Testo completoThis dissertation investigates theoretically and empirically the interrelationships among population’s health,environmental degradation and economic development, its consequences for developing countries, and someeffective policy responses. The first part explores the association between health, environment, and inequalities. Itfirstly analyzes whether environmental degradation could be considered as an additional channel through whichincome inequality affects infant and child mortality (chapter 2). Theoretical and empirical investigations show thatincome inequality affects negatively air and water quality, and this in turn worsens population’s health. Therefore,environmental degradation is an important channel through which income inequality affects population health. Then,it is shown that sulphur dioxide emission (SO2) and particulate matter (PM10) are in part responsible for the largedisparities in infant and child mortalities between and within developing countries (chapter 3). In addition, we foundthat democratic institutions play the role of social protection by mitigating this effect for the poorest income classesand reducing the health inequality it provokes. The second part is devoted to the link among health, environment,and economic growth. The effect of health (global burden of disease, communicable disease, and malaria) oneconomic growth is assessed in Chapter 4. This chapter shows that health indicators, when correctly measured by thegap between current health status and an ideal health situation where the entire population lives to an advanced age,free of disease and disability, and when accurately instrumented have significant impact on economic performance.The consequences of these interrelationships on the convergence of poor countries towards their steady state aretheoretically and empirically investigated in the last Chapter (chapter 5). It is found that environment degradationreduces the ability of poor countries to reach their own steady state, reinforcing our argument according to whichenvironment quality improvement plays a considerable role in economic convergence process. Moreover, thedegradation of air and water quality affects negatively economic performance, and health status remains an importantchannel through which environment degradation affects economic growth even if it is not alone. Testo completoEnvironmental Service Payment (Pagamento por Serviço Ambiental - PSA) is addressed to meet the need of conciliating rural property economic interests and environment conservation, according to the new environment laws. Since Law n. 4771/1965 established the Forestry Code, Brazil uses the natural resources’ Legal Reserves and Permanent Preservation Areas (Área de Preservação Permanente- APP) as mechanisms to help maintaining private protected areas preserved. As provided in the Brazilian Constitution of 1988, rural property exploration is subjected to socio-environmental liabilities in order to assure the preservation of natural resources and maintain ideal environmental conditions in behalf of the society interests. The Environmental Service Payment, in force both at Federal and State levels, seeks the conciliation between the producer private interest and the environment quality social interests. Law n. 12651/2012, which changed the Forestry Code, provides economic tools addressed to encourage rural property owners to maintain protected areas within their private properties through increasing the natural resources value. In the State of Paraná, Law n. 17134/2012 established the Environmental Service Payment. The aforementioned laws need rules, regulations and operation tools to be effectively implemented. The present work aims at checking the Environmental Service Payment possibilities and limitations concerning private protected area conservation in the State of Paraná through carrying out a bibliographic review and analyzing the environment protection policies, besides interviewing technicians who work with such policies. Our work objective is also to suggest mechanisms able to effectively encourage rural producers to maintain and protect natural areas, as well as to arouse the environmental user interest by establishing legal behaviors and rules.

Testo completoENGLISH ABSTRACT: Electricity is the key to economic growth and numerous aspects of human development. Africa’s installed generation capacity is dire, alongside it being the biggest funding backlog the power sector. There is however hope with the projection that to date, only 7% of this power potential has been harnessed. The increased acknowledgement of the importance of electricity for states to improve along with the knowledge that the capacity is there, has driven states within Southern Africa, to engage in increased and committed cooperation with one another. Within the greater vision of regional integration of the Regional Economic Communities (RECs) in Africa, energy was one of the first formal cooperative arrangements of the Southern African Development Community (SADC), which is the region this study will be focusing on. The form of electricity cooperation adopted was that of the Southern African Power Pool (SAPP), which is geared at increasing cross-border electricity trade and ensuring secure and reliable supply to its members. The study investigates the formation of an electricity regime within Southern Africa, by using the Southern African Power Pool as a case study. In order to properly assess the development of the SAPP, regime theory will be used. An analytical framework, derived from different studies around regime theory has been constructed. This framework assists in the analysis of the formation and evolution of the SAPP, which facilitates the assessment of the type of regime which has emerged, and guides a sound analysis around the degree of the electricity regimes effectiveness. Given the process of formation and characteristics underlying the SAPP, it has been found that it falls within the category of a negotiated regime. The analytical framework provided clear guidelines in assessing the degree of effectiveness regarding the case study at hand. After an analysis of the historical and organisational functioning of the regime - it can be argued that the SAPP is a stable and effective regime, at least on paper. It however faces various challenges, which have constrained its efficient functioning. It is concluded that members of the regime are committed to the SAPP’s continued development despite the problems identified.
AFRIKAANSE OPSOMMING: Elektrisiteit is die sleutel tot ekonomiese groei en baie ander aspekte van menslike ontwikkeling. Afrika se geïnstalleerde opwekkingskapasiteit is net so nypend soos die feit dat dit die grootste befondsing agterstand in die kragvoorsiening sektor is. Daar is egter hoop met die projeksie dat, tot op datum, slegs 7% van hierdie kragpotensiaal benut word. Die toenemende erkenning van die belang van elektrisiteit vir state om vooruit te gaan, gepaard met die wete dat die kapasiteit beskikbaar is, het state binne suider Afrika gedryf om hulle tot toenemende en volgehoue samewerking met mekaar te verbind. Binne die groter visie vir streeksintegrasie van die Streek se Ekonomiese Gemeenskappe (SEG) [Regional Economic Communities (REC)] in Afrika, was energie een van die eerste formele korporatiewe akkoorde van die Suider Afrikaanse Ontwikkelings Gemeenskap (SAOG) [Southern African Development Community (SADC)], wat die streek is waarop hierdie studie sal fokus. Die vorm wat elektrisiteit samewerking aangeneem het, was die Suider Afrika Krag Poel (SAKP) [Southern African Power Pool (SAPP)], wat aangepas is om elektrisiteithandel oor grense heen te bevorder en veilige, asook betroubare lewering aan die lede te verseker. Hierdie studie ondersoek die totstandkoming van ’n elektrisiteit ‘regime’ binne suider Afrika deur die SAKP as ’n gevalle studie te gebruik. Om die ontwikkeling van die SAKP behoorlikte asesseer, sal die regime teorie gebruik word. ’n Analitiese raamwerk, wat afgelei is van verskeie studies met betrekking tot regime teorie, is dus saamgestel. Hierdie raamwerk help met die analise van die totstandkoming en evolusie van die SAKP wat die asessering van die tipe regime, wat ontstaan het, vergemaklik en dit rig ook ‘n streng analise met betrekking tot die graad van effektiwiteit van die elektrisiteit regimes. Gegewe die proses van totstankoming en die eienskappe onderliggend aan die SAKP, is daar bevind dat dit binne die kategorie van ’n onderhandelde regime val (negotiated regime). Die analitiese raamwerk het duidelike riglyne voorsien om die effektiwiteitsgraad, met betrekking tot die gevallestudie, te assesseer. Na ’n analise van die historiese en organisatoriese funksionering van die regime – kan mens aanvoer dat die SAKP, ten minste op skrif, ’n stabiele en effektiewe regime is. Dit staar egter verskeie struikelblokke in die gesig, wat die effektiewe funksionering beperk. Daar kan egter afgelei word dat die lede van die regime toegewyd is tot die volgehoue ontwikkeling van die SAKP, ten spyte van die probleme wat geïdentifiseer is.

Testo completoThe dissertation project is focused on sustainability, an issue that is increasingly evident due to the environmental crisis in contemporary society. Analyze the level of development of practices related to the dimensions of sustainability (ecological, social, economic and cultural) present in the ecovillage is your main goal. The research is exploratory uses literature method for the theoretical context and the empirical support makes use of data sample survey by applying online questionnaire to representatives of (50) fifty ecovillages from Latin America, which resulted in (9) nine effective responses, of which were selected two (2) ecovillages to carry out the field trip. Visa to the investigation of how the residents of the ecovillage relate to each other, with nature and which technologies they use. Among the results, we emphasize the mapping of the main practices, and the development level of these according to the perception of the respondents and observation performed in the field. Finally, we highlight that the results found in the research may help in the improvement of existing communities and planning new initiatives.

Testo completoThis thesis investigates several topics regarding energy transition and environmental regulations, and each of the three chapters is a self-contained paper. It aims to contribute to the design of environmental regulations and to provide suggestions topolicy makers. The first chapter studies the optimal public safety provision under imperfect taxation. An important objective of many publicly-financed environmental projects is to reduce mortality. In this paper, we examine theoretically the effect of tax system imperfections on the optimal public investment in mortality risk reduction (or public safety).We compare three tax systems, namely first-best, uniform tax and income tax. Moreover, we consider several sources of imperfection, namely individuals’ heterogeneity in wealth and in risk exposure, and labor supply distortion. We show that the effect of imperfect taxation critically depends on the source of imperfection as well as on the individual utility and survival probability functions. We conclude that imperfect taxation cannot generically justify less public safety. There is thus no fundamental reason to always adjust downwards the value of statistical life (VSL) because of imperfect taxation, nor to assume a marginal cost of public funds systematically greater than one for the benefit-cost analysis of environmental projects. The second chapter examines the environmental impact of electricity trade. Electricity interconnection has been recognized as a way to mitigate carbon emissions by dispatching more efficient electricity production and accommodating the growing share of renewables. We analyze the impact of electricity interconnection in the presence of intermittent renewables, such as wind and solar power, on renewable capacity and carbon emissions using a two-country model. We find that in the first-best, interconnection decreases investments in renewable capacity and exacerbates carbon emissions if the social cost of carbon (SCC) is low. Conversely, interconnection increases renewable capacity and reduces carbon emissions for a high SCC. Moreover, the intermittency of renewables generates an insurance gain from interconnection, which also implies that some renewable capacity is optimally curtailed in some states of nature when the SCC is high. The curtailment rate and the corresponding carbon emissions increase for more positively correlated intermittency. We calibrate the model using data from the European Union electricity market and simulate the outcome of expanding interconnection between Germany-Poland and France-Spain. We find that given the current level of SCC, the interconnection may increase carbon emissions. The net benefit of interconnection is positive, with uneven distribution across countries. The third chapter extends on the second chapter, to investigate the optimal unilateral carbon policy design for electricity trade with intermittent renewable energy. We consider policy instruments including a carbon tax, border adjustment tax, and renewable subsidies. In turn, we analyze the effect of such policies on market equilibrium prices, renewable investment, and global emissions. Using a two-country model of electricity trade, we characterize the conditions under which different combinations of policy instruments implement the optimal energy mix. We find that with a unilateral carbon tax, the border adjustment tax turns out to be effective only when renewables are producing. Moreover, renewables must be subsidized to be exported, in which case carbon emissions should be taxed more than the Pigouvian level to avoid excessive consumption

Testo completoThe challenge facing Canada is to make the law recognize and be more responsive to the unity of the aquatic environment and water resources. An active federal role in uniting and coordinating the efforts of the provinces in this regard is crucial if this challenge is to be met. However, since the constitutional division of powers in Canada encourages a fragmented approach to managing environment and water resources, the federal government is incapacitated, purely on a legal score, with respect to pulling together the efforts of the provinces. A cooperative approach, based on political rather than legal coordination, is therefore, the most realistic option for the federal government to meet the challenge.
In this work, the writer examines the various areas for federal-provincial cooperation regarding groundwater allocation and protection. Such institutional integration or cooperation cannot be effective unless groundwater is addressed together with the other component of the hydrologic cycle, namely: surface water and the ecosystem they support. At the same time, in adopting an integrated hydrologic cycle approach, specific groundwater management strategies canvassed in this work must be taken into account if groundwater is to be more efficiently allocated and protected. Pursuant to these considerations, this writer is of the opinion that groundwater resources in Canada should be managed in a way that meets both present and future needs of Canadians, thus in a sustainable fashion. This can best be achieved if resource management relies upon a combination of contaminant-focused and resource-focused approaches adopted under unified federal-provincial efforts as well as under an integrated hydrologic cycle management.

Testo completoThis thesis examines what consequences, through which pathways, and under which circumstances, does country-level environmental policy evaluation, carried out by an intergovernmental organisation, have for institutional change towards sustainable development. The philosophical and theoretical frameworks of institutional economics are proposed as the lens through which to assess experiences from evaluation research. This is done in order to elaborate a conceptual framework for analysing the approach, the impact and the factors conditioning the influence of environmental policy evaluation in the context of sustainable development. The OECD Environmental Performance Review programme is examined through an in-depth qualitative case study approach. It is found that in spite of engendering relatively modest interest among the public, the reviews increase the legitimacy of environmental policies and authorities, and strengthen a performance-oriented environmental policy emphasising evaluation, monitoring and cost-effectiveness. These impacts operate through four parallel pathways, representing the purposes of learning and accountability. The type and intensity of influence depends on the capacity of the reviews to mobilise key change agents and to be sensitive to the context, as well as on the credibility and political weight of the OECD in the reviewed country. It is concluded that notwithstanding the distance of the prevailing OECD conception of sustainability from the institutionalist principles adopted as the benchmark for the appraisal in this thesis, the reviews contribute meaningfully to sustainable development by redressing asymmetries of power, thereby improving some of the conditions for deliberative democracy

Testo completoThis research study investigates how environmental tools such as Resource Efficiency and Cleaner Production (RECP) can contribute to sustaining and supporting economic growth in South Africa. Resource optimisation is crucial when considering the concept of sustainable development. It also contributes to addressing the challenges of global warming and climate change, which in turn threaten industrial growth and sustainability in the long term. The study places emphasis on the barriers that prevent industry from implementing RECP recommendations, and identifies opportunities that could potentially reposition businesses should they consider implementation. It also promotes other sustainability tools that are available through collaboration with international entities, and this could be of great benefit to the South African industry. Factors of unemployment and urbanisation restricts national growth to some degree, hence the study explores how RECP can contribute to job retention by introducing new resource optimisation methodologies for the manufacturing sector, Moreover, it examines the imbalance between the demand as well as limitations of these resources. Through the compilation of data collated from questionnaires completed by industry, government and civil society participants, this study looks at achieving a balance between environmental sustainability and growth. It also looks at aligning this balance with the integration of specific economic and environmental policies, which also includes social aspects. What comes through significantly in this research is the lack of awareness within industry in terms of RECP, as well as the importance of prioritising the uptake of environmental initiatives to ensure that industry is compliant with the stringent policies and legislation designed by government to drive the sustainability process. Consequently the study shows that communication between public and private sector, as well as the awareness raising and marketing of sustainability to consumers need to be improved. An analysis of the various government support mechanisms is conducted, in respect of how industry could potentially leverage growth and drive positive change within their businesses. In addition to RECP, emphasis is placed on other Sustainable Consumption and Production (SCP) initiatives and tools that could possibly entrench sustainable practices and help with their incorporation into their business strategies.
