Abstract (sommario):
Decreasing of short-circuit currents in power supply systems enables the usage of less expensive switching-protective devices with a lower breaking capacity and reduction of damage from the consequences of emergency events. In electrical networks of low, medium and high voltage classes, resonant current-limiting devices are used to solve this problem, along with other technical solutions. However, these devices have unsatisfactory weight and dimensions, high cost and other disadvantages. The technical and economic indicators of such devices can be improved through the use of a coil-capacitor (coilcap). Coilcap is a passive element of an electric circuit, which simultaneously possesses inductivecapacitive properties and performs the functions of a reactor and a capacitor in a single technical object. This paper presents a functional diagram of the implementation, design, operating principle and mathematical description of a resonant current-limiting device based on a coilcap. Physical modeling of the steady-state modes of the device (normal mode and current limiting mode) was carried out, and the possibility of limiting short-circuit currents due to the use of a coilcap was confirmed. The practical application of a resonant current-limiting device based on a coilcap can be effectively combined with switching-protective and current-limiting disconnecting devices, relay protection, and automation equipment.

To address safety issue of DC networks in distribution and generation plants, a specific Current Limiting FET has been design. The fabricated power switch is able to operate in both forward and reverse conduction mode. Short-circuit time to failure has been adjust and a current sensing electrode as been added to ease the monitoring and the drive of this switch. Fabricated devices have been packaged in TO3 metal can, providing good heat conduction and durability. A maximum short circuit energy of 70J/cm2 as been measured for a IN = 6 A VBR = 1800 V rated device, corresponding to a short-circuit time before failure of tCC = 21ms under VDC = 300 V .

The DC (Direct Current) distribution system based on the voltage source converter (VSC-DC) has become a research hotspot due to its various advantages. There are many plug-in devices in the VSC-DC distribution system, which may be damaged by the fault current. Therefore, studying the fault current characteristics and current limiting method is one of the key methods to ensure the safe and stable operation of the VSC-DC distribution system. Based on theoretical analysis and simulation calculations, this paper studies the causes, influencing factors, and current limiting methods of the fault current when the pole-to-pole fault occurs at the line side of plug-in devices in a ±10 kV VSC-DC distribution system. Firstly, based on the system topology, the decisive fault condition of fault current and the design principle of current limiting reactor value are analyzed. Secondly, the theoretical calculation methods of fault current and current limiting reactor value which satisfies the breaking capacity of DC circuit breaker are proposed. Finally, the accuracy of theoretical calculation methods is verified by simulation in PSCAD/EMTDC (Power Systems Computer Aided Design/ Electromagnetic Transients including DC). The research results could provide the theoretical calculation methods of the fault current and the current limiting reactor value of plug-in devices in the ±10 kV VSC-DC distribution system.

In recent years there has been an increased interest in developing fault current limiters for power distribution networks. This arises from the need to cope with the ever increasing short-circuit levels and to reduce the stress on system equipment, e.g. transformers, circuit-breakers and cables. It is also due to the increased concern about power quality, where fault current limiters are expected to play an important role in mitigating voltage sags during faults. Various devices to limit the fault current have been proposed, such as controlled fuses, tuned LC circuits, solid-state and superconducting fault current limiters. This research investigate the use of a novel technique to develop a solid-state Fault Current Limiting and Interrupting device (FCLID) suitable for low voltage distribution networks. The FCLID mainly consists of a high-speed bi-directional semiconductor switch, a varistor (non-linear resistor) and a snubber circuit; all connected in parallel. The semiconductor switch and the varistor share the fault current during the period of FCLID operation. To protect the semiconductor switch and the varistor from damage due to overheating, their temperatures are indirectly monitored in order to define the maximum operating time of the FCLID. A new method for estimating the junction temperature of the switching device and the varistor under transient condition has been developed and experimental tests were carried out to validate the proposed method. The energy handling capability of varistors and associated problems due to their non-linear characteristics have also been investigated. Experimental tests were carried out to measure the energy handling capability of the varistor using thermal imaging system. A new method for improving the current sharing between parallel varistors has been implemented. A computer model of the FCLID has been developed and implemented into a typical distribution network using MATLAB/ SIMULINK. The network performance under different conditions has been analysed. An experimental single-phase 230 V prototype FCLID was developed and tested under different operating conditions. Finally, the outcome of the theoretical, simulation and experimental phases of the research was used to establish the outline design specifications of a FCLID suitable for 11 kV distribution networks.

Despite major advances in pharmacological therapies for heart failure with left ventricular pump dysfunction, the number of hospitalizations for decompensated heart failure is increasing, with most patients ultimately dying of disease complications. Heart transplantation remains the only treatment providing substantial individual benefit for patients with advanced disease. However, fewer than 3000 organ donors are available worldwide per year, limiting its overall impact. Therefore, alternative approaches, such as mechanical circulatory support have been the subject of intense research over recent decades. The development of mechanical circulatory devices parallels that of cardiac surgery and cardiac transplantation. Current practice and the development of economically affordable short-term devices have resulted in updated indications for mechanical circulatory assistance for both short- and long-term support.

There are systematic reasons why the U.S. constitution has failed to limit the power of the federal government in the way that it was intended to do. After examining which kinds of constitutional provisions have been respected and which have not, we can devise alternative constitutional provisions that would have a greater chance of successfully limiting the power of government. In particular, (i) there should be supermajority rule for passage of all legislation, (ii) there should be a separate, “negative legislature” with the sole power of repealing laws, and (iii) there should be a separate “constitutional court” with stronger powers for enforcing the constitution than the current Supreme Court.

The increasing diffusion of wireless portable devices and the emergence of mobile ad hoc networks promote anytime and anywhere opportunistic resource sharing. However, the fear of exposure to risky interactions is currently limiting the widespread uptake of ad hoc collaborations. This chapter introduces the challenge of identifying and validating novel security models/systems for securing ad hoc collaborations, by taking into account the high unpredictability, heterogeneity, and dynamicity of envisioned wireless environments. We claim that the concept of trust management should become a primary engineering design principle, to associate with the subsequent trust refinement into effective authorization policies, thus calling for original and innovative access control models. The chapter overviews the state-of-theart solutions for trust management and access control in wireless environments by pointing out both the need for their tight integration and the related emerging design guidelines, that is, exploitation of context awareness and adoption of semantic technologies.

The author explains the purport of the article. He intends to emulate the style of Descartes to the extent possible in the contemporary setup. In his 10 meditations the author attempts to grasp vital capacities of Descartes’ method and to that effect to better understand his intellectual achievements and their current relevance. Cartesian moment or creative impact of Descartes upon dynamics of intellectual advancement is a key moment (point in time) that separates old scholastic ways of reasoning from modern ones as Martin Heidegger amply affirmed in his «The Age of the World Picture». Modern way not only relies on ratio but also on individual creative abilities and personal authorship of an investigator. Hence the author explores creative capabilities of a modern researcher typified by Descartes. The author defines Cartesian methodological practice (style, manner) as distinctly personalized and to that effect subjective or self-centered. This novel methodological artifice of Descartes is coupled with typically modern distinction between subjective (personally biased) and subjectival (pertaining to an independent agency of emancipating personality or subject). Investigating self of Descartes intentionally exploits typically modern cognitive and social property of being a free cognitive agent. It may be called cognitive agency or subjectness ( субъектность , subjectnost’ ) as a counterpart to subjectivity ( субъективность , subjectivnost’ ). Respectively Heidegger while discussing unique Cartesian achievement introduces along a casual notion of subjectivity self-coined terms of Subjektsein (subject-object relations, Subjekt-Objekt-Beziehung) and Subjektität (resolute self-awareness, unbedingtes Sichwissen). It is characteristic that Heidegger carefully discriminates spontaneous personally biased Ichheit and Egoismus from consistently individually conceived Ichhaft. The article examines two epitomes of subjectness: the initial Cartesian archetype and recent Wittgensteinian prototype. While Descartes instrumentally uses it to reshape scholastic thought into a modern metaphysics (cf. «Meditationes de Prima Philosophia» of 1641 or its authorized French translation of 1647 «Les méditations métaphysiques» ), Wittgenstein respectively elaborates his own brand of philosophy of logic (cf. « Logisch-Philosophische Abhandlung » of 1921). With Descartes his actual person is nothing but ‘being on his own’ ( ens per se ). Pragmatically this difference transmutes into operation of the actual whole self of the researcher ( me totum ) with development of polar metaphysical abstractions of non-bodily and non-extensive res cogitans and bodily and non-thinking res extensa . With Wittgenstein the equally pivotal personality of researcher reduces into an intermediator (border, Grenze ) between the world and the transcendental logic. As a result, metaphysical subject (metaphysisches Subjekt) or solipsist me (Ich des Solipsismus) shrinks into a non-extensive dot (Punkt) or eye (Auge) observing the world from outside. While new-born Cartesian cognitive agent has to split within itself into res cogitans and res extensa Descartes’ disciples and followers simply ignore bodily dimension. They radically reduce the investigating self to a detached all-powerful Reason turning subjectival Cartesianism of its founder into a non-subjectival version of Cartesianism, supposedly objective and rational. Wittgenstein helps the investigator (his personal self) come back again but at the expense of limiting himself to a border between the logic and the world able to reconstruct both the logic and the world with incessant language games. In his fifth meditation the author emulates both the style and the way of reasoning typical for Descartes. He remembers his student years in Moscow Lomonosov University. First he has mastered phonological principle of distinctive features and then successfully extended its use beyond linguistics into social studies and political science. Being taught dual - fast and slow reading he learnt to skip and then to restore details. The third personal cognitive discretion utilized in investigation of any scholarly issue is the focus on its emergence, further metamorphoses and evolution. The first two have clear Cartesian formation, while the third helps them both to gain dynamism and discretions. Next meditation deals with Descartes’ idea of the (definite article) method and specific rules for applying inherent inventiveness ( rēgulae ad directionem ingenii ). This Cartesian link implies essential affinity between universal instrumentality (organon) of scientific exploration and fundamental (primeval and primitive) cognitive abilities of humans and other species. Such a polarized dual distinction has helped the Center of advanced methodologies to identify three complex transdisciplinary organons (metretics, morphetics and semiotics) rooted in the elementary cognitive abilities to tell intensity of sensations, to recognize patterns and to grasp functional relevance, potentially meaning. Simplex-complex transformations devised by the Center are instrumental in linking the utmostly complex phenomena to equally simple ones through the range of intermediate manifestations and forms. The results of the analytical transformations can be revealed in the sequences of modules related to a master prototype model. The concluding two meditations deal with cognition and its modes as well as the issue of overcoming of Cartesian dualism. The author insists that cognitive scholars’ ambitions to overcome Cartesian dualism are vain. It is Descartes’ method and style - as far as we can grasp them - that can help to overcome fatal schemes ascribed into notorious mind - body problem. The core of Descartes’ thinking is the continuous preoccupation with embodiment of the rational and emotional aspects of his whole self (total me) and disembodiment of its material aspects.
