Abstract (sommario):
This article analyses and discusses research-ethical dilemmas, ambivalences and problematic issues. This is done firstly by making a distinction between procedural research ethics and particularistic research ethics. Such a distinction refl ects a theoretical construction and generalization – in practice there can be a very close correlation between the two types. Hereafter, the distinction will therefore be used as a jumping-off point for the presentation of a pragmatic-dualist research ethics. Th e approach is dualist because it draws on the presence of two independent, contrasting understandings, which are essentially diff erent yet equal aspects of good research ethics; and it is pragmatic because this dualism is first and foremost structural and institutional by nature, and designed with an eye to what can realistically and expediently be done in practice. Thus the intention of the article is to both analyze and discuss two different understandings of research ethics and simultaneouslyqualify a research ethics that draws on both these understandings. At the same time, the intention is to try to visualize a diff erent understanding of research ethics which others can address and elaborate on or qualify but even at this point can be included in an arsenal or catalogue of research-ethical understandings and approaches that can be exploited in research-ethical practice.

Abstract (sommario):
The historiography of agrarian Germany before 1914 is fundamentally based upon two moments (in the Weberian sense): one of a structural and the other of an institutional nature. The structural moment comprises an emphasis upon the existence and role of agrarian dualism, that is, upon a sharp contrast, emerging from the later Middle Ages onwards, in the agrarian systems found east and west of the River Elbe and its tributary the Saale, which together formed a line bisecting Germany from Hamburg to the modern Czechoslavakian frontier. The institutional moment consists of the shift from a free-trade to a protectionist policy in respect of cereals after 1879. In the words of a leading West German agrarian historian, “On 1 January 1880 … a new epoch commenced for German agricultural policy.” In addition, the adoption of a grain tariff from 1879 is generally assumed to have had a determining influence upon the subsequent development of German agriculture and, for that matter, is thought by some writers to have exerted a considerable influence upon the entire course of modern German history.

Abstract (sommario):
Batam as a region with a strategic position, located on the international trade route, was developed to become one of the engines of economic growth in Indonesia. However, in its development, Batam faced governance problems that had an impact on the decline in its economic performance. Not only at the local level, but its influence reaches the national level. This study explains the causal relationship of Dual Governance, focusing on aspects of formation, relations between institutions and their impact on development. Using the framework of Holzinger, Kern and Kromrey (2016), this study captures the issue of institutional dualism that has occurred for years and is considered to be the cause of the decline in development in Batam. The study was conducted using qualitative research methods with a case study approach and collecting data from interviews and document analysis.There are several concluding points in this study regarding institutional dualism and its impact on economic development based on Batam’s case. They are the implementation of decentralization, the significance of the pre-existing institution, the similarity between two institution in respect of interpreting and implementing policies and the relationship between intergovernmental relations and economic development. These three factors affect the degree of intergovernmental relations which is directly proportional to economic development. The more intergovernmental relations are, the higher economic development is.

Abstract (sommario):
The purpose of the research is to consider the effect of technological dualism for the Russian economy with an empirical demonstration that this effect has a different content. The research methodology consists of the neo-Schumpeterian theory of technological change, structural analysis, and empirical estimates that allow one to identify the characteristics of technological dynamics. The result of this research was a demonstration of the deviation from the classical effect of technological dualism of the Russian economy, which is caused by the existing structural and institutional characteristics of the functioning of activities various types. The main conclusion is that the classical recipes for stimulating technological innovation in the presence of the pseudo-effect of technological dualism will not become working tools with high action. We need systemic and institutional transformations that affect the incentives for technological renewal and the deployment of markets that accept products that embody the results of technological improvement and development. Thus, replacing the strategy of local technological innovations with a strategy of comprehensive incentives and large-scale technological innovations that improve the social parameters of life is an urgent task for the Russian economy.

Abstract (sommario):
The article highlights the controversial issues of executive branch dualism in Ukraine and highlights the problems of the dualistic nature of the competence of civil-military administrations. It is noted that since the proclamation of Ukraine’s independence and up to now, political and legal discussions have been taking place around the problems of executive power organization. It is emphasized that the origins of the problem of executive dualism should be sought from the formation of the system of public authorities in Ukraine in the 90s of the twentieth century. During this period, there was a rather complicated political struggle and a search for the most optimal model of building a system of state authorities, which certainly affected the construction of the executive branch, and gave rise to a number of problems related to the dualism of power. The author emphasizes that the problems of dualism in the sphere of higher authorities have caused the same problems in the system of executive authorities and their relations with other types of public authorities, in particular, with local self-government bodies. The author analyzes and summarizes the problems in the field of relations between local public authorities (local executive authorities and local self-government bodies) and identifies the following: conceptual problems of delimitation of powers between certain executive authorities and local self-government bodies, legal problems of delimitation of powers between certain executive authorities and local self-government bodies; institutional problems. It is emphasized that dualism was also observed in the course of functioning of civil-military administrations, although in this case it was of a slightly different nature, which is due to the special legal status of the latter. The author identifies the peculiarities of such dualism. The author emphasizes the need to improve the legal framework for the functioning of civil-military administrations, to carry out institutional changes (search for a model, structure, etc.), to organize work, to apply new forms and methods of management, and to conduct further scientific research.

<p>This paper describes the impact of dualism in institution of Nagari Pariangan caused by contestation of social control between state and local government through the Law no. 5 of 1979 and Regional Policy of Sumatera Barat number 2/2007. As a case of institutional transformation, Nagari Pariangan has faced some notorious shape until it was transformed as nagari. We found that the first transformation was the interest of state, and the second is the interest of local government. The results of the transformation are dualism of institution which has diminished political structure of governance and local values of Nagari society.</p>

Abstract (sommario):
The article discusses the internal dualism of modern institutional economics, manifested in division of orthodox or mainstream institutionalism (its axiomatics and dogmatics are represented by the Standard Model) and its opposition post-institutionalism. An agenda for promising post-institutional studies is proposed, covering a wide range of discussion issues beyond the Standard Model — from the transition to integrative interpretations of institutions to the introduction of the Evo-Devo-paradigm of analysis of institutional evolution. A reorientation of the transactional analysis from minimizing transaction costs to maximizing the transaction value generated by institutions is proposed. The normocentric paradigm of institutional theory is discussed, considering any forms and trajectories of institutional evolution outside of the evaluation criteria, abandoning the tradition of negative labeling of institutional anomalies. The article demonstrates that in the focus of post-institutionalism there is institutional complexity, which can only be comprehended by overcoming reductionist methodological approaches of the institutional mainstream.

Abstract (sommario):
Rather than portray formal and informal sector entrepreneurs as discrete groups, an emergent scholarship has conceptualized a continuum from wholly formal to wholly informal entrepreneurs. The aim of the article is to advance a degree of (in)formality approach by evaluating whether the institutional determinants found to explain whether an enterprise is formal or informal are also valid when explaining the level of (in)formality of enterprises. To do so, a 2017 survey of 500 retail microenterprises in the city of Lahore in Pakistan is reported. The finding is that higher levels of formality are more significantly associated with individual-level characteristics of the entrepreneur and enterprise, such as educational level and sales, than with formal and informal institutional conditions, as proposed by institutional theory. The article thus concludes by offering new theoretical implications and exploring some innovative policy measures to tackle informal entrepreneurship.

Au lendemain de la révolution du 17 février 2011, le secteur médiatique libyen a connu une remarquable mutation. Un nouvel ordre médiatique privé s’est installé dans le pays, laissant penser que les différents moyens de médias audio-visuels et écrits avaient enfin intégré le monde de la liberté d’expression. Cependant, depuis le début de la crise politique en 2014, qui a entraîné l’effritement des institutions de l’État, y compris celles du secteur médiatique, la pratique des médias ainsi que le pluralisme des médias ont subi de plein fouet les conséquences de cette crise. Les médias libyens sont passés du contrôle de l’État à l’influence excessive de la tribu, de la région et de l’idéologie.En revanche, pendant la crise du dualisme institutionnel, la scène médiatique a été marquée par des dizaines de crimes et d’agressions contre les journalistes, notamment des meurtres, des tentatives de meurtres, des enlèvements, des actes de torture, des arrestations et des violences physiques. Les sièges de nombreux médias ont également été pris pour cibles d’attaques de groupes armés. De plus, les journalistes sont toujours confrontés à des risques juridiques en raison des lois émises par les gouvernements rivaux du pays. De nombreux journalistes ont été agressés physiquement, arrêtés arbitrairement, harcelés et enlevés par les forces gouvernementales dans l’est et l’ouest du pays. In the aftermath of the revolution of February 17, 2011, the Libyan media sector underwent a remarkable transformation. A new private media order has taken hold in the country, suggesting that the various means of audio-visual and written media have finally entered the world of free speech. However, since the onset of the political crisis in 2014, which resulted in the erosion of state institutions, including those in the media sector, media practice as well as media pluralism have suffered the full brunt of the consequences of this crisis. The Libyan media has shifted from state control to excessive influence by tribe, region and ideology.In contrast, during the crisis of institutional dualism, the media scene was marked by dozens of crimes and assaults against journalists, including murders, attempted murders, kidnappings, acts of torture, arrests and physical violence. The headquarters of many media have also been targeted by attacks by armed groups. In addition, journalists still face legal risks due to laws issued by rival governments in the country. Many journalists have been physically assaulted, arbitrarily arrested, harassed and kidnapped by government forces in the east and west of the country. Under these conditions, one could no longer speak of a favorable environment for media pluralism

The new Kenyan constitution has introduced an immediate monist approach of implementing international legal standards. Accordingly, the transformation from dual to monism will necessitate a discussion of theories of incorporation of international instruments into national laws. This will set the basis of what method Kenya should follow. This paper attempts to address potential procedural problems with implementing the Rome Statute in a new monist Kenya and will argue that as a precautionary measure during the country’s transition any deviation, by the court, from national law will require articulation and justification under an international framework. It will include a review of the Kenyan International Crimes Act 2003 (ICA) and its adoption into the domestic law of Kenya. It will also include examination of previous situations where domestic courts have applied international law standards in domestic trials before and after the monist Constitution of 2010. This paper aims at assessing the key challenges to the effective implementation of the Rome Statute in Kenya both objectively and substantively. It examines the challenges facing the Kenyan courts in relation to the exercise of universal jurisdiction and the criminalization of international crimes. It will seek to point out the weaknesses and conflict between the Kenyan constitution, The International Crimes Act and the Rome Statute. The ICA was silent on some aspects of the Rome Statute and the paper will attempt to discuss these issues and what they portend in the implementation of the Rome statute in monism. It will also discuss the effect of the new constitution on the practical operation of the Rome Statue. The operational capacity of institutions mandated with practical implementation of the Rome Statute will be examined. It will further seek to ascertain whether the laws and policies reflect Kenya’s commitment to international criminal justice. By way of conclusion, the paper will create a possible inventory of issues, which might arise in Kenya’s prosecution of International crimes under the Rome Statute, and suggestions on how such issues could best be addressed.

Studiens syfte är att beskriva och förklara strategier och förutsättningar för första linjens chef inom kommunal äldreomsorg för att möta verksamhetens kompetensförsörjningsbehov på kort och lång sikt. Studien avser att besvara syftet utifrån följande frågeställningar. Hur förhåller sig cheferna till sitt uppdrag att bemanna verksamhet med ändamålsenlig kompetens vid rätt tidpunkt och i relation till rådande institutionell struktur? Vilka kompetensförsörjningsstrategier har cheferna? Vilka förutsättningar är möjliggörande respektive hindrande för cheferna att hantera kompetensförsörjnings­utmaningen på längre sikt? Med sikte på år 2035 beskrivs äldreomsorgen vara den arbetsmarknadssektor som i jämförelse med andra, kommer ha störst behov av nyrekryterad kompetens (SCB, 2017). Kraven på chefer inom offentlig sektor är stora och uppdraget har blivit alltmer komplext.  Uppdraget ställer krav på såväl egen handlingskraft som anpassning till organisatoriska strukturer och styrmodeller. Den institutionella struktur som kommunal äldreomsorg är organiserad inom och komplexiteten i chefsuppdraget blev vägledande i studiens val av teoretisk referensram. Institutionell teori och teorin om analytisk dualism är utgångspunkterna för studiens analys av samspelet mellan struktur och agentskap samt dess påverkan på chefers förutsättningar att möta verksamhetens kompetensförsörjningsbehov på kort och lång sikt. Studien genomfördes med kvalitativ metod och empirin baseras på åtta semistrukturerade intervjuer med första linjens chefer inom äldreomsorgen i två kommuner. Med första linjens chef avses den chefsfunktion som har ansvar att leda medarbetare och verksamhet som är närmast kunden. Inom äldreomsorg benämns funktionen ofta enhetschef eller sektionschef. Studien konstaterar att cheferna i hög grad har egna strategier för att attrahera, behålla och utveckla kompetens för att möta verksamhetens kompetensförsörjningsbehov. Strategierna hanteras i huvudsak inom det handlingsutrymme som chefsuppdraget själv förfogar över. Studien fångar inte upp tecken på samspel mellan cheferna och kommunövergripande kompetens­försörjnings­strategier. I chefernas samspel med vissa styrande processer, till exempel för bemanning och rekrytering, visar studien att processen inte utgår från de verksamhetsbehov som första linjens chef ger uttryck för. Studien drar slutsatsen att första linjens chefer upplever sig delvis separerade från den formella strukturen i kommunen (isärkoppling). Studien konstaterar att ökade inslag av tillitsbaserad styrning kan ge gynnsamma förutsättningar för ett proaktivt agerande i en isärkopplad struktur. Som kontrast identifierar studien en stark formmässig likhet mellan äldreomsorgsverksamheter oavsett kommun­tillhörighet (isomorfism). Medveten styrning utifrån denna likhet kan utveckla samordning mellan aktörer inom äldreomsorg i syfte att forma gemensamma strategier att möta kompetensförsörjningsutmaningen på längre sikt.

Youth have been increasingly at the centre of the public debate of the recent years, complicit the economic crisis that hit them disproportionally and almost six years later still exhibit its persistent effects. The roots of this phenomenon go back far beyond the crisis, being structurally embedded in the cultural, economic and institutional characteristics of the countries. Young people hard times are often compared (and sometimes opposed) to the conditions of other generations, that, though strongly affected by the economic crisis, are proving to be more resilient, given a (generally) stronger “safety net” provided by greater stability and protection. Despite the great consensus existing on the fact that larger activity and employment rates for all age groups are beneficial for the society as a whole, some recent policy proposals in Europe, alarmed by the risk of a “lost generation”, seem a revival of the old “lump sum of labour” theory predicting youth and old as substitute and competitors for a fixed amount of jobs in the labour market. In this view, the present contribution aims at reassessing the institutional determinants of youth unemployment in the industrialised countries of the OECD from 1980 to 2009, in order to shed light on the long-term institutional factors hindering (or vice versa improving) youth labour market outcomes, with a focus, besides traditional labour market institutions, on the role of school-to-work transition. Empirically, the research stresses the importance of filling the skills and productivity gap by experiencing work during studies, especially by means of training contracts. Moreover, in view of the above mentioned recent policy proposals calling for job sharing between young and elderly, this contribution aims at reassessing at the comparative level the nature of the youth/old relationship in the labour market, with the aim of testing if evidence of the “boxed economy” prediction has to be found or if such dualism is only imaginary.

This introductory chapter develops an original framework to explain why unions are more or less successful in containing the spread of precarious work. It argues that employment precarity is both an outcome of and a central contributing factor to a mutually reinforcing feedback relationship between labour market, welfare state, and collective bargaining institutions; worker identity and identification; and employer and union strategies. This framework builds on academic discussions of institutional change, dualism, and precarious work from three broad research traditions: comparative political economy, critical sociology, and comparative employment relations. The chapter reviews this literature, outlines the framework, and discusses the chapter findings in the book with reference to the framework.

Recurring themes relating to the central constitutional principles of the public sector and the courts can be summarized asadministrative dualism(administrative agencies are organized in separate units outside the ministries) andinstitutional autonomy. The scope of the dual Swedish administrative model, as well as how much institutional autonomy government agencies and the courts are granted by the Constitution, have been strongly debated. These debates exemplify what we refer to as “the Swedish Constitution as a story of unresolved issues.” Paradoxically, substantial constitutional reforms in this area rarely come about due to regular constitutional reform-making in Sweden. Instead, they are often the result of formally less demanding political decision-making.

Heterodox work in Global Political Economy (GPE) finds its motive force in challenging the ontological atomism of International Political Economy (IPE) orthodoxy. Various strains of heterodoxy that have grown out of dependency theory and World-Systems Theory (WST), for example, emphasize the social whole: Individual parts are given form and meaning within social relations of domination produced by a history of violence and colonial conquest. An atomistic approach, they stress, seems designed to ignore this history of violence and relations of domination by making bargaining among independent units the key to explaining the current state of international institutions. For IPE, it is precisely this atomistic approach, largely inspired by the ostensible success of neoclassical economics, which justifies its claims to scientific rigor. International relations can be modeled as a market-like space, in which individual actors, with given preferences and endowments, bargain over the character of international institutional arrangements. Heterodox scholars’ treatment of social processes as indivisible wholes places them beyond the pale of acceptable scientific practice. Heterodoxy appears, then, as the constitutive outside of IPE orthodoxy.Heterodox GPE perhaps reached its zenith in the 1980s. Just as heterodox work was being cast out from the temple of International Relations (IR), heterodox scholars, building on earlier work, produced magisterial studies that continue to merit our attention. We focus on three texts: K. N. Chaudhuri’s Asia Before Europe (1990), Eric Wolf’s Europe and the People Without History (1982), and L. S. Stavrianos’s Global Rift (1981). We select these texts for their temporal and geographical sweep and their intellectual acuity. While Chaudhuri limits his scope to the Indian Ocean over a millennium, Wolf and Stavrianos attempt an anthropology and a history, respectively, of European expansion, colonialism, and the rise of capitalism in the modern era. Though the authors combine different elements of material, political, and social life, all three illustrate the power of seeing the “social process” as an “indivisible whole,” as Schumpeter discusses in the epigram below. “Economic facts,” the region, or time period they extract for detailed scrutiny are never disconnected from the “great stream” or process of social relations. More specifically, Chaudhuri’s work shows notably that we cannot take for granted the distinct units that comprise a social whole, as does the IPE orthodoxy. Rather, such units must be carefully assembled by the scholar from historical evidence, just as the institutions, practices, and material infrastructure that comprise the unit were and are constructed by people over the longue durée. Wolf starts with a world of interaction, but shows that European expansion and the rise and spread of capitalism intensified cultural encounters, encompassing them all within a global division of labor that conditioned the developmental prospects of each in relation to the others. Stavrianos carries out a systematic and relational history of the First and Third Worlds, in which both appear as structural positions conditioned by a capitalist political economy. By way of conclusion, we suggest that these three works collectively inspire an effort to overcome the reification and dualism of agents and structures that inform IR theory and arrive instead at “flow.”

Abstract A striking point about empirical studies of managerial work in capitalist enterprise is their disregard for its institutional formation and significance. In general, the institutional conditioning and consequences of managerial work is either bracketed, taken for granted, or treated as an independent variable. The purpose of this article is to highlight the hiatus between ‘behavioural’ and ‘institutional’ accounts of managerial work and to suggest a means of over- coming this dualism between ‘action’ and ‘system’ (Giddens 1976; 1979; 1984). More specifically, the paper focuses upon the neglect of institutional analysis in behavioural studies of management practice.

Abstract As the filmmaking industry shifted operations to the West Coast, its efforts at self-definition coalesced in a singular cultural byword, “Hollywood,” nomenclature that came to stand for filmmaking as both industrial activity and cultural mythmaking. Crafting “Hollywood” out of Los Angeles was not merely a discursive exercise: during a crucial period of institutional development, the mid-1910s through the early 1920s, the industry needed to fix its place within the popular imagination. But how could filmmakers create an aura of businesslike stability and simultaneously promote flamboyant glamour and artistic creativity? By concentrating on three facets of this image—the role of managerial moviemakers, the formation of protective organizations to proactively fend off bad publicity, and the fusion of commercial growth with Southern California’s real-estate boom—the chapter examines the film industry’s varied efforts to manage and maintain its “institutional dualism” even as it defined the contours of “Hollywood.”

The final chapter concludes the discussion of the disease–pattern dualism by exploring the clinical potentials of bianzheng lunzhi when deployed by a virtuoso physician. The chapter is based on the account of a clinical case from the 1970s. A young doctor and his teacher struggle over the correct clinical approach for a case of tonsillitis. The senior doctor relies on a classical methodology adapted from the Treatise on Cold Damage. The junior doctor relies on a standard approach found in his textbooks, based on the methodology of bianzheng lunzhi. The patient’s condition worsens because of the conflicting treatments, until the senior doctor resolves the impasse in a moment of clinical virtuosity. The senior doctor’s success suggests a way forward for the postcolonial struggles of Chinese medicine: the virtuosity of the profession’s best doctors, their ability to innovate within new institutional constraints, will keep the practice vibrant.

This chapter shows how national courts receive European Union (EU) law by way of dualism in the same way they receive international law. From the member states’ point of view EU law is not the law of a new jurisdiction but the law of an international legal order. Incorporation is not a simple transfer. Member state courts incorporate EU law through three structural principles: ‘conditional primacy’, ‘institutional tolerance’, and ‘integrity’. These principles are uniquely relevant to the transnational nature of EU law. The member states remain independent political communities. Integrity, thus, applies to EU law on the basis that the EU is a community of communities of principle. The ideals of a community of principle apply to the EU only when it is seen as a union of peoples that come together on the basis of the law of nations. The practical or deliberative understanding of law provides an account of the relationship between domestic and EU law without paradox.

Abstract Our analysis of the practice of courts in Russia and the management of its judiciary confirms that Russia’s courts are effective—in both reality and popular perception—in their handling of everyday disputes and, for the most part, in confronting crimes, accusatorial bias notwithstanding. At the same time, there are mechanisms, formal and informal alike, which ensure that, as a rule, cases that matter to the regime or powerful persons have the results that they seek. In short, the idea of ‘legal dualism’, understood in a loose and flexible way, provides an apt metaphor that captures the multiple narratives of law that were found in Russia’s judicial system in the Putin years. Within the governance of the judiciary, the role of the presidency has increased and, consequently, so has judicial dependence. Yet, the actual administration of justice—in the civil, business, and criminal realms at least—has improved, often because of procedural and institutional changes, many of which were promoted by top judges. Finally, we outline scenarios for the future development of courts in Russia.

To decode cities, Robert Park brought two issues into consideration, segregation and migration, which are also key to understanding the Global South cities today, such as Shenzhen, the laboratory of post-reform China. Similar to Chicago, Shenzhen is a well-known prospering ‘migrant city’, where we identified marked sociospatial segregation of rural migrants. Unlike Chicago, however, the segregation of migrants in Shenzhen is largely determined by some institutional factors such as hukou system, the urban and rural dualism, and its ‘world factory’ regime. Moreover, through the examination of Shenzhen’s Foxconn complex, we identified some difficulties encountered by migrants in integrating into Shenzhen or returning to their hometowns, that is, becoming either urbanities or returnees. Rural migrants have been stuck in a specific status of in- between urban and rural. This supports the argument of Park who stated that the city is a ‘psychophysical mechanism’, in which physical space and human sentiments interact. From Chicago in 1916 to Shenzhen in 2016, the segregation of migrants is still a major challenge for cities to address.

Abstract The principal objective of this book has been to examine the reasons for the persistence of subcontracting in industrial society. Our main conclusion is that sub contracting can best be explained as the evolutionary product of a complex historical interaction among socioeconomic, political, technological, and producer-level strategic factors. Economic dualism, political influence, culture, technology, or producer strategy alone were not found to be a sufficient explanation. Instead, the evidence presented in this study has demonstrated that each of these factors influenced the others at specific periods in history. This led to the emergence of sub contracting, which then evolved into a variety of subsequent forms. In an ever changing socioeconomic environment, the result has been a series of new equilibria in contractor-subcontractor relations. In the case of Japan, the stage reached after nearly six decades of evolution is a new mode of contractual relations based on principles of problem solving-oriented collaborative manufacturing. This new form of contractual relations is supported by institutional arrangements that drive those concerned toward continuous improvement in product quality and cost reduction.

This paper explores the way that professional women working in the IT industry discuss the nature of their wDrk. Previous work suggested that the way women talk about their work reinforces widely held impressions of the Information Technology industry (Nielsen, von Hellens, Beekhuyzen and Trauth 2003). In this paper Structuration Theory illuminates how this talk is characterised by dualisms which are not always consistent with the womens' lived experiences. The interview data reveals contradictions in these dualisms, indicating that these polarised views of women and IT work are being undermined by women in the IT industry. The perceptions of the interviewees are discussed as structures of signification that need to be altered in order to successfully challenge these dualisms. This paper suggests that mentoring, interactions with professional IT organisations, and professional IT women talking to females in their IT education years can give new ideas to the perceptions of IT and thus challenge these dualisms. It is suggested that exposing females in their IT education years to the professional IT women who are challenging these dualisms is an essential part of transforming these structures of signification. This research is part of an ongoing project (WinIT) commenced in 1995, which seeks to understand the declining female participation in IT education and work. In order to have a better understanding of the way women help configure the institutional realm of IT work, we propose that more qualitative studies of women at work in IT as well as women talking about IT are needed.

El objetivo de esta comunicación es realizar un recorrido crítico por la literatura mayoritariamente anglosajona que en los últimos años se ha centrado en la idea de “construcción social del planeamiento”. Se pretende desarrollar un marco conceptual que vaya más allá del simple dualismo entre “instrumentos” y “contexto social” e identificar las variables analíticas claves para evaluar el contenido socio-político del planeamiento. El artículo se centra en tres enfoques complementarios –la aproximación institucionalista, la teoría comunicativa y el enfoque estratégico-relacional– que enfatizan las posibles consecuencias para la investigación empírica y la práctica del planeamiento. Más allá de los enfoques tecnocráticos y pretendidamente neutrales, argumentamos que los intentos para transformar o para introducir aspectos innovadores en los sistemas de planeamiento no provienen solo de los cuerpos técnicos, sino de actores con diferentes valores, organizados en grupos de poder que desafían, compiten, reforman o invalidan los marcos institucionales dominantes. This article conducts a critical review of the recent Anglo-Saxon-based literature focused on the idea of "social construction of planning". The aim is to develop a conceptual framework that goes beyond simplistic dualism between "instruments" and "social context" and to identify key analytical variables to assess the socio-political content of planning. The paper focuses on three complementary approaches –the institutionalist perspective, the communicative theory and the strategic-relational approach– that emphasize the possible consequences for empirical research and planning practice. Beyond progressivism and the supposedly neutral and technocratic approaches, we argue that attempts to transform or to introduce innovative aspects in the planning systems come not only from technical bodies but from actors with different values, organized into influential social groups that challenge, compete, reform or invalidate dominant institutional frameworks.
