AbstractThis article reveals how the politics of federalism in the 1920s stifled the U.S. Children’s Bureau’s ability to collect national data on the workings of the Sheppard-Towner Act. The Bureau staff’s reliance on state administrators for data hindered their efforts to collect standardized national statistics on the states’ use of federal dollars. Ultimately, this barrier contributed to Sheppard-Towner’s defeat in 1929. Though the law was short-lived, the problems the Children’s Bureau encountered administering it provide insights into how federal matching grant programs began to shape federal and state relations before the New Deal. As this article shows, Bureau staff learned from their experience administering Sheppard-Towner that they needed to implement more stringent federal oversight over state-level accounting in their administration of Title V of the Social Security Act.

The nineteenth-century debate about the role of the US Bureau of Education was marked by negotiations between the civic republican language of antebellum common school advocacy and a social scientific language of educational professionalism. To advance this argument, this essay traces how members of Congress defined, criticized, and delimited the Bureau's institutional role between 1865 and 1872. First, avoiding calls for direct federal intervention, the Bureau's initial congressional advocates defined the Bureau as a vehicle for indirect influence on the states through the use of data and statistics. Second, after the Bureau's founding, its legislative critics used rhetoric to chastise and question both the Bureau's comprehensive vision and power. Finally, beginning with Commissioner John Eaton's tenure in 1870, the Bureau's functions were narrowed. Due to Eaton's reimagining of the Commissioner role, further congressional critique, and failed efforts to expand Bureau authority, the Bureau eventually became a government-sanctioned purveyor of social scientific expertise—one with little direct authority to intervene in education.

Federal statistical agencies in the United States and analogous agencies elsewhere commonly report official economic statistics as point estimates, without accompanying measures of error. Users of the statistics may incorrectly view them as error free or may incorrectly conjecture error magnitudes. This paper discusses strategies to mitigate misinterpretation of official statistics by communicating uncertainty to the public. Sampling error can be measured using established statistical principles. The challenge is to satisfactorily measure the various forms of nonsampling error. I find it useful to distinguish transitory statistical uncertainty, permanent statistical uncertainty, and conceptual uncertainty. I illustrate how each arises as the Bureau of Economic Analysis periodically revises GDP estimates, the Census Bureau generates household income statistics from surveys with nonresponse, and the Bureau of Labor Statistics seasonally adjusts employment statistics. I anchor my discussion of communication of uncertainty in the contribution of Oskar Morgenstern (1963a), who argued forcefully for agency publication of error estimates for official economic statistics. The criminal justice system, generally defined as the police, courts, and prisons, cries out for the attention of anthropology. The numbers of people involved are staggering. According to Bureau of Justice Statistics, the number of prisoners under federal or state correctional authorities in 1990 was more than 800,000 (a 134 percent increase over the past ten years). In July, 1990, Bureau of Justice Statistics indicated that the 245,562 offenders serving time in state prisons for crimes of violence had victimized an estimated 409,000 persons (including 79,300 persons killed).

The study investigated information communication technology (ICT) and organizational decision making of Federal Parastatals in Nigeria. Specifically, the study sought to: investigate the relationship between mobile phone communication technology and organizational decision making; identify the relationship between e-mail communication technology and organizational decision making and ascertain the relationship between video and web conferencing communication and organizational decision making. Research design for this study was descriptive survey. Study area was Enugu. The sample size of 323 respondents was drawn from population 5690 employees from selected federal Parastatals namely Federal character commission, Federal fire service, Federal housing authority, National Bureau of statistics. The instrument of data collection was questionnaire. The data analytical techniques were arithmetic mean, standard deviation and correlation statistics. The empirical results show that mobile phone communication has significant relationship with organizational decision making of Federal Parastatals in Nigeria (r-statistic = 0.761; P-value < Sig-value (0.05); e-mail communication has significant relationship between e-mail communication with organizational decision making of Federal Parastatals in Nigeria (r-statistic = 0.750; P-value < Sig-value (0.05) and video and web conferencing communication has significant relationship with organizational decision making of Federal Parastatals in Nigeria (r-statistic = 0.890; P-value < Sig-value (0.05). The study concluded that information communication technology (ICT) has positive and significant relationship with organizational decision making of Federal Parastatals in Nigeria. The study recommended that management of federal parastatals should increase training of employees in ICT utilization should be adequately carried out hence operational efficiency, quality service delivery, sustainable competitive advantage and improved performance will be the outmost benefits to be derived.

Objectives. To examine the objectivity and reliability of the branch statistical reporting on the number of deaths and divergences of the final clinical and medico-legal diagnoses in the hospitals of the Moscow region.Material and methods. We have investigated materials of the Bureau of Forensic Medical Expertise of Moscow Region and data of the Federal statistical monitoring № 14 «Information on the activities of the inpatient care units’ in the Moscow region in 2018. It was the sampling inquiry. The causes of death were grouped by classes and nosologiсal entities of ICD‑10. Research methods: documentary, statistical and analytical. Descriptive statistics of the absolute and relative values.Results. Significant differences between the data of Federal statistical monitoring No. 14 and the Bureau of Forensic Medical Expertise of Moscow Region were established both in the number of medico-legal examinations in relation to individual entities and in the number of established divergences of diagnoses.Conclusion. The form of Federal statistical monitoring No. 14 provides biased information in the section of information on cases subjected to forensic autopsy: input errors are 90 %.

Special attention is paid to activities in this area of the US Department of Justice, the US Marshals Service, which directly provide protection for witnesses and the Federal Bureau of Prisons. Some statistics on witness protection are provided. Concrete protective measures and their application in relation to the participants in criminal proceedings are considered.

The racial and ethnic landscape in Australia has changed markedly since the beginning of the postwar migration period in which migrants arrived from Europe, and later from Asia in the late 1970s. While Australians with European ancestry have gradually made it into state and federal parliament, there has been less visibility for Australians of Asian descent. This article provides an overview of demographic migration trends and levels of Asian-Australian political representation in state and federal politics, drawing on data from the Australian Bureau of Statistics and parliamentary websites. In doing so, we reflect on why political representation of Asian-Australian populations appears to be lagging so far behind.

While COVID-19 has substantially affected the airline industry, a business rebound is expected. To better anticipate the needed workforce, this study revisited economic datasets from the Federal Reserve Bank, Bureau of Transportation Statistics (BTS), the Federal Aviation Administration (FAA), and other essential resources to predict the market recovery. VOSviewer and multivariate regression analysis were used to identify critical research clusters and important variables of the emerging market recovery. Minitab was used to run the multivariate regression analysis and the correlation coefficients among selected variables were discovered. The result showed that strongly correlated variables for airline market recovery included Net Domestic Product (NDP), Gross Domestic Product (GDP), and Real Disposable Personal Income (RDPI) in this study.

Abstract (sommario):
This qualitative study utilized elite, semi-structured interviews of a purposive sample of the first women who became Special Agents and supervisors in the highly gendered Federal Bureau of Investigation (FBI). The historical context for their experiences is significant in light of social and legal mandates for equal opportunity and the increased interest in gender-specific research that took place during the 1970s. Literature relating to feminist perspectives, the integration of women into nontraditional occupations, and the gendered nature of bureaucracy supported the conceptual framework. Guided by educational criticism, four strategies were used recursively: typological analysis was used to define categories of data; interpretive analysis was used to identify patterns and connections in the data; evaluation was used to attach value to the data beyond the participants, and thematics were used to analyze pervasive messages within the data as a whole. Typologies included the choice of nontraditional careers, decision-making, efficacy as leaders, and efforts to negotiate the FBI’s bureaucracy. Three metaphors were used to interpret connections and patterns according to feminist standpoint theory, career self-efficacy theory, and various organizational principles. A Supergirl metaphor highlighted women’s unique knowledge and complex roles; a Target metaphor highlighted complex patterns for high achievement and response to obstacles, and a Clubhouse metaphor highlighted masculine culture, the role of rules, and changes to an organization’s equilibrium. Evaluation analysis addressed the moral obligation for women in leadership and the need for organizational diversity. Themes in the data included occupational pride, the challenge to manage multiple roles, an absence of relationship support, and inconsistency in feminist views.

The use of multi-rater feedback as a way to analyze perceptions within the context of job performance and leadership in the Federal Bureau of Investigation (FBI) was examined. Research in this domain is notable as this type of evaluation is now being done with regularity in the private sector and is starting to be utilized more extensively in the public sector, but is still being used to a limited extent in law enforcement. The path of this research examined differences between self-assessments and assessments of others (peers and subordinates) in dimensions of leadership as measured by the same multi-rater instrument at two points in time. This research effort made use of a multi-rater survey instrument called the "Leadership Commitments and Credibility Inventory System (LCCIS)," designed by Keilty, Goldsmith, and Company, which is used in multiple industries and was expanded to capture characteristics considered important to FBI leaders. Results showed high ratings on a five point Likert scale as indicated by mean averages of self and others. Additionally, Z scores, t tests and ANCOVA indicated that FBI supervisors did not overestimate their leadership, as indicated by (1) an overall leadership measure at time two compared to time one, (2) a greater perceptual agreement between others and self existing on second multi-rater assessments than on the initial assessments, and (3) any statistical differences of means in all measured categories at time two versus time one. Various subcategories of the assessment showed a mixture of non-statistically significant results and that subordinates and peers perceived leaders differently. Further, analysis of two unique dimensions of the LCCIS, "Manage Diversity" and "Build Public Trust" showed exceptionally high results. The implications of the present research are that leadership in the FBI, as measured by different dimensions, is strong. Yet, there is no evidence that leaders or others in this organization change their perceptions over time. These findings may point to the need for multi-rater instruments to be used in concert with personal development plans in order to improve the perception of leadership.

Jowett and O'Donnell observe that 'there is a clear revival of interest in the important role of propaganda in many aspects of modern life, not necessarily related to international intrigue or military campaigns' (1992, p. xi). This thesis has examined the 1991 Census communication campaign (ABS 1991a) for evidence of propaganda intentions and strategies. Propaganda is clearly a pejorative term and its application to a particular campaign could imply a covert attempt at manipulation by the authority behind the campaign�the Australian Bureau of Statistics (ABS). As the author was responsible for the development, implementation and evaluation of the 1991 Census communication campaign and had privileged access to a range of sources, a reader might expect detailed references to internal files which reveal conscious decision-making to mount a propaganda campaign. This is not the case. An analysis of the 150 working files associated with the campaign revealed no support for such a hypothesis; there was no evidence of decision-making with the intent of implementing propaganda strategies. Similarly, during interviews with senior ABS managers, these managers categorically rejected the notion that the Bureau conducted a propaganda campaign and pointed to the fact that all procedures were cleared through both the Federal Parliament and the Privacy Commissioner. The hypothesis explored by this thesis is that despite this lack of conscious direction, propaganda processes are evident in the way the ABS conducted the communication campaign for the 1991 Census. The perspective of the thesis is closely aligned to that of Altheide and Johnson who locate propaganda as the bridge between 'organisational image and reality' (1980, p. 4). Altheide and Johnson regard propaganda as an insidious phenomena based on impression-management through the 'rigorous pursuit of scientifically valid procedures and standards' (1980, p. 229). The end result of this impression-management is that certain 'facts' are presented to the exclusion of all others. This thesis argues that impression-management strategies are evident in the way the ABS conducted the communication campaign for the 1991 Census. The processes of impression-management are subtle and do not reside in such sources as internal files. The process operates through the internalised ethos and corporate values inculcated in the minds of senior staff within the Bureau and is best conceptualised as a mindset, reflected in outcomes. I have used the term mindset to cover the process of converting abstract values into specific guides for action�fora discussion of this process see Hall (1977, pp. 69 - 83). This mindset is well-illustrated by the issue of compulsion�the obligation to complete a census form. At one level the ABS procedures are impeccable: cleared through the federal parliament and the Privacy Commissioner�and it is this form of discourse that is documented in internal files. The procedures do not, however, enable respondents to make an informed decision about whether the census is compulsory and about the ramifications for non-compliance. The mindset operating here is based on the value of the census to the ABS�the census is good for the ABS�it generates revenue and legitimises the role of the organisation. The thesis presents data which establishes that there is a significant gap between the organisational image of the census (in the corporate mind of the ABS) and that perceived by householders. The mindset of the ABS is clearly evident in the procedures adopted on this issue. The main finding of this thesis is that many of the processes underlying the development of the 1991 Census communication campaign were subtle environmental influences. These reflected the internal dynamics of the ABS, and its ability as an institution to control the communication environment through addressing the needs of other major organisations, such as the media, and the release of selective information to specific target audiences. In this context, institutional dynamics, more than decisions by individual managers, influenced the conduct of the campaign. The process of propaganda, therefore, is implicit in the 1991 Census rather than explicit�a distinction, in terms of process, drawn by Pearlin and Rosenberg (1954) in their examination of propaganda techniques in institutional advertising. It should also be acknowledged that whilst the author did have privileged access to information, there is no information contained in this thesis that would not be publicly available. The majority of primary sources are reports published by the ABS or papers delivered by Bureau staff at a range of fora. Permission was sought from the ABS for assistance in obtaining access to information and this was readily granted.

The purpose of this research was to determine whether there are differences in the correctional approach of the federal government and the state of Arizona. To determine if those differences exist, a comparative study was done which looked at the mission statements, programs and services offered to inmates, cost, and recidivism rates at both the Federal Bureau of Prisons and the Arizona Department of Corrections. Because differences were found to exist between the two levels of government, a policy recommendation was formulated to discuss how the Arizona Department of Corrections could implement new programs in order to have more success like its federal counterpart.

Abstract Anslinger became the first Commissioner of Narcotics in 1930, although he had had only sporadic contact with narcotic control.1 Nonetheless, his more than ten years of government experience affected his attitude toward law enforcement and addicts. Anslinger was born in 1892 in Altoona, Pennsylvania. His father worked for the Pennsylvania Railroad, and while Anslinger went to high school and then to Pennsylvania State College, he also worked for the railroad during the summers, doing maintenance and landscaping and occasionally investigating suspicious incidents for the railroad’s captain of police. Later, when the police captain became the state fire marshal, he offered Anslinger a job compiling statistics and investigating instances of suspected arson. In 1917, after the United States declared war on Germany, Anslinger was employed in Washington in the Ordinance Division of the War Department, where his chief task was to oversee government contracts. Ordinance officers were unpopular in Washington; the public expected young men to fight abroad and, when the opportunity came, Anslinger volunteered to the State Department which was looking for reliable German-speaking employees to work in Holland. He recalls being assigned to “check up on ... and straighten out” the indirect American contacts with the Kaiser in order to let the German ruler know that President Wilson wanted him to stay on after the war, but Anslinger failed, obtaining from the whole episode only the Kaiser’s field utility kit which he later gave to the Smithsonian. In 1921 he took the necessary examinations and was appointed to the rank of vice-consul.

Abstract The production of oil and gas in the offshore waters of the United States continues to be a major part of US energy extraction activities amounting to just less than a third of total US oil and gas production. However, this industry has been marked by occasional safety and environmental disasters including most famously the Deepwater Horizon explosion and oil spill that resulted in the deaths of 11 workers and the release of more than 130 million gallons of oil in to the Gulf of Mexico. In response, the Bureau of Safety and Environmental Enforcement (BSEE) was created in 2011 to separate enforcement activities from federal lease management activities and reduce the possibility for conflicts of interests and regulatory capture. This paper presents an analysis of the safety and environmental performance of the US offshore oil and gas industry in the years before and after the creation of the BSEE to quantify the changes in the industry record and the level of risk that remains. Recorded events including fires and explosions, spills, and gas releases, collisions, and injuries and fatalities are included in the analysis. The overall level of exposure is estimated based on rig counts and oil and gas production quantities since detailed employment records by facility are not available. Data is sourced from the BSEE, Bureau of Labor Statistics (BLS), and the Energy Information Agency (EIA). In addition to linear regression analysis of trends, this paper presents the results of a random forest-based machine learning investigation of the characteristics of safety and environmental incidents to evaluate the most significant contributors that remain, especially those amenable to control through engineering system design. Facility type, water depth, distance to shore, and time of day or year in the relevant incident reports were included in the input dataset for the random forest model. Results indicate that the overall oil and gas industry has become safer in recent years, though significant risks remain. It is yet unclear whether the BSEE approach bears any responsibility for this change as the data are not yet sufficient to declare the post-2011 period as statistically significantly improved from prior years, though additional data in line with 2016–2017 level of performance would satisfy this condition. The random forest model indicates that increased risk is associated with time of day, quarter of the year, water depth, and distance to shore. Data quality concerns remain present as minor incidents and injuries may be under-reported. BSEE enforcement does not appear to be a direct cause of the noted improvements.

There are far reaching changes occurring in the information industry, including the world of official statistics. The Australian Bureau of Statistics (ABS) is planning to put the user at the centre by giving to them a chance to speak directly with our data. Our catch cry has become ‘freedom to share data will make data more valuable – but only if it’s managed differently.’ The ABS mission is “We assist and encourage informed decision-making, research and discussion within governments and the community, by providing a high quality, objective and responsive national statistical service.” Informed decision making presupposes a level of statistical ability which we know needs development within the Australian community. The ABS has an important leadership role in improving the statistical capability and literacy of our current and future customers. Our statistical output and communication strategy is vital to achieve the aspirational goal of a citizenry that uses statistics to make sensible, informed decisions, whatever their job, community or situation. This paper outlines some aspects of the ABS output and communication strategy, how it has changed and how the strategy increasingly supports a diverse range of customers and their requirements. The paper finishes by examining a range of innovative ABS outputs that have a stronger focus on building statistical capability in communities with lower statistical literacy, such as our youth community.

"Objectives—Linking national survey data with administrative data sources enables researchers to conduct analyses that would not be possible with each data source alone. Recently, the Data Linkage Program at the National Center for Health Statistics (NCHS) released updated Linked Mortality Files, including the National Health and Nutrition Examination Survey data linked to the National Death Index mortality files. Two versions of the files were released: restricted-use files available through NCHS and Federal Statistical Research Data Centers and public-use files. To reduce the reidentification risk, statistical disclosure limitation methods were applied to the public-use files before they were released. This included limiting the amount of mortality information available and perturbing cause of death and follow-up time for select records. Methods—To assess the comparability of the restricted-use and public-use files, relative hazard ratios for all-cause and cause-specific mortality using Cox proportional hazards models were estimated and compared.
