For a long time, there are a large number of heterogeneous databases on the network, and their heterogeneity is manifested in many aspects. With the development of enterprise informatization and e-government, the system database of each department constitutes a real heterogeneous database framework with its independence and autonomy in the network system of many different functional departments. This paper will design information sharing between heterogeneous databases of network database system of many similar functional departments by using XML data model. The solution of data sharing between heterogeneous databases can accelerate the integration of information systems with departments and businesses as the core among enterprises, form a broader and more efficient organic whole, improve the speed of business processing, broaden business coverage, and strengthen cooperation and exchange among enterprises. In addition, heterogeneous database sharing can avoid the waste of data resources caused by the heterogeneity of database, and promote the availability rate of data resources. Due to the advantages of XML data model, the system has good scalability.

Using Machine Learning (ML) in many fields has shown remarkable results, especially in government data analysis, classification, and prediction. This technology has been applied to the National ID data (Electronic Civil Registry) (ECR). It is used in analyzing this data and creating an e-government project to join the National ID with three government departments (Military, Social Welfare, and Statistics_ Planning). The proposed system works in two parts: Online and Offline at the same time; based on five (ML) algorithms: Support Vector Machine (SVM), Decision Tree (DT), K-Nearest Neighbor (KNN), Random Forest (RF), and Naive Bayes (NB). The system offline part applies the stages of pre-processing and classification to the ECR and then predicts what government departments need in the online part. The system chooses the best classification algorithm, which shows perfect results for each government department when online communication is made between the department and the national ID. According to the simulation results of the proposed system, the accuracy of the classifications is around 100%, 99%, and 100% for the military department by the SVM classifier, the social welfare department by the RF classifier, and the statistics-planning department by the SVM classifier, respectively.

AbstractAt the Gielßen University Hospital electronic data processing systems have been in routine use since 1975. In the early years developments were focused on ADT functions (admission/discharge/transfer) and laboratory systems. In the next decade additional systems were introduced supporting various functional departments. In the mid-eighties the need to stop the ongoing trend towards more and more separated standalone systems was realized and it was decided to launch a strategic evaluation and planning process which sets the foundation for an integrated hospital information system (HIS). The evaluation of the HELP system for its portability into the German hospital environment was the first step in this process. Despite its recognized capabilities in integrating decision support and communication technologies, and its powerful HIS development tools, the large differences between American and German hospital organization, influencing all existing HELP applications, and the incompatibility of the HELP tools with modern software standards were two important factors forcing the investigation of alternative solutions. With the HELP experience in mind, a HIS concept for the Gießen University Hospital was developed. This new concept centers on the idea of a centralized relational patient database on a highly reliable database server, and clinical front-end applications which might be running on various other computer systems (mainframes, departmental UNIX satellites or PCs in a LAN) integrated into a comprehensive open HIS network. The first step towards this integrated approach was performed with the implementation of ADT and results reporting functions on care units.

The integration and active application of electronic document flow to the daily activities of the police have consistently and logically led to the fact that the electronic crime incident report is increasingly used as a reason to initiate criminal cases. The departmental normative legal acts of the Ministry of Internal Affairs of Russia regulate in detail the processing of such reports. However, under the RF Criminal Procedure Code, not all electronic crime reports registered by the Departments of Internal Affairs meet the established requirements, and, accordingly, they can not perform the function of a criminal procedural cause. In this situation, with the obvious relevance of electronic documents, an example of a contradiction and gap in the law is evident, which somewhat hinders the development of electronic interaction between the participants of criminal procedural activity and can cause negative consequences. The paper analyzes and compares the provisions of some normative sources regulating the reception and consideration of electronic crime reports by the Departments of Internal Affairs of the Russian Federation and the norms of criminal procedural legislation. The author critically evaluates the legal definitions of the concept of a crime incident report and some organizational and legal mechanisms for accepting and considering electronic crime reports established by the departmental legal acts of the Ministry of Internal Affairs of the Russian Federation. The study highlights and clarifies the rules of filing, mandatory requisites, and some other requirements for electronic crime reports, which must be complied with according to the provisions of the criminal procedure code. Based on the data obtained, the author offers recommendations to improve criminal procedural law and the algorithm of accepting electronic crime reports using the official websites of the Departments of the Ministry of Internal Affairs of the Russian Federation.

Introduction. In Moscow, the state-of-the-art information technologies for cancer care data processing are widely used in routine practice. Data Science approaches are increasingly applied in the field of radiation oncology. Novel arrays of radiotherapy performance indices can be introduced into real-time cancer care quality and safety monitoring. The purpose of the study. The short review of the critical structural elements of automated Big Data processing and its perspectives in the light of the internal quality and safety control organization in radiation oncology departments. Material and methods. The PubMed (Medline) and E-Library databases were used to search the articles published mainly in the last 2-3 years. In total, about 20 reports were selected. Results. This paper highlights the applicability of the next-generation Data Science approaches to quality and safety assurance in radiation oncological units. The structural pillars for automated Big Data processing are considered. Big Data processing technologies can facilitate improvements in quality management at any radiotherapy stage. Simultaneously, the high requirements for quality and integrity across indices in the databases are crucial. Detailed dose data may also be linked to outcomes and survival indices integrated into larger registries. Discussion. Radiotherapy quality control could be automated to some extent through further introduction of information technologies making comparisons of the real-time quality measures with digital targets in terms of minimum norms / standards. The implementation of automated systems generating early electronic notifications and rapid alerts in case of serious quality violation could drastically improve the internal medical processes in local clinics. Conclusion. The role of Big Data tools in internal quality and safety control will dramatically increase over time.

This paper evaluates the performance of the Hospital Morbidity Data System, maintained by the Health Statistics Branch (HSB) of the Health Department of Western Australia (WA). The time taken to process discharge summaries was compared in the first and second halves of 1995, using the number of weeks taken to process 90% of all discharges and the percentage of records processed within four weeks as indicators of throughput. Both the hospitals and the HSB showed improvements in timeliness during the second half of the year. The paper also examines the impact of a recently introduced electronic data transfer system for WA country public hospitals on the timeliness of morbidity data. The processing time of country hospital records by the HSB was reduced to a similar time as for metropolitan hospitals, but the processing time in the hospitals increased, resulting in little improvement in total processing time.

Objective: To critically evaluate the Quality Management System (QMS) for Clinical Nutrition (CN) in Jiangsu. Monitor its performance in quality assessment as well as human resource management from nutrition aspect. Investigate the appliance and development of Artificial Intelligence (AI) in medical quality control. Subjects: The study source of this research was all the staffs of 70 Clinical Nutrition Department (CND) of the tertiary hospitals in Jiangsu Province, China. These departments are all members of the Quality Management System of Clinical Nutrition in Jiangsu (QMSNJ). Methods: An online survey was conducted on all 341 employees within all these CNDs based on the staff information from the surveyed medical institutions. The questionnaire contains 5 aspects, while data analysis and AI evaluation were focused on human resource information. Results: 330 questionnaires were collected with the respondent rate of 96.77%. The QMS for CN has been build up for CNDs in Jiangsu, which achieved its target in human resource improvements, especially among dietitians. The increasing number of participated departments (42.8%) and the significant growth of dietitians (p=0.02, t=-0.42) are all expressions of the advancements of QMSNJ. Conclusion: As the first innovation of an online platform for QM in Jiangsu, JPCNMP has been successfully implemented among QMS from this research. This multidimensional electronic system can help QMSNJ and CND achieve quality assessment from various aspects, so as to realize the continuous improvement of clinical nutrition. The instrument of online platform, as well as AI technology for quality assessment is worth to be recommended and promoted in the future. Strengths This is the first evaluation of the online QM platform after its implementation in daily disciplinary management among the QMS in china. This research has been designed to investigate the status of CND multidimensionally. This analysis is emphasizing on the human resource approvement after the designation and application of QMS. A clearer forecast of AI in medical quality assessment and disciplinary construction was achieved, while some modifications are recommended in human resource management to improve its efficiency and accuracy.

ImportanceInternational Classification of Diseases–coded hospital discharge data do not accurately reflect whether firearm injuries were caused by assault, unintentional injury, self-harm, legal intervention, or were of undetermined intent. Applying natural language processing (NLP) and machine learning (ML) techniques to electronic health record (EHR) narrative text could be associated with improved accuracy of firearm injury intent data.ObjectiveTo assess the accuracy with which an ML model identified firearm injury intent.Design, Setting, and ParticipantsA cross-sectional retrospective EHR review was conducted at 3 level I trauma centers, 2 from health care institutions in Boston, Massachusetts, and 1 from Seattle, Washington, between January 1, 2000, and December 31, 2019; data analysis was performed from January 18, 2021, to August 22, 2022. A total of 1915 incident cases of firearm injury in patients presenting to emergency departments at the model development institution and 769 from the external validation institution with a firearm injury code assigned according to International Classification of Diseases, Ninth Revision, Clinical Modification (ICD-9-CM) or International Statistical Classification of Diseases and Related Health Problems, 10th Revision, Clinical Modification (ICD-10-CM), in discharge data were included.ExposuresClassification of firearm injury intent.Main Outcomes and MeasuresIntent classification accuracy by the NLP model was compared with ICD codes assigned by medical record coders in discharge data. The NLP model extracted intent-relevant features from narrative text that were then used by a gradient-boosting classifier to determine the intent of each firearm injury. Classification accuracy was evaluated against intent assigned by the research team. The model was further validated using an external data set.ResultsThe NLP model was evaluated in 381 patients presenting with firearm injury at the model development site (mean [SD] age, 39.2 [13.0] years; 348 [91.3%] men) and 304 patients at the external development site (mean [SD] age, 31.8 [14.8] years; 263 [86.5%] men). The model proved more accurate than medical record coders in assigning intent to firearm injuries at the model development site (accident F-score, 0.78 vs 0.40; assault F-score, 0.90 vs 0.78). The model maintained this improvement on an external validation set from a second institution (accident F-score, 0.64 vs 0.58; assault F-score, 0.88 vs 0.81). While the model showed some degradation between institutions, retraining the model using data from the second institution further improved performance on that site’s records (accident F-score, 0.75; assault F-score, 0.92).Conclusions and RelevanceThe findings of this study suggest that NLP ML can be used to improve the accuracy of firearm injury intent classification compared with ICD-coded discharge data, particularly for cases of accident and assault intents (the most prevalent and commonly misclassified intent types). Future research could refine this model using larger and more diverse data sets.

This thesis performs an investigation into issues concerning the broad area ofIdentity and Access Management, with a focus on open environments. Through literature research the issues of privacy, anonymity and access control are identified. The issue of privacy is an inherent problem due to the nature of the digital network environment. Information can be duplicated and modified regardless of the wishes and intentions ofthe owner of that information unless proper measures are taken to secure the environment. Once information is published or divulged on the network, there is very little way of controlling the subsequent usage of that information. To address this issue a model for privacy is presented that follows the user centric paradigm of meta-identity. The lack of anonymity, where security measures can be thwarted through the observation of the environment, is a concern for users and systems. By an attacker observing the communication channel and monitoring the interactions between users and systems over a long enough period of time, it is possible to infer knowledge about the users and systems. This knowledge is used to build an identity profile of potential victims to be used in subsequent attacks. To address the problem, mechanisms for providing an acceptable level of anonymity while maintaining adequate accountability (from a legal standpoint) are explored. In terms of access control, the inherent weakness of single factor authentication mechanisms is discussed. The typical mechanism is the user-name and password pair, which provides a single point of failure. By increasing the factors used in authentication, the amount of work required to compromise the system increases non-linearly. Within an open network, several aspects hinder wide scale adoption and use of multi-factor authentication schemes, such as token management and the impact on usability. The framework is developed from a Utopian point of view, with the aim of being applicable to many situations as opposed to a single specific domain. The framework incorporates multi-factor authentication over multiple paths using mobile phones and GSM networks, and explores the usefulness of such an approach. The models are in tum analysed, providing a discussion into the assumptions made and the problems faced by each model.

The increasing reliance on information technology to support business processes has emphasised the need for information security mechanisms. This, however, has resulted in an ever-increasing workload in terms of security administration. Security administration encompasses the activity of ensuring the correct enforcement of access control within an organisation. Access rights and their allocation are dictated by the security policies within an organisation. As such, security administration can be seen as a policybased approach. Policy-based approaches promise to lighten the workload of security administrators. Separation of duties is one of the principles cited as a criterion when setting up these policy-based mechanisms. Different types of separation of duty policies exist. They can be categorised into policies that can be enforced at administration time, viz. static separation of duty requirements and policies that can be enforced only at execution time, viz. dynamic separation of duty requirements. This dissertation deals with the specification of both static separation of duty requirements and dynamic separation of duty requirements in role-based workflow environments. It proposes a model for the specification of separation of duty requirements, the expressions of which are based on set theory. The model focuses, furthermore, on the enforcement of static separation of duty. The enforcement of static separation of duty requirements is modelled in terms of invariant conditions. The invariant conditions specify restrictions upon the elements allowed in the sets representing access control requirements. The sets are themselves expressed as database tables within a relational database management system. Algorithms that stipulate how to verify the additions or deletions of elements within these sets can then be performed within the database management system. A prototype was developed in order to demonstrate the concepts of this model. This prototype helps demonstrate how the proposed model could function and flaunts its effectiveness.

Lightweight temporal ontology languages have become a very active field of research in recent years. Many real-world applications, like processing electronic health records (EHRs), inherently contain a temporal dimension, and require efficient reasoning algorithms. Moreover, since medical data is not recorded on a regular basis, reasoners must deal with sparse data with potentially large temporal gaps. In this paper, we introduce a temporal extension of the tractable language ELH⊥, which features a new class of convex diamond operators that can be used to bridge temporal gaps. We develop a completion algorithm for our logic, which shows that entailment remains tractable. Based on this, we develop a minimal-world semantics for answering metric temporal conjunctive queries with negation. We show that query answering is combined first-order rewritable, and hence in polynomial time in data complexity.

Abstract (sommario):
The objectives of this project were to develop procedures and models, based on neural networks, for quality sorting of agricultural produce. Two research teams, one in Purdue University and the other in Israel, coordinated their research efforts on different aspects of each objective utilizing both melons and tomatoes as case studies. At Purdue: An expert system was developed to measure variances in human grading. Data were acquired from eight sensors: vision, two firmness sensors (destructive and nondestructive), chlorophyll from fluorescence, color sensor, electronic sniffer for odor detection, refractometer and a scale (mass). Data were analyzed and provided input for five classification models. Chlorophyll from fluorescence was found to give the best estimation for ripeness stage while the combination of machine vision and firmness from impact performed best for quality sorting. A new algorithm was developed to estimate and minimize training size for supervised classification. A new criteria was established to choose a training set such that a recurrent auto-associative memory neural network is stabilized. Moreover, this method provides for rapid and accurate updating of the classifier over growing seasons, production environments and cultivars. Different classification approaches (parametric and non-parametric) for grading were examined. Statistical methods were found to be as accurate as neural networks in grading. Classification models by voting did not enhance the classification significantly. A hybrid model that incorporated heuristic rules and either a numerical classifier or neural network was found to be superior in classification accuracy with half the required processing of solely the numerical classifier or neural network. In Israel: A multi-sensing approach utilizing non-destructive sensors was developed. Shape, color, stem identification, surface defects and bruises were measured using a color image processing system. Flavor parameters (sugar, acidity, volatiles) and ripeness were measured using a near-infrared system and an electronic sniffer. Mechanical properties were measured using three sensors: drop impact, resonance frequency and cyclic deformation. Classification algorithms for quality sorting of fruit based on multi-sensory data were developed and implemented. The algorithms included a dynamic artificial neural network, a back propagation neural network and multiple linear regression. Results indicated that classification based on multiple sensors may be applied in real-time sorting and can improve overall classification. Advanced image processing algorithms were developed for shape determination, bruise and stem identification and general color and color homogeneity. An unsupervised method was developed to extract necessary vision features. The primary advantage of the algorithms developed is their ability to learn to determine the visual quality of almost any fruit or vegetable with no need for specific modification and no a-priori knowledge. Moreover, since there is no assumption as to the type of blemish to be characterized, the algorithm is capable of distinguishing between stems and bruises. This enables sorting of fruit without knowing the fruits' orientation. A new algorithm for on-line clustering of data was developed. The algorithm's adaptability is designed to overcome some of the difficulties encountered when incrementally clustering sparse data and preserves information even with memory constraints. Large quantities of data (many images) of high dimensionality (due to multiple sensors) and new information arriving incrementally (a function of the temporal dynamics of any natural process) can now be processed. Furhermore, since the learning is done on-line, it can be implemented in real-time. The methodology developed was tested to determine external quality of tomatoes based on visual information. An improved model for color sorting which is stable and does not require recalibration for each season was developed for color determination. Excellent classification results were obtained for both color and firmness classification. Results indicted that maturity classification can be obtained using a drop-impact and a vision sensor in order to predict the storability and marketing of harvested fruits. In conclusion: We have been able to define quantitatively the critical parameters in the quality sorting and grading of both fresh market cantaloupes and tomatoes. We have been able to accomplish this using nondestructive measurements and in a manner consistent with expert human grading and in accordance with market acceptance. This research constructed and used large databases of both commodities, for comparative evaluation and optimization of expert system, statistical and/or neural network models. The models developed in this research were successfully tested, and should be applicable to a wide range of other fruits and vegetables. These findings are valuable for the development of on-line grading and sorting of agricultural produce through the incorporation of multiple measurement inputs that rapidly define quality in an automated manner, and in a manner consistent with the human graders and inspectors.

Population growth, increasing prosperity and changing consumer habits globally are increasing demand for consumer electronics. Further to this, rapid changes in technology, falling prices and consumer appetite for better products have exacerbated e-waste management challenges and seen millions of tons of electronic devices become obsolete. This rapid literature review collates evidence from academic, policy focussed and grey literature on e-waste management in Africa. This report provides an overview of constitutes e-waste, the environmental and health impacts of e-waste, of the barriers to effective e-waste management, the opportunities associated with effective e-waste management and of the limited literature available that estimate future volumes of e-waste. Africa generated a total of 2.9 million Mt of e-waste, or 2.5 kg per capita, the lowest regional rate in the world. Africa’s e-waste is the product of Local and imported Sources of Used Electronic and Electrical Equipment (UEEE). Challenges in e-waste management in Africa are exacerbated by a lack of awareness, environmental legislation and limited financial resources. Proper disposal of e-waste requires training and investment in recycling and management technology as improper processing can have severe environmental and health effects. In Africa, thirteen countries have been identified as having a national e-waste legislation/policy.. The main barriers to effective e-waste management include: Insufficient legislative frameworks and government agencies’ lack of capacity to enforce regulations, Infrastructure, Operating standards and transparency, illegal imports, Security, Data gaps, Trust, Informality and Costs. Aspirations associated with energy transition and net zero are laudable, products associated with these goals can become major contributors to the e-waste challenge. The necessary wind turbines, solar panels, electric car batteries, and other "green" technologies require vast amounts of resources. Further to this, at the end of their lifetime, they can pose environmental hazards. An example of e-waste associated with energy transitions can be gleaned from the solar power sector. Different types of solar power cells need to undergo different treatments (mechanical, thermal, chemical) depending on type to recover the valuable metals contained. Similar issues apply to waste associated with other energy transition technologies. Although e-waste contains toxic and hazardous metals such as barium and mercury among others, it also contains non-ferrous metals such as copper, aluminium and precious metals such as gold and copper, which if recycled could have a value exceeding 55 billion euros. There thus exists an opportunity to convert existing e-waste challenges into an economic opportunity.

An analysis of the experience of professional training bachelors of electromechanics in Ukraine and abroad made it possible to determine that one of the leading trends in its modernization is the synergistic integration of various engineering branches (mechanical, electrical, electronic engineering and automation) in mechatronics for the purpose of design, manufacture, operation and maintenance electromechanical equipment. Teaching mechatronics provides for the meaningful integration of various disciplines of professional and practical training bachelors of electromechanics based on the concept of modeling and technological integration of various organizational forms and teaching methods based on the concept of mobility. Within this approach, the leading learning tools of bachelors of electromechanics are mobile Internet devices (MID) – a multimedia mobile devices that provide wireless access to information and communication Internet services for collecting, organizing, storing, processing, transmitting, presenting all kinds of messages and data. The authors reveals the main possibilities of using MID in learning to ensure equal access to education, personalized learning, instant feedback and evaluating learning outcomes, mobile learning, productive use of time spent in classrooms, creating mobile learning communities, support situated learning, development of continuous seamless learning, ensuring the gap between formal and informal learning, minimize educational disruption in conflict and disaster areas, assist learners with disabilities, improve the quality of the communication and the management of institution, and maximize the cost-efficiency. Bachelor of electromechanics competency in modeling of technical objects is a personal and vocational ability, which includes a system of knowledge, skills, experience in learning and research activities on modeling mechatronic systems and a positive value attitude towards it; bachelor of electromechanics should be ready and able to use methods and software/hardware modeling tools for processes analyzes, systems synthesis, evaluating their reliability and effectiveness for solving practical problems in professional field. The competency structure of the bachelor of electromechanics in the modeling of technical objects is reflected in three groups of competencies: general scientific, general professional and specialized professional. The implementation of the technique of using MID in learning bachelors of electromechanics in modeling of technical objects is the appropriate methodic of using, the component of which is partial methods for using MID in the formation of the general scientific component of the bachelor of electromechanics competency in modeling of technical objects, are disclosed by example academic disciplines “Higher mathematics”, “Computers and programming”, “Engineering mechanics”, “Electrical machines”.
