik Suid-Afrika as 'n gevallestudie om te bepaal hoe die kwaliteit van bestuur beïnvloed word wanneer bevrydingsbewegings regerings word. Hierdie tesis is gefokus op die voortslepende gevolge van die struktuur en organisasie van bevrydingsbewegings. Dit is dus 'n verkennende asook beskrywende studie waar die nalatenskappe van die Suid-Afrikaanse bevrydingsbeweging ondersoek word en waar die ANC as 'n bevrydingsbeweging staan in vergelyking met die ANC as 'n regerende party. Deur navorsing te doen oor die laaste twintig jaar van die ANC-regering in Suid-Afrika se post-bevryding gemeenskap, ondersoek hierdie tesis die onpartydigheid van staatsinstellings om sodoende die gehalte van regering in Suid-Afrika te evalueer, en om daardeur te ontdek wat word van die kwaliteit van staatsbestuur wanneer bevrydingsbewegings regerings word. Die bevindings van hierdie studie dui aan op drie gevolgtrekkings. Laastens het hierdie tesis bevind dat in die geval van Suid-Afrika, toe die ANC as bevrydingsbeweging oorgeneem het as die regerende party in 'n post-bevryding samelewing, die gehalte van bestuur negatiewelik geaffekteer is. Verdere navorsing in hierdie gebied word benodig om hierdie bevindinge met ander lande wat ’n soortgelyke geskiedenis deel te vergelyk en om sodoende te veralgemeen oor ander bevrydingsbewegings en gevolglik die kwaliteit van bestuur in ander lande te verbeter.

Despite a highly centralised system of government, Tanzania, has attempted several measures aimed at achieving decentralisation of its immense powers to allow people to have a say on matters affecting their respective areas of jurisdiction. By discussing the autonomy of local government in Tanzania, this research will highlight whether or not local government in Tanzania has the autonomy to exercise its functions without undue interference from the central government. There is not much literature on the local government laws of Tanzania .Therefore, this research will contribute to the concept of decentralisation in Tanzania in particular and Africa in general.

World-over, E-Government has been recognised as a tool for radically improving the way governments interact with their citizens. While the obvious benefits of E-Government include providing convenience and easy access to customers thereby resulting in improved services to citizens, reduction of costs (by re-deploying resources from back-end processing to front-end customer service); providing easier access to information, increasing transparency and communication between government departments and with the public, the long term benefit of E-Government is also to make it easier for people to conduct their daily lives and business in the nation, thereby making it an attractive location to attract global talent. On the other hand, introducing E-Government requires a transformation in the way the government structure functions – thereby requiring a change in the organisational culture, managerial styles, systems and procedures apart from large financial investments towards technology upgrades. In order to ensure that e-Government is actually bringing about the changes that are desired (via the benefits) it is vital that strict performance measures be instituted on a continuous basis to check the effectiveness of e-Government. This study investigates 8 government departments employing e-Government in Dubai through a case study method and seeks to identify the challenges faced by each department in providing their services to their customers, the performance measures that have been instituted by these departments to evaluate the effectiveness of their e-services and the benefits that they have derived there from. The key challenges and performance issues have been studied and how these challenges could be managed effectively has been analysed. The study utilised the case study method by interviewing key members from each of the 8 departments studied. Important documents were reviewed and the researcher made personal observations from visiting the websites and portals of each of these departments. The results show that while the e-Government initiative in Dubai is quite advanced in comparison with the similar initiatives in countries across the world, there are several challenges faced by these departments. These include – no clear and standardised performance measures being used across the board, lack of technological knowledge and education initiatives for department staff and perhaps not enough organisational learning to improve the efficiency and effectiveness of the e-Government Initiative.

Then the first efforts to development of information systems began to connect various governmental offices. However, these efforts haven't been very successful. Subsequently, different e-Government services start developing and this is what the diploma thesis is about. First it outlines the progress of the e-Government. Then this thesis attempts to the e-Government services and also provides information about e-Government system in different countries. At the end there is described electronic data interchange, electronic invoicing and electronic archiving.

Abstract (sommario):
This thesis contains one literature review chapter and three self-contained empirical studies on different but closely related topics, domestic market integration, public spending, and strategic interactions in China. In Chapter 1, we describe the general background of the Chinese fiscal reforms in the 1980s. In particular we present how the open-door policies has resulted in China’s increasing participation in the global market while at the same time its domestic market seem to still suffer from prevalent border effects and local protectionism. Besides, we outline the nature and source of this fragmentation, which stems from the fiscal and administrative decentralisation, that the fiscal reforms brought about, and the existing political system. As such the fiscal and administrative system give strong incentives for local governments to actively participate in yardstick competition, which often takes the form of the so-called ‘tournament competition‘. Chapter 2 provides a general overview of the existing literature on measuring domestic market integration (DMI). It provides the theoretical underpinnings and empirical evidence of this literature, organising DMI into three main streams of the literature, which are factor-related approach, price-related approach and output and employment-related approach. Chapter 3 adopts a spatial border difference approach and a spatial border econometric approach to estimate the provincial border effects and thus infer the degree of domestic market integration in China. By using a dataset of 48 border counties and 28 2-digit industries in the Yangtze River Delta region over the time period 2005-2009, we find that border effects are present and significant and also varying across provinces and industries. On average Shanghai shows the highest level of local protectionism with its provincial border exerting greater influences on the industry patterns compared with the other two provinces. We also observe the provincial border effects are decreasing over time, albeit over a short time period, which indicates an ongoing process of deepening market integration. Moreover, we also find that Jiangsu exhibits a higher level of border effects against Shanghai and Zhejiang than that with its all surrounding neighbours. Chapter 4 looks into the role of domestic market integration and socio-economic globalisation play in the size and structure of the public sector in China. By employing a dataset of 27 Chinese provinces for the period of 1998-2006, we find that domestic market integration has negligible effects, only showing a small positive correlation with social aspects of spending. On the other hand, the results of international integration provide some support for the ‘efficiency’ hypothesis over the ‘compensation’ view. More specifically, economic integration contributes to the overall expansion of public sector and in particular it increases productive and non-social spending, while social integration results in a reduction in total spending and social spending. Chapter 5 investigates the relationship between strategic interactions and political tournament competition in China. By using the provincial-level data for 28 Chinese provinces over the period of 1998-2005, we provide strong evidence of the spatial autocorrelation in both total spending and its components, though we fail to find evidence supporting the ‘tournament competition’. Besides, the spending level in neighbouring provinces acts as a constraining effect on a local leader’s promotion. Moreover, we found that a higher level of total spending, productive spending and education spending compared with their contiguity neighbours, and a higher level of agriculture spending compared with their GDP-related neighbours would significantly increase the promotion opportunities of provincial governors. In contrast, the level of administration spending relative to local province’s GDP-related neighbours and the level of agency spending relative to geographic-related neighbours are negatively linked with the political turnover rate of provincial governors. Chapter 6 summarises the main findings of the thesis and outline the policy implications of our findings.

This dissertation extends the literature on the crowd-out theory to international nonprofits based in the United States. The dissertation measures the simultaneous impact of government grants on private contributions and fundraising activities of INGOs. Understanding the relationship of the major players (government, donors and nonprofit managers) in revenue collection of INGOs is important in understanding international charity and its implications. Six major sub-categories of international organizations have been identified for this research. These are based on a review of the literature on international organizations and those already coded as international according to the National Taxonomy of Exempt Entities (NTEE). An overview of the INGO sub-categories, their description and coding can be seen in table A5 in appendix A. The major sub-categories include (1) International, Foreign Affairs and National Security (ifans), (2) Promotion of International Understanding (piu), (3) International Development (id), (4) International Peace and Security (ips), (5) International Human Rights (ihr), and (6) International, Foreign Affairs and National Security N.E.C. (ifansNEC). We will employ a panel dataset of INGOs between the years 1998 and 2003 to test for crowding-out effect of government grants on private contributions and fundraising activities. We have a total of 2,169 INGOs in our data set and a total of 6,239 observations.

This thesis presents a two part criticism to Liam Murphy and Thomas Nagel’s book, The Myth of Ownership, in which they attempt to argue that it is logically impossible that one can have any entitlement to their pretax income. The first criticism addresses their claim that based on a politically charged understanding of human nature you cannot have property without government. Through the fields of psychology, biology and anthropology, an overlap is found that presents human nature in such a way that presents a serious hurdle to the Murphy and Nagel position. The second criticism addresses their failure to define the scope of government in their book. In light of cultures that have a strong conception of property, Murphy and Nagel are charged with equivocating on the definition of government in order to make their argument hold. The conclusion reached is that based on current research pertaining to human nature and a brief anthropological study, the existence of government is not needed in order to have property within a community.

In the last two decades, the deeply flawed ethical disposition of the press, or print media, and changes in the traditional business models of the print media have been carefully staged as policy challenges for both the Australian government and the eponymous public. This thesis attempts to characterise and critically untangle the technology of ‘inquiry’ that has been offered by government as a remedy to these perceived failings – a deeply intrusive, diagnostic, productive and creative technology that demands assessment when the traditionally unfettered and unregulated press becomes its field of intervention. With the print media as the key unit of analysis, ‘inquiry’ is historicised through genealogical analysis and subsequently refracted through the Foucauldian prism of governmentality to offer, quite simply, an analytics of inquiry as it relates to the print media in Australia. The first part of the paper undertakes a modest genealogical analysis of inquiry and traces a trajectory toward a governmentalisation of inquiry, before composing a general conceptual space for thinking of inquiries as ‘technologies’ by proposing a tetrad analytic encompassing the polytelic, polytechnic, polytemporal and polyspatial dimensions of inquiry. The second part of the paper patiently knits a governmental perspective with the discursive, using the tetrad as a starting point to analyse the 1992 Joint Select Committee Inquiry into the Print Media and the 2011 Independent Inquiry into Media and Media Regulation. This offers a preliminary insight into the unstable ecology of rationalities, strategies, techniques, governmental programmes, powers, resistances and co-existing technologies that animated these two inquiries into the print media. By making the self-evident nature of inquiry contingent, it becomes possible to illustrate the specific historical conditions which render inquiries into the print media intelligible.

Aus der Einleitung: In den letzten Jahren vollzieht sich ein gesellschaftlicher Wandlungsprozess von der Industrie- zur Informationsgesellschaft. Diese Entwicklung wird getragen vom zunehmenden Einsatz internetbasierter Informations- und Kommunikationstechnik (IuK). Mit Electronic Government (eGovernment) stößt auch die öffentliche Verwaltung die Tür zur Welt des Internets auf. Doch schon vor eGovernment hat der IuK -Einsatz im Rahmen der Verwaltungsinformatik eine lange Tradition. Der entscheidende Einschnitt folgte aber ab Mitte der 90er Jahre mit der Virtualisierung der Verwaltung: Von der Einbindung ins Internet, der Integration bestehender Systeme per Intranet bis hin zur Digitalisierung gesamter Verwaltungsabläufe. Doch lässt sich eGovernment nicht auf technische Anwendungen reduzieren. Vielmehr hat eGovernment erhebliche Potenziale zur Verwaltungsmodernisierung und rückt seit Ende der 90er Jahre in den Mittelpunkt der Diskussion um eine Verwa ltungsreform. Dabei baut eGovernment als parallele Entwicklungslinie auf einige Elemente des New Public Management (NPM) auf. The public's trust in government is a subject that arouses interest and debate among researchers and politicians alike. This thesis is concerned with public trust in government in China and particularly in local government. It provides insights both on the patterns of public trust in different levels of government and explores the key factors that account for variance in this respect. In light of the findings in this respect, the thesis also makes suggestions about measures that might be taken to improve public trust in local government particularly in the China context. A mixed methods research design has been employed that has included analysis of responses to a major trans-China quantitative survey of public opinions and the conduct of a series of semi-structured interviews with local government officials operating at different governmental levels within one municipal city. The research examines the commonalities and differences between the perspectives of citizens and of officials with regard to the scale, nature and causes of public distrust in local government. The thesis considers the implications of the findings and makes suggestions as to the kinds of policy and practice responses that would seem necessary to improve Chinese's citizens' trust levels in their local government.

m-Government or mobile-Government is seen as part of e-Government and an additional channel for the delivery of public services and information to the citizen. This study critically examines and evaluates the extent to which the Provincial Government Western Cape has adopted m-Government and implemented related services. A survey conducted by Kirsten (2006) on the adoption and readiness of mobile technology by businesses in South Africa was used as the foundation of this study to determine the level of readiness in the Provincial Government Western Cape. Managers and technical staff within the Province’s information and communication technology component, the Centre for e-Innovation, were interviewed and asked to complete the survey. The study found that, although there is a relatively high degree of adoption with regard to various aspects of mobile and wireless technology, there are many obstacles and barriers that need to be overcome in order to achieve a higher level of m-Government maturity or readiness. The study makes various suggestions on how to overcome these barriers. The most important suggestion is to develop a holistic approach to the adoption of m-Government. Plans for adoption should be incremental to ensure that small victories that can be built on are achieved; the involvement of key stakeholders is also essential.

The advancements in the ICT and internet technologies challenge governments to engage in the electronic transformation of public services and information provision to citizens. The capability to reach citizens in the physical world via e-government platform and render a citizen-centric public sector has increasingly become vital. Thus, spending more resources to promote and ensure that all members of society are included in the entire spectrum of information society and more actively access government online is a critical aspect in establishing a successful e-government project. Every e-government programme requires a clear idea of the proposed benefits to citizens, the challenges to overcome and the level of institutional reform that has to take place for e- government to be a success in a given context. E-government strategy is fundamental to transforming and modernising the public sector through identification of key influential elements or strategy factors and ways of interacting with citizens. It is therefore apparent that governments must first understand variables that influence citizens’ adoption of e-government in order to take them into account when developing and delivering services online. Botswana has recently embarked on e-government implementation initiatives that started with the e-readiness assessment conducted in 2004, followed by enactment of the National ICT policy of 2007 and the approval of the e-government strategy approved in 2012 for dedicated implementation in the 2014 financial year. Significant developments have taken place around national and international connectivity including initiatives that offer connectivity to citizens such as the I- partnership, community run Nteletsa projects, post office run tele-centres and Sesigo projects that have been deployed on a wider Botswana. In spite of these remarkable initiatives there is no change management strategy in place and evidence to suggest that citizens cluster groups, government employees, key influential citizens’ stakeholders and other local government administrative governing structures at district levels have been appropriately informed, consulted, engaged and participated in the design, development and implementation initiatives. This position has contributed largely to low e-readiness indices for Botswana, low PC, Internet and broadband penetration levels, which do not commensurate with levels of connectivity initiatives already in place and operational. The strategy development, which is the viability business plan for the entire project has been initiated and concluded without the appropriate input of citizens, employees and local government structures at the districts. Considering that that e-government is new and narrowly researched in Botswana. There is non existing research on both the impact of strategy factors to e-government implementation success and citizens’ involvement and participation in the e-government design and implementation through to adoption and continual use. This study therefore explores and investigates empirically the key e-government strategy influential success elements and the how citizens’ involvement and participation in e-government development can be secured, supported and facilitated towards adoption and continual future use. This culminates in the proposal of both theoretically supported and empirically validated e-government strategy framework and citizen centric conceptual model. The study is crucial as it aims understand how can influences upon success in e-government project be better understood and citizens’ stakeholder adoption of e-government enhanced to facilitate successful development of e-government in Botswana and is also timely as it comes at the time when Botswana has not yet implemented her e-government strategy, hence factors identified are critical to both strategy re-alignment and design of the citizens’ involvement and participation change management strategy to support both implementation and citizens’ adoption of e-government in Botswana. The study utilises the mixed methods research, employing both qualitative and quantitative methods to address the research question and triangulated data collection approaches used to select survey sample for two questionnaire sets carried on opinion holders within government and non government structures and ordinary citizens, use of observations on operating tele-centres, interviews with key e-government strategic stakeholders and document analysis which included e-government policies and related documentations as well as extensive review of e-government published literature including applied implementation and citizens adoption experiences of developing and developed countries. In the analysis of data the multiple regression analysis has been utilised and multivariate analysis performed to ensure linearity, normality and collinearity. The linear regression has been used to test the hypothesis through the Analysis of variance (ANOVA) technique. This study aims at determining the m-Readiness of a Province for m-Government from a context of its Provincial Government (PG), the underprivileged citizens of the region and the mobile fluency thereof. In answering the research question, i.e., “What is the extent of readiness of the government and that of the underprivileged citizens for introduction of m-Government within the region under study”, literature was reviewed and existing models synthesised, and from that, a conceptual model was presented which acted as a reference point. The research process used a quantitative method and utilised a stratified random sampling method in determining and adequately representing the populations under study, namely, underprivileged citizens and IT managers and specialists from the PG’s office. Descriptive statistics were adopted in analysing the collected data used in answering the research questions and findings presented. The findings show that the Province is m-Ready for m-Government services, from the studied contexts of the PG, underprivileged citizens and mobile fluency. The reference model, that is, the Provincial Mobile Readiness Measurement Model (PMRMM), was developed from a perspective of the Province under study, therefore, its theoretical generalizability to other Provinces has to be first studied before being implemented. Secondly, the study only looked at three segments of the government service delivery value chain, which are the Government-to-Citizen (G2C), Government-to-Employee (G2E) and Governmentto- Government (G2G). The contributions of the study are twofold, firstly as a practical decision-making guide regarding introduction of m-Government and secondly, it adds to the conceptual understanding of government readiness for introduction of government services via ICT mobile platforms.

This PhD thesis examines the E-government implementation in Dubai and examines the critical success factors and barriers to a successful E-government implementation. The study is based on primary research conducted on the subject of E-government in the United Arab Emirates. The thesis critically reviewed extant literature on E-government implementation. The methodology used for this research is a mixed-methodological design comprising of quantitative survey of 450 employees of the Dubai Smart Government Department. A survey questionnaire was designed to assess the impact of various independent and dependent variables on the effectiveness of E-government implementation. To complement the shortcomings of the high level of abstraction often associated with quantitative methodology, a qualitative methodology was used which involved in-depth interviews with 25 middle and high ranking officials in the Dubai Smart Government Department. The results of these questionnaires and interviews helped provide a theoretical framework for the postulation of standard operating procedures, which could ensure the success of E-government implementation, in Dubai. The research analyses and discusses the primary data (questionnaire and interviews) to generate insights regarding the success of E-government implementation in Dubai. The analysis also examines the various factors which limit and hinder successful E-government implementations and offers recommendations for improvement. The study finds that some of the major barriers to E-government in Dubai include: technology, security, legal, monetary and strategic. Employees surveyed also generally expressed fear of complexity, system integration, data security, and job losses. Researchers have repeatedly shown that there is need for empirical based studies to understand contextually relevant aspects of E-government implementation in non-western contexts. This PhD thesis contributes to this debate with fresh empirical data sets from Dubai on E-government implementation including the identification of critical successes factors and barriers of a successful E-government implementation. This study also contributes theoretically by challenging the popular normative stage models with a more robust theoretical framework encompassing both human centeredness and context relevance. In so doing, the study came up with a tripartite approach comprising management support, cultural change, and system design. The study concludes that dynamic interplay between internal and external forces; socio-economic and technological factors (including maturity of ICT capabilities) are all relevant for a successful implementation of E-government in Dubai. This study’s key significance lies in its contribution to improve the implementation of a successful E-government in the UAE context, thereby leading to a development of a road map for facilitating practical implementation of strategies and reversing the declining trend of E-government participation in Dubai. In addition, the study’s emphasis on the public sector, could lead to strengthening of the role of E-government for administrative and institutional reform and inclusion in the public sector. The study could provide a useful guide both for the Dubai Smart Government Department and other E-government agencies in Arab regions and for internal stakeholders in the field who wish to gain insight into the process of E-government globally.

ENGLISH ABSTRACT: Electronic government or e-Government has become a global phenomenon and is seen as a tool to strengthen the performance of government and public administration. An efficient and effective state administration is a necessary requirement for economic and social development. This study describes to what extent the e-Government policy of the PGWC compares with other e-Government policies internationally and in particular the Australian e-Government policy. South Africa as a young democracy can use the transformational power of the e- Government approach to the benefit of government, business and the citizens of the country if this approach is applied appropriately. e-Government offers the opportunity to improve public services and can even reduce the gap that exists between those who are computer literate and those who are not. E-Government in the PGWC is still in the beginning phases compared to e- Government in Australia, which has developed rapidly over the last decade. The PGWC can learn from the Australian e-Government development process, with Australians being regarded as one of the leading e-Government nations in the world, according to the United Nations Organisation. Even though the e-Government policy of the PGWC and the Australian e- Government policy use a comparatively similar approach within the demographic boundaries in which they exist, it was found that the socio-economic challenges of South Africa as a developing country, still have an enormous influence on the optimal application of the e-Government policy.
AFRIKAANSE OPSOMMING: Elektroniese regering of e-Regering het ‘n wêreldwye verskynsel geraak en kan gesien word as ‘n maatstaf vir die versterking van regeringsoptrede en publieke administrasie. ‘n Effektiewe en doeltreffende staatsadministrasie is ‘n noodsaaklike vereiste vir ekonomiese en sosiale ontwikkeling. Hierdie studie beskryf tot watter mate die e-Regeringsbeleid van die Wes-Kaapse Provinsiale Regering met ander internasionale e-Regeringsbeleide vergelyk, veral met betrekking tot die e- Regeringsbeleid van Australië. As ‘n jong demokrasie kan Suid-Afrika die transformerende invloed van die eregerings benadering tot die voordeel van die regering, besigheid en die burgers van die land gebruik indien hierdie benadering korrek toegepas word. e-Regering bied die geleentheid om publieke dienste te verbeter en kan selfs die bestaande gaping vernou tussen diegene wat rekenaargeletterd is en diegene wat nie rekenaargeletterd is nie. e-Regering in die Wes-Kaapse Provinsiale Regering is nog in ‘n betreklike vroeë stadium vergeleke met e-regering in Australië waar dit oor die laaste dekade snel ontwikkel het. Die Wes-Kaapse Provinsiale Regering kan vanuit die ontwikkelingsproses van die Australiese e-Regering leer, daar Australië deur die Verenigde Volkere-organisasie as een van die voorste e-Regeringnasies in die wêreld beskou word. This case study explored the use of Labor Management Partnerships in the government sector through the Partnership to Achieve Comprehensive Equity (PACE), a partnership between Metro, a division of King County government and Amalgamated Transit Union, Local 587 (ATU). The study examined the partnership’s influence on organizational outcomes and the manner in which the partnership functioned and sustained itself, as well as the challenges and obstacles that threatened both the partnership and outcomes. Two key findings emerged from this study. First, partnerships are supported by flexible structures and practices that foster relationship-building through dialogue and co-learning. Second, partnerships must confront contextual challenges, such as changes in leadership and organizational resistance that threaten their viability. As this case study illustrates, it is the community’s ability to establish strong and dynamic relationships that ensures members are respected, empowered, and engaged in the partnership’s outcomes.

Unofficial fees are a common feature in Ugandan health facilities and exist in different forms. This study explores the forms of unofficial fees existing in Ugandan hospitals and compares findings from government and non-governmental hospitals in both rural and urban areas. It also investigates the reasons for or causes of such fees as well as the relationship between unofficial fees and other factors such as quality of care within the hospitals. The overall aim of the study is to analyze the magnitude and impact of unofficial fees on patients' expenditure and thereby make recommendations for improvement in efficiency and equity with regards to out-of-pocket funding. Both qualitative and quantitative interview methods are used to obtain data from service providers and patients in each hospital and a comparison of findings obtained using the two methods is made. The main findings from the study are that unofficial fees are rampant in government hospitals and can be classified into four categories; fees for commodities such as drugs; fees for access to services; fees for services such as laboratory, radiology and surgery and gratuity payments. The latter category is the commonest form reported in non- government hospitals while all the others are rare. Estimates of unofficial fees amount to a significant percentage of patients' expenditure, especially in the cases where surgery and radiology are required especially for rural-based patients. It's also found that most of the patients attending government hospitals pay at least one form of unofficial fees. Unofficial fees were found to be closely associated with poor quality of care in that the latter enhanced an informal economy, which resulted in the fees being charged/paid. The study shows that efficiency and equity (access to quality care and ability to pay) are negatively affected by the practice of collecting unofficial fees. Recommendations for policy makers to address the problem are made as well as suggestions for the best-suited methodology for analysing unofficial fees in the Ugandan context.

This study examined the factors that influence a local government’s decision to engage in regional collaborations. Analysis of 7 local government managers and eleven elected officials revealed that the decision to engage in regional collaboration was influenced by external factors, organizational factors, and internal motivations. Elected officials and local government managers identified a disaster occurrence, fiscal stress, outside agencies, jurisdictional benefit, and communication as key factors. Further, this research highlights the importance of the role of the elected official in intergovernmental arrangements, the role of the local government manager as the policy entrepreneur, and the influence of shared norms and values.

While accepting that there could be different answers to this condition, I analyze three approaches to the subject by Tannajo, Nielsen and Held and argue that shared sovereignty within a world federation defined by a democratic global constitution is a necessary condtion to call a world order a democratic one.

Local government is one of three tiers of government that operate in Australia. This research investigates how marketing can be applied to local government in a holistic manner. To achieve this goal, theory needed to be reviewed and developed with one particular outcome being a model outlining the components of the marketing environments that need understanding prior to the application of marketing practice. Local government was selected as the context of this study as much is written about the marketing of not-for-profit, social and public sector organisations but the literature on the integration of these practices in a holistic approach for local government is very limited. Further local government has a major economic impact on the viability and longevity of many rural and semi-rural areas of Australia. Equally in the metropolitan areas, local government accounts for a considerable proportion of the employment and impact on growth and development of these regions. Traditional marketing theory has been found wanting in the local government area, as traditional marketing practices is being applied in a piecemeal approach. This practice has caused local governments to have conflicting messages and product offerings to the community. However the review of marketing derivatives theory shows that no one derivative addressed the scope of products and activities managed by local government. Reviewing these derivatives show that marketing core concepts are relevant to local government, but the complexity lies in the application of marketing where the components of added complexity were derived from the organisational focus, structure and target market definitions. The theoretical process to develop this understanding of local government marketing and to develop a proposed model for the application of local government marketing was derived from the literature relating to the core traditional marketing concepts and the marketing derivatives of public, not-for-profit and social marketing. This review of the literature aided in defining the complexities of local government marketing and helped found the preliminary local government marketing model. With the use of case analysis three local government cases were explored. The first case, a metropolitan local government, used convergent interviewing to determine the factors relevant to the development of the holistic local government marketing model. Confirmatory case analysis was used for the remaining two cases, one semirural and one rural, to refine the developing model. Ultimately, the model was confirmed in principle but minor changes were required to make the model robust across the three cases. From a theoretical perspective the research identified that the marketing derivatives used in the development of the local government marketing model were relevant and further sets local government apart from but integrated with the three derivatives studied. From a practical perspective the development of the local government marketing model goes some way to developing practices that are coordinated and integrated across the local government organisation, thus providing local government with the advantages of having an integrated local government marketing approach.

Recent developments in governmental accounting show a shift from the traditional cash basis towards the accrual basis of accounting. New Zealand and Australia for example, have already adopted accrual accounting for the whole of government reporting. This study aims to describe governmental accounting and reporting in Malaysia; trace its development; identify the factors that play major roles in its development; and seek opinions on the current governmental accounting and reporting practices in Malaysia. The study also examined the variables identified in Lüder's contingency model and the impact these might be expected to have on developments in governmental accounting in Malaysia. The study contributes towards the knowledge and comparative research in governmental accounting by providing a description of governmental accounting in Malaysia and extending the application of Lüder's contingency model to the Malaysian government. The primary research on which this study is based was undertaken through three stages. The first stage consisted of archival research, which examined the practices and development of governmental accounting in Malaysia. The second stage was a questionnaire survey of 77 accountants in the federal and state governments aimed at obtaining opinions on issues related to the current development in accounting and reporting practices and the prospect for accrual accounting in the Malaysian government. The final stage was a series of interviews with senior officers in the Accountant General's Department, the National Audit Department, Treasury, government agencies and professional bodies to gain further insights and supplement the results of the questionnaire survey. Although the basis for governmental accounting in Malaysia is modified cash, accrual accounting was also adopted for internal purposes and for providing financial information required by international creditors. The respondents to the surveys indicated that the current reporting is sufficient for decision-making and accountability. The existence of financial crisis did not exert enough force to create a change in the government accounting system. The societal and administrative structural variables were unfavourable for innovation. The costs to implement a new system would be high, which include costs of training and new infrastructures.

In the United States, there is a widening gap between a citizen's ability to monitor his or her government and the government's ability to monitor a citizen. Average citizens have limited access to important government records, while available information is often illegible. Meanwhile, the government's eagerness and means to oversee a citizen's personal activity is rapidly increasing. As the government broadens internal surveillance, and collaborates with private institutions to access data on the public, it is crucial that we maintain a symmetry of accountability. If we believe the United States should be a government "of the people, by the people, and for the people" it is of central importance to provide citizens with the power to oversee their government. At least as much effort should be spent building tools to facilitate citizens supervising their government as tools to help the government monitor individuals. In this thesis, I discuss the motivations, design, and implementation of Government Information Awareness, a citizen run database on our government. Fundamentally, this system relies on an organizational structure that accepts information from an anonymous population, stores it, and represents it with enough context to maintain legibility. My work in this thesis is offering a framework for a system that could help citizens pool their collective knowledge, and through this process, create a more informed public capable of self-rule.

Nejprve se věnuje samotnému pojmu e-governmentu, jeho vývoji ve světě, v Evropské unii a v České republice a přínosům a problémům, které jsou s elektronickou správou spojeny. Následně zkoumá současnou situaci na poli elektronické komunikace orgánů státu a občanů v České republice, problém zabezpečení předávaných dokumentů pomocí elektronického podpisu a dále představuje některá funkční řešení, která jsou v České republice v této oblasti již k dispozici.

e-Government concept is an idea of electronic government. It is not only about providing services through the Internet or other electronic media, but also about improving of the state apparatus effectivity and about simplifying of the communication between public and private sectors, as well as among public authorities themselves. This thesis should serve as a basis for understanding to the issues related to e-Government. It provides answers to questions like these: What is e-Government? What does it offer to its users? etc.. It explains the development and the current situation of e-Government in the Czech Republic and in the European Union. An important contribution of the thesis should be the inclusion of a marketing viewpoint. It focuses exclusively on the Czech Republic and on the marketing communications, which are used by the public sector to promote e-Government activities and to provide information.

E-government is a term that in the Czech and world dictionary naturalized. Many international institutions and national entities engaged in e-government, prepares the strategy and monitors its development. Despite the advantages that e-government provides to states and cities, there is no comprehensive and standardized approach that would facilitate the preparation of strategies for both international and local levels of government. The local level is increasingly getting into the spotlight. It is close to citizens and therefore knows their needs. Citizens also come into contact with local levels of government more often. This is the main reason why consider local e-government. Its implementation needs many resources, projects are often implemented in the long term, and therefore the e-government should be approached systematically. This systematic way to make municipal e-government is represented by a local strategy, which is described in this thesis. The goal is to design the structure and content of local e-government strategy for basic local government units, including the process of its creation, and verification of the theoretical findings on example of the village Sudoměřice The main benefits of the work can be seen in the general definition of local e-government strategy, its structure, process and inputs required for its formation. A secondary benefit is the creation of local e-government strategy for the village Sudoměřice, which should verify that the process and structure can be applied to small and medium-sized municipalities.

Abstract This research aims to investigate the development of “government-instituted, privately operated” welfare institutions. In addition, this research tries to have more understanding about governmental responsibility and its ability for the public service, and to know if the government can protect the rights of those who take governmental welfare service, even under the tendency of privatization. In this descriptive study, data were collected by document analysis, an interview and participant observation. There are two issues to be discussed in this research. The first issue is about the establishment of the ‘government-instituted, privately operated’ institutions in certain counties. The other issue is to analyze the relation between the malfunction of the supervision mechanism and the difficulty the government encounters. The findings and suggestions are as following: 1. The public interest is the priority when evaluating the privatization of welfare institutions. 2. It is necessary to reconsider “government-instituted, privately operated” welfare institutions as service procurement in governmental procurement law. 3. The more explicit outsourcing contract can improve the function of contract supervision. 4. The mechanism of supervision and management should focus on its effectiveness. 5. The definition of the “quasi-public sector” may reinforce the supervision when distributing state resources for non-profit organizations. 6. To establish and keep effective complaint channels can strengthen the supervision.
