Abstract (sommario):

The purpose of the study was to develop suitable information structures to sup port main processes of facilities management (FM). The approach chosen to create these structures was to develop a generic FM process model and a building product model. The research method used was a system analytical approach involving the definition of activity models and object-oriented conceptual schemas. The existing national construction classification system (the BSAB System) was an important point of departure in the research work.

The resulting models were evaluated through prototyping. Three different prototypes were developed,: the Klara prototype (a system for plantring, operation and maintenance of building services systems), the Blandaren prototype (an object oriented database system for FM) and the Kronoberg prototype (a GIS like system for facilities management information). All the prototypes used data from real facilities. The prototype systems demonstrated that the product model @S-model) fulfils the requirements of flexibility, stability, adaptability, com prehensibility and cost-effectiveness, which are discussed in this thesis. The ge neric process model, which was mainly tested in one of the prototypes, should provide better conditions for integration by capturing main aspects of the es sence of FM and by providing an overall structure for information handling within FM.

In parallel with the evaluation of the prototype work, a conceptual schema (the Spatial Arrangement Model) was developed. Tbis is based on experiences from the prototypes and done in collaboration with the standardisation work for building construction within the STEP (STandard for the Exchange of Product model data) activity.

The overall result of the research provides basic prerequisites for the develop ment of commercial IT systems for FM as well as an input to international stan dardisation efforts

This thesis explores lean principles and visual management technology integration in facilities management systems. At the very core of the facilities management industry is the perception of strategically linking the facilities management department with the enterprise holistically. This has been an on-going development through recent years. The global recession of 2008 brought about socio-economic, socio-political and socio-technical constraints prompting world governments to establish leaner more efficient, value added initiatives. This trickled down to governments, universities and organisations globally. By embracing lean principles, visual management technologies, and establishing a lean visual management workplace the facilities management department within these organisations will establish a more strategic alliance with executive leadership. In turn achieving their goal of offering value based facilities management services. The overall aim of the research is to evaluate the potential of lean principles, specifically visual management technologies to improve efficiency, transparency, and value in developing a facilities management knowledge systems. A design science philosophy with an action research approach framework is presented. Combined with a Soft Systems Methodology approach applied to improve the case studies findings and establish the real life problem statement. The researcher applied Soft Systems Methodology 5E's of: efficacy, efficiency, effectiveness, ethically and elegantly, to the action learning curve. Qualitative research methods such as semi-structured and unstructured interviews, questionnaires, and field observation were conducted. The research case study is limited in scope to one UK university estates and property services departments' lean journey and their third party outsourced facilities management service provider. The research acknowledged that a lean visual workplace management system could be introduced in a service industry such as facilities management. However, the findings suggest that greater emphasis should be placed on organisation change management issues such as lack of trust, and resistance to change, concurrently, as part of the lean visual management journey. Nevertheless, the foundation of a lean visual facilities management learning environment was established.

Facilities management (FM) is a fast emerging industry and a field that deserves a far greater degree of academic inquiry. The common practice of FM service outsourcing and the lack of a theoretical unpinning create a gap in the field of FM. This study is initiated by the phenomena in FM service outsourcing: the frequent change in service providers appears to be common in FM service outsourcing. This urges a study on the outsourcing relationship in the field of FM. The issues that influence FM service outsourcing relationships vary according to different economic climates, organizational resources, FM service characteristics, etc. This study aims to investigate FM service outsourcing relationships from human interaction perspective as humans are regarded to be an important element in FM service outsourcing relationships. From a human interaction perspective, this study sheds lights on the relationship factors and their manifestation. Previous studies on outsourcing have developed a series of relationship factors that influence outsourcing relationships. However, the significance of these relationship factors varies according to different types of outsourcing relationships. In addition, the manifestation of relationship factors is not sufficiently elaborated in those studies. According to social exchange theory, relationship factors are defined as norms that reflect the influential attributes of a relationship or characteristics of the outsourcing process. Therefore, it is postulated that trust, openness, flexibility, coordination, cooperation and integration are influential relationship factors that affect FM service outsourcing relationships with support of social exchange theory. To test the hypothesis, empirical studies had been carried out within the Hong Kong Facilities Management Industry. Qualitative research approach was adopted in the empirical studies – in-depth interviews and case studies were conducted. Findings reveal that trust, openness, flexibility, coordination, cooperation and integration are significantly reflected in the interviews with FM managers. The manifestation of relationship factors is correlated with each other. It is found that trust, openness and flexibility manifest themselves through the process of coordination, cooperation and integration. The empirical results of this study have highlighted significant issues for FM service outsourcing and provided profound implications for FM managers in managing FM service outsourcing relationships.

The African urban marketplace environment (MPE) is a space with deep cultural significance forming a focal point of economic and social life in African societies. Every African irrespective of their social status has contact with the marketplace. It is an influential, complex and highly dynamic space that deserves to be effectively managed. However, one significant challenge faced in the management of African marketplaces is how best to manage solid waste in order to provide a safe and clean environment. There is evidence in literature that inadequate solid waste management (SWM) in MPE is related to the attitudes of the market users, which has been incessantly tagged as ‘poor’. Literature also indicates a lack of sufficient understanding of the MPE and the factors that underpin the users’ attitude towards waste. Therefore, the aim of this study is to provide an in-depth understanding of the dynamics of the MPE in order to identify the key underlying factors that underpin the attitude of market users towards waste. The research is undertaken in the Facilities Management (FM) context. It focuses on the environmental management component of FM with a particular consideration to SWM as a key reoccurring FM theme in the MPE. Primary data generation and collection was undertaken within the City of Port Harcourt, Nigeria. Adopting a sequential mixed model research design, four markets were selected and data generated using non-participant observation, semi-structured interviews, questionnaires and focus group research instruments. Non-participant observation of the four markets was carried out, 43 semi-structured interviews were conducted, and 746 questionnaires were administered. Finally, a focus group session made of 10 market stakeholders across the cases was conducted. The research established 10 key factors that could enhance the SWM practices in MPE. Through the application of analytical tools - Relative Importance Index (RII) and Interpretive Structural Modelling (ISM) - the relative importance and the interdependencies between the factors were evaluated respectively. An ISM Influence-based Model was developed to serve as a guide for better SWM practices in MPE. The study also identified five key factors that underpin the attitudes of the market users towards waste. Contrary to existing literature, the research established that the trigger and facilitation of desired attitudinal change lies primarily with the market managers rather than the users. These outcomes of the research provide the essential knowledge to market facilities managers particularly in aiding to improve performance in environmental management as a core component of FM services in MPEs. It can be concluded that this research will enhance the effective functioning of markets by providing a safe and clean environment, which will have an impact on the attitude of the community towards waste.

Facilities Management (FM) has become one of the fastest growing disciplines in the built environment. Factors such as information technology, expectations of employees, the cost of mistakes in building, the cost of building space and global competition have influenced the growth of the discipline. These factors have forced facilities management to move from the basement to the boardroom; from a hidden function entrusted to the sleepy, slow and steady to one performed by increasingly bright-eyed and dynamic facilities managers. The objectives of this research focus on the need for a transformation strategy for FM in the public sector. However, before any transformation is considered, it is essential to understand the perceptions and attitudes of people dealing with FM in this sector. The National Department of Public Works (NDPW) became the focus of the study because it has the largest property portfolio in the southern hemisphere. It should be the leader in FM. The collected primary data (being quantitative) and secondary information provided the necessary basis to understand the application of FM in the NDPW. The study revealed shortcomings which are contributing to the problems outlined: namely, that no senior manager has been appointed to manage the portfolio and assist top management in decision-making; that neither a policy nor a FM framework are in place to guide the FM portfolio; that there is a lack of knowledge about the discipline, particularly by management and that there is no computer-aided FM in the entire department, let alone a FM helpdesk. FM is the coordination of workplace, people, physical infrastructure, processes and technology in order for an organization to meet its objectives. It is a wide field encompassing models that tend to differ considerably from one organization to another as it has to respond to the particular needs of each organization. It recognizes that a workplace’s configuration can have either a positive or negative impact on productivity, depending on the competency of the FM structures in place.

This research presents the results of a qualitative and quantitative investigation to understand the challenges of public sector facilities management and maintenance to include the negative impact of deferred maintenance, it’s history, the current industry practices and the potential to reverse the negative impact of the current trend. History has been known to speak loudly, and with accuracy relative to the expansion of public facilities and the challenge to maintain them. The challenge to keep pace with the growing population and the ever-changing requirements for contemporary designs are felt in every sector of our public facilities. Regardless, we, the public trust that those responsible are managing these assets effectively and efficiently. Research indicates that this doesn’t appear to be the case. This study serves as a measurement against the historical performance of public facilities management practice. There have been decades of growth in public assets. During that time, innovation within operational practice and technology offer new opportunities for organizations to address issues of efficiency that translate directly in a measure of effectiveness. Given the continued outcry for additional funding, it seems that there are challenges that continue to exist despite the innovation offered. This study focuses on those challenges. Further analysis, based on successful models of public facilities management, provides insights as to what practices, if adopted, may drive the lesser achieving programs toward greater effectiveness. This paper also includes the results of a study that focuses on the current practices of public facilities management programs. The intent is to identify elements that either support or detract from efficiently operated, effective facilities departments. Given the nature of this industry, both objective and subjective elements were addressed. Objectively the organizational hierarchy and the associated communications pathways were identified. Subjectively, the lifecycle of the facilities mission was dissected and discussed throughout an interview process. Fifteen specified data points were addressed, which included questions related to accountability, effective communication, data driven program development, allocation of resources, documentation of work performed, continuous training and education and the use of technology. In order to reverse the declining momentum, we must first identify the most common areas that challenge facilities managers and understand how they currently address those challenges. This research will address the following questions: What do facilities managers perceive to be the greatest obstacles to ensuring their facilities are properly maintained? What factors do facilities mangers perceive to be the greatest challenge to ensuring sufficient resources are allocated to current maintenance? To what degree do facilities managers perceive that more effective communications would positively impact the effectiveness of facilities management and maintenance. The results of this research presents a comprehensive understanding of the challenges that face public sector facilities leadership teams, the history and creation of excessive deferred maintenance and finally, future opportunities that identifies best practices and presents an artifact that reflects a means to resolve those deficiencies identified within the current facilities management environment.

Abstract (sommario):
A lifecycle information management solution utilising parametric design tools, Radio Frequency Identification (RFID) tags, and mobile computers was proposed for built environment facilities. It is argued that data, information, and performance characteristics of materials and components in a facility in use can be captured and fed back to members of design and construction teams by employing Information Technology (IT) tools. The research follows an inductive approach, and has an exploratory nature. A combination of social and engineering research methods were utilised. For understanding the scope of the problem, literature review and surveying techniques including interviews, workshops, and focus group studies were used. For investigating a technical solution, literature review, brainstorming sessions, prototype development, and demonstration techniques were used. Black box technology was chosen as an analogy to guide and aid developing the solution. Parametric design tools, RFID tags, mobile computers, and networking technologies were identified as candidates for being parts of the solution. Issues pertaining to the implementation of the solution using these technologies were investigated from technical, human, and organisational perspectives. A lifecycle information management solution incorporating the aforementioned technologies was devised and a functional prototype tool combining relevant hardware and software was developed. The main contribution to knowledge is the demonstration of a real need and case for the application of lifecycle information management solutions in UK construction sector. The research has identified a small step in offering a solution. The question is very wide and beyond the scope of any single thesis to provide an operational solution. However, this research has shown that it is possible to link design, production, and maintenance information by using technology from other industry sectors. The research identified that the human and organisational issues were of paramount importance. The temptation is to focus always on a technology solution. The research has shown that the technology solution must be balanced with the human and organisational interface issues.

Stakeholder engagement is a key but often misunderstood performance indicator of project success in controversial projects. Construction projects, power production, medical research, and waste disposal are examples of such large-scale projects. Many of these are critical assets and yet are often at risk of being shut down due to key stakeholder disengagement. It is a tragedy when a successful and needed project is terminated not because of technical, economic, or safety issues but due to a lack of proper stakeholder engagement. At a broad level it is generally understood that stakeholder relationship management is important, but how important and what must be done to ensure appropriate stakeholder engagement remains unclear. My research addresses this chronic problem using a newly developed system dynamics model that better illustrates complex relationships, how they change over time, and what must be done to gather enough support to ensure project success. To firmly root the system dynamics model, interviews were done at an unnamed nuclear power plant (NPP) in the United States. The strengths and weaknesses of the NPP's public outreach efforts were enumerated along with the strengths and weaknesses of the model itself. Ultimately, the model was shown to be plausibly useful to individuals responsible for success in managing stakeholder relationship on controversial projects.

This thesis investigates the relationship between facilities management (FM) and design on construction projects in the Middle East region. Input provided by facilities management, the party responsible for developing and maintaining a facility support services system, is found to be vital for enhancing the design’s supportive function and preventing operation problems from occurring during the occupancy phase. An extensive literature review is undertaken to study both FM and design practices, their responsibilities during a facility’s life cycle and the types of services each discipline provides. The nature of facilities management input into design is also explored. The review of literature reveals a limited integration among the facilities management and design professions, a problem mainly caused by the nature of project delivery processes that prevent external input into the design. Accordingly, the research aims of investigating integration in practice and determining the actions to be taken to improve the situation are developed. The survey method is chosen for carrying out the research, involving FM and design practitioners. Semi-structured interviews are utilised for collecting qualitative rich information on professional views and experiences. Research findings disclose the nature of the relationship between facilities managers and designers as well as the status of their current collaboration on construction projects in the Middle East. FM-related concerns occurring during the occupancy phase are identified to show the prominence of their consideration during the design stage. This research also presents the various benefits of achieving successful integration and identifies the different means which could be implemented to improve the process of integration and avoid negative consequences currently affecting facilities and their occupants.

The facilities management industry in the UK is relatively young but has experienced a rapid growth within the past two decades. This rapid development has increased the number of players in the industry and consequently, the need for greater market responsiveness. Despite this reality, an extensive literature search could not find any empirical study addressing the issue of marketing orientation in the industry. It was the aim of this study to fill the above gap in the marketing literature. The study aimed to reconceptualise marketing orientation and broaden-its dimensions in order to accommodate the paradoxes that are emerging as new contexts are focused. The boundary conditions for this reconceptualisation is a young industry such as Facilities Management, that lacks a well established industrial culture, is presently experiencing market turbulence and rapid growth, and operating within a period of intersection of the modem and postmodern cultures. The limits of present conceptualisation of marketing orientation as applicable to nascent industries are explored. Attempts to overcome these limits revealed a new conceptual framework for businesses trying to create and sustain a competitive advantage in the industry. The study also aimed to address implementation problems being faced in the industry by identifying useful antecedents that can enhance or impede the implementation process. The later part of the study was devoted to developing a benchmarking model that can be used by managers, to benchmark their organisations against the best practices in the field, in terms of marketing orientation. The study depended heavily on a positivist paradigm, where the quantitative research approach was heavily used. In-depth interviews were conducted in the later part of the research to explore some of the issues arising from the quantitative approach. It is hoped that this methodological triangulation will correct some of the inherent flaws of one-sided methodological approaches. Various methodological issues affecting the study were considered and necessary action taken. These methodological issues include, self assessment, reverse score items, non response bias, scope of study, sample frame, reliability and validity issues, interviewer effect, and others. Mail survey was used to collect data for the quantitative aspect of the research and 107 responses were used in the analysis. Being exploratory in design, the study sought to develop a scale that can adequately capture the operationalisation of the marketing concept within the facilities management industry. This was achieved by identifying aspects of marketing orientation that are not properly accommodated by the marketing literature, leading to the construction and validation of a new model of measurement. The scale development process provided empirical evidence that all components should be given equal weighting whencalculating the level of marketing orientation of an organisation. This confirms empirically what was previously assumed only from theoretical conceptualisation. Three new antecedents to marketing orientation were identified, namely; structural flux, employee flexibility, and teamwork orientation. The study established a higher level of marketing orientation pro-activity among firms with a formal customer service plan than those without. Paradoxically, the existence of a written customer service guideline was not found to have any significant impact on organisational marketing orientation stances. A benchmarking model that can be used by managers was developed and validated.

Порівняння логотипів ґрунтувалося на аналізі логотипів України та інших державних закладів служби крові. Був використаний метод семіотичного аналізу, при якому аналізувалися словесні та візуальні сигнали символічних повідомлень. Було досліджено такі аспекти: використання символічних та шрифтових елементів у логотипі, кольори та їх кількість, основні повідомлення про ідентичність (символи повідомлень). Це дослідження підтверджує, що, зібравши таку потужну порівняльну базу компонентів, кольорів та їх комбінацій, символів та повідомлень, можна створити гарну відокремленість від конкурентів і в кілька разів збільшити маркетингові результати новоствореної організації чи існуючої. Заклади служби крові можуть використовувати результати цього дослідження для ребрендингу організації та власники організації для розвитку ідентичності майбутнього бренду.
A logo is an important visual communication tool, especially for promotional activity, brand identity, and campaigns. The logo allows identifying the company from hundreds of others in the consumer's eyes. The study compares blood service facilities' logos working in Ukraine with facilities' logos in different world regions. The logos of various blood service facilities were searched on the Internet, particularly on the facilities' official websites and on social networks' official pages. There were found 100 logos from 58 countries: 43 logos found in Europe (12 of them in Ukraine), 13 in Asia, 19 in South and North America, 15 in Africa, 10 in Australia and Oceania. The comparison of logos was based on the analysis of the logos of Ukraine and other countries' blood service facilities. It was used the semiotic analysis method, in which were analyzed verbal and visual signals symbolic messages. The following aspects were investigated: the use of symbolic and font elements in the logo, the colors used and their number, the main messages of identity (message symbols). This study of logos confirms that by assembling such a powerful comparative base of components, colors, and their combinations, symbols, and messages, you can create a good separation from competitors and several times increase the marketing performance of the newly formed organization or existing. Blood service facilities can use this study's results in the organization's rebranding and the organizations' owners to develop the future brand's identity.

Intermediate care (IC) describes services which are targeted at older adults and aim to prevent unnecessary hospital admission, promote faster recovery from illness, support timely discharge and maximise independent living. The aim of the research presented in this thesis was to explore various aspects of medicines management relating to IC facilities, including how medicines are managed by staff and patients, communication between IC facilities and other healthcare settings, pharmacy involvement with IC, and the appropriateness of prescribing amongst the population that IC services cater for. Both qualitative and quantitative methodology was used throughout the five studies contained in this thesis. Various challenges relating to how medicines are prescribed, supplied and reviewed within IC were described. Despite an evident need, there was a distinct lack of pharmacy input within IC. Community pharmacists had limited awareness of and involvement with their local IC services and viewed communication relating to patients’ medications as inconsistent when patients moved across the various healthcare interfaces. Furthermore, cases of potentially inappropriate prescribing (PIP) were found in significant proportions of older patients at both admission to and discharge from IC. Similarly, PIP was found to be highly prevalent amongst older adults at discharge from secondary care, where deficits in the communication across the healthcare interface were also noted. The work contained in this thesis has highlighted various deficits in how medicines are managed in this patient population, both in the IC setting and beyond. Whilst there appears to be a mismatch between the concept of IC and the reality of services provided, appropriate management of medicines is a fundamental component of care for the patient population targeted by such services and requires further attention. Defining and evaluating how pharmacists can effectively integrate with IC services should form the focus of future work in this area.

This thesis investigated Supply Chain Management (SCM), a relatively new area of study in Facilities Management (FM) in the UK, where a research gap was identified by the researcher. This study explored SCM in other industries, relating the benefits derived to FM. It identified that SCM is fundamental to FM, as business performance (which FM supports) is influenced by supply chain performance, creating a link between FM supply chain performance and business performance. Furthermore, competitive advantage and cost savings amongst others were found to be driving forces for SCM in FM, from client and supplier perspectives. This thesis focused on the application of models in SCM in FM. Although a comprehensive examination of available supply chain models was not undertaken, an evaluation of three identified the Integrate to Innovate (i2i) m odel relevant f or application in FM. The action research approach adopted by this thesis enabled the researcher gain a deeper understanding of the applicability of the model, and build on knowledge acquired throughout the period of study. To support this methodology, a philosophical stance between positivism and phenomenology, viewing 'reality as a contextual field of information', was adopted. An explanatory case study approach was employed to undertake a contextual analysis of Gestalten, and understand the real world dynamics of SCM in FM. i2i is a five-level model and three-part framework that evaluates supply chain relationships. Three case studies were undertaken in this thesis, which applied and evaluated the model and framework using a variety of research tools. Each was a learning process for the researcher, adding to the overall outcomes of the research. The thesis identified that the i2i model represented a framework for 'good practice' in SCM in FM. Further development is however required to make it a robust tool, and deliver consistency in its application.

This study determines the ability of FM to operationalise the management of sustainability through delivering a change in culture towards Sustainable Facilities Management (SFM). Delivering a sustainable built estate is an increasingly important aspect of society considering that it produces 45% of all UK Carbon emissions (Kelly, 2008). Through a combination of case study and observational research methods this study answers the query of where Facilities Management (FM) can fit in as part of the solution. A mixed methodological approach was taken using both qualitative and quantitative research methods. A grounded theory was followed with the research findings developed through multiple stages. A content analysis conducted on 65 FM organisations established the current position of the industry towards SFM. Interviews were conducted with 10 FM professional to create an understanding of sustainability in the FM context. However, the main focus of the case study was a two year ethnographic study to test the response of an FM organisation to environmental policy. To test the result of this primary energy and waste data was used to analyse the impact of SFM operationally. Energy and waste were two sections of sustainability that were chosen to be used to further analysis due to the availability of measureable data. Finally, the impact of physical facilities upon the environmental behaviour of building occupants was tested through a questionnaire regarding recycling facilities; 500 questionnaires were issued, with a response rate of 38%. The research shows that FM is in a key position to participate in delivering environmental policy for the built environment. SFM can be operationalised to deliver a consistent, methodological approach that has sustainability as a core element. This shows that the model of FM is changing. Facility design and provision does impact on occupant behaviour, physical facilities should be considered as a factor implementing environmental behaviour.

This research examines the physical operations of a health care sector called long term care facilities. Long term care refers to organizations that provide onsite nursing care for people with long-term illnesses, elderly people who need continuous medical supervision, or for those in long-term rehabilitation programs. Most specifically, this research looks at the performance of the physical buildings (i.e. facilities) and how this performance impacts the external environment. Using secondary data from the organization Practice Greenhealth, this study addresses the following two research questions.

1. What is the combined current state of environmental performance at the long term care facilities that have applied for a Practice Greenhealth award?

2. What are the proposed environmental key performance indicators for the long term care sector?

Based on this research, a model is suggested for future researchers interested in the environmental performance of long term care facilities. The model suggests six drivers for improving environmental performance in long term care; (1) maintain compliance with environmental regulations, (2) reduce costs, (3) meet expectations of parent organization, (4) increase market competitiveness, (5) engage stakeholders, and (6) improve patient outcomes. Four environmental improvement categories are then established; (1) waste, (2) energy, (3) water, and (4) engagement initiatives, along with each categories’ associated indicators. Finally, this study develops a concise environmental performance survey that could be used by any long term care facility looking to make improvements to its environmental performance over time.

This thesis presents the results of a programme of research into the development and evaluation of a strategically driven Production Facilities Management (PFM) framework. PFM is the activity of managing production facilities to fully realise the corporate strategic objectives of a manufacturing organisation. Companies with strategies tend to be more successful than companies without them. The concept of manufacturing strategy is an approach to enhance the consistency between the manufacturing function and the direction of the organisation. Consequentially, PFM is the means to ensure these strategic requirements can be fully realised from the facilities management viewpoint. Through the literature review, it was seen that there is a lack of a link between manufacturing strategy and the management of production facilities. From questionnaire surveys and interviews at companies in the manufacturing sector, it was found that the issue of linking facilities management with corporate strategy has been ignored. Therefore, this programme of research not only investigates the context and contents in formulating an appropriate manufacturing strategy in a manufacturing environment but also reviews the most popular methods in relation to maintenance management and performance assessment of the facilities. This programme describes the development of a strategically driven, step-by-step approach that helps a company to capture the strategic requirements of the manufacturing function, measure the performance of existing production facilities and supports the decision-making analysis tasks. The primary contribution of the work presented in this thesis was the development of an implementation framework and an associated implementation workbook which comprise a set of stages and implementation sections that a user can use to carry out the process of capturing the strategic requirements and realise them with support from an appropriate PFM framework and a systematic, step-by-step implementation process.

An organisation's accumulation of knowledge has been identified as a key factor in its progress and survival. This is particularly the case for a business that involves service delivery and is very pertinent to the construction industry. The key to success in managing organisational knowledge is recognising the importance of managing (and maintaining) the knowledge of the staff in the face of staff retention challenges. Knowledge retention is integral to ensuring that the experience and tacit knowledge acquired by the staff during their service will not be lost when the staff leave the organisation. The concept of Knowledge Management (KM) is seen as the solution through the inculcation of knowledge sharing via various tools and techniques in managing the knowledge within parties in construction. The aim of this research is to identify where and how KM initiatives being used within PFI-FM healthcare projects as a result of the unique character of the associated PFI contracts and a wide range of FM services. The complexities involved in managing and delivering services at the operational stage of PFI projects and the vast amount of tasks and services stipulated in the FM context, particularly regarding the planning, types of services, time, place, tools and resources needed, make it a suitable area for KM adoption. This research, which involved exploratory studies, literature reviews, analyses of three case studies involving PFI-FM healthcare projects and structured interviews with the Facilities Managers, has managed to discover the adoption of KM tools in managing FM healthcare services among Facilities Managers in PFI healthcare projects. However, KM has not been used to its fullest potential; the incomplete application of KM initiatives has, thus, created some problems with regard to delivering PFI-FM healthcare services. The outcome has resulted in the formulation of a framework that combines the best practices of KM initiatives with practical approaches of managing organisational knowledge of FM healthcare services which derived from the case studies. The framework has been validated by experts evaluated from the industry and refined to ensure that the framework developed is practical. The most pertinent achievements of this research include demonstrations of the needs for KM initiatives in delivering PFI-FM healthcare services and the development of a framework to enable better service delivery among the PFI-FM healthcare service providers, particularly with regard to addressing the challenges derived from PFI contracts and the vast scope of FM healthcare services. Overall, the study provides a clear justification and indication from a theoretical point of view and empirical evidence from the facilities managers perspective of the significance of KM initiatives in delivering PFI-FM healthcare services in the UK. Furthermore, recommendations have been made to improve and enable comprehension of the framework application and facilitate its implementation in the construction industry.

The main objective of the study was to define FM in its broader context and identify ways of exposing its value to the organisation’s core business. The study firstly included defining FM, its scope and nature to provide an in-depth overview and understanding of the discipline. Secondly, the study discussed in detail the level of support of FM by top or senior management. Thirdly, the study discussed the importance of quality management in enhancing the value of FM within an organisation. Lastly, the study discussed how service level agreements can be utilised to enhance the value of FM within the organisation. Questionnaires were distributed via electronic mail and some hand-delivered to private, public organisations and government parastatals to gather their views on how they think FM can add value to their organisations. Questionnaires were sent out to various professionals from various organisations that employ FM services based on the aforementioned objectives. The findings from the survey showed that most organisations understand and have the knowledge about FM but there is no set and defined scope; the scope of FM differs in various organisations; soft services are grouped together and branded as FM services; FM is moderately incorporated throughout and top management still sees FM as adding no value to the organisation’s core business. The results also show that FM needs to adopt strategies such as understanding and working towards the organisation’s goals and objectives; ensuring sustainability in FM services; providing superior quality service and projecting defined and improved levels of service linking service to the organisation’s culture and facilitating organisational change for it to gain support from top management. The majority of respondents incorporating FM in their organisations agree with the benefits afforded by this discipline and have developed and implemented quality management systems that are linked to their business strategies and, by doing so, have enhanced their organisation’s performance levels. Service Level agreements are not being utilised by the majority of the organisations the few organisations that utilise SLA’s, have benefited a great deal from SLAs.

A key challenge for urban facilities management (UFM) is to identify ways to promote sustainable urban development at a community/precinct level. One potential approach is via the application of sustainable community assessment/rating tools which have seen increased popularity amongst urban planners and developers over the past decade. This study investigates the efficacy and applicability of this approach to urban sustainability, particularly within the "developing country"context of South Africa. Furthermore, the paper suggests that the deployment of UFM in creating a management platform for urban precincts, one that focuses on the process of achieving urban sustainability within a specific locale, will deliver improved strategies for operationalising urban sustainability. Using soft systems methodology (SSM), the study aimed to establish the fundamental requirements for sustainable community development frameworks in both "developing" and "developed countries". Data was collected through semi-structured interviews with 11 key stakeholders who consisted of two main categories. Firstly, participants from private and public sector engaged in the management and development of sustainable urban precincts. Secondly, participants from NGO's that develop sustainable community rating tools. The tools included: Leadership in Engineering and Environmental Design for Neighbourhood Development (LEED-ND), Building Research Establishment Environmental Assessment Methodology for Communities (BREEAM-C), Comprehensive Assessment System for Building Environmental Efficiency for Urban Development (CASBEE-UD), EcoDistricts, Green Star Communities (GSC), and the Living Community Challenge (LCC). Interviews were conducted in both Cape Town and Vancouver; representing the "developing" and "developed"contexts respectively. It was found that the prescriptive and outcomes-based nature of assessment tools excludes "developing countries" from the sustainable community development conversation. The logical next step is to develop frameworks that offer sustainable solutions appropriate to these contexts. Findings also highlighted a need for a more robust procedural framework to manage relationships between various professionals and interest groups involved in the development of sustainable communities/precincts. This in turn provides a unified method to facilitate the achievement of urban sustainability. This research concludes that urban sustainability needs to draw upon the management principles of facilities management (FM), and more specifically UFM, to develop and assess the sustainability of communities and cities within a specific locale. Without a process-orientated method such as this, cities will continue to fall short of their sustainable imperatives.

Due to the limited studies related to healthcare services future expanding demand, required resources and utilities, and related environmental and economic challenges; this research is carried out to complement other researchers in other economic sectors to identify the gaps, highlight good potentials of sustainability achievements and recommend necessary actions. This research investigates the future expanding demand of healthcare services; the environmental and economic challenges related to this expand and its environmental and economic impacts and the opportunities to overcome these impacts in order to improve healthcare services sustainability and performance. The research follows a SLR to discover earlier works related to environmental sustainability in buildings and healthcare facilities. The environmental challenges related to expanding in healthcare facilities found in the literature are increase in energy consumption and waste generation. The environmental impacts related to these challenges are excessive CO2 and GHG emissions. The economic impacts are escalations of project expenditures, operating expenditures and utilities expenditures. The research uses SD Analysis, as a methodological approach, to framework and understands different healthcare system elements and to develop models that are representing the dynamic relations between these elements. Bahrain healthcare system is selected as a research context due to the availability of good quality healthcare secondary data, the small size of the country that makes it a good model to implement and test new concepts, the limited country resources, and the country keenness to implement sustainability plans to meet sustainability objectives. This research numerically tests and subsequently, supports the implication of stated environmental and economic challenges. It also develops a number of important technical parameters and indicators such as energy and water benchmarks for different healthcare facilities. The research also determines another two sources of environmental challenges related to expanding in healthcare facilities. The first challenge is excessive water consumption. Availability of enough treated water for healthcare applications, especially in countries with limited fresh water resources and depending on 90% of its water need on desalination like Bahrain, a tangible environmental challenge needs to be addressed. The second one is a group of environmental challenges related to the practicing of healthcare services that can expose personnel and environment to high risks. These challenges need to be efficiently managed to improve the environmental sustainability and the social sustainability of healthcare facilities. The research also investigates the effectiveness of a number of mitigation measures used to overcome the environmental and economic negative impacts, such as using energy efficiency technologies, renewable-based energy resources and waste energy recovery. In this regard, the research numerically tests and subsequently supports the implication of stated environmental and economic impacts and the effectiveness of tested measures in mitigating the undesirable results on healthcare facilities. The developed SD Model, as one of the main contributions of this research, is considered as a strategic planning and decision-making administrative tools to forecast future healthcare facilities demand and required resources. It is also considered as a risk assessment tool to assess environmental challenges related to utilities and its environmental and economic impacts in order to improve healthcare facilities sustainability and performance. The potential of utilities saving and utilities expenditures saving in healthcare buildings are high and it is recommended to work toward energy efficiency and renewable energy deployment to achieve sustainable healthcare buildings. Recovery of energy from Medical Waste incineration to be kept under consideration as it is offsetting double the quantity of CO2e emissions resulting from the incineration process. Safe recycling of wastewater of some healthcare processes is highly recommended as it can reduce water consumption and contributes to the reduction of healthcare facilities CO2e emissions. Sources of gray water and gray water applications must be carefully selected to avoid any contradiction with Infection Control regulations or other healthcare regulations. It is recommended to conduct utilities assessment studies on wide sample of healthcare facilities to avoid low peaks and odd operation periods.

ENGLISH ABSTRACT: This study project focuses on the relevance of outsourcing in the facilities management industry, and will be conducted in the field of facilities management, for it is closely related to outsourcing and business process outsourcing. The primary aim of this study is to review and summarise some of the more important literature on outsourcing, published in various sources during the past decade. Similar literature related to facilities management will also be studied in order to relate the most generic articles on outsourcing to the field of facilities management. A number of general conclusions will be drawn on the basis of similarities encountered in the various published works. The research is divided into the following sections: • An introduction, explaining the various forms of outsourcing and the relationship between outsourcing and facilities management. • The definition of facilities management. This entails a description of facilities management, typical facilities services and the facilities management company structure. The international facilities management market is also discussed together with facilities management decisions. • The definition of outsourcing, to enable the reader to comprehend this research report. The different types of outsourcing, business processes outsourcing and the shared-services methodology is explained. Drivers of the outsourcing process are identified and supported with comments from top executives. • The strategic impact of outsourcing is outlined, identifying the market value of outsourcing, defining core competencies, establishing core and non-core activities and investigating the formulation and implementation of a successful outsourcing strategy. • Approaches to outsourcing are then investigated. This involves establishing an outsourcing context, selection of service providers, managing an outsourcing relationship, building strategic alliances and the South African legislation impacting on outsourcing, together with advantages and disadvantages of outsourcing. • The Sanlam LTD (Pty) case study captures the outsourcing theory in the South African context, and identifies a local success story with international recognition. In conclusion, emphasis is placed on the fact that outsourcing trends throughout the world is booming through strategic alliances with facilities management companies, with greater emphasis and effort in establishing a successful relationship to sustain and enhance the enormous value-add that outsourcing offers to both parties.
AFRIKAANSE OPSOMMING: Hierdie studieprojek fokus op die relevansie van uitkontraktering in die fasiliteitebestuursbedryf en is op die gebied van fasiliteitebestuur gedoen, aangesien dit noue verband hou met uitkontraktering en besigheidsprosesuitkontrakterings-elemente. Die primêre doel van hierdie studieprojek is om sommige van die belangrikste literatuur oor uitkontrak-tering, wat gedurende die afgelope dekade in verskeie bronne gepubliseer is, na te gaan en op te som. Soortgelyke literatuur met betrekking tot fasiliteitebestuur is ook bestudeer ten einde die mees generiese artikels oor uitkontraktering in die gebied van fasiliteitebestuur in verband te bring. 'n Aantal algemene gevolgtrekkings sal gedoen word op grond van ooreenkomste wat in die onderskeie publikasies aangetref is. Die navorsing is in die volgende afdelings opgedeel: • 'n Inleiding wat die onderskeie vorms van uitkontraktering en die verband tussen uitkontraktering en fasiliteitebestuur verduidelik. • Die definisie van fasiliteitebestuur. Dit behels 'n beskrywing van fasiliteitebestuur, tipiese fasiliteitedienste en die fasiliteitebestuur-maatskappystruktuur. Die internasionale fasiliteitebestuursmark word ook bespreek en dit sluit af met fasiliteitebestuursbesluite en maatskappy-ondervinding. • Die definisie van uitkontraktering, om die leser in staat te stel om hierdie studieprojek te begryp. Die verskillende tipes uitkontraktering, besigheidsprosesuitkontrak-tering, en die gedeeldedienstemetodologie word verduidelik. Challenges to the operating nuclear power plants and transport infrastructures are outlined. It is concluded that most aggravating factors are related to knowledge. Thus, of necessity, effective knowledge management is required. Knowledge management theories are reviewed in their historical perspective as a natural extension and unification of information theories and theories about learning. The first line is identified with names as Wiener, Ashby, Shannon, Jaynes, Dretske, Harkevich. The second line – with Vygotsky, Engeström, Carayannis. The recent developments of knowledge management theorists as Davenport, Prusak, Drew, Wiig, Zack are considered stressing learning, retaining of knowledge, approaching the state awareness of awareness, and alignment of knowledge management with the strategy of the concerned organizations. Further, some of the details and results are presented of what is achieved so far. More specifically, knowledge management tools are applied to the practical work activities as event reporting, data collection, condition assessment, verification of safety functions and incident investigation. Obstacles are identified and improvements are proposed. Finally, it is advised to continue to implement and further develop knowledge management tools in the organizations involved in various aspects of safety critical facilities.
Utmaningar som kärnkraftverken och transportinfrastrukturer står inför har kartlagts. Kartläggningen pekar på att problemen är relaterade till brister i kunskap. Det är därför nödvändigt att fokusera på kunskap och implementera kunskapsmanagement med däri ingående teorier. Sådana teorier beskrivs i ett historiskt perspektiv. Det framgår att kunskapsmanagement har flera rötter av vilka de viktigaste är informationsteorier och teorier om inlärning. Den första är associerad med namn som Wiener, Ashby, Jaynes, Dretske, Harkevich. Den andra med namn som Vygotsky, Engeström, Carayannis. Även bidrag från moderna tänkare inom kunskapsmanagement som Davenport, Prusak, Drew, Wiig, Zack utvärderas för att förstå hur de involverade organisationerna kontinuerligt kan lära sig, bevara kunskap, nå medvetande gällande kunskap och integrera kunskapsmanagement med företagsstrategier. Vidare så presenteras ett urval av resultat för att illustrera vad som har åstadkommits hittills. Kunskapsmanagement-teorier appliceras på verksamheter som erfarenhetsrapportering, databaser, provning, verifiering av säkerhetsfunktioner och utredning av incidenter. Kunskapsmanagement gör det möjligt att identifiera och beskriva brister i de etablerade verksamheterna och att föreslå förbättringar. Rekommendationen för framtiden är att fortsätta arbetet med implementering och vidareutveckling av kunskapsmanagement för applikationer som är relevanta för kärkraftverk, transportinfrastrukturer och andra säkerhetskritiska anläggningar.

Facilities management (FM) is well established in the corporate sector, driven by the big demand for cost efficiencies which has become standard for most FM strategies and plans. On the other hand, there is a new thinking focused on FM's role in the community setting, where a major emphasis has been placed on developing social approaches to FM. This new thinking is outlined by the emerging role of FM in providing the required quality and support that enable community facilities meet their social and economic objectives. In this research, the role of FM in the community setting is defined by stakeholder value rather than shareholder value, and therefore becomes crucial in translating the strategic plans of a community into operational reality. Hence, the aim of this study was to examine the role that FM could play in the community setting, focusing on developing a model for a facilities management approach to sustainable community development. This involved investigating new opportunities for FM to reshape regional growth, contribute to the social, environmental, and economic prosperity, enabled by the government's interest in empowering local communities. The research problem necessitated integrated between two multi-disciplinary topics, facilities management and community development, and thus the nature of knowledge creation in this research is conceptualized by theory building and knowledge development. This multi-layered investigation required the researcher to adopt a Grounded Theory approach, in which five Case Studies were explored, representing different types of communities. The data was collected and analysed through a triangulation of different tools. The emergent Codes, Themes, and Core Categories illustrated that the role of FM is an essential factor in the success of organisations and community facilities. The substantive theory of this research maps out the social structure of FM and its nexus with the practical applications. It provides a model for the use of FM in the community setting in order to increase the effectiveness of both Community-based Facilities and Community-based Organisations. Lastly, this model proposes a vision of the relationship between place, people, and process within the context of FM in the community setting.

This is a hermeneutic study exploring the use of reflective practice in the context of facilities management. This study engaged facilities management practitioners who had all completed a part time undergraduate certificate in facilities management, delivered via block study and distance learning. The research drew on their life histories and explored how professional facilities management students have engaged with reflective practice in the workplace. The two main drivers for the research were to understand how reflective practice was used by facilities managers and to comprehend whether reflective practice had benefitted individuals from a personal and from an organisational/professional perspective. Four key themes emerged from the research. These themes were drawn from the interview text and the life histories, they were: how reflective practice was used in the workplace; the use of reflective practice in decision making; the impact that reflective practice had on blame culture; and finally, the use of reflective practice in personal and professional development. The thesis has provided a greater understanding of reflective practice in facilities management, as there was a dearth of literature in this area; secondly, there was an unexpected finding in relation to blame culture which led me to exploring how reflective practice can be used to address this. In relation to practice the research has evidenced that there are benefits to facilities managers being more reflective in their working practice and whilst this seems to be nominally added into the ‘requirements’ of the professional body, this needs to be better understood and articulated to the facilities management profession. Secondly, reflective practice should be embedded into all facilities management education and be a core part of the curriculum; and thirdly,facilities managers need encouragement to become reflective practitioners and therefore contributing to the wider organisation through improved service and innovation.

Facilities Management (FM) has and continues to evolve strongly as a strategic function in many organisation. Many organisations have also recognised the importance of human capital for the success of their operations. This is why the concept of Employee Value Proposition (EVP) is growing in popularity and is becoming one of the main focuses especially in human capital management spheres. Whilst there are many factors that contribute to the EVP, strategic FM has not been one of the focus areas. Although strategic FM has had a focus on user satisfaction as well as the usability of facilities, the focus of research to date has not necessarily been directed to EVP. Hence, this study explores the impact of strategic FM on employee value proposition. It explores this through quantitative and qualitative research means in a chosen case study of an organisation where strategic FM has been and still in the process of being implemented. The research establishes employee’s opinions on the importance of their work environment; whether their workspace support their effectiveness; whether their workspace provides flexibility for collaborations and teamwork; and other factors related to employee satisfaction. The findings of the study indicate that strategic FM does have an impact on employee value proposition. There are also indications that employees believe that FM services play a role in employee satisfaction which may lead to employee retention as well as employee recruitment which are two of the identified factors of employee value proposition.

Literature has established FM as a global business model that continues to explore how organisation can grow faster through expansion into new markets, find new ways of fostering innovation through collaborative outsourcing that will achieve right balance between the decision to outsource, risks and legal requirements embedded in the service level agreement (SLA) between client organisations and their FM outsourcing vendors. The study aims to develop and test a framework for outsourcing facilities management services using data from Nigeria’s public hospitals. The specific objectives are among others; to determine a set of key factors that influence the decision to outsource facilities management services in public hospitals; to conduct an empirical survey of facilities management services outsourced in public hospitals; to access the satisfaction of users of outsourced FM services and model the satisfaction of users on quality of outsourced facilities management services using SEM; and assess the probability and severity of risks associated with outsourcing of facilities management services in public hospitals. Data for this study were collected using a cross sectional 2-strand questionnaire survey and case study. During the first strand of questionnaire survey, a total of 85 responses were received from the six states comprising the study area while 11 of them were discarded due to missing data resulting in 74 usable responses. This gave an overall response rate of 45.4%. A total of 246 survey responses were received during the second strand of questionnaire survey. Of these, 38 were not fully completed and therefore discarded leaving 208 as usable responses. This resulted in an overall response rate of 25.1%. The case study component involved semi-structured interview section with 4 participants representing 4 cases (3 hospitals and 1 FM organisation). Findings revealed that 25 of the 31 factors were significant in explaining the decision to outsource FM service in Nigeria’s public hospitals; while 15 of them grouped into 5 broad categories were recommended for framework construction based on their factor loadings during analysis. Also, 6 facilities management services including plant management and repairs; general cleaning services; waste disposal and environmental management; landscape maintenance; security; and catering/restroom management are completely outsourced in all the 74 hospitals. Findings additionally revealed that service quality in relation to catering, plant maintenance, waste management, security, landscape maintenance, and cleaning services received very high satisfaction ratings from respondents. Findings also established 24 out of the 35 risk factors as critical, 4 factors as somehow critical, and 5 factors as not critical. Besides, 9 risk factors were selected based on their factor loadings from PCA to develop the outsourcing framework. Drawing on theoretical analysis and input from the questionnaire survey and case study, an outsourcing framework comprising 4 components was developed to assist public hospitals administrators achieve sustainable best practice resource management. It is recommended among others that further research be conducted to develop standardised criteria for vendor selection processes.
