During the thirteenth and fourteenth centuries, people in north China took advantage of a Mongol policy that gave Buddhist officials a status equivalent to what civil officials enjoyed, as a strategy for family advancement. Monk Zhang Zhiyu and his family provide a case study of an emerging influential Buddhist order based at Mount Wutai that connected the Yuan regime with local communities through the kinship ties of prominent monks. Within this Buddhist order, powerful monks like Zhiyu used their prestigious positions in the clerical world to help the upward social mobility of their lay families, displaying a distinctive pattern of interpenetration between Buddhism and family. This new pattern also fit the way that northern Chinese families used Buddhist structures such as Zunsheng Dhāranῑ pillars and private Buddhist chapels to record their genealogies and consolidate kinship ties.

This article summarizes major elements of the recent scandal of sexual misconduct by Roman Catholic priests and brothers: the phenomenon of child and adolescent abuse as engaged in by the Catholic clergy; whether the promise of lifetime celibacy is at the root of the problem; the adequacy of seminary education about sexuality and its exercise; and the vigilance of seminary faculties in identifying and dismissing unworthy candidates. The article also examines certain bishops' repeated assignments of offenders to parish duties (whether or not based on ignorance of the deep-seatedness of the pedophiliac tendency), their failure to respond properly to molestation charges by victims' families or victims themselves, lawsuits for adequate compensation brought by abused persons, and diocesan responses through legal counsel. Finally, it reports actions by the U.S. bishops and Roman See, new Catholic lay organizations offering administrative assistance to bishops, and other remedies apart from the alteration of church structures.

Background: Intimate partner violence (IPV) among immigrant women is a serious public health problem. Churches and clergy play a fundamental role in their lives, as a form of social organization and alternative to community services. Purpose: To describe the implementation and evaluation of an intervention for Korean American faith leaders designed to increase knowledge about IPV and about resources to handle IPV, strengthen attitudes that do not support IPV, enhance self-efficacy to handle IPV, and increase prevention and intervention behaviors about IPV. Methods: Korean American faith leaders in a Southeastern state of the USA were invited to participate in the study ( n = 55). Participants completed two online assessments: baseline and a 3-month follow-up. After the baseline assessment, participants were randomized to either the intervention ( n = 27) or the control ( n = 28) group. The intervention consisted of three online modules, each taking approximately 30–45 min to complete. Modules were developed based on the researchers’ work with Korean American faith leaders. Assessments and interventions were available in Korean and English. Results: Compared to the control group, the intervention group significantly improved their knowledge of resources and enhanced attitudes against IPV. The intervention group increased their self-efficacy and behaviors to prevent IPV more than the control group, but these changes were not statistically significant. Conclusions: The online training provided a safe and convenient environment for the Korean American clergy, for whom anonymity and convenient access were important. Results are promising, but highlight the need to include more specific training of skills, which could be incorporated into the online modules in the form of an avatar. This online training could serve as a template to be adapted for other immigrant groups.

The purpose of this research is to help clergy families who have been hurt and been abused by congregation in their circuits. This is a sporadic in many churches, particularly in mainline churches. The study is dealing with clergy, minister and their families who have been attacked in the church chapel even in the manse. Most circuits when a clergy is sent to their circuits to sever, congregation thinks they own the church, they own the manse, they think they can do whatever they want, and abuse the clergy families. This thesis will try to show kinds of leaders the church is having. It will also show how congregation are cruel and easing influence. What makes things worse is that the church faced with church discipline, most of the time clergies are many even today, there are clergies who are in the waiting list waiting for disciplinary hearings as they have been charged, and congregations lay their charges. Since the researcher has been is the church for guide sometime, his experience let him to make a thorough study. It will also try to introduce and make the top leaders to deal with this kind of issue thoroughly. That is why most children of clergy families when growing up they are also wounded emotional It is the wish of the researcher to equip church leaders and to help clergy families to deal with the congregational abuse.

Infidelity of clergy has been defined as a culture, by those who believe in polygamous marriage. Women are often controlled by men and very few societies exhibit an equalitarian relationship. One paramount way in which men control women is through sex and sexual power. Infidelity is abuse because the characteristics of the unfaithful are like those of a battered and the symptoms of the victim are like those of the battered. Sitting in on battered women’s group, I heard the same things-women wanting to go back; full of anger and rage, saying they’d rather be beaten than wonder where their partner was sleeping at night. The researcher is ministering among Pondo and Bhaca people who are no strangers to this oppressing practice. Few marriages in these days last beyond few years, because infidelity has become such an accepted alternative way of living and working out marital problems. The problem disturbed author’s ministry as a junior minister. As result I am researching this problem so as to come out with a theory that will help to address this issue. Clergy spouses approach the act of infidelity very painful, they ended up traumatizing their own spouses, children and their ministry. One of my favourite clergy in Pondo even resigned his pastorate about a year ago due to adultery and fathering a child outside of his marriage. All of these high profile ministers have been involved in some form of infidelity. But still the powerful words from Paul in 1 Corinthians 10:13 “no temptation has overtaken you except such as is common to man, but God is faithful, who will not allow you to be tempted beyond what you are able, but with the temptation will also make the way of escape, that you may be able to bear it”. Today, many churches invite unfaithful itinerant clergies to preach to their congregations unaware of the spiritual poison they are injecting directly into the life blood of their congregations and the Christian community. No wonder many churches are so full of infidelity, dishonesty and immorality of the worst kind. Clergy spouses decided to stay in their marriage are taught forgiveness, so that they can move away from their traumatic experience.

The research deals with trauma and violence as these affect women and children in the parsonage household when the clergy experience brutal attacks by parishioners. It focuses on the clergy households of the Methodist Church of Southern Africa especially within the black congregations. So, the hypothesis to this research is that the clergy, within the Methodist Church Of Southern Africa, are ‘crucified’, but no one cares for their families during these ‘crucifixions’- their well- being, feelings, anxiety and safety and security. No one listens to their stories. No one journeys with them. The only thing the church does, is to transfer the affected minister to another circuit wounded and unhealed. The question dealt with in this research is, where do the clergy go when they go through crisis situations? Do they really need pastoral care? Who cares for their families when they the clergy are the direct victims of violence or emotional attacks? Where do they find healing and counseling? For, it is the children and spouse of the clergy that are adversely affected when the clergy go through crisis, because, when one member of the family suffers, the whole body is affected. The research therefore investigates how the church, especially the MCSA has pastorally responded to the impact these ‘crucifixions’ have had on the emotions of the family members of the clergy; the extent and nature of the traumatic experiences of ministers’ families; the difficulties and problems faced by the church to address these problems and finally, make some personal recommendations to the church to effectively deal with these problems. The research concludes by suggesting a model of pastoral care that will help the church to deal with traumatic experiences of its clergy, for the obligation of the church to concern itself with suffering stems from the Bible where prophets and Jesus teach about love. This therefore, is a demonstration that it is imperative for the church to involve itself through pastoral guidance in dealing with such conflicts and its effects in the lives of ministers’ families. From the beginning of theological education in the United States, pastors, priests, and rabbis have been educated as leaders in public life by being producers of culture. This chapter describes how theological schools prepared clergy for leadership in five social arenas: families, congregations, schools, voluntary societies, and published media. Families were the seedbeds of religious identity and character, congregations became charismatic communities of piety and action, schools developed cultural capital and moral practices, voluntary societies mobilized resources and mass movements to reshape society, and popular media built national communities of religious identity and reform. These five social arenas also operated in harmony for clergy and religious communities to influence public morality and social discourse. Through their leadership in family life, educating youth, writing and publishing, and leading voluntary associations, the clergy mobilized aspects of their religious traditions to shape public narratives, symbols, and practices. In turn, this wider social engagement helped expand and renew the religious traditions they represented.

This chapter demonstrates the pervasiveness of clerical unions and the proclivity of parish priests to form de facto marriages with women. These were enduring unions in which clerics were fully committed to their women and children. Moreover, maintaining a family did not hinder the careers of priests since many clerics were promoted from the minor to major orders, and even to the position of rector, in spite of their unions and households of children. The omnipresence of long-term unions and sexual affairs among the clergy illustrates that forming a sexual relationship with a woman became an element of clerical manliness in medieval Catalunya. Meanwhile, visitation records show that episcopal officials worked not to eradicate clerical unions among the clergy but to prevent the clergy from flagrantly displaying their families in public.

This chapter discusses the clergy as a potential profession for young men. Only a minority of the clergy in the late eighteenth and early nineteenth centuries came from the aristocracy or landed gentry: one expert on the subject estimates that these amounted to about one in five. A much larger number came from families already established in the gentlemanly professions: many clergymen were themselves the sons, grandsons, and even great-grandsons of clergymen, while the fathers of others were lawyers, soldiers and sailors. There were also many who had their origin at a slightly lower social level: the sons of apothecaries, successful shopkeepers, and farmers. On the whole they tended to come from small towns and the countryside rather than the cities, and commercial backgrounds were underrepresented. Only a few are known to have come from humble families, but it was possible for an outsider to rise to the very top of the hierarchy.

Religious and spiritual beliefs can help patients cope and/or prevent them from pursuing certain treatments. Major religions all contain myths about the creation of life—including human beings. Clergy, families, and friends may sanction certain procedures but prohibit others and vary widely, even within any one faith. Religious leaders may oppose a variety of procedures from small to large. Patients can follow or avoid such prohibitions. Patients, family, friends, and providers can misunderstand a religion’s perspectives, making incorrect assumptions and/or disagreeing about whether a particular couple is “meant” to have children. Providers may be unsure how to interact with patients’ beliefs and clergy, especially when the latter, not the patient, is making the decisions.

В статье рассматривается деятельность уфимского епархиального духовенства по оказанию помощи фронту и тылу в годы Первой мировой войны. Автором сделаны выводы о том, что за время войны усилиями духовенства был организован сбор средств на нужды фронта, открывались госпитали, обеспечивались жильем и всем необходимым семьи солдат и беженцев. Уфимское духовенство проповеднической деятельностью внесло весомый вклад в воспитание патриотических чувств в обществе. The article examines the activities of the Ufa diocesan clergy in providing assistance to the front and rear during the First World War. The author concludes that during the war, the efforts of the clergy organized fundraising for the needs of the front, hospitals were opened, and families of soldiers and refugees were provided with housing and everything necessary. The Ufa clergy made a significant contribution to the education of patriotic feelings in society through their preaching activities.

This paper presents new insight into the robust stability analysis of families of matrices described by convex combinations of Hurwitz stable 'vertex' matrices. Significant new insight is provided that removes many misconceptions that currently prevail in this problem formulation. In this connection, careful distinction is made between 'Structured' and 'Unstructured' convex combinations of matrices. The convex combinations arising from an uncertain matrix with interval parameters is labeled as 'structured' convex combinations whereas the convex combinations of 'user specified' Hurwitz stable vertex matrices are labeled as 'unstructured' convex combinations. It is clearly shown that the convex combination property in matrix case is dictated more by the nature of the 'vertex' matrices rather than by simply assigning values to the coefficients of the combination. From this analysis, it is clearly established that 'structured' and 'unstructured' convex combinations are two entirely different problem formulations and one is not a special case of the other as it is currently believed. Thus even the solution algorithms for checking the stability of these matrix families are different. After establishing this distinction, this paper then concentrates on the 'unstructured' case and provides a 'vertex solution' to a specific three vertex convex combination problem. The algorithm is illustrated with several examples. This contribution suggests that there is still considerable research needed to appreciably enhance the knowledge base in the important area of robust stability analysis of matrix families which arise in various applications.

This paper revisits the problem of checking the robust stability of matrix families generated by ‘Unstructured Convex Combinations’ of user supplied or externally supplied Vertex Matrices. A previous solution given by the author for this problem involved complete dependence on the quantitative (eigenvalue information) of a set of special matrices labeled the Kronecker Nonsingularity (KN) matrices. In this solution, the ‘convexity’ property is not explicit and transparent, to the extent that, unfortunately, the accuracy of the solution itself is being questioned and not embraced by the peer community. To erase this unforunate and unwarranted image of this author (in this specific problem) in the minds of the peer community, in this paper, the author treads a new path to find a solution that brings out the convexity property in an explicit and understandable way. In the new solution presented in this paper, we combine the qualitative (sign) as well as quantitative (magnitude) information of these KN matrices and present a vertex solution in which the convexity property of the solution is transparent making it more elegant and accepatble to the peer community, than the previous solution. The new solution clearly underscores the importance of using the sign structure of a matrix in assessing the stability of a matrix. This new solution is made possible by the new insight provided by the qualitative (sign) stability/instability derived from ecological principles. Examples are given which clearly demonstrate effectiveness of the new, convexity based algorithm. It is hoped that this new solution will be embraced by the peer community.

Examples of them are the Burch, Ronchi, Linnik-Smartt and line diffraction interferometers. Another possible aspect to consider for classification, is to know if the reference wavefront is self-contained in the test wavefront. Therefore, if we do these type of classification of the interferometers, within the two above mentioned aspects, some families of interferometers can be obtained, each family showing its particular advantages or disadvantages.

Based on the materials of fiscal documentation, the article presents the results of study of the dynamics of merchant entrepreneurship in five cities of the Tula province (Belev, Venev, Kashira, Krapivna and Odoev) with their counties during the period from 1868 to 1878. It is shown how roads and railways construction (by the example of Moscow-Kursk railway) as well as a change in the number of consumers under the influence of seasonal work migration growth and some other factors influenced on the development of urban and rural entrepreneurship in general and merchant entrepreneurship in particular. This research also considers various strategies that the merchants used to manage their trading establishments: hired clerk involvement or the use of human resources of their own families. An attempt to identify the circumstances that influenced the entrepreneur’s choice has been done.

This paper presents an extended formulation of the basic continuation problem for implicitly-defined, embedded manifolds in Rn. The formulation is chosen so as to allow for the arbitrary imposition of additional constraints during continuation and the restriction to selective parametrizations of the corresponding higher-co-dimension solution manifolds. In particular, the formalism is demonstrated to clearly separate between the essential functionality required of core routines in application-oriented continuation packages, on the one hand; and the functionality provided by auxiliary toolboxes that encode classes of continuation problems and user-definitions that narrowly focus on a particular problem implementation, on the other hand. Several examples are chosen to illustrate the formalism and its implementation in the recently developed continuation package COCO and auxiliary toolboxes, including continuation of families of periodic orbits in a hybrid dynamical system with impacts and friction as well as detection and constrained continuation of selected degeneracies characteristic of such systems, such as grazing and switching-sliding bifurcations.

We apply the method of multiple scales (MMS) to a well known model of regenerative cutting vibrations in the large delay regime. By “large” we mean the delay is much larger than the time scale of typical cutting tool oscillations. The MMS upto second order for such systems has been developed recently, and is applied here to study tool dynamics in the large delay regime. The second order analysis is found to be much more accurate than first order analysis. Numerical integration of the MMS slow flow is much faster than for the original equation, yet shows excellent accuracy. The main advantage of the present analysis is that infinite dimensional dynamics is retained in the slow flow, while the more usual center manifold reduction gives a planar phase space. Lower-dimensional dynamical features, such as Hopf bifurcations and families of periodic solutions, are also captured by the MMS. Finally, the strong sensitivity of the dynamics to small changes in parameter values is seen clearly.

In this paper we wish to present a preliminary attempt at confronting these prospects. Because the data is still very limited at present and also conceptually new, it’s a new, unfamiliar, and unrelenting world to pursue. We need a paradigm shift away from our familiar single-point conceptualization in order to effective approach the new world of truly spatial ocean waves.

To express someone elses’s opinion, German language uses a special verb form, Konjunktiv I. This (or similar) form does not exist in Czech, and it clearly indicates that the speaker is not the author of the communicated information, and therefore s/he is not ready or willing to take responsibility for the communicated content. Current global political issues increase the frequency of using Konjunktiv I. If we want to correctly understand the original texts presented by German newspapers, we need to be familiar with the given grammar issue. A specific project implemented in 2021 at the Faculty of Education in Hradec Králové also dealt with the issue of expressing a foreign opinion. The results of the project are presented in this article.

Fish assemblages as reflected from coastal land use in mangrove estuary of Ban Laem District, Phetchaburi Province, Inner Gulf of Thailand had been conducted seasonally during December 2012 and October 2013. Samplings were conducted in blood cockle farms, public benefit channel, mangrove fringe area and Ban Laem estuary, using a push net at both day and night. A total of 29,287 individuals belonging to 11 orders 33 families and 54 species were collected. The Carangidae was by far the most speciose (6 species), with Arius maculatus numerically dominating (15,989 individuals, 54.59%). The highest number of individual was recorded in mangrove fringe area (21,051 individuals, 71.88%) in May (18,642 individuals, 63.65%) at day catches (22,149 individuals, 75.63%). The highest value indices of diversity, richness and evenness were 2.59, 3.65 and 0.88 respectively, recorded in mangrove fringe area in October. ANOSIM analysis showed a clearly significant difference of species compositions and abundance among sites, seasons and between day and night (p=0.001). Catches consisted primarily of juveniles or small-sized fishes, indicating that the area is important as a nursery ground. The findings of this study have implications for the conservation and management of mangrove and fisheries resources in Ban Laem and adjacent areas in the inner Gulf of Thailand.

Systematic information on all aspects of agriculture is a significant tool in finding solutions to various problems. This project was initiated to develop a searchable database on taxonomy, host plants, geographic distribution, economic importance and control of scale insects (Hemiptera: Coccoidea). A systematic database has been developed for 17 families of scale insects, namely, Aclerdidae, Asterolecaniidae, Beesoniidae, Carayonemidae, Cerococcidae, Coccidae, Conchaspididae, Dactylopiidae, Eriococcidae, Halimococcidae, Kerriidae, Lecanodiaspididae, Micrococcidae, Ortheziidae, Phenacoleachiidae, Phoenicococcidae and Pseudococcidae. These databases are now available on the Internet in ScaleNet - A Searchable Information System on Scale Insects - a Systematic Database of the Scale Insects of the World, (URL: http://www.sel.barc.usda.gov/scalenet/scalenet.htm ). Since 1997, the year in which ScaleNet was first placed on the Internet, this site became the best worldwide source of information on scale insects. The most reliable evaluation is that the site was 'visited' during 1999 by more than 50,000 users. Messages from the clientele of the site clearly indicate that it is widely used by researchers, applied entomologists, quarantine officers, students as well as the general public.

Mycoplasma bovis and M. agalactiae are two phylogenetically related mycoplasmas which cause economically significant diseases in their respective bovine or small ruminant hosts. These organisms cause persistent asymptomatic infections that can result in severe outbreaks upon introduction of carrier animals into susceptible herds. Little is known about the mechanisms underlying mycoplasma-host interaction, variation in virulence, or of the factors enabling avoidance of the host immune system. In recent years it has become apparent that the ability of pathogenic microorganisms to rapidly alter surface antigenic structures and to fine tune their antigenicity, a phenomena called antigenic variation, is one of the most effective strategies used to escape immune destruction and to establish chronic infections. Our discovery of a novel genetic system, mediating antigenic variation in M. bovis (vsp) as well as in M. agalactiae (avg) served as a starting point for our proposal which included the following objectives: (i) Molecular and functional characterization of the variable surface lipoproteins (Vsp) system of M. bovis and comparison with the Vsp-counterpart in M. agalactiae (ii) Determination of the role of Vsp proteins in the survival of M. bovis when confronted by host defense factors, (iii) Assessment of Vsp-based genetic and antigenic typing of M. bovis and M. agalactiae for epidemiology of infection and (iv) Improvement of diagnostic tests for M. bovis and M. agalactiae based on the vsp-and vsp-analogous systems. We have carried out an extensive molecular characterization of the vsp system and unravelled the precise molecular mechanism responsible for the generation of surface antigenic variation in M. bovis. Our data clearly demonstrated that the two pathogenic mycoplasma species possess large gene families encoding variable lipoprotein antigens that apparently play an important role in immune evasion and in pathogen-host interaction during infection. Phase variable production of these antigens was found to be mediated by a novel molecular mechanism utilizing double site-specific DNA inversions via an intermediate vsp configuration. Studies in model systems indicate that phase variation of VspA is relevant in interaction between M. bovis and macrophages or monocytes, a crucial stage in pathogenesis. Using an ELISA test with captured VspA as an antigen, phase variation was shown to occur in vivo and under field conditions. Genomic rearrangements in the avg gene family of M. agalactiae were shown to occur in vivo and may well have a role in evasion of host defences and establishment of chronic infection. An epidemiological study indicated that patterns of vsp-related antigenic variation diverge rapidly in an M. bovis infected herd. Marked divergence was also found with avg-based genomic typing of M. agalactiae in chronically infected sheep. However, avg-genomic fingerprints were found to be relatively homogeneous in different animals during acute stages of an outbreak of Contagious Agalactiae, and differ between unrelated outbreaks. These data support the concept of vsp-based genomic typing but indicate the necessity for further refinement of the methodology. The molecular knowledge on these surface antigens and their encoding genes provides the basis for generating specific recombinant tools and serological methods for serodiagnosis and epidemiological purposes. Utilization of these methods in the field may allow differentiating acutely infected herds from chronic herds and disease-free herds. In addition the highly immunogenic nature of these lipoproteins may facilitate the design of protective vaccine against mycoplasma infections.

Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.
