Abstract This research aims at exploring local culture development and vocational school library’s support for the local culture enhancement. Taking Private Kaomei Institute of Technology as a research sample, we adopted field research method as interviewing certain strategically influential people in Meinong area, such as local clubs leaders, resident representatives, local industry representatives and experts. With conclusion and advices from research, we look forward to providing concrete ideas for vocational school in backing up the development of local culture. Based on the background of research issues and motivations, we list four researching goals as follows: 1. Exploring Kaomei Institute of Technology library’s role function in assisting MeinongHakka culture. 2. Exploring Kaomei Institute of Technology library’s service for MeinongHakka culture industry. 3. Exploring Kaomei Institute of Technology library’s resource integration mode for MeinongHakka culture industry. 4. Exploring Kaomei Institute of Technology library’s possible active project for MeinongHakka culture industry. This research is based on document findings and actual interview with its research conclusion as follows: 1. Kaomei Institute of Technology library’s role function (1) demand and interaction are the drives for cultural transformation. (2) the social educational value of new Kaomei Institute of Technology’s and the orientation of its library in community development and social education. 2. The services of Kaomei Institute of Technology library (1) exploring the MeinongHakka culture’s value. (2) seeking transformation paths and promoting the conversion of MeinongHakka culture. (3) the principles of the characteristic services 3. The integration of Kaomei Institute of Technology library resources (1) sharing of the campus and the resources (2) the combination of professional work stations and specific services (3) the combination of consultation and book-delivery mechanics (4) the combination of training and counseling 4. The plan and design of Kaomei Institute of Technology’s library programs. (1) consider the demand of diverse age, object and group and gather community strength by careful planning and activity projects to stimulate public reading passion. (2) promote the reading of books on MeinongHakka culture and hold activities on introducing MeinongHakka culture. How would you organize reading activity to stimulate public reading passion? This research, according to investigation results, provides advices as follows for reference: 1. In part of local culture development strategy As the main part of Meinong culture, hakka culture plays an vital role in Meinong’s economic development, especially its touring economic development. We have to find out the advantages of hakka culture and characteristics so that Meinonghakka culture can contribute in terms of construction service of economic zone. 2. In part of local cultural industry This research hopes to continue combining Meinonghakka culture and local cultural industry. 3. In part of business mode of vocational school library We sincerely suggest that private vocational school library, in the near future, should actively build up a platform for the combination of community culture and library.

Mobilized library services are a new trend in library services. The Oriental Institute of Technology’s library (hereafter referred to as “the library”) employs the concept of mobilized libraries to create a variety of mobilized library services. In January of 2008, the library included services such as text message notification for overdue books and due date extensions for borrowed books, via text message. In February of 2009, following the incorporation of the voice on demand (VOD) system into the mobile communication Internet interface, the library successfully activated the mobile VOD system. Furthermore, in October of 2009, the concept of using mobile phones to preview and reserve newly acquired books was introduced, and the mobile preview system of new book arrivals was launched. This study discusses the frameworks of both the mobile VOD system and the mobile preview system of new book arrivals. For two years, the library has launched the services of text message notifications for overdue books and the due date extension of borrowed books via text messages. From the library system, this study uses the borrowing and overdue information of 215 valid readers as samples. The sample t-test analyzed the 215 valid readers to measure any reduction in fines and overdue rates following the launch of the text messaging service. Finally, a questionnaire surveyed the 5,575 library users from the entire school to gauge the actual usage situation and service satisfaction level of the library’s text messaging service system. The number of valid questionnaires was 470 and the sampling error was within ±4.62%. The major conclusions of the study are as follows: 1. The results of using the paired sample t-test method to analyze the 215 valid readers: (1) After the readers started using the text messaging service, their book borrowing intention indirectly increased. The effect was significant. (2) After the readers started using the text messaging service, the reader overdue rate decreased. The effect was significant. (3) After the readers started using the text messaging service, the average amount of fines decreased. The effect was significant. 2. The results of the questionnaire surveys: (1) Although the day school students visited the library with more frequency, the borrowing rate of continuing education students was higher. In addition, the continuing education students’ usage rate of the text messaging service was higher than the day school students. (2) The number of students aware of the text message notification service for overdue books was 294. 169 of these students (57.48%) used the service. (3) Among the 212 readers aware of extending the due date of borrowed books via text message, 37.26% of the readers used cell phones to make renewals. The usage rate of the continuing education students was 52.83%, which was 22.06% higher than that of the day school students (30.77%). (4) The satisfaction levels for the text message notification for overdue books, and the extension of the due date of borrowed books by text messaging, were both higher than 90%. The service satisfaction level for the latter through text messaging was higher than that of the former. This indicates the readers had either a greater response, or a good impression of innovative and convenient services. The text messaging notification service has gradually become the library’s essential basic service. In addition, the satisfaction level of the continuing education students was higher than the day school students. (5) In the questionnaire survey for the reasonable fee range of text message notification for overdue books and the due date extension of borrowed books via text message, more than 60% of the readers expressed the desire for the library to remain charge-free. Most continuing education students can afford higher fees, than the day school students. This indicates the continuing education students were willing to pay a higher amount in fees than the day school students, in exchange for a convenient service. (6) The ideal time for readers to receive text messages was the morning (7:00am~9:00am) and midday (12:00pm~13:00pm), which were 26.29% and 25.04%, respectively. This shows the readers hoped to receive the text message notification before they went to work or school, or during the noon break time. However, the times the continuing education students and the day school students wished to receive the text messaging notifications differed. Most day school students wanted to receive the messages before the morning class time. However, most continuing education students prefered to receive the messages during the noon break or afternoon. (7) The text message notification for overdue books seemed to have no little effect on the readers’ book-borrowing intentions. The study found that.82.77% of the readers book-borrowing intentions increased due to the text message notification for overdue books. In addition, 85.5% of the readers book-borrowing intentions increased because of the due date extension of borrowed books through text messaging. This proves the launch of a text messaging service indirectly increases the book-borrowing intentions of the user.

With the evolution of the times, the development of information technology, the popularity of smart phones, mobile phone use Wi-fi, 3G, 4G Internet access is required for everyday life, the majority of today''s library services necessary to check the Internet-based computer. In this paper, the use of App Inventor rapid application development initiatives App Library, and HTML5, PHP syntax build a communication platform Services Web site provides links MySQL backend database, combined with the existing library automation systems, interfacing way to do data exchange, providing App users to use collection of books and periodicals query types of services. This study was motivated to take action for the use of case studies library readers App satisfaction, ease of use, immediacy as the overall development of a reference library, and not build statistical period before and after the number of books to borrow, borrow books whether to increase the number of copies overdue fines ratio, whether to reduce the amount of overdue fines.

The library instruction (LI) not only aims at making students familiarized themselves with the library resources, equipments and services but also at training students on information literacy. Faculty wields significant influence over students’ use of the libraries. Their attitudes also possess the key factor in the successful implementation of LI. This research explores the vocational college and institute faculty’s viewpoints about LI, which could be a valuable reference for future LI.. The research surveyed the faculty of National Kaoshiung Institute of Marine Technology (NKIMT). The researcher adopted questionnaire method and interview techniques. 170 copies of questionnaire were distributed, 162 copies returned (return rate 95.3%). Data were analyzed by Statistical Package for the Social Science (SPSS) and Excel using frequency distribution, Chi-square and cross analysis. The research revealed that most faculty emphasized the importance of training students of self-studying capability through LI. Several factors affect the implementation of LI: the faculty’s library experience and publishing activities, the help from library resources, and the service/propagation of the library. Moreover, faculty’s library experiences will influence students’ learning attitudes. The best timing for conducting LI is perceived the freshmen’s first semester. The coverage of LI should be extensive. Faculty and librarians have to cooperate and plan together for the implementation of LI. The thesis reached the following conclusions: 1) to expand the library’s resources and equipments, offer a flawless network service, 2) to strengthen the implementing modes/contents of LI, 3) to do active propagation and marketing to seek supports from the faculty, 4) to invite faculty to participate LI planning, 5) to ascertain the evaluation task of LI, 6) to provide LI for faculty, 7) to integrate information literacy into the course, 8) to master the characteristics of academic field, scheme the academic-featured utilizing education.

Currently each of the domestic libraries is facing problems of constantly books increasing and continuously added service items, but the library staff can’t be accordingly increased due to the insufficient budget. The introduction of “Self-Check System” makes it available for the readers to complete the procedures of books checking all by themselves, and thus makes the circulation of books more efficient. Domestically, this kind of Self-Check System was introduced early before by many libraries. This study uses mainly the Delone & McLean(2003) revised Information System Success Model, supplemented with the Decomposed TPB, and also refers to the features of Self-Check System to delete those unnecessary phases, to construct the evaluation model for the library Self-Check System and the Usage Behavior. To design, the contents of questionnaires adopts the evaluation and suggestions from professionals; and using the empirical study method by allocating samples and issuing questionnaires to the readers who are students or faculty staff of WuFeng Institute of Technology and who have had used the Self-Check System; this study totally obtained 542 copies of effective samples, and the questionnaire returning rate is 46.32%. The analysis result manifests that besides the “stability” on system quality, the “malfunction rate” on satisfaction and the external influence on “teacher’s suggestions”, readers tend to be satisfied with the 3M model 7210 Self-Check System. Namely, the study result verifies the hypothesis, i.e., the “information quality”, “system quality”, “service quality” have positive influence to the “user’s satisfaction”; while the “external influence” has positive influence to the “subjective standard”; and the “subjective standard” has positive influence to the “usage behavior”.

Information Seeking Behavior and Library Use by Technical College Students:A Case Study of De Lin Institute of Technology Abstract The purpose of this study was to explore the reasons of technical and vocational college’s students’ information needs, information seeking behavior, campus library use along with their degree of satisfaction and suggestions for the library.It was hoped that those suggestions would assist for future policy planning and service. The research was based on literature review and quantitative analyses with comprehensive questionnaires. The subjects were seniors in De Lin Institute of Technology, from two-year, four-year and five-year programs. A total of 1369 valid questionnaires were collected. Data analyses were done through frequency distribution and percentage analyses, and the followings were the concluding results: 1.Students’ purposes for information needs and library use were resulted from teacher-assigned references or handing in reports or homework. 2.Students’ most frequent information type was the internet resources. 3.Students’ most frequent information seeking channel was to collect information through the internet. 4.Students’ major information search was through library’s major catalogue system. 5.Students were concerned about information accuracy when they did the search. 6.During information search, students encountered major difficulty in getting the most updated information; they also lacked of search tips in electronic resources; and they didn’t know which database was applicable when they searched for one. 7.Students’ major information search relied on libraries outside campus. 8.About 70% of students were capable of library use, and 50% of students visited the library once or twice each semester. 9.The main purpose for students’ library use was to look for references assigned by teachers or information they needed for research and homework. 10.Students’ major activities at the library were to check out and return books, and that was also the most frequent service they received from the library. 11.Over 50% of students were able to use electronic resources in the library. 12.About 19% of students were capable of using the library database. 13.As for degree of satisfaction toward the library, over 50% of students chose “fair”, 18% feel satisfied. Students’ suggestions for library improvement were more computers and internet facilities. 14.Students hoped to be informed of new services through posters or flyers. Based on the findings of the research, further suggestions would be provided for both the library and future researchers. Key words: information seeking behavior, library use.
