Purpose – This paper aims to highlight the characteristics of the bibliographic discovery and delivery processes that can either facilitate or impede attempts to borrow materials from overseas libraries. The experiences described represent the perspective of a typical Interlibrary Loan (ILL) practitioner in the USA. Design/methodology/approach – The author draws on his own personal experience with interlibrary borrowing at a major private university research library in the USA. Findings – From a US perspective, the ideal means of obtaining materials from overseas libraries is to locate a potential supplier in Online Computer Library Center (OCLC) WorldCat and use the same system to manage the entire ILL request process. Large union catalogs such as the Karlsruhe Virtual Catalogue are suitable alternatives, as are services specializing in publications from certain countries or regions such as the East Asian Gateway Service or the Global ILL Framework (GIF). The least desirable option is to search and request materials directly through an individual library’s Web site, although the experience can be greatly enhanced through the use of well-designed English language interfaces, easy payment options such as International Federation of Library Associations (IFLA) vouchers or credit cards and electronic delivery whenever possible. Originality/value – This article would be of value for any ILL practitioners in the USA who are involved in borrowing or would like to borrow materials from overseas libraries.

PurposeThis paper aims to describe the development and current situation of electronic document delivery by public libraries in Germany, taking into account the impact of the changing regulatory framework of German copyright law and the consequences of law suits against libraries and Subito.Design/methodology/approachThe paper describes the current situation. Also, the new licensing strategy of the Subito delivery service and the national licensing strategy for electronic media of German libraries and the German Research foundation come into focusFindingsThe negative development of copyright law posed a new challenge for document delivery services in Germany since the statutory licence in German copyright law no longer covers electronic document delivery provided by Subito and other library document delivery services. Licence agreements with publishers or intermediaries such as copyright clearance centres are now necessary to allow delivery of electronic documents. These negotiations have proven to be very complex and controversial, but now a complicated framework of licence agreements has been concluded and will enable German libraries to generally provide electronic documents in the future. DRM‐systems, however, still are a challenge for customers and the delivery service.Practical implicationsDemand of delivery services has decreased and may decrease even more in the long run due to availability and direct accessibility of electronic documents, together with the national licensing program in Germany.Originality/valueThe paper provides a concise summary and gives an impression of the development of document delivery services of German libraries between 2003 and 2008 with special reference to the legal position and changes to German copyright law.

All librarians come face to face with design every day in their interaction with a library building, its furniture, and its equipment. Librarians in design libraries are in addition concerned with information, about and for designing. The library of the German Design Council constitutes the most comprehensive collection of design information available to the public in the former Federal Republic, and is complemented by a photo and slide archive, including company literature and a newly-established video collection. Although no use is made of modern information technology, user-friendly information services, including a periodicals indexing service in the form of cards which are also available to external subscribers, are provided. However, the dissemination of design information further afield is constrained by three factors. In the first place, designers themselves do not fully appreciate how libraries can help them. Secondly, there is little co-ordination in Germany of design libraries of different kinds and in different regions and administrative units. Thirdly, most German design libraries are insufficiently resourced to allow them to do more than fulfil a specific function within the context of an institution or a locale. Nonetheless, librarians of German design libraries have formed an action group and have taken the first steps towards working together, while the German Design Council’s publication Design Bericht (1989) has provided a directory of design institutions. Design Bericht will appear every two years; a similar publication encompassing the whole of Europe is envisaged. (A full English version follows the original text in German. Joint use libraries in New Zealand are generally found in the form of School and Community Libraries, primarily in rural areas, but there is little information available about their effectiveness or success. Research was undertaken by surveying all identified joint use libraries in New Zealand and then following this with detailed Case Studies of three selected libraries. As these joint use libraries continue to be established in rural and urban areas of New Zealand, this research aimed to establish the Critical Success Factors for School and Community (Joint Use) Libraries in New Zealand. A comparison of these factors with those found in overseas literature on Joint Use Libraries has yielded guidelines to enable present and future manifestations of these libraries in New Zealand to be effective and successful.

AbstractThe primary objective of our research was to produce a list, as complete as possible, of validated Polish supercentenarians, that is, persons for whom there is satisfactory evidence that they attained age 110. Surprisingly, considering Poland’s tumultuous history, a great many of the registration records of events occurring long ago have survived. The research, begun in 2012, was done in state archives, church archives, county offices, and libraries, and we report the methodology and results here. Research was also done to obtain a list of the many more persons for whom there is satisfactory evidence that they attained age 105, but that research is not near completion.Although according to official statistics there were 69 deaths of supercentenarians in Poland between 2004 and 2016, we could only validate 14 supercentenarian deaths – all females – ever occurring in Poland. In contrast, there are 25 validated supercentenarians who were born in Poland and last resided elsewhere.We also present official detailed statistics on the number of persons, living and deceased, who attained age 100, by single year of age, and estimate the mortality of persons who attained age 105, based on these data, for the portion of Poland with better-quality information, and compare it to the German experience. Of course, because these official data have not been validated, any inferences drawn from them are not conclusive.

This book grew out of a chance discovery of an online memorial to an uncle I never knew. Reuben Peiss had been a librarian at Harvard when World War II began, and like many in academia, he was recruited into the Office of Strategic Services, the nation’s first intelligence agency. As a field agent based in Lisbon and Bern, he developed a network of book dealers and private individuals to acquire timely publications for intelligence analysis. When the Allies pushed into Germany, he worked with documents-gathering teams to uncover records of war crimes, caches of Nazi propaganda, and book collections buried in caves and mines. After the war, he headed an overseas mission of the Library of Congress to acquire works published in wartime Germany and occupied countries for American research libraries. When he returned, he worked in the State Department and taught at the library school of the University of California, Berkeley. Plagued with chronic illness, he lived a short life, dying in 1952 at age forty....

Intelligence gathering and assessment took on increased importance after D-Day. OSS librarians and information specialists were now part of a military operation as members of US Army documents teams called T-Forces. They scoured targets for operational or strategic information, records documenting German war crimes, and scientific reports. Books and other publications were often swept up in these collecting efforts. POW interrogations provided information about the removal of endangered German collections, many of which were found by Allied troops in caves and mines. The army teams and OSS agents engaged in mass confiscations and removals, even of materials with few intelligence-related uses. Americans distinguished their behavior from Nazi pillaging and Soviet trophy loot, respecting university and public research libraries and rescuing European cultural heritage. Despite ethical questions, the logic of collecting extended to books, periodicals, and even whole libraries.

National libraries have developed research data responsibilities for reasons of data ownership and cost-efficiency. Due to their multi-faceted and synergistic relationship with research data actors (publishers and researchers), their leadership in publication standards makes them a unique participant as advisors on research data archiving and citation, as much as for their discovery and licensing expertise. National libraries engage with the data community to raise awareness of the relevance of data management and so promote themselves as an essential place for data repositories and the researcher community. This chapter introduces a framework of five national libraries: the British Library, the Library of Congress, the National Library of Medicine, the German National Library of Science and Technology, and the German National Library of Medicine.

The American military government in Germany faced a particular problem of mass acquisitions tied to postwar occupation policy. The Allies had agreed to purge Nazism from the German book world. The military confiscated countless volumes, sequestering and even destroying them. Bookstores and publishers had been forced to surrender these works. Over time this became an operation to make an entire body of published works inaccessible and unreadable. Communications experts, social scientists, progressive educators, and librarians applied their expertise to achieve this goal. However, when Order No. 4 was issued, requiring the confiscation and destruction of all Nazi material, including books in public libraries, many Americans accused the military of engaging in book burning. The episode reveals tensions over the relationship between reading, freedom, democracy, and the wartime state.

While in the Western societies the act of translating was a phenomenon that had a powerful tradition which started long before the sixteenth century, in the Romanian Principalities the first timid attempts were recorded at the beginning of the nineteenth century. Taking into account the translations accomplished by the nineteenth Romanian women writers and the large range of languages (French, Italian, Greek, Latin, German, English, Spanish) they used, I have tried to “discover” and “revive” as many women writers as I could, first of all by focusing all my attention on the works of the neglected women (writers) translators. The present research, which limits only to Romanian women writers that translated writings of foreign women authors, needs also a special attention to finding biographical data about the translators since a lot of them used pen names (few writers used even more than three pen names) or signed their writing or translations only with the initial letters of their names, especially for the works published in installments. There is a significant amount of research in order to bring to light all the translated works since most of them can be found only in (incomplete) issues of journals, almanacs, literary magazines, theatre’s journals, or manuscripts. By using the international database Women Writers in History we may involve researchers and students from many European countries in contributing with important information concerning their women writers. There are also negotiations with national libraries in 25 countries around Europe in order to get partners for this database which offers open access.

Artificial intelligence (AI) systems can be beneficial in various disciplines such as medicine, space travel or air transport. The Project “Collaboration of aviation operators and AI systems” (LOKI) of the German Aerospace Center (DLR) aims to develop guidelines for a human-centered design of communication and also collaboration between users and AI systems. The Project focusses on areas of activity in air traffic management where operators work together collaboratively. To identify the potential for AI support of air traffic controllers as well as pilots, information about the coordination effort of aircrafts for air traffic controllers in the European airspace is needed. The aim of this paper is to identify areas of increased coordination effort for air traffic controllers based on four-dimensional radar data. Here, AI could be advantageous for air traffic management.For this purpose, we used flight tracking data from a network of ADS-B receivers. The data includes all flights in the upper European airspace in September 2019 and has a resolution of one data point per minute. First, the data was pre-processed and visualized. Afterwards three criteria for detecting possible communications between pilots and controllers were applied to the data. The first criterion examines the frequency of climbs and descents in the course of a flight. The second one analyses the changes in flight direction in the flight trajectories. The third criterion identifies aircraft that fall below a minimum vertical and lateral separation between each other. The Python programming language and various data science libraries were used to apply the criteria to the data. The result is a spatio-temporal cadastre with entries of possible controller communication which shows that relatively large areas with a high coordination effort for air traffic management controllers exist in Europe. These areas are mostly located in Central Western Europe and UK, but also in Spain, Portugal and Russia, inter alia. In reality, the coordination effort is probably even higher than in this model. Against this background, it is reasonable to conclude that the potential for using AI in air traffic management is rather high and that the use of AI can be beneficial for ATM operations in Europe.
