AbstractDisabilities is a person who has a physical defect that affects their activity in society. Their problems like as discrimination, social imbalance, less of infrastructur, and the lack of employment opportunities is the assignment of the government to completion of that injustice. Indonesian became one of the country that haven�t be able to solve the problems of disability. It�s also be a serious discussion in ASEAN. So, in 2011 the ASEAN leaders agreed on the establishment of ASEAN Disability Forum as a container to accommodate the aspirations of ther disabilities in order to their justice. ASEAN Disability Forum expected to solve the problems of disability in other ASEAN countries, especially in Indonesia. The main problem is expected to be resolved is employment opportunities for the disabled so as to improve their lives.Keywords: Disabilities, ASEAN Disabiliy Forum, IndonesianAbstrakPenyandang disabilitas merupakan seseorang yang memiliki keterbatasan fisik sehingga mempengaruhi segala aktivitasnya di masyarakat. Permasalahan mereka seperti diskriminasi, ketimpangan sosial, keterbatasan infrastruktur, serta minim nya peluang kerja menjadi tugas pemerintah dalam penyelesaian ketidakadilan tersebut. Indonesia menjadi salah satu negara yang masih belum mampu menangani permasalahan penyandang disabilitas. Hal ini juga menjadi pembahasan serius di ASEAN. Sehingga, pada tahun 2011 para pemimpin ASEAN menyepakati dibentuknya ASEAN Disability Forum sebagai bentuk wadah untuk menampung aspirasi para disabilitas agar memperoleh keadilan mereka. ASEAN Disability Forum diharapkan mampu menyelesaikan permasalahan para disabilitas di negara ASEAN, terutama di Indonesia. Permasalahan utama yang diharapkan bisa terselesaikan yaitu kesempatan kerja bagi para penyandang disabilitas sehingga mampu meningkatan taraf hidup mereka.Kata-kata Kunci : Disabilitas, ASEAN Disability Forum, Indonesia

Social rights for people with disabiltiy need to be protected, including political rights. The operationally political rights consist the right of chce and the right to be elect. The issue arises when people with disability have to face the term of physical and spiritual requirements for president, though neither are not entirely contradiction but technically the implementation of the health physically requirement threatens people with disability to be president. The study aims to explain the legal certainty of people with disability to be president linked to physical and spiritual requirement. This research aims to know physical and spiritual rule and limitations. This research uses normative juridical methods and analysis presented descriptively. This research uses conceptual approach, legal approach, and historical approach. The conclusion of this research is that there is no certainty for people with disability to be president until the government has the implementation which is regulate and affirm people with disabilty to pass the physical health and spiritual health requirements. The arrangement of formulation physical and spritual health was conducted by medical check up by the doctors team and decision made thorough them using medical approach and missed the social approach. While there is no clarity about the limits of form capable in physically and spiritual health to be president linked to people with disabilty as the extent of spectrum of ability.

Abstract. Disability is one of Indonesia's theological contexts. Discrimination and accessibility are two keywords that circulate when discussing disability. So, what about theology when talking about disability associated with ministry? This article discusses efforts to integrate the church of all and for all in the theology of disability in ministry for and with persons with disabilities. This integration was conducted through literature research on books and journals that discuss disability theology, disability ecclesiology, and ministry. This research showed that the church of all and for all can be integrated into ministries for and with persons with disabilities. This integration allows acceptance and accommodation for people with disabilities to participate in the church.Abstrak. Disabilitas merupakan salah satu konteks pergumulan teologi di Indonesia. Diskriminasi dan aksesibilitas menjadi dua kata kunci yang beredar kala membahas disabilitas. Lantas, bagaimana dengan teologi ketika membahas disabilitas yang dikaitkan pelayanan? Tulisan ini membahas upaya pengintegrasian gereja semua dan bagi semua dalam teologi disabilitas di pelayanan bagi dan bersama penyandang disabilitas. Integrasi ini dikerjakan melalui penelitian pustaka terhadap buku dan jurnal yang membahas teologi disabilitas, eklesiologi disabilitas, dan pelayanan. Hasil penelitian ini menunjukkan bahwa gereja semua dan bagi semua dapat diintegrasikan dalam pelayanan bagi dan bersama penyandang disabilitas. Integrasi ini memungkinkan adanya penerimaan dan akomodasi bagi penyandang disabilitas agar berpartisipasi dalam gereja.

Saat ini masih banyak kaum disabilitas mengalami kendala dalam menerima perawatan maupun pelatihan khususnya di Pulau Bali. Terdapat pula isu yang lain yang berkembang bahwa masih banyak penyandang disabilitas yang belum mendapatkan kesehatan mental maupun fisik, dan jikalaupun ada akses kesehatan mental dan fisik justru masih banyak yang belum menerapkan disability acces dan juga belum adanya wellness center yang diperuntukan untuk penyandang disabilitas. Perancangan Disability Wellness Center berlokasi di Kecamatan Tampaksiring, Kabupaten Gianyar bertujuan untuk menyediakan wellness center bagi penyandang disabilitas untuk membantu para penyandang disabilitas memperoleh pelayanan kesehatan mental dan fisik. Pemilihan lokasi Kecamatan Tampaksiring karena pada lokasi site ini merupakan jalur pariwisata, sehingga selain memperoleh pelayanan di Disability Wellness Center, para penyandang disabilitas juga dapat menikmati berwisata di areal pariwisata dekat lokasi site. Disability is not something that is 'invisible', but it is something real and present among us. Media, especially television through advertising, has a significant role in creating perceptions about disability and to change the paradigm of people on disability. This research discusses how Channel 4 (C4) through "We're the Superhumans" (WTSH) advertisement represents and constructs disabilities. This research used a qualitative approach and Peirce's semiotics method. The data are based on WTSH advertisement, literature study and documentation. Interviews were also conducted with C4. The results show that the disability is represented as 'superhumans' who have various abilities and achievements. Through 'Yes I Can' song, the spirit of the disability were represented. C4 constructed the reality of disability by displaying 140 persons with disabilities and celebrations for their achievements, not only as athletes but also as persons with disabilities in their daily lives.[Disabilitas bukanlah suatu hal yang ‘invisible’ (tidak terlihat), namun merupakan sesuatu yang nyata dan ada diantara kita. Media, terutama televisi melalui iklan, memiliki andil yang besar dalam menciptakan persepsi mengenai disabilitas dan dalam mengubah paradigma masyarakat mengenai disabilitas. Penelitian ini membahas bagaimana Channel 4 (C4) melalui iklan “We’re The Superhumans” (WTSH) merepresentasikan dan mengkonstruksikan disabilitas. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian semiotika Peirce. Data penelitian berdasarkan iklan ‘We’re The Superhumans’, diambil dari studi kepustakaan dan dokumentasi. Wawancara juga dilakukan dengan pihak C4 selaku pembuat iklan. Hasil penelitian menunjukkan bahwa disabilitas direpresentasikan sebagai ‘superhumans’ yang memiliki berbagai kemampuan dan prestasi. Melalui lagu ‘Yes I Can’, direpresentasikan semangat para disabilitas. Melalui iklan WTSH, C4 mengkonstruksikan realitas mengenai disabilitas dengan menampilkan 140 penyandang disabilitas dan perayaan akan pencapaian mereka, bukan hanya sebagai atlit, namun juga sebagai penyandang disabilitas dalam keseharian mereka.]

Abstract This exploratory article examines disability culture and identity for people with intellectual disability. In doing so, we argue that the stigma around intellectual disability severely affects people with intellectual disability's sense of culture and identity. This stigma causes internalized ableism and leads to people with intellectual disability disassociating from other people with intellectual disability in an attempt to cope with this stigma. True community inclusion for people with intellectual disability can only occur when this stigma is removed. Fortunately, as we argue, the self-advocacy movement is making great strides in doing so. The self-advocacy movement must be supported to achieve true inclusion and a sense of culture and identity for people with intellectual disability.

This study aims to explore the policies of the Dutch colonial government towards people with disabilities. Nowadays, the practice of medicalization of disability remains being carried out, and it causes many losses. This paper explores the historical roots of the problem: why did disability medicalization occur and how? Historiographical studies on disability during the colonial period were still minimal. For this reason, the researcher uses historical research methods (heuristics, source criticism, and interpretation) in this article. This study found that the medicalization of the disability started in 1619 in military hospitals. It was then continued with the establishment of the first mental hospital in 1882 in Bogor. The practice of medicalization of disability carried out by the colonial authorities served as a means of social control.[Penelitian ini bertujuan untuk mengeksplorasi kebijakan pemerintah kolonial Belanda terhadap difabel. Dewasa ini praktik medikalisasi disabilitas masih dilakukan dan banyak menyebabkan kerugian. Penelitian menelusuri akar historis masalah tersebut: mengapa medikalisasi disabilitas terjadi dan bagaimana? Studi historiografi tentang disabilitas pada masa kolonial masih sangat terbatas. Untuk itu, peneliti menggunakan metode penelitian sejarah (heuristik, kritik sumber, dan interpretasi) dalam artikel ini. Penelitian ini menemukan bahwa medikalisasi terhadap difabel telah dilakukan sejak tahun 1619 di rumah sakit militer. Kemudian dilanjutkan dengan didirikannya rumah sakit jiwa pertama pada 1882 di Bogor. Praktik medikalisasi disabilitas dilakukan oleh penguasa saat itu berfungsi sebagai alat kontrol sosial di masyarakat.]

This study investigates how the Bagwere people, an ethnic group in eastern Uganda, interpret physical disabilities in their culture, both before and after the introduction of disability inclusion policies and practices. The study uses a qualitative research method to collect data from 30 participants, half of whom have physical disabilities and half of whom do not. The article analyzes the data using thematic analysis and reveals that the Bagwere culture has negative attitudes and beliefs towards physical disabilities, which affect the social inclusion and well-being of persons with physical disabilities. The article also examines the impact of the legal framework and the historical context of disability inclusion in Uganda and globally on the Bagwere culture. The article concludes with some recommendations for improving the cultural and social inclusion of persons with physical disabilities in Uganda. Penelitian ini menginvestigasi bagaimana masyarakat Bagwere, sebuah kelompok etnis di Uganda bagian timur, menafsirkan disabilitas fisik dalam budaya mereka, baik sebelum dan sesudah diperkenalkannya kebijakan dan praktik inklusi disabilitas. Penelitian ini menggunakan metode penelitian kualitatif untuk mengumpulkan data dari 30 partisipan, separuhnya memiliki disabilitas fisik dan separuhnya lagi tidak. Data yang dikumpulkan dianalisis secara tematik dan mengungkapkan bahwa budaya Bagwere memiliki sikap dan keyakinan negatif terhadap disabilitas fisik, yang berdampak pada inklusi sosial dan kesejahteraan penyandang disabilitas fisik. Artikel ini juga mengkaji dampak kerangka hukum dan konteks historis inklusi disabilitas di Uganda dan secara global terhadap budaya Bagwere. Beberapa rekomendasi diusulkan untuk meningkatkan inklusi budaya dan sosial bagi penyandang disabilitas fisik di Uganda.

This study answers the question of how the politics of protection and fulfilment of the rights of persons with disabilities in the case of Regional Disability Regulations in Wonogiri Regency. With a mixed-method between normative legal research and empirical law, the research found that: 1) Regional Regulation No. 8 of 2013 concerning Disability and Empowerment of the Disabled in Wonogiri shows concern and attention to the fulfilment of disability rights along with social security; 2) The politics of disability law is the response of all factions in the DPRD who approve and support the fulfilment of the rights of persons with disabilities through accommodation in regional regulations; 3) Regional Regulations have been implemented largely in stages. Such as the implementation of inclusive education, health services, disability political participation, accessibility for people with disabilities in public facilities and infrastructure.[Penelitian ini menjawab pertanyaan bagaimana politik perlindungan dan pemenuhan hak penyandang disabilitas dalam kasus Peraturan Daerah Disabilitas di Kabupaten Wonogiri. Dengan metode campuran antara penelitian hukum normatif dan hukum empiris, penelitian menemukan bahwa: 1) Peraturan Daerah No. 8 Tahun 2013 tentang Kesetaraan dan Pemberdayaan Difabel di Wonogiri menunjukkan kepedulian dan perhatian terhadap pemenuhan hak-hak disabilitas beserta jaminan sosialnya; 2) Politik hukum disabilitas merupakan respon semua fraksi di DPRD yang menyetujui serta mendukung terpenuhinya hak-hak difabel melalui akomodasi peraturan daerah; 3) Peraturan Daerah ini telah diimplementasikan sebagian besar secara bertahap. ABSTRAKKeberadaan pendidikan inklusi menyediakan akses yang lebih besar pada kurikulum umum, meningkatkan interaksi sosial dan memiliki harapan yang lebih tinggi bagi siswa penyandang disabilitas. Namun, siswa penyandang disabilitas juga seringkali mendapatkan stigma dari teman-teman sebayanya yang dapat menimbulkan dampak kesehatan fatal, seperti meningkatkan rasa kesepian dan kecemasan dari korban, serta dapat mengurangi harga diri mereka. Peluang munculnya diskriminasi, lingkungan kelas yang negatif, atau sikap negatif dari teman sebaya bisa disebabkan karena banyak siswa yang belum mendapatkan edukasi sehingga mereka tidak mengetahui, memahami, tidak menerima, dan berempati dengan siswa penyandang disabilitas. Untuk itu, edukasi mengenai kesadaran tentang disabilitas (disability awareness) amat penting bagi sekolah karena mampu mengedukasi siswa sehingga mereka menjadi warga yang lebih baik. Berdasarkan hasil pengamatan di lapangan, ternyata masih ada siswa-siswa di SMA Muhammaddiyah 1 Malang yang belum memahami bagaimana bersikap terhadap teman disabilitas. Maka, kegiatan pengabdian kepada masyarakat dengan metode psikoedukasi ini diberikan dengan tujuan untuk meningkatkan sikap penerimaan, pemahaman, dan pengetahuan tentang disabilitas pada siswa reguler, sehingga dapat menurunkan sikap negatif terhadap siswa penyandang disabilitas. Hasil kegiatan ini menunjukkan bahwa para siswa meningkat pemahamannya mengenai konsep-konsep disabilitas. Selain itu para peserta juga memberikan tanggapan positif atas berlangsungnya kegiatan ini. Kata kunci: kesadaran disabilitas; siswa SMA ABSTRACTInclusion education provides greater access to the general curriculum, improves social interaction and has higher expectations for students with disabilities. However, students with disabilities often got stigma from their peers which can have fatal health impacts, such as increasing loneliness and anxiety from victims, and reduce their self-esteem. The chances of discrimination, a negative classroom environment, or negative attitudes from peers can be due to many students who have not received education so they do not know, understand, accept, and empathize with students with disabilities. Therefore, education about disability awareness is very important for schools because it is able to educate students so that they become better citizens. Based on early observations in school, there are some students at SMA Muhammadiyah 1 Malang who do not understand how to behave towards friends with disabilities. Then community-oriented activity with psychoeducational method aims to improve acceptance, understanding, and knowledge of disabilities in regular students, so as to reduce negative attitudes towards students with disabilities. The results showed that students improved their understanding of the concepts of disability. In addition, the participants also gave positive responses to the activities. This article aims to amplify disability theory’s impact in performance studies by generating a framework for understanding disability representation in musical theatre. Taking the original and revival Broadway productions of Side Show (1997, 2014) as a case study, I articulate how the musical simulates disability through a ‘choreography of conjoinment’ that relies on the exceptional able-bodiedness of the actors playing conjoined twins Daisy and Violet Hilton. Using disability as a category of analysis reveals how disabled bodies are made to be maximally productive iterations of themselves in musicals. To support this claim, I track the shift from the 1997 production’s co-construction of disability by the actors and audience, which replicates the social model of disability, to the 2014 revival’s grounding in a diagnostic realism typical of disability’s medical model. Side Show’s trajectory generates possibilities for considering the musical as an archive for disability representation and knowledge, bioethical inquiry, and artistic innovation.

Abstract— Stereo types toward persons with disability have resulted in many people having prejudice about persons with disability and committing discriminatory behavior. This negative attitude and behavior toward persons with disability may be due to a lack of empathy. This study aims to determine the relationship between empathy and student prejudice toward persons with disabilities. The research subjects were 167 students with an age range of 18-25 years in the city of Surabaya. Interpersonal reactivity index (IRI) and attitude to disability scale (ADS) were used to measure empathy and prejudice against persons with disabilities. The hypothesis was tested using Pearson Product Moment correlation. The results showed that empathy negatively correlated with prejudice (r = -0.286, p < 0.001), which revealed that the higher the empathy, the lower the prejudice toward persons with disabilities. In addition, it was found that two of the empathy aspects, namely fantasy and personal distress, were not correlated with prejudice. Mean while, the other aspects were perspective taking and empathic concern had a negative correlation with prejudice. The implications of this research’s results were discussed. Sikap dan perlaku negatif terhadap penyandang disabilitas ini mungkin terjadi karena minimnya empati. Penelitian ini bertujuan untuk mengetahui hubungan empati dengan prasangka mahasiswa terhadap penyandang disabilitas. Subjek penelitian sebanyak 167 mahasiswa dengan rentang usia 18-25 tahun di Kota Surabaya. Interpersonal reactivity index (IRI) dan attitude to disability scale (ADS) digunakan untuk mengukur empati dan prasangka terhadap penyandang disabilitas. AbstractThe development of incarnation theology has taken into account people with disabilities. However, the incarnation tends to be understood in a single corporeal identity, whilst disability shows the multiplicity of identities of socially constructed bodies. How do we see the incarnation in a disability perspective that embraces the multiplicity of body identity? Mayra Rivera, based on Maurice Merleau-Ponty’s philosophy, spoke of intercarnation as an alternative to the incarnation in a social perspective. This article points out that discussing the incarnation in the perspective of disability with a social model leads to the idea of intercarnation. In dealing with this case, the discourse about intercanation among feminist theologians would be helpful for the theology of disability. AbstrakPengembangan teologi inkarnasi telah memperhitungkan faktor orang-orang dengan disabilitas. Akan tetapi, inkarnasi cenderung dipahami dalam sebuah identitas korporeal tunggal, padahal disabilitas menunjukkan adanya multiplisitas identitas tubuh yang dikonstruksi secara sosial. Bagaimana melihat inkarnasi dalam perspektif disabilitas yang merangkul multiplisitas identitas tubuh? Mayra Rivera, yang berangkatdari filsafat Maurice Merleau-Ponty, berbicara tentang interkarnasi sebagai sebuah alternatif terhadap perbincangan inkarnasi dalam perspektif sosial. Artikel ini menunjukkan bahwa membahas inkarnasi dalam perspektif disabilitas dengan model sosial akan mencapai gagasan tentang interkarnasi. Dalam mengkaji hal ini, diskursus tentang interkarnasi yang selama ini didominasi oleh teolog-teolog feminis akan bermanfaat bagi teologi disabilitas.

Persons with disabilities still experience challenges in obtaining employment even though obligations associated with their employment are in place in legislative frameworks that strive to support transformation within the labour market. This paper explores employers’ perspectives on the employment of persons with disabilities in South Africa identified in a case study. The influence of social capital on disability inclusive employment was explored from the perspective of two employers who employed trainees who completed an auxiliary training programme for persons with disabilities, which provides opportunities to facilitate pathways to economic inclusion and/or employment. Findings reveal that despite the call for increased labour inclusivity, the development of social capital is not clearly apparent when persons with disabilities are considered for employment. Organisational attitudes and beliefs seem to stem from the obligatory standpoint of the organisations. The paper highlights the need for employers to look beyond impairments so that employment goals are shared and re-enforced by understanding and possibly re-evaluating their views on their organisation’s obligations, norms, values and mission, and goals. Insights can guide employers to think more holistically about ways to facilitate the economic inclusion of persons with disabilities.
