Abstract (sommario):
In the attempt to develop simple damage detection algorithms that can be embedded in structural monitoring systems for rapid condition assessment following a large earthquake, a new algorithm is developed that characterizes structural damage, based on the residual drift following a strong motion. The residual drift is estimated from rotations computed from strong motion structural response acceleration measurements taken at key points on the structure. The Paulay and Priestley (1992) plastic hinge model is used to evaluate the residual drift, given rotation measurements at points on a single column. The algorithm is tested using data collected from a set of reinforced concrete single-column shaking tests, performed at the University of Nevada, Reno, and the University of California, Berkeley. Results from the tests indicate that the rotation algorithm can potentially be used for detecting and quantifying damage to single-column structures using one rotation measurement. Additional calibration and further testing of the algorithm will be necessary to reduce possible overestimation of the residual drift present on the column due to the simplicity of the column deformation model. Nevertheless, the results serve as an initial proof of concept that can be useful and very practical as a rapid damage estimation technique.

Abstract (sommario):
The diagnosis of abnormal transformer oil temperature is of great significance to guarantee the normal operation of the transformer. Due to concept drift, the oil temperature abnormal diagnosis of the oil-immersed main power transformer is usually unstable via the classic data mining method. Thus, this paper proposes an adaptive abnormal oil temperature diagnosis method (AAOTD) of the transformer based on concept drift. First, the bagging ensemble learning method was used to predict the oil temperature. Then, abnormal diagnosis was performed based on the difference between the predicted oil temperature and the actual measured oil temperature. At the same time, based on the concept drift detection strategy and Adaboost ensemble learning methods, adaptive update of the base classifier in the abnormal diagnosis model was realized. Experiments validated that the algorithm proposed in this paper can significantly reduce the influence of concept drift and has higher oil temperature prediction accuracy. Furthermore, since this method only utilizes the existing power grid data resources to realize abnormal oil temperature diagnosis without extra monitoring equipment, it is an economic and efficient solution for practical scenarios in the electric power industry.

Abstract (sommario):
Abstract. As part of European Space Agency's (ESA) climate change initiative, high vertical resolution ozone profiles from three instruments all aboard ESA's Envisat (GOMOS, MIPAS, SCIAMACHY) and ESA's third party missions (OSIRIS, SMR, ACE-FTS) are to be combined in order to create an essential climate variable data record for the last decade. A prerequisite before combining data is the examination of differences and drifts between the data sets. In this paper, we present a detailed analysis of ozone profile differences based on pairwise collocated measurements, including the evolution of the differences with time. Such a diagnosis is helpful to identify strengths and weaknesses of each data set that may vary in time and introduce uncertainties in long-term trend estimates. The analysis reveals that the relative drift between the sensors is not statistically significant for most pairs of instruments. The relative drift values can be used to estimate the added uncertainty in physical trends. The added drift uncertainty is estimated at about 3 % decade−1 (1σ). Larger differences and variability in the differences are found in the lowermost stratosphere (below 20 km) and in the mesosphere.

Abstract (sommario):
Analysis of the Electrocardiogram (ECG) signals is the pre-requisite for the clinical diagnosis of cardiovascular diseases. ECG signal is degraded by artifacts such as baseline drift and noises which appear during the acquisition phase. The effect of impulse and Gaussian noises is randomly distributed whereas baseline drift generally affects the baseline of the ECG signal; these artifacts induce interference in the diagnosis of cardio diseases. The influence of these artifacts on the ECG signals needs to be removed by suitable ECG signal processing scheme. This paper proposes combination of non linear morphological operators for the noise and baseline drift removal. Non flat structuring elements of varying dimensions are employed with morphological filtering to achieve low distortion as well as good noise removal. Simulation outcomes illustrate noteworthy improvement in baseline drift yielding lower values of MSE and PRD; on the other hand high signal to noise ratios depicts suppression of impulse and Gaussian noises.

Abstract (sommario):
Gas sensor arrays are widely used in various applications such as environmental monitoring, industrial process control, and medical diagnosis. However, one of the main challenges in using gas sensor arrays is their tendency to drift over time, which can significantly affect their accuracy and reliability. In this research paper, we present a gas sensor array drift dataset that can be used to evaluate and develop drift compensation techniques. The dataset consists of measurements from an array of eight metal oxide gas sensors exposed to six different target gases at varying concentrations over several months. The paper also describes the experimental setup, data acquisition process, and preliminary dataset analysis. Our results show that the sensor array exhibits significant drift over time and that the drift patterns vary depending on the target gas and concentration. This dataset can provide a valuable resource for researchers and engineers working on gas sensor array applications and can help advance the development of more robust and accurate gas sensing systems.

Abstract (sommario):
The work presented in this thesis deal with the integration of diagnosis and prognosis for optimizing maintenance of complex systems. The particular kind of faults taken into consideration in this work is process drifts. A generic architecture for supervision, diagnosis and prognosis based on handling drifts is developed. The supervision/diagnosis can determine line components that need to be repaired, when fault occurs. It is based on handling the drift by considering indicators for detection and characterization. Then, the prognosis can anticipate system failures by providing information on future states of the components on which preventive maintenance actions may be considered. The developed methodology is based on treating data collected on a system, dropping the need for a mathematical description of the system. Using historically saved data and online generated data, a decision space is constructed, in which different classes corresponding to normal and failure operating modes exist. An incipient fault will cause a drift in the decision space, and consequently a change in the parameters of the classes. Thus, the decision space needs to be dynamically updated in order to treat those drifts. Then, indicators for drift detection and characterization, based on the parameter changes, are calculated. The aim of drift detection it is to detect, as soon as possible, the occurrence of a drift. Drift characterization deals with finding the failure mode causing the drift, and with calculating an indicator that reflects the health state. Prognosis models the evolution of the actual health system indicator, and estimates a RUL (Remaining Useful Life) as well as a confidence interval associated to it. All these aspects are combined together to form the generic architecture for supervision, diagnosis and prognosis

Liuti, Tiziana. "Morphological assessment of paranasal sinuses and teeth in the horse". Thesis, University of Edinburgh, 2018. http://hdl.handle.net/1842/33192.

Abstract (sommario):
Sinonasal and dental diseases can be a serious disorder in horses due to the persistence of the former and the common extension of the latter to the supporting bones of the skull. The diagnosis of equine sinonasal and dental disease can be challenging due to the complexity of these and adjacent anatomical structures, and therefore the use of advanced imaging, including computed tomography (CT) has greatly increased recently. A major aim of this study was to improve the morphological characterization of the sinuses and cheek teeth in normal horses of different ages. These studies defined the volumes of the 7 different sinus compartments; showed that the volume of the different compartments increase with age; that in contrast to accepted findings, the Triadan 09 alveoli is located in the caudal maxillary sinus (CMS) in 13% of the youngest group and the Triadan 10 alveoli is fully within the rostral maxillary sinus (RMS) in 53% of cases. The infraorbital canal was found to be susceptible to apical infection-related damage in horses < 2 years of age (< 2 y.o.) due to the intimate relationship of this canal and the medial aspect of the maxillary cheek teeth alveoli. The mean positions of the clinical crowns and apices of the maxillary Triadan 11s were 2.48 cm (adjusted 5.2% of head height) and 2.83 cm (adjusted 6.2% of head height) more rostral, respectively in horses >16 y.o. compared to horses < 6 y.o., consistent with rostral dental drift. Measurements of dental drift could provide further objective radiographic guidelines on ageing horses by dental imaging and also help our understanding of the aetiopathogenesis of cheek teeth diastemata. This study also found that the reserve crown length decreased from a mean of 4.7 cm (adjusted 19.7% of head height) in the youngest (< 6y.o.) group of horses to a mean of 2.9 cm (adjusted 10.5% of head height) in the oldest group (>15y.o.), with the 06s and 09s having the shortest reserve crowns. These data are useful reference information for clinicians and radiologists in the diagnosis and treatment of equine sinonasal and dental disease. Morphological characterization of the ventral and dorsal conchal bullae in horses of different age using CT described the age-related difference in sizes of these structures (smaller in younger horses). In the ventral conchal bulla, this reduction in volume was probably related to protrusion of the large dental alveoli in young horses into the nasal cavity and bulla. Bullae linear measurements and volumes were also associated with head size. The anatomical position of both bullae was associated with specific maxillary cheek teeth, thus increasing the diagnostic value of conventional radiography in the investigation of bulla disease and providing landmarks for the surgical treatment of this disorder. Skull shape analyzed with the use of Procrustes statistical analysis showed landmark variability between different age groups and in particular, high landmark variability between young (< 5y.o.) and old (>16y.o.) horses and less landmark variability between adult (6-15y.o.) and old horses. Future studies could investigate changes in the equine skull in relation to genotype to characterize breed-related diseases affecting teeth and sinonasal compartments. In the second part of the study, 32 infected maxillary cheek teeth extracted from clinical cases were evaluated grossly and histologically and these pathological results were compared to the pre-extraction radiographic and CT imaging findings. This study showed a high sensitivity (97%) of CT in detecting changes in teeth affected by apical infection. In the third part of the study, 30 cheek teeth assessed as being abnormal based on oral, radiographic and CT examinations were extracted along with their alveoli from 27 cadaver heads. Gross and histological examination findings from these teeth and alveoli were compared to the pre-extraction imaging findings, again showed high sensitivity (96.4%) of CT in diagnosing cheek teeth apical infection. Additionally, CT showed a high correlation with histology in detecting dental infection related alveolar bone changes including alveolar bone lysis, sclerosis and bone thickening. This aspect of the study was also the second largest pathological study of equine apical infection published to date and thus has also improved our understanding of the pathogenesis of this disorder. In conclusion, CT was shown to be an excellent imaging modality for improving the morphological characterization of the sinuses and teeth in normal horses of different ages, and thus also improving the value of this modality in diagnosis and treatment of disease affecting sinonasal and dental structures. This study also objectively showed the high sensitivity of CT in detecting cheek teeth apical infection in horses as compared to radiography, including by assessment of alveolar bone changes. Overall, the results of this project improve morphological knowledge of the equine skull and teeth and will have direct clinical benefits by improving the diagnosis and thus the treatment of equine sinonasal and dental disease.

INTRODUCTION: In the years that followed the 1994 Back to Sleep Campaign (BSC), a public health initiative designed to prevent Sudden Infant Death Syndrome (SIDS), the prevalence of SIDS decreased by nearly 50%. However, recent research questions the decline in SIDS with an appreciation of contemporaneous factors which may have contributed to it. There is a growing recognition that other, often indiscernible causes of Sudden Unexpected Infant Deaths (SUID) have increased prevalence rates. Several researchers have addressed the possibility of the effects of a diagnostic drift. OBJECTIVE: To evaluate the impact of certain contemporaneous factors on the decline in the prevalence of Sudden Infant Death Syndrome. METHODS: We examined a historically significant time period surrounding the implementation of the BSC, 1984-2009. It is a time-period that incorporates mortality statistics prior to the BSC, as well as immediately following. We utilized 1984-2009 mortality data obtained from the Center for Disease Control and Prevention and evaluated the following prevalence rates: SIDS, unknown and unspecified causes, Accidental Strangulation and Suffocation in Bed (ASSB), and Neglect. We then amalgamated unknown and unspecified causes, ASSB and Neglect into a single representation of non-SIDS SUID. We then proceeded to perform an analysis on these prevalence rates to determine linear trends. RESULTS: All-cause mortality rate decreased linearly by about .929 per 100,000 per year (p<.0001, β=-.929). SIDS mortality rates also experienced a significant decline of about .951 per 100,000 deaths per year (p<.0001, β=-.951). In contrast, the SUID cohort prevalence increased significantly with a rate of .930 per 100,000 per year (p<.0001, β=.930). DISCUSSION: Over our study period, SIDS declined significantly, but by 2001 it experienced a stagnant decline that was different than that from 1984-2000. From 2001 to 2009, our SUID cohort increased dramatically. It is our conclusion that the potential exists for a possible diagnostic drift from SIDS to these other SUID.

Abstract (sommario):
Information and communication technologies have been playing a crucial role in improving the efficiency and effectiveness of learning and teaching in higher education. Two decades ago, research studies were focused on how to use artificial intelligence techniques to imitate teachers or tutors in delivering learning sessions. Machine learning techniques have been applied in several research studies to construct a student model in the context of intelligent tutoring systems. However, the usage of intelligent tutoring systems has been very limited in higher education as most educational institutions are in favour of using virtual learning environments (VLEs). VLEs are computer-based systems that support all aspects of teaching and learning from provision of course materials to managing coursework. In this research study, the emphasis is on the assessment aspect of VLEs. A literature review revealed that existing computer-based formative assessments have never utilised unsupervised machine learning to improve their feedback mechanisms. Machine learning techniques have been applied to construct student models, which is represented as categories of knowledge levels such as beginning, intermediate and advanced. The student model does not specify what concepts are understood, the gap of understanding and misconceptions. Previously, a snap-drift modal learning neural network has been applied to improve the feedback mechanisms of computer-based formative assessments. This study investigated the application of snap-drift modal learning neural network for analysing student responses to a set of multiple choice questions to identify student groups. This research study builds on this previous study and its aim is to improve the effectiveness of the application of snap-drift modal learning neural network in modelling student responses to a set of multiple choice questions and to extend its application in modelling student responses gathered from object-oriented programming exercises. A novel method was proposed and evaluated using trials that improves the effectiveness of snap-drift modal learning neural network in identifying useful student group profiles, representing them to facilitate generation of diagnostic feedback and assigning an appropriate diagnostic feedback automatically based on a given student response. Based on the insight gained into the use of this novel method, we extend it to identify useful student group profiles that represent different programming abilities for writing an object-oriented class. The purpose of identifying student group profiles is to facilitate construction of diagnostic feedback that improves the development of basic object-oriented programming abilities. Overall, the main objectives of this research project were addressed successfully. New insights are gained into the application of unsupervised learning in general and snap-drift modal learning in particular. The proposed methods are capable of improving the feedback mechanisms of existing computer-based formative assessment tools. The improved computer-based formative assessments could have a huge impact on students in improving conceptual understanding of topics and development of basic object-oriented programming abilities.

Abstract (sommario):
Photoplethysmography is an optical technique for measuring the perfusion of blood in skin and tissue arterial vessels. Due to its simplicity, accessibility and abundance of information on an individual’s cardiovascular system, it has been a pervasive topic of research within recent years. With these benefits however there are many challenges concerning the processing and conditioning of the signal in order to allow information to be extracted. One such challenge is removing the baseline drift of the signal, which is caused by respiratory rate, muscle tremor and physiological changes within the body as a response to various stimuli. Over the years there have been many methods developed in order to condition the signal such as Wavelet Transform, Cubic Spline Interpolation, Morphological Operators and Fourier-Based filtering techniques. All have their own individual benefits and drawbacks. These drawbacks are that they are unsuitable for real-time usage due to the computation power needed, or have the trade-off of being real-time at the cost of deforming the signal which is unideal for accurate analysis. This thesis aims to explore these techniques in order to develop an algorithm that can be used to condition the signal against the baseline drift in real-time, while being able to achieve good computational efficiency and the preservation of the signal form.

David, Pierre. "Tomography in a linear magnetised plasma". Thesis, Aix-Marseille, 2017. http://www.theses.fr/2017AIXM0045.

Testo completo
Abstract (sommario):
What do satellites thrusters, ions sources, and fusion devices have in common? They all have plasmas with orthogonal electric and magnetic fields and their size, complexity and accessibility often make them hard to be directly studied. Simpler devices, like the linear magnetised plasma device Mistral used during this work, are conceived in order to understand, predict, and eventually control, some of their fundamental mechanisms. To this purpose, a tomography diagnostic is developed. Tomography is a well known diagnostic in tokamaks and stellarators, but remains seldom used in low temperature plasma studies. Its main advantages are to give access to the temporal evolution of a two-dimensional section of the plasma emissivity, and to be non-intrusive. In the frame of this thesis, a tomography diagnostic has been designed from scratch, implemented, calibrated and tested. The first step consists in the adaptation of existing tomography models in this context, and the full development and validation of the associated numerical code. Then, a proof of concept is conducted with a mono-sensor diagnostic using conditional sampling on coherent rotating modes. Following, the development, configuration, and application of the full 128 channels emission tomography diagnostics on Mistral are reported. New insights to characterise coherent rotating modes, such as the evolution of their shape and the behaviour of the core plasma, are given. Additionally, a parametric study of the rotating modes revealed the complex and intricated effect of control parameters on the modes (existence, frequency, and mode number), and the care that has to be put in monitoring many experimental parameters

Renaud, Denis. "Caractérisation du propulseur PEGASES : diagnostics du filtre magnétique et du faisceau : optimisation de la géométrie". Thesis, Orléans, 2016. http://www.theses.fr/2016ORLE2018/document.

Abstract (sommario):
The PEGASES ion thruster differs from standard electric propulsion technologies through its use of electronegative gases, such as SF₆, as a propellant. Its operation relies on the trapping of electrons using a magnetic field and the creation of a plasma dominated by positive and negative ions. These ions are alternately accelerated to produce thrust, and later undergo a recombination to ensure beam neutrality. This thruster eliminates the need for an electron-producing neutralizer, which is a standard feature in other sources such as the Hall thruster. This thesis is divided into three parts. The first describes the development and implementation of a new EXB probe for the study of the ion beam properties, the identification of the beam chemical composition and the verification of the presence of negative and positive ion species. The second part concerns the design and application of a new laser photodetachment diagnostic for the measurement of the negative ion fraction. Lastly, a new ion-ion thruster with a circular geometry, known as AIPE, has been designed, constructed and successfully tested. This prototype eliminates the plasma asymmetry present in PEGASES and reveals the importance of the magnetic filter to source operation

This thesis focuses on the creation of an expert system for automatic alignment of chromatographic signals in response to a problem of drifts and shifts of signals encountered in the inter-comparison of data in evolving environment. After a state of the art of the different alignment methods that exist in the literature, the performances of freely available methods were tested on sets of simulated and real chromatographic data. At the end of this methodical work, it turned out that none of the methods did not provide fully satisfactory in terms of performance defined in the specification. Thus, an optimization of the best alignment method has been developed so that it can be attached to a software acquisition and processing of chromatographic data. The last part of this thesis deals with a complementary problem, the conformity of the samples in terms of quality control. The similarity of the peaks is evaluated according to criteria developed and validated by manual operation data

Abstract (sommario):
The diagnostic stability of AD is questionable since there are no specific diagnostic criteria and many clinicians are not familiar with AD, mistaking it for some overlapping disorder. Case-register and inpatient records all identify poor stability, although this was not unique to AD and includes other non-psychotic disorders. The duration of hospitalization is shorter for those with AD than for those with other diagnoses, and a similar pattern has been observed for outpatient follow up. The prognosis for AD is described as good. Long-term follow-up studies show that a large proportion of patients are well and do not require readmission. Among adolescents, a diagnosis of AD may augur more serious underlying psychopathology, and they have higher readmission rates than adults with the diagnosis. AD is the most common diagnosis in those dying by suicide in some countries and it occurs earlier in the course of AD than in other diagnostic groups.

Abstract (sommario):
The biological basis of adjustment disorders examines the evidence for the biological factors associated with this common diagnosis. Although adjustment disorder is usually characterized as a disorder of psychological adjustment to life stressors, and while it shares overlapping psychopathology with both normal stress response and with major depression, there is evidence that the diagnosis may have pathophysiological characteristics that distinguish it from both. This chapter explores the evidence supporting underlying theories derived from diverse fields including genetics, neuroimaging, and neuroendocrine and neurotransmitter functioning, and considers how the pharmacological management of adjustment disorder is linked to said theories. It discusses the gaps in our knowledge and considers the causes for the relative lack of interest in this diagnosis compared with other diagnoses.

Abstract (sommario):
Neither ICD-10 nor DSM-5 has clinical criteria for making the diagnosis of AD. The only requirement is a stressor, either psychosocial or traumatic. The onset of symptoms within 1 month (ICD) and 3 months (DSM) is not evidence based. The symptoms may be depressive, anxious, behavioural, or a mixture of these. A useful clinical indicator that the event was the trigger is that the intensity of the symptoms increases when it is being recalled or recounted and diminishes when the person is removed from it. A number of differentials should also be considered. ICD-11 proposes specific criteria for ICD-11 that include preoccupation with the stressor and difficulty adapting, as evidenced by impaired concentration, sleep disturbance, and so on, causing impairment in functioning. It is unclear whether those diagnosed with AD using the new criteria will be the same clinically as those currently so diagnosed.

Abstract (sommario):
Respiratory failure and hypoxemia are among the most common problems encountered by the rapid response team (RRT) and can lead to rapid patient deterioration and arrest. A brief, systematic approach focusing on treatment priorities such as airway patency, correcting hypoxemia, and supporting work of breathing, allows RRT responders to quickly provide the appropriate level of supportive care and narrow the complex differential diagnosis of acute respiratory failure. This chapter reviews a logical and efficient clinical diagnostic evaluation, therapeutic modalities including rescue treatments and mechanical ventilation, and transport considerations for this patient group. The pragmatic, problem-based clinical approach discussed in this chapter will help RRTs provide effective care for this group of patients.

Abstract (sommario):
Most of the large-scale epidemiological studies have neglected AD, although there are some recent smaller studies that have included it. The diagnostic tools in common use, such as SCAN or SCID, either omit AD or only allow the diagnosis to be made when all other disorders have been considered. Studies using these have found a prevalence of less than 2% in the general population or among those attending primary care. Two instruments specific for AD have been published in recent years. The ADNM is a screening instrument based on the proposed ICD-11 criteria, while the DIAD is a diagnostic tool. With these instruments, the prevalence has been shown to be much higher than earlier studies indicated, and in some settings such as liaison psychiatry its frequency eclipsed that of major depression. It is likely that the enhanced status of AD will result in more epidemiological studies that incorporate AD as well as other common disorders.

Abstract (sommario):
As currently defined, adjustment disorder (AD) lies in the hinterland between non-pathological behaviour/distress on one side and full-blown common mental disorders (CMDs) on the other. However, considerable symptom overlap exists, such that AD is frequently misdiagnosed as one of the other CMDs, and vice versa. Given the universality of life events which are stressful, clearly delineating AD from normal adaptive responses is particularly prescient if all human experience is not to be medicalized. DSM-III attempted to deal with this by requiring that the symptoms be ‘clinically significant’, yet this construct is a subjective one. It is not used in ICD-10 but it requires both symptoms and dysfunction, unlike DSM. The heterogeneity of symptoms that constitute a specific diagnosis where no one symptom is essential and all are given equal weight (the polythetic approach) can add to diagnostic uncertainty. The National Institute of Mental Health has made a suggestion for approaching this diagnostic maelstrom.

Abstract (sommario):
AbstractBuilding Energy Management (BEM) and monitoring systems should not only consider HVAC systems and building physics but also human behaviors. These systems could provide information and advice to occupants about the significance of their practices with regard to the current state of a dwelling. It is also possible to provide services such as assistance to the elderly, comfort and health monitoring. For this, an intelligent building must know the daily activities of its residents and the algorithms of the smart environment must track and recognize the activities that the occupants normally perform as part of their daily routine. In the literature, deep learning is one of effective supervised learning model and cost-efficient for real-time HAR, but it still struggles with the quality of training data (missing values in time series and non-annotated event), the variability of data, the data segmentation and the ontology of activities. In this work, recent research works, existing algorithms and related challenges in this field are firstly highlighted. Then, new research directions and solutions (performing fault detection and diagnosis for drift detection, multi-label classification modeling for multi-occupant classification, new indicators for training data quality, new metrics weighted by the number of representations in dataset to handle the issue of missing data and finally language processing for complex activity recognition) are suggested to solve them respectively and to improve this field.

The filtering techniques are primarily used for preprocessing of the signal and have been implemented in a wide variety of systems for Electrocardiogram (ECG) analysis. It should be remembered that filtering of the ECG is contextual and should be performed only when the desired information remains undistorted. Removal of baseline drift is required in order to minimize changes in beat morphology that do not have cardiac origin, which is especially important when subtle changes in the ‘‘low-frequency'' ST segment are analyzed for the diagnosis of ischemia. Here, for baseline drift removal different filters such as Median, Low Pass Butter Worth, Finite Impulse Response (FIR), Weighted Moving Average and Stationary Wavelet Transform (SWT) are implemented. The fundamental properties of signal before and after baseline drift removal are statistically analyzed.

Abstract (sommario):
This chapter begins by providing a diagnosis for the crisis of democracy based on systemic corruption. After reconstructing from the works of Plato, Aristotle, Polybius, and Niccolò Machiavelli, a notion of systemic political corruption particular to popular governments, it reviews recent neorepublican and institutionalist attempts at redefining political corruption within the current political regimes. It also underscores the lack of a proper conception of systemic corruption comparable in sophistication to the one offered by ancient and modern philosophers due to the inability to account for the role that procedures and institutions play in fostering corruption through their normal functioning. The chapter proposes a definition of systemic corruption as the oligarchization of power transpiring within a general respect for the rule of law. It describes the conception of corruption that appears as intrinsically connected to increasing socioeconomic inequality, which enables the inequality of political influence and drift toward oligarchic democracy.

Abstract The previous chapter has already described the pharmaceutical industry as characterized more than ever by alliances, mergers, and acquisitions, followed by costcutting exercises and externalization of different activities at an increasing pace. The big pharmaceutical companies are struggling to increase their size in certain functions, by seeking economies of scale. Moreover, they are seeking further economies by combining traditional pharmaceutical R & D, production, and distribution with the acquisition of complementary technologies such as diagnostics and new R & D biotechnology firms. The deployment of IT and process infrastructures takes place in such turbulent industrial and organizational contexts that it cannot be considered in isolation from them. In general, the strategic intent of the major industry players is to further enhance globalization, recombination, and consolidation of activities.

Abstract (sommario):
Decision trees are commonly used in machine learning since they are accurate and robust classifiers. After a decision tree is built, the data can change over time, causing the classification performance to decrease. This data distribution change is a known challenge in machine learning, referred to as concept drift. Once a concept drift has been detected, usually by experiencing a decrease in the model's performance, it can be handled by training a new model. However, this method does not explain the drift harming the performance but only handles the drift's effects. The main contribution of this paper presents a novel two-step approach called APPETITE, which applies diagnosis techniques to identify the feature that has drifted and then adjusts the model accordingly. For the diagnosis step, we present two algorithms. We experimented on 73 known datasets from the literature and semi-synthesized drifts in their features. Both algorithms are better at handling concept drift than training a new model based on the samples after the drift. Combining the two algorithms can provide an explanation of the drift and is a competitive model against a new model trained on the entire data from before and after the drift.

Abstract (sommario):
Health diagnosis interprets data streams acquired by smart sensors and makes inferences about health conditions of an engineering system thereby making critical operational decisions. A data stream is a flow of continuous data that face some challenges in data mining. This paper addresses concept drift and concept evolution as two major challenges in the classification of streaming data. Concept drift occurs as a result of data distribution changes. Concept evolution happens when new classes appear in the stream. These changes may cause the degradation of classification results over time. This paper presents an adaptive fusion learning approach to build a robust classification model. The proposed approach consists of three steps: (i) proposed fusion formulation using weighted majority voting (ii) active learning to labels selectively instead of querying for all true labels (iii) distance-based approach to monitoring the movement of data distribution. A diagnosis case study has been used to demonstrate the developed fusion diagnosis methodology.

Abstract (sommario):
After five years of national programmatic use of Norplant® contraceptive implants, in 1992 the National Population and Family Planning Board (BKKBN) plans to implement a follow-up Use-Dynamics Study of implant users in West Java and West Sumatra Provinces, Indonesia. A Diagnostic Study was implemented in 1991 to prepare for that study prior to final approval, and to get some early insights into implant program operations in advance of final results from the main study. This report is a summary of findings from the Diagnostic Study. The Diagnostic Study had two broad objectives: to obtain information to guide development of the larger Use-Dynamics Study, and to supplement existing information on implant service delivery with a field-based observation study to help BKKBN make necessary decisions for its implant program. The Diagnostic Study helped in sharpening the original questionnaire draft, which has been appropriately revised.

Abstract (sommario):
Clamp-on ultrasonic meters remain of interest to the natural gas measurement community because of their potential to provide reasonable measurement accuracy without the need for piping modifications or service interruptions. The applications where clamp-on meters have been successfully applied include temporary measurement while a primary device is unavailable and diagnosing abnormal flow behaviors. The objective of this project was to examine existing public literature concerning the operation and application of clamp-on ultrasonic meters and to use this information to create a guideline document for these meters. As part of the process of establishing the guidelines document, the most significant areas where experimental results are lacking were to be identified. A total of only 20 documents in the public domain were discovered concerning clamp-on ultrasonic meters. These documents were summarized and the important conclusions were drawn from the documents and used to help create a draft guidelines document for the use of clamp-on ultrasonic meters in gas applications. The guidelines provide an overview of different geometric, operational, and installation effects that can affect the operation of clamp-on ultrasonic meters. A number of areas without substantial experimental results were identified and testing was recommended to systematically establish the performance envelope for one size of clamp-on ultrasonic meters. The suggested testing was intended as a first step in reducing the gaps in meter performance data.

Abstract (sommario):
Trade and regional integration in Latin America and the Caribbean (LAC) have been constant goals of the Inter-American Development Bank (IDB, or Bank) since its inception. While the Bank has historically had a very active role in policy discussions with and technical assistance to countries on these issues, it has not had a substantial regional lending program in this area. Indeed, the trade and integration portfolio is divided between the nonlending part, mostly led by the Trade and Integration Sector, and the infrastructure integration part (where the bulk of the lending is concentrated), led by the infrastructure sector. However, this lending portfolio is composed almost exclusively of national projects with typically no proven regional benefits beyond the purely national ones. The main reason for the paucity of projects with regional benefits is that working regionally is associated with higher transaction costs for both the Bank and the countries, and the Bank still lacks a concessional lending instrument. Under the IDB-9 Agreement, the Bank reiterated regional integration as one of the priorities, attaching a specific lending target to it. Management was required to produce a new regional integration strategy and an action plan to guide the actions of the Bank. The new Integration Strategy has a thorough understanding of the nature of the challenges to regional integration and contains a complete and sound diagnosis of trade issues in LAC. Although the diagnosis of infrastructure integration and regional public goods is weaker, the Strategy remains relevant to identify the main challenges and the recent evolution of trade and integration in LAC. The Strategy and Action Plan provide little guidance, however, beyond outlining the main ideas. Although a first draft identified the need for concessional instruments, the final version proposed only a "smart mix" of existing instruments. The Strategy does not clearly define and build on the Bank¿s comparative advantage or record of past experience. The definition and classification of "regional integration projects" are confused; depending on the source chosen, regional integration projects represent between 0.6% and 25% of Bank lending in 2011. The baseline for lending in the IDB-9 Agreement (10%) is unrealistic given the Bank's historic performance, and projects without any connection with either regional integration or the Integration Strategy are being labeled as regional. The Strategy and the Action Plan mostly describe what the Bank currently does rather than provide strategic leadership or direction. The Bank is now at a crossroads. Different options are available depending on the risk appetite of Governors and the willingness of the LAC Region to advance toward regional integration. Instead of pursuing the current low-risk and low-payoff strategy, Governors may wish to tackle the problems that have precluded lending for regional integration, including providing preferential access to resources for regional integration projects with clear eligibility guidelines. In any case Management should revisit its classification system for regional lending and provide a more transparent and more accurate picture of actual Bank work in this area.
