The globalization of the labor market led to increased labor competition in the country. The influx of foreign workers makes domestic workers have to prepare themselves to be able to compete competitively. To win the competition, the labor must have the competency certification required by labor users. This competency certification is issued by a competent certification body. Competency certification covers various fields, including competencies in the field of accounting, which has an important role in the company as the party responsible for preparing financial statements. The need for competency information underlies the Community Service team majoring in Accounting to socialize how the mechanisms and techniques to obtain Accounting Technician competency certification. This socialization was packaged in a Webinar forum which invited 21 participants who are members of the Malang City Economics MGMP. This activity provides benefits, including providing solutions to improve the understanding and capabilities of Accounting Teachers, one of which is through training and mentoring by parties experienced in Accounting Technician Professional Certification; provide easy-to-understand training on Accounting Technician Professional Certification and provide tips and tricks for facing the Accounting Technician Competency Test; increase the motivation of the Accounting Teacher to provide training and understanding to students in preparing for the Accounting Technician Competency Test.

Abstract (sommario):
This study contributes to the labor market inequality and organizations literature by investigating the role that government agents play in shaping the employment of immigrants. Using unique data on applications for immigrant permanent labor certification evaluated by U.S. Department of Labor agents, we assess to what extent immigrants of select citizenship groups experience disparities in the labor certification process—one critical stage of the work authorization system leading to the granting of most employment-based green cards. Despite current U.S. laws that forbid discrimination on the basis of nationality, we find that labor certification approvals differ significantly depending on immigrants’ foreign citizenship, even after controlling for key factors. Additionally, because of the U.S. government’s unique process of auditing applications, we are in a rare position to empirically distinguish between statistical and preference-based accounts of labor market discrimination in the labor certification process. In support of the statistical account, we find that certification approvals are equally likely for immigrant workers from the vast majority of citizenship groups when agents review audited applications with detailed employment information. This article concludes by discussing the implications of our results for addressing disparities in the employment of foreign nationals.

Today, at roughly a price 1 to 2 percent higher than other products, most of us can buy certified organic coffee or "fair trade" handicrafts that help the environment and improve labor standards for workers in certain industries. Yet, we may be committing genocide (in the form of cultural destruction and disintegration) at the same time. The "organic" product may be cashcropped on land stolen from vulnerable peoples or produced by workers coerced into working as laborers for a foreign export product of little or no local or foreign benefit in ways that are destroying a culture. The "handicraft" may actually be a foreign design and produced in a local factory, or in villages where toxic runoff has made the water unfit to drink, in ways that irreparably transform, if not poison, a community.

AbstractThis article questions the notion that family reunification is the cornerstone of US immigration policies and points to the violation of the right to family reunification in US law. It specifically looks at the forcible separation of legal residents from their families, including foreign domestic workers in the Labor Certification Program; US-born children with undocumented relatives, including parents and siblings; and guest workers. We argue that the growing influence of nationalist politics and big businesses trumps the interests of the family in US immigration policies, resulting in the prolonged and forcible separation of working-class and poor migrant families.

We read the article on “‘I can't do this alone’: a study on foreign domestic workers providing long-term care for frail seniors at home” with a great interest (Tam et al., 2017). Tam et al. (2017) noted that “[i]mproving FDWs' access to training courses in eldercare, providing them with more emotional support, engaging employers to create healthy caregiving spaces at home, and improving access to senior care services can be helpful.” This finding is very interesting. In fact, FDW service is common in several countries and approved for usefulness (Østbye et al., 2013). Of interest, the FDWs are usually from the poor developing countries. It is no doubt that the FDWs usually have low education level. Therefore, the education for them has to be carefully considered. We would like to share ideas from Thailand, where several FDW from nearby countries are currently employed. At present, there are many local schools offering inexpensive short course training on home care for elderly people and this becomes a popular course for FDW to attend. Nowadays, before employment, the employers usually ask for certification for verification of the proficiency of the FDW.

This study discussed the background of Indonesia's non-tariff trade barrier implementation against imports of chicken legs from the United States (US) through halal certification. As WTO members, the two countries are bound by the rules and agreements of the WTO, one of which is trade liberalization related to the elimination of various kinds of trade barrier including non-tariff trade barrier such as halal certification. The application of halal certification by Indonesia to imports of chicken legs has prevented imported chicken legs from the US from entering the Indonesian market, even though they have a lower price. This study uses a mercantilism approach in the global political economy, namely the theory of non-tariff trade barrier from Thomas Oatley. The method used by the researcher was a qualitative research method with the type of case study and data collection techniques are carried out through literature study and interviews with related informants. This study concludes that there were two considerations behind the implementation of non-tariff trade barrier by Indonesia to the import of chicken legs from the US through halal certification, namely the consideration of a society-centered approach to protect public confidence, protect producers, and domestic livestock workers and considerations that are state-centered in the context of handling the economic crisis in the livestock sector and saving the state's foreign exchange expenditure.

Indonesia's workforce is still considered not to have capability comparable with foreign construction workforce.</p><p>To realize the success of quality buildings and able to function as planned, needed human resources of good quality as well.</p><p>And the professional ability of the construction workforce is evidenced by the possession of a skill or skill certificate. As mandated by the Construction Services Act No. 18 of 1999 article 9. that any individual employed by a business entity as a construction planner or supervisor of a particular construction or energy in a construction business enterprise shall have a certificate of expertise.</p><p>Based on the research factors that most affect the application of Construction Services Act of 1999 memnai certificate of competence of experts on the implementation of construction work.is a factor of human resources such as education experts, experience, training, age and ownership of certificates. Another factor is the method of implementation of work such as coordination and decision making, while the political factor is the regulation of rules and leadership factors, such as motivation and awards To know how far and how big the role of these construction service experts in achieving the success of construction work, so much in demand by both local and foreign workers, it is deemed necessary to research the role of experts in contributing to the success of a construction work.</p><p>Therefore it is necessary to develop further research on the readiness of experts in terms of the fulfillment of the requirements and expertise, in order to obtain the predicate of professional engineers or professional engineers through certification of expertise held by professional associations that followed.</p>

This paper first compiles some of the representative literature exploring the relationship between labor standards and international trade, and explores the different attitudes of developed and developing countries on the linkage between labor standards and international trade, and on this basis, analyzes the impact of labor standards on international trade based on China's perspective. The paper argues that labor standards, which are predominantly promoted by Western countries with a focus on workers rights, have a dual nature and exert various effects on the development of international trade. It is not desirable for Chinese enterprises to take a passive attitude of resistance in the face of challenges. Only by implementing social responsibility management into all levels of the enterprise organization structure, transforming the certification pressure into competitive power, and changing the one-sided view of foreign countries on China's labor standards can we win a favorable position in the fierce international competition and a greater space for the development of Chinese enterprises.

The Association of Southeast Asian Nations (ASEAN) is an organization of countries in Southeast Asia established in Bangkok, Thailand, on August 8, 1967 under the Bangkok Declaration by Indonesia, Malaysia, Philippines, Singapore, and Thailand. For more th an five decades ASEAN has experienced many positive and significant developments towards a more integrative and forward - looking stage with the establishment of an ASEAN Community by 2015. The ASEAN Community not only affects the economic sector, but also other sectors, including "education" as an effort to build competitive human resources. The ASEAN Economic Community (AEC) challenges in education that will be faced are the proliferation o f foreign educational institutions, standardization of orientation in education, which is pro - market, and markets labor that will be flooded by foreign workers. Therefore, the era of ASEAN free trade should be welcomed by the world of education quickly, so that the human resources (HR) of Indonesia, especially by women who still have low resource. They should be prepared for facing an intense competition with other countries. ASEAN countries have considered synchronizing the certification standards, streng thening, and improving the skills and knowledge of ASEAN youth and women in the regional integration process. Therefore, ASEAN countries have always been active in encouraging cooperative relations in various levels of education and training, at the same t ime encouraging all organizations and schools in each country to seek cooperation partners in other countries of the ASEAN region.

Most commentaries on the development of chicle (natural chewing gum) in the Yucatán Peninsula have emphasised the connections that were maintained between the chicle entrepreneurs and the companies, like William Wrigley's, which bought the raw gum for processing. The Mexican state is usually depicted as seeking to protect vulnerable forest workers from exploitation by foreign entrepreneurs and the vicissitudes of the free market. Our research, which uses archive material from Mexico City and Chetumal, interviews with former chicleros and entrepreneurs, as well as field research in Quintana Roo, suggests a slightly different interpretation. The Mexican state, far from contributing to the demise of personalistic relations (coyotaje) actually used these forms of mediation to manage and control the producers. The vulnerability of the chicleros to the full effect of market forces, their lack of physical and financial security, as well as corruption among some of the leaders of the cooperative movement, have all contributed to the continuance of coyotaje, often tacitly supported by state institutions. The article goes on to show that the need to meet demanding product and environmental standards, to achieve ‘certification’ as producers of a natural forest product, have compounded the problems of chicle producers today.

The relevance of this article is dictated by the acuteness of the environmental pollution issue, especially from the construction sector, which presents a challenge both for Ukraine and globally. One of the solutions to this problem is the implementation of green building, which involves the use of environmentally friendly materials, innovative waste-free and low-waste technologies, alternative energy sources, waste recycling, etc. This necessitates new, ecologically oriented approaches in the training of qualified construction workers, particularly tile setters. Objective: Based on global and national experience in green building, this study aims to investigate the issue of training tile setters in Ukraine using eco-oriented technologies and to develop recommendations for improving the process of integrating these technologies into educational curricula and programs. Methods: Analysis of domestic and foreign sources on ecological education and green building, empirical research on the practice of applying ecotechnologies by tile setters in Ukraine. Results: The essence of eco-oriented professional training is revealed, the foreign and national experiences in green building are analyzed; eco-oriented technologies for tile setters are examined; the main ecological requirements for building materials and technologies for tiling works are disclosed; corresponding recommendations for the use of eco-oriented technologies in the professional training of future tile setters are prepared. Conclusions: Eco-oriented professional training must become an integral part of the professional competence of tile setters, bringing changes both to the content and methods of education. For instance, during tiling works, environmentally friendly hydro insulation membrane materials are used; powerful construction companies that conduct eco-certification of their products have emerged; the use of mastics and adhesives based on dry building mixtures reduces construction waste and, consequently, soil pollution at the construction site; more precise laser measuring devices are increasingly used in tiling works. Therefore, in training tile setters, attention should be paid to studying modern green technologies. The importance of developing normative legal acts on eco-certification of building materials and technologies, and subsequently buildings, is substantiated. It is recommended to revise the National Standard of Professional Education for the profession of tile setter, considering ecological requirements, and for teachers of vocational education institutions to pay special attention to forming ecological competence in future tile setters.

In the article there are considered questions of legal regulation of the admission of foreign nationals (or individuals without nationality) to work in decreed professions in the Russian Federation. To date migration processes are shown to affect not only the demographic situation in our country, but the level of infectious diseases rates, especially in large cities. The health status of the population depends directly on the literacy level of workers in various industries, especially decreed contingents of high epidemiological risk. It is noted that along with the medical examination of foreign citizens (persons without citizenship) for issuance of a work permit or a patent in the Russian Federation in the framework of the immigration laws in Bodies of internal. Affairs, the law provides for obligatory preliminary and periodic medical examinations for certain types of work with registration of personal medical books, the passage of professional hygienic preparation and certification. These kinds of economic activities include organizations associated with the production, storage, transportation and sale of food products and drinking water, the upbringing and education of children, municipal and consumer services. There are considered provisions of the main legal acts in the volume of medical examinations and obligatory knowledge of Russian for obtaining the work permit of migrants. There are identified key organizational-legal and methodological and problematic aspects that require coordination of activities of state structures and functioning of enterprises. The training of the special contingent is noted to contribute to the improvement of medical-hygienic knowledge among foreign citizens and the population, prevention of infectious diseases, the formation of understanding the need for positive changes in lifestyle, and support the desire to change, contributes to the creation of appropriate motivation in relation to their health, development of skills of a healthy lifestyle. There are analyzed issues of the awareness of employees about the necessity of medical prevention, including healthy lifestyle, the main causes of non-compliance of legislation.

Purpose: This study makes a comparison of the manufacturing sector and its determinants for India and selected Asian countries. It examines the factors affecting the annual turnover of randomly selected 154 firms in seven different industries of the Indian manufacturing sector. Methods: In this study, the firm’s annual turnover is used as a dependent variable. Labor productivity, age, investment on plant & machinery, annual expenditure on marketing, total employees, production technology up-gradation, shortage of skilled workers, skills to improve the process, use of hi-tech tool and technique in production activities, technology transfer abilities, in-house R&D expertise, quality certification, foreign collaboration, waste management capabilities and building capacity of firms are used as independent variables. Regression coefficients of explanatory variables are assessed using linear, log-linear, and non-linear regression models. Results: The study concluded that the firm's annual turnover has a significant association with technological development related variables, labor productivity, age, technology transfer abilities, in-house R&D expertise, quality certification, and waste management practices of firms. Implications: It suggests that Indian policymakers need to adopt a strong IPRs, education, and S&T policy in research institutions. India needs to increase R&D expenditure and researchers in research institutions. Research institutions should collaborate with the existing industries to discover more technologies and innovations for the manufacturing sector. All research organizations must set up technology transfer offices to increase technology transfer and commercialization. Furthermore, India needs to set up hi-tech firms to face global challenges. Originality: It uses primary data of 154 firms which are collected from seven different industries across Indian states. Thus, the study substantially contributes to the existing literature. Limitations: This study considers seven different industries that have high diversity in socio-economic, science & technological and IPRs related activities, technology transfer, commercialization of technology, and association with research institutions. Therefore, this study cannot provide policy suggestions for a specific industry.

Tomato (Solanum lycopersicum L.) is an important vegetable crop in Florida, a state located in the south-eastern region of the United States. The state is the second largest producer of tomatoes in the country and contributes to almost 90% of the domestic winter tomato supplies. However, tomato farmers in Florida have come under increasing pressure due to climate changes, foreign imports, and rising production costs. The purpose of this paper is to analyze whether Florida tomato growers will continue to sustain their production given the seasonal and geographic production advantage, yet against various internal and external threats emerging throughout the fresh produce supply chain. We developed our study on a multi-disciplinary conceptual model of network (supply chain) relationship and primary and secondary data gathered from various stakeholders and the literature. We found that Florida farmers have done remarkably well by adapting to warming temperatures and changing consumer expectations about environmental sustainability and responsible labor practices. However, foreign competition, labor shortage, the rising costs of inputs, extreme weather events (hurricanes), and pests and diseases due to humid climate continue to affect the sustainability of the Florida tomato production. Our paper suggests various farm-, market-, and institution-level adaptation mechanisms for preventing the regional production advantage of the Florida tomato industry from eroding. Newer immigration laws are necessary for easing the labor situation. In order to have a level playing field with respect to the use of protected agriculture technology such as in Mexico and Canada, U.S. farmers in general and Florida farmers in particular need government support. Florida farmers need to diversify their fresh produce market strategies, finding new product streams. There is also a need for reforming the product certification landscape, which some growers find cumbersome and cost prohibitive. Growers may gain from being better able to convey to consumers the information regarding their effort put into environmental sustainability, workers welfare, and safe food.

Введение. В рамках концепции объединения производственного и образовательного пространств в единое профессионально-образовательное пространство в системе отечественного и зарубежного профессионального образования возникла необходимость создания совместимых систем оценивания уровня профессиональной подготовленности выпускников профессиональных образовательных организаций среднего профессионального образования (СПО).Цель. Целостное научное обоснование системы оценки профессиональной подготовленности выпускников СПО, основанной на сопряжении процедур государственной итоговой аттестации и независимой оценки квалификации.Методы. Методологическую основу исследования составили системный, компетентностный и квалиметрический подходы, позволившие определить основные элементы системы оценивания и их взаимосвязи, выделить компоненты оценки, раскрывающие сущность профессиональной подготовки, а также определить технологические аспекты самой процедуры оценивания. Основные методы исследования: анализ научных публикаций и изучение опыта применения процедур оценивания уровня профессиональной подготовленности выпускников.Результаты. Анализ возможностей сопряжения процедур государственной итоговой аттестации и независимой оценки квалификаций позволил определить точки данного сопряжения в части объектов оценивания и оценочных процедур, а также предложить авторскую модель единой системы оценки профессиональной подготовленности квалифицированных рабочих – выпускников профессиональных образовательных организаций, что составляет научную новизну исследования. Структуру настоящей модели формируют связанные между собой методологический, организационно-процессуальный и оценочно-результативный блоки.Практическая значимость. Представленная в статье технология сопряжения процедур государственной итоговой аттестации и независимой оценки квалификаций позволяет использовать предложенную модель единой системы оценки профессиональной подготовленности в практике работы образовательных учреждений как среднего профессионального, так и высшего образования.Финансирование. Исследование выполнено при финансовой поддержке Минпросвещения России в рамках научного проекта «Теория и методология формирования системы обновления содержания в рамках подготовки педагогических кадров в условиях трансформации российской экономики». With the idea of combining production and educational spaces into a single space came a need to create compatible systems for assessing the level of professional preparedness of graduates of secondary vocational education organisations both in the system of domestic and foreign vocational education. The pairing of official procedures for state final certification and independent assessment of qualifications is one of the solutions. Despite the fact that this conjugation has been tested many times, it lacks a coherent scientific justification.Aim. To provide a coherent scientific justification for combining the procedures of the state final certification with independent assessment of qualifications in a professional educational organisation.Methods. The methodological basis of the study was made up of systemic, competence and qualimetric approaches, which made it possible to determine the main elements of the assessment system and their interrelations, to identify the components of the assessment that reveal the essence of the professional training, as well as to determine the technological aspects of the assessment procedure itself. Among the main methods of research are bibliometric analysis of scientific publications and the study of the practice of applying procedures for assessing the level of professional preparedness of graduates of secondary vocational education organisations.Results. An analysis of the possibilities of combining the procedures of state final certification and independent assessment of qualifications made it possible to find points of interface of assessment objects and evaluation procedures. The data obtained allowed for the development of the author's model of a unified system for assessing the professional preparedness of skilled workers, graduates of professional educational organisations.Practical significance. The technology of combining the procedures of the state final certification with independent assessment of qualifications discussed in the article allows for the usage of the author’s model of a unified system for assessing the professional preparedness in the work of both secondary vocational education and higher education.Funding. Superior human resources is one of the long-term plans built by the government to reach Indonesia's gold in 2045. The quality of human resources is strongly influenced by improving the quality of education, especially vocational education. There are at least two main challenges to improving human Resources quality, namely low labor education and skills owned by Indonesian workers that are not yet aligned with the industry. Therefore, vocational education needs to be returned to its dignity, especially at the vocational level. This study seeks to identify problems, build conceptual models and establish development strategies to solve problems. The method used with the soft system methodology, which was developed into seven stages of improvement to produce a concrete strategy based on the comparison between the real world and the conceptual model. The results of this study are the steps offered to develop VHS towards a better way to strengthen the mental of VHS students, provide full-service support to VHS graduates, strengthen school institutions, and improve the quality of school human resources. The four major points will be implemented through 16 sub-strategies, namely planting character education and industrial work culture for students, rebranding vocational schools, improving foreign language skills and digital literacy for students, providing quality internships and industry-based certification for students, building supply demand mapping, tracer study studies, strengthening BKK and job matching services, student support for entrepreneurship, alignment of vocational school ecosystems, strengthening the role of LSP P1, encouraging Tefa to be BLUD, cooperation to build an industrial class, training and development of school human resources and updating of educational teaching materials 4.0.

Compliance to legal requirements and standards prescribed by international certification bodies and/or foreign buyers in the readymade garments (RMG) industry in Bangladesh is a burning issue regarding a safer working environment for employees. The present study examines the mediating effects of job satisfaction and organizational attraction on the relationship between the compliance and turnover intention. Research questions, hypotheses and research objectives are developed from the premises of job demands–resources (JD-R) theory, social exchange theory, social identity theory and prior empirical findings. Data are collected from 444 workers of the RMG industry through a multi-item survey instrument. We analyse the collected data using covariate-based structural equation modelling though AMOS (version 20). Results show that all of the direct influences except that of compliance on turnover intention are significant. The findings confirm that compliance acts as a distal antecedent of employee turnover intention through its mediating influences via job satisfaction and organizational attraction. The study sheds light on the significance of maintaining the provisions of compliance by the RMG in Bangladesh. It makes robust empirical and theoretical contributions to the extant literature. First, it supplements the inadequate documentation in RMG and other clothing industries. Unlike other studies on compliance in the RMG sector, this study measures compliance from the perspective of both the employer and the employees. Second, the study also makes a complementary contribution to the organizational attraction research by focusing on current employees rather than prospective employees. Finally, a little pursuit is evident in using theory and empirical proof together in the RMG industry. Hence, it aims to validate the theoretical account of the JD-R theory, social identity theory and social exchange theory in the context of a developing country.

Aims of this study were identifying the potential of nature tourism, assessing the economic contribution to the local community and formulating a model of eco-tourism development in Peliatan village, Ubud, Bali. Results of this research showed that the potential of nature tourism were: natural landscapes, rivers, water springs, rice fields, flora and fauna. The nature tour activities that can be developed were as follows: trekking, cycling, rural tourism, outbound travel, camping, educational nature tours, and flora and fauna viewing. Source of contribution directly to the local economy were from jobs as tour guides, ticketing, palet parking, selling Balinese food, from stalls / restaurants, lodging/accomodation, souvenirs, camping, and outbound activities. The ability of saving money has made it possible for the parents to pay more money for higher education of their children. Tourism activities have contributed indirectly on increasing income for the regency in general, and also have attracted investors to build hotels. Model development of nature tourism in Peliatan village was as follows: For SO Strategy: develop new attractions, developing cooperation with investors for development of natural tourist attractions, penetrating foreign markets (for nature), in cooperation with travel agents, development tourism events, and development of micro-enterprises. The WO strategies were such as: improving the quality of the environment, nature conservation, training guides, providing more interesting information for visitors, arranging nature travel packages, developing public-private partnerships, and mapping of potential tourist destinations. For ST Strategies including: reforestation, erosion control, analyse behavior of tourists, waste management, protection of the area, which was undertaken in cooperation with tourists, and stakeholders, as well as to ensure the safety. For WT Strategies including: to do counseling, to formulate CoC, strengthening organizations, preventing environmental degradation, certification of tourism workers, community development, as well as research for nature tourism.

General secondary education is the core of the educational system of any country and the basis for successful education at subsequent levels of lifelong learning. Therefore, in order to address the need to transform education in the context of globalization, it is necessary to conduct a comprehensive analysis of its state and conditions of development, identify characteristic trends, assess the effectiveness of the national system of secondary education, taking into account the results of interstate comparisons. The article considers the existing international systems of assessment of the state of secondary education and their application in the internal system of education on the example of such European countries as the Czech Republic, Finland and Estonia. The results of the international PISA education quality survey in Ukraine in 2018 are presented. The study of the quality of the activities of the general secondary education institutions was conducted on the example of the territorial communities of the Lviv region. The results of the participants of the external independent evaluation and state final certification for 2016–2021 were analyzed. In our analytical study, we also used financial indicators that allow us to assess the effectiveness of the use of funds from the state and local budgets. For this purpose, the calculation and comparative analysis of the most important indicators used in modern research by domestic and foreign scientists were carried out, in particular, the average salary of pedagogical workers; average costs per student, average costs per class, average class size, average number of students per teacher, etc. Research results show that the highest number of students per class, the highest number of students per teacher and, consequently, the lowest average cost per student are observed in general secondary schools of the urban territorial communities. As evidenced by the results of the external examination, a higher quality of school education is ensured. Thus, for example, local authorities managing the education system should look for ways to further improve national school education at other levels of budget funding. The use of European experience will help Ukrainian educational institutions to find a way to a certain vision and achieve the goals of the development strategy.

<p>This study examines the challenges and adaptation strategies of Halal food consumption by Indonesian Muslim immigrants in Japan. Since April 2019, Japan’s government decided to accept foreign workers under Specified Skills Visa Program to address the labor shortages in the country. This new policy will encourage more Muslim immigrants from Indonesia to search for higher income in Japan. The growing population of Muslim immigrants in Japan and inbound tourists from Islamic countries has triggered the development of Halal food products in Japan. The research uses a qualitative approach supplemented with semi-structured interviews of Indonesian Muslim Immigrants from various locations in Japan. This study has found that the Indonesian Muslim immigrants face three challenges to maintain their Halal dietary consumption. The different culture of social life has put social pressure on Muslim immigrants to follow the Japanese drinking and hangout habits. The difficulties of accessibility and a lack of variety of Halal food products make it a less appealing choice for busy-scheduled people. There is no legal body that has the authority to give Halal certification. Theory of deviance typology is used to analyze the adaptation strategy formed as the result of these challenges. There are four types of adaptation strategy formed by Indonesia Muslim immigrants: Conformity, Innovation, Ritualism, and Retreatism.</p><p class="abstrak"><em>Penelitian ini mengkaji tentang tantangan dan strategi adaptasi konsumsi makanan halal oleh imigran Muslim Indonesia di Jepang. Sejak April 2019, pemerintah Jepang memutuskan untuk menerima pekerja asing di bawah Program Visa Keterampilan Khusus untuk mengatasi kekurangan tenaga kerja di Jepang. Kebijakan baru ini akan mendorong lebih banyak imigran Muslim dari Indonesia untuk mencari penghasilan yang lebih tinggi di Jepang. Meningkatnya populasi imigran Muslim di Jepang dan masuknya turis dari negara-negara Islam telah memicu berkembangnya produk makanan Halal di Jepang. Penelitian ini menggunakan pendekatan kualitatif yang dilengkapi dengan wawancara semi terstruktur terhadap Imigran Muslim Indonesia dari berbagai lokasi di Jepang. Studi ini menemukan bahwa para imigran Muslim Indonesia memiliki tiga tantangan untuk mempertahankan konsumsi makanan halal mereka. Budaya kehidupan sosial yang berbeda telah memberikan tekanan sosial bagi imigran Muslim untuk mengikuti kebiasaan minum alkohol dan cara pergaulan orang Jepang. Kesulitan aksesibilitas dan kurangnya variasi produk makanan halal menjadikannya pilihan yang kurang menarik bagi orang-orang dengan jadwal sibuk. Tidak ada satu pun badan hukum yang berwenang memberikan sertifikasi halal. Teori tipologi penyimpangan digunakan untuk menganalisis strategi adaptasi yang terbentuk akibat tantangan tersebut. The article is devoted to the development of new professional standards aimed at improving the quality of vocational education. A new generation of standards professional education will develop and innovative educational programs. Uniform requirements to professional activity help to maintain the uniform quality of labour in all enterprises of the industry, conduct training needs and improving qualification of personnel and certification of personnel, to develop modular training programmes to introduce new technologies of training based on competencies, to conduct an independent assessment of learning outcomes, to create the new classifier of professions, and to form a coherent system of continuous professional education. Currently, due to the importance of activity of the enterprises of sphere of services to solve the problem of improving the quality of life of the population, Russia has adopted and is implementing various Federal programs, such as Federal target program «Development of domestic and outbound tourism in the Russian Federation for 2011–2018», «bases of state policy in the field of healthy nutrition of the population for the period till 2020», «Strategy of development of physical culture and sports in the Russian Federation for the period till 2020» and other documents. The experience of socio- economic development of leading countries shows that the transition to a qualitatively new level of economy associated with the intensive mobilization of sources of growth, especially with the growing importance of using highly qualified personnel and the introduction of the evaluation system of vocational qualifications. Currently there are many forms of support for professional level performers of services. A key instrument for the formation of professional requirements to the specialists, workers, artists, etc. are of professional standards. Developing market processes in the field of services for the modeling and design of apparel, fur, leather, knitwear for in- dividual orders and the impact of professional community allow us to state that due to competition the quality of services increases significantly, and a key criterion in assessing the quality is the qualification of executors. Foreign and domestic experience shows that in the current conditions of socioeconomic development, develop- ment of professional standards «Specialist in modeling and designing sewing, fur, leather, knitwear for individual orders» becomes extremely important. The development of professional standards will take into account the spe- cifics of the actual services for the modeling and design of apparel, fur, leather, knitwear for individual orders to reflect the contemporary activities of a specialist in the field of fashion and beauty. The professional standard will be fully and clearly describe the requirements for specialists, to give an indication of the set of normative documents, regulating this activity.

This paper investigates the determinants of foreign direct investment (FDI) inflow, focusing on the effect of labor productivity in the Indonesian manufacturing sector. Indonesia has the advantage of abundant labor supply in attracting FDI to bring positive externalities to its economy. Based on this background, this paper is aimed to study and to improve FDI inflow through a random effect analysis of 19 manufacturing industries from 2001 to 2014. The empirical result shows that labor productivity, wages, and export have become significant factors that attract FDI. FDI inflow in this sector tends to target non-labor industries. For the labor-intensive industries, the primary strategy is to increase labor quality through improvement in education, training, internship program, and worker certification. Improving research and development climate, and maintaining the quality of labor through health and social protection regulation can attain improvement in non-labor intensive industries.

Purpose – Unlike other health professions, there has historically been no licensing, registration, or certification of public health practitioners to demonstrate their qualification to the public and employers. The purpose of this paper is to outline the rationale for developing public health workforce certification, describes the certification process developed by the National Board of Public Health Examiners (NBPHE), and explains how it is affecting public health education and practice. Design/methodology/approach – This paper is a narrative review from records of NBPHE. Findings – The Association of Schools and Programs of Public Health commissioned a formal study of health worker credentialing in 1989 and created a task force in 1999 to determine the need for public health credentialing. Based on input from public health leaders and stakeholders, the NBPHE was formed in 2005 to offer the Certified in Public Health (CPH) examination. The first CPH examination was administered in 2008. Uptake of the CPH was strong the first year (693 examinees), dropped by nearly half (369 examinees) in the second year, and then increased each year through 2015. Part of the increase may be due to eligibility revisions for taking the CPH examination. Eligibility for taking the CPH examination was revised in 2010 to include graduate students in public health and in 2015 to include candidates with a bachelor degree from any field and at least five years of work experience in public health. The NBPHE is piloting open professional eligibility for candidates with no formal education in public health and at least five year’s public health work experience. Schools and programs of public health accredited by the Council on Education for Public Health (CEPH) view the CPH examination as a useful tool in curriculum assessment and improvement and for maintaining CEPH accreditation. Several schools and programs of public health have begun requiring all graduate students to take the CPH examination. The CPH credential is also increasingly being used as a hiring factor among employers. Originality/value – NBPHE’s CPH credential is unique in the world. Foreign students graduating with American public health degrees have been taking the exam before returning to leadership roles in their own country. The CPH program described can serve as a model for other nations.

This study proposes an efficient way to strengthen work capabilities based on a comparison of the education and training of guard personnel before and after their deployment in the 119 Emergency Operations Center, which is in charge of elementary responses to various disasters and accidents, with that given to advanced foreign situation personnel. Only one area of Gyeonggi-do Province was identified in an internal document on personnel standards for moving into the situation room in Korea, and it was found that most of the situation room agents were used for situation room work through the informal OJT training of senior members of each city and provincial headquarters before deployment. Japan, like Korea, is organized into several prefectures and operates the same Emergency Operations Center or Joint Command Center. However, the most distinctive feature of the Japanese system with respect to Korea is that situation room agents are employed in the day-to-day operations of the command center after education with systematic and clear contents before being put into the work of the Emergency Operations Center. Similarly, the United States comprises 50 states, each with its own laws and emergency management systems. However, the federal government actively controls disaster safety and establishes and operates regulations by state, and each state has education and training, certification standards, and supplementary education regulations for existing agents. In Germany, there is a specific system of vocational education and training to become a worker in the Emergency Operations Center, and the curricula in vocational schools for security personnel, as well as the admission requirements and professional qualifications, are specified by the government.

The role of international standards is analysed in accordance with the quality management of organisations by the requirements of sustainable development. Organisations and companies become increasingly dependent on each other and foreign partners in business, prosperity, socio‐economic change and environment responsibility. There is an essential necessity for using International Standards under these changing conditions. The management systems standards ISO 9001 (quality) and ISO 14001 (environment) have gained recognition in Lithuania. ISO 9001:2000 is approaching 750 and ISO 14001 is approaching 140 certifications across a diverse range of organisations in the manufacturing, service and government areas. The narrow view of quality management has now been swept aside by ISO 9000:2000 quality management principles that aim to help organisations achieve sustained success. But there are some difficulties in implementing these principles. Auditors are responsible for correct implementation of standards. For the auditors they represent a key for transforming the way quality system audits, as recognised by the International Accreditation Forum (IAF). Too many auditors lack real interpersonal skills or experience to engage effectively both main board directors and the shop floor workers. It is very important that auditors must have sufficient preparation, training and gravitas and will be reluctant to engage top management and have capability to interface at this level. The main topics of how to manage quality audit according to the requirements and new quality management principles of ISO 9000:2000 standards are presented in this article. It also provides recommendations on the management of audit programmes, the conduct of internal or external audits of quality management systems, as well as on the competence and evaluation of auditors. This article provides auditors with effective questioning techniques that will enable them to establish that an organisation is managing its processes effectively. Šiomis sąlygomis labai naudinga pasinaudoti tarptautiniais standartais, nes jie padeda vienodai suprasti ir suderinti daugelį kriterijų. Lietuvoje pastaraisiais metais didžiausio populiarumo sulaukė tarptautiniai standartai ISO 9000:2000 (kokybė) ir ISO 14000 (aplinkosauga). Lietuvos gamybiniame, paslaugų ir viešajame sektoriuose jau yra apie 750 organizacijų, įdiegusių kokybės vadybos sistemas pagal ISO 9001:2000 standartą, ir apie 140 organizacijų, įdiegusių aplinkos vadybos sistemas pagal ISO 14001 standartą. ISO 9000:2000 standartai reikalauja esminių organizacijos požiūrių į vadybą pokyčių. Vadybos sistemos turi padėti kurti pridedamąją organizacijos vertę. Standartuose išreikštas požiūris, kad organizacijos tikslai turi būti pasiekiami efektyviai ir rezultatyviai valdant procesus ir jų sąveiką, iš esmės keičia auditų atlikimo būdą, nes auditoriai yra atsakingi už teisingą standartų nuostatų traktavimą ir įgyvendinimą. Auditoriai turi išmokti naujos audito atlikimo technikos, kuri leistų auditoriams nustatyti, ar organizacija efektyviai valdo procesus ir pasiekia užsibrėžtų tikslų. Tai nėra lengvas uždavinys ir susiduriama su nemažais sunkumais. The article is devoted to the study the process of international marketing certification of services in different countries. |In connection with the reform of the medical sphere in Ukraine, there is a gradual transition to market relations in the field of medical services. This process should optimize all activities which are associated with improving the efficiency of medical services in the domestic market of Ukraine and in the foreign markets. The use of marketing technologies in the field of ser-vices in their implementation in the international market should be based on the study and proper organization of the process of international marketing certification of such services. The goal of the article is to analyze the international experience of marketing certification of services as a tool for their marketing promotion in the international market. Certification and licensing of medical services on the Ukrainian market and on the international market is a mandatory process that protects both those who provide such medical services and those who receive them from external and internal factors of negative influence. The internal system of marketing certification of medical services in Ukraine includes the process of licensing and control, accreditation, examination and certification as a health care institution, medical and non-medical workers and medical services. It also includes certification of health care facilities according to the ISO 9001: 2009 standard. Today, there is no universally accepted system of certification of medical services, so each country uses its own set of standards and regulations for such activities. At the article authors considered the international marketing certification systems which are implemented by health care institutions in the European Union, Great Britain, Ireland, Canada, the United States, the Middle East, South America and Australia. The process of international marketing certification of medical services allows to solve the internal problems of health care institutions in Ukraine and will allow them to promote effectively their services in the international market.

Abstract (sommario):
The purpose of this study is to analyze the academic experience of Vietnamese students majoring in social welfare. To this end, in-depth interviews with four Vietnamese international students studying in the 4th grade of the Department of Social Welfare at C University in Kyungsang province were conducted and the collected data were analyzed through a narrative research methodology. As a result of the analysis, 4 meanings of the academic experience were driven; ‘Going to Korea, Land of Opportunity’, ‘The Unconquerable Mountain, Study’, ‘Social Welfare outside of the theory’, ‘Social Worker, blue ocean that will definitely be in Vietnam’. Vietnamese international students chose Korea, which is well known in their home country, as their study destination, and the most difficult point in the entire course of their academic experience was that they were not fluent in Korean. Because of this, they did not fully understand the contents of the lecture or that it was difficult to perform assignments. In addition, it was difficult to obtain information on not only the credits required for graduation, but also various non-subjective activities required for graduation certification. However, the social welfare system while living in Korea and on-the-job training that they practiced helped them to understand social welfare studies, and after graduation, hoped to get a job as a social worker in Korea if possible. After returning to Vietnam in the future, they hoped for a leading role in the social welfare field. This study is meaningful in that it can serve as a basis for attracting and managing foreign students majoring in social welfare at a time when foreign students are increasing.
