The officers of Parliament now form a group which includes the Auditor General and seven other "ethical regulators"i. Because of its independence and the nature of its members' mandates, this group is thought to be key to restoring the public's faith in government. However, the officers do not clearly fall within one of the three branches of government and are not fully subject to democratic accountability mechanisms, raising questions about the legitimacy of their exercise of authority. This thesis explores alternative theories for supporting the legitimacy of officers of Parliament and draws lessons from that exercise for the future development of this virtues-based institution.

Abstract (sommario):
The goal of the project was to design a two story general office building on a five acre parcel in Oro Valley, Arizona. As per the request of the client, the office building was to have an effective floor area of 30,000 square feet and a 900 square foot atrium. A preliminary geotechnical investigation of the site was conducted to determine soil properties of the location and decide which areas of the parcel would be adequate to support the support the weight of the building. Oro Valley zoning code was then used to determine allowable height clearances for the building and suggested parking lot arrangements. A hydrologic analysis was performed on the site to ensure that major flooding would not impact the productivity of the building when completed. Traffic analysis was conducted on the intersection of Linda Vista Boulevard and Oracle Road to estimate the impact of additional traffic at the intersection. The complete steel frame structure of the building was also designed and foundations were designed based off of the projected column loads. All structural and geotechnical design work was done using an adequate factor of safety. Finally, environmental and sustainability considerations were looked into and a LEED score was given to our project.

The complexities inherent in managing child sexual abuse stem from the intersection of micro factors (e.g., personal values, histories of learning and trauma in some cases), exo level factors (such as agency mandates and professional codes) and macro factors (e.g., socio-economic and societal attitudes). Professionals in Barbados who deal with gender-based violence (including sexual exploitation) have a key role to play in addressing this problem. The ways in which they respond, through their criminal investigations, child protection assessments and interventions, are critical in assisting with the amelioration of the effects of CSA and reducing its prevalence. This study furthers our understanding and expands knowledge on the subject by examining professional behaviours in responding to child sexual abuse. Factors such as professional identity and codes of ethics, together with institutional regulations and cultural mores, determine how professionals are likely to respond. A grounded theory approach was employed, in an interpretative constructionist manner, to explore the responses of twenty one (21) participants, comprising ten police officers, eight child care officers and focus group members comprising three new participants and four others previously interviewed individually. Two theoretical paradigms were employed as conceptual lenses to assist data exploration and analysis of emerged meanings. These were the socio-cultural theory of ‘community of practice’, and the feminist perspective, which helped to inform how gender and power might impact on responses. Sitting alongside these approaches is the ecological systems theory, which I have used to ensure that the problem (child sexual abuse) has been located within its wider socio-cultural context. The grounded theory to emerge from the study is that professional responses to CSA result in, and from, multisystem actions within hierarchies of power and status, which validate particular narratives of abuse and minimise others. Professionals are embedded within these systems and, therefore, often find it difficult to respond to CSA in ways that address root causes and provide justice to its victims. The study highlights the need for the training of police officers and social workers to facilitate a greater level of reflection on issues such as power and gender inequality, and to create opportunities for collaborative practice.

Global energy consumption is rising and the relative contribution of lighting in buildings to that total is also increasing. In offices, the dominant form of lighting is fluorescent, but this will soon be surpassed in terms of performance by LED lighting, which are already starting to be more widely used. Considering that most buildings and offices are of older building stock, this presents a great opportunity for making energy savings by using more efficient light sources within offices. This thesis investigates the application of LEDs as a retrofitting solution to existing fluorescent lighting systems and assesses their potential to provide an equivalent lighting environment with no adverse effects on performance and investigates their impact on space conditioning load demands and CO2e emissions on a range of case study buildings in the UK. Savings in lighting cannot only be made through reduced electrical consumption, but also through space conditioning loads, by reduced lighting heat gains. Currently used lighting technology is reaching its limit of performance, whereas LEDs offer the potential to meet energy saving targets with their rapidly improving performance. LEDs emit most of the heat generated to the back of a luminaire, rather than directly to the occupied space and this can lead to reduced heat gains and thus savings on space cooling demand loads, in addition to the electrical savings due to higher efficacies, for operating them. In this thesis, simulation software were reviewed that would allow for the lighting specification of custom LED replacement luminaires and assessment of their thermal performance. Methodologies were developed on simulating their light output and designing custom LED replacement luminaires with the use of RADIANCE, thus providing a novel use for this extensively used and validated software. For validation purposes a test room was used where custom LED replacement luminaires were fitted and measured for their performance, where good agreement in predicted and measured results was found. A visual performance study was also conducted using a range of age groups, to ascertain if there is a difference in task based performance on paper and VDU screens between fluorescent lighting and LED lighting, in an office environment. Subjective opinions on preference between the two light sources was also investigated. An assessment of space conditioning load demands was performed on five case study buildings, where custom LED luminaires were specified to retrofit the existing fluorescent lighting. Results showed lighting levels and distribution in each building could be replicated with good agreement, offering a cooling load demand reduction, however with an increase in heating load demand. In terms of CO2e emissions, the use of LED lighting instead of fluorescent also proved to be beneficial, providing reductions in emissions.

In recent years the police service has undergone a number of changes with the introduction of neighbourhood policing (NP) being one of the most significant. NP represents the latest in a long line of government endorsed attempts to introduce a more community orientated and customer focussed approach to policing. NP encourages police constables (PCs) and, the recently introduced, police community support officers (PCSOs) to spend more time engaging with the public, supporting vulnerable members of community and working in partnership with other agencies. This style of policing represents a significant departure from established understandings of policing which have become synonymous with ‗response policing‘ with its focus on maintaining public order and arresting criminals. A great deal of research over the last 30 years has referred to the highly gendered culture of policing which has also been the subject of a great deal of criticism. This research focuses on the identity performances of NP officers and the different ways that NP is enacted within different contexts and situated interactions. My conceptual framework draws on both ethnomethodological and poststructural approaches in understanding how officers in different contexts constructed, reconstructed and resisted discourses in the performances of particular identities. This framework is therefore sensitive to how power and resistance works through discursive constructions within particular contexts. To further improve our appreciation of context, emphasis is given to the importance of cultural meanings as an important source of discursive constraint. However, the research clearly shows that while some discourses may be dominant in influencing identity performances, these are always contested and it is though the clash of competing discourses that the agency of NP officers is revealed (Holmer-Nadesan 1996). The study adopts an ethnographic methodology, using participant observation and semi-structured interviews to examine four broad NP contexts. These are the PCSO training course and the three neighbourhood teams, all of which are located in a different policing environment. Drawing on ethnomethodology, my approach focused on the front and back stage contexts of neighbourhood policing, examining the relationships between discourses and performances within these contexts. The findings reveal the strength of dominant policing discourses linked to gender, police professionalism, ‗real‘ policing and community and also shows the ways that these discourses are also infused and subverted by different sets of meanings and ways of being. The PCs and PCSOs involved in the study were seen to manoeuvre and navigate these contested discourses in the ways they enacted NP in different contexts. The research also reveals the contested and fragmented nature of policing cultures and how these cultures may be best understood as a coexistence of multiple constructions of discourse (Mumby, 2011). The concluding discussion of the thesis presents a number of contributions in relation to the discursive construction of identities, the influence of gendered cultures as well as the challenge of introducing NP into British policing.

This dissertation is presented to provide an accurate presentation of the current rate of attrition of Salvation Army officers in the U.S.A. Eastern Territory and to examine and explore the influence and importance of a healthy and holy community upon retention. An increased attentiveness and an intentional emphasis upon calling and covenant within the context of a consecrated community, shaping that community at the College For Officer Training, and sustaining it throughout active ministry, may ameliorate the rate of attrition and assist in retention of officers.

Chapter one provides the context of the study and a description of the problem, the purpose, the research model, and the theological framework.

The literature review in chapter two examines clergy attrition, business attrition, and the attrition of Salvation Army officers. Special emphasis is given a review of the literature concerning community and its possible influence upon retention.

Chapter three presents the quantitative and qualitative data collected from an historical database, an active officer survey, a cadet survey, a former officer survey, and interviews with particular leaders. Population, data collection, and the limitations of the measures are provided per research question and the validity and reliability of the instruments are discussed.

The findings in chapter four support the hypothesis that healthy community encourages retention; a sense of a lack of community contributes to attrition. The interpretation of the data includes the identification of the rate, causes, trends, and implications of officer attrition. The presented perceptions of community among officers all contribute to a sense of urgency to focus more effort on healthy, holy community.

The recommendations in chapter five suggest concrete ways to strengthen the covenant community through education, spiritual formation, pastoral care, and networks of personal relationship.

An appendix (F) provides a comprehensive outline of an Integrative Curriculum for Spiritual Formation for the College for Officer Training.

This thesis focuses on the impact of graduate education on the promotion performance and retention of General Unrestricted Line Officers. Logistic models are developed to determine the effects of a graduate degree from the Naval Postgraduate School and other sources on the probability of promotion to Lieutenant Commander and Commander, and on retention up to the Lieutenant Command and Commander levels. Results indicate that graduate education has a positive impact on the probability of promotion to Lieutenant Commander, with Naval Postgraduate School showing a stronger effect than other education sources. No significant effect was noted for promotion to Commander. Graduate education was found to have a significantly negative impact on retention prior to the Lieutenant Commander selection point. Results for retention at the Commander selection level were inconclusive. It is recommended that further research be done concerning the impact of graduate education on other officer communities.

Shipping is one of the most globalised industries and is central to the world economy. It is estimated that over 50,000 ships (ICS 2017), manned by over 1.2 million seafarers, carry about 90 percent of world trade (ILO 2017). The seagoing workforce needed to operate these ships are drawn from the pool of the global shipping labour market. The safe and efficient operation of ships depends on the competence of the merchant ship officers who need to undergo diverse training in order to obtain the necessary knowledge and skills to perform shipboard tasks. In order to ensure the safe operation of ships and to harmonise the maritime education and training of the seafarers globally, the International Maritime Organisation (IMO) introduced the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), which stipulates the minimum standard of competence prescribed for the seafarers. Although the STCW Convention set out to standardise seafarers’ education and training, there is evidence that indicates the Convention has not been uniformly implemented and subsequently seafarers are not being uniformly trained and certified across countries. Furthermore, there is also evidence that suggests the stakeholders in the industry, particularly ship owners and ship operators, perceive a gap between the training being provided to officers and the actual skills the officers need to perform their shipboard duties. Although the voice of seafarers is largely missing in the literature, there is anecdotal evidence that indicates this perception is also shared by the officers themselves. Hence, this research examines the perceived ‘gap’ in the skills and competency of merchant ship officers, based on a detailed investigation of key industry stakeholders. The research also examines the nature of the skills and competency gap and the underlying reasons behind the emergence of such a gap. The study adopts a qualitative research design to conduct the investigation in which a total of 61 informants, including ship owners, officers and trainers, across five countries, are interviewed. In addition, a documentary analysis is undertaken that includes policy documents, the STCW Convention, shipping companies’ training procedures and training institutes’ curricula, to complement the data from the semi-structured interviews. As a result of the STCW Convention undergoing a major revision during the course of the investigation, further interviews are conducted to examine whether the provisions of the revised Convention address the perceived skills and competency gap. The empirical study of stakeholder perceptions, along with documentary analysis of the industry’s literature, reveals that the skills and competency gap of the merchant ship officers in the global labour market is indeed a prominent issue that needs to be addressed. Through applying relevant learning theories to the research data, the competency gap is categorised into a gap in theory, or the ‘knowing’ gap, and a gap in practice, or the ‘doing’ gap. The findings show that while there is a ‘knowing’ gap in the education of the officers, the gap in ‘doing’ or the practical skills of the merchant ship officers is more salient. The underlying reasons for such a gap are found to be largely rooted in two major phenomena. One pertains to the globalisation of shipping that led to practices such as flagging out, the emergence of a global labour market for seafarers and the shifting of maritime education and training from Traditional Maritime Nations (TMNs) to newly emerging labour-supplying nations with varying socio-economic contexts. Findings include inconsistencies in implementation of the training standards across different countries, declining commitment of the shipping companies towards the training of the workforce, as well as shortcomings to the training institutions’ resources and practices. The second phenomenon relates to advances in technology and equipment, which have led to a reduction in the number of crew and also caused significant changes to the nature of the work on board, leading to a requirement for new skills and also affecting the process of learning. In other words, advances in technology and equipment on board introduce limitations to the traditional apprenticeship model of training as these new technologies call for a more cognitive approach to the learning process. This thesis concludes by recommending measures through which the gap can be addressed.

This thesis examined the occupational experiences of lesbian, gay and bisexual (LGB) police officers in post-Macpherson police constabularies across England and Wales. It reports the findings of a qualitatively-driven mixed method study conducted between September 2010 and November 2011 combining a national online survey of LGB police officers (n = 836) with 43 semi-structured qualitative interviews. The research found that the workplace experiences of LGB police officers have been radically transformed since last empirically explored on this scale, now twenty years ago. These changes have been brought about by new political, social and economic climates of inclusivity and protection for LGB individuals that collectively induced a new policing ‘field’ in England and Wales at the turn of the new millennium, one that placed diversity and difference at its core. Drawing upon police cultural, symbolic interactionist and organisational perspectives, the thesis highlights how despite still being psychologically saddled by a complex cauldron of identity management strategies, LGB officers make legitimate contributions to the contemporary policing mission as internal agents of cultural change and as intermediaries between the public police and LGB communities. However, the research also highlights small pockets of resistance towards the inclusion of LGB officers evidenced by continued episodes of discrimination and prejudice. Similarly, the research identified anxieties and insecurities amongst LGB officers themselves related to the longevity of police diversity reform efforts. Although predominantly looking at the experiences and contributions of LGB officers in England and Wales as a collective, this research promotes the need for a heterogeneous and malleable understanding of policing by providing examples of how the experiences of LGB officers differ according to rank, area of police work and constabulary type.

Managers in federal executive branch agencies administer public programs and policies in a complex legal environment. To assist managers, each agency has an organization that is responsible for providing them legal advice, typically called an "Office of the General Counsel" (OGC). Existing literature from public administration and administrative law has addressed, to varying degrees, what OGC lawyers do or ought to do, but has primarily focused on providing legal advice, not obtaining it. This discrete literature is disconnected from major streams in public administration. The purpose of this study was to update and extend the literature by exploring managers' and lawyers' perceptions of the role of managers as advisees of OGC. This study made managers the focal point of exploration and used concepts from organizational role theory to clarify the term "role" and highlight the structural and interactional elements of the manager's part in the manager-lawyer relationship. Four research questions guided this study by inquiring about the expectations managers and lawyers have regarding: (1) the organizational arrangement for obtaining legal advice; (2) decision making in the context of obtaining legal advice; (3) the closeness of their working relationship; and (4) being a "client" of OGC in the context of obtaining legal advice. Data were collected from in-depth, semi-structured interviews conducted with 20 practitioners (14 managers; six lawyers). This study found that managers and lawyers preferred to remain separate from each other in the agency because of the expectation that managers obtain and lawyers provide objective legal advice. Regarding decision making, managers and lawyers expected managers to make decisions in the sense of seeking guidance from OGC rather than permission, being comfortable questioning legal advice, and choosing among options and alternatives; although, lawyers indicated some managers prefer not making decisions. The expectation of making decisions in the sense of choosing whether to follow legal advice remains contested among managers; among lawyers, they expect managers to consider legal advice and decide whether to follow it. Managers and lawyers expected to have a close working relationship marked by assistance with formulating legal questions and full disclosure of information. As for expectations associated with being a "client" of OGC, managers' and lawyers' expectations diverged on what being a "client" of OGC entails. Managers viewed themselves as clients, but associated the term "client" with customer service; lawyers, on the other hand, viewed managers as clients provided their interests are aligned with the agency's interests. Beyond exploring the role of managers when obtaining legal advice, this study's focus on the interaction between managers and lawyers within a federal agency suggests a way connecting public law more directly to public management, as well as extending insights from governance to activities inside an agency.

This study examines the determinant and consequences of having a chief operating officer (COO). Specifically, we investigate chief executive officer (CEO) related factors that affect the choice to employ a COO and look into the impact of having a COO on firm operational efficiency using a data envelopment analysis (DEA)-based measure. Although prior literature has extensively investigated the role of CEOs and chief finance officers (CFOs) on firm outcomes, few studies focus on the impact of COOs. Thus, this study explores characteristics associated with the likelihood that a firm will have a COO. This research also sheds light on the effect of COOs on firm operational efficiency because the core duties of COOs include optimizing operational performance and improving cost efficiency. Our results imply that CEO busyness, CEO ability, CEO demographic characteristics, and CEO network size have a significant impact on the decision to employ a COO. We also find that firms that have a COO have a lower level of operational efficiency than firms that do not. This result implies that the cost of having a COO outweighs the benefit of having one. The effects last for three years on average. Further, we find that firms with a COO have lower receivables turnover and sales to cost of goods sold ratio, lower sales to PPE expense ratio than firms without a COO. Finally, we find evidence that COOs with industry expertise are associated with higher operational efficiency than those without such expertise and outside COOs perform better than inside COOs in terms of operational efficiency.

There is a need for critical thinking skills in our society. This research study examines graduate student’s growth in critical thinking after experiencing a specifically designed curriculum. This study evaluated the effectiveness of the U.S. Army Command and General Staff Officer Common Core Course to change student critical thinking skills and habits of the mind attributes, and further examined instructor perceptions of the curriculum, instructional methods, and instructor skills and behaviors that impact student critical thinking development within the Core Course. This study used an explanatory sequential mixed method research design in order to answer the four research questions and test their respective hypotheses. Eight student staff groups (n=120) were selected from the Command and General Staff Officer Common Core Course Class 15 population, and the quantitative data used to conduct the analyses was derived from a pretest and posttest using the Military and Defense Critical Thinking Inventory (MDCTI), a nationally recognized instrument designed specifically for individuals in the defense and military profession. The qualitative component of the study consisted of focus group interviews conducted with instructors from the eight selected staff groups (n=24) to examine their perceptions on the role of the curriculum, instructional methods, and instructor skills and behaviors in developing student critical thinking. The data collected from these interviews were analyzed and presented using a collective case study approach. Analysis of the student pretest and posttest score change results indicated statistically significant changes in analysis, induction, deduction, and overall critical thinking skills, and in the communicative confidence, professional confidence, expression, and directness habits of the mind attributes. Further analysis indicated that there was no statistically significant change differences in critical thinking skills or habits of the mind attributes between the teaching team groups. Analysis of the qualitative data revealed nine themes that were categorized within the theoretical framework of curriculum, instructional methods, and instructor skills and behaviors. Four additional themes emerged which did not address the role of curriculum, instructional methods, and instructor skills and behaviors in developing student critical thinking. These themes included: lack of contact time, the importance of the physical classroom configuration, the military/school culture, and student attributes.

Police officers deal with a variety of stresses from different sources. Organizational stresses have the most effect on police officers, often more than stressful critical incidents. Previous research has indicated that over time, the mundane organizational and operational stresses of the job can result in a variety of effects from psychological to physiological, and this stress can impact police performance and public safety. However, there remains an important gap in the current literature regarding the impact of stress on the decision-making style of police officers. Police officers often make split-second decisions that can affect their life, the public, and other police officers. Therefore, this quantitative study utilized the General Decision-Making Styles, Operational Police Stress Questionnaire, and Organizational Police Stress Questionnaire to measure the amount of stress police officers are experiencing and if organizational stress influenced their decision-making style. Data were collected from 150 police officers employed in Iowa, and standard multiple regression analysis was used to test the hypotheses. Findings indicated that there is a relationship between operational and organizational stresses and decision-making style. The results of this study support positive social change by identifying which stressors impact a police officer's decision-making style. Early identification of police officers who are struggling with organizational stress can help reduce burnout, turnover, citizen complaints, and use of force investigations, which might help strengthen the public's trust in their police officers and police departments.

The purpose of this project was to demonstrate the need for a state-wide peer officer support model. Although support services were available, there were inconsistencies in how they were made available throughout the state. A survey was carried out to identify these discrepancies and advise on best practices and recommendations. One major obstacle was the issue of stigma attached to seeking assistance that prevents most officers from seeking services. The survey identified that peer officer support programs have higher rates of utilization over EAPs and mental health professionals. The vast majority of supervisors and officers were supportive of an option for peer officer training and supportive training programs. Smaller departments had fewer services available than larger departments showing a need for a state-wide peer support program. By utilizing the brotherhood of law enforcement personnel, administrators can help to build the foundation of a strong peer support model.

The aim of the thesis is to critically evaluate the influence of the Human Rights Act (1998)[HRA] on prison service policies and prison officer understandings of prisoner human rights, in the period from October 2000 to October 2005. Discourse analysis is used to structure the thesis, with the implementation of the HRA located within what Foucault (1972) has called a "discursive formation": that is, the complex interrelationship between penology, law, penal policy, and occupational culture. Utilising a neoabolitionist normative framework, the legitimacy of the current meanings of prisoner human rights are scrutinised, and an alternative promoted. It is argued that in the five year period under review, the HRA has been restrictively interpreted in domestic courts and effectively marginalised in penological discourses and prison service policies. Focus then turns to an empirical study of prison officer occupational culture, conducted in one prison in the North West of England in 2002. The central finding is that in the original starting position of officer-prisoner relationships, prisoners are constructed as ghost like figures whose needs and sufferings are invisible to officers. Justified through psychic distancing, prisoners are othered and constructed as beyond the realm of humanity. The failure of the HRA to institutionalise a human rights culture or expand upon previous meanings of prisoner rights, is located within the inherent double dehumanisation of prison work, populist penological discourses, the limitations of legal interpretation, carceral clawback, and a lack of political will. The thesis concludes with the promotion of an alternative positive rights agenda for citizens, and a call for alternative means of dealing with wrongdoers that recognises their shared humanity.

Newly commissioned officers in the U.S. Army are taught to lead their soldiers from the front and to voluntarily make personal sacrifices in the service of the nation. Although this facet of military culture is seen as critical to the integrity of the force, there are few research studies describing the impact of leader self-sacrifice in the U.S. Army. Research evolving from the transformational leadership literature indicates that civilian leaders who engage in self-sacrificial behavior are viewed as more charismatic than their counterparts and that this perception is particularly pronounced in crisis situations. The current study extended this research to a military population utilizing a quantitative experimental research design. Respondents were randomly assigned to written vignettes that manipulated leader self-sacrifice and the combat environment and then provided assessments of the company grade officer's attributed charisma. Currently serving enlisted and commissioned officers in the California Army National Guard (n = 218) took part in the research, and ANOVA test results indicated that both self-sacrifice and the experience of combat significantly increase perceptions of a company grade officer's attributed charisma. No significant interaction was found between leader self-sacrifice and combat. This study indicated that the self-sacrificial leadership model may have broad applicability across organizations and provides strong support for the Army's emphasis on selfless service. This research can spur positive social change by fostering a more aspirational form of leadership within the Army that builds the psychological resilience of soldiers and results in stronger teams.

This thesis is an exploratory study which attempts to shed light on the rhetoric, ideology and practice concerning the role of the Cyprus Attorney General's Office in prosecutions, and aims to enhance understanding of its functions. It is mainly based on empirical data gathered during a five-month period in the Office, involving observation, semi-structured interviews with Law Officers and examination of criminal files. The findings are supplemented by an examination of the internal circulars, press releases and documents of the four Attorney Generals who have served since the establishment of the Cyprus Republic; and by interviews carried out with three of those four office-holders. The Constitution, while recognising the right to private prosecutions, entrusts the Attorney General with the overall responsibility for all prosecutions and with broad powers in the execution of his functions. However, the statutory legislation has not determined the exact parameters of his broad role and has afforded great latitude to the post-holder in the specification and use of his powers. The findings of this research indicate that the Attorney General serves as the head of the prosecution system and exercises control over all prosecutions in the jurisdiction, although he is closely dealing with only the most serious cases, and those regarded as exceptional, complex, or in need of particular attention. Although his Office does not have an immediate investigatory role, its broad powers regarding investigations provide an obstacle to the absolute control of the investigative stage by the police. The Attorney General determines and formulates the prosecution policy of his Office, and also the overall prosecution policy in the jurisdiction. Furthermore, he provides a central and relatively tight control of all diversionary decisions. One of the most crucial functions that the Law Office appears to perform is that it serves as forum of appeal where all prosecutorial actions (or inaction) by other prosecuting agencies can be reviewed: the public require the Law Office's intervention in cases that do not usually belong to its workload, when they judge that they are not being handled properly by the police; they ask for its intervention when investigations are not carried out properly; and they apply for a review or overturn of police prosecutorial decisions.

He got a first experience of ministry cabinets being at the head of military affairs in the algerian ministry from 1959 to 1860. War minister by june 5 1871, he coutiously reorganized the army, innovating several times, in particular while the creation of the superior counsil of the war and the defense committee, as well as by the development given to the study of foreign armies and to the research of intelligence. Aq du barail took over his place from him in 1873, he became again minister of the war in 1874 and vice-president of the cabinet. He quietly took on the final setllement of the republic he rallied to in 1871 while preventing the army from any kind of political penetration. Until 1876, he carried out is task of realist visonary, especially by creating the calling ups of reserves and setting up the foundations of the territorial army. Office Space Allocation (OSA) is the task of efficient usage of spatial resources of an organisation. A common goal in a typical OSA problem is to minimise the wastage of space either by limiting the overuse or underuse of the facilities. The problem also contains a myriad of hard and soft constraints based on the preferences of respective organisations. In this thesis, the OSA variant usually encountered in academic institutions is investigated. Previous research in this area is rather sparse. This thesis provides a definition, extension, and literature review for the problem as well as a new parametrised data instance generator. In this thesis, two main algorithmic approaches for tackling the OSA are proposed: The first one is integer linear programming. Based on the definition of several constraints and some additional variables, two different mathematical models are proposed. These two models are not strictly alternatives to each other. While one of them provides more performance for the types of instances it is applicable, it lacks generality. The other approach provides less performance; however, it is easier to apply this model to different OSA problems. The second algorithmic approach is based on metaheuristics. A three step process in heuristic development is followed. In the first step, general local search techniques (descent methods, threshold acceptance, simulated annealing, great deluge) traverse within the neighbourhood via random relocation and swap moves. The second step of heuristic development aims to investigate large sections of the whole neighbourhood greedily via very fast cost calculation, cost update, and search for best move procedures within an evolutionary local search framework. The final step involves refinements and hybridisation of best performing (in terms of solution quality) mathematical programming and meta-heuristic techniques developed in prior steps. This thesis aims to be one of the pioneering works in the research area of OSA. The major contributions are: the analysis of the problem, a new parametrised data instance generator, mathematical programming models, and meta-heuristic approaches in order to extend the state-of-the art in this area.

Using a grounded theory approach within a social constructivist epistemology, the research study explores the experiences of Education Welfare Officers (EWOs) engaging in assessment and intervention with cases of persistent absence from school. Whilst much of the discussion related to non attendance has focused on risk and causation factors, categorisation and the effectiveness of specific interventions, there is limited research which has specifically focused on the practice of the EWO as the initial and often only agency to try to engage with this vulnerable group of children, young people and their families. The research design involved interviewing 14 members of an Education Welfare Service (EWS) and engaging in a qualitative interpretive analysis of the interview data, in line with the suggested grounded theory phases of analysis. Utilising the theoretical perspectives of Social Cognitive Theory, specifically focusing on self efficacy beliefs, together with Systems and Attribution theories, the Grounded Theory offers an insight into the significance and effects of EWO self efficacy beliefs on their own practice and how systemic influences, such as those offered by the school, family and other agencies, including the EWS, can either support or hinder EWO assessment and intervention processes. Findings are indicative of systemic influences acting as potential barriers in achieving useful and objectively grounded assessments and interventions for persistent absentees, by specifically serving to influence self efficacy beliefs and ultimately restrict the range of potentially useful assessments and interventions for this vulnerable group. The study highlights the implications of this for future EWO and Educational Psychologist practice.

The performance evaluation of the communications networks have been the main focus in the analysis of data communications in automated office environments. This thesis is aimed at the performance evaluation of different office communications applications over LANs which are interconnected via one of the latest fast packet switching techniques called frame relaying. Different LAN technologies have been examined, namely Ethernet, Token ring and AppleTalk. The T1 (1.544 Mbps) link and the 56 kbps link are used as a public services for inter-site communications. In this study, two main applications were considered: office communications which include different types of documents that pass across an office worker's desk (publications, messages, financial forms, and normal documents), and file transfer activities such as the transfer of X-RAY images or a medium size newsletter. The transfer delay, link utilization, packet size, and the number of workstations interconnected to each LAN are the main parameters used for evaluating the system performance. Results show that the 56 kbps link is best suited for office communications under normal conditions. However as inter-site traffic increases T1 should be considered. A comparison of the performance of each LAN technology is given for both applications. The results of this study should furnish any office organization with strategic insight for the planning of its communications services.

Abstract (sommario):
This thesis develops three chapters which extend our understanding of asset performance within the London office market by analysing the determinants and measurement of capital returns. The first chapter examines whether enlisting the services of a star-architect allows developers to persuade city planners to build bigger within the tightly regulated London property market, and therefore to engage in rent-seeking behaviour. We find that outside protected conservation areas famous architects can not only build taller, but that their designs have no effect on building sale prices holding the amount of space constant. For a given land plot however, the ability to build taller increases total floorspace and developer profits even when accounting for the increased costs of hiring a famous architect and building to their higher standards. The second chapter investigates potential sources of bias in commercial repeat-sales price indices by constructing such an index for the central London office market and examining the sources of index change relative to the underlying market. We find evidence that employment density changes and the restrictiveness of new development in the relevant local authority are key external drivers of bias on estimated price levels. This discrepancy arises because repeat-sales occur disproportionately in areas where changes in these attributes differ relative to the stock as a whole. The third chapter presents a comparison of seven competing real estate price index construction methodologies in the London office market. This exercise sheds light on the history of London office market returns from 1998-2010, and the relative pros and cons of the major index construction methods utilized by research and industry. This comparison also reveals substantial differences between indices in the timing of market turning points and various descriptive statistics, and demonstrates that the hedonic model outperforms the repeat-sales index due to the greater inclusivity of sale observations.

These subjects are also partially the matter of this study. The purpose of our study is to find out how the image of the police is influenced by the gender
that is what kind of a role the gender plays in the police &ndash
society relations. In brief, this study seeks answers for the questions such as whether the level of relationship that the people establishes with the female police officers and male officers is the same
whether the perception of the public changes towards female and male police officers
and the role of the gender in the formation of such relation, in other words, whether men and women have a different perception of the police officers in general terms and whether they perceive the female and male police officers in different way in specific terms by means of surveys and questionnaires. When the data from the questionnaire conducted with 313 respondents in the sample of Ankara and the information obtained from the interview data carried out with 16 people in this study are interpreted, it has been found out that the police and public relationship is never static and routine and uniform
on the contrary this relationship is rather dynamic and heterogeneous. In short, the police &ndash
public relation is fit on a complex equation rather than a simple one. One of the most notable reasons of this complexity lies at the identities of the actors
that means the heterogeneity of the identities. Gender is a significant variable determining (elaborating) the relation of the police &ndash
public and constitutes an important part of the identity. In this study, the gender has the role and task of both independent variable, and dependent variable representing the perception of female and male police officer since when we have a look with the gender axis, we happen to see the cross equation in the police &ndash
public relation: male police officer &ndash
female police officer, male citizens &ndash

On battlefields and within organizations, a fog obscures subordinate activity from superior observation, producing an information asymmetry endemic to most superior-subordinate relationships. A superior’s ability to observe, to peer through this fog, distinguishes different types of organizations, largely determining what tasks an organization may accomplish and how superior control is balanced against subordinate autonomy (James Wilson, 2000). Yet modern technology is lifting this fog, with each day increasing the detail and depth of what superiors may observe. This thesis explores superior control with modern technology, by introducing and assessing a new term, nanomanagement—where superiors use technology to control, in ever-increasing detail, the actions of all of their subordinates. Through interviewing mid-level officers of the U.S. and British armies, who served in Iraq between 2003 and 2008, this qualitative study explores two questions. “Why nanomanagement?” seeks to understand the causes, or what may motivate nanomanagement. “How does nanomanagement influence superior control and subordinate autonomy?” seeks to understand the effects of nanomanagement. This thesis employs five factors—organizational culture, ex ante controls, ex post controls, hierarchical control and exogenous factors—as different theoretical frameworks to understand nanomanagement. Trackers, drones and long screwdrivers, modern variants of police patrols that reduce transaction costs and may reverse information asymmetry, are introduced. This thesis also suggests three terms to describe when nanomanaging superiors take action undermining traditional hierarchical control: shifting (focusing attention on subordinate levels), drifting (acting at subordinate levels), and grifting (cheating the hierarchy by controlling actions at levels beneath their immediate subordinates). These actions signal a new form of hierarchical control by exclusion—ex claudere control. By analyzing a case where much of the fog separating superior from subordinate thinned and lifted, this thesis assesses and updates the long fought battle between superior control and subordinate autonomy.

This thesis analyzes variations in office rents in Ankara. The theoretical background of this study is related to the hedonic methodology, which is extensively applied for explaining price or rental price variations of the real property. Given this theoretical framework, hedonic regression model is utilized for the estimation of hedonic price indices by using the cross sectional data of the office market in Ankara for the year 2002. Hedonic price function is specified in the log linear functional form and is estimated with the Ordinary Least Squares technique for two models. The models include the same variables
however, Model 1 differs from Model 2 in including the location variables. The estimation results obtained from the models suggest that height and construction quality of the building act as proxies for the locational characteristics. Also, it is found from Model 1 that locational characteristics have the greatest effect on the rental prices of the office units. In order to verify this fact, Model 1 is tested against Model 2 and vice versa based on alternative tests for non-nested models. The results of non-nested tests indicate that Model 1 is preferred to Model 2. This result is important in the sense that locational characteristics are found to be significant in explaining the rental price variations. Besides location variables, the other variables related to physical attributes and lease characteristics of the office property are also evaluated from the estimation results of Model 1. From the empirical results, it is finally concluded that locational characteristics explain the spatial rent variations of the office property in Ankara to a large extent.

This thesis identifies the case principles and trends involving A-76 Process issues brought before the General Accounting Office. It reviews the background, history, issues and current methods of applying the A-7 6Process in the Department of Defense. It then categorizes and analyzes the A-76 protest decisions handed down from the Comptroller General from January 1, 1997 to December 31, 2001. Following the review and analysis, the interpretations of the statutory requirements by the Comptroller General are examined to determine if the current design of the A-76 process is being applied as it was originally designed. It also examines protest decision trends to determine what changes are needed to mitigate the risk of future A-76 protests.

Low substantiation rates are pervasive across the federal Office of Inspector General (OIG) community due to high levels of uncertainty and limited data availability at the time of case selection. OIG management often selects cases based on intuition and past experience. Intuitive project selection has proven unsuccessful because the methods are often subjective, prone to bias, and lead to error. The high uncertainty surrounding case selection and the current selection method employed by OIG management teams results in a significant loss of investigative resources spent on unsubstantiated cases. This research presents a novel approach to predict OIG investigative case substantiation using natural language processing techniques and multinomial naïve Bayes to retrieve information from complaint intakes. It aims to improve OIG substantiation rates and reduce the cost associated with unsubstantiated cases. The model developed in this study significantly outperformed OIG management and was 20% more accurate in the prediction of substantiated and unsubstantiated cases. This model will augment investigative case selection and improve investigative targeting, increase impact of investigative work, and improve OIG investigative resource allocation. Its application will result in a significant savings by reducing the resources dedicated to cases with a low probability of substantiation.
