ABSTRACTThe role of decolonization in the decline of the British empire has received a great deal of attention. In comparison there has been little research or analysis of the process of dedominionization affecting Australia and the other dominions. During the Second World War economic ties were seriously weakened and there were substantial conflicts over economic policy between the British and Australian governments. Australia refused to reduce imports in order to conserve foreign exchange, thus contributing to the United Kingdom's debt burden. The Australian government insisted that the British guarantee Australia's sterling balances and refused to adopt the stringent fiscal policies requested by the Bank of England and the British treasury. Australia also took the opportunity to expand domestic manufacturing industry at the expense of British manufacturers. Economic separation and conflict were complemented by political and strategic differences. In particular, the Australian government realized that British military priorities made it impossible for the United Kingdom to defend Australia. This led the Australians towards a policy of cooperating with the British embargo on Japan, only to the extent that this would be unlikely to provoke Japanese military retaliation. In general, the Australians preferred a policy of compromise in the Far East to one of deterrence preferred by the British.

This paper argues that despite the internationalisation of economic activity, and a concomitant diminution of economic policy-making autonomy, national policy settings continue to display a surprising degree of divergence and remain important determinants of economic outcomes. Similarly, there are distinctively different and enduring patterns of corporate organisation across nations which confer specific competitive advantages. Important theoretical and practical questions are raised, therefore, about the potential efficacy of national economic policies and their capacity to accommodate such divergent practices. This paper examines the bilateral relationship between Australia and Japan, and assesses the effectiveness of Australia's predominantly neoliberal economic policy framework in the light of such national and organisational variation. It will be suggested that Australian policy-makers' faith in market mechanisms caused them to underestimate the significance of Japanese commercial practices and regional production strategies, rendering attempts to transform the relationship largely unsuccessful.

With the rapid ageing of the Australian population, dementia has emerged as a major health and economic challenge. Consensus exists that the number of people with dementia will grow significantly because the prevalence is strongly correlated with age. However, there are substantial gaps in our understanding of the impacts on the dementia ?epidemic? of changes in non-demographic risk factors and of our knowledge of the economic implications. Only a few prevalencebased studies have been conducted to examine the health economics of dementia in Australia. These studies have suggested that considerable resources are absorbed by dementia care, yet there is a lack of integrated models that simultaneously explore epidemiologic and economic perspectives incorporating the impact of preventive and early intervention initiatives. This study reviews the current evidence on the economic implications of dementia in Australia and approaches taken to project the future costs of dementia.

China’s trade, tourism and limited foreign direct investment (FDI) to Australia have been regarded as playing an important part in Australia’s growth and prosperity in recent years. In spite of the fact that these activities are the three principal growth determinants in modern economic integration theory, growth studies based on this theory’s structural framework, while highly appropriate, have hardly been undertaken. This article proposes to fill the gap by formally developing an endogenous causal model of simultaneous growth and tourism for policy analysis. In this model, trade, FDI and tourism are specified as the main contributing factors to growth. Simultaneously, gravity theory (including growth) and the Ironmonger–Lancaster new consumer demand theory determine tourism, while ‘economic conditionality’ potentially affecting both growth and tourism in the sense of Johansen is recognized and incorporated. The model is then applied to Australian and Chinese data for the important post-Japanese tourist boom period 1992–2015, to provide substantive findings on three questions: the impact of Chinese tourism to Australia, Chinese tourism determination and the effects of Chinese trade and key macroeconomic indicators on Australian economic growth. Significant policy implications are then developed for use by government tourism planners and policymakers.

Costs in Australian dollars per QALY (15—year assessment) ranged from $5,070—$11,100 for children, $11,790—$38,150 for profoundly deaf adults, and $14,410—$41,000 for partially deaf adults.Conclusions: Results suggest cochlear implantation is acceptable value for money when compared with other health programs to which resources are committed in Australia.

This article places a particular emphasis on the rise of China and its implications for Australian foreign policy. It qualitatively examines the perceptions of China’s rise, its intentions, and the Australian responses, based on government and international organisation reports, and secondary sources such as books, journals, and media articles. Using realism as a theoretical lens, this article argues that Australia’s foreign policy still reflects an ambiguity, as a result of, on the one hand, the economic opportunities China creates, and on the other hand, uncertainty regarding China’s intentions, whether offensive or defensive, peaceful or aggressive. Facing this condition, this article demonstrates that Australia adopts several important policy strategies. First, it maintains a hedging strategy to balance its economic interests and its security concern. Second, Australia continues to rely on the protection of the US. In the long-term, however, this reliance may be changed. For this reason, Australia needs to increase its own military capability. An economic rationale for Australian public sector involvement in the management of tourism can be established on two grounds. First, there are resource/environmental and public good issues contingent on the external costs associated with Australia's domestic and international tourism. Second, there are rent extraction and marketing issues stemming from Australia's destination uniqueness and the consequent existence of national market power in the provision of international tourism. Analysis of this joint rationale for policy activism suggests a form for appropriate policies and a functional separation in the organization and management of policy. While some of the present discussion is specific to Australia, the viewpoint developed here is relevant to any economy with a substantial tourism sector.

This study empirically investigates the impacts of economic policy uncertainty (EPU) of five countries from four continents on the Australian stock market with monthly observations from January 1998 to January 2021. The dynamic linkage model reports that EPUs are negatively influenced by their own lagged effect along with bidirectional volatility spillover and the returns of stock markets unidirectionally spillover to the EPU of the corresponding economy. The study documents that shocks originated in the Australian stock market spillover negatively onto its own EPU and that of China and positively onto EPUs of Europe and Japan. The shocks originated in EPUs of Australia, Europe, China, and Japan significantly negatively impact the Australian stock market. The bidirectional volatilities of EPUs can offer insight for portfolio investors in searching the possible hedging opportunities in Australia. The reported drivers of Australian EPU can be incorporated in formulating and implementing the EPU-sensitive Australian trade policies. JEL: G15, G17, G18

Australia successfully combines a unique geopolitical position in the Asia- Pacific, as well as economic potential. At the same time, the emerging trade dependence of the Fifth Continent on the People’s Republic of China (PRC) is increasingly affecting Canberra’s foreign policy year by year. The aggravation of Sino- U.S. relations has also led to tension between Australia and China. In 2020, the world faced the COVID-19 pandemic, which caused negative impacts on the global economy, and trade tensions began between the two states. In early 2021 Beijng also suspended all activity under the China- Australia Strategic Economic Dialogue for an indefinite period. All these events give the research of trade and economic relations between Australia and the PRC a great practical focus, including allowing us to more specifically identify the degree of dependence of the economy of the Fifth Continent on the situation in China or the degree of Sino- Australian relation. This article examines the consequences of the suspension China- Australia Strategic Economic Dialogue, in particular, its impact on the future prospects for the Free Trade Agreement (FTA) between the two countries. Special attention is paid to the impact of China’s economic growth rates on the Australian economy. At the same time, the author aggregates the trade and economic strategies of Australia as a middle power, considering Canberra’s response to the transformation of the regional architecture in the Asia- Pacific. The provisions and conclusions presented in this article are based on the study of the works of leading international researchers specializing in foreign policy and economic issues of Australia, as well as Sino- Australian relations.

Among the plethora of minor parties fielding candidates in Australia's 2016 federal election was a relative newcomer called Sustainable Australia. Formed in 2010 and campaigning with the slogan ‘Better, not bigger’, the party's policy centrepiece calls for Australia to slow its population growth through a combination of lower immigration, changes to family payments, and the withdrawal of government agencies from proactive population growth strategies (Sustainable Australia, n.d.). At a global level, the party also calls for Australia to increase foreign aid with a focus on supporting women's health, reproductive rights and education. Like most minor parties, its candidates polled poorly, attracting too few votes to secure seats in the Senate. But in the ensuing months, the South Australian branch of The Greens broke from the national party platform by proposing the aim of stabilising South Australia's population within a generation (The Greens SA, 2017). Just this August, Australian business entrepreneur Dick Smith launched a ‘Fair Go’ manifesto, similarly calling for reductions in Australia's population growth to address rising economic inequality and a “decline in living standards” (Dick Smith Fair Go Group, 2017).

This article critically analyses the opportunities for Australia to revitalise its strategically important manufacturing sector in the wake of the COVID-19 pandemic. It considers Australia’s industry policy options on the basis of both advances in the theory of industrial policy and recent policy proposals in the Australian context. It draws on recent work from The Australia Institute’s Centre for Future Work examining the prospects for Australian manufacturing renewal in a post-COVID-19 economy, together with other recent work in political economy, economic geography and labour process theory critically evaluating the Fourth Industrial Revolution (i4.0) and its implications for the Australian economy. The aim of the article is to contribute to and further develop the debate about the future of government intervention in manufacturing and industry policy in Australia. AbstractWith the globalization of Chinese capital, economic statecraft has become an increasingly prominent component of China's foreign policy. In this article, I examine China's use of economic inducements in developed democracies, a topic of growing concern for policymakers, focusing on the case of Australia. I show how Beijing's attempts to coopt public voices and influence Australia's foreign policy using non-transparent political donations and academic funding generated a strong backlash. At the same time, economic interdependence has provided a buffering effect, with key domestic actors in Australia advocating for cooperative relations, although this effect can in turn be limited by Beijing's coercive economic tactics. My findings underline the reputational costs of certain approaches to economic statecraft, the value of building supportive coalitions, and the challenges faced by China's authoritarian state capitalist model. They also highlight the impacts of globalized Chinese capital in developed democracies, including the resilience and vulnerabilities inherent in democratic political processes.

Abstract The Australian component of UK foreign policy in the context of the changing world order is outlined. It is highlighted that, in a value and ideological sense and due to the common Anglo-Saxon identity, London assigns Canberra a key role in the coalition of like-minded countries (“network of liberty”); in geostrategic terms, it perceives Australia as a platform to expand the UK influence in the Indo-Pacific. At present, the “special” partnership between the two countries is underpinned by a number of new agreements, including a “historical” trade deal aimed at strengthening economic ties and in-depth political, diplomatic, and defense cooperation, based on a new military alliance, AUKUS. At the same time, the traditional pragmatism inherent in the foreign policy of Australia, which positions itself as a reliable international actor, is being replaced by increasing military–political and economic dependence, which plays into the hands of London. Coming closer with Australia also allows Britain to present itself as the key extraregional player in the system of anti-Chinese alliances in the Indo-Pacific, with Washington and Canberra in the forefront.

Housing supply is an essential component of the property sector. Compared with an increasingly strong housing demand, the growth rates of total housing stock in Australia have exhibited a downward trend since the end of the 1990s. Over the same period, the significant adjustments in the Australian monetary policy were being implemented under a turbulent global economic climate. This research aims to identify the relationship between housing supply and monetary policy within the context of global economic turbulence by a vector error correction model with a dummy variable. The empirical evidence indicates that the monetary policy changes and global economic turmoil can significantly affect the supply side of the housing sector in Australia. The models developed in this study assist policy makers in estimating the political impacts in the global context.

AbstractThe concept of the ‘social investment state’ refocuses attention on the productive function of social policy eclipsed for some time by the emphasis on its social protection or compensation roles. Here we distinguish between different social investment strategies, the Nordic ‘heavy’ and the Liberal ‘light’, with particular reference to the inclusive growth approach adopted in Australia. In 2007, social democrats in Australia returned to government with a clear mandate to reject the labour market deregulation and other neoliberal policies of its predecessor, and to tackle entrenched social and economic disadvantage in Australian society. For the last five years, social investment and inclusive growth has been at the centre of the Australian social policy agenda. Against this background, the article examines and critically assesses the (re)turn to ‘social investment’ thinking in Australia during Labor's term in office (2007–13). Analysis focuses not just on what was actually achieved, but also on the constraining role of prevailing economic and political circumstances and on the processes that were used to drive social investment reform. In many ways, the article goes some way to exposing ongoing tensions surrounding the distinctiveness of ‘social investment’ strategies pursued by leftist parties within the (neo)liberal state.

We examine the economic structure of Australian local government areas in the Northern Territory, South Australia and Western Australia using economic base theory and location quotients. Whereas the economic base approach is long established, in this paper we extend the three-staged geospatial visualisation method of Blackwell et al. (2017) to two additional state jurisdictions. Focusing on the economic structure of rangeland local government areas, we find that these vary significantly, implying that no single generic development policy is likely to be effective, but rather these need to be crafted individually. We demonstrate that geospatial visualisations of employment location quotients can identify local economic vulnerability as well as opportunity.

This article, based on an edited transcript of a speech at The Australian Sociological Association (TASA) conference in Melbourne in December 2016, summarises the criticisms of ‘economic rationalism’, cum neoliberalism, that emerged from the ‘economic rationalism debate’ in Australia of the early 1990s to the present. Economic rationalism reversed Australia’s historic nation-building legacy. Free market neoliberal doctrines have captured the central Canberra policy-making apparatus and radically reduced the coordinating role of the state in most areas of public policy. Economic ‘reform’ is seen primarily as a political project led by international and domestic corporate interest groupings and aimed at the transformation of Australia’s institutions. The neoliberal orthodoxy continues to distort the policy process as it has become functionally indispensable for the process of policy making and government, despite its failing intellectual legitimacy.

The recently negotiated Japan Australia Economic Partnership Agreement (jaepa) is the latest in a series of trade agreements that seek to create a trading environment for Australian firms delivering outcomes similar to those anticipated under the wto multilateral model. However, the gains to business and the economy from this approach to trade policy have been particular to specific economic sectors and have generally not resulted in significant broad based economic benefits. In particular, the negotiation of trade agreements by Australia has been characterised by the reduction of trade-in-goods barriers (tariffs etc) which have assisted some agricultural and resource activities and compromised value adding, high employment sectors of the economy such as manufacturing. In contrast, Australian trading partners have increasingly sought concessions relating to Foreign Direct Investment (fdi), allowing their businesses to vertically integrate productive activity. The apparent disconnection between Australian trade policy outcomes and the requirements of business and the broader economy stem from failures at both the fundamental level of policy creation and the negotiation and implementation of the agreements. This paper argues that Australian trade policy needs to develop a new, more flexible and responsive model of trade negotiation in order to better serve the economy and its businesses.

Adjustments to the environment and the situation, especially the foreign policy are done in order to maintain the physical, economic, politic and social culture of the country in the midst of the real conditions of the situation occurred, like the history of bilateral relations between Indonesia and Australia). This is a study of the history of Australian foreign policy towards Indonesia since Whitlam government in 1972 until Hawke. The goal of the study is to explain how the foreign policy of the Australian Prime Ministers during their reigns. Although in reality in the course of its history, Australian and Indonesian diplomatic relations were full of intrigues, turmoil and conflicts, but it did not severe the relation of the two nations. Eventually, the conclusion of this study explicitly states that Australia and Indonesia still need each other in an attempt to establish political stability, economic and security in Southeast Asia and the Pacific peacefully.

The article is related to the establishment of Australian foreign policy tradition and becoming of Australia as a subject of international relations. The significant role of the dominions during First World War Great and their help for Great Britain victory, intensified their struggle for independence. As the result of long-term efforts, dominions reached the proclamation of the Balfour Declaration in 1926 by London, which was later confirmed by the Statute of Westminster (1931), which established the authority for dominions for an independent foreign policy. The development of Australian foreign policy before and during World War II was analyzed. The evolution of the relations of the Australia and Great Britain in the context of the events of the World War II is traced, in particular the peculiarities of the allied relations of the two countries. There is shown the regional dimension of the World War II within the Asia-Pacific region, in the context of Australia and the United States actions against Japanese aggression. There are analyzed the peculiarities of external threats effect on the transformation of the Australian foreign policy strategy, in particular in the national security sphere. The main threat for Australia in that period become Japanise aggressive and expansionist policy in the Asia-Pacific region. A lot of Australian soldiers and military equipment were sent to Great Britain to support traditional allie. But in actual strategic situation in Europe there were great doubts that British troops and the navy would be able to effectively help Australians in case of an attack by Japan. Politics of national security and defense of Australia in the context of its participation in World War II is considered. In the conditions of real threat of Japanese invasion, as well as the lack of sure to receive necessary support from Great Britain, the Australian government start to find a military alliance with the USA. There were identified the key implications of World War II for Australian socio-economic system.

Creative Nation confirmed the shift by federal governments to viewing popular music as part of the Australian cultural economy, where the ‘contemporary music’ industries were expected to contribute to economic growth as much as providing a set of creative practices for musicians and audiences. In the 19 years between Creative Nation and Creative Australia, much has changed. This article examines relationships between the music industries, governments and audiences in three areas. First, it charts the funding of popular music within the broader cultural sector to illuminate the competing discourses and demands of the popular and classical music sectors in federal budgets. Second, it traces configurations of popular music and national identity as part of national policy. Third, the article explores how both national policy documents position Australian popular music amid global technological and regulatory shifts. As instruments of cultural nationalism, Creative Nation and Creative Australia are useful texts in assessing the opportunities and limits of nations in asserting coherent national strategies.

It seems that the economic future of the world will depend on the developmentof the countries in Asia. The economic situation in Australia will arguably change assome countries in that region have reached a satisfactory level of production and sharein their developed economy. Economic presumptions delineate an optimistic view ofthe income’s growth in the next decade in Australia. The statistics published by reliableboth national and international institutions are helpful in unraveling economic issues,which allow to portray the bright future of Australia until 2025. It seems that the regionaleconomic development will lead to a significant economic revival. The following issuesconcerning the economic policy and its results have been chosen in order to conductan analysis: GDP per capita, economic growth, demography, the input of nations andregions in the world’s production and the contribution of Australia in the world’s trade.The substantial number of inhabitants (over a half of the globe’s population) in this region is at the same time a serious proportion of consumers. This article traces the emergence of productivity as a central theme in Australia’s national cultural policy, and discusses some implications of this development for the Australian museum sector. The analysis focuses on two texts – Australia’s two national cultural policies, Creative Nation (1994) and Creative Australia (2013) – to highlight changing policy rhetorics through which cultural heritage and cultural pluralism lose traction, and productivity, innovation and creativity find favour. The article argues that the government’s concern to boost sources of economic growth in twenty-first century Australia focus cultural policy on the arts and creative industries, seen as the locus of innovation and the wellspring of creative activity. The article argues against this narrow construction of productivity and its sources, showing why museums are important contributors to a productivity policy agenda in a culturally diverse and globalized society. This essay examines the impact of the assertiveness of China’s Foreign Policy in the South China Sea under Xi Jinping on United States and Australian foreign policy. The essay focuses on the Xi Jinping period from 2013 because Xi has a different approach in foreign policy making from that of his predecessors. His determination to defend and advance maritime claims and interests as well as the external developments, have made his foreign policy more assertive. This essay will argue that China’s assertive foreign policy in South China Sea under Xi Jinping has paved the way for a greater role for the US in Southeast Asia, and deepened the rivalry between China and the US. This rising tension in turn has put Australia in a challenging situation, torn between its security alliance with the United States, and its economic interests in China. However, Australia does not have to choose one, but Australia can play a constructive role in the development of some compromise between the two.

AbstractDespite Australia's increasing economic ties with Asia, little is known about how it is perceived by the typical citizen in the region. This paper seeks to contribute to the Australian discussion on ‘Asian engagement’, as well as to a general understanding of the structure of foreign policy beliefs, by examining perceptions of Australia's influence among the mass publics of 14 Asian polities. Despite some anxiety in Australia on national op-ed pages and among political leaders over how the country is perceived, we find that the average person in Asia probably does not have a strong or meaningful opinion about Australia's foreign policy. Using survey data covering the years 2006 through 2008 from the AsiaBarometer project, we find that, on average, far more people view Australia's influence on their country favorably (40.5%) than view it unfavorably (6.1%). A similar percentage (41.5%), however, have neutral views of Australia's influence, and 12% of people in Asian nations express no opinion on the topic. We suggest these high frequencies of neutral perceptions and non-response are evidence of considerable indifference towards Australia. Furthermore, we investigate the correlates of perceptions of Australia's influence and find that in almost all cases citizens’ views about US and Chinese influence on their country are much better predictors of their views of Australia's influence than core values, identity, information, and demographic characteristics. We posit that opinions about Australia, even those that are favorable, may have less to do with perceptions of Australia specifically, and more to do with respondents’ general internationalist sentiment or perceptions of major powers.

An assessment of the success of the Accord is important not only for Australia but because of its implications for macro-economicpolicy generally. It may be that the Australian experience has a much wider effect on discussions of appropriate policy formation in other countries. Recent developments in award restructuring have implications for micro-economic policy also. In this paper the evidence regarding the impact of the Accord is assembled and critically evaluated. The general conclusion is that the Accord has had very important beneficial effects on employment and industrial relations. This supports the view that incomes policy is a viable instrument for economic policy.

Background: Treatment of complications from cosmetic breast augmentation is subsidised by government funding in Australia. Aim: We aimed to estimate the total cost to the Australian public health system of the treatment of complications following cosmetic breast augmentation. Method: Using the PRISMA 2009 statement, a systematic review was conducted to find articles reporting on complications following cosmetic breast augmentation. A quantitative analysis was performed to calculate overall complication rates. An economic cost analysis was performed on data from procedures performed in Australia between 2000-01 and 2014-15. We modelled costs to the public health system for this period and projected costs to the year 2030. Results: Thirty-nine articles were identified for inclusion in the quantitative analysis of complication rates following cosmetic breast augmentation. Economic modelling showed an estimated cost of over A$10 million just for surgeons’ and surgical assistants’ fees to treat complications between 2000 and 2015. We forecast over A$50 million for this cost over the subsequent fifteen years. Total health spending on complications is estimated to have been almost A$200 million between 2000 and 2015. Conclusion: This study illustrates the significant economic cost to the Australian health system created by complications following cosmetic breast augmentation. We believe this study reinforces the importance of the Australian breast device registry (ABDR) to further guide regulation, economic policy and health policy.

This article provides a comparative analysis of foreign language policies in Asia and Australia with reference to policy contexts, motivations and processes. The analysis is specifically motivated by the recent publication of the Australia in the Asian Century White Paper that represents Australia’s renewed desire to engage with Asia by developing “Asia literacy” including the development of national proficiency in selected Asian languages. It is argued that, although foreign language policies in the two regions present interesting similarities in terms of policy contexts and goals, there is notable disconnect between Asia and Australia that potentially undermines Australian policy desire to connect with Asia. Furthermore, although languages, like other national resources, are planned to address social needs and aspirations, subjecting languages to economic imperative reflects not only misconceptions of languages but also misappropriation of their potential.

Based on the premise of journalism as a text resulting from intellectual endeavour, this article undertakes a sustained examination of the thought of author and newspaper editor Charles Brunsdon Fletcher (1859–1946) in relation to Asia and the Pacific. It examines three books and lead newspaper editorials published during Fletcher's time as editor of the Brisbane Courier (1898–1903) and the Sydney Morning Herald (1918–37). Fletcher argued that geographic proximity necessitated closer ties between Australia and her neighbours, while the White Australia policy had restricted Australia's potential for economic and population growth – particularly in the tropical north. Such views placed Fletcher among a small but articulate movement of the period, which encouraged greater understanding of Australia's regional neighbours. In identifying such sentiment in newspaper editorials, this research reveals greater diversity in opinion in Australian journalism on migration and race than was previously known.

This paper examines foreign direct investment (FDI) inflows and its impact on economic growth in Australia. FDI inflows are considered to be a vital source of economic growth or development for any economy and it plays big role in growth in gross domestic product (GDP), improvement in infrastructure, employment creation, export and trade performance. This paper examines the relationship between FDI and economic growth of Australia through regression analysis between FDI and different measures of economic growth. The multiple regressions is used to derive conclusion on importance of FDI. The results highlight that FDI inflows contribute to the Australian economy including a growth in GDP, export performance and employment. Mining and quarrying has been identified as an attractive sector in which it has contributed to 7% of GDP, a large amount of capital has been invested and employed intensive labor. The result reflects absence of relationship between FDI and economic growth of Australia as two out three variables shows poor relationship with FDI. The findings provide critical information to Australian policy decision makers to make an informed decision with regard to attractive investment sectors and policies in encouraging foreign investors to invest in the country.

PurposeThe purpose of this paper is to explore the origins of tensions between the benefits (such as technologies and skills) and the substance of knowledge (often described as “pure inquiry”) in Australian universities. There are advantages to considering this debate in Australia, since its universities were tightly connected to scholarly networks in the British Empire. After the Second World War, those ties were loosened, enabling influences from American research and technological universities, augmented by a growing connection between universities, government economic strategy and the procedures of industry. This paper thus traces some of routes by which arguments travelled and the ways they were articulated in post‐war Australia.Design/methodology/approachIdeas do not travel on their own. In this paper, the author takes a biographical approach to the question of contrasting attitudes to university knowledge in the post‐war period, comparing the international scholarly and professional networks of two British scientists who travelled to Australia – contemporaries in age and education – both influencing Australian higher education policy in diametrically opposing ways.FindingsThis research demonstrates that the growing connection with economic goals in Australian universities after the Second World War was in part a result of the new international and cross‐sectoral networks in which some scholars now operated.Originality/valueAustralian historiography suggests that shifts in the emphases of post‐war universities were primarily the consequence of government policy. This paper demonstrates that the debates that shaped Australia's modern university system were also conducted among an international network of scholars.

Artikel ini kemudian menjelaskan bagaimana Australia dianggap sebagai salah satu contoh negara yang sukses dalam menangani pandemi COVID-19. Kebijakan untuk menutup perbatasan sejak dini dan penyusunan kebijakan terkoordinasi yang berdasar saran para ahli merupakan beberapa kunci kesuksesan Australia. Selain itu, kepatuhan masyarakat turut mendukung keberhasilan implementasi dari kebijakan pemerintahan. Namun, kepatuhan penduduk Australia merupakan hasil dari rasa percaya terhadap kemampuan pemerintah untuk menangani krisis. Berbagai faktor tersebut membuat Australia berhasil melandaikan kurva COVID-19 dalam waktu kurang dari enam bulan. Walaupun masih cukup dini untuk mengidentifikasi pelajaran yang bisa diambil dari Australia, namun dapat dikatakan bahwa di tengah pandemi dan krisis, pemerintah harus bekerja bersama dengan masyarakat agar kebijakan yang telah disusun dapat diimplementasikan dengan baik. The focus is on the policy responses to mitigate the risk in three main sectors: people’s health, national health system, and economic livelihoods. It discusses how Australia’s response to the COVID-19 pandemic is among the few successful cases in the world. Australia’s early border closure and coordinated policy measures with the experts are among the key behind Australia’s success. Besides, Australian public compliance further supports the implementation of government policy. Such compliance is the result of people’s trust in the Government’s capability to tackle the crisis. As a consequence, Australia has succeeded in flattening the curve within less than six months. Although it is relatively early to identify the lessons learned from Australia, it is safe to say that during pandemic and crisis, in order to make the policy works, the Government needs to work together with the public.
