Abstract (sommario):

Globally, industries are focusing on green habits, with world leaders demanding net zero carbon; clean energy is considered an attractive and viable option. The Internet of things (IoT) is an emerging technology with potential opportunities in the clean energy domain for quality improvement in production and management. Earlier studies on IoTs show evidence that direct adoption of such digital technology is an ordeal and incurs adoption barriers that must be prioritized for effective management. Motivated by the claim, in this paper, the authors attempt to prioritize the diverse adoption barriers with the support of the newly proposed Fermatean fuzzy-based decision framework. Initially, qualitative rating information is collected via questionnaires on barriers and criteria from the circular economy (CE). Later, these are converted to Fermatean fuzzy numbers used by integrated approaches for decision processes. A regret scheme is put forward for determining CE criteria importance, and the barriers are prioritized by using a novel ranking algorithm that incorporates the WASPAS formulation and experts’ personal choices during rank estimation. The applicability of the developed framework is testified via a case example. Sensitivity analysis and comparison reveal the merits and limitations of the developed decision model. Results show that labor/workforce skill insufficiency, an ineffective framework for performance, a technology divide, insufficient legislation and control, and lack of time for training and skill practice are the top five barriers that hinder IoT adoption, based on the rating data. Additionally, the criteria such as cost cutting via a reuse scheme, resource circularity, emission control, and scaling profit with green habits are the top four criteria for their relative importance values. From these inferences, the respective authorities in the clean energy sector could effectively plan their strategies for addressing these barriers to promote IoT adoption in the clean energy sector.

Abstract (sommario):

The author is on the borderline of two generations: digital natives and digital immigrants. Thus, this paper presents the autoethnographic perspective of these two worlds as experienced by her. The first one, as Umberto Eco said, is a Built-in Orderly Organized Knowledge world and is the analogue world of the book (BOOK). It is close to the author because of the fact of her educational experiences related to her childhood and youth. The other one is related to using the digital space or educational mobile applications, and is experienced by the author during didactic and research work at the University as well as during workshops she leads for school teachers of different educational stages. Combining these two worlds together gives food for thought and critical reflection on possibilities that are hidden in each of them as well as signalizing the potential risks they both pose.

Este artigo tem por objetivo apre-sentar as atividades normativa e jurisdicional do Tribunal Superior Eleitoral (TSE) diante do período de eficácia das ordens judiciais que determinem a remoção de conteúdo di-gital durante as eleições. Além disso, aborda a atuação da Justiça Eleitoral no julgamento dos conflitos sobre a regularidade da propa-ganda eleitoral na internet, em especial, diante do art. 33 § 6o da Resolução/TSE no 23.551, de 2017 que foi o primeiro a regulamentar sobre a perda da eficácia das ordens judiciais que determinam a remoção de conteúdo digi-tal após as eleições. Busca também, compre-ender os avanços e as alterações nos limites da sistematização legal acerca da remoção de conteúdo digital definida pelo TSE na Reso-lução 23.610/2019, vigente para as eleições de 2020, e a aplicação de tais diretrizes nas resoluções futuras.

Resumo Neste ensaio, postula-se que a imagem enquanto "um operador da memória social no seio de nossa cultura", como qualquer outro discurso, é engendrada tanto por uma ordem quanto por uma desordem discursiva e que essas (des)ordens discursivas ocorrem em cenas genéricas bastante marcadas institucionalmente. Assumindo, então, o postulado de que diferentes (des)ordens discursivas engendram não só o verbal, mas também a imagem, a questão específica neste artigo é como podemos apreender discursivamente essa (des)ordem da imagem na comunicação política digital. Que ferramentas conceituais poderíamos mobilizar para entender a (des)ordem da imagem na comunicação política? O texto ancora-se teórico-metodologicamente nas proposições de Dominique Maingueneau (2006 e 2013b), à luz da tríade conceitual cena englobante, cena genérica e cenografia, fazendo esta última noção ranger, enquanto relação discursiva intercenográfica, e mobiliza um pequeno conjunto de imagens, mais especificamente fotografias, que circularam na mídia digital e nas redes socais brasileiras entre os anos de 2011 e 2015, enquanto comunicação política, sobre o ator político Dilma Rousseff.

Encara que aquestes estructures que ara anomenem plataformes sempre han estat presents en alguns sectors, és a partir de la instauració de l’economia digital que han passat a tenir un paper protagonista en les nostres vides. Sense entendre els mecanismes que regeixen la dinàmica de les plataformes digitals, que són diferents dels associats a l’economia més tradicional, es fa difícil comprendre molts aspectes del funcionament de l’economia actual. L’objectiu d’aquest article és oferir una introducció a la idea de plataforma i a les seves característiques. Primerament, revisem el concepte general de plataforma, les especificitats de les plataformes digitals i les particularitats del seu funcionament. En segon lloc, descrivim les característiques de les plataformes que ens semblen més rellevants per entendre’n els efectes socials i econòmics. Finalment, escollim tres d’aquestes característiques (el grau de digitalització, l’obertura quant a accés, provisió, ús i distribució, i els seus mecanismes de governança) per elaborar una proposta de classificació de les plataformes que volem que contribueixi a ordenar una mica la nostra concepció del fenomen. L’esquema de classificació porta a la definició de diferents tipus de plataformes que es comporten de manera diferent, com demostren els exemples que identifiquem per a cadascun. Esperem que la nostra anàlisi contribueixi a un millor enteniment del canvi de paradigma que comporta la digitalització de l’economia.

Abstract. As a result of the Perczel Project outlined by Mátyás Márton in 2007 at the Department of Cartography and Geoinformatics of Eötvös Loránd University (ELTE), the complete digital restoration and then reconstruction of the 127.5 cm diameter manuscript globe was completed in 2019. The final cartographic completion of the ongoing task at the department by 2013 – led by Mátyás Márton, the project manager, who carried out this work with the help of Judit Paksi –, which included the work of many lecturers and students, aimed at saving the globe.Using this augmented digital processing, it was also possible to create three artistic copies of Perczel’s globe, which was originally made in 1862. This unique work of art, which has suffered irreparable damage due to the ordeals of the 20th century, is of great cultural value and also very important for our cartographic heritage, has been reborn.Following the digital reconstruction, there was a good opportunity to revive another related project. The website, “The interactive gazetteer of Perczel’s globe”, which was born as a result of the work of Zsuzsanna Ungvári and Tibor Tokai earlier, was also created with a new, expanded content. The present study presents the antecedents of gazetteer creation and describes the most important steps of current processing.

Si bien la poesía y la ficción digital siguen siendo géneros de interés marginal, principalmente, para los estudiosos de la textualidad digital, millones de lectores están explorando blogs y otras formas o foros de redes sociales. Pero, ¿representan nuevos géneros, colecciones o archivos, o espacios sociales? Este artículo sostiene que, al igual que los libros que eran populares entre los lectores del Renacimiento, los blogs y las formas de redes sociales relacionadas son tipos de géneros de archivo. Entendidos como colecciones, sistemas de gestión de la información y espacios sociales, los géneros archivísticos no solo reflejan prácticas archivísticas —recolectar y ordenar—, sino que también representan espacios de enunciación donde se desarrollan nuevos géneros.

Dans une société de plus en plus numérisée où les outils et les réseaux sociaux numériques sont largement utilisés par les jeunesses populaires, des « paniques morales » trouvent un nouveau terrain d’application. Naïveté, dangerosité, addiction aux écrans, analphabétisme technologique, recherche de buzz par les bagarres filmées, provocation, obésité : autant de représentations refoulées qui se réactivent. Cette thèse interroge le rapport au numérique des jeunesses populaires et des professionnels socio-éducatifs qui les accompagnent. Réalisée dans un territoire sensible en Île de France, par le biais d’une démarche ethnographique (physique et virtuelle), elle est le fruit de trois ans de travail de terrain (2019-2022) effectués auprès d’une trentaine des professionnels de la Prévention Spécialisée et d’une soixantaine de jeunes, âgés de 12 à 23 ans, accompagnés par des éducatrices et éducateurs de rue. Nous analysons les représentations de ces professionnels sur les pratiques numériques des jeunes, en particulier sur les réseaux sociaux numériques, et les confrontons aux usages numériques de ces derniers. Dans un premier temps, nous faisons le constat de la prégnance dans le secteur d’une vision négative sur les pratiques numériques des jeunes, relevant d’un phénomène que nous qualifions de « panique numérique ». Dans un second temps, nous interrogeons cette « panique numérique » en retraçant la vie numérique des jeunes. Nous montrons que les « jeunesses populaires » utilisent les réseaux sociaux numériques principalement pour s’épanouir et entretenir des liens d’amitié, même si leurs pratiques s’inscrivent dans des rapports sociaux situés. Enfin, nous explorons les différentes pratiques numériques d’un certain nombre de professionnels qui, rejetant la « panique numérique », s’investissent dans l’univers juvénile digital. Les nouvelles sociabilités numériques sont ici vécues comme une « épreuve » qui les invite à actualiser leurs méthodes d’accompagnement et à développer ce que nous appelons une « relation éducative numérisée ». Cette thèse vise à faire la démonstration que les discours traditionnellement pessimistes à l’égard des jeunesses populaires, qui s’ancrent dans une inquiétude envers toute nouvelle pratique culturelle, rejaillissent sur les modes de prise en charge éducative
In an increasingly digitalized society where digital tools and social networks are widely used by popular youth, “moral panics” find a new field of application. Naivety, dangerousness, screen addiction, technological illiteracy, search for buzz through filmed fights, provocation, obesity: as many repressed representations which are being reactivated. This thesis questions the relationship between digital technology and young people in situations of social vulnerability and the socio-educational professionals who accompany them. Carried out in a sensitive territory in Île de France*, through an ethnographic approach (physical and virtual), this thesis is the result of three years of field work (2019-2022) carried out with around thirty professionals in the field of Specialized Prevention and around sixty young people, aged 12 to 23, accompanied by street educators. We analyse the representations of these professionals on the digital practices of young people, in particular regarding digital social networks, and confront them with the digital uses of the former. Firstly, we note the prevalence, in the sector, of negative vision of the digital practices of young people, relating to a phenomenon that we describe as “digital panic”. Secondly, we question this “digital panic” by retracing the digital lives of young people. We underline that “popular online youth” use digital social networks to flourish, develop a cultural practice and above all maintain friendships, even if their digital practices are part of situated social relationships. Finally, we explore the different digital practices of a certain number of professionals who, rejecting “digital panic”, are investing in the juvenile digital world. The new digital sociabilities are experienced here as a “digital test” which invites them to update their guidance methods and to develop what we call a “digitalized educational relationship”. This thesis aims to demonstrate that traditionally pessimistic discourses towards working-class youth, which are rooted in a concern towards any new cultural practice, reflect on the methods of educational support for their digital practices

Abstract (sommario):

Digital art installation is the result of informatic materials entering gallery spaces and challenging the establishment of media forms. This thesis contends that the open, recursive and recombinatory process of looking at digital installation is in fact the result of noisy relations between information and the spatial temporal contexts of the art gallery. In order to focus on the processes of informatic materials within gallery spaces, this thesis identifies four key modulations of noise and materiality ? emergence, feedback, entropy and delay. I demonstrate how these impact on a range of recent digital installations by Australian and New Zealand artists. The lens of digital materiality shifts from an informational context into that of art history where it is found to highlight the systemic relationality of the installation. The thesis opens with a consideration of histories of media-specificity, and argues for a necessary separation of our concepts of media and materiality. This context provides a set of tools by which the remainder of the thesis investigates a range of digital material flows that are not tied to fixed media definitions. I draw on a range of theorists including Umberto Eco, Gilles Deleuze, Claude Shannon and Jack Burnham to further locate these material flows within two strands: experimental sound and information theory. This discussion forms the basis of the thesis? re-appraisal of media distinctions and highlights the complex relationship of informational materials to both sonic and visual histories. The second half of the thesis undertakes an appraisal of emergence, feedback, entropy and delay in specific works and suggests dimensionality, movement and duration as key determinants of the digital installation. These chapters demonstrate that what is at stake in digital installation is the viewer?s implicit role in the shifting relationships of digital materiality. Overall, this thesis presents a framework for emergent materiality in digital installation. I develop a theory of emergent materiality as a process specific to digital installation, and argue that digital installation is in fact a subject-forming assemblage of information-noise in which relations of dimensionality, movement and duration coalesce without cohering. And, within which gallery spaces begin to get noisy.

Resumo: A rede HDS (Hierarquia Digital Síncrona) já é uma realidade, hoje várias empresas estão implantando este sistema em todo o país. A HDS tornou-se um padrão mundial, não colocando na obsolescência as atuais redes PDH, pois estas podem ser interconectadas com as novas redes. Este novo padrão possibilita a interligação entre sistemas de 1,5 Mb/s e 2 Mb/s, não existindo mais fronteiras de incompatibilidade entre sistemas europeus e americanos. O gerenciamento mais abrangente, o uso da fibra óptica como meio de transmissão, uma estrutura mais inteligente de mapeamento de sinais e a possibilidade de cross-conexão consolidaram a HDS. Neste trabalho foram desenvolvidas três li¿n ANTPOT. H¿as de pesquisa: Um primeiro estudo desenvolve uma formulação para mapeamento e desmapeamento de canais de 64 kb/s nos containers VC-12 e VC-l1. A seguir, blocos funcionais são projetados utilizando a linguagem VHDL1para mapeamento e desmapeamento de canais de 2Mb/s. Finalmente muitas simulações são realizadas com blocos funcionais anteriormente projetados, utilizando agora VHDL a nível estrutural, visando principalmente a observação do fenômeno de escorregamento de sinal(slips)

Abstract (sommario):

A 12-bit 2.8-MHz delta sigma modulator intended for ADSL applications is presented in this thesis. The design process evolved over two stages, namely, a system-level design stage followed by a circuit-level design stage. During the first phase of the design, the systemlevel parameters are selected and analog-circuit specifications are derived. The circuitlevel stage involved the design of analog circuitry such as operational amplifiers capable of meeting the system-level specifications. The circuit design was carried out in 1-V 65- nm CMOS technology. Double-sampling was employed to make the switched-capacitor circuits more power efficient. Input-signal feedforward was used to lower the signal swing at the output of the opamps. Digital input feedforward is used and presented as an alternative to analog input feedforward.
Un modulateur delta sigma 12-bit 2.8-MHz conçu pour des applications ADSL est présenté dans ce mémoire. Le processus de conception est décrit en deux phases: la conception au niveau du système suivie de la réalisation au niveau du circuit. Lors de la première phase, les paramètres du système sont choisis et les spécifications analogiques du circuit sont dérivées. La phase de l'implémentation du circuit impliquait la conception de circuits analogiques tels que amplificateurs opérationnels respectant les spécifications du système. La conception du circuit a été réalisée sur la technologie 1-V 65-nm CMOS. Le doubleéchantillonnage a été employé afin que les circuits de condensateurs-commutés soient plus économiques en terme de puissance. La technique d'action directe (feedforward) a été utilisée sur le signal d'entrée afin de réduire l'amplitude à la sortie des amplificateurs. La technique d'action directe digitale sur le signal d'entrée est utilisée et présentée comme une alternative à son homologue analogique.

Abstract (sommario):

Digital holography is a technique for the recording of holograms via CCD/CMOS devices and enables their subsequent numerical reconstruction within computers, thus avoiding the photographic processes that are used in optical holography. This thesis investigates the various techniques which have been developed for digital holography. It develops and successfully demonstrates a number of refinements and additions in order to enhance the performance of the method and extend its applicability. The thesis contributes to both the experimental and numerical analysis aspects of digital holography. Regarding experimental work: the thesis includes a comprehensive review and critique of the experimental arrangements used by other workers and actually implements and investigates a number of these in order to compare performance. Enhancements to these existing methods are proposed, and new methods developed, aimed at addressing some of the perceived short-comings of the method. Regarding the experimental aspects, the thesis specifically develops:• Super-resolution methods, introduced in order to restore the spatial frequencies that are lost or degraded during the hologram recording process, a problem which is caused by the limited resolution of CCD/CMOS devices.• Arrangements for combating problems in digital holography such as: dominance of the zero order term, the twin image problem and excessive speckle noise.• Fibre-based systems linked to tunable lasers, including a comprehensive analysis of the effects of: signal attenuation, noise and laser instability within such systems.• Two-source arrangements for contouring, including investigating the limitations on achievable accuracy with such systems. Regarding the numerical processing, the thesis focuses on three main areas. Firstly, the numerical calculation of the Fresnel-Kirchhoff integral, which is of vital importance in performing the numerical reconstruction of digital holograms. The Fresnel approximation and the convolution approach are the two most common methods used to perform numerical reconstruction. The results produced by these two methods for both simulated holograms and real holograms, created using our experimental systems, are presented and discussed. Secondly, the problems of the zero order term, twin image and speckle noise are tackled from a numerical processing point of view, complementing the experimental attack on these problems. A digital filtering method is proposed for use with reflective macroscopic objects, in order to suppress both the zero-order term and the twin image. Thirdly, for the two-source contouring technique, the following issues have been discussed and thoroughly analysed: the effects of the linear factor, the use of noise reduction filters, different phase unwrapping algorithms, the application of the super-resolution method, and errors in the illumination angle. Practical 3D measurement of a real object, of known geometry, is used as a benchmark for the accuracy improvements achievable via the use of these digital signal processing techniques within the numerical reconstruction stage. The thesis closes by seeking to draw practical conclusions from both the experimental and numerical aspects of the investigation, which it is hoped will be of value to those aiming to use digital holography as a metrology tool.

Abstract (sommario):

The overall aim of this thesis is to explore freedom of speech and aspects of credibility related to the Internet. The phenomenon freedom of speech is seen and examined principally from a communicative perspective. Theoretically the thesis is based on three key concepts: Internet, freedom of speech, and credibility. Four studies are included; each of them focuses on the main problem from different angles using different methods. In the first study, two websites on the Internet, both having reference to the Holocaust, are examined. The aim is to identify some kind of hypertextual dialogue between Living history [Levande historia], representing a serious project about human respect and democracy, and True history [Sann historia], a plagiator expressing a revisionist opinion. The second study examines a media debate about freedom of speech and censorship related to the Internet found in newspaper articles published during 1997-1999, to see which issues these newspapers emphasise, and how the role of the Internet is described. The third study focuses on how university students writing essays assess the credibility of scientific information in web-based environments. In a questionnaire, the students estimate the importance they attach to 24 different elements. The fourth study seeks to increase the understanding of the function and dynamics of Wikipedia as a collaboratively shaped wiki-encyclopaedia. In e-mail interviews, active users are asked about their impressions and experiences. Based on the studies, some reflections on what could be considered as special with the freedom of speech on the Internet are presented. These reflections, in terms of seven aspects, are referred to as the hypertext structure, the collage effect, boundless identities, shift in responsibility, parallel worlds and hyper reality, the compensating effect, and the leaching effect. A concept, denominated the hypertextual dialogue, has emerged during the work on this thesis. This concept has a technical, an intertextual and a discursive level. The discussion deals with the news media’s approach towards the Internet, what their possible agenda could be, and the impact they have on people. Internet’s pluralism and its consequences are discussed. Wikipedia could serve as a model by showing how committed individuals interact to create a competitive product. When users interact with and within the hypertextual structure, the construction of meaning, as well as the responsibility for the consequences, would move from the texts’ original authors to the users. Perhaps the Internet requires the involvement of some kind of homo navigare who is able to function within, outside and between digital arenas.
Avhandlingens övergripande syfte är att utforska yttrandefrihet och trovärdighet relaterat till Internet. Fenomenet yttrandefrihet betraktas och studeras ur ett kommunikativt perspektiv där Internet utgör arenan för kommunikationen som är möjliggjord av den digitala tekniken. Teoretiskt baseras avhandlingen på tre begrepp: Internet, yttrandefrihet och trovärdighet. Fyra studier ingår, var en har sitt specifika närmande och sin metod. Den första studien berör två webbplatser på Internet, båda går att hänföra till Förintelsen. Syftet är att identifiera en slags hypertextuell dialog mellan Levande historia, som är ett seröst projekt om demokrati och medmänsklighet, och Sann historia, som uttrycker ett revisionistiskt synsätt. Den andra studien undersöker en mediedebatt, förd i dagstidningsartiklar 1997-1999, relaterad till yttrandefrihet och censur på Internet. Avsikten är att urskilja de beskrivningar av innehållet på Internet som tidningarna lyfter fram samt att se hur Internets roll berörs. Den tredje studien undersöker uppsatsskrivande studenters bedömning av trovärdighet vid sökandet efter vetenskaplig information i webbaserade miljöer. En enkät där studenterna skattar 24 olika element har använts. Den fjärde studien avser att utifrån intervjuer med Wikipedias användare öka förståelsen för Wikipedias funktion och dynamik som wiki-uppslagsverk. I studierna framskymtar, på ett mer övergripande plan, aspekter av Internet som arena vilka gör att yttrandefriheten kan ses som förhållandevis speciell. Dessa aspekter diskuteras i termer av hypertextstruktur, collageeffekt, gränslösa identiteter, ansvarsförskjutning, parallellvärld och hyperrealitet, utjämnande effekt, samt urlakningseffekt. Ett egenkonstruerat koncept presenteras i den hypertextuella dialogen. Diskussionen tar upp nyhetsmediernas förhållningssätt till Internet, vad som kan tillskrivas den bakomliggande agendan, samt mediernas påverkan på människor. Dessutom berörs Internets pluralism och hur den kan inverka på sättet att se på ”sanning”. Wikipedia framhålls som en förebild genom att visa på hur engagerade användare tillsammans kan skapa en konkurrenskraftig produkt. På Internet sker interaktionen inom och med den hypertextuella strukturen vilket påverkar meningsskapandet och förskjuter ansvaret från texternas ursprungliga skapare till användarna. Möjligtvis behövs någon slags homo navigare som kan fungera inom, utom och emellan digitala arenor.

Abstract (sommario):

In this theses techniques for high-speed digital delta-sigma modulator(DDSM) structures are considered. Four techniques are applied andevaluated: unfolding, increasing the number of delay elements in theinner loop, pipelining/retiming, and optimizations provided by thesynthesis tool. Of interest is to see the speed-area-power trade-offs.For implementation, three different modulators meeting the samerequirements are implemented. Each modulator has a 16-bit input andresults in a 3-bit output. The baseline case is a second-ordermodulator, which has one delay element in its inner loop. Throughoptimization, two new structures are found: to provide two delayelements in the inner loop, a fourth-order modulator is required,while to provide three delay elements, a thirteenth-order modulator isobtained.The results show that in general it is better to unfold the modulatorthan to obtain the speed-up through optimizing the arithmeticoperators with the synthesis tool. Using correct pipelining/retimingis also crucial. Finally, for very high-speed implementation, usingthe structures with more delay elements is required. Also, in manycases these are more area and power efficient compared to usingoptimized arithmetic operators, despite their higher computationalcomplexity.

Investigating the relationship between social movements and internet-related activism during complex campaigns, this book examines how a technological evolution — the increased relevance of social media platforms — affected in very different ways organizations with divergent characteristics, promoting at the same time decentralized communication practices, and new ways of coordinating dispersed communities of people. Matteo Cernison combines and adapts a wide set of methods, from social network analysis to digital ethnography, in order to explore in detail how digital activism and face-to-face initiatives interact and overlap. He argues that the geographical scale of actions, the role played by external media professionals, and the activists’ perceptions of digital technologies are key elements that contribute in a significant way to shape the very different communication practices often described as online activism.

Modems are built on the principles of statistical communication theory, based on the use of a random signal (chaos) as a carrier of information. In such a signal, a characteristic function is modulated, which is a fundamental characteristic of a random process. The signal modulation and demodulation method is patented and allows you to create modems with efficiency and noise immunity indicators several orders of magnitude higher than those of the known devices of the same name. New-generation modems immediately improve the technical characteristics of digital IT equipment by several orders of magnitude, since they work without errors in wired and radio channels when receiving one hundred duodecillion of binary symbols. The book is recommended for scientists and specialists in the field of digital communication systems, statistical radio engineering and instrumentation, and may be useful for graduate students, masters and students of relevant specialties.

Geographic information systems (GIS) are increasingly necessary. The Land and Urban Rehabilitation Law requires the publication of urban data digitally. To date, most of the 8,000 Spanish municipalities comply with the Law by publishing their urban plans in PDF format, but very few publish urban data using interactive systems, despite the fact that most Communities have Technical Standards that require plans digital. The Urban Map of Spain is a Geoportal with a catalog of planning WEB services to display, on a continuous map, information from neighboring administrations, or superimpose maps of institutions that share a territory, applying transparencies, divided screens or curtains, in order to be able to compare them. This highlights the lack of homogeneity in the information published, the low percentage of municipalities that do so, and the need to implement common criteria to obtain verifiable information. Keywords: Digital territory, web maps, web catalog, GIS. Los SIG han ganado protagonismo en las últimas décadas. La Ley de Suelo y Rehabilitación Urbana obliga a publicar los datos urbanísticos de forma digital. Hasta el momento, la mayoría de los 8.000 municipios españoles cumple la Ley publicando sus planes urbanísticos en formato PDF, pero son muy pocos los que publican datos urbanísticos utilizando sistemas interactivos, a pesar de que la mayoría de las Comunidades tienen Normas Técnicas que exigen planes digitales. El Mapa urbanístico de España es un Geoportal con un catálogo de servicios WEB de planeamiento para visualizar, en un mapa continuo, informaciones procedentes de administraciones colindantes, o superponer mapas de instituciones que comparten un territorio, aplicando transparencias, pantallas divididas o cortinillas, para poder compararlos. Con ello pone de manifiesto la falta de homogeneidad en la información publicada, el bajo porcentaje de municipios que lo hacen y la necesidad de implementar criterios comunes para lograr información contrastable. The UKRI Digital Aid workshop on 9 September 2019 brought together expert practitioners and researchers to focus on the use of digital technologies in humanitarian aid. Participants brought wide experience of digital applications to monitor conflict, refugees, food security, and to reunite families, enable communication and increase donor value for money. The event identified key areas where the rapid pace of technological change is outstripping our current understanding of emerging risks, digital inequalities and ethical dilemmas associated with the use of digital technologies in humanitarian response. The International Committee of the Red Cross (ICRC) in their contribution to the UN Secretary-General’s High-Level Panel on Digital Cooperation warned that it is of critical importance to ‘keep humanitarian purpose, and the people humanitarian organizations are there to protect and assist, firmly at the centre of any developments in order to ensure the humanitarian response do no harm in their application’ (ICRC 2019). Yet workshop discussions showed how humanitarian practitioners are struggling to operationalise the “do no harm” principle in the context of a rapidly changing technological landscape. Workshop participants felt that research has a vital role to play in protecting the interests of vulnerable communities in the digital age.

Abstract (sommario):

The article is devoted to the analysis of the digital content of publications of one issue of the daily All-Ukrainian newspaper “Den” (March 13-14, 2020). The author aims to identify the main thematic groups of digital designations, as well as to consider cases of justified and unsuccessful use of digital designations. Applying the content analysis method, the author identifies publications that contain numerical notations, determines the number of such notations and their affiliation with the main subject groups. Finds that the thematic group of digital designations “time” (58.6% of all digital designations) is much more dominant. This indicates that timing is the most important task of a newspaper text. The author focuses on the fact that the digits of the journalist’s text are both a source of information and a catch for the reader. Vivid indicators give the text a sense of accuracy. When referring digital data to the text, journalists must adhere to certain rules for the writing of ordinal numbers with incremental graduation; submission of dates; pointing to unique integers that are combined (or not combined) with units of physical quantities, monetary units, etc.; writing a numerator at the beginning of a sentence; unified presentation of data. This will greatly facilitate the reader’s perception of the information.

Nowadays, social media, ICT, mobile technologies and applications are increasingly used as tools for communication, interaction, building up social skills and unique learning environments. One of the latest trends observed in education is an attempt to streamline the learning process by applying educational digital games. Despite numerous research data, that confirms the positive effects of digital games, their integration into formal educational contexts is still relatively low. The purpose of this article is to analyze, discuss and conclude what is necessary to start using games as an instructional tool in formal education. In order to achieve this aim, a complex of qualitative research methods, including semi-structured expert interviews was applied. As the result, the potential of educational digital games to give a unique and safe learning environment with a wide spectrum of build-in assistive features, be efficient in specific training contexts, help memorize studied material and incorporate different learning styles, as well as to be individually adaptable, was determined. At the same time, the need for complex approach affecting the administration, IT departments, educators, students, parents, a strong skill set and a wide spectrum of different roles and tasks a teacher carries out in a digital game-based learning class were outlined. In conclusion and as a vector for further research, the organization of Education Design Laboratory as an integral part of a contemporary educational institution was proposed.

t.The development of global agricultural production and food trade in recent decades implies a digital transformation and the transition to a new technological order, which is an essential factor for sustainable development. Digitalization of agriculture and the food sector is carried out on the basis of IT 2 platforms, the Internet of Things, cloud computing, big data, artificial intelligence, and blockchain technology. Fragmented and unclear legal mechanisms, slow updating of legal regulation hinder the introduction of digital solutions. A modern regulatory framework based on digital strategies should strengthen the confidence of farmers in "smart agriculture". In Russia, the legal mechanism of strategic planning covers the development of the national platform "Digital Agriculture". Digital strategies also include updating basic legislation.

Digital wealth and its necessary regulation have gained prominence in recent years. The European Commission has published several documents and policy proposals relating, directly or indirectly, to the data economy. A data economy can be defined as an ecosystem of different types of market players collaborating to ensure that data is accessible and usable in order to extract value from data through, for example, creating a variety of applications with great potential to improve daily life. The value of data can increase from EUR 257 billion (1.85 of EU Gross Domestic Product (GDP)) to EUR 643 billion by 2020 (3.17% of EU GDP), according to the EU Commission. The legal implications of the increasing value of the data economy are clear; hence the need to address the challenges presented by its legal regulation.

The Institute for Policy & Social Research (IPSR) at the University of Kansas received funding from the Economic Development Administration at the U.S. Department of Commerce under the CARES Act to study broadband access in the state of Kansas. To conduct this study, IPSR examined existing data, fielded our own survey of broadband speeds and access, conducted focus groups, and commissioned a chapter on the digital divide within the state of Kansas. The report discusses available data sources and introduces the speed test data collected by IPSR in order to map the broadband access landscape in Kansas. Along with speed tests, the Kansas broadband survey collected information regarding broadband access, adequacy, affordability and satisfaction. The survey data were enhanced by interviews and focus groups that allowed Kansans to share their struggles with internet access in their own words. The report also investigates digital equity using surveys and interviews conducted at public libraries that revealed the challenges faced by library patrons, including lack of digital access and literacy. The report that is summarized below indicates a rural-urban digital divide in terms of access, affordability, and satisfaction with broadband services. The data in this report indicate that up to 1,000,000 Kansans live in regions that lack access to highspeed broadband services, now considered to be 100 megabits per second (Mbps) download and 20 Mbps upload (100/20). Close to half of survey respondents (46%) report dissatisfaction with broadband services.

Abstract (sommario):

The purpose of the paper is to improve methodology of teaching Mathematics via the use of digital technologies. The task of the paper is to identify the issues that require a theoretical and experimental solution. The objective of the paper is the educational process in the higher education institution, the subject of the paper is modern ICT. The result of the study is the learning tools of pedagogically considered and adequate bending of conventional and modern learning environment implemented into the educational process. The possibilities of using cloud technologies and Dynamic Mathematics system GeoGebra in the educational process through Stereometry specialized training have been revealed. The use of GeoGebra Dynamic Mathematics in Stereometry teaching will favourably influence the formation of students’ STEM competencies. In order to encourage Mathematics and Computer Science teachers to implement effectively the elements of STEM education, it is suggested that cloud-based learning tools such as GeoGebra be used in the teaching process.
