Abstract This paper evaluates and compares the ability of two different Jason-1 dual-frequency altimeter algorithms (referred as Tournadre’s and Quartly’s rain flags, respectively) to detect rain events in order to flag rain-contaminated altimeter range measurements. They are based on departures from a defined relationship between the Ku- and C-band radar cross sections observed in no-rain conditions. The algorithms’ performances were assessed via collocations of these dual-frequency-based estimates with rain rates and a rain–no-rain flag from the Tropical Rainfall Measuring Mission (TRMM) Microwave Imager (TMI). The Jason-1–TMI analysis is built upon a yes–no discrimination, which is helpful in providing good insight into the altimeter rain detection flags’ efficiency through estimations of the percentages of hits, misses, false alarms, and correct negatives when compared with TMI measurements. Tournadre’s rain flag, based on a combination of altimeter and radiometer data, gives the best match with TMI estimates, compared to Quartly’s, and also has a higher sensitivity to low-intensity rainfall.

Asset misappropriation, which occurred in the vast majority of fraud schemes, involved stealing or misusing the company’s assets and resources by perpetrators through false invoicing and shell company schemes. False invoicing occurred when a perpetrator created a fictitious vendor for purchasing goods for the employer, used false invoices to make a claim for payment and diverted the fund to its own account. The main purpose of this study is to detect fraudulent billing frauds under the shell company schemes which pose significant risk to the organizations. Shell company operations mainly involve 1) a perpetrator created a shell company, which was only a fictitious name with P.O. Box address, added it to the current vendor master file to facilitate the company’s purchases and also used it to receive payment from false billings; and 2) the shell company was also used as an intermediary to assist the pass-through scheme wherein a legitimate vendor sold goods to this shell company which in turn resold goods to the victim organization with a certain percentage markup on price. Shell company and billing schemes did not receive much attention in prior audit literature and audit practices. This study aimed to investigate the level of effectiveness of red flags in detecting the fraudulent billing schemes from the perspective of auditors (inclusive both external and internal auditors) in Hong Kong and also to explore the effectiveness of fraud data analytics in detecting the billing schemes under the shell companies. For the assessment and perception of red flags for fraud detection, the study extracted a total of 15 red flags from Kassem’s framework and used questionnaire survey to examine the auditors’ responses to red flags in detecting fraudulent billings and release the resultant ranking. Sem-structured interviews were used to obtain data about the effective use of data analytics by auditors to detect fraudulent billings under the shells.

ABSTRACT We explore how chromatic radio frequency interference (RFI) flags affect 21-cm power spectrum measurements. We particularly study flags that are coarser than the analysis resolution. We find that such RFI flags produce excess power in the EoR window in much the same way as residual RFI. We use Fast Holographic Deconvolution (fhd) simulations to explain this as a result of chromatic disruptions in the interferometric sampling function of the array. We also use these simulations in conjunction with Error Propagated Power Spectrum with InterLeaved Observed Noise to show that without modifying current flagging strategies or implementing extremely accurate and complete foreground subtraction, 21-cm EoR experiments will fail to make a significant detection. As a mitigation strategy, we find that circumventing the chromatic structure altogether by flagging the entire analysis band when RFI is detected is simple to implement and highly successful. This demands a detection strategy with a low false-positive rate in order to prevent excessive data loss.

Following the 2016 U.S. election, researchers and policymakers have become intensely concerned about the dissemination of “fake news,” or false news stories in circulation (Lazer et al., 2017). Research indicates that fake news is shared widely and has a pro-Republican tilt (Allcott and Gentzkow, 2017). Facebook now flags dubious stories as disputed and tries to block fake news publishers (Mosseri, 2016). While the typical misstatements of politicians can be corrected (Nyhan et al., 2017), the sheer depth of fake news’s conspiracizing may preclude correction. Can fake news be corrected?

Introduction/purpose: The anomaly-based intrusion detection system detects intrusions based on a reference model which identifies the normal behavior of a computer network and flags an anomaly. Machine-learning models classify intrusions or misuse as either normal or anomaly. In complex computer networks, the number of training records is large, which makes the evaluation of the classifiers computationally expensive. Methods: A feature selection algorithm that reduces the dataset size is presented in this paper. Results: The experiments are conducted on the Kyoto 2006+ dataset and four classifier models: feedforward neural network, k-nearest neighbor, weighted k-nearest neighbor, and medium decision tree. The results show high accuracy of the models, as well as low false positive and false negative rates. Conclusion: The three-step pre-processing algorithm for feature selection and instance normalization resulted in improving performances of four binary classifiers and in decreasing processing time.

The truth value of any new piece of information is not only investigated by media platforms, but also debated intensely on internet forums. Forum users are fighting back against misinformation, by informally flagging suspicious posts as false or misleading in their comments. We propose extracting posts informally flagged by Reddit users as a means to narrow down the list of potential instances of disinformation. To identify these flags, we built a dictionary enhanced with part of speech tags and dependency parsing to filter out specific phrases. Our rule-based approach performs similarly to machine learning models, but offers more transparency and interactivity. Posts matched by our technique are presented in a publicly accessible, daily updated, and customizable dashboard. This paper offers a descriptive analysis of which topics, venues, and time periods were linked to perceived misinformation in the first half of 2020, and compares user flagged sources with an external dataset of unreliable news websites. Using this method can help researchers understand how truth and falsehood are perceived in the subreddit communities, and to identify new false narratives before they spread through the larger population.

Abstract This semiotic landscape analysis probes urban patterns of racial placement and displacement through an archive of music publicity posters. The music poster archive is a site to map the so-called “Chocolate City” of Washington, D.C., in the 1980s, explore its calendars, rhythms, textures, communication technology, history and movements of segregated black life. These posters advertising go-go music, the city's indigenous black popular music, asserted a territory of black economic, cultural and political power. They resisted the narrative of a sanitized “White City” designed for white tourists. The city's cultural entrepreneurs challenged false dominant narratives and public policies that marginalized black urban culture as dangerous and deviant. A crack-down on postering in the late 1990s was an early harbinger of gentrification.

Following increased development on the Cape Flats, the risk of the aquifer becoming contaminated has increased as it is situated below the informal settlement of Khayelitsha (where there is poor sanitation) and the Philippi agricultural area (where fertilisers are widely used).

This thesis draws on David Harvey’s concept of “accumulation by dispossession” and an international political economy (IPE) approach centred on the institutional arrangements and power structures that privilege certain actors and values, in order to critique current capitalist practices of primitive accumulation by the global corporate extractive industry. The thesis examines how accumulation by dispossession by the global extractive industry is facilitated by the “free entry” or “free mining” principle. It does so by focusing on Canada as a leader in the global extractive industry and the spread of this country’s mining laws to other countries – in other words, the transnationalisation of norms in the global extractive industry – so as to maintain a consistent and familiar operating environment for Canadian extractive companies. The transnationalisation of norms is further promoted by key international institutions such as the World Bank, which is also the world’s largest development lender and also plays a key role in shaping the regulations that govern natural resource extraction. The thesis briefly investigates some Canadian examples of resource extraction projects, in order to demonstrate the weaknesses of Canadian mining laws, particularly the lack of protection of landowners’ rights under the free entry system and the subsequent need for “free, prior and informed consent” (FPIC). The thesis also considers some of the challenges to the adoption and implementation of the right to FPIC. These challenges include embedded institutional structures like the free entry mining system, international political economy (IPE) as shaped by international institutions and powerful corporations, as well as concerns regarding ‘local’ power structures or the legitimacy of representatives of communities affected by extractive projects. The thesis concludes that in order for Canada to be truly recognized as a leader in the global extractive industry, it must establish legal norms domestically to ensure that Canadian mining companies and residents can be held accountable when there is evidence of environmental and/or human rights violations associated with the activities of Canadian mining companies abroad. The thesis also concludes that Canada needs to address underlying structural issues such as the free entry mining system and implement FPIC, in order to curb “accumulation by dispossession” by the extractive industry, both domestically and abroad.

This thesis proposes an alternative sewer and storm water management strategy for a newly proposed mixed-use light industrial community that is to reside on the 10.0 hectares Trillium & city park site. This site is currently up for redevelopment on the False Creek Flats of Vancouver. The potential environmental impacts of this development on the adjacent False Creek Inlet, and the Pacific Ocean will be fairly significant if new ecological models of sewer and storm water management are not implemented. The methodology is broken down into five parts. The first section describes the local policies and that are centered on water quality and protection. The second section describes the natural hydrological cycle, and how the conventional sewage and stormwater system disrupts the natural interaction of water with the landscape. This is followed by a brief outline of the environmental impacts that are associated with conventional stormwater and wastewater treatment. The third section explores some of the precedents and case studies that have successfully implemented alternative stormwater and wastewater management strategies on the community level. The fourth section gives a description of the Trillium site, covering the history and its present day conditions. The fifth section outlines the design program for the Trillium site that is based on the outcome of the preceding analysis. The final section proposes an alternative sewage and stormwater management design for the Trillium site based on the findings described in the design program. In conclusion the final design proposal for the Trillium site illustrates how an alternative sewage and stormwater management model can be effectively implemented into a community design to meet specific environmental water quality standards and local policy. However, the healing and ongoing protection of local waterways would require that all communities throughout the city and the Lower Mainland adopt similar alternative systems. The central idea then is to prohibit pollution of water altogether, rather than simply permitting specified amounts of pollutants into the environment. Only then will we really start to live in closer harmony with the natural world.

High-technology and information technology industries represent a growing component of 'new economy' sector activities. Cities around the world often perceive these industrial and commercial activities to be high-growth in nature, bringing economic advantages and benefits to the cities where they are situated within. Concentration of hightechnology and information technology economic activity in cities has resulted in the formation of localstrategies and related policy initiatives aimed at attracting these sector industries into designated areas. Initial problems that ensued revolved around questioning the legitimacy, effectiveness and appropriateness of implementing these policy initiatives, which were characteristic of 'induced' development. Impacts on broader issues regarding the city's space-economy and structure were often not taken into account in these implemented high-technology led strategies and policies. This thesis responds to these problems by addressing the planning imperatives of initiating high-technology sector led development in urban environments. False Creek Flats was the primary case study examined in this thesis. Due to the proximity of the False Creek Flats site to Vancouver's metropolitan core, a research concentration on the inner-city is carried throughout the thesis. The research objectives and question are aimed at examining challenges posed to planning by following a particular policy and city initiated development path for high-technology sector concentration in False Creek Flats. Objectives are focused around the purpose of conducting a policy analysis on the process and initiatives for high-technology policy formation that occurred over the past decade in False Creek Flats. The research methodology consisted of gathering relevant and informing data and theories through an academic literature review. Information derived from editorial sources was also utilized to situate issues directly related to the primary case study. City of Vancouver policies, documents and sources represented a majority of the primary sources pertaining to the policy analysis of the high-technology framework for False Creek Flats. An internship conducted with the City of Vancouver Central Area Planning Division contributed to gaining access to information and planning perspective on the Flats high-technology led strategy. The stated imperatives to planning are based on False Creek Flats high-technology led strategy's classification as a primarily induced development. Imperatives exhibited in the policy framework formation and details are the importance of the proactive and assertive stance taken by the City of Vancouver and Planning Department. Flexibility, evolution and innovation to formulate new planning responses to deal with the problems and opportunities of implementing high-technology initiatives in the Flats were found to be essential. Planning implications for this case study include the ability to examine the issues from a broader perspective to take into account ramifications on existing city policy, structure and function. These planning elements are going to be critical in maintaining the original guiding principles, vision and goals for high-technology sector concentration in False Creek Flats.

This project will explore public space design possibilities for one of Vancouver's major geomorphologic landscape edges: the Clark Drive escarpment and the East False Creek Flats. Once a tidal wetland that formed the eastern margins of False Creek, the area has been home to industrial and rail operations for the last century. In recent years, widespread interest for these lands has emerged in the face of changing land-use zoning and development opportunities. Increasingly, these interests are being translated into large-scale 'big box' business and commercial developments. It is argued, however, that an area such as this, one of great physical prominence in the heart of the urban social fabric with a unique blend of aesthetic and experiential potentials, must be planned and prioritized through a scope of social interaction and public spaces. A literature review on theories of urban landscape edges provides the initial ideological thrust of the project. Second, an examination of the City's public open space planning policies is compared with an overview of existing uses of Vancouver's major geomorphologic edges to discern possible connections between how we perceive our city and how we plan for it. In response, the role of these edges in a diversified public open space system is expanded upon using one of these geomorphologic edges, specifically the Clark Drive escarpment and East False Creek Flats, as a vision for social interaction. A detailed portion of this larger site is then the focus of a more intimate series of design interventions. The conclusions drawn herein offer insight into the nature of successful public places, ones that are strategically located, contextually responsive, highly used, and multifunctional. It is also recognized that great public places must function at a multitude of scales, as both centres for local activities and as components of larger wholes. Moreover, how we plan and prioritize for public open space is crucial not only to the success of the many individual places in and of themselves, but also to the success of the larger region in its ability to install in its users a strong sense of place and identity.

The city remains one of humanity’s greatest challenges, demanding solutions to complex problems that arise from a network of interoperating systems at different scales. As urban centres densify across Canada, the dialogue of how to create vital, highly functioning mixed-use communities within urban environments is of utmost importance. This thesis assesses the methodologies designers have used to handle this issue, and proposes analytical and generative tools that contribute to a framework for emergent outcomes to assist balancing multi-scalar overlapping variables. This framework is tested on a site rich in conflicting contextual cues: the False Creek Flats in Vancouver, British Columbia. Following a hierarchy of urban, building, and pedestrian scales, information from analysis is implemented into design processes and critical response. Focusing on issues of connectivity, responsivity, and identity, the design proposal synthesizes the outcomes into a new district and building typology based on three dimensional environmental and social constraints.

Abstract (sommario):
The following is a study in nondestructive health monitoring wherein the physical system being studied is excited near resonance and mapped through its transition from health to failure. The system studied is a slender cantilever beam excited near its second natural frequency. For this study, no damage is initiated and so it comes in contrast to the more common techniques where the damage type and location allow for an element of control in instrumentation and analysis. The method implemented allows for health monitoring in situ, so it does not require stopping the event to do system testing, as is the case for many common approaches. Moreover, this method, implements a nonlinear model of the physical system, avoiding false flags that can be problematic for linear-based methods when applied to systems demonstrating healthy nonlinear behavior. The method, known as Nonlinear Model Tracking (NMT) uses a theoretical model of the system that includes a cubic nonlinear stiffness term. Experimentally, stimulus and response data are collected and used in Continuous Time-based system identification to estimate the system’s nonlinear stiffness coefficient. Harmonic fitting to the two recorded data sets allow for robust performance in the presence of noise and variations in the system geometry show that, even in cases where the nonlinear model is not accurate for the system being studied, the method works consistently. In many of the tests the method gives premonition of failure hours in advance, which would in many real world scenarios, gives users time to react safely. This study focusses particularly on varying inputs to the system and attempting to map changes in parameter estimation to stages of damage.

Abstract It is difficult to guarantee the welding quality of inserted fillet welds because of its special geometry and complicated stress condition. For the low detection efficiency of the conventional ultrasonic testing method, the false detection and the missed detection of the flaws occur frequently. For the above reasons, a new testing method is presented in this paper which based on the common structure characteristics of inserted fillet welds. The key point of this new method is to put the flexible phased array on the internal surface of the tube during the detection. The beam focusing model of flexible phased array is theoretically analyzed. The simulation on the acoustic field and defect response with CIVA software are completed to determine the phased array parameters, including array elements, array element size, deflection angle, ultrasonic frequency and so on. Then, a special ultrasonic detection system is designed and fabricated for testing the inserted fillet welds. In addition, the specimen of the inserted fillet welds with artificial flaws is manufactured and experiment research is carried out. Finally, the quality detection of actual product is successfully implemented. The results indicate that this technique can effectively detect the typical flaws such as crack, slag, porosity, etc.

Abstract The ideal Non Destructive Evaluation/Examination process should be carried out using a fully automated system: planning, execution, evaluation and reporting would be all tasks performed by automated technologies and artificial intelligence that don’t need human intervention, thus taking the Human Factor out of the equation. Not yet reaching this level of automation, it is still possible to improve the overall quality of the NDE process to increase both speed and quality, while maintaining safety. Ultrasonic Testing NDE is considered a safe, portable and reliable inspection method. Detection and characterization depends upon factors like technician’s experience and skills, especially for shear wave UT, where an amplitude vs time signal, the A-Scan, is the only given information from the specimen to be examined. With this technique there is very little digital data saved, often in the form of screenshots. The evolution of shear wave UT was represented by the use of an array probe with the Phased Array technique: the new capabilities of simultaneously steering the beam in multiple directions and combining all the A-Scans in images together, has made it easier to interpret any anomalies found during inspection. However, skill and experience are still very important factors to avoid false positive and false negative results. For example, focusing distance from the array probe and false signals from mode conversion may lead to the wrong conclusions. Ultrasonic imaging technology based on full matrix capture has the intrinsic ability to improve interpretation over more conventional techniques such as PA UT or shear wave UT since it provides information not only about the size of flaws, but also on their geometry in terms of horizontal and vertical extent.

Ultrasonic nondestructive evaluation (NDE) enables the inspection of materials with respect to flaws and microstructural anomalies. The manufacturing of titanium billets leads to the creation of microtextured regions (MTRs) which are a collection of grains with partially-aligned crystals axes. During ultrasonic inspections for detrimental inclusions, such as hard alphas, MTRs can sometimes lead to false positives indications. However, a detailed understanding of the interaction between an ultrasonic wave and an MTR is still the subject of on-going research. In this work, a Ti6Al4V billet was scanned ultrasonically and potential indications were identified as possible MTRs. From the billet, 2” cubes were removed with the goal to center the indications within the cubes. Additional ultrasonic measurements on the cubes then reveal the strong dependency of the angular scattering from the region of the original indication. The results are expected to provide additional insight into the detection and characterization of MTRs.

A programmatic inspection of both old and replacement Reactor Pressure Vessel (RPV) heads is required by US nuclear utilities in response to the observed cracks and in some cases, leaks. Flaws can initiate either in the nozzle pipe, or in the J-Groove weld between the nozzle and the head. Inspection of the J-groove weld surface has historically been performed by eddy current (ET) or die-penetrant (PT) methods (Reference 1). Both approaches require complex robotic delivery mechanisms, are time consuming to perform, and are subject to false positive indications, or missed calls due to the very complex geometry. A new field-deployable photothermal non-destructive examination (NDE) system has been developed that offers distinct advantages over the ET or PT approach. A laser is scanned to heat a short line (∼20mm) on the material surface. Heat propagation perpendicular to the line is tracked with an IR imaging device. By appropriate signal processing, the image can enhance temperature change gradients indicative of cracks or material flaws. The method can be applied from up to 2 meters away from the surface and the detailed surface scans can be an optical scan rather than a complex-motion contacting tool scan of the surface. This paper outlines laboratory performance of the photothermal NDE system, discusses potential advantages over existing technology for RPV head J-groove inspection, and outlines additional developments for full field implementation.

APVV-17-0217.Every year fires cause big damage to society, property, environment, buildings and infrastructure and pose a threat to life and health of persons in endangered areas. In most cases arson serves as insurance fraud or cover up any crime (e.g. robbery, embezzlement). However, there may be other reasons, e.g. in the case of the Commission of the European Union, the use of the product in envy, hatred, threats, blackmail, competitive struggle. Or social, political, or ethnic differences. In several cases, arson was used as a so-called 'arson attack'. The false flag, that is, the arsonist used the fire to accuse his enemy and took advantage of the wave of recourse that subsequently was raised against him. The circumstances of the cause and the fire are under investigation. After extinguishing a fire, it is standard procedure to seek and then either confirm, refute or further examine the possibility of intentional formation. In most countries of the world, arson is treated as a crime and seen as harming a stranger or a threat to life.
