Testo completoIn 1999 and 2002, oil spills caused by tankers Erika and Prestige have revealed the limits of self-regulation of the maritime industry. During the 2000s, the European institutions have responded to these policy failures by placing the problem of maritime safety among their top priorities. How to explain that such a « hard issue » has been set up to the European agenda while major decisions should be made, particularly concerning the enlargement and the constitutionalisation of the European Union? What are the results achieved thanks to these policy changes? By using process tracing, historical explanation highlights how the sequence of events (the wrecking of the Prestige when several post-Erika measures came into force) legitimised the strategy of the Prodi Commission dedicated to a better management of globalization. Given the insights of Ostrom’s work on Commons governance, coordination and polycentricity, adaptation is the key concept of the proposed analysis. Adaptation is a process by which credible commitments are taken and discrepancies between learning and redistributive activities are minimized. Comparing policy designs at the beginning and at the end of the 2000s shows the added value of a regulatory European agency, the European Maritime Safety Agency (EMSA), for increasing the adaptive capacity of a policy subsystem. During that period, agencification went with the creation of sophisticated monitoring tools, a more systematic use of evidences in the enforcement of European law, and generally speaking the strengthening of Member States’ implementation capabilities. In this transnational regulatory network, coordination results from sharing and discussing expertise.

Testo completoOf all popular music genres, rap – a music born in the South Bronx in New York in the mid-1970s – is the one most commonly linked to a masculine and misogynistic discourse. Even female rappers often describe the genre as a male-dominated and even hostile environment. Still, numerous female rappers have entered this space since 1979, selling millions of records and contributing to the development of this genre, even though they usually don’t get the recognition they deserve. At the crossroads of political science and media studies, this study focuses on how working-class, black women find success in a male-dominated industry and reach social visibility in the public sphere. In their lyrics, female rappers openly discuss gender, race and sexuality and dispute hegemonic representations. Because representation is an organizing principle of social relations, a study of female rappers’ discourse provides us with a better understanding of the way norms of gender, race and sexuality are constituted – and challenged – through rap music. Rap is now one of the main spaces where these norms are (re)produced. It is the battlefield of an ongoing "war of position" involving ideologies of gender and race. In this space, black women express gender and race through performance and negotiate their identity far from the traditional gender norms

Testo completoThe concordance model of cosmology, called ΛCDM, is a success, since it is able to reproduce the main cosmological observations with great accuracy and only few parameters. However, it predicts the existence of cold dark matter and dark energy in the form of a cosmological constant, which have not been directly detected yet. Therefore, it is important to consider models going beyond ΛCDM, and confront them against observations, in order to improve our knowledge on the dark sector of the Universe. The future Euclid satellite from the European Space Agency will probe a huge volume of the large-scale structure of the Universe using mainly the clustering of galaxies and the distortion of their images due to gravitational lensing. In this work, we quantitatively estimate the constraining power of the future Euclid data for the concordance model, as well as for some phenomenological extensions of it, modifying both dark components of the Universe. In particular, we pay special attention to the cross-correlations between the different Euclid probes when combining them, and assess their impact on the final results. On one hand, we show that Euclid will provide exquisite constraints on cosmological models that will definitely shed light on the dark sector. On the other hand, we show that cross-correlations between Euclid probes cannot be neglected in future analyses, and, more importantly, that the addition of these correlations largely improves the constraints on the cosmological parameters

Testo completoWith several official spaces dedicated to the memory of slavery opening on both sides of the Atlantic over the past two decades, the (in)expressible and (in)visible character of the personal and collective memories of this particular past have become an issue for artists looking to write, film and perform them. Today, “palimpsest” cinema and literature (Genette) is putting the archives and foundational texts (Césaire, Glissant, Louverture, Walcott, etc.) of these living memories back in motion, in a process of decomposition and recomposition open to the future.Because of the violence of transatlantic deportation, the uprooting from Africa and the joint exploitation of bodies and lands, relationships – and in particular the relationships to environment, location and space– form part of both the difficulty and necessity for artistic approaches that work on these memories within a postcolonial context deeply tied to ecological issues. Starting from an echopoetic study, this research aims to bring attention to experiences of contemporary wakes, the night and Glissant’s “deep” (under the sea, under the ground and up in the sky) that the pieces of Fabienne Kanor and the collective The Living and the Dead Ensemble invite us into. From places of opacity, déparler, darkness and kinesics (Paul Gilroy), these artistic approaches make it possible for the singularities of the memories of slavery to become part of a space of resonance and sharing, within a vivid relationship to the past that opens up new paths across and even beyond Atlantic space

Testo completoConflict resolution in sub-Saharan Africa is confronted with a lot of complex causes and the way African states are managed which in most cases are in a state of total decay leading ineluctably to conflicting situations. The conflicts are classified according to the following typology ; internal conflicts bearing on ethnic, identity or political character, on the one hand and frontier or external, on the other hand, consecutive to the questioning of the Berlin agreements. The consequences of conflicts on the political , economic stability of African countries, The involvement of neighbouring and European countries and of the international community as a whole, the relations between Africa, Europe and the United States of Africa are underlined as well as the solutions based on new mechanisms for the prevention and settlement of conflicts. An evaluation of such mechanism raises the issue on whether they ar operational or not, whence the necessity to perfect them gradually

Testo completoThe work of child psychiatrists, psychoanalysts, anthropologists and psycholinguists helps us to conceptualise more clearly the specific vulnerability of many children of migrant African parents who have integration problems at school. In response to the phenomenological split, basis for their development-torn between the two worlds to which they belong-we propose a preventive strategy that creates a link between these two frames of reference : the family world and the world of the host country. We use bilingual tales as a therapeutic instrument, which are transmitted during interviews within a singular, interactive relationship involving the parents, the child, the translator and the therapist. Within the scope of nursery school, we have created an intermediate space in which the child, after each tales listening sessions, can express himself by narratives and drawings. Our job, based on Devereux's concept of complementary methodology, finds a place in the ethno-psychiatry current

Testo completoNeutrino oscillations, the baryon asymmetry and dark matter are important evidences of new physics beyond the Standard Model. Neutrino oscillations imply neutrino masses and a lepton mixing matrix that can contribute to flavour violating processes and CP violation at low energies, accessible to next experiments, and to the CP violation necessary for baryogenesis. With a phenomenological point of view, we have proposed a definition of minimal flavour violation for leptons and we have studied the relations between the CP violation necessary to explain the baryon asymmetry of the Universe and the low energy phases of the leptonic mixing matrix. In relation to dark matter, we have studied different mechanisms of dark matter production through the decay of a charged long-lived scalar particle

Testo completoThis study to intercultural orientation, intend to do the organisation analysis of the work in two brewery (the first in Congo, in Pointe-Noire precisely, the second in France more particulary in Strasbourg) in order to understand manners of workingman and to put in a promiment position, at first the national and cultural particularities, then the interactions which result between the industrial references and the ones of social systems which workers belong. As this part, the comparative approach is the most indicated to tackle the problems related manners of workingman. Of cause, such option suppose that our must take into accunt workman skills in the two brewery, their knowledge, the ideas that they have of industrial system and of the work they carry out, their previous experience, their culture, the tradition which is tied up work, their frame and their manner of work appropriation. To aboard the problematic of manners of workingman, we refered to a theoric frame which can suggest the required conceptual basis and methodological. This object we manager to do a bibliographic review, which is relative work thematics, the oraganization behavior in intercultural situation, the transfer of technology and ergonomics. The methodology that we carry to grasp the manners of working is adopted classic means (observation, discussion, work analysis). The datos treatment which have been calleded required the use of camputer impliments. The (qualitative or quantitative) result of study permited to validate the hypothesis which suppose differences between the manners of workingman and to explain these one with the fact that workman move around a situation of technical, organization, cultural contraints which overdetermine as it were not only both the logics of actions, but as their activities or the process that they carry out. As well in the conception of technical objects as in the work representations, there are important differences, which allocate workmans in both brewery. The results of this study defined the typology of model to functioning operators

Testo completoWhat are the reasons which can urge black african states such as senegal, to learn occidental languages? the choices of our educational system are only political, cultural and economical. . . We do not learn foreign languages just for the pleasure of knowledge; talking is not an aim, but a mean for communication. . . In a world where the balance of power is one of the main aspects, the under-developped states have better to wide-spread and to multiplicate their friendship and to get protected by them. . . On the cultural theme, though it has a great importance, it doesn't appear for african peaple the major aim of learning the german language. If we have to recognize that economy is today the main aspect in our world, considering the economical power of the german nations and specially of the federal rep. Of germany, we can still say that the teaching of the german language is bound to a great devotion

Testo completoThe aim of this study was to define the vertical distribution of longhorned beetle larvae in jack pine and black spruce killed by wildfire in the boreal forest. This study also aimed to determine oviposition preferences of whitespotted sawyer female on hosts. Host suitability was also estimated in order to determine if whitespotted sawyer females make optimal choice maximising larval fitness. Our results showed that the three most abundant longhorned beetle species were spatially and vertically segregated among both tree species and across a burn severity gradient. In laboratory experiments, females of the whitespotted sawyer showed no preference between burned and unburned black spruce boles that were also equally suitable. However, females laid more eggs on burned black spruce compared to burned jack pine, but host suitability was not statistically different. However, results suggest a faster larval development for the black spruce.

Testo completoArt and literature have often been used as means of resistance in the fight for Civil Rights as well as social equality in the United States. In a context of racial and gender discrimination, African-American artists have combined creativity with activism as they have fought for their talent and humanity to be recognized. In the 1920s, the Harlem Renaissance came as a turning point in black cultural history. Also called “The New Negro Movement,” this rebirth of Black-American culture aimed to subvert the derogatory image ascribed to African-Americans and to construct a new racial identity. The Harlem Renaissance indeed gave space and a voice to African-Americans, especially to African-American women, allowing them to resist a white male-dominated world through the production of an unprecedented number of artistic works. This thesis focuses on three African-American women writers of the Harlem Renaissance: Nella Larsen (1891-1964), Jessie Redmon Fauset (1882-1961) and Zora Neale Hurston (1891-1960) who, though well-known in the United States, have met with limited recognition in France. Although they shared the same purpose, their strategies are different. While in their best works Larsen and Fauset opted for narratives of passing, Hurston chose to situate her stories in a black world, ignoring the very existence of Whites. This thesis aims at exploring the generic, narrative and stylistic characteristics of their production while delineating their specificity

Testo completoThe pontenegrin littoral is in a basin of which the sediments, dating from the secondary to the present era, lie on the metamorphic and intrusive bedrock of the Mayombe mountainous range. These formations are distributed in three disctinct geomorphological units : the cirques series, the coastal slope and the littoral plain. The different results take part in hazards prediction and prevention framework, and concern two fields: 1) the continental field, with a geomorphical map (scale: 1 30 000). - the cirques series comes from cristalline basement complex and is the consequence of a long period of erosion of arlready altered material. - the coastal slope is covered with colluvions stemming from the cirques series; it is an ancient marine cliff. - the littoral plain is formed mainly with sans coming from the inner plateau, as well as a drift along the shore. 2) the littoral field s. S. , where three semi-opened hudrosedimentary units were defined. The historical analysis shows that the most important retreats are located in the two bays. The direct measurements showed that the shore is retreating everywhere, except in south of pointe-noire, where the tendency is to stabilisation. The important retreat observed in the two bays is the result of combination of several natural factors. The erosion is also of human origine, especially after the strengthening of the jettes of the maritime harbour, and by many other inconsidered actions such as the extraction of materials from the beaches

Testo completoFrom the early Twentieth Century on, a written poetry has been carrying in the entire Americas the voice of people of African descent; this phenomenon is distinctively modern, as far as such a voice had until then been unconceivable within a literary field conceived in terms that were hardly compatible with the very idea of a perspective proper to one particular social or ethnic group. From the “Harlem Renaissance” of the 1920s to the Cuban “negrismo”, from the Brazilian “Teatro Experimental do Negro” to the “Black Arts Movement” or the “Caribbean Artists Movement”, there have been numerous manifestations of this quest of a Black poetic voice. The poets’ appropriation of oral practices, in particular, played a dynamic role in the appearance of this transnational poetic community of discourse.. The aim of this work is to question the methodological benefits of comparative literature in the clarification of what is at stake literarily speaking in this modern poetry of the “Black Americas”

Testo completoFruiltet core rot (FCR) disease affects the fruits of mature pineapples. Current disease controls are not available. A deeper knowledge of the pathosystem is needed to find an effective means of control FCR.A diagnostic survey conducted with producers during the southern winter revealed a prevalence of the disease of 74%. Pathogenic fungi belong to several species: Fusarium ananatum (72% isolates), Talaromyces stollii (21%), F. oxysporum (6%) and F. proliferatum (1%). Their toxinogenic potential was determined. Fusarium fungi produced mycotoxins identified as fumonisins FB1, FB2 and beauvericin. On a pineapple culture medium, a concentration of beauvericine of 34959 μg kg-1 was measured for the species F. proliferatum.A method of inoculating Fusarium ananatum directly into the parenchyma allowed to describe the biochemical response of the fruit. The phenylpropanoids pathway is involved, particularly with the elicitation of caffeoylisocitrate and coumaroylisocitrate in the infected zone. A comparison of the metabolic profiles shows that the response to inoculation of resistant cultivar 'MD-2' is higher than in the sensitive cultivar 'Queen'. Most of the metabolites elicited by the attack are already present in healthy mature fruits of the resistant variety. The antifungal potential of the phenolic compounds was evaluated. Coumaric, caffeoylquinic and ferulic acids inhibit mycelial growth at concentrations similar to those found in infected fruits. An imaging approach allowed to describe the anatomy of the fruits of the two cultivars, to identify the key roles played by nectaries and carpel margins in the infection and colonization process of Fusarium ananatum

Testo completoThe first part is devoted to the simulation of the Local Time Fractional Stable Motion (LTFSM). This process, which was introduced in 2006 by Cohen and Samorodnitsky, is defined as the integration of the local time of a fractional Brownian motion with respect to a random stable measure, the randomness of both objects being defined on two independent probability spaces. Using a series representation method to simulate it, I obtain a control of the approximation. In the second part, I study processes obtained as limits of sums of micropulses, specifically focusing on behavior when "ups" and "downs" of the micropulses are not equal. Then, I generalize the processes obtained to processes with multidimensional indices. Processes obtained in this work vary from standard Brownian motions to multifractional Brownian sheets. Finally, I study a model from physic theory, a field created by charged particles randomly distributed in a hyperplan. The limit process is fractional, centered, Gaussian and in some cases well-known like fractional Brownian motion. Eventually, I study some of its characteristics, such as the number of local minima. This part raises many questions that have yet to be resolved

Testo completoCarbon black case Carbon black is a divided solid obtained by incomplete hydrocarbon combustion. It has been used in many and various industrial applications such as electrical conductivity,UV stabilization of plastics, inks and polymers filler. All these applications are sensitive to the particles dispersion quality. Besides, they depend on the particle surface properties and size. Such primary particles fuse and form, in the furnace reactor, a second larger level of structure or aggregates having a range size of 200-1000nm. The morphologies of these aggregates can vary from linear, branched to completely compact and roughly spherical domains. Further, these carbon aggregates may percolate and form agglomerates with alarger size. The first aim of this work is to determine factors that affect the agglomeration process, to study the size state evolution and the dispersion conditions limits leading to agglomerates. Silica case Silica is a filler of choice for PDMS polymers since it allows the increase of the mechanical strength and the lifetime of these polymers. However, the addition of silica to non-crosslinked PDMS's leads to a decrease of the cure speeds of these polymers making their processing impossible. A way to speed up the curing of this silica consists to controlled silylation of these minerals prior to use. The determination of the parameters governing water-silica interactions as a function of the rate of silanisation may be done by means of contact angle measurements. However this kind of measurement is not feasible on a divided powder. An indirect way of evaluating these interactions consists in measuring the powder immersion heat, a technique that gives energetic information

Testo completoThe comparaison between the agricultural cooperatives ot Togo and Congo brings out resemblances and differences. Are these differences only a reflection of contradictory, geographical, economical, historical, political and ideological situations ? Do their cooperatives allow members and farmers in general, to reach a higher level of development ? What role do state, traders, consumers and foreigner experts play as regards cooperatives ? In conclusion, are cooperatives an adequate means of modernization for rural develoment ? The internal and external factors that enable cooperatives to run are quite easy to identity. However, taking into account the anthropological backround and the political implications, they are (much) more difficult to set up

Testo completoDecades of studies have demonstrated the presence of a compact object of several million solar masses at the center of the Galaxy. Nowadays, the assumption is that this compact object is probably a supermassive black hole described by general relativity. The second generation instrument at the Very Large Telescope Interferometer, GRAVITY, is expected to better constrain the nature of this central object. By using its astrometric accuracy of about 10 microarcseconds, it will probe spacetime in strong gravitational fields by observing stars and gas located near the compact object.During my PhD I have developed a stellar-orbit model in order to interpret the future GRAVITY observations. By using this model it will be possible to extract the central black hole candidate parameters and relativistic effects. To implement the model, I used the ray-tracing code GYOTO developed at Observatoire de Paris. This code allows computing star and photon trajectories obtained in the vicinity of a compact object. It is thus possible to simulate apparent positions of stars orbiting the Galactic Center by computing relativistic images. My work started by validating the photon trajectories computed in GYOTO. By doing tests in both weak- and strong-deflection limits, I have shown that the GYOTO code is highly qualified to simulate GRAVITY observations. Indeed, the error made on the photon trajectories is inferior to 10^-2 microarcsecond, even when integrating over large distances. Then, I was interested in studying a star called S2 that contributed to importantly constrain the mass of the central object. This star is the second closest star to the Galactic Center and has an orbital period of about 16 years. Nowadays, we do not know whether closer-in stars will be discovered by GRAVITY. It is thus important to extract as much information as possible from this star. In particular, I have estimated the minimal observation times needed to detect relativistic effects by using astrometric and spectroscopic measurements of S2. To do so, I have developed different stellar-orbit models taking into account a certain number of relativistic effects. The more accurate model is obtained by using the ray-tracing code GYOTO and considering all relativistic effects. However, as the S2 star is sufficiently far from the compact object, this model neglects certain gravitational lensing effects such as the secondary images and the primary images amplification. Besides, I was also interested in the possibility of constraining the angular momentum of the central black hole candidate with the S2 star. In particular, I have shown that with a model which does not use ray-tracing, the norm and the direction of the angular momentum can be constrained with an uncertainty of about 0.1 and 20 degrees, respectively, by using observations obtained during three periods of S2 and with accuracies reaching 10 microarseconds and 10 km/s.Since closer-in stars could be detected by GRAVITY, I have developed a more accurate stellar-orbit model taking into account the lensing effects neglected in the previous model. However, in order to minimize the computing time required by this model, I determined a volume in which it is possible to neglect both the secondary images and the primary images amplification. Finally, I have studied the impact of different components of the Solar System on astrometric positions measured by GRAVITY. This study has shown that those measurements are deviated by an amount of a few microarcseconds by the gravitational perturbation generated by the Sun. However, those apparent positions are shifted by several hundred microarcseconds by the aberration effect due to the movement of the Earth with respect to the Galactic Center. It is thus necessary to take into account this effect in future interpretations of GRAVITY observations

Testo completoWhich are the Televisual Representations of the Blacks of France immigrants' Opening up? We have firstly selected the latter for their very basic Ethnicity (notably biological: their skin's colour), which makes them readily recognizable and observable in the social environment and on TV screens. Moreover, they are emblematic of the many national (DOM/TOM) and international immigrants who have elected to settle down and blossom in metropolitan France. We have defined their opening up as the very result of their adoption of Frenchness and successful Integration in the French society. It is within these parameters that we have studied their televisual representations - originating from the social representations - which are produced by their visibility (televisibility) among the Telemodels (Journalists - Emcees - Guests - Members of the Public - Actors) and in the Teleprograms (Information - Education - Culture - Entertainment - Advertising). The observation and analysis of the thematic of our chosen syllabus - 624 cover pages of four TV programs weeklies between 1995 & 1998 and 186 topics between 1995 & 2000 selected at Inathèque de France - has produced three major findings: 1) Blacks of France are quasi-absent from the televisual representations; 2) the televisibility of their opening up is established; 3) globally, their image is positive and their integration successful

We worked out with a sample of students from different ethnic groups : congolese, french caribeans, french to verify this thesis. As a result, it appear that the african self-esteem is as high as the one of the white student and his body image does not seem to be altered even though some european centered traits preferences have been observed. These results enabled us to state that increased interracial contact is not automatically disabling for congolese
