The overall aim of this paper is to clarify how we can theorize and systemize economic surveillance. Surveillance studies scholars like David Lyon stress that economic surveillance such as monitoring consumers or the workplace are central aspects of surveillance societies. The approach that is advanced in this work recognizes the importance of the role of the economy in contemporary surveillance societies. The paper at hand constructs theoretically founded typologies in order to systemize the existing literature of surveillance studies and to analyze examples of surveillance. Therefore, it mainly is a theoretical approach combined with illustrative examples. This contribution contains a systematic discussion of the state of the art of surveillance and clarifies how different notions treat economic aspects of surveillance. In this work it is argued that the existing literature is insufficient for studying economic surveillance. In contrast, a typology of surveillance in the modern economy, which is based on foundations of a political economy approach, allows providing a systematic analysis of economic surveillance on the basis of current developments on the Internet. Finally, some political recommendations are drawn in order to overcome economic surveillance. This contribution can be fruitful for scholars who want to undertake a systematic analysis of surveillance in the modern economy and who want to study the field of surveillance critically.

While surveillance as a mechanism of political control was a common prac-tice of states even before the First World War, the introduction of the Political Departments to the Red Army in 1918–1920 was a completely new historical-military phenomenon. Surveillance reports submitted by the commissars of the political departments had to provide an overview of the attitudes of soldiers, progress in political education, and the condition of various military aspects, such as the supply of uniforms. Next to nothing is known about surveillance reports compiled by these institutions in national units of the Red Army. This paper summarizes the instructions for compiling surveillance reports, their implementation, and what was actually reported by the Political Departments of Estonian and Latvian national units of the Red Army.

This study examines the legitimacy of the electronic surveillance system in Korea, and hurriedly passed the Electronic Surveillance System Act on September 1, 2008, as violent crimes continue to occur recently. These electronic surveillance systems implement harsh punitive policies aimed at monitoring and isolating certain criminals, but serious debates, effective tests, and side effects were not studied before the law was passed, and even before the electronic surveillance system was implemented, it contributed a lot to reducing social protection and recidivism rates by extending the implementation period and expanding the category of criminals, but despite these positive aspects, legal issues and operational problems have been found to have created negative aspects. In order to increase the efficiency of the electronic monitoring system, problems such as infringement of basic rights under the constitution, double risks, operating budget, and manpower must be resolved first. In addition, the selection of electronic monitoring targets should not only consider systematic secondary crime risk assessment criteria (K-SORAS), but also converge with each government department to achieve the purpose of this law.

The empirical focus of the research reported in this paper is the recent rapid growth in public surveillance systems. It is now commonplace in Britain for certain “public” spaces to have video surveillance and for some stretches of public highways to have “Gatso” speed cameras located on them. The visual availability of items of material culture such as surveillance systems is introduced as an analytical organising principal for delineating the study of objects within the “seen” world. It is argued that we inhabit a palpable material environment of objects which has consequences for and impinges upon aspects of our practical decision making.

The concept of an electronic Panopticon is making increasingly frequent appearances within analyses of electronic surveillance. This paper traces briefly the history of the Panopticon from Jeremy Bentham to Michel Foucault and through a series of case studies shows how the idea seems relevant in the context of computer databases. It is argued that while the Panopticon has some salience to electronic surveillance, particularly through its enhanced capacity for invisible monitoring of personal details, the notion of a ‘societal Panopticon’ is sociologically mistaken. Nonetheless, where vestiges of the Panopticon are present within electronic surveillance, they present a challenge to social analysis and to political practice.

Abstract The introduction of modern forms of communication, such as encrypted messengers or VoIP telephony, has forced law enforcement agencies to use new technologies to carry out surveillance of people facing criminal proceedings. Rather than relying on the interception of communications during transmission, modern surveillance systems are often based on breaking or bypassing the security features of a user’s mobile device – making it possible to conduct various forms of surveillance that include audio and video recording. One example of such a system is Pegasus – a tool that was initially used to pursue national security objectives but is now increasingly applied in criminal surveillance. The introduction of technical innovations in criminal surveillance must include an examination of their compatibility with legal constraints laid down to protect the individual against the risk of arbitrariness and abuse of power. The effectiveness of surveillance should never be the sole determinant for tasks undertaken by public authorities. The aim of this article is to demonstrate that the implementation of modern surveillance measures such as Pegasus must also include a review of existing legal regulations to ensure that the use of these products’ extended capabilities is under proper control and complies with the rule of law.

Scholars have identified similarities between collegiate athletics and total institutions for profit-athletes, but few examined the relationship for athletes participating in other sports. Drawing on qualitative data collected from a sample of NCAA Division I athletes participating in four different sports, this study examined how collegiate athletics might approximate a total institution according to Goffman’s 1961 conceptualization. Consistent with Goffman’s conceptualization, athletes experienced 1) an absence of barriers between their spheres of life, 2) insularity of the athletic community, 3) strict schedules, and 4) institutional objectives used to justify totalitarian practices. These aspects of the institution helped to facilitate pervasive surveillance and extensive institutional power and control, aspects of the institution that athletes of all sports types perceived as stressful. These findings suggest that structural aspects of collegiate athletics may operate as ambient strains that could have consequences for athlete well-being, a possibility that should be explored in future research.

Modes of communication in modern society have become instant and frequent. Internet users usually post ongoing activities and check their friends’ statuses with texts and photos in social networking sites. During information seeking and sharing processes, they enable peer-to-peer surveillance on the Internet. The present research adopts Foucault’s (1977) Panopticon as a metaphor to investigate this new advent of online surveillance. Surveillance from unknown people on the Internet may not always exist, but the perception of being surveilled could be embedded in the users’ mind. This kind of suspicion may generate some surveillance effects such as low self-esteem and communication discouragement, namely panoptic effects without the presence of actual surveillance (Botan, 1996). This study focuses on the negative panoptic effects to Internet users, leading to three hypotheses related to privacy infringement, Internet stress and self-monitoring. An online survey was conducted with 325 respondents aged from 18 to 29. Regression analyses were used to investigate the explanatory power of one’s perception of being surveilled on the outcome variables. The results showed that the respondents with higher level of perceived online surveillance report higher sense of privacy infringement, more situational stress and higher desire of self-monitoring in their online disclosure. With awareness of being surveilled, the respondents realize the information they share online may be exposed to anonymous observers and be prone to storage and dissemination, resulting in privacy infringement. Since online information could be exposed and misused, the respondents feel stressful to share their views and emotions online. They may conduct self-censorship on their online disclosure so as to acquire credits from other Internet users and avoid punishment for improper manner. Implications of these findings are discussed in detail.

This thesis analyzes the social significance of the integration of the home into computer networks. The social significance of home networking is grasped when these systems are understood in their relationship to emerging forms of electronic social control. The thesis establishes this connection through an analysis of structural trends in the videotex industry which demonstrates the value to the corporate sector of cybernetic information generated by interactive systems. The North American tradition of privacy policy is reviewed and demonstrated as inadequate for the protection of personal privacy in home networking. It is further shown that privacy policy does not represent an adequate theorization of social control in computer networking, since it does not account for practices of aggregate social control, which have been termed in the thesis "social management," so vital to the cybernetic economy of late capitalism. Finally, the thesis argues that current conceptual frameworks and policy mechanisms cannot assure the socially beneficial development of home networking, given the tendency towards the integration of such systems into structures of social control.

Throughout the years, the United States government and local law enforcement has used electronic domestic surveillance for criminal justice purposes. Shortly after World War II, the government began to abuse the power of electronic domestic surveillance for the purposes of gathering intelligence on American citizens. After the September 11, 2001 terrorist attacks on the United States, electronic domestic surveillance focused heavily on American citizens in the name of national security. The government has a duty to protect the United States and American citizens. The use of electronic domestic surveillance is a method for that purpose; however, the infringement of American’s Fourth Amendment rights has become a conflict for the government while trying to maintain national security. Along with attempting to keep security for American citizens, the United States government has lacked transparency in their electronic domestic surveillance methods, causing controversy with American citizens. It is a question of how much privacy would Americans sacrifice for their security. The research in this paper focuses on the comparison of the electronic domestic surveillance methods, how these processes affected the Fourth Amendment rights of American citizens, and the response to these programs and violations by Americans and the United States government, respectively.

ENGLISH ABSTRACT: Passive millimetre-wave (PMMW) imaging is a technique that uses radiometers to detect thermal radiation emitted and reflected by metallic and non-metallic objects. While visual and infra-red emissions are attenuated by atmospheric constituents, PMMW emissions are transmitted, resulting in consistent contrast between different objects from day to night in clear weather and in low-visibility conditions to form images for a range of security and inclement weather applications. The use of a PMMW imaging system on a small unmanned aerial vehicle (UAV) offers extremely attractive possibilities for applications such as airborne surveillance for search and rescue operations, which are often hindered by inclement weather making visibility poor and endangering the rescuers as the search vehicle flies through the bad weather zone. The UAV would fly above the bad weather zone, with the PMMW imaging system detecting the thermal radiation emitted and reflected by objects in the MMW spectrum through the inclement weather. The 35GHz propagation window is chosen for the greater transmission through atmospheric constituents. The design of the PMMW imaging system is severely limited by the size of the UAV, particularly in the inability to incorporate any form of optical or mechanical scanning antenna. A possible solution is a long, thin antenna array fitted under the wings of the UAV. Such an antenna has a narrow, high gain, frequency-scanned beam along the plane perpendicular to the flight path, but a very broad beam along the plane of the flight path blurs the image, making it difficult to accurately determine the position of an object or to differentiate between objects situated along the plane of the flight path. This dissertation proposes a technique of image reconstruction based on the Kalman filter, a recursive filter that uses feedback control to estimate the state of a partially observed non-stationary stochastic process, to reconstruct an accurate image of the target area from such a detected signal. It is shown that given a simulated target area, populated with an arbitrary number of objects, the Kalman filter is able to successfully reconstruct the image using the measured antenna pattern to model the scanning process and reverse the blurring effect
AFRIKAANSE OPSOMMING: Passiewe millimetergolf (PMMG) beeldvorming is ’n tegniek wat van radiometers gebruik maak om termiese straling waar te neem vanaf beide metaal en nie-metaal voorwerpe. Waar optiese en infra-rooi straling attenueer word deur atmosferiese bestanddele, plant PMMG strale ongehinderd voort. Dit lei tot konstante kontras tussen verskillende voorwerpe in daglig of snags, mooi of bewolkte weer, en in ander lae-sigbaarheid toestande om beelde te vorm vir ’n wye reeks sekuriteits- of weertoepassings. Die gebruik van PMMG beeldvorming op ’n klein onbemande lugtuig (OLT) bied aantreklike moontlikhede vir toepassings in observasie en reddingsoperasies, wat dikwels verhinder word deur bewolke weer wat reddingswerkers in gevaar stel as hul moet vlieg in toestande van lae sigbaarheid. Die OLT kan bokant die onweer vlieg, met die PMMG beeldvormer wat termiese straling in die millimetergolf spektrum vanaf voorwerpe kan waarneem in swaks weerstoestande. Vir verbeterde golfvoortplanting deur atmosferiese bestanddele, word die 35GHz band gekies. So ’n antenne het egter ’n baie wye bundel langs die vlugtrajek, wat beeldkwaliteit verlaag en dit moeilik maak om die posisie van ’n voorwerp langs die vlugtrajek te bepaal, of om tussen veelvuldige voorwerpe te onderskei. Hierdie proefskrif bied ’n tegniek van beeldherwinning gebaseer op die Kalman filter, ’n rekursiewe filter wat terugvoerbeheer gebruik om die toestand van ’n nie-stasionêre stochastiese proses af te skat wat slegs gedeeltelik waargeneem is, om soedoende ’n akkurate beeld van die teikenarea te herkonstrueer vanuit ’n verwronge beeld. Since the emergence of the Internet, scholars have had mixed opinions regarding its role in influencing levels of political participation. Two frameworks, the mobilization and the reinforcement theses, were created from these opposing views. The introduction of social networking websites (such as Facebook) offers new platforms with which to test these opposing theories on. This study investigates the Facebook group ―Canadian‘s against Proroguing Parliament,‖ to determine: 1) what the members' motivations were for participating in the group, 2) whether the group attracted formerly marginalized voices to participate on the group, or simply reinforced those who were already active in the political process, and 3) whether the participation of members on the group translated into offline or real world political participation. The findings suggest that the group‘s members had a variety of reasons for joining the group. As well, the findings suggest that the group both mobilized reinforced its participants. Finally, the data indicates that in some instances, the group‘s members translated their online participation into real world political activity.

This study attempts to analyse the way foreign media organisations have used the Internet to inform, educate and mobilise citizens for participation in their national election. These foreign experiences provide a framework with which to analyse the implications for the SABC as a public broadcaster of the next elections in South Africa. The research was informed by theories of media and democracy. One of the most powerful features of the new technology is its technical ability to facilitate an interactive flow of information. This research examines the concept of cyberdemocracy and the implications for the SABC, especially as it is planning on launching an online election strategy. The democratic roles of journalism and the implications for the SABC are also discussed. As a public service broadcaster, the SABC is bound to educate, inform, and mobilise voters for participation, build community and national identity and scrutinise the poll in the interests of transparency, accountability and fair play. International journalists are advocating a new type of journalism, called public or civic journalism, which combines these roles. This research draws primarily on qualitative research methods, using a case study methodology. It draws upon direct observation and interview methodology in the fieldwork. However, it also uses some quantitative methods in the analysis of the websites and the SABC research.Finally, the research analyses the situation at the SABC and provides recommendations for the election website within this context

Concerns about the feasibility of the Internet as an appropriate venue for deliberation have emerged based on the adverse effects of depersonalization, anonymity, and lack of accountability on the part of online discussants. As in face-to-face communication, participants in online conversations are best situated to determine for themselves what type of communication is appropriate. Earlier research on Usenet groups was not optimistic, but community-administered moderation may provide a valuable tool for online political discussion groups who wish to support and enforce deliberative communication among a diverse or disagreeing membership. This research examines individual comments and their rating and moderation within a week-long "Pie Fight" discussion about community ownership and values in the Daily Kos political blog. Specific components of deliberation were identified and a content analysis was conducted for each. Salient issues included community reputation, agreement and disagreement, meta-communication, and appropriate expression of emotion, humor, and profanity. Data subsets were analyzed in conjunction with the comment ratings given by community members to determine what types of interaction received the most attention, and how the community used the comment ratings system to promote or demote specific comment types. The use of middle versus high or low ratings, the value of varied ratings format, and the use of moderation as a low-impact means of expressing dissent were also explored. The Daily Kos community members effectively used both comments and ratings to mediate conflict, assert their desired kind of community, demonstrate a deliberative self-concept, and support specific conditions of deliberation. The moderation system was used to sanction uncivil or unproductive communication, as intended, and was also shown to facilitate deliberation of disagreement rather than creating an echo chamber of opinion.

AbstractRussian state has been intensively digitalizing in past decades. The “Electronic Government” program has achieved impressive results in moving legal processes and services online by creating a system of digital platforms to manage individuals’ and businesses’ access to justice (such as services Moi Arbitr or GAS Pravosudie), as well as offer other legal instruments (such as legal documents in digital form). However, these achievements have come at significant cost for law, the legal system, and public entities and private individuals, especially in a situation of authoritarian political framework. Firstly, Russian law has become hyperformalized, which is necessary for smooth digital processing. Secondly, electronic justice has increased access to justice and legal services in terms of time efficiency, but also damaged quality and contents of law. Thirdly, digitalization of law has brought a new level of surveillance, censorship, and information controls that was not available before. The law serves as an instrument of political manipulation, which leads to even further formalization of procedures and uses of e-justice to curtail freedoms of speech and other human rights.

AbstractThis introductory chapter positions Hong Kong as a unique case to rethink the intricate relationships between politics and popular music in the wider context of the globalised times where collective collection and creative practices are increasingly connected and mutually constitutive. It does so by first presenting to the readers Tat Ming Pair, an electronic duo formed in 1980s, during the so-called Golden Era of Cantopop in colonial Hong Kong. Commercially successful and critically acclaimed—thus regularly and currently censored in mainland China—for their engagements with social and political issues, Tat Ming Pair remains active and relevant especially through their live concerts in the last decade. Chapter 1 will elucidate why an inquiry taking the duo as its lynchpin serves to address the central question: How (far) does music impact on politics, and how (far) does politics impact on music? We will then expand our ideas of writing pop and politics in tandem with writing the past, the present and the future—interlaced with a colonial and post-colonial account of Hong Kong, a rally to resilience and activism, and a dialogue with hope and future, all very makeshift. After outlining the theoretical underpinning, this introduction continues to align our inquiry to the growing body of scholarship that seeks to de-Westernise popular music studies, a field of knowledge production persistently dominated by Anglo-Saxon experience and publications. Finally, this unusual attempt to tease out the empirical and theoretical potentials of one single popular music formation in a book-length study, covering not only its creative output (music) but also the production and reception aspects, will be put forward as a methodological intervention, a possible alternative approach to study popular music. The introduction ends with presenting the organisation logic of the book and the gist of the subsequent chapters.

The electronic surveillance of public assemblies has been an issue highly debated in the Greek public arena. The circumstances that brought this internationally contested topic in the public focus were the parliamentary introduction of Law 3625/2007 in Greece and the legislative enactment of an exemption from the data protection legislation for all police activities involving data processing during public assemblies. This paper will argue that the electronic surveillance of public assemblies affects both the privacy of political views (political privacy) and the activism (public anonymity) of a citizen. Along this line, the paper offers a combined analysis of the right to data protection [Art. 9A] and the right to free assembly [Art. 11] as acknowledged in the Greek Constitution (1975/86/01/08). As underlined, both rights constitute the basis for the protection of political privacy and public anonymity and preclude any legislatively posed limitations to their enjoyment. In the end, three key cases of the European Court of Human Rights shed light to the legitimacy of such a ‘panoptic’ surveillance of public assemblies.

Political decision-making is implemented in the framework of a classic sociotechnical system where respect has to be shown for both technical and social aspects. The development of suitable support tools for the previously mentioned requirements is rather complicated because a fundamentally important factor is product functionality and algorithm conformity to objective requirements (e.g. political decision quality assurance). Traditional design methods mainly focus on the quality of the system design process. They do ensure the quality of the decision-making process but not the decision quality itself. The inclusion of simulation in the system development process permits face validation for the decision-making algorithms of the goal system. This substantially improves acceptance and sustainability indices for the developed political decisions support system. The chapter deals with sociotechnical systems design peculiarities, emphasizing the role of simulation and social factors in the designing of policy decision-making support systems.

Telehealth seems to be the new normal in this fast-changing environment. According to the European Commission eHealth was among the highest priorities before the COVID -19 pandemic. Transformation of health and care in the digital single market is among the EU`s six political priorities of the Commission 2019-2024 (2018 Communication on Digital Health and Care). The pandemic caused by COVID-19 just accelerates the necessity of the inclusion of digital health into the traditional healthcare systems. Telehealth services are among the biggest eHealth trends in EU. Therefore, one of the challenges is the national, regional and regulatory priorities regarding telehealth. There is lack of telehealth special legislative and governmental policies that needs to stimulate the developing and innovative solutions in medicine through technology and to envisage the upcoming innovation technology. Therefore, the government support and adequate policy making is important to support the development of the telehealth services. One of the main challenges is the electronic transactions of patient data among the telehealth providers and services and the cross-border patient data share. Another issue is the exchange of information among the national health institutions and providers and their interoperability. The Macedonian legislation does not have special legislation (policies, or laws) about telehealth. Telehealth is regulated as a term in the Law on health protection. Additionally, there is a lack of national acts, literature, and research in this subject matter. Thus, this paper will explore the telehealth from two main perspectives: scientific theories and legal practice and the users’ practice. Hence, this paper will analyze the legislation about the telehealth on the EU level and the EU Member States and the Macedonian legislation and the impact on the e-health that was made during COVID-19 pandemic. Furthermore, it will make comparative analyses among different countries into the EU zone compared with the EU aspirant country- the Republic of North Macedonia. A survey conducted among doctors in private and public healthcare institutions in the primary, secondary, and tertiary healthcare levels in the city of Stip and in the city of Skopje will provide data about the challenges, risks, and trends in telehealth before and during COVID -19.

On the basis of basic European legal concepts on collecting air passengers’ data, as an important mechanism in fight against terrorism and illegal immigration, the authors point to the European legal provisions of Regulation (EU) 2018/1240 on the newly established IT authorisation system, the application of which guarantees more comprehensive security checks of visa-free third-country nationals (non-EU citizens) when they, as passengers, want to travel to EU. The aim of this work is to present, analyse and review the legal issue of new European rules which prescribe digital surveillance of passengers through electronic system – “European Travel Information and Authorisation System” (ETIAS) even before they arrive at the external border of the Schengen area. When ETIAS becomes operational (expected in November 2023), screening requirements for passengers will mean that some category of passengers will need valid travel authorisation to travel to the Schengen area. Authors point out the significance of prescreening control of passengers’ data with special emphasis on passengers’ obligation to apply for travel authorisation (through ETIAS) prior to travelling to the Schengen area and carriers’ (air carriers, sea carriers and international carriers transporting groups overland by coach) obligation to use ETIAS to verify passengers’ possession of a valid travel authorisation and their liability in case they were transporting third-country nationals (who are exempt from the visa requirement) without valid travel authorisation. Carrying out a theoretical elaboration of the problem in question, in the conclusion the authors clearly indicate the shortcomings of normative legal norms - open legal issues that have not been resolved, such as, for example, the general and insufficiently clear legal regulation of the terms security risk, illegal immigration risk or high epidemic risk in the provisions of the Regulation (EU) 2018/1240 especially considering that these risks represent reasons for profiling of passengers (visa-free third-country nationals) from 60 countries. The authors consider it necessary and justified to adopt a series of delegated acts that will systematically and comprehensively regulate all aspects of the legal and technical issues of the establishment and application of ETIAS.

The author uses symbiosis as metaphor and tool to create food-related projects that critically examine the anthropogenically induced impact of global warming on food chains. She argues that "art-through-food" projects promote an alternative worldview informed by the utopian premise that art can facilitate reflexivity and influence behavior to prevent future massive starvation by safeguarding the future of food. Three projects reveal the workings of energy flows in ecosystems to reimagine hybrid relations with living matter and with systems that are biological, technological, social, and political. They establish sustenance networks in which symbiotic interactions between several actors form the basis for a reevaluation of our human relationships to the planet and the fungal, plant, and animal agents within it. Based on assemblages with multiplicities that cofunction via a viral logic of contagion, projects explore aspects of symbiosis in human/plant/bacterial consortiums (the Bichi project), as well as symbiotic intelligence combining computing with neural networks (@Comestiblemealplan). Informed by research linking various scientific fields with art and technology, projects explore networks of relations between entities tangled in interdependence and involving parasitism, mutualism, adaptation, and resilience. Congruent with a larger systems approach in which symbiosis is the core principle replacing an essentialist conception of individuality, hybrid works contribute research and knowledge production with the potential to assess and generate affective insights and acts in the world.

This is a concert proposal of Brazilian digital art, which brings in its creative core the historical and cultural aspects of certain locations in Brazil. The term ​ Tecnofagia derives from an allusion to the concept of anthropophagic movement (artistic movement started in the twentieth century founded and theorized by the poet Oswald de Andrade and the painter Tarsila do Amaral). The anthropophagic movement was a metaphor for a goal of cultural swallowing where foreign culture would not be denied but should not be imitated. In his notes, Oswald de Andrade proposes the "cultural devouring of imported techniques to re-elaborate them autonomously, turning them into an export product." The ​ Tecnofagia project is a collaborative creative and collective performance group that seeks to broaden aspects of live electronic music, video art, improvisation and performance, taking them into a multimodal narrative context with essentially Brazilian sound elements such as:accents and phonemes; instrumental tones; soundscapes; historical, political and cultural contexts. In this sense, ​ Tecnofagia tries to go beyond techniques and technologies of interactive performance, as it provokes glances for a Brazilian art-technological miscegenation. That is, it seeks emergent characteristics of the encounters between media, art, spaces, culture, temporalities, objects, people and technologies, at the moment of performance.

Under the European Commission’s ICT Policy Support Programme (ICT-PSP) so-called Large Scale Pilots (LSPs) have been launched to advance cross-border interoperability in key policy areas like eID, eHealth, eProcurement, eJustice or the Services Directive. Member States (MS) collaborated to make their existing services interoperable. The first LSPs started in 2008 and impressive results have meanwhile been achieved. Although being technical projects, key hurdles that had to be overcome wasn’t technology, but legal and operational issues, understanding the legacy and administrative cultures in the participating states, or governance of results. This paper will focus on those aspects. Taking the LSP STORK as an example, the experience made on decision making in such complex initiatives is discussed. The paper will discuss what activities preceded the piloting, like the ministerial declaration that expressed the political will, how the LSP was set up to implement it, and how it led to policy initiative like the upcoming Regulation on electronic identification and trust services for electronic transactions in the internal market (eIDAS).

The impact of formal institutions, including rule of law, human rights, and civil liberties on economic growth has been in the focus of the latest research agenda of the new institutional economics due to the current pandemic of the Corona-19 virus. Some limitations are necessary to be imposed to address a pandemic, but this is a real risk of lasting deterioration in basic human freedoms. Increased surveillance, restrictions on free expression and information, and limits on public participation are becoming increasingly common. The present fear is that the authorities worldwide are using the current situation to repress human rights for political purposes. This paper aims to explore the effect of the overall institutional environment, understood as the concept of human freedom, on economic prosperity in different jurisdictions around the world. Human freedom is a general term for personal, civil, and economic freedom and therefore the interconnection with economic growth can be seen in both directions. In our analysis, we use the Human Freedom Index published by the Fraser Institute as a proxy for human freedom. Here, human freedom is understood as the absence of coercive constraint. The index is calculated based on 79 distinct indicators representing different aspects of personal and economic freedom. This analysis seeks to answer several questions. First, we are interested in examining whether there is empirical evidence about the causality between human freedoms and economic growth. Second, we are interested in whether human freedom has a positive impact on growth rates. And third, we are interested in examining the influence of other determinants on economic growth. To test the causality between human freedom and economic growth, we have conducted a Granger causality analysis. The empirical strategy for identification of the possible influence of human freedom to growth rates includes the development of ordinary least squares (OLS) panel regression models for selected economies of the world, or around 174 cross-section units (countries) in the period between 2008 and 2017.

The data from these sensors are collated and processed using some form of Electronic Data Recording system. The information is subsequently displayed in realtime and stored for offsite transmittal. This paper extensively evaluates the impact on drilling performance due to how data from such sensors are collected, processed and the information displayed. A number of observations are investigated, analyzed and explained identifying how data quality, consistency, frequency, sensor errors and data artefacts can skew the displayed results. This can critically impact the drilling forensic analysis and subsequent interpretation. Failing to account for these data quality issues in realtime may mask drilling dysfunction causing accelerated damage to the drill bit and drilling assembly. This paper also aims to highlight techniques for displaying and interpreting drilling data to enhance drilling performance as well as diagnose dysfunction during reviews of historic wells. Understanding these limitations in advance and incorporating them in a team's surveillance strategy can help with the diagnosis of drilling dysfunction and aid performance improvement. These recommended practices have been developed to offer a foundation for drilling surveillance, interpretation and monitoring as well as training for the industry. They have been created such that they can grow organically and may be used for developing subsequent industry publications. The work described in this paper is part of a joint International Association of Drilling Contactors (IADC) / Society of Petroleum Engineers (SPE) industry effort to revise the IADC dull grade process.

The Research Group Realidades - from tangible realities to ontological realities - was created in 2010 and is based at the School of Communications and Arts, University of São Paulo, accredited by the Institution and CNPq, Brazil. It already has a huge production, from artistic works, texts, interviews, events organization, and other technical productions, which can be found at http://www2.eca.usp.br/realidades. In its initial research, the Realidades Group investigated how to coherently treat certain terms and categories while maintaining a dialogue between different areas of knowledge, in addition to pointing out counterparts from the breaking of certain conceptual coherences promoted by this dialogue. The object of study of the first projects was precisely to know and expand terms such as simulation, virtuality, hybridization, as well as to propose new devices, interfaces and uses for the technologies. In the current proposal, the group inaugurates new lines of research that will address contemporary phenomena in the field of digital media, critically observing the experience in the intersection between arts, sciences and communications in locative media, audiovisual performances, reality augmented, 360º video and photography, artificial intelligence, three-dimensional modeling, and digital prototyping, among others. It also considers broader issues that arise in this context in relation to the ways of weakening the consensus around the alternatives of representing reality, which happen because of the informational explosion, and the mapping of patterns, in addition to observing political aspects of these discussions. To fulfill these objectives, which significantly expand the initial problems, we redesigned our lines of research in 2020, which are now defined as: 1. Codified Thoughts; 2. Audiovisual Processes; and 3. Poetic-political criticism. The lines of research present specific goals, objectives, and results, which add up without failing to meet the general objectives of the group. It is important to say that the group has a diversified production, but it is evident that the artistic works stand out. In our artworks, the intrinsic relationship between theory and creative practices is essential. We can see the result of these practices and creative processes in the works we carry out and which have already been shown in national and international exhibitions. All information about each one can be found on the group's website. They have started with the Enigmas Series, which was developed between 2012 and 2017.This series has 3 productions and some versions. We also have the series “When the Stars Touch”, with two works, one created in 2019 and the other in 2020. In 2017 we produced the installation Dynamic Crossing, which participated in ISEA 2017 - 23rd International Symposium on Electronic Art, in Manizales, Colombia. The group's most recent artwork is "InMemoriam". It is still online and can be accessed on its website.

The COVID-19 pandemic has created enormous challenges for national economies, livelihoods, and public services, including health systems. In January 2021, the World Health Organization proposed an international treaty on pandemics to strengthen the political commitment towards global pandemic preparedness, control, and response. The plan is to present a draft treaty to the World Health Assembly in May 2021. To inform the design of a support system for this treaty, we explored existing mechanisms for periodic reviews conducted either by peers or an external group as well as mechanisms for in-country investigations, conducted with or without country consent. Based on our review, we summarized key design principles requisite for review and investigation mechanisms and explain how these could be applied to pandemics preparedness, control, and response in global health. While there is no single global mechanism that could serve as a model in its own right, there is potential to combine aspects of existing mechanisms. A Universal Periodic Review design based on the model of human rights treaties with independent experts as the authorized monitoring body, if made obligatory, could support compliance with a new pandemic treaty. In terms of on-site investigations, the model by the Committee on Prevention of Torture could lend itself to treaty monitoring and outbreak investigations on short notice or unannounced. These mechanisms need to be put in place in accordance with several core interlinked design principles: compliance; accountability; independence; transparency and data sharing; speed; emphasis on capabilities; and incentives. The World Health Organization can incentivize and complement these efforts. It has an essential role in providing countries with technical support and tools to strengthen emergency preparedness and response capacities, including technical support for creating surveillance structures, integrating non-traditional data sources, creating data governance and data sharing standards, and conducting regular monitoring and assessment of preparedness and response capacities.

Banco de la República is celebrating its 100th anniversary in 2023. This is a very significant anniversary and one that provides an opportunity to highlight the contribution the Bank has made to the country’s development. Its track record as guarantor of monetary stability has established it as the one independent state institution that generates the greatest confidence among Colombians due to its transparency, management capabilities, and effective compliance with the central banking and cultural responsibilities entrusted to it by the Constitution and the Law. On a date as important as this, the Board of Directors of Banco de la República (BDBR) pays tribute to the generations of governors and officers whose commitment and dedication have contributed to the growth of this institution.1 Banco de la República’s mandate was confirmed in the National Constitutional Assembly of 1991 where the citizens had the opportunity to elect the seventy people who would have the task of drafting a new constitution. The leaders of the three political movements with the most votes were elected as chairs to the Assembly, and this tripartite presidency reflected the plurality and the need for consensus among the different political groups to move the reform forward. Among the issues considered, the National Constitutional Assembly gave special importance to monetary stability. That is why they decided to include central banking and to provide Banco de la República with the necessary autonomy to use the instruments for which they are responsible without interference from other authorities. The constituent members understood that ensuring price stability is a state duty and that the entity responsible for this task must be enshrined in the Constitution and have the technical capability and institutional autonomy necessary to adopt the decisions they deem appropriate to achieve this fundamental objective in coordination with the general economic policy. In particular, Article 373 established that “the State, through Banco de la República, shall ensure the maintenance of the purchasing power of the currency,” a provision that coincided with the central banking system adopted by countries that have been successful in controlling inflation. In 1999, in Ruling 481, the Constitutional Court stated that “the duty to maintain the purchasing power of the currency applies to not only the monetary, credit, and exchange authority, i.e., the Board of Banco de la República, but also those who have responsibilities in the formulation and implementation of the general economic policy of the country” and that “the basic constitutional purpose of Banco de la República is the protection of a sound currency. However, this authority must take the other economic objectives of state intervention such as full employment into consideration in their decisions since these functions must be coordinated with the general economic policy.” The reforms to Banco de la República agreed upon in the Constitutional Assembly of 1991 and in Act 31/1992 can be summarized in the following aspects: i) the Bank was assigned a specific mandate: to maintain the purchasing power of the currency in coordination with the general economic policy; ii) the BDBR was designatedas the monetary, foreign exchange, and credit authority; iii) the Bank and its Board of Directors were granted a significant degree of independence from the government; iv) the Bank was prohibited from granting credit to the private sector except in the case of the financial sector; v) established that in order to grant credit to the government, the unanimous vote of its Board of Directors was required except in the case of open market transactions; vi) determined that the legislature may, in no case, order credit quotas in favor of the State or individuals; vii) Congress was appointed, on behalf of society, as the main addressee of the Bank’s reporting exercise; and viii) the responsibility for inspection, surveillance, and control over Banco de la República was delegated to the President of the Republic. The members of the National Constitutional Assembly clearly understood that the benefits of low and stable inflation extend to the whole of society and contribute mto the smooth functioning of the economic system. Among the most important of these is that low inflation promotes the efficient use of productive resources by allowing relative prices to better guide the allocation of resources since this promotes economic growth and increases the welfare of the population. Likewise, low inflation reduces uncertainty about the expected return on investment and future asset prices. This increases the confidence of economic agents, facilitates long-term financing, and stimulates investment. Since the low-income population is unable to protect itself from inflation by diversifying its assets, and a high proportion of its income is concentrated in the purchase of food and other basic goods that are generally the most affected by inflationary shocks, low inflation avoids arbitrary redistribution of income and wealth.2 Moreover, low inflation facilitates wage negotiations, creates a good labor climate, and reduces the volatility of employment levels. Finally, low inflation helps to make the tax system more transparent and equitable by avoiding the distortions that inflation introduces into the value of assets and income that make up the tax base. From the monetary authority’s point of view, one of the most relevant benefits of low inflation is the credibility that economic agents acquire in inflation targeting, which turns it into an effective nominal anchor on price levels. Upon receiving its mandate, and using its autonomy, Banco de la República began to announce specific annual inflation targets as of 1992. Although the proposed inflation targets were not met precisely during this first stage, a downward trend in inflation was achieved that took it from 32.4% in 1990 to 16.7% in 1998. At that time, the exchange rate was kept within a band. This limited the effectiveness of monetary policy, which simultaneously sought to meet an inflation target and an exchange rate target. The Asian crisis spread to emerging economies and significantly affected the Colombian economy. The exchange rate came under strong pressure to depreciate as access to foreign financing was cut off under conditions of a high foreign imbalance. This, together with the lack of exchange rate flexibility, prevented a countercyclical monetary policy and led to a 4.2% contraction in GDP that year. In this context of economic slowdown, annual inflation fell to 9.2% at the end of 1999, thus falling below the 15% target set for that year. This episode fully revealed how costly it could be, in terms of economic activity, to have inflation and exchange rate targets simultaneously. Towards the end of 1999, Banco de la República announced the adoption of a new monetary policy regime called the Inflation Targeting Plan. This regime, known internationally as ‘Inflation Targeting,’ has been gaining increasing acceptance in developed countries, having been adopted in 1991 by New Zealand, Canada, and England, among others, and has achieved significant advances in the management of inflation without incurring costs in terms of economic activity. In Latin America, Brazil and Chile also adopted it in 1999. In the case of Colombia, the last remaining requirement to be fulfilled in order to adopt said policy was exchange rate flexibility. This was realized around September 1999, when the BDBR decided to abandon the exchange-rate bands to allow the exchange rate to be freely determined in the market.Consistent with the constitutional mandate, the fundamental objective of this new policy approach was “the achievement of an inflation target that contributes to maintaining output growth around its potential.”3 This potential capacity was understood as the GDP growth that the economy can obtain if it fully utilizes its productive resources. To meet this objective, monetary policy must of necessity play a countercyclical role in the economy. This is because when economic activity is below its potential and there are idle resources, the monetary authority can reduce the interest rate in the absence of inflationary pressure to stimulate the economy and, when output exceeds its potential capacity, raise it. This policy principle, which is immersed in the models for guiding the monetary policy stance, makes the following two objectives fully compatible in the medium term: meeting the inflation target and achieving a level of economic activity that is consistent with its productive capacity. To achieve this purpose, the inflation targeting system uses the money market interest rate (at which the central bank supplies primary liquidity to commercial banks) as the primary policy instrument. This replaced the quantity of money as an intermediate monetary policy target that Banco de la República, like several other central banks, had used for a long time. In the case of Colombia, the objective of the new monetary policy approach implied, in practical terms, that the recovery of the economy after the 1999 contraction should be achieved while complying with the decreasing inflation targets established by the BDBR. The accomplishment of this purpose was remarkable. In the first half of the first decade of the 2000s, economic activity recovered significantly and reached a growth rate of 6.8% in 2006. Meanwhile, inflation gradually declined in line with inflation targets. That was how the inflation rate went from 9.2% in 1999 to 4.5% in 2006, thus meeting the inflation target established for that year while GDP reached its potential level. After this balance was achieved in 2006, inflation rebounded to 5.7% in 2007, above the 4.0% target for that year due to the fact that the 7.5% GDP growth exceeded the potential capacity of the economy.4 After proving the effectiveness of the inflation targeting system in its first years of operation, this policy regime continued to consolidate as the BDBR and the technical staff gained experience in its management and state-of-the-art economic models were incorporated to diagnose the present and future state of the economy and to assess the persistence of inflation deviations and expectations with respect to the inflation target. Beginning in 2010, the BDBR established the long-term 3.0% annual inflation target, which remains in effect today. Lower inflation has contributed to making the macroeconomic environment more stable, and this has favored sustained economic growth, financial stability, capital market development, and the functioning of payment systems. As a result, reductions in the inflationary risk premia and lower TES and credit interest rates were achieved. At the same time, the duration of public domestic debt increased significantly going from 2.27 years in December 2002 to 5.86 years in December 2022, and financial deepening, measured as the level of the portfolio as a percentage of GDP, went from around 20% in the mid-1990s to values above 45% in recent years in a healthy context for credit institutions.Having been granted autonomy by the Constitution to fulfill the mandate of preserving the purchasing power of the currency, the tangible achievements made by Banco de la República in managing inflation together with the significant benefits derived from the process of bringing inflation to its long-term target, make the BDBR’s current challenge to return inflation to the 3.0% target even more demanding and pressing. As is well known, starting in 2021, and especially in 2022, inflation in Colombia once again became a serious economic problem with high welfare costs. The inflationary phenomenon has not been exclusive to Colombia and many other developed and emerging countries have seen their inflation rates move away from the targets proposed by their central banks.5 The reasons for this phenomenon have been analyzed in recent Reports to Congress, and this new edition delves deeper into the subject with updated information. The solid institutional and technical base that supports the inflation targeting approach under which the monetary policy strategy operates gives the BDBR the necessary elements to face this difficult challenge with confidence. In this regard, the BDBR reiterated its commitment to the 3.0% inflation target in its November 25 communiqué and expects it to be reached by the end of 2024.6 Monetary policy will continue to focus on meeting this objective while ensuring the sustainability of economic activity, as mandated by the Constitution. Analyst surveys done in March showed a significant increase (from 32.3% in January to 48.5% in March) in the percentage of responses placing inflation expectations two years or more ahead in a range between 3.0% and 4.0%. This is a clear indication of the recovery of credibility in the medium-term inflation target and is consistent with the BDBR’s announcement made in November 2022. The moderation of the upward trend in inflation seen in January, and especially in February, will help to reinforce this revision of inflation expectations and will help to meet the proposed targets. After reaching 5.6% at the end of 2021, inflation maintained an upward trend throughout 2022 due to inflationary pressures from both external sources, associated with the aftermath of the pandemic and the consequences of the war in Ukraine, and domestic sources, resulting from: strengthening of local demand; price indexation processes stimulated by the increase in inflation expectations; the impact on food production caused by the mid-2021 strike; and the pass-through of depreciation to prices. The 10% increase in the minimum wage in 2021 and the 16% increase in 2022, both of which exceeded the actual inflation and the increase in productivity, accentuated the indexation processes by establishing a high nominal adjustment benchmark. Thus, total inflation went to 13.1% by the end of 2022. The annual change in food prices, which went from 17.2% to 27.8% between those two years, was the most influential factor in the surge in the Consumer Price Index (CPI). Another segment that contributed significantly to price increases was regulated products, which saw the annual change go from 7.1% in December 2021 to 11.8% by the end of 2022. The measure of core inflation excluding food and regulated items, in turn, went from 2.5% to 9.5% between the end of 2021 and the end of 2022. The substantial increase in core inflation shows that inflationary pressure has spread to most of the items in the household basket, which is characteristic of inflationary processes with generalized price indexation as is the case in Colombia. Monetary policy began to react early to this inflationary pressure. Thus, starting with its September 2021 session, the BDBR began a progressive change in the monetary policy stance moving away from the historical low of a 1.75% policy rate that had intended to stimulate the recovery of the economy. This adjustment process continued without interruption throughout 2022 and into the beginning of 2023 when the monetary policy rate reached 12.75% last January, thus accumulating an increase of 11 percentage points (pp). The public and the markets have been surprised that inflation continued to rise despite significant interest rate increases. However, as the BDBR has explained in its various communiqués, monetary policy works with a lag. Just as in 2022 economic activity recovered to a level above the pre-pandemic level, driven, along with other factors, by the monetary stimulus granted during the pandemic period and subsequent months, so too the effects of the current restrictive monetary policy will gradually take effect. This will allow us to expect the inflation rate to converge to 3.0% by the end of 2024 as is the BDBR’s purpose.Inflation results for January and February of this year showed declining marginal increases (13 bp and 3 bp respectively) compared to the change seen in December (59 bp). This suggests that a turning point in the inflation trend is approaching. In other Latin American countries such as Chile, Brazil, Perú, and Mexico, inflation has peaked and has begun to decline slowly, albeit with some ups and downs. It is to be expected that a similar process will take place in Colombia in the coming months. The expected decline in inflation in 2023 will be due, along with other factors, to lower cost pressure from abroad as a result of the gradual normalization of supply chains, the overcoming of supply shocks caused by the weather, and road blockades in previous years. This will be reflected in lower adjustments in food prices, as has already been seen in the first two months of the year and, of course, the lagged effect of monetary policy. The process of inflation convergence to the target will be gradual and will extend beyond 2023. This process will be facilitated if devaluation pressure is reversed. To this end, it is essential to continue consolidating fiscal sustainability and avoid messages on different public policy fronts that generate uncertainty and distrust. 1 This Report to Congress includes Box 1, which summarizes the trajectory of Banco de la República over the past 100 years.
