The new 17th Street Bridge provides a vital link between midtown Atlanta, Georgia, and the proposed Atlantic Station development. The project was presented to the community as an opportunity to create a signature structure for Atlanta–-a gateway into the city. The community was extensively involved in the development of the bridge. Through a series of community workshops, focus groups, and architectural task groups, the bridge was defined and detailed, and pedestrian mobility and safety were the focus of the final product. The resulting bridge, though significantly different from the original vision, has met with approval from the community.

Following the national trend toward funding transportation with local sales taxes, the Atlanta, Georgia, metropolitan region voted on an $8.5 billion referendum in July 2012. Despite bipartisan and biracial support from the political elites and an $8 million campaign by the business community, the referendum failed with less than 40% of the vote. Although the majority of residents in the metropolitan Atlanta region agrees that there is a transportation problem, not everyone agrees on how to define the problem or the solutions. An examination of three competing discourses—congestion, choice, and equity—framing transportation in Atlanta explained why the referendum failed. Polling data, participant observation, and examination of campaign materials were used to describe the interplay of the discourses and their public acceptance. Recommendations are offered for building consensus around transportation moving forward in Atlanta and other regions, and what this consensus will mean for the growing trend of using sales tax referendums to fund transportation projects is addressed.

For two decades, the city of Atlanta, Georgia, has used special public interest districts (SPIDs) to attract new development to and improve transit ridership around Midtown rail transit stations operated by the Metropolitan Atlanta Rapid Transit Authority (MARTA). Buildings locating inside SPIDs need not provide any parking facilities and can be developed more intensively than buildings located outside SPIDs. Buildings constructed outside SPIDs must have at least two parking stalls for every 1,000 ft2 (92.9 m2) of gross leasable area and are limited to about 30 floors. The extent to which these policy objectives have been fulfilled by Atlanta’s parking supply policies as they are applied around Midtown MARTA stations is analyzed. Findings are mixed. Development was attracted to SPIDs, and transit ridership among employees working within SPIDs was substantially higher than among those working outside SPIDs. On the other hand, new parking has proliferated throughout Midtown with some evidence to suggest that transit ridership has fallen as a result. It is concluded that without areawide parking supply efforts, policies patterned after Atlanta’s SPID program will have limited success in improving transit ridership.

Introduction:Weather significantly affects the distribution of fallout radiation resulting from a nuclear detonation. Prior nuclear detonation models have either utilized a “typical” day for the city of interest or have chosen conditions that optimize fallout radiation. However, models that aid emergency planners should utilize representative weather conditions to capture the most likely distribution of fallout radiation for the region of interest.Method:Fallout radiation resulting from an improvised nuclear device detonation in Atlanta, Georgia, USA was simulated for each day in 2019 using the Hazard Prediction and Assessment Capability (HPAC) software and weather from Modern-Era Retrospective analysis for Research and Applications, Version 2 (MERRA-2). A partition around medoids cluster analysis was conducted, based on the characteristics of the plumes, population at risk, and estimated proportion of fatalities. A multinomial logistic regression, a decision tree, and a random forest model were then used to predict the cluster from surface-level weather data.Results:On average, the fallout plume was 160.25km long, had an area of 3,174.44 km2, and was angled 83.5° from due north. The plume on average contained 3,668,173 individuals at risk for exposure and caused 416,8908 casualties. Four clusters were identified to represent the distribution of fallout radiation. The random forest model was best able to predict the cluster using surface-level weather data, with an average accuracy of 57.24% (kappa = 0.385). The variable importance plot suggests north-westerly winds, cloud coverage at detonation, whether it is summer, and average temperature are among the most important variables for classification.Conclusion:Meaningful representation of the variation in the distribution of fallout radiation is imperative while creating nuclear detonation models. While an analysis of the fallout distribution throughout a calendar year provides important insight, future research may examine longer study periods to better understand the climatological impacts on fallout radiation.

This paper addresses the role that research universities can play in regional technology-based development through a detailed examination of experiences and activities in the state of Georgia. The author first assesses the achievements of the state in terms of various national performance indicators, concluding that it has made strong progress in the development of a technology-based economy albeit in a relatively small number of technology sectors and with most of the beneficial impacts limited to the state's major city Atlanta. He then looks at the role of the state's universities in this context, and the public policy initiatives that have driven the Georgia technology strategy. In particular, he discusses the Georgia Research Alliance and several of its programmes, and other formal economic development partnerships. The importance of and approach to industry extension and assistance activities, university-industry research partnerships, and technology transfer are also examined. Finally, the author looks at the wider set of public policy issues that need attention in the context of regional high-tech economic growth. As yet, there seems little connection between such growth and the reduction of income disparities, the improvement of educational participation and attainment, and the quality of the urban environment. If widespread economic development is to be achieved in a region, it may be necessary for technology strategies to take such challenges actively into account.

This research investigated the influence of demographic and socio-economic factors on air travel demand by using a unique data set purchased from a credit-reporting agency. Linear regression models based on lifestyle segmentation variables were used to predict air passenger trips for Hartsfield–Jackson International Airport in Atlanta, Georgia. The study focused on predicting trips that originated from or terminated at residences in Atlanta's 13-county metropolitan area. The lifestyle regression models were compared with regression models based on income, because the latter were similar to the regression models currently used by the Atlanta Regional Commission to predict home-based airport passenger trips. The results provide directional evidence for using lifestyle clusters over income groups in predicting airport passenger trips. The evidence suggests that alternative data sources with adequate information for lifestyle segmentation can improve airport passenger models. The discussion points out the need for air passenger surveys to collect information about the number of annual air trips a surveyed individual takes.

This study investigates smoke incursion into urban areas by examining a prescribed burn in central Georgia, USA, on 28 February 2007. Simulations were conducted with a regional modeling framework to understand transport, dispersion, and structure of smoke plumes, the air quality effects, sensitivity to emissions, and the roles of burn management strategy in mitigating the effects. The results indicate that smoke plumes first went west, but turned north-west at noon owing to a shift in wind direction. The smoke then invaded metropolitan Atlanta during the evening rush hour. The plumes caused severe air quality problems in Atlanta. Some hourly ground PM2.5 (particulate matter not greater than 2.5 μm in diameter) concentrations at three metropolitan Atlanta locations were three to four times as high as the daily (24-h) US National Ambient Air Quality Standard. The simulated shift in the smoke transport direction and the resultant effects on air quality are supported by the satellite and ambient air measurements. Two sensitivity simulations indicate a nearly linear relation between the emission intensities and PM2.5 concentrations. Two other simulations indicate that the impacts on air quality for the residents of Atlanta during the evening commute could have been reduced if the starting time of the burn had been altered.

Abstract A survey of landscape installers in Georgia gathered information that would help segments of the green industry work together more effectively. We received 80 completed questionnaires for a 42.3% response rate. Approximately 76% of the firms surveyed were in the metro Atlanta area with 79% of all landscape projects located in Atlanta, Georgia. Georgia firms conducted approximately 98% of their business in Georgia. Three size classes of firms were established based on the 1993 wholesale value of plant material purchased, small (≤ $50K), medium ($50K-$200K), and large (> $200K). Approximately 20% of the firms accounted for 80% of the plants purchased. Large firms had a higher percentage of their projects designed by a landscape architect as compared to small or medium sized firms. Industry trends most frequently identified as having a potential positive impact on the industry over the next five years were: (1) an improving economy due to low interest rates (25.4%), (2) growing consumer interest in the quality of the environment (13.8%), (3) better consumer understanding of the value and benefits of landscaping (12.3%), (4) population growth in Atlanta area (12.3%), and (5) increased industry professionalism and establishment of minimum standards (9.4%). The five trends with the greatest potential for negative impact on the industry were identified as: (1) government mandated employee benefits (23.0%), (2) competitors that bid below the reasonable cost for a job (21.6%), (3) government regulations and taxes (15.8%), (4) increased interest rates (10.8%), and (5) more start-up companies and out-of-state competition (9.4%).

Abstract. Organosulfates are secondary organic aerosol (SOA) products that form from reactions of volatile organic compounds (VOC), such as isoprene, in the presence of sulfate that is primarily emitted by fossil fuel combustion. This study examines the anthropogenic influence on biogenic organosulfate formation at an urban site in Atlanta, Georgia (GA) in the southeastern United States (US). Organosulfates were analyzed in fine particulate matter (PM2.5) collected during August 2015 in Atlanta using hydrophilic interaction liquid chromatography (HILIC), tandem mass spectrometry (MS/MS), and high-resolution time-of-flight (ToF) mass spectrometry. By their MS/MS response, 32 major organosulfate species were identified, selected species were quantified, and other species were semi-quantified using surrogate standards. Organosulfates accounted for 16.5 % of PM2.5 organic carbon (OC). Isoprene-derived organosulfates were the most abundant, dominated by methyltetrol sulfate which accounted for 12.6 % of PM2.5 OC. Together, the isoprene-derived organosulfates accounted for the majority of the isoprene-derived SOA that had been previously observed in Atlanta, but had not been identified at the molecular level. Other major species included seven monoterpene-derived organosulfates, five diesel and/or biodiesel-derived organosulfates, and three new organosulfates that are also expected to derive from isoprene. Organosulfate species and concentrations in Atlanta were compared to those in a rural forested site in Centreville, Alabama (AL) during summer 2013, which were also dominated by isoprene-derived organosulfates. In Atlanta, isoprene-derived organosulfate concentrations were 2–6 times higher and accounted for twice as much OC. The greatest enhancement in concentration was observed for 2-methylglyceric acid sulfate whose formation is enhanced in the presence of nitrogen oxides (NO and NO2; NOx) and is a tracer for isoprene high-NOx SOA. The isoprene-derived organosulfates indicated a stronger influence of NOx in Atlanta compared to Centreville. Overall, these results suggest that SOA in the southeastern US can be reduced by controlling NOx and SO2 emissions from fossil fuel combustion. This study gives insights into the major organosulfate species that should be targets for future measurements in urban environments and standard development.

New attractions—including Martin Luther King Jr. National Historic Site, Atlanta History Center, World of Coca-Cola, and SkyView Ferris wheel—have made Atlanta, Georgia, a destination city. SkyView is one of the top five attractions for Atlanta tourists (see photographs 1 and 2). This Ferris wheel sits 200 feet tall and contains 42 climate-controlled gondolas, each of which can hold a maximum of six people. We can analyze and identify many mathematical features of this attraction that will lead us to a discussion of circumference, angles of polygons, the parametric form of conic sections, periodic functions, and related rates.

The Georgia Baptist Hospital established itself as a premier healthcare facility during the first 50 years of the 20th century. The surgical residency started in the 1940s, became accredited in 1958, and has grown into one of the most respected independent programs in the country. The development and growth of the program was a result of the commitment and dedication of the Program Directors in Surgery over the past 50 years. These key leaders included A. Hamblin Letton, John P. Wilson, Paul Stanton, and George Lucas. The hospital's name has changed to Atlanta Medical Center with the sale of the hospital to Tenet in 1997. The same old school approach to surgical training that characterized the residency when it was known as Georgia Baptist persists and provides outstanding training for future surgeons interested in a broadly based surgical education and experience.

Abstract A survey of landscape architects in Georgia was conducted to help growers and landscape contractors work more closely with this group. We received 62 completed surveys for a 37% response. About 66% of the Georgia firms are located in the metro Atlanta area. We established three size classes of firms based on the 1990 wholesale value of plants specified, small (<$200 K), medium ($200–999 K), and large (≥$1 M). Comparisons are made among size classes and data are presented for each size class. Approximately 21% of the firms accounted for 67% of the plants specified in 1990. It is estimated that Georgia landscape architects specified about $85 M of plants in 1990. About 90% of the firms conduct a majority of their business in Georgia and indicated that 85% of all projects are in-state. However, 47% of the plant material specified by these firms is obtained from outside the state of Georgia. This implies that $34 M worth of plant material used in Georgia is sourced out-of-state.

Abstract This study explores how the Atlanta, Georgia (United States), urban region influences warm-season (May through September) cloud-to-ground lightning flashes and precipitation. Eight years (1995–2003) of flashes from the National Lightning Detection Network and mean accumulated precipitation from the North American Regional Reanalysis model were mapped under seven different wind speed and direction combinations derived from cluster analysis. Overlays of these data affirmed a consistent coupling of lightning and precipitation enhancement around Atlanta. Maxima in precipitation and lightning shifted in response to changes in wind direction. Differences in the patterns of flash metrics (flash counts versus thunderstorm counts), the absence of any strong urban signal in the flashes of individual thunderstorms, and the scales over which flashes and precipitation enhancement developed are discussed in light of their support for land-cover- and aerosol-based mechanisms of urban weather modification. This study verifies Atlanta’s propensity to conjointly enhance cloud-to-ground lightning and precipitation production in the absence of strong synoptic forcing. However, because of variability in aerosol characteristics and the dynamics of land use change, it may be a simplification to assume that this observed enhancement will be persistent across all scales of analysis.

A developer in Atlanta, Georgia, asked the U.S. Environmental Protection Agency (EPA) to allow construction of a bridge that would make viable a proposed mixed-use development on an industrial site near downtown Atlanta. The construction would not be allowed, given Atlanta’s Clean Air Act conformity lapse, unless EPA found that the bridge, and the development it enabled, would reduce air emissions. EPA’s evaluation of the request was the agency’s first explicit examination, in a regulatory context, of urban planning as a means of reducing air pollution. As part of evaluating the developer’s petition, an EPA consultant team developed and applied innovative travel forecasting methods to accurately reflect the differences in transportation impacts among different development designs for the Atlantic Steel site. The methods also compare the impacts associated with developing the Atlantic Steel in-fill site with those of pushing the development into more remote “greenfield” areas of the region. The team devised a series of enhancements to the conventional travel forecasting methods, related to zone structure and trip-length profiles, network connectivity for intrazonal and neighboring-zone travel, representation of transit accessibility, influence of parking costs, recognition of nonmotorized travel, sensitivity to pedestrian environment factors, and sensitivity to site design based on the latest national research. With the help of these forecasting and analysis methods, the Atlantic Steel site studies show that certain site design amenities reduce travel. They also show that, when both regional location and site design enable people to travel by a mix of modes, measurably lower emissions and environmental impacts result.

Many large population centres are currently facing considerable difficulties with planning issues to secure future water supplies, as a result of water allocation and environmental issues, litigation, and political dogma. A classic case occurs in the metropolitan Atlanta area, which is a rapidly growing, large population centre that relies solely on surface water for supply. Lake Lanier currently supplies about 70% of the water demand and has been involved in a protracted legal dispute for more than two decades. Drought and environmental management of the reservoir combined to create a water shortage which nearly caused a disaster to the region in 2007 (only about 35 days of water supply was in reserve). While the region has made progress in controlling water demand by implementing a conservation plan, per capita use projections are still very high (at 511 L/day in 2035). Both non-potable reuse and indirect reuse of treated wastewater are contained in the most current water supply plan with up to 380,000 m3/day of wastewater treated using advanced wastewater treatment (nutrient removal) to be discharged into Lake Lanier. The water supply plan, however, includes no additional or new supply sources and has deleted any reference to the use of seawater desalination or other potential water sources which would provide diversification, thereby relying solely on the Coosa and Chattahoochee river reservoirs for the future.
