In the last several decades, the study of reading, writing, and publishing has emerged as a lively field of inquiry in the humanities and social sciences. Historians and literary scholars have engaged with a number of questions about the impact of changes in technology on reading practices and particularly on the relationship between new technologies of reading and writing and social, religious, and political change. The new field of the “history of the book,” merging aspects of social and intellectual history with the tools of analytical and descriptive bibliography, came to the fore in the second half of the twentieth century at the same time that the emergence of new forms of electronic media raised many questions for social scientists about the ways that technological change have affected aspects of human communication in our time. Meanwhile, while the field of book history emerged initially among early modernists interested in the impact of printing technology, the issues raised regarding authorship, publication, relations between orality and the written word, dissemination, and reception have enriched the study of earlier periods.

The restoration of Ukraine’s independence in 1991 created favorable conditions for the powerful development of domestic ethnomusicology. Ukrainian musical folklore research has a long tradition, but for a hundred years the research has been conducted in difficult historical and political realities. This did not contribute to the proper development of folk music research, especially in the Soviet period. The period 1991–2021 is quite interesting, although difficult and ambiguous. The revival of Ukrainian ethnomusicology began in the early 1990s. Unfortunately, not all initiatives have been continued. Many initiatives had to be stopped due to financial difficulties, political circumstances, lack of sufficient specialists and so on.
This article was inspired by the need to summarize everything that has been done in Ukrainian musical folklore over the past 30 years, to consider the achievements of Ukrainian ethnomusicology in 1991–2021. Previously, there was no general research on this topic, because various Ukrainian scientists have written about certain aspects of ethnomusicological work and about different time periods in the history of musical folkloristics of the period of independence. The research will be published in two parts: in this issue of the yearbook the main Ukrainian ethnomusicological centers will be presented, the state of domestic ethno-pedagogy will be discussed, documentation (field and archival) of folk music will be considered. The next issue will analyze the scientific, publishing, conference, promotional activities of Ukrainian researchers of folk music.
Kyiv and Lviv have been the main Ukrainian centers for the study of folk music since the early twentieth century. The same is true today: the basic Ukrainian ethnomusical centers are the Rylsky Institute of Art Studies, Folklore and Ethnology (IAFE) of the National Academy of Sciences of Ukraine, the Tchaikovsky National Academy of Music of Ukraine and the Lysenko Lviv National Academy of Music. Research Scientific Laboratory of Music Ethnology and Departments of musical folklore were opened in both Academies in the early 1990s. Well-known scientists, doctors of science and PhD, and their junior colleagues work in these centers. Publishing activity is developing: encyclopedias, monographs, folklore collections, collections of articles, periodicals are published. Kyiv and Lviv higher music institutions publish the only in Ukraine purely ethnomusicological yearbooks of scientific articles and materials – «Problems of music ethnology» and «Ethnomusic». Regional ethnomusicological centers operate in many cities of Ukraine – Kharkiv, Odessa, Dnipro, Sumy, Rivne, Uzhgorod, etc.
During the period of Independence, ethnomusicological education was actively developing. The two main areas are the education of ethnomusicologists-theorists and ethnomusicologists-practitioners, leaders of folklore ensembles. The first ones are prepared mainly by Kyiv and Lviv Music academies, where various specialized disciplines are taught. The second is taught in higher educational institutions of Kyiv, Kharkiv, Rivne, Sumy.
An important area of activity of almost all Ukrainian ethnomusicological centers in the period of Independence was the documentation of folk music: the collection of musical folklore, transcription and archiving. Folk music was most actively collected in the early 1990s, but over time this work has slowed down, in part because authentic tradition is dying out and living in the passive memory of performers. Today the largest archives of folk music are in IAFE and Kyiv and Lviv Music academies. Archival collections are actively digitized, some materials can be found on the Internet – both on special sites-archives of folk music, and YouTube channels, which usually refer to the different ethnomusical centers. The main prospect of Ukrainian archivists engaged in musical folklore is the creation of the Central Electronic Archive of Ukrainian Folklore

The article considers the editorial aspects of preparation for the publication of works by the classic of Ukrainian literature, public and political figure V. Vynnychenko. It is emphasized that in the 20-30s of the twentieth century. It was at the Rukh Kharkiv Cooperative Publishing House that the first attempt was made to publish a complete collection of the writer’s works. A historical parallel was drawn between the two fates of the editor I. Lyzanivsky and the writer V. Vynnychenko, which helped to find a common ground and to draw conclusions. Particular attention is paid to V. Vynnychenko’s correspondence with the Publishing Board. Various aspects of preparing a complete collection of works are illustrated with examples, supported by considerations and explanations. The historical section of the facts made it possible to determine the violation of the use of V. Vynnychenko’s works without the consent of the author, which shows the inconsistency of the actual state of the economy of that time and the law declared in the laws.

This paper provides a historical overview of German newspapers published in Osijek. In the period between the liberation from the Turks and the end of World War Two, almost half of Osijek’s population were Germans, which enabled them to play a significant role in all aspects of city life, and newspaper publishing was no exception. A review of German newspapers published in Osijek revealed that they differed in content, publication frequency and longevity. After reading and reviewing both scholarly and scientific literature, it was concluded that most facts about the newspapers were not completely, but partially preserved in a non-chronological order. Newspaper publishers operated in difficult circumstances and frequently changed editors and owners. However, today, we can claim, that German newspapers published in Osijek were vital, diverse in form and important to (educated) readers and their needs and habits. The newspapers were similar to magazines and covered all facets of life, including politics, science, economy, art and culture. Such newspapers covered everything their readership might find interesting, and many Croats contributed to those German newspapers as associates. This paper is based on the review of research and scholarly and scientific papers. The intention was to follow the logical and chronological structure of German newspapers.

In this paper, we look at how theory and publishing practices were intertwined in Argentina between 1967 and 1976. We do so by analyzing “El hombre y su mundo” [“The Man and His World"], a collection of books directed by Oscar del Barco for Ediciones Caldén (Argentina) during that period. We hold that del Barco´s multifaceted work as editor, translator, compiler, and essayist, created a politics of theory, focusing on two interrelated aspects: 1) a poetics of publishing, with translations of works by political theorists, structuralist and poststructuralist thinkers coming together in a unique collection mediated by del Barco’s critical texts, and 2) a "smuggling" publishing practice –as texts were selected, translated and shaped into small books from foreign magazines with no copyright permission. We see a performative force in such interrelation of theory and publishing strategies, as “El hombre y su mundo” made available books through practices and materialities that acted upon what those very books were calling for.

This article considers today’s ‘post-digital’ political publishing through the material forms of an experimental book, The 2015 Baltimore Uprising: A Teen Epistolary. Anonymously published and devoid of all editorial text, the book is comprised entirely of some 650 screen-grabbed tweets, tweets posted by black Baltimore youth during the riots that ensued on the police killing of Freddie Gray. It is a crisis-ridden book, bearing the wrenching anti-black terror and rebellion of Baltimore 2015 into the horizon of publishing. Drawing on critical theories of books and digital media, and bringing Saidiya Hartman and Frank Wilderson to bear on issues of publishing, the article appraises seven aspects of this book’s materiality: its epistolary structure and rupture with the book-as-closure; its undoing of the commodity form of books; the ‘poor image’ of its visual scene; its recourse to facial redaction and voiding of narrative progression; and its destabilization of readers’ empathy.

Professors at higher education institutions often feel pressure to publish or perish in order to maintain their standing in the academic community, yet a large number of these publications languish in obscure technical journals or are presented only once at a conference or online journal. While these methods achieve the goal of spreading personal research to colleagues and other professionals, more can be done to make this information available to curious individuals. This paper examines the efficiency of using electronic publishing technology such as Amazon's Kindle Direct Publishing to publicize scientific research in order to disseminate knowledge and ideas through the academic community. Ten publications of an educators research in the field of geospatial science were compiled into a single book, which was then published online using Kindle Direct Publishing. By making this information readily accessible, anyone with an interest in the material could use these publications to facilitate their own work. The increased availability of these publications was beneficial for students who needed access to such research for classwork, as well as professionals who benefited from the information contained in these reports. In this manner, ideas were more effectively disseminated among the geospatial community, thus increasing the potential for scientific collaboration and advancement. Additionally, this research is being utilized to stem the aspects of publish text books digitally by faculty for courses on campus. This method of information dissemination can be easily applied to all fields of research and education with similar results. The research contained in this paper will outline the challenges and methods used to publish academic scholarly knowledge on a more widely accessible platform.

The main aim of the paper is to set up the level of media bias influence on the agenda of news programs in TV channels: 1+1, Ukraine, ICTV, Inter, Kanal 5, and UA: Pershyi. Two issues were taken into consideration: Joint Forces Operation in Donbas, and Ukraine and Russian Federation’s relations. Those stand for the socio-political division of the society in Ukraine before February 24, 2022. It was found that the agenda does not differ in terms of content, but in terms of gradation not dictated by political inclinations. Political partiality in displaying or refraining from publishing journalistic materials, in relation to the main axis of the socio-political division in Ukraine, did not occur in the analyzed period. It means that the agenda considered to be pro-Russian or pro-Ukrainian based on the provenance of their owners, is neither characterized by tonality bias (the evaluation of political actors), visibility bias (the salience of political actors), nor agenda bias (the extent to which parties address preferred issues in media coverage).

As guest editors, we are excited to publish this special double issue of IASSIST Quarterly. The topics of reproducibility, replicability, and transparency have been addressed in past issues of IASSIST Quarterly and at the IASSIST conference, but this double issue is entirely focused on these issues.
In recent years, efforts “to improve the credibility of science by advancing transparency, reproducibility, rigor, and ethics in research” have gained momentum in the social sciences (Center for Effective Global Action, 2020). While few question the spirit of the reproducibility and research transparency movement, it faces significant challenges because it goes against the grain of established practice.
We believe the data services community is in a unique position to help advance this movement given our data and technical expertise, training and consulting work, international scope, and established role in data management and preservation, and more. As evidence of the movement, several initiatives exist to support research reproducibility infrastructure and data preservation efforts:
Center for Open Science (COS) / Open Science Framework (OSF)[i]
Berkeley Initiative for Transparency in the Social Sciences (BITSS)[ii]
CUrating for REproducibility (CURE)[iii]
Project Tier[iv]
Data Curation Network[v]
UK Reproducibility Network[vi]
While many new initiatives have launched in recent years, prior to the now commonly used phrase “reproducibility crisis” and Ioannidis publishing the essay, “Why Most Published Research Findings are False,” we know that the data services community was supporting reproducibility in a variety of ways (e.g., data management, data preservation, metadata standards) in wellestablished consortiums such as Inter-university Consortium for Political and Social Research (ICPSR) (Ioannidis, 2005).
The articles in this issue comprise several very important aspects of reproducible research:
Identification of barriers to reproducibility and solutions to such barriers
Evidence synthesis as related to transparent reporting and reproducibility
Reflection on how information professionals, researchers, and librarians perceive the reproducibility crisis and how they can partner to help solve it.
The issue begins with “Reproducibility literature analysis” which looks at existing resources and literature to identify barriers to reproducibility and potential solutions. The authors have compiled a comprehensive list of resources with annotations that include definitions of key concepts pertinent to the reproducibility crisis.
The next article addresses data reuse from the perspective of a large research university. The authors examine instances of both successful and failed data reuse instances and identify best practices for librarians interested in conducting research involving the common forms of data collected in an academic library.
Systematic reviews are a research approach that involves the quantitative and/or qualitative synthesis of data collected through a comprehensive literature review. “Methods reporting that supports reader confidence for systematic reviews in psychology” looks at the reproducibility of electronic literature searches reported in psychology systematic reviews.
A fundamental challenge in reproducing or replicating computational results is the need for researchers to make available the code used in producing these results. But sharing code and having it to run correctly for another user can present significant technical challenges. In “Reproducibility, preservation, and access to research with Reprozip, Reproserver” the authors describe open source software that they are developing to address these challenges.
Taking a published article and attempting to reproduce the results, is an exercise that is sometimes used in academic courses to highlight the inherent difficulty of the process. The final article in this issue, “ReprohackNL 2019: How libraries can promote research reproducibility through community engagement” describes an innovative library-based variation to this exercise.

The present article aims to scrutinize publishing ethics in the fields of paediatrics and paediatric nursing. Full-text readings of all original research articles in paediatrics from a high-income economy, i.e. Sweden, and from all low-income economies in Sub-Saharan Africa, were reviewed as they were indexed and stored in Web of Science for the search period from 1 January 2007 to 7 October 2009. The application of quantitative and qualitative content analysis revealed a marked discrepancy in publishing frequencies between the two contrasting economies. Authors from 16 low-income economies in Sub-Saharan Africa, with at least one article stored, were obviously closely linked to co-authorships and foreign funding sources, predominantly from Europe and the USA. Statements concerning conflicts of interest were frequently missing (both regions), even when multiple financial sources, including companies, were involved. It is necessary to be aware of possible systematic bias when using electronic databases to search for certain topics and regions. Further research regarding publishing ethics in paediatrics and paediatric nursing is emphasized.

The results of the latest pandemic caused by the COVID-19 virus and the active phase of the military confrontation have a decisive impact on the national economy and human development of our country. The current focus on agricultural development provides partial stabilization of the situation by maintaining an adequate level of food security and increasing food exports. In the long term, it is envisaged to use the existing advantages and revise the agrarian and construction policies, by coordinating them to create conditions for improving the human development situation in the country. To form the necessary theoretical basis for such changes, the definition of the term "state agricultural policy" was clarified and the list of strategic goals of the state agricultural policy was expanded. The current direction of construction policy is critically characterized. The essence of three dominants (continuation of land reform; decentralization; transformational changes in the development of agriculture), which should be taken into account when harmonizing agricultural and construction policies, is considered. The model of the coordination mechanism of agricultural and construction policy regulation was developed in order to create conditions for sustainable development of rural areas, which, accordingly, should contribute to the progress of human development.

Sourced mostly by documents from Patrick Geddes’s archive at Strathclyde University (SUA, Glasgow), including accounts and rough drafts, this article reveals the backstage organization of the Evergreen, a Northern Seasonal (Edinburg and London, 1895-97), as well as the financial and commercial concerns the amateur editors an aesthetic magazine had to face. The economics of publishing and the various stages through which the production of the Evergreen moved are explored. Three aspects, given the original editors’ project, inform the final product: the publishing venture (printing and financial aspects); the aesthetic medium (format, lay-out and artwork, as well as the magazine’s circulation); promoting culture (a Celtic Revival through international networks). Cultural activities related to the magazine served as platform for dialogue between literature, art, science, life, tradition, and modernity. A so-called ‘little magazine’ seen from the business perspective helps better understand the networks of periodicals’ diffusion and reception and the role they may play in a cultural marketplace. As methodology, this clarifies the compromises made under the hardbound cover of an aesthetically appealing magazine, and shows how the editors adapted their aesthetic and political ideals to material matters.

Rankings and indicators have been with us for a while now, and have increasingly been objects of attention in international law. Likewise, they have been with the LJIL as a journal for a while now. Our so-called ‘impact factor’ is, to my untrained eye, the most prominent feature on the LJIL webpage hosted by our publisher. So this editorial is something of a rearguard action. The indicators and rankings, however, keep piling up. Proliferation may afford a perverse sort of optimism, about which below but, as will be clear, I do not share it. The increasing number and command of indicators and rankings reflects a consistent trend and a bleak mode of knowledge production. Knowledge production has been a topic in these pages recently, for instance Sara Kendall's excellent editorial on academic production and the politics of inclusion. I mean to continue in that vein, with respect to other aspects of the political economy of the academic production of international law, especially at a nexus of publishing, scholarship and market practices. There is an undeniable element of nostalgia in what will follow, but I do not really mean to celebrate the publishing industry, status quo ante, that has put me in this privileged position to wax nostalgic. The academic publishing business is flawed. What we are preparing the way for is worse. When I say we, I mean to flag my complicity, both as an individual researcher and as an editorial board member. I use the word complicity to convey a personal anxiety, also in my role as editor, so let me be clear: the LJIL board has no policy concerning rankings, and rankings have never influenced review at the journal. Moreover, while I cannot claim to speak for the LJIL as a whole concerning the topic of rankings or any other matter, nor is mine exactly a dissenting voice on the board. The tone of this polemic is mine alone; the concern is not.

Purpose/Thesis: The article characterizes the research on the global book publishing market to determine the extent of its interdisciplinarity.
Approach/Methods: This article uses quantitative and qualitative analysis of selected academic papers, discipline profiles of their authors and of the journals to investigate which subject area dominate in scientific output of researchers and to establish the relationship between publishing studies and other disciplines on the field of the global book market. In order to prove the relatedness of journals bibliometric methods (co-citation, bibliographic coupling analysis of sources) and knowledge visualization technologies will be used.
Results and conclusions: The selected papers focused on book history and book culture, economics and technological aspects of book publishing, and users’ attitudes and preferences. The authors published in journals associated with disciplines such as media & communication studies and education (Publishing Research Quarterly, Journal of Scholarly Publishing, Learned Publishing), book studies (Logos) and information studies (Electronic Library, Journal of Documentation). In Corpus 1 (C1) there were co-cited trade magazines and academic journals on library and information science, in Corpus 2 (C2) – academic journals mostly focused on marketing and economics. Co-authored publications constituted 42% of C1 and 63% of C2. The study showed that the research of the global book publishing market is led by interdisciplinary researchers, but rarely by international teams.
Research limitations: The initial corpus of academic papers was narrowed down to 230 articles published in English between 2001 and 2018. The study did not include articles focusing on book markets in the countries that make only slight contributions to the global book publishing industry. The discipline classification adopted in the study follow that of the Scopus database.
Originality/Value: This study provides insight into the research on the global publishing market and proves that it is interdisciplinary.

Purpose – The purpose of this paper is to describe the Electronic Theses and Dissertations program implemented and managed by the Indiana State University since 2009. The paper illustrates issues relating to the background, policies, platform, workflow and cataloging, as well as the publication and preservation of graduate scholarship. Design/methodology/approach – The authors examined many aspects of the Electronic Theses and Dissertations program and addressed issues dealt before, during and after the publication of the electronic theses and dissertations collection. The approaches the authors utilized are literature review and personal management experience from working on the program. Findings – Implementing an Electronic Theses and Dissertations program involves providing a series of management services. These services include developing relevant policies, implementing an archiving and publication platform and creating submission and publishing workflows, as well as cataloging, disseminating and preserving the student collection. Openly publishing the collection through a range of access points significantly increases its visibility and accessibility. Adopting several archival and preservation strategies ensures the long-term readiness of the collection. Originality/value – This paper will provide useful practices for implementing an ETD program to those institutions new to the ETD initiative process. It also contributes to the current body of literature and to the overall improvement of ETD programs globally.

Deep learning or what is known as "Immersive Learning" is becoming an issue that is being studied a lot because of the application of technology in the process. The role of technology in this case is utilized to realize deep learning. Immersive Learning is applied by several methods, including online and blended. However, there are not many research articles that explicitly focus on Immersive Learning. Therefore, for the purpose of this review, several academic articles dealing with the specific topic of immersive learning have been selected and studied. Several topics have been searched using keywords related to immersive learning on academic search engines such as Springer, and Google Scholar, as well as on several other reputable academic journal publishing websites. The articles reviewed were sixteen articles published in the last five years. Based on the results of the article review, it can be concluded that immersive learning not only has a negative impact, but also has a positive impact on students' cognitive and affective aspects. Cognitive aspects include understanding and other academic abilities, while affective aspects include self-efficacy, motivation, and student attitudes towards subjects at school. With this review, it is hoped that teachers and educators will pay more attention to the positive and negative effects of this immersive learning process, so that they can optimize the learning outcomes obtained by students from the learning process, especially Natural Science subjects.

The Soviet absorption of Estonia, Latvia, and Lithuania during World War II caused hundreds of thousands of Baltic immigrants to come to the West, where they established strong, viable ethnic communities, often in league with groups that had left the region earlier. At first, Baltic publishing and publications centered almost exclusively on nationalistic themes that decried the loss of Baltic independence and attacked the Soviet Union for its role in this matter. In time, however, serious scholarship began to replace some of the passionate outpourings, and a strong, academic field of Baltic scholarship emerged in the West that dealt with all aspects of Baltic history, politics, culture, language, and other matters, regardless of its political or nationalistic implications. Over the past sixteen years, these efforts have produced a new body of Baltic publishing that has revived a strong interest in Baltic studies and has insured that regardless of the continued Soviet-domination of the region, the study of the culture and history of Estonia, Latvia, and Lithuania will remain a set fixture in Western scholarship on Eastern Europe.

<div><p><strong><em>The purpose </em></strong><em>of the study is to analyze the informational and publishing activities of the ODFFU in the USA</em> <em>in 1946–1991, to trace its origin, formation and development.</em></p><p><strong><em>The methodological basis of the research</em></strong><em> is an axiological, cultural, systemic approaches; the methods of historicism, analysis, synthesis and generalization are used.</em></p><p><strong><em>Results. </em></strong><em>The article is devoted to the study of the activities of one of the most active social and political organizations of Ukrainian emigration in the USA, that was the Organization for Defense of Four Freedoms for Ukraine (ODFFU), which during 1946–1991 carried out active political, informational and publishing work among the Ukrainian diaspora in the USA. Commemoration of the event also inspired, in time-honored tradition, the publication of thousands of works dedicated to this major event. Thus although publishing technology is speeding along toward electronic rather than printed images, the fifth centennial of Columbus's voyage has been marked most significantly by the rolling of the presses.

ABSTRACTConservatives usually play down their intellectual credentials because it provides them with an effective means of distancing themselves from the ‘doctrinaire’ or the intellectualized politics of the left. But this approach was challenged by a significant group of Conservative MPs and intellectuals during the interwar period. Conservatives wrote articles for a range of periodicals, which were still important channels of communication for the sharing of political ideas between the wars. Stanley Baldwin banned government ministers from publishing independent journalism, which meant that it was mainly young, ambitious, or marginalized Conservative MPs who wrote for periodicals. When left-wing sentiment started to swell up during the Second World War, some Conservative supporters started to question the interwar leadership's neglect of the party's intellectual and publishing culture. It was now thought that the Conservative party lacked a convincing media-based popular ideology to compete with the left. But if Baldwin prioritized other aspects of the interwar party's appeal, the intellectual culture of Conservatism still acted as an important barrier to communist and fascist thought in elite political circles. This culture also had important resonances for the party in the post-war period because it contributed to its self-evaluation and policy restatements after 1945.

Purpose The purpose of this study is to investigate the status, challenges and impacts of the Arab international book fairs, with particular focus on the Muscat Book Fair. This study proposes a framework to assist in the design and organisation of future Arab book fairs. Design/methodology/approach The study used a variety of methods to obtain data, including questionnaires, site visits (both regional and international), observations and interviews. A literature review was also undertaken which helped determine major worldwide issues related to aspects of book fairs and the publishing industry, focusing on Arab book fairs. Findings Arab international book fairs remain relatively traditional, however, there are several examples of innovative improvements in some states. Reading habits and literacy trends were found to be influenced by dominant socio-cultural factors, emphasising religion and children’s literature. This seems to have a reverse effect on the publishing industry. Results also revealed a number of disadvantages related to economic downturns and political instability. Despite continuous expansion, Arab book fairs still suffer from various obstacles which affect the publishing industry’s growth. There are other obstacles that they face which are directly associated with distribution and marketing as well as violations of intellectual property laws. Practical implications This study proposes a framework for future improvement of the Muscat Book Fair. It discusses the engagement of local cultural institutions, non-profit community and academic organisations, as well as private sector organisations. These will leverage value and help keep abreast of international developments in book fairs/publishing. It is hoped that the proposed framework will be beneficial to those running book fairs at a regional level, and to countries with developing economies. Originality/value There have been no previous empirical studies investigating book fairs in the Arab states. This study adds to the currently scarce body of literature related to book fairs and the publishing industry.

Introduction. The article is a survey study, the purpose of which is to analyze the evolution of concepts in the field of political сommunicativistics, aimed at understanding the role of information in the system of political processes from the middle of the 20th Century to the present day. Methods and materials. As the main toolkit for working with scientific texts, methods of qualitative text analysis, focused on the study of the conceptual description of social problems, aspects of the interaction between government and society were used. As materials for the analysis, the texts of Russian and foreign scientists devoted to the study of the role of information in public administration and in political processes and published in one of the leading scientific periodicals or central scientific publishing houses were used. Analysis. The article establishes the objective factors of enhancing scientific research in the subject area of political сommunicativistics in the 20th Century, examines the modern understanding of the role of information in the processes of public administration, the influence of the general information theory and the cybernetic approach on the development of Russian political communication. Result. Modern political science concepts do not demonstrate a unified understanding of the “information future” image that emerges under the influence of the “digital revolution”. The range of approaches is wide, from the libertarian assumption of a gradual weakening of the state functions and the transition to direct democracy, when citizens are in direct contact with each other using the technologies of the information and communication system of Internet and do not need the mediation of professional state administrators, to the revival of totalitarian forms of government based on control over information flows. The tendency of Russian scientists to correlate with the trends of state policy, shifting their research topics to the political aspects of information security, social networks and the activity of opposition public associations on the Internet, was revealed as the dominant trend at the current stage. This trend is ambiguous – it corresponds to the nature of modern challenges and threats in the information sphere, but in the future it can negatively affect the volume and quality of fundamental theoretical developments, and decrease the interest in them.

Scientific communication has undergone deep transformations, since the emergence of Internet. Aiming to provide further thought on the evolution of scientific communication, this paper features a historical overview of the scientific communication advances over the last twenty years through a three-phase model for the evolution of the electronic journal and the preprints services, and presents Brazilian contemporary panorama for scientific communication. The three-phase model presented in this work is an adaptation of that one proposed by Tenopir et al. (2003) to describe the patterns of journal use by scientists since 1990. The early evolutionary phase followed the emergence of the first digital journals and the creation of repositories in the Web for publishing preliminary versions of scientific literature on the author’s initiative; by that time, most academics reproved electronic publishing initiatives. From 1996 and forward, in the consolidation phase, electronic journals were commonly identical to their print counterparts; the acceptance of the electronic format began to increase, and preprint services got underway in several disciplines. The advanced evolutionary phase started with the world discussion on open access to scientific information. The comparison of the current electronic journal with that viewed by enthusiasts in the first years of the 1990s shows that some aspects still remain to be improved in electronic formal and informal communication, towards effective dissemination of scientific information.

<p>Kostas Sarris, Chrysanthos Notar as and the publication of "Dodekavivlos" by Dositheos of Jerusalem: a case of false publication date (1715 / c.1722)</p><p>The article focuses on «Dodekavivlos» by Dositheos the patriarch of Jerusalem (1641-1707). His historiographic work was published after his decease by the Greek publishing house of Anthime in Bucharest. The book was edited by his nephew and successor to the patriarchical throne of Jerusalem Chrysanthos Notaras and the publisher and future bishop of Wallachia Mitrofanis Grigoras. The study concentrates on the false date of publication noted under the title of "Dodekavivlos", that is to say, October 1715, whereas, in reality, the book was published between 1721 and 1723. In the first part of the article, the process followed during the edition and the publication of the book is depicted. Moreover, the outset of the aforementioned procedure as well as the publication date of «Dodekavivlos» is determined. In this context, some aspects of history of the publishing house Anthime are clarified whilst the publishing work and the technical impediments confronted by a Greek publishing house in the Rumanian Principalities in the turning point of the 18th century are delineated. The second part of the article attempts to formulate a cohesive and comprehensive interpretation of the false publication date. Both the polemic character of the content of «Dodekavivlos», which due to the rivalry over the religious establishments of the Holy Land, was of political nature, and Chrysanthos Notaras' correspondence along with the historical background of the publication can conduce to some conjectures over Chrysanthos' decision not to record the real date but an earlier one as well as the choice of the particular date of the title. According to the interpretation brought forward, Nicolaos Mavrokordatos' potential political ventures played a significant role. Also, telltale, though of less importance, is the fact that the name of the publisher and bishop of Wallachia Anthimos Iviritis is not recorded under the false date of the title of «Dodekavivlos».</p>

The coronavirus pandemic in 2020, which has led to a massive and urgent transition to remote forms of learning, has drawn the attention of almost all of humanity to the issue of e-distance learning (EDL). The purpose of this article is to analyze the didactic aspects of the experience of using EDL methods and technological tools during a pandemic, to assess the potential positive and real negativity of this process, to develop recommendations on the rational use of modern virtual learning environments. The study is based on methods of systemic analysis, pedagogical psychology and didacticism, long-term experience of authors in the field of EDL.The analysis of two main didactic approaches in the modern EDL was carried out: classes in a virtual classroom, most of which copy traditional methods of classroom learning, and predominantly independent cognitive activities of students in learning management systems using specially trained digital educational resources. It has been shown that much of the negative aspects of EDL during the coronavirus pandemic are due to attempts to implement rudiments of the usual classroom learning system with the help of innovative electronic technologies.Recommendations have been made on the structure of the electronic distance course in modern learning management systems, which provide for the freedom to choose the time and place of study with them with the necessary regulation of the content and the learning process inherent in formal education institutions.A number of positive aspects of EDL related to its quality, ever-widening application boundaries, educational potential and economic feasibility have been considered. The importance of properly assessing possible negative aspects of EDL is shown. The reason for which is not in electronic tools, but in didacticly incorrect methods of training with them. To create new teaching methods focused on innovative electronic tools, we need research of psychological and didactic aspects of EDL in the areas of student motivation, digital educational resources development, gamification, teacher training, etc.

Law publishing — that is, the reproduction and dissemination of statutes, judicial decisions, commentaries, legal forms and texts — is as old as writing and can be found in all literate societies. In the ancient world, written law was essential to political and social relations. That can be seen from the importance given to law codes in the Semitic, Greek and Roman societies. Over the centuries and in every medium from stone and clay, papyrus and parchment, to paper and the electronic media of our day — law has been a major component of literature. The very fact of publication is an essential requirement for the enactment and efficacy of laws in many societies. Publication of law was widespread before the invention of printing and was achieved by reproducing important texts in multiple manuscript copies which could then be disseminated to libraries, officials and others who needed them and could afford them. The printing of law depended not only on the invention of the press itself, but also on the acceptance of what more accessible law might mean to society. In England, for example this was a matter of considerable controversy for over a hundred years.

This scientific article examines the periodicals of the Volga right-wing-monarchical parties of the early XX century as sources that make it possible to expand the understanding of the main directions in the conservatives’ socio-political activities. The object of the study is the print media of the right-wing parties of the Volga region at the beginning of the XX century, the subject of the analysis is the specificity of the informative material placed on the pages of these publications and reflecting different aspects of the party life. The retrospective, historical-comparative, problem-chronological, statistical methods used for research analysis enable us to consider the publishing activities of the Volga region right-wing conservatives in dynamics, to give prominence to their problematic aspects.
The right-wing-monarchist parties that emerged against the background of revolutionizing the socio-political life of the late Russian Empire, like other political forces in general, sought to use party periodicals as a mouthpiece for broadcasting their ideas. Published for this main purpose, the party periodicals, along with this, also became a relatively accessible platform for guiding the activities of the party. The country’s social and political life was reflected on the pages of the periodical press, informational, critical and polemical articles were published, the chronicle of the life of the party was reflected. The most important purpose of periodical press was to convey in an accessible form to readers and subscribers the ideological attitudes and programmatic positions of the parties they represented. In addition, newspaper publications became a source reflecting a complex relationship between political parties of various political trends. The far ambiguous nature of relations between the right-wingers and local and imperial authorities was also reflected in the periodical press. In addition, the print media make it possible to correlate statistical data on opening right-wing departments in the Volga region provinces, supplement information about their leaders. The circulations of the published editions give a certain idea on the degree of demand for them from the readership.

Inter-state use of force has always attracted much attention from international legal scholars. Many articles have been written on the subject. However, there are still a limited number of books addressing all the aspects of the contemporary prohibition on the use of force in a systematic way. Those written by Yoram Dinstein, Christine Gray, and Thomas Franck are certainly the best known in the English-speaking literature. This literature is now enriched following the publication of a new book entitled The Law against War by Olivier Corten. It is a translated and updated version of a book published in French and entitled Le droit contre la guerre, which explains why it has been published in the French Studies in International Law collection of Hart Publishing.
