In this chapter the main changes to the scope of MiFID in MiFID II are listed and discussed. MiFID II changes the scope of the supervision of investment firms and business related to this industry. The revision and—in some cases—extension of the definition of ‘financial instrument’ affects the scope of MiFID II supervision. Advisory and distribution services for structured deposits by investment firms and credit institutions have been brought within the scope of MiFID II. The scope of some exemptions to MiFID II has been revised. The broader scope of MiFID II has an effect beyond the applicability of MiFID II regulation: the prudential requirements are as a starting point linked to the MiFID II qualification, although with specific exemptions. Linking prudential supervision to the MiFID II qualification, rather than to the prudential risk profile of the underlying services and activities, is subject to review and reconsideration.

Should we be doingor trying to doeverything ourselves, or might it be better to contract some tasks out to others? Could they do them better and cheaper than we can? More and more state and local governments are asking these questions, and while there are many answers on the Federal level, these answers often don’t apply lower down the line. Nevertheless, it is evident that contracting out is often the better strategy—but how best to go about it? What are the benefits and what are the hidden risks? Dr. O’Looney’s book provides precisely the guidance that state and local managers need: first, how to decide to outsource a government service, then step-by-step how to proceed. Based on extensive interviews and other research, O’Looney takes managers through the intricacies of contract outsourcing and administration, but in doing so he makes clear that he appreciates the importance of government. His book is not an argument for privatization, as so many other books are; rather, it is an affirmation of government and the benefits of its many services. Readers will find theory and advice on the services that are most suitable for contracting out; a listing and review of the components of a high-quality analysis, including the analysis of often overlooked political, organizational, and functional aspects of government; advice on how to go from deciding to outsource to actually designing, implementing, and monitoring a contract in situations that could prove hazardous to the livelihoods of government workers. He also discusses the changes that need to be made in the organizational culture, management, and employee training as a result of the change to a contract-based system of providing services; the considerations in designing work specifications and other critical aspects of the government-vendor relationship, and how ideal contracting processes and ideal contracts can differ according to the nature of the service being contracted. The result is a thorough and highly practical volume for executives and managers in the public sector, and for those who hope to do business with them.

Contemporary drug policy constitutes three broad areas: programmes to prevent drug use, services that help heavy drug users change their behaviour, and supply control programmes, including incarceration. In recent years addiction science has matured as an aid to policy formation. The scientific evidence for policy options is derived from a variety of research methods and measurement techniques, ranging from randomized clinical trials of prevention programmes to ‘natural experiments’ that evaluate the impact of new policies on substance use. Managed futures strategies provide investors with a dynamic exposure to commodities. Among other ways of investing in them, commodity trading advisors (CTAs) have become synonymous with this asset class, as they provide professional money management services using derivatives markets either in a pooled or individual setting. Most managed futures strategies display trend-following and momentum-type systematic trading features, which result in adopting a long-short portfolio approach. This chapter explains the characteristics and the growth of this commodity investing industry and provides an extensive literature review. Much of the literature finds that managed futures investing through CTAs provides excellent diversification benefits and performs well, especially in crisis times. Conversely, the non-uniformity of the databases and indices used in these studies lead to several biases. Some recent studies that directly address these shortcomings question the performance persistence of CTAs after fees.

In many countries governments and other funder of health services have become increasingly reliant on the advice of management consultants. In this chapter we focus on the nature and impact of this change drawing on a variety of secondary sources. Following a review of the wider literature on management consulting we look mainly at the UK experience to discuss how the role of consultants in health has evolved over the past four decades and with what consequences. A key conclusion is that the involvement of management consultants in health has been extensive, helping, as partners in government, to shape both the implementation and inception of new public management (NPM) reforms. However, we also point to the need for more research on this topic to better understand the impact this consulting advice is having and how the role of consultants might vary within and between different national health systems.

Talent intermediaries are entities that stand between the individual worker and the organization that needs work done. They include online intermediaries such as job boards or social networking sites, and search and placement firms such as executive search firms and temporary-help service firms. Talent intermediaries have an increasingly important role in the contemporary employment landscape: they influence not only how and which individuals are matched to organizations but also how tasks are performed or conflicts are resolved once talent is hired by the organization. This chapter reviews the already extensive literature on talent intermediaries, focusing on their role in the identification, assessment, and hiring of talent. The chapter shows the advantages that talent intermediaries present to the talent-acquisition process compared with hiring organizations and the ways in which their intermediation changes traditional talent-acquisition processes that involved only two parties: the job seeker and the hiring organization.

Life-sentenced prisoners are a growing proportion of America’s incarcerated population. Too Easy to Keep provides a thorough assessment of the consequences of this monumental shift. It examines the implications of growing numbers of life sentences for both prisoners serving that sentence and the prisons that house them. It draws upon extensive interviews with life-sentenced prisoners and prison staff in two Washington facilities. The data demonstrate that many lifers build lives of considerable purpose and meaning, and devote themselves to improving the circumstances of others. They become, in prison terms, “easy keepers,” and provide considerable stability to the institutions that house them. Yet as they age and decline, life-sentenced prisoners prove harder to accommodate. Prison staff thus struggle to meet the needs of this rapidly-growing population. This book aims to create a new venue for evidence-based practice in psychotherapy—a venue that goes beyond the traditional and unidirectional dissemination of research, whereby clinicians are typically viewed as passive recipients of scientific findings. In contrast, this book is the result of an active, intense, and bidirectional collaboration of psychotherapy researchers and practitioners. Based on an extensive review of literature, it first offers a list of 38 empirically based principles of change that are clustered within five categories: client prognostic, treatment/provider moderating, client process, therapeutic relationship, and therapist interventions. It then illustrates the expertise of six therapists from diverse theoretical orientations who describe how they implement each of these principles with specific cases of depression and anxiety disorders (with or without substance abuse or personality disorder). The book also includes exchanges between researchers and clinicians on several issues regarding the current list of principles of change, such as how similarly and differently they are addressed or used across a variety of treatments, how helpful they can be in clinical routine (and/or under which situations they may not be clinically valid), how they may be combined for particular purposes (such as teaching and training), and how the list can be expanded to guide future research based on clinicians’ observations and reflections. This book is an attempt to advance psychotherapy by having researchers and clinicians share their unique and yet complementary knowledge. It also lays the foundations for further collaborations and partnerships between different stakeholders in mental health services.

In its second edition, this work analyses, in depth, key developments in the field including ICANN's new gTLD program. The program, introducing more than 700 new top-level domains, will have far-reaching consequences for brand name industries worldwide and for usage of the internet. The complicated application process is considered in detail as well as filing and review procedures, the delegation process, the role and function of the Trademark Clearing House and the Sunrise and Trademark Claims Services, dispute resolution, and new rights protection mechanisms. The authors will present a comprehensive account of the neurological aspects of SARS-CoV-2 infection. The aim is to provide a practical clinical book which will serve as a guide for clinicians from all specialties involved in the management of COVID-19 patients. The authors share the extensive clinical experience gained in major hospitals in Lombardy, the first European region to face the COVID-19 emergency in 2020. All are recognized international experts in their respective fields and have been involved in the management of COVID-19 cases from the very beginning of the Italian SARS-CoV-2 outbreak. The text begins with a description of pathobiological and pathophysiological aspects related to the involvement of the nervous system, moving on to the discussion of the neurological complications observed in COVID-19 patients; these range from central to peripheral symptoms, and can occur in the acute or post-acute phases of the disease. Further topics are: neuropathology, seizures and EEG, neuroimaging, delirium, encephalomyelitis, stroke, psychopathology and psychiatry, neuropsychology and cognitive impairment, neuromuscu-lar disorders, and the impact of COVID-19 on other pre-existing neurological disorders. In addi-tion, the book will discuss the new developments in teleneurology approaches, which have been a direct response to the ongoing pandemic. Finally, the possible neurological complications of the COVID-19 vaccines and the neurological complications in children will be considered.Each chapter will present a critical review of the existing literature concerning the specific subject matter, followed by practical clinical recommendations, as well as personal considerations based on the experience gained by each author during the course of the COVID-19 pandemic. Broad in scope, Out of Place: Artists, Pedagogy, and Purpose presents an overview of the different paths taken by artists and artist collectives as they navigate their way from formative experiences into pedagogy. Focusing on the realms in- and outside the academy (the places and persons involved in post-secondary education) and the multiple forms and functions of pedagogy (practices of learning and instruction), the contributions in this volume engage individual and collective artistic practices as they adapt to meet the factors and historical conditions of the people and communities they serve through solidarity, equity, and creativity. With this critically, historicist approach in mind, the contributions in Out of Place historicize, study, critique, revise, reframe, and question the academy, its operations and exclusions. The extensive range of contributions, emphasizing community-oriented projects both inside and outside the United States, is grouped into three overarching categories: artists who work in academic institutions but whose social and pedagogical engagement extends beyond the walls of the academy; artists who engage in pedagogical initiatives or forms of institutional critique that were established outside of an art school or university setting; and artist–scholars who are doing transformative and inter/transdisciplinary work within their respective institutions.
