Abstract With the increasing integration of renewable energy generations, the renewables’ uncertainties impact the power system operation. So, it is critical to enhancing the system’s operational flexibility. To this end, one of the most useful solutions is to deploy energy storage. This paper proposes a power system flexibility enhancement method using energy storage systems (ESSs). The grid’s flexibility requirement is analyzed, and the flexibility enhancement model is constructed, considering the ESSs’ charging and discharging characteristics. Case studies on an IEEE 33-node system verify the quantitative method. The conclusions indicate the ESSs could efficiently meet the system’s flexibility requirements.

Abstract (sommario):
A power system can be defined as flexible if it can within economic and technological boundaries respond quickly and adequately to variations in supply and demand. The ongoing penetration of variable and intermittent renewable energy sources (RES) like wind and solar imposes additional and more critical requirement on power system flexibility. In this paper we propose a method to quantify these requirements based on the comparison of seven demand side parameters describing the statistical properties of the net load and the residual load of the referred power system. Each one of these parameters reflects a separate requirement on the available conventional generation in hourly and daily time scales—ramp up and ramp-down capabilities, technological minimum of generation, daily variation of generation. The proposed approach can be used to predict the requirements for generation flexibility according to the expected scenario of RES penetration in the future development of energy power system. It has been applied and integrated from the Bulgarian Transmission System Operator (TSO) which name is the Bulgarian Electricity System Operator (ESO).

Abstract (sommario):
We discuss the idea of waveform flexibility and resource allocation in future wireless networks as a promising tool for network slicing implementation down to the lowest layers of the OSI (Open Systems Interconnection) models. In particular, we consider the possibility of cognitively adjusting the shape of the waveform to the requirements associated with various network slices. Moreover, such an adjustment of waveform shape is realised jointly with the selection and allocation of the appropriate frequency bands to each slice. In our approach, the definition of the waveform, as well as the assignment of resources, is done based on the information about the surrounding environment and each slice requirement stored in a dedicated context-information database. In this paper, we present the key concept of waveform flexibility for network slicing, the proposed algorithm for waveform selection and resource allocation among slices, and the achieved simulation results.

Based on the provisions of SGB V, evidence-based medicine (EBM) forms the basis for the work of the Federal Joint Committee (G-BA) and the Institute for Quality and Efficiency in Health Care (IQWiG) in their medical assessments and decisions on the specification of care content such as disease management programmes (DMP) and the services to be financed by the statutory health insurance (SHI). The evaluation of available evidence is thus directly linked to pricing, reimbursement and also to care management. Greater flexibility in dealing with the evidence requirements has been exercised in the past, but without consistency and certainly also when a lowering of the requirement level led to a financial advantage for the statutory health insurance (SHI). At the same time, there are also examples in which the clinical relevance of an intervention was so obvious that the G-BA used its room for manoeuvre in the interests of healthcare.

Abstract (sommario):
This paper investigates the relation between the financing strategies of working capital requirement and firm performance for the period 1997 to 2012. Using the two-step generalized method of moments estimator, we find that a suitable financing strategy can help firms improve their performance. Moreover, the results indicate that the working capital requirement financing-performance relation changes during a financial crisis. Finally, we also find that this relation depends on a firm’s financial flexibility. The findings are of interest for managers and researchers and show that managers should not only be concerned about investing in working capital requirement but also consider how this investment is to be financed. To the best of our knowledge, this is the first paper to analyse how the financing strategy selected by firms to finance their working capital requirement affects their performance.

Pour lutter contre le changement climatique, l'Europe s'est engagée à ce que son système énergétique soit décarboné d'ici 2050.Le système électrique présente un important potentiel de décarbonation. Il peut ainsi contribuer à la décarbonation d'autres vecteurs (hydrogène par exemple), qui auront donc tendance à s'électrifier davantage. Cette thèse s'est donc concentrée d’une part sur la décarbonation du système électrique, et d’autre part sur l'interaction entre les différents vecteurs énergétiques. La décarbonation du vecteur électrique reposera sur l'utilisation des énergies renouvelables. Or, les études qui évaluent leur potentiel obtiennent des valeurs très différentes. Dans le premier chapitre, à travers une revue systématique de la littérature des études de potentiel éolien et photovoltaïque en Europe, la variabilité de ces valeurs a été examinée. Ce chapitre montre que les limites surfaciques des potentiels ne sont pas restrictives, et la variabilité des valeurs est due à l'ajout de critères socio-politiques dans les calculs de potentiel. In fine, la limite au développement des énergies renouvelables ne sera pas la faisabilité technique mais la volonté politique et sociétale et les contraintes du secteur industriel, y compris la disponibilité des ressources naturelles nécessaires, comme les métaux par exemple. Dans un deuxième chapitre, le fonctionnement et les prix du système énergétique couplé, à capacités fixes, ont été étudiés. L'influence des couplages sur les prix des vecteurs énergétiques a été soulignée. En particulier, la flexibilité de la demande en gaz de synthèse (via l'électrolyse) pourrait fixer les prix de l'électricité sur une majorité des pas de temps de l'année. De plus, l’importance de la gestion saisonnière des stocks dans la formation des prix du gaz, et donc de l'électricité, a été mise en évidence. Par ailleurs, pour fonctionner de manière optimale, un tel système nécessite un haut niveau de coordination entre les vecteurs : les variantes qui dégradent la coordination montrent une augmentation significative des coûts d'exploitation du système énergétique. Enfin, un troisième chapitre a traité des conséquences des couplages énergétiques sur les besoins en flexibilité du système. Des variantes sur chaque vecteur ont été analysées à travers l'évaluation des besoins en flexibilité via des indicateurs sur plusieurs échelles de temps. To address climate change, Europe is committed to a decarbonized energy system by 2050.The power system has a large potential for decarbonization. It can thus contribute to the decarbonization of other vectors (hydrogen for example), which will therefore tend to become more electrified. Therefore, this thesis has focused on the decarbonization of the power system on the one hand, and the interaction between the various energy vectors on the other.The decarbonization of the power vector will involve the use of renewable energies. However, the studies that evaluate their potential obtain very different values. In the first chapter, which consisted of a systematic literature review of wind and photovoltaic studies of potential in Europe, the variability of these values was examined. The areal limits of the potentials are not restrictive, and the variability of the values is due to the addition of socio-political criteria to the calculations of potential. Ultimately, the limit to the development of renewables will not be technical feasibility but political and societal will and limits of the industrial sector, including the availability of the necessary natural resources (metals, etc.).In a second chapter, the operation and prices of this coupled system with fixed capacities were studied. The influence of the couplings on the prices of the energy vectors was underlined. In particular, the flexibility of the demand for synthesis gas (via electrolysis) could set the electricity prices on a majority of the time steps of the year. The importance of seasonal stock management in the formation of gas prices, and therefore electricity prices, was highlighted. To operate optimally, such a system requires a high level of coordination between vectors. Variants that degrade coordination show a significant increase in the operating costs of the energy system.Finally, a third chapter addressed the consequences of energy couplings on the system flexibility requirements. Variants on each vector were analyzed through the evaluation of the flexibility needs based on indicators on several time scales. In particular, the interest of coordination between vectors was confirmed: it also avoids massive investments

Shorter product life-cycles, unpredictable demand, and customized products have forced manufacturing firms to operate more efficiently and effectively in order to adapt to changing requirements. Traditional manufacturing systems, such as job shops and flow lines, cannot handle such environments. Cellular manufacturing, which incorporates the flexibility of job shops and the high production rate of flow lines, has been seen as a promising alternative for such cases. Although cellular manufacturing provides great benefits, the design of cellular manufacturing systems is complex for real-life problems. Existing design methods employ simplifying assumptions which often deteriorate the validity of the models used for obtaining solutions. Two simplifying assumptions used in existing design methods are as follows. First, product mix and demand do not change over the planning horizon. Second, each operation can be performed by only one machine type, i.e., routing flexibility of parts is not considered. This research aimed to develop a model and a solution approach for designing cellular manufacturing systems that addresses these shortcomings by assuming dynamic and stochastic production requirements and employing routing flexibility. A mathematical model and an optimal solution procedure were developed for the design of cellular manufacturing under dynamic and stochastic production environment employing routing flexibility. Optimization techniques for solving such problems usually require a substantial amount of time and memory space, therefore, a simulated annealing based heuristic was developed to obtain good solutions within reasonable amounts of time. The heuristic was evaluated in two ways. First, different cellular manufacturing design problems were generated and solved using the heuristic. Then, solutions obtained from the heuristic were compared with lower bounds of solutions obtained from the optimal solution procedure. The lower bounds were used instead of optimal solutions because of the computational time required to obtain optimal solutions. The results show that the heuristic performs well under various circumstances, but routing flexibility has a major impact on the performance of the heuristic. The heuristic appears to perform well regardless of problem size. Second, known solutions of two CM design problems from literature were used to compare with those from the heuristic. The heuristic slightly outperforms one design approach, but substantially outperforms the other design approach.

Context. Flexibility in requirements management allows organizations to react quickly to changes in market demand. Organizations rely primarily on different documents to track projects, which are inefficient at maintaining traceability between requirements and other development artifacts. Finding a model to structure change impact analysis and change propagation is needed. Objectives. First, this thesis studies the current practice for enabling flexibility of scoping decisions. Second it evaluates the identified flexibility enablers – requirements centralization, requirements abstraction, and requirements grouping – in an industry context. The current practice is then contrasted with these flexibility enablers. Methods. To understand current practice, a case study was performed in industry. Data collection relied on interviews and document and repository observations, and grounded theory was used to analyze it. A solution containing the flexibility enablers was developed and evaluated at the organization where feedback on the tool was received. Results. The practitioners followed a strategy to handle changes in requirements where the impact analysis and decision making process were the most critical. Several challenges were identified which hindered flexibility for scoping decision. As a consequence, the studied project suffered from delay and budget overrun. The three presented enablers supported flexibility in decision making. The flexibility enablers facilitated decision making by providing a single, linked, consistent, and versioned set of requirements of multiple abstraction levels. Traceability between requirements was maintained which allowed propagation of changes between requirements. The multiple abstraction levels allowed for targeted viewing of the requirements based on role. Grouping requirements with implementation proposals provided traceability between the requirements and the design, which further helped change propagation. Conclusions. Although the studied organization followed standard procedures such as Change Control Boards (CCB) and change impact analysis (CIA) to enabling flexible decision making, they did not adopt any of the methods provided in recent studies. Additionally, the organization still depended on documentation to capture requirements and counted on their tacit knowledge to analyze the impact of changes. This hindered flexibility for scoping decision. Traceability as a strong point of centralization was aligned with previous studies in enabling flexibility while the family feature was a concept with no previous empirical evidence. We also proved that abstraction enabled flexibility, which has not been discussed in any previous studies. Similarly, we found no empirical evidence related to requirement grouping based on implementation proposals in enabling flexibility in decision making. Although the three enablers supported flexibility for scoping decision, the practitioners still had to invest a certain amount of manual work to benefit from them, since the tool did not handle everything automatically.

Flexibility and Interoperability have become important characteristics for organisations and their business processes. The need to control flexible business processes within an organisation’s boundaries and between organisations imposes major requirements on a company’s process control capabilities. Workflow Management Systems (WFMS) try to fulfil these requirements by offering respective product features. Evidence suggests that the achievement of flexible business processes and an inter-organisational process control is also influenced by implementation processes for Workflow Management Applications (WFMA). [A WFMA comprises the WFMS and "all WFMS specific data with regard to one or more business processes" [VER01]]. The impact of a WFMA implementation methodology on the fulfilment of these requirements is the research scope of the project. The thesis provides knowledge in the following areas: 1. Review of the relationship between workflow management and the claim for process flexibility respectively -interoperability. 2. Definition of a research-/evaluation framework for workflow projects. This framework is composed of all relevant research variables that have been identified for the thesis. 3. Empirical survey of relevant workflow-project objectives and their priority in the context of process flexibility and –interoperability. 4. Empirical survey of the objectives’ achievement. 5. Empirical survey of methodologies / activities that have been applied within workflow projects. 6. Derivation of the project methodologies’ effectiveness in terms of the impact that applied activities had on project objectives. 7. Evaluation of existing workflow life-cycle models in accordance with the research framework. 8. Identification of basic improvements for workflow implementation processes with respect to the achievement of flexible and interoperable business processes. The first part of the thesis argues the relevance of the subject. Afterwards research variables that constitute the evaluation framework for WFMA implementation processes are stepwise identified and defined. An empirical study then proves the variables’ effectiveness for the achievement of process flexibility and –interoperability within the WFMA implementation process. After this the framework is applied to evaluate chosen WFMA implementation methodologies. Identified weaknesses and effective methodological aspects are utilised to develop generic methodological improvements. These improvements are later validated by means of a case study and interviews with workflow experts.

O objetivo geral desta dissertação é analisar o não dito sobre os requisitos de seleção de pessoal das empresas de telefonia móvel, através de vagas encaminhadas para empresas intermediadoras de emprego. O estudo está centrado em três grandes eixos: a flexibilização, os requisitos descritos e os requisitos não descritos nas seleções realizadas por intermediadoras de emprego para as empresas de telefonia móvel. O primeiro eixo diz respeito ao contexto em que ocorrem os processos seletivos e verifica os aspectos explícitos e implícitos das relações flexíveis estabelecidas entre operadoras e empresas intermediadoras. O segundo eixo está centrado na análise dos requisitos descritos como necessários para os cargos, sendo esses critérios os anunciados para os candidatos. O terceiro eixo, por fim, analisa os requisitos não descritos, aqui nomeados como “não ditos”e não anunciados, mas praticados pelas empresas e determinantes para contratação ou exclusão de candidatos. Trata-se de uma pesquisa de abordagem qualitativo-exploratória. A coleta de dados foi realizada através de entrevistas semiestruturadas, realizadas com 14 sujeitos – gestores, selecionadores e trabalhadores – que atuam em empresas intermediadoras de emprego. O estudo constata que as vagas encaminhadas para as empresas intermediadoras são predominantemente operacionais e temporárias e que os processos seletivos realizados ocorrem mediante pressão por cumprimento de prazos e metas impostas pelas operadoras. A pesquisa revela que os requisitos de seleção de pessoal vão além dos descritos e anunciados socialmente, identificando 12 elementos que não constam no perfil formal das empresas, mas que são considerados na seleção. Com isso, questiona a negação da subjetividade e discurso de imparcialidade e neutralidade nos processos seletivos sustentados por correntes tradicionais da Administração e Psicologia. O estudo também discute a aplicação do modelo de competências no contexto de submissão e pressão por prazos em que estão inseridas as intermediadoras e conclui que o seu caráter subjetivo e ainda incipiente, em termos de ferramentas de avaliação, ajuda a mascarar os requisitos velados.
The objective of this paper in general is to analyze the untold about the requirements for personnel selection of mobile phone companies through vacancies taken to job brokerage companies. The study focuses on three main areas: flexibility, the requirements described and the requirements that are not described in the selections made by job brokerage companies to the mobile phone companies. The first axis is related to the context in which there are selective processes and it verifies the explicit and implicit aspects of flexible relations established between operators and brokerage companies. The second axis focuses on the analysis of the requirements needed for the positions described, these being the advertised criteria for applicants. The third axis, finally, discusses the requirements that are not described, here named as "untold" and not announced, but practiced by companies and fundamental to the recruitment or exclusion of applicants. This is an exploratory qualitative research approach. Data collection was conducted through semi structured interviews with 14 individuals - managers, pickers and workers - who work for job brokerage companies. The study points out that the vacancies taken to the job brokerage companies are mainly operational, temporary and the selective processes occur under pressure because of meeting deadlines and targets imposed by the operators. The research reveals that the requirements for personnel selection go beyond those described and announced socially, identifying 12 elements not found in the formal profile of the companies, but considered in the selection. Thus, it questions the denial of subjectivity and discourse of impartiality and neutrality in the selection processes supported by traditional patterns of management and psychology. The study also discusses the application of the competency model in the context of submission and pressure for deadlines in which job brokerage companies are embedded and it concludes that its subjective and still nascent nature in terms of assessment tools helps mask the hidden requirements.

Diese Arbeit geht der Frage nach, ob sich durch die stattfindende Transformation zu einem kohlenstoffarmen Energiesystem in Deutschland auch Marktchancen für innovative Marktteilnehmer, insbesondere für Speicherbetreiber, herausbilden. Die ökonomischen Effekte, die in Energiesystemen mit hohen Anteilen an variablen erneuerbaren Energien (vEE) auftreten, können durch deren Integrationskosten gemessen werden. Die wissenschaftlichen Untersuchungen in Bezug auf den zusätzlichen Speicher- bzw. Flexibilitätsbedarf für ein solches Energiesystem setzen häufig bei den Ungleichgewichten in der Systembilanz an. Den jeweiligen Methoden liegen jedoch unterschiedliche Annahmen und Rahmenbedingungen zu Grunde, sodass die Ergebnisse nur eingeschränkt miteinander verglichen werden können. Der stündlich schwankende Großhandelspreis an der Strombörse ist ein wichtiger Indikator, um den Flexibilitätsbedarf zu signalisieren. Viele Analysen legen historische oder auch prognostizierte Preiszeitreihen für eine Bewertung von Speicheroptionen zu Grunde. Jedoch wird dabei die Rückkopplung der Betriebsweise eines Energiespeichers auf die Marktpreise außen vor gelassen. In dieser Arbeit wird deshalb eine Methode entwickelt, um den Einfluss eines steigenden Marktvolumens an Speichern und anderen Flexibilitätsoptionen auf die Spotmarktpreise abzuschätzen. Untersucht wird der Einfluss des Speichereinsatzes auf die Stromnachfrage und die Spotmarktpreise in 2020 sowie 2030. Die hierfür zu definierenden Szenarien für den Strommarkt werden modellgestützt abgebildet und ausgewertet. Für die Beantwortung der Fragestellung werden techno-ökonomische Modelle, z.B. das Strommarktmodell MICOES zur Kraftwerkseinsatzplanung, das Modell DeSiflex zur Glättung der Residuallast durch integrierte Flexibilitätsoptionen sowie das Modell Arturflex zur Abschätzung der Arbitragegewinne durch Einsatz von Flexibilitätsoptionen am Spotmarkt, herangezogen.

Com esta mudança global, o conceito e o modelo de competências tira lugar ao de qualificações, que não consegue responder de forma eficaz às novas exigências globais. As empresas começam a fundamentar-se numa gestão de recursos humanos centrada nas competências, acabando com a tradicional gestão de recursos humanos baseada nas funções. A gestão por competências proporciona antecipação, preparando as formas de organização, bem como os seus colaboradores para fazer face às novas exigências. São as pessoas que detêm as competências e só elas poderão assumir o papel ativo, para que a empresa se mantenha no mercado competitivo e se diferencie das outras. Com isto, pretende-se atribuir às pessoas responsabilidades, dotando-as de valores diferenciais que lhes permitem melhorar os seus resultados no contexto profissional. O estudo de caso desenvolvido na IMPETUS Portugal Têxteis S.A, radica na análise da implementação de uma gestão de recursos humanos por competências, como uma das respostas para fazer face a todas as mudanças que a força de trabalho tem acarretado.
The growth of the requirement in the changes lived in markets, allowed the tendency of organizations to center on human resources, trusting more on the human active, instead of the physical resources. With this global change, the concept and the model of competences take the place to the qualification model, which can’t answer effectively to the new global demands. The enterprises start to ground in a human resources management based on competences, ending with the traditional human resources management based on functions. The management through competences provides anticipation, preparing organization ways, as well as their employees to face the new demands. People are the ones who have the competences, and only them can have the active role, so that the enterprise holds on the competitive market and has some difference, related to the others. With this, we intend to give responsibility to the people, giving them differential values which allow them to improve their results on a professional context. The case study that was developed in IMPETUS Portugal Têxteis S.A., is grounded on the analysis of the implementation of a human resources management through competences, as one of the answers to face all the changes that strength work has been brought.

Diese Arbeit geht der Frage nach, ob sich durch die stattfindende Transformation zu einem kohlenstoffarmen Energiesystem in Deutschland auch Marktchancen für innovative Marktteilnehmer, insbesondere für Speicherbetreiber, herausbilden. Die ökonomischen Effekte, die in Energiesystemen mit hohen Anteilen an variablen erneuerbaren Energien (vEE) auftreten, können durch deren Integrationskosten gemessen werden. Die wissenschaftlichen Untersuchungen in Bezug auf den zusätzlichen Speicher- bzw. Flexibilitätsbedarf für ein solches Energiesystem setzen häufig bei den Ungleichgewichten in der Systembilanz an. Den jeweiligen Methoden liegen jedoch unterschiedliche Annahmen und Rahmenbedingungen zu Grunde, sodass die Ergebnisse nur eingeschränkt miteinander verglichen werden können. This study compares the impact of dimensional modelling and data vault modelling on the performance and maintenance effort of data warehouses. Dimensional modelling is a data warehouse modelling technique pioneered by Ralph Kimball in the 1980s that is much more effective at querying large volumes of data in relational databases than third normal form data models. Data vault modelling is a relatively new modelling technique for data warehouses that, according to its creator Dan Linstedt, was created in order to address the weaknesses of dimensional modelling. To date, no scientific comparison between the two modelling techniques have been conducted. A scientific comparison was achieved in this study, through the implementation of several experiments. The experiments compared the data warehouse implementations based on dimensional modelling techniques with data warehouse implementations based on data vault modelling techniques in terms of load performance, query performance, storage requirements, and flexibility to business requirements changes. An analysis of the results of each of the experiments indicated that the data vault model outperformed the dimensional model in terms of load performance and flexibility. However, the dimensional model required less storage space than the data vault model. With regards to query performance, no statistically significant differences existed between the two modelling techniques.

While drugs play a key role in reducing disease activity, non-pharmacological therapies are crucial in maintaining function, flexibility, and quality of life. Therefore, non-pharmacological therapy remains a key component in the optimal management of axial spondyloarthritis (axSpA), even in the era of biologics. Regular physical therapy allows patients to capitalize on the benefits of drug therapy and maintain optimal functional ability. Self-management and education strategies, supported by patient-support groups, facilitate independence and quality of life in chronic diseases. A proportion of patients with severe disease may require hip or spinal surgery. It is hoped that the availability of more effective drug therapies to control disease activity in axSpA will reduce the requirement for surgery in future. The optimal management of axSpA requires a combination of non-pharmacological and pharmacological treatments, for both initial and long-term management.

This chapter argues against the view that Derrida’s emphasis on change makes him complicit in the neoliberal requirement of flexibility that results both in precarity and in the dominance of English. To the contrary, the essay argues that Derrida’s idea of différance includes the view that openness both involves loss and is always partial (since incision involves excision), that the singular is precious, and that deconstruction is justice since it is alert to what is excluded even by efforts at inclusiveness. Examples of the preciousness and loss of the singular are circumcision (where incision is excision), hospitality (in which unconditional hospitality has material limitations and conditions), subjectivity (which is never based on full presence), language (which both is my own and comes from an other), and neighbourhoods (since they continue only by incorporating new people). Deconstruction, the essay concludes, need not be complicit in neoliberal dominance but, properly understood, makes us aware of the power dynamics by which the openness of plurilingualism can lead to the dominance of English.

AbstractProduction systems are characterized by static configurations and slow adaption to changing requirements. They no longer meet current trends in mutability and dynamic adaptation. Software-defined Manufacturing (SDM) like other software-defined approaches leverages abstraction of hardware to achieve higher flexibility. Based on abstracted hardware, software defines desired functionalities. Requirements from the Operational Technology (OT), especially determinism, must be combined with the flexibility and interoperability of Information Technology (IT). This paper proposes a stack that enables the implementation of SDM based on a requirements analysis. It covers the main phases of the life cycle of automation applications and additional requirements from SDM. We derive the necessary components while resorting to existing approaches whenever possible. Means for applications engineering, configuration, deployment, and orchestration, as well as execution at run time, are developed.

AbstractCurrent trends in the manufacturing industry lead to high competitive pressure and requirements regarding process autonomy and flexibility in the production environment. Especially in assembly, automation systems are confronted with a high number of variants. Robot-based processes are a powerful tool for addressing these challenges. For this purpose, robots must be made capable of grasping a variety of diverse components, which are often provided in unknown poses. In addition to existing analytical algorithms, empirical ML-based approaches have been developed, which offer great potentials in increasing flexibility. In this paper, the functionalities and potentials of these approaches will be presented and then compared to the requirements from production processes in order to analyze the status quo of ML-based grasping. Functional gaps are identified that still need to be overcome in order to enable the technology for the use in industrial assembly.

Abstract Application of the free-suspension residual flexibility modal test method raises some interesting issues and problems for the correlation of finite element models to test data. This paper presents a discussion of some of those issues as related to testing and analysis of two structures. One of these test articles is the International Space Station Pathfinder, a large structure similar in size and weight to the Space Station Resource Node. The approach used by the authors to correlate models to residual flexibility data is presented, along with mode shape and frequency response results which illustrate the structural dynamic behavior of the models before and after the updating process. Frequency response functions (FRF) for the regions of the structure that interface with the environment (a test fixture or another structure) are shown to be the primary tools for model correlation that distinguish or characterize the residual flexibility approach. A number of critical issues related to use of the structure interface FRF for correlating the model are then identified and discussed, including (1) the requirement of prominent stiffness lines, (2) overcoming problems with measurement noise which makes the antiresonances or minima in the functions difficult to identify, and (3) the use of interface stiffness and lumped mass perturbations to bring the analytical responses into agreement with test data. It is shown that good comparison of analytical-to-experimental FRF is the key to obtaining good agreement of the residual flexibility values.

Gas-turbine combined-cycle (GTCC) power generation is clean and efficient, and its demand will increase in the future from economic and social perspectives. Raising turbine inlet temperature is an effective way to increase combined cycle efficiency and contributes to global environmental conservation by reducing CO2 emissions and preventing global warming. However, increasing turbine inlet temperature can lead to the increase of NOx emissions, depletion of the ozone layer and generation of photochemical smog. To deal with this issue, MHPS (MITSUBISHI HITACHI POWER SYSTEMS) and MHI (MITSUBISHI HEAVY INDUSTRIES) have developed Dry Low NOx (DLN) combustion techniques for high temperature gas turbines. In addition, fuel flexibility is one of the most important features for DLN combustors to meet the requirement of the gas turbine market. MHPS and MHI have demonstrated DLN combustor fuel flexibility with natural gas (NG) fuels that have a large Wobbe Index variation, a Hydrogen-NG mixture, and crude oils.

Ansaldo Energia Low BTU engines have been accumulating more than 150000 EOH (Equivalent Operating Hours) burning low Btu Fuels on two different projects such as Isab Priolo and Elettra Servola. More over a new unit Ferrera Erbognone 3 has started to be commissioned in March 2006 burning syngas from tar gasification. This latter will be the first real commercial power plant in Italy to be operated without taking into account the high benefits once available according to the national law (CIP6/1992) specifically dealing with recovery fuel usage (alternative to natural gas). The end of the first phase of commissioning of Ferrera Erbognone 3 will give the opportunity to present the results achieved and to validate the burner design process for this specific power plant. In the IGCC gasifier island of Ferrera 3 power plant, it will be possible to separate hydrogen in variable quantity from the syngas according to the demands of the refinery located nearby the power plant, thus giving a high composition variability as output fuel. Also, if the maximum quantity of hydrogen will be separated, an integration with natural gas will be performed in order to get the maximum power output of the power plant. As a consequence, the syngas burner has been designed taking into account all the fuel characteristics depending on the different composition carried out. According to these, the burner has been optimised in order to fit the various syngas blends to be fuelled when running the engine. The paper describes the experience achieved during the commissioning activity prior to the commercial operation started in September 2006 highlighting the main results achieved with respect to the plant requirement. Furthermore a description of the functional improvement of the engine in order to face the unexpected off design conditions will be reported.

This paper examines the effect of employment protection regulation on gross job flows in a sample of developed and developing countries. By implementing a differences-in-differences test we lessen the potentially severe endogeneity and omitted variable problems associated with cross-country regressions. This test is based on the hypothesis that job security regulations are more binding in some sectors of economic activity than in others, depending on sector-specific characteristics such as the variance of demand or technological shocks. Unlike most of the existing literature, our analysis indicates that more stringent job security regulations slow down gross job flows, and this tendency is more pronounced in sectors that require higher labor flexibility. These effects occur within the sample of developed and developing countries and are very large in magnitude. Moreover, these effects are robust to changes in regulatory measures, measurement of sector flexibility requirements, control variables and samples.

Interest in and demand for natural gas storage services are evolving due to a number of factors, including fundamental market shifts in the demand for natural gas and due to factors such as regulatory changes. The understanding of these shifts is fundamental to GRIs allocation of funding for Research and Development in the area of natural gas storage. The regional trends and responses regarding present and anticipated natural gas storage requirements closely parallel the historical availability of those services. Respondents in areas of shortage value reliability over cost and respondents in areas of abundant supply value price over other criteria. With projected increases in peak day requirements for most industrial and regional segments, flexibility in storage services will be critical, and a need for cost-effective peaking service is evident. The demand for natural gas storage services will continue to be tailored to specific industrial and regional requirements.

There is a high degree of freedom and flexibility in the way to integrate renewable process heat in industrial processes. Nearly in every industrial or commercial application various heat sinks can be found, which are suitable to be supplied by renewable heat, e.g. from solar thermal, heat pumps, biomass or others. But in contrast to conventional fossil fuel powered heating systems, most renewable heating technologies are more sensitive to the requirements defined by the specific demand of the industrial company. Fossil fuel-based systems benefit from their indifference to process temperatures in terms of energy efficiency, their flexibility with respect to part-load as well as on-off operation, and the fuel as a (unlimited) chemical storage. In contrast, the required temperature and the temporal course of the heat demand over the year determine whether a certain regenerative heat generator is technically feasible at all or at least significantly influence parameters like efficiency or coverage rate.

This paper reviews the Inter-American Development Bank¿s Integrated Strategy for Climate Change Adaptation and Mitigation, and Sustainable and Renewable Energy (CCS). The Strategy was produced as a requirement of the IDB-9 Agreement and approved by Board of Executive Directors in March 2011. Management produced an Action Plan for the CCS in February 2012. Although the IDB-9 also mentions "food security" as a sector priority, the CCS does not include this topic, nor does it discuss "protection of the environment" more generally. In reviewing this and other sector strategies mandated in IDB-9, the Office of Evaluation and Oversight (OVE) asks two questions: Does it make sense? and Does it make a difference? The CCS is based on strong analytical work, though it does not prioritize among different agendas/instruments or highlight a key comparative advantage of the Bank: the IDB¿s ability to use technical cooperation grants to help its client countries prepare new investment operations and build needed institutional capacity. The CCS does not identify risks or provide indicators and a monitoring and evaluation framework for implementing the Strategy. IDB-9 provides a lending target of 25% by 2015 for operations for climate change, renewable energy, and sustainable environment. The number of operations has indeed increased over time. In January 2012, the Office of Strategic Planning and Development Effectiveness approved guidelines for classifying lending program priorities (GN-2650) to help ensure consistent classification and compliance with IDB-9 lending targets. These guidelines are very broad and have led to classifying about one-third of the IDB portfolio under these objectives in 2011 and 2012. It is unclear whether these numbers accurately reflect the actual size of the climate change portfolio. The Bank¿s internal staff capacity in the area of climate change has grown. The formal establishment of a Climate Change and Sustainability Division not only signals a more permanent Bank institutional commitment in and to this area, but also reportedly gives the unit greater autonomy and flexibility in terms of the operations it leads or co-leads with other divisions, including the division responsible for private sector operations. However, it is not clear if creating a new parallel sector division is the most appropriate and effective way of mainstreaming climate change considerations in the operations of other sectors. In sum, although the IDB has taken positive steps to increase its focus on climate change and environmental sustainability, the CSS is more of a conceptual document and an institutional confirmation of an evolving new area of engagement than a strategy to prioritize and guide this work.

This paper explores how the Hybrid Annuity Model (HAM) has been applied in public-private partnerships for road sector infrastructure investments in India. The Hybrid Annuity Model (HAM) has significant potential to enable developing members of the Asian Development Bank to boost investments in public infrastructure through public-private partnerships. The paper identifies the key drivers and innovative features of HAM. The innovative features include financial risk sharing between the government and private sector, amenable qualification criteria to sustain the supply and demand base beyond large companies, high project readiness requirements, and flexibility elements to promote innovation. The paper makes suggestions for enhancing the adoption of HAM in other sectors and countries.

A critical issue in international development is how donor-funded programs can support sustainable and long-lasting changes in assisted countries. Among the factors associated with sustainability is improved governance. However, many donor-funded initiatives are focused on achieving results in specific sectors, such as health, education, and agriculture. How can how governance interventions contribute to achieving sector-specific results? This brief explores this question and discusses how international development practice has incorporated recognition of the links between governance and sector outcomes. The brief develops a stylized continuum of how governance elements relate to sector interventions and contribute to expected outcomes. We discuss factors that either impede or impel governance integration and close with some observations regarding prospects for integrated programming. The audience for the brief is the international development policy and practitioner communities, and secondarily, academics with an interest in the topic. Key take-aways include: (1) there is ample evidence of positive contributions from improved governance to sector-specific outcomes, but few guideposts exist for practical and effective governance integration; (2) barriers to integration include urgent sector priorities that overshadow governance concerns, requirements to demonstrate progress towards ambitious sector targets, and complex choices related to measurement; and (3) sustainability and self-reliance are major drivers for integration and are facilitated by the flexibility and adaptation that governance integration enables.

This paper analyzes whether the Inter-American Development Bank (IDB, or Bank) has fully and effectively implemented the IDB-9 requirements related to risk and financial management. IDB-9 included four requirements in this area: (i) adopt a rule-based Income Management Model (IMM); (ii) implement the recently introduced risk-based Capital Adequacy Policy; (iii) execute a set of agreed actions to enhance the short-term sustainability of the Fund for Special Operations (FSO); and (iv) continue strengthening the Banks Risk Management Framework. The Bank has fully implemented the IDB-9 financial and risk management actions. The highly detailed and prescriptive nature of the requirements aided implementation. In terms of effectiveness, the IMM imposes financial discipline and enhances financial selfsustainability by linking Bank expenses directly to income through loan charges. The CAP supports prudent risk management and the Banks AAA rating. The actions taken for the FSO will not be sufficient to ensure the Funds sustainability until 2020, as mandated in IDB-9, and Management is preparing to propose additional measures for the Board¿s approval. A few issues with the IMM and CAP merit further review going forward. First, the IMM is very strict, with a high administrative expense coverage rule and its inclusion of nonoperational expenses. Second, it is not clear that the reserve ratios for sovereignguaranteed (SG) and non-sovereign-guaranteed (NSG) exposure adequately reflect their relative levels of risk or lead to the most effective leveraging of scarce Bank capital. Third, the Bank¿s unused borrowing capacity rule¿though perhaps reassuring to potential investors¿is outdated and is not relevant to the maintenance of the Bank¿s AAA rating, while a criterion that rating agencies do consider relevant¿country portfolio concentration¿is not factored into the Bank¿s rules. Finally, the IDB-9 architecture is inward-looking and does not promote a focus on the Bank¿s financial competitiveness. In light of these findings, OVE suggests that the Bank (i) consider introducing greater flexibility in the IMM by setting an administrative coverage band and perhaps excluding certain nonoperational expenses; (ii) review the capital accumulation rule and the reserve ratios for SG and NSG exposures; (iii) update the Bank¿s financial rules by phasing out the borrowing authority limit; and (iv) use the financial and risk management architecture as input to strategic decision-making on the projected size of the Bank, the blend of SG and NSG lending, expected countercyclical support, the role of the FSO, and the Bank¿s approach to future capitalization.

Because of climate change, together with rapid urbanisation and continuous population growth, the global demand for space cooling is increasing dramatically. Under a business-as-usual trajectory, there will be a more than threefold rise in the number of in-use air conditioners worldwide by 2050. A radical shift to innovative space cooling technologies is therefore essential, ones that can sustainably meet the growing requirements. Phase change material embedded radiant chilled ceiling, called PCM-RCC, offers an emerging alternative for more sustainable space cooling provision. This system provides a range of benefits to endusers, in terms of efficiency and indoor environmental quality, together with demand-side flexibility. PCM-RCC, however, is still under development, and further research is needed to realise its full capabilities. The present work experimentally analyses the thermal-energy performance of a PCM-RCC system using a full-scale test cabin equipped with PCM ceiling panels. Here, the transient thermal behaviour of the panels besides the cooling energy delivered in charging-discharging cycles are examined. Additionally, the indoor thermal comfort and peak energy demand reduction enabled by the present PCM-RCC are discussed. Based on the results, typically 4–5 hours of chilled water circulation overnight could sufficiently be able to fully recharge the panels in the morning. Over 80% of the occupancy time was found within Class B thermal comfort defined in ISO 7730. About 70% of the system’s daily electricity usage time was during off-peak hours. The significance of implementing optimal predictive operating schedules was also highlighted to fully utilise PCM-RCC’s potentials.

Governance is a difficult task in the context of achieving landscape multifunctionality owing to the multiplicity of stakeholders, institutions, scale and ecosystem services: the ‘many-multiple’ (Cockburn et al 2018). Governing and managing the physical landscape and the actors in the landscape requires intensive knowledge and good planning systems. Land-use planning is a powerful instrument in landscape governance because it directly guides how actors will intervene in the physical landscape (land use) to gain commonly desired value. It is essential for sustaining rural landscapes and improving the livelihoods of rural communities (Bourgoin and Castella 2011, Bourgoin et al 2012, Rydin 1998), ensuring landscape multifunctionality (Nelson et al 2009, Reyers et al 2012) and enhancing efficiency in carbon sequestration, in particular (Bourgoin et al 2013, Cathcart et al 2007). It is also considered critical to the successful implementation of land-based climate mitigation, such as under Nationally Determined Contributions (NDCs), because the Land Use, Land-Use Change and Forestry (LULUCF) sector is included in the mitigation contributions of nearly 90 percent of countries in Sub-Saharan and Southern Asia countries and in the Latin American and Caribbean regions (FAO 2016). Viet Nam has been implementing its NDC, which includes forestry and land-based mitigation options under the LULUCF sector. The contribution of the sector to committed national emission reduction is significant and cost-effective compared with other sectors. In addition to achieving emission reduction targets, implementation of forestry and land-based mitigation options has the highest benefits for social-economic development and achieving the Sustainable Development Goals (MONRE 2020). Challenges, however, lie in the way national priorities and targets are translated into sub-national delivery plans and the way sub-national actors are brought together in orchestration (Hsu et al 2019) in a context where the legal framework for climate-change mitigation is elaborated at national rather than sub-national levels and coordination between government bodies and among stakeholders is generally ineffective (UNDP 2018). In many developing countries, conventional ‘top–down’, centralized land-use planning approaches have been widely practised, with very little success, a result of a lack of flexibility in adapting local peculiarities (Amler et al 1999, Ducourtieux et al 2005, Kauzeni et al 1993). In forest–agriculture mosaic landscapes, the fundamental question is how land-use planning can best conserve forest and agricultural land, both as sources of economic income and environmental services (O’Farrell and Anderson 2010). This paper provides guidance on monitoring integrated tree-based landscape management at commune level, based on the current legal framework related to natural resource management (land and forest) and the requirements of national green-growth development and assessment of land uses in two communes in Dien Bien and Son La provinces. The concept of integrated tree based landscape management in Viet Nam is still new and should be further developed for wider application across levels.
