ENGLISH ABSTRACT: The purpose of this thesis is to determine the perceptions and expectations of employees at regional offices about the service delivered to them by central head office. A further objective is to establish what employees at regional offices expect from head office, attempting thereby to establish the current position of the head office (perceived image) in relation to their expectations (ideal image). The method of data collection is quantitative with a survey design technique in the form of questionnaires to be completed by all employees at regional offices in order to assess their perceptions and expectations. The basis of the theoretical and legislative framework of this research is service delivery. It is within the context of service delivery that internal customer service within the organisation, in particular, is conferred. The legislative framework is also dedicated to Batho Pele and the eight principles to highlight public service delivery. These principles should equally be applied when it comes to internal customer service. The main findings from this study are that employees and the four regional offices per se have different perceptions and expectations about the internal service delivered by central head office. This must be taken cognisance of because perceptions can be the core element of most organisational behaviour and the expectations that employees hold is important for the morale and effectiveness of organisations. The following objectives were achieved: A review of the policies, documents and annual reports to determine to what extent the central head office delivers an internal service to the regional offices. An evaluation as to how internal service delivery is being perceived. An evaluation of the ideal central head office. Established the shortcomings of the current internal service being delivered. It is also recommended that future research can be to ascertain how those negative feelings impacts on job satisfaction and commitment to the organisation and how it affects employee turnover.
AFRIKAANSE OPSOMMING: Die doel van hierdie tesis is om die persepsies en verwagtinge van werknemers by die streekkantore, oor die diens wat aan hulle verskaf deur sentrale hoofkantoor, te bepaal. 'n Verdere doel is om vas te stel wat werknemers by die streekkantore verwag van hoofkantoor. Sodoende probeer om vas te stel wat die huidige stand van die hoofkantoor (waargenome beeld) in verhouding tot hul (werknemers) verwagtinge (ideaal beeld) is. Die metode van data-insameling is kwantitatief met 'n opname ontwerp in die vorm van vraelyste. Hierdie vraelyste sal deur alle werknemers by die streekkantore voltooi word, om hul persepsies en verwagtinge te assesseer. Die basis van die teoretiese en die wetgewende raamwerk van hierdie navorsing is dienslewering. Dit is binne die konteks van dienslewering wat interne kliënte diens binne die organisasie, in die besonder, toegeken word. Die wetgewende raamwerk is ook toegewyd aan die agt beginsels van Batho Pele en dus openbare dienslewering te versterk. Hierdie beginsels moet ook toegepas word wanneer dit kom by die interne kliënte diens. Die belangrikste bevindings van hierdie studie is dat die werknemers en die vier streekkantore as sulks het verskillende persepsies en verwagtinge oor die interne diens gelewer deur die sentrale hoofkantoor. Dit moet kennis geneem word want persepsies kan die kern element van meeste organisatoriese gedrag wees en die verwagtinge wat werknemers hou is belangrik vir die moraal en doeltreffendheid van organisasies. Die volgende doelwitte was bereik: „n Hersiening van die beleid, dokumente en die jaarlikse verslae om te bepaal tot watter mate die sentrale hoofkantoor „n interne diens aan die streekkantore lewer. „n Evaluering oor hoe interne dienslewering waargeneem word. „n Evaluering van die ideale sentrale hoofkantoor. Die tekortkominge van die huidige interne diens wat gelewer word is vasgestel. Dit word aanbeveel dat toekomstige navorsing toegewy word om vas te stel hoe negatiewe gevoelens impak op werkstevredenheid en verbintenis tot die organisasie en ook hoe dit werknemer omset beïnvloed.

This study presents an examination of office development in the regional city in the period 1960-1987. The economics and structure of the development industry are analysed and related to an examination of the property markets of Leicester, Nottingham and Northampton. Information was obtained from observation surveys, unpublished material (planning records), questionnaire surveys covering estate agents, development interests and investors in office property and a postal questionnaire to property development companies. Many office buildings constructed in regional cities are developed by highly centralized development companies. The relationship between this type of company and the space-economy forms a central component of this study. The organizational and structural constraints which restrict property companies' search strategies to specific locations and types of property are identified. A detailed examination is undertaken of the information sources development companies use to identify individual sites. The structure of the site identification process is identified and analysed in the context of the overall structure of the development industry. Two classifications of development companies are examined and criticized for their failure to consider the role of space. The development process must be considered as a key spatial process since it provides the link between the economy and the land surface. A new classification of developers is formulated which explicitly accounts for differences in the spatial extent of their activities. This classification is used to analyse the development decision making process and a modified version is used in the case studies. The examination of the structure of relations between the interests involved in the property development process is an important component of this study. Previous research has failed to consider the relationship between the four capitals involved in the development process. A series of development intermediaries are identified which mediate between these capitals and the space-economy. It is argued that the actions of occupiers, property developers, investors, and development intermediaries are influenced, determined and often manipulated by the structure of the existing financial and property markets.

This thesis is an examination of the implementation of New Public Management into a Ministry of Education regional office over the period 1989-1996. An institutional analysis within a state theoretical framework is used to explore the shift from one logic of administrative action - Old Public Administration - to another - namely New Public Management. To be 'successful', a logic of administrative action has to ensure congruence between the apparatus of the state and the state's political project - in this case, neo-liberalism. Secondly, a logic of administrative action must also align actors within the state so that the 'right things' are done in the 'right way'. The Management Centre provides a case study revealing the uneven success in achieving both kinds of alignment. The relative strength and weaknesses of the logics of Old Public Administration and New Public Management and the eventual compromise in the form of the latter are explained by factors at the micro-level of the Management Centre, the meso-level of the public sector and the macro-level of the governance role of the state in education. It is suggested here that a compromise in the form of New Public Management was inevitable because of the nature of the state's governance role in education and because of the institutional characteristics of the shift to New Public Management. Through unpacking the 'black box' of the state this thesis explains how the neo-liberal objectives of the state were realised unevenly within parts of the state apparatus over the 1989-1996 period.

ENGLISH ABSTRACT: e-Governance refers to the utilisation of technology to improve on service delivery, sharing of information, client participation as well as to advance government through the transformation of its internal and external relationships (Shilubane, 2001:40).e-Governance further implies that government disseminates information and renders services to the public through “electronic means” (Manohar, Pulapa and Mellam, 2009:243). On the other hand, e-government is not entirely about electronic service delivery, but part of the continuous restructuring of government to ensure participation from its partners for improved efficacy and success. Therefore e-government is participatory in nature when implemented correctly. This study assesses and evaluates the current infrastructure and current e-initiatives of the South African Social Security Agency (SASSA) Regional Office Western Cape and the extent to which the agency and its customers are ready to adopt e-government. The e-Governance Road Map (ERM) developed by Ernst & Young India for the New Delhi government was used to guide the researcher to assess the level of e-readiness of the SASSA Regional Office Western Cape. The Information and Communication Technology manager and customer care manager of the SASSA Regional Office Western Cape were interviewed and the beneficiaries of SASSA were requested to participate in the completion of questionnaires. The study found that the customers of SASSA were not as interested in electronic services as in mobile services such as reminders and notifications through short message service (SMS). There are, however, several impediments at SASSA such as an adoption of e-government and m-government, low budget for information and communication technology (ICT) as well as to conduct research among a larger group of SASSA customers. The study mainly recommends that the SASSA Regional Office Western Cape conduct a research study on a larger scale than this research study and to determine the needs of customers in respect of e-services and m-services. Should the agency decide to conduct an e-readiness assessment, the National e-Government Plan (NeGP) of India could be a useful guideline for the implementation of e-governance. The research study strongly recommends that SASSA develops a capacity-building roadmap for the successful implementation of e-governance.
AFRIKAANSE OPSOMMING: e-Regering verwys na die benutting van tegnologie om te verbeter op dienslewering, die deel van inligting, die kliënte deelname te versterk, sowel as om die regering te bevorder deur die transformasie van interne en eksterne verhoudings (Shilubane,2001:40). e-Regering impliseer verder dat die regering inligting versprei en dienste lewer aan die publiek deur middel van "elektroniese metodes" (Manohar, Pulapa en Mellam, 2009:243). Aan die ander kant, e-regering het nie slegs betrekking tot elektroniese dienslewering nie, maar sluit ook in die deurlopende herstrukturering van die regering om deelname van sy vennote te verseker om doeltreffendheid en sukses te bewerkstellig. e-Regering word dus as deelnemend beskou wanneer dit korrek geïmplementeer word. Hierdie studie bepaal en evalueer die huidige infrastruktuur en e-inisiatiewe van die Suid Afrikaanse Agentskap vir Maatskaplike Sekerheid (SAAMS) Streekkantoor Wes-Kaap en die mate waarin die agentskap en sy kliënte gereed is om e-regering aan te neem. Die e-regering kaart wat ontwikkel is deur Ernst en Young Indië vir die Nieu-Delhi regering was gebruik as riglyn om die vlak van e-gereedheid van die SAAMS Streekkantoor Wes-Kaap te bepaal. Onderhoude was gevoer met die Inligting en Kommunikasie tegnologiebestuurder en die kliëntediensbestuurder van die SAAMS Streekkantoor Wes-Kaap en die begunstigdes van SAAMS was versoek om deel te neem in die voltooiing van vraelyste. Die studie het bevind dat die kliënte van SAAMS nie werklik belangstel in elektroniese dienste nie, maar inteendeel aan mobiele dienste, onder andere kennisgewings deur middel van 'n kort boodskap diens. Daar is egter verskeie hindernisse wat die aanvaarding van e-regering en m-regering bemoeilik soos byvoorbeeld 'n lae begroting vir inligting en kommunikasie tegnologie (IKT) asook om navorsing te doen onder 'n groter groep van SAAMS kliënte. Die studie beveel hoofsaaklik aan dat SAAMS Streekkantoor Wes-Kaap 'n navorsingsprojek doen op 'n groter skaal as hierdie navorsing en die behoeftes van kliënte ten opsigte van e-dienste en m-dienste te bepaal. Indien die agentskap besluit om 'n e-gereedheid assessering uit te voer, word die Nasionale e-Regering Plan (NeGP) van Indië aan beveel as 'n nuttige riglyn vir die implementering van e-regering. Die navorsing beveel sterk aan dat SAAMS 'n vermoë-opbouplan vir die suksesvolle implementering van e-regering ontwikkel.

This MBA Project outlines the components of CPI while providing an example and an assessment of its application in the Regional Contracting Office-Southwest (RCOSW). Budgetary constraints require the Marine Corps to function as efficiently as possible. Continuous Process Improvement (CPI) provides the enterprise-wide approach by which the Marine Corps will generate necessary efficiencies. The primary focus of CPI in the Marine Corps is improving support to the warfighter. The purpose of this project is to examine the United States Marine Corps Continuous Process Improvement Program as it applied to the Marine Corps RCO-SW to determine possible reductions in procurement administrative lead time (PALT). Lean, Six Sigma, and the Theory of Constraints (TOC) are predominant process improvement methods used in business and the Department of Defense to make better products and provide faster service, resulting in increased end-user satisfaction. The RCO-SW has been identified as a pilot program for the implementation of the Marine Corps CPI Program. The objectives of this project are to study the process improvement methods and examine how they can be applied during the execution of a process improvement project.

The thesis is focused on the problematic of reviewing the territorial self-governing unit in the Czech Republic. The goal is to compare the approach of the audit firm and approach of a regional office to perform the examination of the TSU. The first chapter defines the general characteristics of the public sector. The second focuses on a specific area of public administration, which represents local government. The third chapter describes the rules and obligations that are related to the budget management of TSU. The fifth chapter, which summarizes the specifics of the accounting and reporting of selected entities. Chapter five is still theoretical definition of audit in the public administration and distinguishes notions of audit and economic review of the TSU. The last part practically compares the prerequisites required for the implementation of the performance review, individual activities conducted under review, the result of these activities, which is the so-called report on the outcome of the examination of the TSU and summarizes the differences. Conclusion of the work shows that it is not important who provides an economic review, but how and especially in what quality is the review carried out.

The thesis is a study of property occupier displacement generated by the supply of new office and industrial accommodation that has been promoted or assisted by property-led regeneration policies. A review of literature revealed that there had been little in-depth investigation of the phenomenon of occupier displacement and the filtering effect associated with it. A flow model was developed to illustrate the incidence of occupier displacement and the process of property market filtering. There are two main strands to the research (see Figure 1.1), firstly an exploration of the property chains generated by the displacement of office and industrial occupiers in response the supply of new accommodation, and secondly, an investigation of the reasons why office and industrial occupiers relocate and how they determine where to move to. Three phases of research were employed to record the displacement generated by twenty public sector assisted office and industrial developments in the Tyne and Wear conurbation. Occupiers of twenty developments were identified by site inspections and a total population questionnaire survey was undertaken, complemented by a telephone survey, to record the status and origin of over 500 property occupiers and allow the property chains to be pursued. The chaining exercise revealed the scale of displacement or relocation and the outcome of the resulting chains. The origin of first move occupiers and chain-ends was plotted to reveal their spatial distribution. The research recorded that over half of all occupiers had relocated and over a third of chains generated by such moves, resulted in vacant property elsewhere in the conurbation. Structured interviews with 29 office and industrial occupiers were undertaken to investigate their locational decisions and the factors that influenced their outcome, the results of which were triangulated with the earlier research phases to reveal ten key themes that fundamentally determine such decisions. The originality of the research is the scale and rigour of the chaining survey, the mapping of the spatial distribution of the origin of occupiers and the chain-ends, and the pursuit of understanding of how occupiers respond to the availability of new accommodation. The scale occupier displacement, generated by new office and industrial accommodation, is significant, but by stimulating property market excitation and vacancy a filtering effect is set-up that can generate positive benefits to a local economy by allowing occupiers to expand.

There is growing awareness of the need to reduce greenhouse gas emissions within the UK and the Government has endorsed a reduction in CO2 emissions of 60% by 2050. It is evident that the Government intends to pursue these reductions, at least in part, through the regions. This thesis is divided into two parts. The first part focuses on the development and application of a new methodology for estimating greenhouse gas emissions on the Government Office regional scale. The second part of the thesis examines the stakeholder use of a method to mitigate emissions from the energy component of the inventory. This new methodological and software based approach is presented and used to explore energy futures. Part 1: The current national emissions inventory is not disaggregated at a regional or local level. There is also no widely agreed methodology for estimating greenhouse gas emissions on a regional scale. The first part of the thesis sets out why there is a need to estimate greenhouse gas emissions on a regional scale. In addition, it discusses what mechanisms and approaches can be used to estimate emissions on this basis, as well as how these emissions can be represented in an emissions inventory. This review, together with an understanding of the methods used in the national inventory, presented in an accompanying appendix, culminates in a proposed new methodology for estimating emissions on a regional scale. This part concludes by applying this methodology to the North West region to form the most detailed inventory of greenhouse gas emissions currently available on this scale. This shows that the region emitted 72MtC02 Eqv in 2000. . Part 2: Part 2 of the thesis begins by providing a review of scenarios with an energy focus and discusses the need for a new approach to exploring energy futures on a regional level. It presents a new mechanism, "a scenario tool", via which these energy futures can be explored. Finally, the thesis documents and discusses the application of this mechanism with 36 North West stakeholders to form a large set of separate energy futures. These energy futures equated to reductions in emissions of between 37% & 87%. The results of which were used, together with a "backcasting" workshop, to form four energy-orientated emissions scenarios for the North West region. This part of the thesis concludes by providing a review of the scenario process and the scenario tool, based on stakeholder feedback. Finally, the thesis concludes by reviewing the research process, its outputs and how the work may be taken forward.

Data from the Environmental Protection Agency’s Building Assessment and Survey Evaluation (BASE) study was analyzed for culturable fungi detected in air samples collected from 100 office buildings located among ten climate regions in the United States. Fungi identified and quantified in the study were evaluated in indoor and outdoor environments. Evenness of species for both summer and winter, and the diversity and similarity indices of species were calculated between climate region groups in order to observe potential climate-based differences in the fungal microbiome. Respiratory and neurological health symptoms of study building occupants (n = 4,326) were self-reported by questionnaire, and were analyzed in order to assess seasonal and climate differences.

There has been little comprehensive investigation of secondary office vacancy in the UK, nor its potential management or amelioration. In response, this thesis is a study of the nature, scale and location of this situation and an appraisal of the various strategies for its management and amelioration. There are three strands of research. An investigation into the nature, scale and location of secondary commercial office vacancy in the UK. An appraisal of potential management strategies and the development of policy recommendations in relation to the potential amelioration of this situation. An appraisal of the literature was conducted to develop an initial theoretical interpretation of secondary office vacancy. A multi attribute database of commercial office vacancy was then developed to evidence the stock of secondary office vacancy in the UK. Finally, a Delphi exercise was conducted to understand the underlying conditions of this phenomenon, its management and potential amelioration. Findings indicate that secondary office vacancy is ambiguous and colloquial. Vacant secondary office property exists in abundance while prime office property is in short supply. The institutions of the commercial office market over simplify and potentially disguise its manifestation. The incidence of secondary office vacancy is primarily caused by a structural change in the nature of demand. It can be held in reserve to support prime office supply, however, it can also overhang less buoyant locations. Consequently, the management strategies for secondary office vacancy are stratified, ranging from exploitation, to demand repositioning, to renewal and finally removal and redevelopment. Findings suggest that these management strategies should be predicated upon the demonstration of economic viability and mediated by the relative era of construction and underlying institutional characteristics. Finally, policy recommendations suggest that the amelioration of secondary office vacancy would be assisted by the promotion of more agile ways of working based on functional tolerance, and optionality.

Esta pesquisa trata de um estudo sobre o modo como são realizadas as vinculações entre os diferentes atores do Sistema Regional de Inovação (SI), buscando evidenciar como se dá a inovação e a transferência tecnológica em Núcleos de Inovação e Tecnologia (NIT’s) inseridos no Sistema Nacional de Ciência, Tecnologia e Inovação do Sul do Brasil. Foi apoiada pelo projeto CESAR (Contribución de la Educación Superior de América Latina a las Relaciones com el Entorno Socioeconómico), inserido no Programa ALFA III, e financiado pela comissão da União Européia. Cassiolato e Szapiro (2002) destacam que a capacidade de gerar inovações tem sido identificada como fator chave do sucesso, ou insucesso, de empresas e nações. Tal capacidade é obtida através da interdependência entre os atores, produtores e usuários de bens serviços e tecnologias, sendo viabilizada pela especialização em ambientes socioeconômicos. É a partir da ótica da importância do processo inovativo e seu impacto na competitividade que se pretendeu estudar o SI, especialmente os NIT’s. O objetivo geral deste trabalho foi estabelecer um quadro referencial para analisar as interfaces e mecanismos de interação entre atores do SNI, para suporte à inovação e transferência tecnológica, com base em Núcleos de Inovação e Tecnologia da Região Sul do Brasil. O trabalho foi conduzido através de pesquisa qualitativa descritiva, tendo por abordagem metodológica estudo de casos múltiplos. O processo de proposição do quadro referencial se deu a partir dos conceitos utilizados na construção do referencial teórico, e dos estudos de casos, associando a teoria com os achados de campo. Por fim, os resultados de campo corroboraram o quadro conceitual e propiciaram oportunidades de refinamento do quadro referencial. Observou-se, nos atores acessados, que, ainda que existam entraves a serem superados, a integração das Universidades e dos Núcleos de Inovação e Tecnologia com os atores do sistema de inovação, e a existência de NIT’s apoiados por uma estratégia coerente, pode exercer um importante papel na transferência de tecnologias.
This research focus on how are carried out the linkages between the different actors of the Regional Innovation System (RIS) of southern Brazil, seeking to show how innovation and technology transfer is supported by Innovation and Technology Transfer Offices (NIT’s). The research was supported by the project CESAR (Contribución de la Educación Superior de América Latina a las Relaciones con el Entorno Socioeconómico), under the ALFA III Programm, and funded by the EU commission. Cassiolato and Szapiro (2002) emphasize that the ability to generate innovations has been identified as a key factor of success or failure of companies and nations. This capability is achieved through the interdependence between the actors, producers and users of goods, services and technologies, being supported by specialization in socioeconomic environments. It is from the perspective of the importance of the innovation process and its impact on competitiveness, which this research intended to study the RIS, especially the NIT’s. This study the objective was to establish a referential framework, thereunto we investigate the interfaces for innovation and technology transfer between Innovation and Technology Transfer Offices (ITTO's) of Southern Brazil and other actors of this Regional Innovation System. The study was conducted using descriptive qualitative approach, with the methodological method of a multiple case study. The process of proposition of a referential framework was based on the concepts used in the construction of the theoretical background and in the case studies, linking theory with the findings of the field. Finally, field results corroborated the conceptual framework and provided opportunities to refine the frame of reference. It was observed from the actors accessed that, although there are obstacles to be overcome, the integration of Universities and Centers of Innovation and Technology with the actors in the innovation system, and the existence of NIT’s supported by a coherent strategy, may exert an important role in technology transfer.

The aim of this thesis is to analyze the development of legal and institutional framework of the public procurement in the Czech Republic from 1993 to 2011 and on the basis of this analysis to determine their influence on rent seeking in the public procurement. The main problems of the public procurement in the CR are also discussed in this thesis. The process of awarding and execution of the public procurement is very topical. A hundred of billions from public funds are yearly spent through the public procurement in the CR. Currently, the intense debate about the influence and importance of the public procurement act amendment are taking place. The theoretical part covers the general theory of rent seeking. The basic characteristic together with the economical aspects of the public procurement are also explained here. The analytical part is focused on the development of legal framework of the public procurement from 1993 to 2011. The main accent is put on the defining of the space for rent seeking during awarding, execution and follow-up control of the public procurement. The development of institutional framework of the public procurement arrangements in the CR, namely the activities of the Office for the Protection of Competition, the Supreme Audit Office and the Ministry of Regional Development, are defined in this part. Further, the main problems of the public procurement in the CR together with their possible solutions are described here. The thesis uses the method of comparison of the different public procurement acts which were implemented during the years 1993-2011 including the comparison of the institutional framework in order to detect the positive and negative influence on the rent seeking in the public procurement.

Les pratiques de gestion et le contexte régional des organisations européennes de transfert de connaissances (OTC) sont étudiés afin d'enrichir la compréhension de leurs déterminants managériaux. Une approche systémique est adoptée qui aboutit à des études empiriques à de multiples niveaux.La première porte sur l'influence du contexte régional et analyse le rôle des acteurs dans les systèmes d’innovation régionaux. Sur la base d'entretiens dans des OTC régionales françaises et de la théorie des parties prenantes, un modèle théorique sur l’ambidextrie de création de valeur est développé, sept parties prenantes régionales identifiées, ainsi que six rôles organisationnels adoptés.La deuxième étude porte sur les pratiques de gestion interne et examine leur maturité par rapport à d'autres dimensions de la performance des OTC en mobilisant les capacités dynamiques et la théorie de la contingence. Il en résulte l'élaboration et l'utilisation d'un modèle de maturité holistique fondé sur les pratiques managériales des OTC. Les données d'enquête de 17 OTC européennes montrent que la maturité est la plus élevée dans le domaine des pratiques de “traduction et combinaison” et la plus faible pour “la gestion des connaissances”.La troisième étude utilise le groupe de référence et l'analyse de benchmarking pour développer une approche de regroupement de OTC européennes basée sur des indicateurs d‘activité. Un cadre est proposé sur la base duquel des clusters européens transnationaux sont créés. Il en ressort que les variables liées à la culture interne de transfert des connaissances sont principalement à l'origine de la création de groupes, suivies de la variable ”'écosystème externe” et de celle relative au budget.En conclusion, cette recherche contribue à l'émergence de nouveaux thèmes dans la littérature sur le transfert des connaissances entre l'université et l'industrie, en particulier sur l'existence et l'influence des intervenants régionaux, le rôle des capacités et des pratiques dans la performance des OTC et la capacité non seulement de créer des groupes transnationaux pour le benchmarking et le benchlearning, mais aussi la mise en évidence des variables qui déterminent la création de groupes. Cela a des répercussions managériales ainsi que sur les politiques publiques, mais également offre un terrain fertile pour la recherche future en management sur les liens entre les universités et l'industrie
This thesis research is on intermediary organisations for the transfer of knowledge and technology from academia to industry in innovation ecosystems. Managerial practices and regional context of European Knowledge Transfer Organisations (KTOs) are investigated to enrich the understanding of their managerial determinants. A systemic approach is adopted resulting in research on multiple analytical levels. Consequently, the empirical part of this thesis consists of three studies.The first is on the regional context and analyses the influence of actors in the regional innovation system. Based on interviews at French regional KTOs and stakeholder theory, a theoretical model on their value creation ambidexterity is created and seven regional stakeholders identified, as well as six organisational roles which are adopted in response.The second study is on the internal managerial practices and investigates their maturity in relation to other KTO performance dimensions using dynamic capabilities and contingency theory. It results in the development and initial use of a holistic practice-based maturity model for KTO performance management. Initial data from 17 European KTOs shows that maturity is highest in the area of ‘translation & combination’ practices and lowest for ‘knowledge management’.The third study uses reference group and benchmarking theory to develop a clustering approach for the comparison of similar European KTOs based on existing activity metrics. A framework is proposed based on which transnational European peer groups are created with a clustering approach. Variables related to the internal knowledge transfer culture primarily drove cluster creation, followed by the external ecosystem and KTO budget.In conclusion, the research findings shed light on emerging topics in the university-industry knowledge transfer literature, particularly on the existence and influence of regional stakeholders, the role of capabilities and practices in performance management and the ability to not only create transnational groups for benchmarking and bench-learning but also visibility on the variables that drive cluster creation. This has managerial and policy implications as well as provides fertile ground for future research on management at the intersection of academia and industry

Vehicle is essential to the daily life of the people. How to make vehicle more comfortable, humanization, and energy efficient is always the dream of the vehicle engineers. This study utilized the technique of air flow management to control the air flow structures so that the inside of the cabin would form regional air-conditioning. The purpose of this study was to discuss the each passenger could control the temperature according to their individual needs, thus the air conditioning system could reducing unnecessary energy consumption. Through the numerical analysis of Computational Fluid Dynamics (CFD), these complicated physical fluctuating phenomenon mentioned above can be simulated and analyzed systematically. This study will emphasize on the refitted Ford E350 cabin model to carry the simulating analysis of airflow out, assessing the influence of the disposing variation of the internal airflow after refit on the comfort of passengers. The research approach is to use CFD software- FLUENT to figure out the temperature, pressure, and velocity of the internal airflow inside the cabin of the car, considering the practical condition of the solar radiant heat, the physiological heat of personnel, and heat source of the precise electron equipment. From the simulation results we could know that, after changing the allocation of the cabin’s inlets and outlets, the inside of the cabin could effectively form independent air flows.

Abstract The motion picture is a property that contains both cultural and economical effect, and it stands in a leading position of the cultural creativity industry. With the cultural effect and the high economical value, the prosperous development of the motion picture will influence the related multi-media entertainment industries such as TV, music, games, and animation films; and will take them to the international market. The highly developed motion picture industry and properly operating system have made Hollywood the head of the industry with large scale release and great benefit. However, the enormous cost and unpredictable risk can be a great barrier and make it more difficult when releasing a motion picture. The eternal development relies on sufficient benefit. As a product, the motion picture has to take its market into consideration when thinking about long last operation. The research is based on the internal and international commercial motion picture operating theories. It is to analyze the operating systems of the global markets with different scales and to show the characters of each development. By taking the living examples, it is practicable to analyze the operating processes and the strategies taken in the motion pictures from markets of different scales. It is difficult to compare 2 motion pictures when the markets and budgets are so different, thus, the research examines the characters of motion pictures of the local, regional, and global markets based on the common making processes and the operating content of all links, and reconsiders the specialty of the Taiwan motion picture development.

Air cargo transportation plays an important role in the growth of world economic. Although encountering many difficulties in economic crisis, many experts predict that Vietnam is one of air cargo industries that have the highest growth rate in the world. In the recently years, contribution of Vietnam Airlines cargo department is higher estimate in the development of Vietnam Airlines in middle region. In the study, SERVQUAL model (Parasuraman, Zeithaml, and Berry, 1985) is applied to evaluate the level of customer satisfaction toward air cargo transportation in Vietnam Airlines-Middle regional office. The data of this research was collected from survey method that uses non-probability convenience sampling technique. The survey was conducted 220 officers of forwarders and personal customers operating in Da Nang for two months. The purpose of this study is determining service quality components that have effect on customer satisfaction and evaluating customer satisfaction toward service quality of air transportation in Vietnam Airlines-Middle regional office. Cronbach’s alpha, Exploratory Factor Analysis EFA, Regression and correlation, Oneway-ANOVA analysis was applied for this purpose. The findings have not only academic implications for filling the gap in the literature review about service quality attributes in air cargo transportation but also managerial implications for strategic plan which service quality components Vietnam Airlines cargo should focus on to improve service quality of air cargo transportation.

This dissertation investigates the links between economic and spatial trends, with particular emphasis on office decentralisation in Durban. It focuses on globalisation and its effect on economic processes, how these have impacted on the spatial structure of cities, and whether the current changes in the economy and nature of work as opposed to environmental factors such as crime and grime, are causes of decentralising activity. This study looks at three case studies internationally, that of Glasgow, Rotterdam and Johannesburg, which give perspective on, not only the problems associated with the decline in manufacturing, but also how these cities have realigned themselves spatially into the new global economy. In the case of Johannesburg, the difficulties inherited from the apartheid era and the nature of urbanisation in the post-apartheid era are investigated, which have resulted in a fundamental restructuring of the Central Business District. Finally, the case of Durban, with particular emphasis on the area of La Lucia ridge to the north of the city is the focus area for research into office decentralisation, and the links between environmental and economic factors. The current restructuring of the CBD and its problems are highlighted, and the reasons for decentralising activity are explored in the light of the changing nature of work and the economy.

This paper aims to explore Tait-ung Taiwan Railway History among 1950-1960s. Tait-ung line had a different style and the West, but Taiwan''s railway history, now is not truly focus on the circumstances. Gradually lost its unique history among the tide of history, so what a pity. Tai-tung line is established from 1909, finished by two stages. The first stage is from Hualian to Yu-li at 1909, and operates at 1907; the second stage that is form Yu-li to Tait-ung starting after the finish of first stage, which the operational time is at 1926; therefore, the time what we call the completeness of the whole Tai-tung line(Hualian to Taitung). The early time of Tai-tung line’s rail distance is 762mm, which is shorter than today’s rail distance, 1067mm. before the construction of North-link line and South-link line Tai-tung line belongs to a closed rail system; however, that’s the reason of difference between the East and West railway. Except the narrow guage railway and the smaller carriage, the equipment of East station compares largely with the West, because their unique environment, making more various scenes with the West. The first issue focuses on the refit of equipment from the original gasoline railcar with diesel engine, changing into the diesel railcar; another part makes foci on the new diesel railcar. Above these two points, both parts affect Tai-tung line transportation business. Following discussion, this is about the installation of Tai-tung line’s signal machine of Semaphore by manual control, which has used until 21 century, but this is a memory for the modern people. The discussion of signal machine concentrates on not only the traffic safety of Tai-tung line, but also those all good days. Before understanding the interaction with Huadong highway, it should realize the later half 1950 of charging the repairing construction by T.R.A .The Huadong highway has used five sections for sharing with Tai-tung line bridge; these five bridges could be the railway or highway, which could be called “Railway-road dual purpose bridge”. It is the result of poverty time, but it also becomes a special landscape. Next Part is talking about the time after the operational Huadong highway. Special history of business of the later time in T.R.A, this short time of business was managed by T.R.A that is responsible in maintenance and local transportation. Finally, the text makes importance on the impact of Huadong area by Tai-tung line, such as the cargo transportation, the tourism, the commuter and students travel, or it talks about the main character of Tai-tung line in local religious festival.

The Batho Pele principles provide a framework about how public services should be provided for improving the efficiency and effectiveness of the Public Service. Adherence to these principles will guarantee the provision of excellent services that meet the people’s needs and expectations, enhance customer satisfaction, while upholding the government’s promise that access to decent public services is no longer a privilege to be enjoyed by a few, but the rightful expectation of all citizens. From the literature review, it was evident that improved public service delivery depends on several aspects ranging from Human Resource Development (HRD) to performance measurement and accountability. The need for improving efficiency and effectiveness of the Public Service is emphasised throughout the various pieces of legislation. Interviews and questionnaires were used to gather data and to get an understanding of data from the point of view of the participants. Analysis of collected data revealed that there is above average compliance to the principles evidenced by the modernised queuing system at the office of study. Batho Pele principles should be incorporated in the performance contracts of all employees in the department so that periodic performance against them is assessed and ultimately all employees will become Batho Pele champions. The findings of this study is not only beneficial to the case study institution, but to all public sector institutions.

Organizational structure is the description of organizational type and relationship between department within an organization, which will affect organization's efficiency and operations. Therefore, scholars of doing research on organizations have done many works in this field. In this rapidly changed environment, if the original organizational structure cannot cope with it, the structure should be adjusted. However, most researches only focus on the aspects which should be considered as processing organizational structure adjustment. They didn't emphasize methods and procedures of the adjustment. This research adopt to the procedures and methods developed by Su, Tong, Chang and Yang, et al., which based upon the relationship of departments within an organization, and used zero-one integer programming model to deal with the problems of adjusting organizational structure. This research, uses Taiwan Power Company in Taichung Regional Office of the Electrical System Department as an example to practice the methods mentioned above. The department is divided into transmission, substation and administration three sections. At first, we decide which units, should be adjusted. Then we transfer the proper structural relationship within the units, which is under the consideration into expected contribution values. Finally, we developed a zero-one integer programming model to solve the structure adjustment problem. In our model, the objective function is to maximize the expected contribution values, and the constraints are restricted by the units whose structure relationships are impossible to exist. The results of the organizational structure adjustment solved by this model then can be a reference for Taiwan Power Company in Taichung Regional Office of the Electrical System Department and other regional offices.

This study investigated the challenges faced by implementers of VCT campaigns for higher education distance learning students. Qualitative and explorative approaches, using a case study, were employed as the research methodology. It has been concluded that the administrative planning procedures of VCT campaigns were not properly followed, which resulted in the following difficulties: defining the roles and responsibilities of stakeholders, using limited resources, and the inability to reach all the students, in order to get them to actively participate in the campaigns. Lack of coordination of HIV and AIDS activities and the absence of monitoring and evaluation also impacted negatively on the success of VCT campaigns. This study recommends that VCT campaigns have a proper task team constituting of experts in VCT campaign operations, in order to strategically plan and coordinate all the campaigns' activities. The implementers should also monitor and evaluate these activities on a regular basis.

Balanced scoreboard is a strategic management system. It enables an organization to combine strategy with performance, to further realize its vision and missions.The objective of this research is to find out how general affairs office of the study hospital can reach the target of improving operational performance through the establishment of balanced scorecard, and then makes suggestions to the study hospital and also as a reference for other hospitals. Case study is adopted in this research to study and analyze the procedure of the general affairs office of the study hospital while implementing balanced scorecard, and also comparison of performance before and after implementing the strategy is made. The data was collected from June 2003 until Dec. 2004. Research results are: strategic topic I, to improve customer satisfaction, about customer market aspect: 1.1 people who use healthy environment and space constitution have increased from 1000 to 4500 per month; 1.2 bids received via Internet each month has risen from 0% to 100%. About internal flow path aspect: 1.3 hospitalization income each month has risen from 35 million dollars to 45 million dollars after renovation of wards, dissatisfaction of customers has dropped from 24﹪to 17﹪; 1.4 dissatisfaction of customers has dropped from 21﹪to 7.5﹪after outer wall was renovated and air conditioners was changed; 1.5 net annual profit of the parking lot has also increased from -840 thousands dollars to 3600 thousands dollars after the parking lot is outsourced; 1.6 net annual profit of medical cooperation has increased from 1 million dollars to 4 million dollars . About organization learning aspect: 1.7 the number of certified professional purchase staff has increased from 3 persons to 7 persons; 1.8 training hours for every staff each year have increased from 12 hours to 28 hours. Strategic topic II: to reduce operational cost, about internal flow path aspect, 2.1 the power rate for air conditioners has dropped from 5.74 million dollars to 5.50 million dollars per year.

The mixed method design examined the impact of a 6-week pedometer based 10,000 moderate-vigorous steps a day employee workplace wellness challenge on aerobic fitness, chronic disease markers, and self-reported physical activity. The study used prompts to both educate and facilitate the intervention. Pre and post-test data analyzed self-report physical activity and sedentary time, sub max aerobic walking levels, and anthropometric measures. Participants logged their step count across the intervention and were challenged to increase their steps throughout. Participants were on average unable to achieve the goal step count and thus no statistically significance was found between pre-post tests. Qualitatively, three themes emerged from discussions with participants about their experiences: awareness of physical activity (PA) levels, demands of both work and family, and the frequency and content of the information given as prompts. The combination of prompts and the pedometer created an awareness of PA levels among participants but failed to fully motivate them to hit their target step count.

From the beginning of times people have encountered emergency situations which endanger their lives, health, properties and also the environment. Communities often try to prevent the impact of these situations or at the very least minimize the consequences. Depending on the particular society{\crq}s economic development, various precautionary measures have been implemented. My dissertation work addresses the current laws relating to crisis management in the Czech Republic. Fundamental principles are also explained. Main goals of my work were as following: 1. To compare South Bohemian towns and their respective legislation 2. To administer a questionnaire among a sample population 1. My selection consisted of five towns in the South Bohemian region. These were: Pisek, Jindrichuv Hradec, Sobeslav, Trebon and Cesky Krumlov. Prior to me visiting these towns, I made arrangements with its local representatives, specifically with those responsible for crisis management. I was able to inquire about their processes and conduct interviews. I have concentrated on the following areas: Process of informing population and emergency management Education of citizens, publication and distribution of educational materials School lectures/meetings Crisis management form Structure of emergency management authorities 2. My research focused on the population readiness and responsibilities during crisis and the means by which population is informed of a crisis. Questionnaire was distributed to the employees of local government offices of all five towns, and also to a random sample of citizen in two out of the five towns. I collected 132 questionnaires. My dissertation includes 8 tables and 2 graphs prepared based on the gathered data. Conclusion: Local governments and their employees dedicate significant amount of time and attention to crisis management. They follow the norms and regulations. Existing differences may be discussed and in the future it could facilitate integration of the system and improve the cooperation. Population is well informed of basic safety-principles.

Enterprise Resource Planning (ERP) systems are part of information systems on which organisations depend when conducting business. An ERP system offers useful functionality in the smooth running of any organisation. This dissertation investigates the impact of ERP implementation at SASSA North West Regional Office. It highlights problems of the current ERP system by delineating the weaknesses and pitfalls. The relevant literature has been visited and has served as a primary data that adds value to the dissertation. Collation of the relevant data is followed by a discussion of the employee perception of the impact of ERP implementation. The relative lack of research of impact on ERP implementation is the primary impetus of this study. The sample was drawn from SASSA North West Regional Office employees who were cooperative in the execution of the study. As a result of this. the research on the subject has moved beyond the limited confines of ERP implementation to focus more on the impact of the ERP system. ERP system is focused on standardisation and synchronisation of information as a result of improved organizational efficiency, but unfortunately problems with the ERP system can create challenges and dissatisfaction among the end users, resulting in failure to deliver the anticipated benefits. The findings of this study reveal ed that there is de ficiency in the ERP system; employees are worried about data loss when they use the system, find system errors, experience difficulty in expotiing data, and are not satisfied with the quality of output from ERP system. SASSA management should explore opportunity to ensure that the employees are trained to be familiar with the ERP system, improve system reliability, reduce possible system errors, and look at the conclusion and recommendations made in this dissertation.

In response to technological development and public needs, opening up applications for various household registration services outside of the city of household registration has become the trend of the times. How to provide effective service and to boost service efficacy with limited funds and unchanged number of personnel has become the key. The study hopes to find the critical factors affecting service effectiveness in conducting cross-regional, cross-district household registration services so as to incorporate these factors into household registration service planning and implementation to produce the best possible combined effect for household registration services. Issues explored in the study were as follows: 1.Examining critical factors that affect cross-regional, cross-district household registration services. 2.Investigating the relative importance among critical factors affecting cross-regional, cross-district household registration services to enable household registration authorities to pour existing resources and personnel into relatively important factors. 3.Probing into the cause and effect relationships among influential factors to understand the degrees of correlation among these factors to serve as reference in examining and formulating related response strategies. In the study, copies of an expert questionnaire were distributed to 120 household registration-related personnel at Zhonghe Household Registration Office and Yonghe Household Registration Office in New Taipei City, who were practically more experienced and professional, and New Taipei City was taken as the focus of discussion. Using the document analysis, the distribution of an expert questionnaire, and the DEMATEL method, the study summed up 4 dimensions – “manpower allocation”, “practical operation”, “resource allocation”, and “responsibility attribution” – and 10 critical factors. Through the document analysis, the factors affecting the effectiveness of cross-regional, cross-district services were identified. Designing the DEMATEL questionnaire based on these factors and utilizing the DEMATEL method, the cause and effect relationships, the degrees of correlation, and the degrees of influence among the 10 critical factors were analyzed. Finally, after the data were compiled and analyzed, conclusions and suggestions were made according to the outcomes, integrating social welfare resources for different government departments to allow for more effective use of resources.

National Military has proceeded on the “Elite Transformation Project”to push forward organization change, aiming to achieve total transformation within the military organization. However, as the mandatory military service term has been shortened in the past years, the cost of training has increased, which further limits the development of National Military human resource and causes an issue on unit utilization of the resource. This article attempts to assume that a solution for currently insufficient military manpower could be achieved by transferring mandatory military service draftees to civil service volunteers, in order to develop human resource training and talent retention programs. The article also discusses mainly on the correlation among organization promises, work stress and work satisfaction of the mandatory military service recruits, and the influence and the discrepancy of the recruits’ willingness to transfer to become civil service volunteers. The study, firstly, referenced related documents proposed by domestic and foreign scholars, and then conducted interviews on transferred volunteer subjects to sum up the categories of questionnaires for the factors mentioned previously. Also, after interviews with senior management, the assessment attributes of the questionnaires were confirmed and to be proceeded for survey and data analysis in order to provide the suggestions to the military organization on how to stimulate the recruits’ willingness to transfer and improve incentives to do so. This article adopted the data from the questionnaire sampling survey on the mandatory recruits of the Northern Regional Patrol Office. The conclusions from survey study state the following: 1. Work stress and the recruits’ willingness are inversely correlated. Also, work satisfaction and organization promises are directly correlated to the recruits’ willingness to transfer. For the most part, organization promises has the most impact on the recruits’ willingness to transfer. 2. The recruits with high willingness to transfer have high awareness to the organization’s promises. 3. The recruits with low willingness to transfer have high work stress caused by work instability and personal psychological factor. 4. The recruits with low willingness to transfer have lowest awareness to discrepancy of work satisfaction. 5. The recruits with low work stress have the highest awareness of work satisfaction. 6. From the viewpoint of demographic statistics: difference in age of the recruits shows remarkable discrepancy in work stress factor; the education level of the recruits shows remarkable discrepancy in organization promises; the information source of the recruits’ transfer affects the statistics in the work satisfaction factor; the recruits’ family economic condition has remarkable impact on the discrepancy of work stress, work satisfaction and organization promises factors.

In recent years, because of rapid changes in the environment, the plural social values, rapid economic development, social resources increase, and the rapid transformation of social structure, people on social welfare needs are more and more significant. But in the context of rising welfare needs and revenue crunch, the community has been very difficult to meet the needs of the various welfare by offering limited social welfare services ,so there are many areas that need nonprofit organizations'' help. In this case, the non-profit organizations will represent an important position, and the concept of welfare pluralism, the current national social welfare charitable fund have up to 645. Contending that the state, whether each non-profit organization has a good all works and how non-profit organizations to highlight their own qualities, and how the advantages of marketing itself has become a topic worth exploring. In this study, trying to use non-profit organization as the center, and view the non-profit organization''s own identity system whether have to achieve the desired effect. This cross-sectional study of quantitative research, using a structured questionnaire to collect data, the questionnaire a total of 89 questions, which contains "basic knowledge," "plan recognition," and " cognitive status " three parts on Corporate Identification System (CIS) , and explore the Garden of Hope Foundation, Southern Regional Office of its performance and member satisfaction. The questionnaire, respectively, after expert verification, pilot study and reliability estimation, to ensure questionnaire reliability and validity. After collecting completed questionnaires, Statistical analysis software, SPSS18.0, was utilized for data analysis. Descriptive statistics, correlation analysis and analysis of variance, were used to identify key factors. The study is based the Garden of Hope Foundation, Southern Regional Office for the population, and has collected 70 valid samples. The basic information about respondents, including “organizational role”, “service location” and “years of service”, three kinds of variables. By statistical analysis found that three variables are not affected its basic knowledge in Corporate Identification System (CIS). The "plan recognition" in Corporate Identification System (CIS) found that agency members emphasize that make the public a better understand of institution position and characteristics, but does not expect to have an impact for the internal management. Finally, the cognitive status in Corporate Identification System (CIS) can found that the cognition about "organizational role" between staff and volunteers are very different. On the "service location", the score of Kaohsiung service center is relatively low. Therefore, this study suggests that in addition to raise the concept of non-profit organizations on Corporate Identification System (CIS), also expect to research the importance for volunteers on Corporate Identification System (CIS) .

A capacidade de comunicar é inerente ao ser humano desde os seus tempos mais primitivos, assumindo na era moderna uma importância indiscutível. A comunicação organizacional, campo onde se foca este relatório, é indispensável para a comunicação com os públicos internos e externos, nomeadamente através da relação com os média, e as ferramentas de comunicação permitem a uma organização aumentar a sua visibilidade e transmitir uma imagem o mais favorável possível aos seus públicos-alvo. No caso concreto da comunicação autárquica, a comunicação e a política estão altamente relacionadas, na medida em que o vasto leque de funções que aí se desempenham exige uma comunicação especializada e direta com os eleitores. O que torna tão interessante e pertinente o estudo deste tipo de comunicação passa por perceber o funcionamento de um gabinete de comunicação dentro de uma autarquia, perceber o tipo de profissionais que o integram e as funções que estes desempenham, perceber como estes se relacionam com os outros meios de comunicação social do concelho e como interagem e coordenam os outros departamentos da autarquia, tendo como ponto de partida e referência a experiência de um estágio curricular na Câmara Municipal de Felgueiras. Faz também parte das questões-chave deste relatório perceber se há algum tipo de condicionalismo político sobre o gabinete de comunicação e as ações por este desenvolvidas e de que forma este gabinete influencia a agenda noticiosa dos jornalistas regionais.
The ability to communicate is inherent to the human being from its earliest times, assuming in the modern era an undeniable importance. The organizational communication, field which this report focuses on, is essential to communicate with internal and external audiences, namely through the media, and the communication tools enable an organization to increase its visibility and convey a more favorable image to their target audiences. In the case of municipal communication, communication and politics are highly related, the wide range of functions performed there requires a specialized and direct communication with voters. What makes the study of this type of communication so interesting and relevant is about understanding the functioning of a communication office within a municipality, realizing the kind of professionals that integrate the office and the functions they play, see how they relate to the other media of the county and how these interact and coordinate with other departments, taking as a starting point and reference the experience of a curricular internship at the City Hall of Felgueiras. It is also part of the key issues in this report to understand if there is some kind of political constraint on the communication office and the actions developed there and how this office influences the news agenda of regional journalists.

Dissertation abstract This dissertation deals with the lowest segment of administration in Bohemia - regional offices - with respect to their personnel staffing in 1537-1848. The chronological limits of the work were determined by surviving archival sources of the central institutions and printed calenders and "schematizations" which enabled, with exceptions of a part of problematic years of the Thirty Years'War, to compile the line of the regional governors in this period. The first two chapters briefly discuss the development of the regions and regional governors'duties, and in this way delimit the frames of their activities in the society. The next two chapters form the basis of the study. They are focused on the participation of nobility in the administration of the regions in chronological order. Firstly, the share of the high nobility and particulary aristocracy within in holding the office is observed, dividing the period into three parts, first the period before the White Mountain Bettle, the second within the years 1631-1713 and last is limited by the years of the regions'reforms in 1714 and 1751.
