Efforts are currently underway in the US federal context to improve and strengthen evaluation practice and increase the use of evaluation results to inform policies and programs. However, these efforts remain unrealized, due partly to the lack of a comprehensive theoretical framework that views evaluation and related organizational processes and institutions as part of a larger system. Early intuitive theoretical taxonomies of evaluation policy suffer from the lack of connection to specific examples and instances, and are missing clear classification criteria that would allow practical application. To generate a grounded taxonomy of evaluation policy, this study surveyed members of the American Evaluation Association in 2009, asking them to generate examples of evaluation policy, and then to sort and rate these suggested policies. Results are analyzed using the concept mapping method of Trochim (1989), which first translates aggregate sorting decisions into conceptual “distances” on a two-dimensional dot map, then uses hierarchical cluster analysis to generate groupings of ideas. These groupings become the foundation for categories in a theoretical taxonomy. Findings reveal several different dimensions by which participants grouped evaluation policies, including the dimensions of “value” and “policy mechanism.” A values-by-mechanisms taxonomy and instructions for its use in an evaluation policy inventory process are proposed.

Like any other category used to denote a social phenomenon, that of 'feminism' is historically constituted and culturally specific; in other words there have been, and will continue to 1x3, many different feminisms. So 'feminism' is not an analytical category, for while it is grounded in the ideal of equality between men and women, the actual content of this ideal varies. The concept of what feminism is and how it is perceived varies not only between cultures but between individuals. Women have a common cause in the gender issue, but they are differentiat ed by culture, ethnicity and class, and by sexual and political orientation. So it has become apparent in) members of the women's movement that, a woman's situation is different not only from a nmn's but from other women's. Women within the women's movement continue to re-define feminism in relationship to contemporary issues within their own societies. But regardless of which society it infiltrates, the feminist movement worldwide has a common transformati onal agenda. It aims to change the activities, behaviours, beliefs and identities that constitute the basis of social life organised around gender hierarchy (KatZenstein and Mueller 1987). What is crucial in the analysis and development of the movement is whether particular loyalties work for or against each another in relation to any individual's notion of feminism. What makes the women's movement as social movement especially interesting and unique, is that its members have sought similar goals internationally and at times simultaneously across class and cultural divisions. Yet while this has occurred for the past few decades, little has been written that focuses on the feminist movement cross-nationally and that links the feminist movement to policy outcomes. The path to the liberation of women has been blazed in many ways. Initially, second-wave feminists began by trying to institute and develop a feminist theory of the state. More recently the focus of feminist activism has been upon enhancing the power of women, with respect to both their private and public lives. Reforms affecting women in their private lives - in their relations to self, men, children and other' women - have brought changes to laws governing rape, abortion, family law, as well as the establishment of women's refuges, child care facilities, consciousness- raising groups and so on. Reforms affecting women's public life have included laws respecting equal employment opportunities, equal pay and, in the USA and Australia, affirmative action; increasingly women are selected as candidates for parliament, and for office in political parties and trade unions; there are continuing campaigns against pornography and sexual harassment; feminist journals and publishing houses have been established, as have women's studies courses in universities.

The Internet is a ubiquitous feature in everyday life, but its application to social movements has yet to be completely understood. This phenomenological study examines the lived experiences of bloggers who focused on the gay, lesbian, bisexual, and transgender (LGBT) movement in the United States to understand the impact bloggers and their work as online activists have on existing LGBT social movement organization and operation. Data collection is gathered from semi-structured and open-ended interviews with four social movement bloggers using web-conference software over the course of three months. The results of this study indicated that internet has empowered individual activists, allowing them to gather a following and share their views to a large audience over the web, independent from existing social movement organizations. Consequently, bloggers and online activists maintain a relationship with existing social movement structure that is both collaborative and antagonistic. The results of this study contribute to the current understanding of social movement organizations as well as the impact of technological innovations on social movement advocacy.

Belly dance classes have become increasingly popular in recent decades in the United States. Many of the predominantly white, middle-class American women who belly dance proclaim that it is a source of feminist identity and empowerment that brings deeper meaning to their lives. American practitioners of this art form commonly explain that it originated from ritual-based dances of ancient Middle Eastern cultures and regard their participation as a link in a continuous lineage of female dancers. In contrast to the stigmatization and marginalization of public dance performers in the Middle East today, the favorable meaning that American dancers attribute to belly dance may indicate an imagined history of this dance. Based on ethnographic fieldwork conducted on the West Coast of the United States and Morocco in 2008-2009, I explore American belly dance utilizing theoretical contributions from feminism, Foucauldian discourse analysis, and postmodernism. I argue that an anthropological investigation of American belly dance reveals that its imagery and concepts draw from a larger discourse of Orientalism, connected to a colonial legacy that defines West against East, a process of othering that continues to inform global politics and perpetuates cultural imperialism. But the creative identity construction that American women explore through belly dance is a multi-layered and complex process. I disrupt the binary assumptions of Orientalist thinking, highlighting the heterogeneity and dynamic quality of this dance community and exploring emergent types of American belly dance. Rather than pretending to be the exotic Other, American belly dancers are inventing a new exotic Self. This cultural anthropological study contributes to a greater understanding of identity and society by demonstrating ways that American belly dancers act as agents, creatively and strategically utilizing discursive motifs to accomplish social and personal goals.

The issue of narcotic drugs and narcotrafficking has gained a preeminent place in the formulation and implementation of U.S. foreign policy, especially in respect to Latin American countries. Inter-American relations, previously defined in the setting of the "Cold War", currently gravitate to a large extent, around the production and trade of illegal drugs. In this new framework, the economic dependency of developing nations provides the United States with enough power to implement unilateral strategies aimed at the achievement of U.S. national interests, through the execution of a coercive diplomacy supported by the threat of economic sanctions. In this context, the government of the United States has advanced the narcotics question as a pretext to obtain political, legislative and judicial changes in Latin American countries, through the "narcotics certification process", which pretends the adoption and implementation of a flawed, prohibition law enforcement oriented antidrug strategy. The certification process, besides its futility in terms of providing a solution to the narcotics dilemma, causes irreparable damage to producer and transit countries, constitutes an obstacle in their development process and a violation of their national sovereignty.

Social Feminism, as influenced by the Enlightenment, manifested itself between 1780 and 1860. An important aspect of social feminism was intellectual emancipation for women. Such intellectual emancipation came about through the blending of ideas emanating from prominent cultural and social centers in the western world. Women had been absorbing the reformist ideas of the Enlightenment philosophies, incorporating them into their own lines of thinking, and producing a social theory aiming at educational freedom for women. The individual efforts to initiate change in time reached beyond national boundaries through the pioneer social feminists' literary works and word of mouth. It is the intent of this dissertation to examine and analyze the linkage between the concept of social feminism and educational emancipation.The purpose of this research is to establish the significance of education as a major branch of social feminism within the context of the women's movement. To overcome language barriers that prevented research into other countries' women's movements, I have restricted this study to England and America and developed the concept of transatlantic feminism.Between 1780 and 1860 the women's "question" in England and America gained its theoretical foundations. Although there was no organized feminist movement, societies in both countries were being made conscious of the problems stemming from the subordinate status of women. This social awareness resulted from the tracts and discussions of certain male philosophers and of various exceptional females who focused on the question of women's rights and other related issues.The major emphasis during this early stage of the women's "question" was the issue of education as a vehicle for elevating the position of women. The education of available to women at that time was limited in nature. Training caring mothers was what social feminists protested against in their writings and discourses. Yet they understandably differed in their aims and formulas for change. Some spokeswomen, while accepting the societal status quo, promoted education as a means for women to recognize their moral superiority. There were yet others who demanded a "separate but equal" education so that women could exploit their full potential and, in some cases, assert their economic independence. All these social reformers, through their own unique experiences, also set examples for their contemporaries and future generations to follow.Despite some inconsistencies in their approaches to educational reform for women, almost all of the individual feminists discussed in this dissertation felt that intellectual emancipation would pave the way for improved social standing for women.

This study examined gender portrayals in the rhetoric of Beverly LaHaye. As the president of America's largest women's organization (Concerned Women for America), LaHaye has generated an enormous pool of rhetoric which is steeped in traditional gender expectations and conservative values. The thrust of LaHaye's perception of appropriate gender roles conceives of females as submissive and males as dominant. Despite her seemingly derogatory stance toward females, LaHaye's rhetoric and organization have proven remarkably popular and satisfying among American women.This analysis explored the schism between the feminist movement and antifeminist movement (as led by LaHaye) to determine how to best serve women. This study found that LaHaye holds a predominantly male worldview. This examination also found that LaHaye blends typically male and female communication styles to render an effective method of conveying her ideas.LaHaye's formula for helping women provides insight into the need for expansion of both the feminist perspective and feminist criticism as a method of rhetorical analysis. Further, this analysis presents the feminist movement with a challenge to offer women more choices about how to best conduct their lives in a manner that is personally fulfilling. This study maintains that among those choices should be the equally-respected option of being a "traditional" wife and mother.

Feminist critiques have demonstrated the problematic nature of marital and family life for women. Feminism has deconstructed traditional marriage and made apparent the potential overwhelming cost to women in financial, emotional, and physical dimensions. However, the experience of feminists who choose heterosexual marriage has not been addressed through research. What is not known is the extent to which such feminists are transforming marriage into a relationship that values both spouses. This study examined the influence feminism had on the marriage of heterosexual partners who were both self-identified feminists at the time of the study and prior to marriage. The guiding focus of the research asked what happens when feminists, dedicated to equality and the valuing of both spouses, choose to marry. Thus, the following research questions were posed: How do couples describe the impact of their feminist beliefs on their marriages? To what extent do couples talk about having a double consciousness of marriage, i.e., a realization of choosing a relationship that can lead to the devaluation of the woman? How do couples describe and interpret equality and inequality in their marriages? How does gender organize the couples' marriages and lives? The conceptual framework informing this study was a combination of feminist and general systems perspectives, A general systems perspective provided concepts such as system, process, and context while a feminist perspective elaborated on these concepts to illuminate the sociohistorical and cultural contexts in which women and men live and the power differentials within marriages. A feminist postmodern perspective highlighted the social construction of relationships and gender and the diversity of women's experience while also proposing a political agenda, i.e., criteria of what is liberating for women and a critique of the gendered nature of power differentials. Qualitative interviewing was the main method of data collection. Participants were recruited through referrals and advertisements placed in regional newspapers and regional and state newsletters of the National Organization for Women. Ten couples participated in the study. Criteria for inclusion in the study included the following: both the woman and the man assumed the label feminist prior to marriage; they believed women had historically and culturally been devalued and they worked against that devaluation in their own relationship; they were married for at least 5 years; and they were willing to be interviewed jointly and individually. The 20 participants (10 couples) were white, highly educated, and middle- to upper middle-class. They ranged in age from 30 to 77 years old. Length of marriage ranged from 5 to 22 years; the average was 11 and 1/2 years. A mixture of being raised by parents exhibiting behaviors typically associated with the other gender, the impact of the second wave of feminism as it hit college campuses in the late 1960s and 1970s, and the observation or direct experience of discrimination either in the classroom or in the workplace created a fertile soil in which the origins of feminist beliefs were encouraged to take root. Sharing similar world views was crucial in the couples' development of a relationship in which the woman felt safe to critique direct and observed instances of gender injustice. Men also initiated and participated in this criticism, thereby indicating their support of feminism. The blend of traditional and feminist ideological roots produced a reclamation of marriage. Couples described feminism as influencing their beliefs about equality within marriage by providing standards for interaction and motivating women to demand appropriate treatment and men to demand more from themselves in terms of relationship work. They discussed the double consciousness of married heterosexual feminists by relating their strategies for interacting with one another and the larger society. Through the process of communication, the couples built equality, but at times, i.e. through discourse, they also concealed inequality. Participants’ lives were organized by the gendered experiences of feminism as life-saving for women and life-enhancing for men. Moments of subordination and moments of empowerment were present in these marriages. The women described their attempts at going beyond the false dichotomy of children or career and the stereotype of the super woman to a form of marriage that required a second adult in the home who was willing to take on parenting and household responsibilities. These attempts were easy for some couples and more of a struggle for others. However, in all of these marriages, evidence existed of women's and men's dedication to equality and choices for women, awareness of the privileged status of men in society, and arrangement of their relationships to benefit women as well as men. Feminism provided the ideological and practical guidance to couples for this reclamation of marriage.

This study of the U.S. Army Evaluation Center (AEC) used an organizational systems framework to analyze factors related to strategy structure, processes and results experienced at AEC during fiscal year 2013. The researcher’s experience, coupled with existing survey data collected from established questionnaires, interviews and authoritative information sources, was used to analyze AEC as a system. The Organizational Systems Framework model used for this Joint Applied Project served as an excellent diagnostic tool to identify improvements to increase efficiency and effectiveness. Organization system analysis using the OSF model was successful in providing a baseline and key information required to design AEC for the future. It is recommended that AEC continue using the OSF to identify future improvements; focus on the factors that are within AEC’s control to change (i.e., throughput factors) and focus on the factors with the greatest improvement potential. The organizational analysis showed that AEC achieves a fairly strong level of congruence between the inputs, throughputs and results. However, there are two areas where congruency among the factors is assessed as weak, and 19 areas where congruency among the factors is assessed as average. Recommendations to improve organizational performance were provided as a result of the analysis. Although this research was successful in analyzing AEC as a system, many of the findings, recommendations, and conclusions drawn in this paper warrant dedicated and more in-depth quantitative analysis or consideration from different perspectives.

This thesis analyzes how effective the Marine CorpsTiered Evaluation System is at measuring future success, more specifically, in the form of promotions, career longevity, physical fitness level and performance evaluation averages. The analysis observes first term re-enlistees from each quality tier through their future service to observe promotions, career longevity, physical fitness level and performance evaluation averages. The analysis utilizes ordinary least squares regression and linear probability models to analyze success measure outcomes. The outcomes are compared across various tier levels to determine if the tiered evaluation system is a valid tool at predicting future success. The findings indicate the Marine CorpsTiered Evaluation System is valid at distinguishing individual quality but can be improved in many ways to better distinguish quality and aid the decision makers in the reenlistment process. These improvements include a system encompassing more tiers and re-weighting the quality score components. The USMC Tiered Evaluation System is the foundation for identifying quality Marines for retention. Improving this system will better aid stakeholders in the reenlistment process and improve overall quality and organizational effectiveness.

The purpose of this research was twofold; a quantitative examination of male socialization patterns along with an assessment of change over time in male socialization experiences. Men born in the 1950s and men born in the 1970s were compared to obtain an understanding of male socialization processes and possible changes since feminist issues have become a prevalent source of discourse in society. A survey questionnaire was utilized with a modified snowball sampling technique to explore male socialization experience. One hundred and one men participated in the project. Socialization experience for the men in this sample was five dimensional and while certain dimensions revealed change over time, others remained static. Findings indicate that quantitative measures can be successfully employed to study socialization processes.

This dissertation is a study of the influence of the women's movement on the marketing of beauty products between 1960 and 2000. The first and last chapters study feminist critiques of normative beauty standards and explore the challenges feminists faced when they tried to effect cultural change.;While the dissertation is framed by analysis of feminist engagement with beauty culture, the bulk of the dissertation examines beauty industries, focusing on the ways that these industries reflect debates over woman's identity and status. Chapter two traces the marketing of perfume between 1960 and 2000 by chronicling changing advertising campaigns as marketers adapted to and participated in social change. The third chapter explores the direct sales strategies of Mary Kay Cosmetics, a company dependent on independent consultants, typically women, to market its products. Finally, chapter four details the genre of beauty advice books and articles, focusing on how the tone and content of this advice has been shaped by the social world of the advisor. By looking specifically at these beauty industries, these chapters demonstrate the ways that ordinary Americans engaged with feminism in their professional lives.;These case studies illuminate late-twentieth-century debates over womanhood, sexuality, and femininity that took place within the business world and the culture at large. Ultimately, this dissertation offers a clearer picture of the interconnections between beauty marketing and feminism, highlighting the ways in which social movements affect the industries they critique.

This thesis traces the history and development of Ms. magazine, in its three incarnations, between 1972 and 1992. Since its inception as a distinctly feminist monthly, Ms. has drifted between two categories of popular cultural artifacts (mainstream consumer culture and feminist counterculture) while distingishing itself as the only national feminist monthly in the United States, a key economic and symbolic feminist institution. The author compares the economic bases, ideological orientations and readerships of Ms. three incarnations in order to examine and the ways in which an ideological vehicle negotiates a consumer setting like the women's magazine industry. While serving to highlight debates surrounding the limitations of liberal feminist ideology, the history and development of Ms. magazine also raises questions concerning the validity of categories like "mainstream consumer culture/feminist counterculture" where contemporary women's media are concerned.

The purpose of this quantitative study was to determine the current state of community college faculty development program evaluation and identify possible influences on evaluation practices. Data from 184 survey responses and the Integrated Postsecondary Education Data System (IPEDS) were analyzed to answer three research questions. Multiple regression was used to determine if a relationship existed between the dependent/outcome variable (evaluation utilization score) and the independent/predictor variable (accrediting agency affiliation: MSCHE, NEASC, NCA, NWCCU, SACS, and WASC) and/or control variables (institution locale, student FTE, expenses per student FTE, percent spent on instruction, and percent of full-time faculty). Results were not statistically significant, F (12, 163) = 1.176, p = .305. The mean evaluation scores were similar for all six accrediting agencies ranging from 60-69. The rural variable was statistically significant with p = .003 and alpha = .05, but it only accounted for 3.6% of the variance explained. Logistic regression was used to determine if a relationship existed between the dependent/outcome variable (use of evaluation) and the above-specified independent/predictor variable and/or control variables for six faculty development program activities. Results revealed that significant predictor variables for the use of evaluation vary based on the faculty development program activity. Statistically significant predictors were identified for two of the six activities. The percent spent on instruction variable was statistically significant for financial support for attending professional conferences (p = .02; alpha = .05). The NCA affiliation and student FTE variables were statistically significant for orientation for new faculty (p = .007; alpha = .05 and p = .027; alpha = .05 respectively). The analysis of the evaluation methods was conducted using descriptive statistics and frequencies. The most frequently used evaluation methods were questionnaire and verbal feedback. NCA was identified as having the greatest number of institutions using the most frequently used evaluation methods for four of the activities. SACS was identified as having the largest number of institutions using the greatest number of evaluation methods for five of the activities. It was discovered that accrediting agencies with policies regarding faculty development program evaluation practices were not more likely to have higher evaluation utilization scores or utilize evaluation methods more frequently than accrediting agencies without such policies. The study revealed that among community college faculty development programs evaluation practice similarities were more prevalent than differences regardless of accrediting agency affiliation. As a result of this discovery, future research should extend beyond the accrediting agency affiliation emphasis and explore additional influences on institutional decision making processes regarding community college faculty development program evaluation practices.

The legal system and the social sciences share an interest in privacy but have developed separate conceptualizations of the concept. The result is two similar but conflicting theories of privacy that make different assumptions about how people behave and how that behavior can be controlled. The purpose of this study was to begin testing these theories by examining the operationalization of privacy through mandated standards intended to ensure privacy for the mentally ill. Specifically, the standards set in Wyatt v. Stickney, which reflect the idea that privacy is a sphere of space free from outside intrusion, were examined to see if they did indeed ensure privacy. Using two units in a facility that met the standards mandated by the court in Wyatt v. Stickney, the research examined staff and patient perceptions of privacy. Thirty-five patients were interviewed and twenty-four staff completed questionnaires on the overall habitability of the unit and patient privacy. Results indicated that the Wyatt court's operationalization of privacy as primarily a visual phenomena was inadequate and although the specific standards ordered to ensure privacy were reported to be effective by a simple majority of patients, overall patients reported a lack of privacy. Staff responses were generally in agreement with patients but they tended to use more extreme or stronger ratings. The present study also has implications for the legal conceptualization of privacy. It was found that privacy was perceived as important by patients; that autonomy as evidenced by control was an important issue for a minority of patients; and, the right of selective disclosure was not a major concern of patients. Needed future areas of research that were identified included: comparing privacy ratings across a variety of group living situations, comparing the mentally ill's conceptualizations of privacy from others, determining the effect of privacy on the therapeutic goals of an institution and therapeutic outcome and, determine the relative importance of privacy to the mentally ill.

Airlines are increasingly using regional jets to better match aircraft size to high value, but limited demand markets. The increase in regional jet usage represents a significant change from traditional air traffic patterns. To investigate the possible impacts of this change on the air traffic management and control systems, this study analyzed the emerging flight patterns and performance of regional jets compared to traditional jets and turboprops. This study used ASDI data, which consists of actual flight track data, to analyze flights between January 1998 and January 2003. In addition, a study of regional jet economics, using Form 41 data, was conducted in order to better understand the observed patterns. It was found that in 1998 US regional jet patterns and utilization closely resembled those of the turboprops. Both aircraft were used for hub feeder operations. They flew relatively short distances, under 500 nautical miles, and exhibited similar cruise altitudes and speeds. These patterns began to change as the number of regional jets increased. By January 2003, the regional jets were no longer used solely for hub feeder operations, but were flying longer routes at higher altitudes and faster speeds than turboprops. As a result, regional jets have come to fill a gap in the market by flying on longer routes than the turboprops, but shorter than the narrow body jets. An economic analysis was conducted in order to better understand the observed regional jet patterns. It was found that regional jets have lower operating costs per trip and higher operating costs per ASM than traditional jets. As a result, regional jets are currently a lower cost alternative for traditional airlines because they cover the cost of regional jet flights
(cont.) on a per departure basis. However, if this structure were to change regional jets would become a less appealing alternative. To better understand the consequences of a change in the operation patterns, changes in the cost of regional and traditional jets were analyzed when trip length and pilot costs per block hour were normalized. It was found that regional jet costs per trip are very similar to traditional jet costs per trip when the trip length between the two aircraft categories is normalized, but that the normalization of pilot cost per block does not have a significant effect on the relative costs of the two aircraft types. In 2003, the US regional jet operations showed a high density of flights in the northeastern part of the country. This part of the US also has the largest concentration of traditional jet operations; this interaction may result in congestion problems since the two types of aircraft exhibit different performance. In particular, regional jets were observed to exhibit lower climb rates than traditional jets, which may impact air traffic control handling and sector design. It was also observed that as regional jets replace turboprops, they compete for runways and take off trajectories with narrow body jets. The combination of the different performance and the competition for resources between regional and other jets may result in increased delays and congestions as well as increased controller workload.

This thesis offers a feminist reading of women’s art in Britain and North America in the 1970s. Through archival research and interviews, I trace and elaborate the social and political context for a range of art-making practices. Prompted by the organisational ideals of the Women’s Liberation Movement, specifically decentralisation and anti-hierarchy, I focus on collaborations between women across four chapters populated by a number of case studies. With reference to the work of theorists and philosophers, including Juliet Mitchell, Hannah Arendt, and bell hooks, I analyse the ambivalences that can accompany working together, and the transformations that can arise from coming apart. In Chapter One, I look at how artists were influenced by the form of feminist consciousness raising sessions, both in their own activism and in their artworks. From the Rip-Off File (1973) to What is Feminist Art? (1977) along with work by Hannah Wilke and Howardena Pindell, I examine how feminist artists created a space for women’s art that was itself tested by dissensus and critique. Chapter Two focuses on collaboration at a distance, through the International Dinner Party by Suzanne Lacy and Linda Preuss (1979), the Women’s Postal Art Event (1975-7), and the work made by Cecilia Vicuña while in exile in London from her native Chile post-1973. In Chapter Three I examine how artists used the home as a site for political work within the context of feminist pedagogy in California, squatting in London, and racialized gentrification in New York. Chapter Four looks at feminist exhibition-making, specifically Issue: Social Strategies by Women Artists organized Lucy R. Lippard in 1980 at the Institute of Contemporary Art, London. I examine the difficult relationship between socialist feminist politics and working-class women artists. My conclusion reflects on work of historical research in the context of recent feminist exhibitions and activism.

Little information is available which specifically applies to determining Tech-Prep program quality, effectiveness, and goal attainment as determined by the directors/coordinators of the programs. This research sought to determine if program performance indicators exist that Tech-Prep directors/coordinators deem necessary to determine their programs' quality, effectiveness, and goal-attainment. If so, is there consensus of agreement among the directors/coordinators on which performance indicators to utilize, and is there a pattern of preference when grouped into evaluation focus components? A questionnaire was developed by the researcher and distributed to Tech-Prep directors/coordinators in the Southeastern United States and Puerto Rico. Sixty-seven program directors/coordinators were asked to participate, and 85 percent responded to the survey. The following conclusions can be reached from analysis of the data: 1) The responding Tech-Prep directors/coordinators are in agreement on which program performance indicators to use to determine the quality, effectiveness, and goal attainment of their programs. These findings are contrary to the existing literature which suggest a lack of consensus on which performance indicators to utilize for vocational education programs. 2) Three different techniques -- consensual agreement, consideration of the questionnaire non-response rate, and data analysis ensuring a 95 percent confidence interval of the standard error of the mean -- were used to analyze the extent of agreement among the surveyed Tech-Prep directors/coordinators on appropriate program performance indicators. Using the three techniques, the extent of majority agreement on the program performance indicators ranged from 97 to 67 percent of the sixty selected indicators. These data support the conclusion that agreed upon performance indicators are available for comparison and evaluation of Tech-Prep programs among this population. These data fill the void in the literature that addresses generalizable performance indicators that can be used in the evaluation and assessment of vocational programs, such as Tech-Prep. 3) Program performance indicators were grouped into six focus components. Although the determination of which focus components are more appropriate for vocational evaluation depend on many factors, data from this survey indicate the STUDENTS focus component is perceived as most important, the RESOURCES focus component is least important, and CAREERS, PROFESSIONAL DEVELOPMENT, ATTITUDE/PERCEPTIONS, and FACILITATORS focus components are deemed equally important by Tech-Prep directors/coordinators in the determination of program quality, effectiveness, and goal attainment.

In order to explain presidential decisions to use force, a model is developed that incorporates three distinct decision-making environments. The results indicate the president is responsive not only to domestic and international environments, but also to the resource evaluation environment. The evidence here demonstrates that while these two environments are important the president can't use force arbitrarily; rather, his evaluation of resources available for the use of force can limit his ability to engage the military during crisis situations.

Enhancing the cultural diversity of faculty has emerged as a prominent issue in the 1990's. While Black, Hispanic, and American Indians have made incremental gains in terms of their representation in majority institutions, they remain clustered in the lower ranks of the faculty and generally take longer to achieve tenure. Efforts to increase the representation of minority faculty have focused on intensified recruitment, with less attention paid to further career development once a minority individual has achieved faculty status. The research presented herein explores the evaluation, promotion and tenure process of a Research I university to determine the structural and ideological barriers to minority faculty advancement. The research focuses on concepts of merit, excellence, and quality that form the cornerstones to evaluation standards, and the values, attitudes and behavioral expectations that underlie those standards. Using critical theory as the conceptual framework that drives the inquiry, the findings indicate that the pervasive ideology of merit, being universalistic in nature, does not easily accommodate diversity and trivializes racial, class, and gender issues while perpetuating a system of structured inequality.

Within this thesis I examine Western practices and conceptualizations of childbirth from three distinct angles, with the goal of better understanding how one can negotiate agency in contemporary childbirth. First, I outline the history of the medicalization of childbirth in the West, using a reference frame of the famous second wave feminist text, Our Bodies, Ourselves. Next, I conceptualize agency in the context of contemporary childbirth, first defining the ‘agency’ that I am working with, and then outlining some of the factors that play into the negotiation of agency in one’s childbirth; some of these factors include race, class, location, and information provided about specific medical and physical procedures. Finally, I destabilize the hegemonic Western understanding of labor and birth pain by situating pain as culturally constructed and contextually specific. I provide a few examples of ways in which we can reconceptualize pain in a way that situates it as a unique experience for each individual. The end goal of this thesis is to contextualize current childbirth practices within a specific history of medicalization, and to illustrate the complex nature of agency, but the importance of it to a childbirth in which the mother feels as safe and supported as possible.

In the 1970s, women journalists employed at mainstream U.S. print news media outlets undertook an assortment of grassroots, ad hoc campaigns to protest discriminatory employment practices. This dissertation reconstructs the daily labour undertaken, and range of strategies and tactics implemented, by four of these grassroots groups. It maps their activism, and the varied political strategies which they were compelled to test, including forming workplace organisations, picketing male-only press clubs, filing Title VII sex discrimination complaints and lawsuits, and creating newsletters to disseminate information and connect women working in media. Over the course of the decade, newswomen adopted a highly experimental, improvisational, and adaptive approach, with tactics chosen for their strategic value, rather than their attachment to an ideological perspective. This allowed newswomen from a range of backgrounds, and who had been variously radicalised through their reporting on the feminist movement, or their involvement in the labour and union movements, to come together to form issue-based coalitions. In acknowledgement of the diversity of perspectives amongst newswomen, this dissertation situates this activism at the intersection of media, feminist, labour, legal, and 1970s histories. Although newswomen did not always identify as feminists, this dissertation asserts that they undertook an inherently feminist project to reform the media and were some of the most quietly influential feminist actors in this period regardless of how they self-identified. By both acknowledging the outsized and unique position of the media within American society, and re-positioning newswomen amongst other workplace rights campaigns helmed by professional women, this dissertation demonstrates that the 1970s saw the quiet radicalisation of a generation of newswomen who undertook activist campaigns in their workplaces, and went on to shape the U.S. news media.

Yuma Test Center (YTC) is a primary testing and evaluation facility for the United States Army's 30mm M230 automatic gun. The current program used by YTC to evaluate 30mm rounds is an old, complex, FORTRAN package called Accuracy Scoring Program (ASCORE). Due to the age and complexity of ASCORE, questions about its reliability in ballistic calculations have been raised. These reliability questions are important, because ASCORE is used by YTC to evaluate whether all such weapons systems meet Department of Defense specifications. Currently, the Army has no plans to replace ASCORE. The Navy has expressed interest in using ASCORE for fire control We evaluate ASCORE using a modern ballistic simulator named Projectile Design and Analysis System (PRODAS) to simulate trajectories of live fire rounds. This thesis demonstrates how PRODAS can be used to evaluate ASCORE. Preliminary results indicate that ASCORE's accuracy decreases the greater a round's impact distance is from the target.

After a century of reform efforts, urban school districts have not demonstrated political, managerial, or technical skills for systemic and sustainable organizational transformation. This study proposes that this cycle of reform failure generates from a theoretical misunderstanding of education organizations as mechanical systems, where failure points can be identified and replaced with corrective action in a controlled environment. This study begins with the theoretical understanding of educational organizations as complex adaptive systems with broad and deep internal and external connections that may or may not be readily visible. This requires a reform approach that anticipates and takes advantage of the flexibility and agile responsiveness seen in sustainable complex systems across many diverse disciplines (neuroscience, biology, ecology, technology, social sciences). This study examines historical and current reform efforts within the current context of legal, legislative and policy environment of a typical urban district (Los Angeles Unified School District.), and proposes an alternative program design for district transformation based on complexity theory.

The purpose of this paper was to gather information from college athletic directors from Division I-A and Division III institutions concerning the factors that they deem the most and least important in evaluating their institution's head football coach for job retention. The study identified 10 factors that are instrumental in evaluating head football coaches. Athletic directors prioritized these 10 factors in order of importance when evaluating their head football coach.Surveys were sent to 106 Division I-A athletic directors and 106 Division III athletic directors. Of the 151 surveys returned, 47 from Division I-A athletic directors and 67 from Division III athletic directors were deemed usable.The surveys revealed that Division I-A athletic directors primarily evaluate their head football coaches by win/loss percentage and compliance with NCAA rules. Of the ten factors selected for this study, public relations and organizational skills were considered the least important factors in their evaluation process. For Division III athletic directors, the primary factors of evaluation for their head football coaches were knowledge of the sport, loyalty to the institution, and serving as a role model for student-athletes. The least important factors were win/loss percentage and public relations.These findings suggest that the philosophy of athletics for each of these two levels is quite different. Head football coaches at the Division I-A level are expected to win games to maintain their jobs while Division III coaches do not experience the same pressure to win. Differences in the evaluation factors are illustrated for each level of collegiate athletics and understanding these differences may better guide aspiring young coaches who are pursuing a career in college football coaching.

Over a six-year period, this study compares the demonstrated priorities and efficiency of 328 U.S. community colleges to the historical mission of community colleges which includes the goals of unrestricted student access, service to many students, and the delivery of comprehensive, high-quality, low-cost educational programs. Sample data was provided by NACUBO for 328 institutions (out of a U.S. population of 770) reporting in both 1981-82 and 1986-87. The study compares the 1986-87 resource allocation patterns for each institution to the 1981-82 patterns for that same institution. Measurements include the level, mix, and rate of change in F.T.E. student enrollments, square footage, market penetration, the number of full-time faculty, F.T.E. faculty, support staff, and expenditures for Direct Instruction, Instructional Support, Student Services, Institutional Support, and Plant Operations. 2 Summary data is presented for the sample as a whole and separately by state for institutions with enrollment growth and for institutions wi th enrollment decline. Over the six-year period, sample institutions received $1.4 billion in incremental revenues. Classroom teaching received 43.1 cents of every incremental dollar, ranked fourth out of five expenditure categories in rate of expenditure growth and fell from 50.5% of total expenditures to 48.4%. Square footage and F.T.E. support staff increased 9.3% and 13.2% respectively while F.T.E. student enrollments and the number of full-time faculty declined 2.9% and 2.4% respectively. By 1986-87 fewer F.T.E. students and a smaller percentage of service area populations were served by fewer full-time teachers, at higher cost by substantially more square footage and support staff. The study concludes that these patterns are inefficient and inconsistent with the historical mission of community colleges.
