Testo completoThe islands of the Mediterranean area are confronted to a massive tourism development which is not systematically well-controlled by their local societies. The issues and pressures related to the touristic development are various and significant, including land pressure linked to real estatespeculation, environmental damages, socioeconomic vulnerability, and the fragmentation of the socio-cultural cohesion due to the restructuration of local societies linked to migrations. Facing such important issues, we could expect from island communitiesthat they would react and organize themselves, especially since islands appear to be archetypical local territories if we consider their natural boundaries, their socio-cultural homogeneity, their cohesive identity and their traditional links and solidarity. However, major mutations in the last decades have resulted in distension of these links while fostering the emergence of new conflicts revealing differentiated appropriations and visions of the touristic future of their island territories.This PhD thesis aims to study the conditions for the emergence of a shared governance of tourism in two Mediterranean island territories, one in Corsica -the Castagniccia Mare è Monti -and one in Crete -the dimos of Sitia -, that could support the empowerment of local societies for the management of a touristic development that could be sustainable for their territories. The central action of the present research was to design and experiment a participative process in the study areas, for the identification, mobilization and coordinated action of the concerned persons. This action included three operational stages: the first step was to realize a cross-study of both tourist trajectories and organizational dynamics of our two study areas, within their insular regional context, to better understand what might be the challenges and conflicts linked to tourism development. The second step was to identify, collect and understand the point of views and positions of the concerned persons about tourism dynamics and perspectives of their territories. The third and final step was to start a negotiation process between the concerned persons in order for them to co-build a shared vision of the tourism future in their territories

Testo completoThis research considers the understanding and representation of the phenomenon of territorial competitiveness. The thesis is an hybrid exploration of new phenomenon studied by the Public Management and may be included analysis of the contexts, contents and processes used. Territorial competitiveness is understood as a framework, not a fact. The complexity approach is to re-build practices effectively implemented by managers through a territorial confrontation of theory and empiricism. The first part formalizes a conceptual and methodological framework for the management of territorial competitiveness. As a transdisciplinary approach, the outlines of public policy-making are defined for the competitiveness of territories. The overall heuristic axiom allows the consideration of the influences of contexts according to a market logic and society logic. Idiosyncratic and diachronic dimensions of territorial competitiveness are defined to analyze contents and processes of the subject of research. Thus, the mechanical and biological analogies allow a better understanding of the emergent management modalities.The second part goes over the empirical test. A longitudinal case study based on two embedded units of analysis is conducted at Aix-en-Provence. Four modalities of territorial competitiveness management have been found. The boundaries lines of public policy-making are defined by the growth of continuous additions. The packages of services emerge from the construction of collaborative arenas by managers through proactive public policies projects. The transition from market logic to society logic is provided by a form of societal proximity that emerges from the territorial public policies. The erection of an arena to lead intentions finalized of heterogeneous actors goes through a local chain of innovation between managers. The local ecosystem of innovation is constituted by the embedding of personal networks of each manager and for linking heterogeneous structures with different purposes. This ecosystem must be managed to ensure the sustainability of the system of territorial competitiveness. Tree types of territorial competitiveness governance would appear concurrently: flexible, differentiated and shared. The first one type will mix the paths of prosperity with those of competitiveness (differentiated). The second type may allow the dialogical processes of public policy-making to arbitrate between polarization and dispersion of productive activities (flexible). The last one may permit the kinetic energy to deploy in an area to be competitive through the construction of an arena of convergence of intentions by social proximity (shared)

Testo completoThere are many reasons for this, but the first is budgetary. There are many reasons, but the first is budgetary. The costs of a parallel administration, as set up with deconcentration and decentralization in France, are no longer reasonable. The distinction between deconcentration and decentralization is a very French one, with most countries grouping them under the same concept of decentralization. The concept of "unitary" administration, as used in Germany for example, should be particularly explored. This rapprochement between deconcentrated and decentralized administrations is also part of French administrative history, illustrated by the figure of the mayor, both agent of the State and local executive, as well as the more general history of local authorities, which should be examined. In other words, we have to accept that the same actor can defend both national and local interests, and that the existence and competence of the decentralized actor makes it possible to do without the deconcentrated actor. This change ofperspective, obviously a source of savings for the State, can also benefit local authorities, by enabling them to be better players in the decentralization process. The aim is not only to examine the past in order to better understand the future, but also to monitor all the "signs" of a rapprochement between devolved and decentralized administrations in the present. There are the soft signs, the ongoing experiments by decentralized and deconcentrated players, which are leading to the coordination of a good number of public policies. The hard signs are those of positive law. In this respect, the delegation of powers is particularly emblematic, enabling the State to entrust the implementation of a power which remains its responsibility, to a decentralized territorial level. The new deconcentration charter of May 7, 2015 still introduces the principle of modularity in deconcentrated administration by stating that the State administers territories in "a relationship of proximity to adapt to the reality of the French, which is not identical at all points of the country"

Testo completoThis thesis work investigates the notion of territorial anchoring throught the implementation of Corporate Social Responsibility (CSR) favouring territorial economic development. This work involves field research through the programme “a river, a territory – DEVELOPMENT” initiated by the EDF corporation within the catchment area of the high Dordogne valley. First we conduct a study of the theoretical foundations and socio-economical contexts in which the territorialised CSR co-construction programme processes are involved. Our first objective is to measure stakeholder expectation during the elaboration of these programmes to understand how these expectations materialise into responses given by corporations. Then, we set up three experiments through the development of specific territorial engineering approaches. Our second objective consists in measuring the effective contribution of the EDF programme for territorial public action, identify its limits and new expectations of its actors. Finally, we compared our results against the programme roadmap initiated by EDF by revisiting the CSR and territorial anchoring concepts. Our third objective is to formulate potential evolutions of territorialised CSR programmes. The results show that these programmes are embedded within particular socio-economic contexts. The conducted experimentations show an effective contribution of the EDF territorial development programme around specific support approaches favouring project emergence within territorial governance. Finally, new expectations appear around a reinforcement of the interdependency between corporations and territories. We then propose an evolution of these programmes by joining roadmaps with an approach based on shared and partnership values aimed at favouring this interdependency

Testo completoSince the early 2000’s, gardened vacant lands – i.e. interstitial lots characterized by obsolete land-use, temporarily taken over and vegetalised by inhabitants – have emerged in France. The regulation by municipalities of such initiatives yields an institutional construct designated as jardin partagé. Gardened vacant land constitutes a specific type of jardin partagé because they are developed on a temporary and vacant lot. The thesis addresses gardened vacant land as territorial marker of social and political processes of “producing” and “living” the contemporary city. The thesis combines qualitative and quantitative methodologies based on 48 case-studies, located in the north-eastern Île-de-France. As argued, the institutionalization of associative gardened areas is an unprecedented fact. Yet, while theses spaces are co-produced and then users are fully involved in the management of vacant gardened, they have a limited role in the decision making process. If the diffusion of institutionalized gardened vacant lands certainly reflects a political commitment, it also emphasizes the increasing profits produced by such negotiated land-use, that are instrumental for municipalities, in order to promote increased safety, enhanced political outreach, and beautification. Finally, social and environmental impacts vary depending on several conditions. On the one hand, the emergence of social bonding is limited to the space of the garden, due to its hybrid status of “club”. On the other hand, gardened vacant lands are rather understood as a toolbox, in order to enhance the quality of life, the environmental education, as well as territories dedicated to ecology and biodiversity

Testo completoThis thesis is the continuity of scale through the water governance that cannot be established at one level but must instead consider all levels at once. This was a major methodological difficulty that international management is still able to solve. Subsidiarity was a way with the disadvantage to brutally separate scale levels. But the watershed is considered as a project space delimited, whose management is not only the administration but the coordination of policies, induced a management beyond administrative cuts, with an ongoing decision-making process and negotiated between actors in the powers of different levels, interests and various, often contradictory logic. It is shared by nature, make a common good requires the hurdle of "selfishness" that can be attached to the sovereignty of each State over its territory. The realization of major works stands the principle of "everyone home." It is precisely this sovereigntist principle that generates cross-border hydro-conflits. So, wonder about the real meaning of the concept of governance by the example of the shared waters of the Niger River in Benin, Niger and Nigeria portions, this is the main problem that allows to prioritize the different parts of the calculation. Through an inclusive approach, it will issue a diagnosis of governance of the catchment area of Niger, to identify the impacts of such an approach on the development of water resources and to understand the social practices of users of water including those involved in the development of irrigated agriculture and those undergoing environmental impact generate the large-scale like Kainji and Jebba hydraulic infrastructure

Testo completoMedical sector is a dynamic domain that requires continuous improvement of its business processes and assistance to the actors involved. This research focuses on the medical treatment process requiring prosthesis implantation. The specificity of such a process is that it makes in connection two lifecyclesbelonging to medical and engineering domains respectively. This implies several collaborative actions between stake holders from heterogeneous disciplines. However, several problems of communication and knowledge sharing may occur because of the variety of semantic used and the specific business practices in each domain. In this context, this PhD work is interested in the potential of knowledge engineering and product lifecycle management approaches to cope with the above problems. To do so, a conceptual framework is proposed for the analysis of links between the disease (medicaldomain) and the prosthesis (engineering domain) lifecycles. Based on this analysis, a semantic ontology model for medical domain is defined as part of a global knowledge-based PLM approach proposition. The application of the proposition is demonstrated through an implementation of useful function in the AUDROS PLM software
