The debate continues about whether the South African Reserve Bank should be nationalised or not. This contribution looks at the evolution of central banks, as well as at the origin and historical background of the central banks in three countries, namely the South African Reserve Bank, the Reserve Bank of Australia and De Nederlandsche Bank. The shares in the South African Reserve Bank belong to private shareholders; the Reserve Bank of Australia has been the property of the government of Australia since its inception; and De Nederlandsche Bank was nationalised in 1948. The potential nationalisation of the South African Reserve Bank will come with a hefty price tag, as the shareholders will have to be compensated for the value of their shares. Section 224 of the Constitution of the Republic of South Africa, 1996 determines that the South African Reserve Bank should “protect the value of the currency in the interest of balanced and sustainable economic growth”. The constitutional power of the Bank to be responsible for monetary policy will not change if it is nationalised. This contribution recommends that the South African Reserve Bank not be nationalised due to the big cost thereof to South Africa and because not much will be achieved by such a step.

Petra Hielkema is the Chairperson of EIOPA and is leading the Authority since September 2021. She is also member of the ESRB Steering Committee and member of the IAIS Executive Committee. Besides that she is the Champion of the IAIS Fintech Forum. In 2022 Petra Hielkema is also chairing the Joint Committee of the three ESA’s (EIOPA, EBA and ESMA). Prior to this role she was Division Director Insurance Supervision at De Nederlandsche Bank (DNB, the Dutch Central Bank) and Alternate Member of the EIOPA Board of Supervisors. She was also the Chair of the EIOPA Policy Committee. Petra Hielkema has a European Masters in Law & Economics and a Masters in Russian Studies. She is married and proud mother of three children.

Om het vertrouwen in de financiële sector te herstellen is een cultuuromslag nodig. Een verbreding van de compliance-functie is hiervoor noodzakelijk. Dit komt terug in Europese regelgeving en het toezicht van De Nederlandsche Bank (DNB). DNB houdt toezicht op formele integriteit (naleven van wet- en regelgeving) én informele integriteit (handelen in de geest van de wet). De compliancefunctie moet mensen op beide aspecten aanspreken en de top van een onderneming voortdurend uitdagen. Om te transformeren in de Afdeling Kansrijk Gedrag moet de compliance-functie inzetten op vaardigheden en diversiteit, een integrale benadering van het risicomanagement, een verruiming van het blikveld.

This study explored one aspect of household financial resilience by analyzing factors related to financial asset liquidity. Given that assets are classified on the balance sheet according to when their economic benefits are expected in time, we extend the asset allocation literature by modeling the allocation of financial assets to cash as a function of intertemporal motivations (i.e., future orientation). A sample of respondents was extracted from De Nederlandsche Bank Household Survey. Fractional logistic regression was used to model the proportion of financial assets held in cash. Consistent with theoretical predictions, future orientation was negatively associated with the proportion of financial assets held in cash. Implications for practice are discussed.

The purpose of this study was to explore the potential influence of childhood financial socialization on financial well-being in adulthood. Using a sample (N = 2,213) from De Nederlandsche Bank Household Survey (DHS) we modeled the likelihood of household debt/asset ratio less than or equal to 40%, and the likelihood of a household reporting a current ratio (liquid asset /short-term debt ratio) greater than or equal to 100%. Consistent with predictions of social learning theory, being encouraged to save during childhood had a positive association with meeting the financial planning industry benchmarks for these financial ratios in adulthood. The key implication is that the path to financial well-being does not begin with financial knowledge attained in adulthood, but instead begins with experiential learning and socialization during childhood.

Compliance en innovatie. Twee thema’s waarvan de natuurlijke samenhang misschien niet onmiddellijk voor de hand ligt. Op het eerste oog lijken het immers twee werelden, een reactieve en een proactieve. Compliance wordt in de (van De Nederlandsche Bank afkomstige) Regeling Organisatie en Beheersing gedefinieerd als ‘de naleving van wet- en regelgeving, alsmede het werken volgens de normen en regels die een instelling zelf heeft opgesteld’. Daarmee is de verleiding groot om compliance te zien als reactief. Er gebeurt iets, er wordt regelgeving ontwikkeld, bedrijven implementeren die regelgeving in de vorm van interne normen, regels en processen, en compliance ziet op de naleving daarvan. Plaats daar tegenover het begrip ‘innovatie’, door het Amerikaanse US Commerce Department gedefinieerd als ‘design, invention, development, and/ or implementation of new or altered products, services, processes, systems, organizational structures, or business models for the purpose of creating new value for customers and financial returns for the firm.’ Een begrip dat juist het proactieve benadrukt. Sterker nog, men zou zelfs kunnen beargumenteren dat innovatie wordt tegengehouden door regelgeving en compliance. De autonome Google-car, een groot aantal biogenetische ontwikkelingen zijn twee voorbeelden van innovaties die technisch gezien nagenoeg implementatie- rijp zijn, maar waar wet- en regelgeving waarschijnlijk een zeer serieuze vertraging in de marktintroductie gaan opleveren.

Zowel vanuit IFRS als vanuit het prudentiële bankentoezicht dienen banken informatie te verstrekken over de diverse soorten risico’s die zij lopen. Op basis van een analyse van negen kwaliteitsaspecten van bancaire communicatie voor 67 jaarrekeningen en bestuursverslagen (jaarstukken) van Europese banken is onderzocht in hoeverre banken informatie omtrent deze negen kwaliteitsaspecten verstrekken. In de onderzochte populatie wordt per geselecteerd element door bijna de helft van de banken een toelichting gegeven. Daarbij komen we tot de conclusie dat banken onder toezicht van de Europese Centrale Bank (ECB) over het algemeen meer informatie publiceren ten aanzien van de geselecteerde risicogebieden. Deze conclusie geldt ook voor de subpopulatie van Nederlandse banken die we hebben onderzocht. Hoewel de kwaliteit van toelichtingen van de Nederlandse banken gelijk loopt met het gemiddelde beeld in de totale populatie, is het wel opvallend dat Nederlandse banken risico-informatie vaker dan gemiddeld in de gecontroleerde sectie van de jaarstukken opnemen.

Abstract Dit artikel bespreekt het diagnosticeren en behandelen van gedragsproblemen in de universitaire kliniek voor kinderpsychiatrie die tussen 1952 en 1962 werd geleid door de eerste Nederlandse hoogleraar in het vakgebied, Theo Hart de Ruyter. Zoals veel generatiegenoten was hij, behalve psychiater, ook psychoanalyticus. Algemeen wordt aangenomen dat de kinderpsychiatrie toen primair werd beïnvloed door de psychoanalyse met haar focus gericht op een verklaring van gedragsproblemen vanuit de opvoeding. Deze aanname is echter niet getoetst aan de klinische praktijk. Waren verklaringen die naar de kinderlijke natuur verwijzen – zoals de neurologische constitutie of erfelijke aanleg – toen uit de spreekkamer verdwenen en was behandeling met medicatie taboe, zoals is gesuggereerd? Hart de Ruyters theoretische werk wordt vergeleken met dat van vakgenoten uit dezelfde tijd. Op basis van patiëntendossiers wordt het bovendien vergeleken met de manier waarop hij kinderen diagnosticeerde en behandelde. Zowel theorie en praktijk als etiologie en behandeling bleken nature en nurture te vermengen. Het gebruik van een elektro-encefalogram en medicatie doet evenwel geen afbreuk aan de overwegende oriëntatie van de kliniek op de nieuwste versies van de psychoanalyse. Het onderstreept, net als het gebruik van ogenschijnlijk onverenigbare theorieën, het semi-geïmproviseerde karakter van de vroege academische kinderpsychiatrie.

Dit artikel gaat in op de aard en mate van concurrentie op de Nederlandse bankenmarkt en de efficiëntie van Nederlandse banken. Vervolgens worden de uitkomsten voor Nederland vergeleken met bancaire concurrentie en efficiëntie in andere landen, in het bijzonder die in Europa. Op vrijwel alle bankenmarkten van industriële landen is sprake van relatief sterke concurrentie, maar in de meeste gevallen wordt geen volledige mededinging gevonden. Overigens blijkt de mate van concurrentie minder sterk op lokale, op retail georiënteerde markten en veel sterker op internationale, op ‘wholesale’ gerichte markten. De bancaire deelmarkten in Nederland zijn niet minder concurrerend dan gemiddeld genomen elders het geval is. De uitkomsten lijken te duiden op een mate van concurrentie die bankklanten voldoende zekerheid geeft op redelijke prijzen en dienstverlening, terwijl banken in staat zijn voldoende winst te genereren om hun financiële gezondheid te kunnen handhaven, zodat geen direct gevaar voor financiële stabiliteit dreigt. Schattingen van kostenefficiënties van Nederlandse banken suggereren dat op kosten gemiddeld nog circa 5% kan worden bespaard. Berekening van winstefficiënties laat zien dat daar nog forse vooruitgang mogelijk is, die deels door relatief kleine kostenreducties kan worden gerealiseerd. Grote Nederlandse banken steken gemiddeld genomen in termen van efficiëntie goed af bij hun grote concurrenten uit andere landen. De efficiëntie van banken in Nederland en elders is in het afgelopen decennium significant verbeterd. Daarbij dient te worden aangetekend dat het voor een bank moeilijk is om een hoge efficiëntie ook over de grens te realiseren. Het is aannemelijk dat deregulering en financiële en monetaire integratie in de Europese Unie verder aan concurrentieverbetering en efficiëntiewinst hebben bijgedragen. Dit artikel richt zich met name op bankiers alsmede op beleidsmakers, toezichthouders en wetenschappers die zich bezighouden met de financiële sector.

Abstract
This article aims to describe and analyze - as comprehensively and objectively as possible - how the history of the Protestant Church in West Timor, especially during the Nederlandsch Zendeling Genootschap (1820-1860), took place. The results obtained clearly show that the Protestant Church continues to experience growth despite various challenges. One notable thing is that the growth of the Protestant Church in West Timor during the NZG period was not only due to the works of European missionaries but also because of the work of local people, both men, women, adults, and children.

Abstract
Artikel ini bertujuan untuk mendeskripsikan dan menganalisis – sekomprehensif dan seobjektif mungkin – bagaimana Sejarah Gereja Protestan di Timor Barat, khususnya pada masa Nederlandsch Zendeling Genootschap (1820-1860) berlangsung. Hasil yang didapat sangat jelas menunjukkan bahwa Gereja Protestan di Timor Barat pada masa NZG terus mengalami pertumbuhan, terlepas dari berbagai tantangan yang dihadapi. Satu hal yang penting dicatat adalah bahwa pertumbuhan Gereja Protestan di Timor Barat pada masa NZG tidak hanya disebabkan usaha para misionaris Eropa, melainkan juga karena pekerjaan orangorang lokal, baik laki-laki, perempuan, orang dewasa, maupun anak-anak.

Abstract Two early construction-grammatical studies in Dutch Linguistics. Looking back on Schermer-Vermeer (2001) and Verhagen (2003a)This article looks back on the articles by Schermer-Vermeer (2001) and Verhagen (2003a), on the double object construction and a Dutch equivalent of the English ‘way’-construction, respectively, which can be considered the first two articles to have appeared in Nederlandse Taalkunde that address problems of Dutch grammar from an explicitly constructionist perspective. I illustrate how, on the basis of data from a large web corpus such as NLCOW14, the formal and semantic analyses offered in the two articles can be refined in a number of ways, but I also show that they include hypotheses and ideas that are still most relevant and relate to topical discussions in construction grammar.

Het onderwerp belastingen over de winst van ondernemingen trekt veel belangstelling vanuit de maatschappij. Daarbij is met name de toelaatbaarheid van belastingconstructies onderwerp van discussie. Deze bijdrage onderzoekt de effectieve belastingdruk van de grootste Nederlandse beursondernemingen en de onzekerheden die zich in dit verband voordoen. Vastgesteld wordt dat over 2014 vooral het gebruik van belastingfaciliteiten en de voorwaartse verliescompensatie hebben geleid tot een lagere effectieve belastingdruk. Over onzekere Iscale posities wordt beperkt informatie gegeven, wellicht omdat ondernemingen bang zijn hun positie jegens de Iscus te schaden. Een oordeel over de effectieve belastingdruk is slechts mogelijk na een goede beoordeling van de verwerking van alle Iscale onzekerheden.

A Frisian linguist looks back on Dutch Linguistics and on himselfIn this contribution I focus on a paper written by Maarten Lemmens on progressive constructions, which appeared in Dutch Linguistics (2015). This paper illustrates the usefulness of frequency in linguistic research convincingly. Additionally I discuss the tension within generative grammar between vision on the one hand and a methodologically adequate treatment of data on the other hand. Finally, I look back on my own activities as a linguist, presenting some personal thoughts about the question what the usefulness is of mediocrity.

This article describes and analyses the views of 20th Dutch Protestant scholars of religious studies, systematic theology and missiology on ‘the absoluteness of Christianity/the revelation of God in Jesus Christ’, and their response to Western relativism rooted in the Enlightenment. Previous adherence to the Augustinian concept of Christianity as ‘the true religion,’ was exchanged for new ideas and positions that took them back to the essentials behind the concept of ‘the absoluteness of Christianity;’ to rethinking ‘absoluteness;’ ‘the non-absoluteness of Christianity;’ and alternative terms such as ‘finality,’ ‘originality,’ and ‘normativity.’ The concept of ‘the absoluteness of Christianity’ may have disappeared but elements thereof survive in new forms.

Sistem hukum pidana saat ini masih tunduk dan menerapkan produk hukum peninggalan kolonial berupa Kitab Undang- Undang Hukum Pidana (KUHP)/WvS (Wetboek van Strafrecht voor Nederlandsch Indie) peninggalan jaman penjajahan Belanda dan mulai diterapkan sejak 1 Januari 1918 dengan latar belakang filosofi individualisme dan liberalisme. Undang-Undang Nomor 1 Tahun 2023 tentang KUHP (KUHP 2023) merepresentasikan pergeseran paradigma dari sistem hukum pidana sebelumnya, menuju pendekatan yang lebih menekankan pada keadilan substantif dan integrasi nilai-nilai Pancasila. Pendekatan ini berfokus pada aspek perdamaian dan musyawarah, yang merupakan bagian penting dari kebudayaan Indonesia, serta berorientasi pada individu, baik pelaku maupun korban, sejalan dengan aliran modern dalam hukum pidana yang menitikberatkan pada determinisme. Penelitian ini menyoroti integrasi budaya hukum Indonesia dalam KUHP 2023, menunjukkan bagaimana hukum adat dan keadilan korektif diakomodasi dalam hukum pidana nasional. Implementasi ide keseimbangan monodualistik dalam KUHP 2023 mengakomodasi kepentingan semua pihak secara seimbang, memberikan keadilan yang lebih berakar pada nilai-nilai lokal, dan mendorong partisipasi masyarakat dalam penegakan hukum.

A lawyer from Germany addressing the 50th birthday celebration of the Nederlandse Orde van Advocaten - that would have been inconceivable back in 1952 when the Dutch Bar was founded. This inconceivable idea has become reality thanks to the rule of law. After all, the rule of law has been the fundament on which the treaties establishing the European Union of today have been based. Incidentally, the first such treaty, the European Coal and Steel Community Treaty dates of the same year 1952. We all, and in particular we foreign lawyers, should pay tribute to Hugo de Groot (Hugo Grotius), this magnificent Dutch lawyer, who centuries ago has laid the theoretical bases therefor.

Penulisan artikel ini bertujuan untuk mengetahui sejarah penyebaran suku Jawa di wilayah Suriname. Metode yang digunakan pada penelitian ini yaitu metode kualitatif deskriptif, Teknik pengumpulan data yang digunakan dalam penyusunan artikel ini adalah teknik studi literatur, dimana penulis mengambil materi dari berbagai sumber tertulis baik berupa jurnal, artikel, dan juga buku. Hasil dari penelitian ini menyimpulkan bahwasanya. Imigran Jawa pertama tiba di Suriname untuk bekerja sebagai buruh kontrak di Marienburg, perkebunan terbesar di Suriname. Perkebunan ini dimiliki oleh NHM Belanda (Nederlandse Handel-Maatschappij, Perusahaan Dagang Belanda). Periode migrasi masyarakat Jawa di Suriname berkisar pada tahun 1890-1939, dengan total jumlah penduduk migrasi sekitar 33.000 orang. Jumlah tersebut terus meningkat karena diluar dugaan pemerintah kolonial masyarakat Jawa yang telah bermigrasi justru tidak ingin kembali ke tanah airnya setelah tinggal bertahun-tahun disana. Sekitar 80% dari jumlah 33.000 populasi penduduk Jawa memilih tinggal dan melanjutkan hidupnya di wilayah ini.

Artikel ini membahas tentang penyelenggaraan pendidikan di kamp pengasingan Boven Digul pada periode antara tahun 1927-1943. Beberapa persoalan yang akan dibahas dalam artikel ini adalah mengenai jenis sekolah yang didirikan di Boven Digul, para pelaku dalam proses belajar-mengajar di sekolah-sekolah itu, dan dampak dari keberadaan sekolah-sekolah itu baik bagi para penghuni kamp maupun masyarakat Boven Digul. Metode Sejarah dengan pendekatan sosiologis digunakan dalam penelitian ini, dengan sumber berupa arsip dan wawancara. Kamp pengasingan Boven Digul didirikan oleh pemerintah Belanda dan dioperasikan mulai dari 1927 sampai dengan 1943. Tahanan politik yang diasingkan di kamp ini pada awalnya adalah mereka yang terlibat dalam pemberontakan komunis di Banten (Jawa Barat) dan Sumatera Barat pada 1926-1927. Namun, pada tahun-tahun berikutnya para tokoh nasionalis juga menjadi penghuni kamp itu. Para tahanan diizinkan untuk membawa keluarganya. Untuk memenuhi kebutuhan pendidikan di kamp pengasingan, pemerintah kolonial Belanda pada 1927 mendirikan Standaardschool, dan kemudian menjadi Standaardschool met Nederlandsch. Kelompok tahanan naturalisten juga diizinkan untuk mendirikan sekolah bernama Malay English School (MES), yang kemudian menjadi sekolah “tiga keluarga”, diadakan di rumah-rumah para tahanan. Pada 1940-an, murid-murid dari sekolah “tiga keluarga” dimasukkan ke Standaardschool, sebab banyak guru yang beralih profesi. Mereka mencari nafkah lain ketika suplai bantuan menurun akibat blokade Jepang terhadap perairan di sekitar Papua. Baik Standaardschool, MES maupun sekolah “tiga keluarga” hanya diperuntukkan bagi keluarga para tahanan politik. Oleh karena itu, keberadaan sekolah-sekolah itu tidak memberi pengaruh pada masyarakat asli di sekitar kamp pengasingan.

A rhetorical analysis of the five funerary poems in T.T. Cloete’s AlloiroopThis article works from the premise that these poems form part o f a tradition that can he traced back to the funerary poetry of the Dutch Renaissance and from there to the funeral orations of Classical times. After referring to the current revival of interest in rhetoric, attention is given to the role which rhetoric played in Renaissance poetics and the influence it had on the practice of writing funerary poetry. The funerary poems in Cloete's Allotroop are then analysed, making use of the Renaissance descriptions of and prescriptions for funerary poetry researched by S.F. Witstein in Funeraire poëzie in de Nederlandse Renaissance. These analyses prove that Cloete’s poems make use of the elements basic to the Renaissance funerary poem and the classical funeral oration namely praise (laus), mourning (luctus) and consolation (consolatio) and that the rhetorical terminology devised centuries ago can still be useful in the reading of these poems.

Abstract In a special issue of Nederlandse Taalkunde (vol. 13(2), 2008), eight discussants commented on the so-called written language bias thesis, which claims that in literate societies, both naive language users and linguists perceive spoken language in terms of units that are in fact properties of writing: letters, words, and sentences. This thesis was discussed and defended in a lengthy book from 2006, Homo loquens en homo scribens, written by A. Kraak (1928-2005). The special issue contained a spectrum of opinions pro and contra the thesis. The present article looks back at that discussion and tries to bring it to a new level, making use of ideas brought in by Davidson (2019). That article helps to understand why opinions can be so diverse: They address different aspects of a reality that is rather complex. The idea that writing is simply the rendering of spoken language in another medium is not doing justice to this complex reality. As Davidson argues, a proper treatment of the written language bias issue is only possible in a new theoretical perspective.

Abstract In 1815 the United Kingdom of the Netherlands started, uniting the territories of the former Dutch Republic with the so-called Southern Netherlands. The unification and its political ramifications had huge impact on the Jewish communities in the southern provinces, mainly concentrated in the cities Brussels, Gent, Antwerp, Namur and Liège. During the 15 years within the United Kingdom, up until 1830, these communities witnessed a sharp increase in local Jewish communities and members, mostly because of internal migration of Amsterdam Jews. Moreover, Jewish life in the southern provinces was centralized and brought together with the northern Jewish communities into an overarching central denominational structure. Finally, the new structures were used to install a new sense of Dutch national identity upon the Jewish citizens, especially stressing the values of patriotism, monarchism and the ability to speak the national Dutch tongue. The 1830 Belgian Revolt resulted in a significant set-back for Jewish life in the new Kingdom of Belgium, although it continued on the path set-out in the preceding ‘Dutch era’.

AbstractThe term 'realism' first cropped up in the jargon of art criticism around the mid-nineteenth century, but the course of its integration did not run smoothly. In Holland, Tobias van Westrheene Wz. is credited with having introduced the term for Netherlandish seventeenth-century painting in Jan Steen, Étude sur l'art en Hollande (1856). By 'realism' he meant a manner of painting which one might call 'the realistic method', and which consisted of two components: the naturalistic aspect, meaning that the artist painted what he saw, rejecting any form of tradition, and the individualistic aspect, meaning that he sought to express the individual, characteristic traits of a subject or situation instead of general, timeless ideals. This neutrally descriptive use of the term 'realism' did not catch on immediately. According to traditionally minded critics such as Joh. Zimmerman and J. A. Bakker, Dutch art was 'realistic' in that it depicted only the outward appearance of objects - that which could be perceived with the senses - and not their ideal quality, which could not be seen but only imagined. Other critics, too, including such pundits as C. Vosmaer, P. J. Veth and C. Busken Huet, decided that the term 'realism' expressed this negative judgment; however, because they had a higher opinion of seventeenth-century Dutch art than Bakker and Zimmerman, they did not think that 'realism' was suitable as a general epithet for it. Between 1850 and 1875, references to the 'realism' of seventeenth-century Dutch art usually meant that artists who worked in this manner regarded their own observation as important and rejected tradition. Seeking to compare the specific nature of old Dutch realism with other schools that turned away from tradition, such as the Caravaggi of the seventeenth century or the modern realists, critics preferred to speak of 'true realism'. What distinguished the old Dutch painter was that he did more than merely observe: he observed lovingly. By virtue of this 'true realism' he was held up as a model to nineteenth-century painters. Used in this manner, the term 'realism' gradually lost its negative connotations and became more widely acceptable. By and large, then, there were three reasons for speaking of 'realism' in seventeenth-century Dutch painting. For Zimmerman and Bakker it was the absence of the idealistic aspect, for Van Westrheene and others it was the importance of the artist's perception and his rejection of all traditions, religious constraints or conventions, and lastly it was the loving gaze, which enabled the Dutch painter to reveal the ideal even in daily life. In the first case a new term ('realism') was linked with an older notion rooted in a dualistic aesthetic which was in turn composed of elements going back to the sixteenth century (or even further: to Plato). In the second case the new term 'realism' was equated with 'naturalism' in the way that art critics had used the term since the seventeenth century for painters working in the Caravaggian tradition. And in the last case 'realism' was linked with a new notion of art and the nature of the ideal.

In juli 1932 bekwamen de Vlamingen een wettelijke regeling voor de lang nagestreefde vernederlandsing van het middelbaar onderwijs. Op basis van het taalregime in het middelbaar onderwijs voor jongens in Limburg tijdens het interbellum onderzochten we de context waarin de taalwet tot stand kwam en of ze ook effectief een einde maakte aan de verfransing van dat onderwijsniveau.Zowel de taalvoorschriften die de Luikse bisschop Rutten in 1919 voor zijn Limburgse colleges uitvaardigde als die van de opeenvolgende ministers voor het rijksonderwijs, kenden tweetaligheid als norm. De toepassing ervan leverde geen eenduidig beeld. Factoren zoals de ligging van de school ten opzichte van de taalgrens en een verfranste stad of industriële omgeving en de aanwezigheid van Waalse leerlingen hadden een sterke impact op de graad en het tempo van vernederlandsing. Een onvolledige humanioracyclus en het ontbreken van een concurrerende school van het andere onderwijsnet beïnvloedden de positie van de moedertaal in gunstige zin. Daarentegen konden verzet tegen de voortschrijdende vernederlandsing vanuit invloedrijke kringen, een Fransvriendelijke houding van de directie en het gebrek aan Nederlandse taalkennis van individuele leraren de verbetering van het taalregime afremmen.Hoewel het een mijlpaal was door de invoering van de officiële eentaligheid in Vlaanderen, betekende de taalwet van 1932 niet meteen het einde van het Franstalig middelbaar onderwijs in Limburg. De bestaande Franstalige secties mochten ingericht blijven zolang ze voldeden aan bepaalde minimumvoorwaarden wat betreft leerlingenaantallen. In het Koninklijk Atheneum te Tongeren werd de Franstalige afdeling pas in 1951 opgedoekt, in het Klein Seminarie in Sint-Truiden gebeurde dat in 1961, bijna 30 jaar na de invoering van de taalwet op het middelbaar onderwijs.________Dutchification before the finishing line. The language situation in secondary education for boys in Limburg during the interbellum periodIn July 1932 the Flemish finally obtained a statutory regulation for the long pursued Dutchification of secondary education. Based on the language regime in secondary education for boys in Limburg during the interbellum period we investigated the context in which the language law came about, and whether it actually ended the Gallicisation of that level of education.Both the language regulations issued by bishop Rutten of Liege in 1919 for his colleagues in Limburg as well as those issued by the successive ministers for national education regarded bilingualism as the prevailing standard . The application of the regulations did not produce an unequivocal result. Factors such as the location of the school in reference to the linguistic border or a Gallicised city or industrial environment as well as the presence of Walloon pupils had a strong impact on the degree and the speed of the Dutchification. If the course of education of the humanities was not complete or if there was no competing school of the other educational system, then this had a positive impact on the position of the native language. On the other hand, the resistance by influential groups against the progress of Dutchification, a pro-French attitude by the school board and the deficiency in the knowledge of the Dutch language of individual teachers could hold back the improvement of the language regime.Although the language law of 1932 signified a landmark because it introduced unilingualism in Flanders, it did not immediately put an end to secondary education in French in Limburg. The existing French speaking departments could carry on as long as they complied with certain minimal requirements in reference to numbers of pupils. The French speaking department of the Royal Grammar School of Tongres was not shut down until 1951 and that of the Preparatory Seminary in Saint Trond not until 1961, almost 30 years after the introduction of the language law for secondary education.

The popular historical narrative of the batik Sidoarjo needs to be reexamined based on historical methodology so that there is no historical bias based only on oral stories of the general public. Many studies are trapped in an inaccurate understanding of local historicity. As a result, these various studies have failed to fit batik Sidoarjo into its full context, instead it has become a kind of narrative standardization on its characteristics and history. This study aims to criticize the historical construction that has been popular in relation to the basic understanding of batik Sidoarjo and to explain the position of batik Sidoarjo in the cultural framework of its people. This article is the author's attempt to provide an analysis or explanation that is different from the historical narrative of batik Sidoarjo which is commonly used in various discussions. This research is classified as a qualitative research, using the historical method which consists of four stages, namely heuristics, source criticism, interpretation, and historiography. This research uses historical and sociological approaches to collect, select, and critically examine historical sources of Sidoarjo batik, resulting in historical facts. The results showed that the historicity of batik Sidoarjo refers to the batik activities in the areas of Kedungcangkring, Jetis, Sekardangan, Gajah Mada St. (Peranakans), and Tulangan, all of which have a direct relationship with both Peranakans nor indigenous. Batik Sidoarjo is not framed by traditional rituals, nor is it under the control and domination of the royal aristocracy. Its growth is based on the factor of the economic needs of the supporting community, which tends to be a trading commodity. The presence of other groups of people or nations such as Peranakan Chinese, Indo-European, Dutch, Arabic contributed to the birth of Sidoarjo batik. Keywords: batik, Sidoarjo, historical criticism.AbstrakNarasi sejarah batik Sidoarjo yang populer perlu dikaji ulang dengan didasari metodologi sejarah sehingga tidak terjadi bias sejarah yang hanya berdasar pada cerita lisan masyarakat umum. Banyak penelitian yang terjebak dalam pemahaman historisitas setempat yang kurang tepat. Akibatnya, berbagai kajian tersebut tidak berhasil mendudukkan batik Sidoarjo sesuai dengan konteksnya secara utuh, malah menjadi semacam standardisasi narasi pada karakteristik maupun sejarahnya. Penelitian ini bertujuan untuk mengkritisi konstruksi sejarah yang telah populer terkait pemahaman dasar tentang batik Sidoarjo serta menjelaskan kedudukan batik Sidoarjo dalam kerangka budaya masyarakatnya. Artikel ini merupakan upaya penulis untuk memberikan analisis atau paparan yang berbeda dari narasi sejarah batik Sidoarjo yang umum dilakukan pada berbagai pembahasan. Penelitian ini tergolong dalam penelitian kualitatif, dengan menggunakan metode sejarah yang terdiri atas empat tahap, yaitu heuristik, kritik sumber, interpretasi, dan historiografi. Penelitian ini menggunakan pendekatan historis dan sosiologis untuk mengumpulkan, menyeleksi, dan menguji secara kritis sumber-sumber sejarah batik Sidoarjo, sehingga menghasilkan fakta sejarah. Hasil penelitian memperlihatkan bahwa historisitas batik Sidoarjo merujuk pada aktivitas pembatikan yang ada di wilayah Kedungcangkring, Jetis, Sekardangan, Jl. Gajah Mada (China Peranakan), dan Tulangan yang kesemuanya saling terkait memiliki hubungan langsung baik itu pembatikan China peranakan maupun pribumi. Batik Sidoarjo tidak dikerangkai oleh ritual adat, juga tidak di bawah kendali dan dominasi aristokrasi kraton. Pertumbuhannya didasari faktor kebutuhan ekonomi masyarakat pendukungnya, sifatnya cenderung merupakan komoditas dagang. Hadirnya golongan masyarakat atau bangsa lain seperti China Peranakan, Indo-Eropa, Belanda, Arab turut berpengaruh melahirkan batik Sidoarjo.Kata Kunci: batik, Sidoarjo, kritik sejarah.
