Le récent développement de politiques alimentaires dans les territoires relève d’une innovation de l’action publique locale dont les modalités de construction et de mise en œuvre ont cependant peu été étudiées. En effet, les politiques alimentaires locales sous-tendent avant tout des choix politiques informant tant les changements poursuivis en termes de régulation locale de l’alimentation au sein des systèmes alimentaires territoriaux, que les stratégies de légitimation des acteurs publics qui en sont porteurs. Cette thèse analyse les coulisses de la construction et de la mise en œuvre d’une politique alimentaire intégrée départementale, en prenant comme cas d’étude celle du Conseil départemental de la Gironde (CD33). En appliquant une nouvelle grille d’analyse constituée au croisement de trois littératures - approche par les interdépendances, travail politique et intégration dans les politiques publiques, la thèse éclaire le travail politique mené par les acteurs départementaux dans les étapes de problématisation et d’instrumentation de la stratégie alimentaire girondine et interroge les effets de cette action publique locale sur le système alimentaire local ainsi qu’au sein du Département. Pour ce faire, ce travail s’appuie sur une immersion de plus de trois ans au sein de l’Agenda 21 départemental, du fait d’un conventionnement Cifre, ayant permis la constitution d’un matériau de recherche composite, constitué d’une observation participante, associée à l’analyse d’une littérature grise et complété par deux séries d’entretiens. L’analyse donne à voir les modalités et les processus de la fabrique de la politique alimentaire intégrée girondine sur quinze ans, entre 2008 et 2023. Elle met en lumière que le travail politique en termes d’interdépendances mené par les acteurs départementaux – dont l’influence varie – est sans cesse renouvelé, amenant à distinguer quatre cadrages cognitifs à travers quatre politiques alimentaires départementales avec leurs propres configurations d’acteurs, leurs propres arbitrages en termes d’interdépendances et leurs propres niveaux d’intégration. Autrement dit, durant ces quinze années, le CD33 ne s’est pas saisi de l’alimentation avec une vision constante et il n’y a pas associé les mêmes objectifs. A travers ces cadrages, la thèse éclaire de nombreux aspects de la « boîte noire » de la fabrique de la stratégie alimentaire intégrée girondine : les jeux d’acteurs entre sphères politique et administrative, les arbitrages faits entre domaines d’intervention publique, la variation des postures du CD33 lorsqu’il s’agit d’amener du changement dans le système alimentaire et sa régulation, et plus généralement, les stratégies du CD33 pour se légitimer au sein de l’échiquier politique. Finalement, l’analyse met en lumière des imbrications entre policy, politics et polity dans la fabrique de la stratégie alimentaire du CD33 et permet de conclure sur un mouvement perpétuel de bascule entre politisation et dépolitisation du fait alimentaire au gré de l’évolution des cadrages cognitifs, de la définition des objectifs (visée transformative ou affichage politique), des relations interterritoriales (relais ou opposant à l’Etat ; coopérations ou évitement), des reconfigurations d’acteur au sein même du Département (influence des acteurs administratifs et politiques) ou encore des évolutions dans la posture prise par le Département (logique de guichet, animateur, expérimentateur, etc.). Finalement, la thèse informe sur la construction d’une politique alimentaire intégrée instable, dont les éléments constitutifs sont sans cesse remodelés, et par laquelle il est donné à voir que la régulation locale de l’alimentation n’est pas tant l’objectif poursuivi par l’acteur public en tant que tel, mais plutôt un moyen participant d’une stratégie plus globale de légitimation d’un Département se positionnant continuellement comme un acteur intermédiaire
Despite the fact that local food policies are seen as an innovation in local public action, nevertheless their construction and implementation have received little study. Indeed, local food policies underpin, above all, political choices that inform both the changes pursued in terms of local regulation of food within territorial food systems, and legitimisation strategies led by public actors which support them. This thesis takes a ‘behind-the-scenes’ look at the construction and implementation of an integrated departmental food policy, using the Gironde Departmental Council as a case study. Applying an original conceptual framework which brings together three literatures: i) an interdependency approach, ii) political work and iii) policy integration, the thesis sheds light on the political work carried out by departmental players during the problematisation and instrumentation stages of the Gironde food strategy, and examines the effects of this local public action on the local food system as well as within the department. To this end, this work is based on an immersion of more than three years within the departmental Agenda 21 mission, due to a Cifre thesis contract, which enabled the constitution of a composite research material made up of participatory observation, the analysis of grey literature, and two series of semi-structured interviews. An analysis based on interdependencies shows how the integrated food policy for the Gironde was developed over a fifteen-year period, between 2008 and 2023. It highlights the fact that the political work in terms of interdependencies carried out by departmental actors - whose influence varies - is constantly renewed. It also allowed us to distinguish four cognitive frameworks leading to four ‘types’ of departmental food policies, each with their own configurations of actors and their own arbitrations in terms of interdependencies - and hence their own levels of policy integration. In other words, over the last fifteen years, the Department of Gironde has not approached food with a consistent vision and has not associated the same objectives with it. Through identifying and exploring these different framings, the thesis sheds light on many aspects of the 'black box' of the Gironde integrated food strategy: the interplay of actors between political and administrative spheres, the trade-offs made between areas of public intervention, the variation in the Department's positions when it comes to bringing about change in the food system and its regulation, and more generally, the Department's strategies for legitimising itself within the political arena. Finally, the analysis of political work carried out by the players around different types of interdependency (e.g. territorial, public/private, knowledge) highlights the interweaving of policy, politics and polity in the creation of the Gironde Departmental Council's food strategy. We consequently conclude that there is a perpetual shift between politicisation and depoliticisation of the food issue as a result of changes in cognitive frameworks, the definition of objectives (transformative aim or political display), inter-territorial relations (in alliance with or opposing the State ; cooperation or avoidance), reconfigurations of players within the Department itself (influence of administrative and political players) or changes in the stance adopted by the Department (front-office approach, facilitator, experimenter, etc.). Finally, the thesis provides new knowledge on the construction of an unstable integrated food policy, whose constituent elements are constantly being reshaped, and through which it is shown that local regulation of food is not so much the objective pursued by the public actor as such, but rather a means of participating in a more global strategy of legitimisation of a Department continually positioning itself as an intermediary actor

As a result of the current global financial recession public health care in Sweden is receiving less subsidies from the Government. These circumstances call for logistic improvements in order to slash health care costs and retain high quality service. This thesis is commisioned by Västernorrland County Council and comprises the sterilization logistics at the three county hospitals. The focal point of the thesis is the flow of material and information between the sterilization department (supplier) and the operating department (internal customer). There are currently one sterilzation department at each of the three hospitals with responsibilities to sterilize and deliver operating instruments to their customers. The operating departments are the largest customers in terms of revenue and quantity. To decribe the present situation of the flow of material and infomartion an account of the business has been conducted and analyzed with logistics methods. Furthermore, the commisioner expressed a desire of investigating prevailing conditions for implementing pull based production into the organisation and consequences of having external transports between hospitals (if a production facility was to be shut down). Moreover, conditions for implenting lean principles into the organisation have been surveyed. When analyzing the flow of material and information some problem areas have been identified. The current break down of responsibility for the product flow between supplier and customer may cause multiple unnecessary control check points, whereas alloting one of the departments with responsibility of the majority of the flow might be more favourable for overall performance. Furthermore, capital occupied in stock are high and so is the ratio of resterilization of unused products. The results of the external transports study was ambigous as the facility costs for the Örnsköldsvik and Sollefteå sterilization departments were similar. Therefore, further work is needed to establish what functions are required at the hospital where production might be shut down. However, transports in favour of local production show great potential for decreasing overall costs. This study also show that conditions for implementation of lean principles within sterilization activities in Västernorrland City Council are not optimal. However, present push based production is causing high stock levels. Any changes in ways of production must be designed to accompany safety guidelines enforced by the operating department.
Sjukvården är en del av offentlig sektor som drabbats av den rådande ekonomiska lågkonjunkturen i form av bland annat minskade anslagsnivåer. Därför finns anledning att försöka hitta vägar att förbättra verksamheten. Steriliseringslogistik vid länets tre sjukhus är det område som studerats i denna rapport på uppdrag av Landstinget Västernorrland. Fokus har framför allt riktats mot material- och informationsflödet mellan sterilcentral (leverantör) och operationsavdelning (intern kund). Sterilcentralerna (en vid varje sjukhus) ansvarar för sterilisering och leverans av operationsinstrument till sina kunder där operationsavdelningarna vid respektive sjukhus utgör de största kunderna. Studien är gjord med hjälp av en nulägesbeskrivning innehållande bland annat flödeskartläggning som sedan analyserats med olika logistiska metoder och verktyg. Från uppdragsgivarens sida fanns det uttalat önskemål att utreda förutsättningar för att införa behovsstyrning i produktion samt effekter av att låta externa transporter i egen regi mellan sjukhusen ersätta lokal produktion vid någon av orterna Örnsköldsvik och/eller Sollefteå. Vidare utreds förutsättningar för implementation av produktionsfilosofin lean i verksamheten. Några problemområden som identifierats är ansvarsfördelningen mellan leverantör och kund för sterilgodset i materialflödet, tendenser till funktionstänkande mellan avdelningarna, hög kapitalbindning i färdigvaruförråd och hög andel inkuranta produkter i förråd. För studien av externa transporter blev resultatet inte entydigt rörande vilket alternativ (Örnsköldsvik eller Sollefteå) som genererar den största potentiella kostnadsbesparingen vid eventuell nedläggning, då kostnadsbilden för de båda sterilcentralerna är snarlik. Resultatet från studien ger dock en fingervisning om att transporter som ersättning för lokal produktion kan innebära betydande kostnadsbesparingar för verksamheten. Tider av ekonomisk lågkonjunktur gör det särskilt svårt att blunda för detta. Studien visar också att sterilverksamheten inte besitter optimala produktionsförutsättningar för lean-filosofin. Rådande tryckstyrning i produktion vid sterilcentralerna ger dock upphov till hög kapitalbindning i färdigvaruförråd varför logistiska incitament för förändringar i produktionssätt finns. Förändringar i produktionssätt måste dock utformas i balans med de speciella säkerhetskrav som ställs på den opererande verksamheten vid sjukhusen.

The thesis is an appraisal of various design aspects of new and extended primary schools in Essex built between 1973 and 1993. The investigation method included a review of primary school design literature and County Council archives, interviews with Officers concerned with the design and operation of primary schools, visits to schools, analysis of user comment by questionnaire, and investigative essays. The appraisal contains three parts:- part one a review of primary education since 1973; part two strategic aspects of primary school design, including, planning, constructional systems, aesthetics, environmental design, engineering services, interior and exterior design; part three detailed requirements of today's primary school room by room; plus conclusions promulgating lessons for the future. Main conclusions of the study are :- - Economic and political pressures have reduced quality and space standards, encouraged traditional teaching methods, and reduced community use. - The County Architect and Education department's influence diminished as power was delegated to individual schools. - Limited generic plans, including the paired classbase, have developed which are a useful precedent for future design teams. - System building produced stereotype deep plan buildings, with austere architecture which failed to respect their setting or delight users. Current traditional pitched roof designs are more successful, but relatively uninspired. - Despite environmental design and engineering attempting to balance conflicting factors and reduce energy consumption by using alternative fuels and solar passive methods, users prefer locally controlled traditional heating and ventilation systems. - Interiors are high quality with a domestic ambience, whereas exteriors are poor quality with windswept wastelands without enclosure or facilities for outside teaching. - Users believe 1980s schools are too small, sufficient classbase space is a priority, and demand better quality exteriors. This thesis should provide a clear view of the clients' requirements, past precedent, and critical relationships and will help future multi-disciplinary design teams, working under difficult conditions, produce better primary schools for Essex.

The human factor constitutes a major element in the interaction with computers and computer systems. Responding to cognitive, social and organisational issues, the user of a system becomes an important part in system design, which earlier was paid very little attention to. These are the basics in the field of Human Computer Interaction (HCI) developed in order to enhance computer system usability. The theoretical framework applied our thesis is thus based on the principles of Human Computer Interaction. This thesis includes a case study at the e-commerce project at the County Council of Blekinge. We have chosen to focus on system development, technical and organisational approach within the e-commerce project. Our research is based on project documentation, literature and interviews with users of the system. The conclusion of our thesis shows that system usability is achieved within the system development and organisational approach. Within the technical approach verification of system usability cannot be made.
Den mänskliga faktorn utgör ett viktigt element vid interaktionen mellan datorer och datorsystem. Sett utifrån ett kognitivt, socialt och organisatoriskt perspektiv utgör användarna därför en mycket viktig del av system design, vilket tidigare inte alltid uppmärksammats. Detta är grunden i Human Computer Interaction HCI, en vetenskap som har vuxit fram för att förbättra system användarvänlighet. I vår rapport har vi baserat vårt teoretiska ramverk på principer från HCI. Vår uppsats inkluderar en fallstudie av ett e-handelsprojekt som drivs av Landstinget Blekinge. Vi har studerat hur man involverat användarna i projektet och systemets implementering från ett systemutvecklings, tekniskt samt organisatoriskt perspektiv. Vår undersökning är baserad på projektdokumentation, litteratur och intervjuer av projektledare samt systemets användare. Vår slutsats visar att man genom projektet uppnått användarvänlighet från ett systemutvecklings samt organisatoriskt perspektiv. Användarvänlighet från ett tekniskt perspektiv kan däremot inte verifieras.

Quality improvement (QI) has become an important issue in healthcare settings. A central question for many healthcare systems is how to manage improvement initiatives adequately. All county councils and regions managing healthcare in Sweden have started to work with QI at an organizational system level, to varied extents. The Kalmar county council improvement initiative constitutes the empirical basis of this thesis. The aim of the thesis is to provide knowledge about different aspects of a county-wide improvement initiative, and a broader understanding of factors and strategies that affect participation, management and outcomes. The overall study design is based on a case study. The first two studies illuminate the practice-based (micro level), bottom-up perspective. Inductively five different areas (categories) were identified. Factors influencing participation in improvement initiatives provided the basis for the next study. The result showed that different staff categories were attracted by different initiatives. The next two studies illuminate the top-down (macro/meso) management perspective. Managers’ views of how patients can participate were investigated and a content analysis of the written answers was made. Four main areas (categories) were identified. A survey study investigated all of the county council managers’ experiences of the whole improvement initiative. Overall the managers thought that the improvement work was worth the effort. To evaluate the Breakthrough Collaborative program, a survey was developed and tested. This survey was used to investigate process and outcome of the BC program. The majority of the respondents were satisfied with their work, but wanted more time for teams to meet and work. To find out if an improvement program can affect outcome and contribute to sustainable changes, interviews were made with project applicants (n=202). Almost half (48%) of the projects were funded, and of those 51% were sustained. Of the rejected (not funded) projects, 28% were accomplished and sustained anyway. The results in this thesis cannot show that the “golden mean” exists, or that a single best way to manage changes and improvements in a healthcare organization has been found, but the way QI initiatives are organized does affect participation and outcomes. The intention, from the management topdown system level, encouraging staff and units and letting practice-based ideas develop at all system levels, can stimulate and facilitate improvement work.
Kvalitetsutveckling och förbättringsarbete har blivit en viktig del av hälso- och sjukvården. En viktig fråga för landsting och regioner är hur kvalitetsutveckling skall drivas och styras. Syftet med detta arbete är att bidra till ökad kunskap om kvalitetsarbete i en hälso- och sjukvårdsorganisation, hur förbättringsinitiativ kan bedrivas och ledas, samt vilka faktorer som bidrar till ett framgångsrikt förbättringsarbete. Arbetet utgår empiriskt från en satsning på kvalitet och förbättringsarbete i landstinget i Kalmar län och är genomförd som en fallstudie (case). Resultatet speglar vad ett landstings satsning på förbättringsarbete utifrån mikro-, macro- och mesonivå kan ge. De första två delstudierna speglar det praktikbaserade förbättringsarbetet utifrån ett praktikbaserat perspektiv. En innehållsanalys av projekten som ansökt om ekonomisk ersättning gjordes. Fem kategorier utformades, och projekten betonade områden som patientsäkerhet, förbättrad tillgänglighet och effektivitet. Studie II kartlade deltagande i förbättringsarbete utifrån två olika initiativ. Resultatet visade att de olika initiativen attraherade olika personalkategorier, men kunde samtidigt utesluta andra grupper. Chefernas åsikter om och erfarenheter av landstingets satsning undersöktes i studie III och IV. Cheferna var överlag positiva och nöjda med arbetet. Förbättringsprogrammen följdes med frågeformuläret Swedish Improvement Measurement Questionnaire (SIMQ) som testats och utvärderats. Resultatet visade att deltagarna är nöjda med arbetet med sin förbättringsidé, men att metodiken kan upplevas som svår. Dessutom efterlyste deltagarna mer tid för förbättringsarbete i vardagen. Till sist analyserades de projekt som sökt pengar för att driva förbättringsarbete. Nästan hälften av alla projekt (48%) hade fått ekonomisk ersättning, och av dessa hade fler än hälften (51%) uppnått sitt mål och infört en bestående förbättring. Den här avhandlingen påvisar vikten av att ledningen uppmärksammar, möjliggör och stimulerar förbättringsarbete. Genom att erbjuda flera olika sätt att bedriva förbättringsarbete ökar möjligheten för allas medverkan.

This study centers on contentions within the U.S. food system. The policy conflict arises between the conventional food system and emerging issues of local food security. The framework of the conventional food system is contested by groups claiming that individual food security would increase if our food system were re-localized and facilitated by a food policy council of local food system stakeholders. Following Benford and Snow (2000), this study investigates the political, cultural and historical contexts of Lane County, Oregon's food system and assesses how food security is re-framed at the local level as community food security. Drawing upon the concepts of "core framing tasks" and discursive and strategic processes, this study illustrates how the flexibility of the community food security frame enables the rebuilding of the local food system, borrowing systems thinking from local watershed councils. Drawing on systems thinking enables a variety of combinable and re-combinable relationships among stakeholders from the diversity of food systems, such as the conventional, sustainable, alternative and emergency food systems.

Background: Kaplan and Norton developed the Balanced Scorecard in 1992. This framework has given the management the opportunity to better understand how the organization is functioning. Communication is the vital factor for success with the Balanced Scorecard and the organization. Nowadays, in a world of rapid change and competition the organizations face an untold quantity of leadership challenges, and by applying the Balanced Scorecard the management will get the chance to achieve results by putting their strategies into action. The Jönköping County Council is responsible for the healthcare within its area, and is one of numerous organizations that have implemented the Balanced Scorecard.

Purpose: The purpose of this study is to investigate the reasons the healthcare department within Jönköping County Council applied the Balanced Scorecard, how they use it, and to understand from their perspective how it benefits them. In addition to this we will present advice from employees to the management that is considering implementing the tool.

Method: This is a qualitative study with an abductive approach, where we used both primary and secondary data in this research paper. The primary data was gathered through interviews with different departments at Jönköping County Council, which contributed to different views on the use of the Balanced Scorecard. Theories about the Balanced Scorecard were gathered through secondary data.

Results/conclusions: Overall the management at Jönköping County Council are pleased and satisfied with the Balanced Scorecard. In addition to this they are all motivated and engaged in using the framework. However, they believe that the main drawbacks with the Balanced Scorecard are to make employees understand and connect the daily work to the framework, as well as finding the “correct” numerical values that reflects the organization. The benefits according to the management are the multidimensional view of the organization through the four perspectives in the Balanced Scorecard, and also the fact that they now have a framework which encourage the staff to strive to achieve a unison vision through action plans. The nursing staff was not aware of the term ‘Balanced Scorecard’ or the four perspectives, and therefore wanted to get more information about it from their executives, since they are expected to work in accordance with the framework. Through interviews with the upper- and middle management and the nursing staff we can draw the conclusion that the Jönköping County Council implemented the Balanced Scorecard since they wanted to have a system that could be used at all levels within the organization, this to get an overview and a better control of what is happening within the business.

Le 17 février 1800, la création du Conseil de préfecture, contemporaine de celle du Conseil d’Etat moderne, marque un tournant dans l’histoire de la justice administrative en France. Pourtant, malgré le renouveau de l’histoire du droit administratif depuis une quarantaine d’années, le Conseil de préfecture reste le plus souvent considéré comme ne faisant partie que de la préhistoire de la juridiction administrative moderne. L’image du Conseil de préfecture est celle d’un organe administratif à peu près inutile, d’un simple bureau de contentieux composé de juristes de second ordre inféodés au préfet. La récurrence de ces jugements soulève une réelle interrogation scientifique qui ne pouvait être utilement abordée que par l’étude du fonctionnement concret de cette institution. Ainsi, l’exploration de l’histoire du Conseil de préfecture de la Gironde, dans sa praxis quotidienne, permet de vérifier si, malgré les carences de la loi du 28 pluviôse an VIII, sa fondation a ou non marqué l’émergence d’une juridiction administrative moderne dans ce département
On February 17, 1800, the creation of the Council of prefecture, contemporary of that of the modern Council of State, marks a turning point in the history of administrative justice in France. However, despite the revival of the history of the administrative law in the last forty years, the Council of prefecture is remains most often regarded as belonging to the prehistory of modern administrative jurisdiction. The Council of prefecture is viewed as a virtually useless administrative organ, as a simple legal department composed of second class lawyers paying allegiance to the prefect. The recurrence of these judgments raises a real scientific interrogation which could usefully approached by the study of the concrete function of this institution. Thus, the exploration of the history of the Council of prefecture of the Gironde, in its daily praxis, allows the verification if, despite the deficiencies of the Law of the 28 pluviôse, year VIII, its foundation has or not marked the emergence of a modern administrative jurisdiction in this department

This Study was conducted in Yei River County, Central Equatoria State the Republic of South Sudan from July-December/2012 under the topic: Examining the role of Local Government County Legislative Council in promoting service delivery. The Legislative Council in Yei was established since 2007 inaccordance with the provisions of the Transition Constitution of the Republic of South Sudan, 2011:166, LG Act, 2009:8-29 and Governors’ Decree dated 25/August/2007 with the mandate to enact laws and policies and supervise the Executive to implement its decisions. The study investigated into why there was under performance of Legislative Council in promoting service delivery in Yei River County (YRC) and how can service delivery be improved in YRC. The findings revealed that, the capacity of the Council is low in making appropriate decisions and supervising the Executive to implement its decisions, it lacks the necessary working requirements to facilitate its duties, some of its directives are not implemented by the Executive and negative attitudes towards the work of the Council by some members of the Executive. Despite the difficulties encountered, the Council was able to enact 31 laws, conducted some joint consultative meetings on County projects and the study recommended that, the relevant institutions of Local Government to review the irregularities in the Local Government Act of 2009 to regulate the duties of the Council and to guide the recruitment of the future Councillors, training of the Councillors to improve performance, improve the working conditions of the Council, conduct public awareness on the role of the Council and promotion of exchange programs for further learning purposes. The significance of this study is that, the topic was good according to the participants, the recommendations of the study may be adopted by the Local Government Authorities to address the identified gaps and challenges facing the Council not only in Yei River County but also in other parts of the Country and finally, the report may be used by the University of Fort Hare for further Academic purposes and/or other interested individuals/institutions or organizations of the same or similar objectives.

The changing requirements in the modern labour market have led to a new form of economic geography of employment, where skills, wages and the uncertainty of employment play a primary role in the spatial division of labour.

The main purpose of this project is to investigate the use of Geographical Information Systems (GIS) as a tool to illustrate employment and unemployment in Östergötland County for giving information on the development of the labour market. In addition, the use of GIS for population data analysis with the help of Oracle’s map viewer is closely examined. This descriptive thesis reveals that the labour market is characterized by the geographic extension of the market and its determination by how far the supply and demand forces go and the important role that GIS plays in illustrating the distribution of workforce in Östergötland’s labour market.

GIS is an analytical tool for employer/employee demographics that can be used for visualization but also for analysis and pre-processing purposes with the use of graphic tools. With the use of thematic maps, GIS can visualise spatial data with labour data according to certain demographic criteria.

GIS technology has ways of mapping thematically the local labour market demand and supply. In addition, it is capable of constructing a comprehensive workforce development system that can integrate the job seekers and employers. GIS can facilitate the development of visual web-based mapping systems that allow users to investigate and find employees within various industries.

The Fulton County Arts Council (FCAC) was established in 1979 under the auspices of the Fulton County (FC) Board of Commissioners to enhance the quality of life for all citizens through support of the arts. The FCAC, which functions as the county's Department of Arts and Culture, assists the Commission in the development of policy for public support for the arts and advises and makes recommendations on funding the arts. The FCAC also initiates and responds to the continued demands of diversified arts programming and generally oversees the development and implementation of publicly assisted arts programs that support the mission of the Arts Council. The FCAC is the largest source of public funding for the arts in the state and serves the largest metropolitan area in the state. The population of Fulton County is 700,000 and spans an area of over 70 miles from the residential areas in the north and south to the downtown center of Atlanta. Although the Arts Council is mandated to serve Fulton County, the contact of citizens in adjoining counties and visitors to Atlanta to FCAC's programs and supported. organizations and individual artists far exceeds the county's limits and often serves a population much larger than the County itself.

En cherchant à identifier les centralités d’un territoire, la capacité d’analyse se confronte très rapidement aux évolutions de la structuration spatiale en cours. La forte hausse de l’emploi, concomitante à la baisse des « stables », engendre une transition de la relation centralité-mobilité. Les nouveaux modes d’organisation urbaine résultent de la redistribution de la concentration de l’emploi et de l’intensification des mobilités alternantes. Nous retiendrons ces deux variables pour caractériser les communes de la Gironde à travers une nouvelle nomenclature dite « des aires de cohérence multicommunales ». Les enjeux d’aménagement qui en résultent, donnent lieu à une approche prospective structurée par l’interrelation entre transport et urbanisme. En effet, les scénarios d’urbanisation sont sujets à un développement autonome non maîtrisé. En anticipant les stratégies d’aménagement des transports, il est possible de limiter l’incertitude quant aux conséquences réelles en termes d’urbanisation. L’enjeu réside dans la définition des conditions d’un développement multipolaire de la Gironde. Cela permettrait d’accompagner le processus d’intégration territoriale, tout en desserrant la contrainte foncière autour de l’agglomération bordelaise
By seeking to identify the centralities of a territory, one has to take into account the ongoing evolution of the spatial structuration. The strong employment increase, together with the slowdown of people working in the town they live (i.e. “stables”), triggers a transition in the centrality-mobility relation. The new urban organisation modes result from the spatial distribution of employment concentration as well as the intensification of commuting. These two variables will be retained in order to characterise the Gironde’s communes, through a new nomenclature called Areas of Multi-commune Cohesion (AMC). Planning issues that ensued from the AMCs lead to a prospective approach structured by Transport/Urbanism co-development. Indeed, urbanisation scenarii are subject to uncontrolled and autonomous development. By anticipating transport planning strategies, decision makers can limit the uncertainty related to the real urbanisation consequences. The main issue lies in defining the conditions of a multipolar development of Gironde county. This would enable to support the territorial integration process, while loosening land constraints around Bordeaux agglomeration

This thesis concentrates upon a largely neglected subject wi thin contemporary political history, that is the transition in London government from the London County Council (L.C.C.) to the Greater London Council (G.L.C.). It is a study of the actions and reactions of poli tical parties at central government, county council, and district council level, and incorporates the role of non-political party pressure groups. The bulk of the thesis is concerned with the L.C.C. area. Consideration is, however, given to the non-L.C.C. area incorporated into the larger C.L.C. This work demonstrates that there was no consensus regarding the need for reform. It is argued that the lack of consensus led to compromises that failed to satisfy many interested groups and thus the C.L.C. was often perceived to be flawed. This thesis derives from an exhaustive literature search and extensive reading. The records of political parties were very useful. Newspapers and journals aided research, as did a series of interviews with key surviving individuals. A further source of information were the minutes of various local authorities and connected bodies. Previously unavailable records have been used, for example, Conservative Party and Government records. With the aid of these new sources this work uniquely concentrates on exposing the political constraints and biases that caused a flawed local government system to be introduced.

How do municipalities and county councils work with gender mainstreaming? What tools are used and which are the conditions and obstacles in the working process? Gender mainstreaming has been an official strategy in Sweden since 1994. In all policy decisions at all levels, a gender perspective shall be integrated. This will ultimately have an impact on the citizen level. The essay shows that despite the fact that the strategy has been official for 21 years, it is not used everywhere. I examine how the county council and municipalities in the county of Västmanland are working with gender mainstreaming. In Västerås, there is much work going on, on the basis of the strategy. While in other municipalities, no work at all can be found. Within the framework of gender mainstreaming, the municipalities and the county council are using a set of tools. There is talk about several conditions and obstacles in the work with gender mainstreaming, where knowledge is a recurring element. This makes the study particularly interesting when we get an insight of how much the work within gender mainstreaming can be separated for each municipality.

In November 2012 Uppsala County Council (UCC) introduced an eHealth service, ‘My Health Record’, that gives all inhabitants over age 18 in Uppsala County access to their health records online. However, this service has not been evaluated before this study. We conducted an interview study, based on User Experience (UX) and Patient empowerment, with users of ‘My Health Record’ to get their opinions, and to see if and how the service can be improved. Our findings shows that the users are positive to the service and the aspects that can be improved mostly concern information and communication. Based on these results, we propose design principles as well as concrete design proposals which can be useful for re-designing the service as well as inspiration for similar projects. Additionally, an interesting finding is that the interviewees had very few opinions and complains on the actual interface, which could mean that the content (the health record) is so interesting that the interface becomes almost “invisible”. A conclusion we make is that UX and Patient empowerment is a good fit for each other, and that UX has advantages over traditional usability in services like this.

This paper is the result of a three-month internship experience with the Arts Council of Fayetteville/Cumberland County in North Carolina. The purpose of the internship was to gain experience in marketing and managing a nonprofit umbrella arts organization. During the three-month period much time was focused on special event planning and implementation. A significant amount of time was also spent on advocacy for a proposed multi-discipline arts complex to be located in downtown Fayetteville by 2003. This paper began as an analysis of how umbrella arts organizations --in particular the Arts Council of Fayetteville/Cumberland County --market themselves to their given publics. As the course of the internship progressed, the recurring theme that emerged was not how arts organizations market themselves, but why they choose not to focus much attention on marketing. With money tight, and mission fulfilling programs of utmost importance, marketing initiatives were often left aside as a luxury that could not be afforded. It can be noted in Appendix I that no money was budgeted for marketing in the 1997-98 fiscal year. As Libby McNeill Seymore, President of the Arts Council said "Marketing falls low on the totem pole as far as where we are going to spend our money." What follows is an analysis of the Arts Council of Fayetteville/Cumberland County; from how a board meeting is run, to how the staff interacts with one another, to the programs that make the Arts Council what it is. From the analysis, coupled with past history it will become apparent why programs and activities of the Arts Council are given priority over marketing initiatives. That is not to say that a lack of marketing hinders the growth of the organization. Rather, this paper will give individuals a basis for understanding why these choices are made and why, without a concerted effort within the organization to place marketing as a priority, things are not likely to change.

In the presence of challenges arise from ageing populations, increasing incidence of chronic diseases, high health care cost, rapid changes in technological equipment and medical knowledge, eHealth offers tremendous abilities to develop and deliver health care services to the end user that is both seamless and integrated according to the needs and requirements of individuals. Even though the prospective of eHealth is accepted in academia as well as among policy-makers, health care planners and health care practitioners, the implementation of its applications has appeared to be difficult then expectations. In order for successful implementation of eHealth, it is necessary to offer eHealth services according to the citizens and patients expectations. The purpose of this study was to investigate citizens‘ accessing the eHealth services in the county of Blekinge by identifying the accessible, currently accessed, projected and imagined eHealth services. The knowledge from this study would be supportive to the regional health authorities to understand the citizens‘ needs and requirements for a successful delivery of eHealth services in county of Blekinge. In the first phase through extensive review of the literature the eHealth services which are more in health care practices within European countries were identified. On the basis of findings of first phase interviews were conducted to know strategies plans regarding eHealth services. After analysis of interviews, questionnaire was conducted to know the citizens opinions about eHealth services. The authors find that, after understanding the success criteria of effectively running eHealth services within European countries, many eHealth services could be implemented successfully in the county of Blekinge. The rules of interoperability among Hospitals, GP‘s, Primary Cares and Dental Services would provide substantial benefits to citizens and they can access the eHealth services whenever and wherever they want. Moreover in future citizens would have eHealth services according to their expectation.

This study was performed in Eskilstuna, Sweden in the spring of 2011. The Sörmland CountyCouncil (SCC) initiated the study to improve the communication with the public by adjustingthe language on its website. The website is an important communicative tool since manypeople search for health care information online. Thirty-six terms on the website of the SCCwere the objects of study, a majority of them being names of the departments atMälarsjukhuset Hospital. The departments are presented as a list of links on the website. Fouradditional medical terms were included. The comprehension of the 36 terms was investigatedamong 210 health care centre visitors in Eskilstuna. A questionnaire was used where theinformants were asked to shortly explain what health care issues are dealt with in the differentdepartments. The understanding varied greatly among the terms, from Klinisk fysiologi ochnukleärmedicin (clinical physiology and nuclear medicine/Clinical physics and nuclearmedicine) which only 14.6% of the informants understood to Ögon (eyes/Ophthalmology)which was understood by 92.98%. Seven of the terms were understood by less than 50% ofthe informants. The recommendation of the study to the SCC was to replace terms that werehard to understand to direct the website visitors to the information they are looking for andalso to review the language in all written communication with this study in mind.

The research questions are as follows: What are the Enterprise Systems Effects which impact on business processes? To what extend do the ES effects impact on the business processes? Purpose: the study is an exploratory study that aims at identifying what are the ES Effects which impact on the business processes and assessing the importance and the actual degree of these effects. The answers of the first goal are explored by analyzing the documents and the record of interview, and the results are the basis of the second question. Method: This research has adopted a combined approach because of the nature of the research questions. Data has been collected through face-to-face interview, survey and the organizational documents. Secondary data are also be used for analyzing. Both qualitative and quantitative data are used for getting a reliable conclusion. Conclusions: The Enterprise System effects can be categorized into automaional effects, informational effects and transformational effects. The relationship between such effects and Performance indicators are very important. By determining the importance and impacts degree of such relationships, the evaluation results can be explicitly calculated and understood.

Cette recherche porte sur l’une des traditions urbanistiques britanniques de l’après-guerre, le town design, et sur sa transmission en France dans le cadre de la construction des villes nouvelles. Ma thèse se développe ainsi en deux temps : la première partie définit ces savoirs urbanistiques dans le milieu britannique et étudie leur mise en pratique ainsi que leur formalisation ; la seconde partie analyse leur réception et leur reformulation dans le contexte français, ainsi que les motivations des acteurs impliqués. Mon travail s’attache à analyser la façon dont la tradition du town design se codifie progressivement au travers des plans anglais des années d’après-guerre, ces études urbaines commanditées par des municipalités dans lesquelles s’exprime et se formalise une façon de faire la ville. Un enjeu important de mon travail est de replacer, dans l’histoire des débats urbains, l’apport de ces professionnels « installés », modernistes, en tant qu'inventeurs de formes et de doctrines. Cette histoire des savoir-faire étudie plus spécifiquement la façon dont des concepts sont mobilisés par les acteurs et transformés par leur pratique. Au fondement de la tradition du town design se trouve la méthode du neighbourhood planning, qui repose sur l’opérationnalisation du concept d’unité de voisinage. Ce concept opératoire, appliqué au développement d’un territoire, se traduit directement par l’usage de trois outils de conception : le programme (distribution spatio-temporelle et fonctions des équipements), la mobilité (connexions et temporalité des déplacements) et la composition par groupements (et non via un tracé ordonnateur). Ces outils se trouvent appliqués dans la centralité avec l’opération du Barbican Centre, chef d’œuvre ambigu du town design qui, s’appuyant sur un dispositif de precinct, propose un environnement autonome et attractif comme réponse au défi de la construction de logements dans les conditions de la centralité. Un autre enjeu, qui fait l’objet de la seconde partie de ce travail, est d’étudier différents modes de transmission de ces savoir-faire urbanistiques et d’identifier des « chaînes de transmission » et les « agents de transfert » dans le contexte français. Je montre l’intérêt profond des concepteurs français de villes nouvelles pour le travail sur la programmation et pour l’exigence rationnelle générale (accumulation de données, élaboration d’hypothèses…) qui caractérisent l’approche britannique. À la fin des années 1960, les acteurs des villes nouvelles veulent rompre avec l’urbanisme de plan, caractéristique des savoir-faire urbains appliqués en France depuis l’après-guerre. Une étude de cas autour de la collaboration de la Mission de Cergy-Pontoise avec Shankland et Cox fournit un exemple clair de transfert de savoir-faire entre deux grandes institutions publiques : il s'agit d'une part du département d’architecture du London County Council (LCC) – en charge, notamment, de l’élaboration du plan de Londres de 1944 et de sa mise en application – et d'autre part de l’Institut d’aménagement et d’urbanisme de la région parisienne (IAURP), en charge de la création des villes nouvelles autour de la capitale. L’intérêt pour l’expérience britannique s’explique par les instructions très claires du ministère, relayées par le directeur de la Mission, Bernard Hirsch, qui exigent de laisser aux sociétés privées une plus grande part d’initiative dans le développement de la ville nouvelle. My research focuses on a post-war British planning tradition called “town design”, and on its transfer and diffusion in France through the work of new towns designer. The first part of the dissertation defines this tradition as a specific set of urban skills and concepts developed during the British post-war years. The second part analyses its reception and reformulation in the 1960’s French context. The dissertation aims to show how the tradition of town design was gradually codified through the making of urban plans commissioned by municipalities in the post-war years. An important issue was to establish that “mainstream” professional modernist architects could be inventors of forms and doctrines. This study shows more specifically how concepts are mobilised and transformed by professional pratice. The tradition of town design relies on neighbourhood planning and uses the neighbourhood unit’ as an operational concept in the development of central areas. As such, the Barbican Center may be considered an ambiguous masterpiece of town design. It confronts the challenge of building dwellings in central areas within a pedestrian precinct conceived as an autonomous and attractive environment. The second part of this work is dedicated to the study of the different ways in which the urban tradition has been “transmitted” to France and of its "transmission chains" and "transfer agents" in the French context. The thesis shows that the French new town designers praise the British tradition for its emphasis on briefing and programming, as well as its data-driven, firmly rational approach. The case study of the close collaboration between the Mission de Cergy-Pontoise and the Shankland and Cox practice demonstrates that a full set of skills and concepts was transferred between two major public institutions: the architects’ department of London County Council (LCC) and the Institut d’aménagement et d’urbanisme de la région parisienne (IAURP), which was in charge of the creation of new towns around the capital

Food insecurity (FI) is a significant risk factor in malnutrition which can lead to obesity and type 2 diabetes. The association of FI to undernutrition can additionally lead to impaired cognitive development in children. Nearly $100 billion is spent annually on federal nutrition programs yet FI still affects 1 in 8 American households pointing to the urgent need for the further refinement of our national/regional anti-hunger models. One notable and underutilized tool is the community food security assessment (CFA) which seeks to eliminate FI at the local level by improving food access throughout the community. A major limitation in knowledge about CFAs is the dearth of empirical studies of their effectiveness. The principal aim of this dissertation research was to statistically examine secondary data on U.S. counties where CFAs have been conducted and to determine whether they helped reduce individual FI over a two-year, post-test period. Repeated measures of ANOVA across the longitudinal time frame for n=66 counties revealed the main effect of FI was not statistically significant. A majority (56.9%) of 37 counties experienced a decrease in FI over the period. Linear regression found that unemployment was a significant influence in communities that experienced decreases in individual FI at the county level during the pre-test/post-test interval (β = .387 [.067], p<.01). This dissertation found that CFAs can be more effective in areas of higher unemployment as well as geographically where FI is initially higher, however further research is clearly needed in more communities over a longer time period. Also, the study suggests that proper development and structure of state and local-level food policy councils (FPCs) may lead CFAs to find better structure, funding and best practices to become more effective. Overlays prepared with ArcGIS mapping demonstrate that, in general, CFAs are not being performed in areas of highest FI when measured at the county level. The most important take-away from the visual mapping is the dearth of studies performed in the southeastern and southwestern regions of the country where county-level FI is higher, on average, than the rest of the country. These regions coincide with much of the Southern Black Belt and areas where Hispanic or Latino populations are most prevalent suggesting that communities in these regions may be able to benefit from the intervention.

This thesis is based on a case-study of an IT-system implementation within Jönköping County Council. This new IT-system will cover, and support, all health-care related activi-ties within the County Council. The thesis is concerned with aspects that happened within the pre-implementation phase, and the thesis is furthermore only concerned with so-called „soft‟ aspects- meaning aspects that are not of a technical nature. Instead, attitudes relating to the use of the system and various qualities of the system have been measured; and sub-sequently fit into the categories of the extended Technology Acceptance Model, or TAM2, proposed by Venkatesh & Davis (2000). We have limited our research to only look at the attitudes of doctors. The doctors are also divided into two distinct user-groups: where one group has received more training than the other, and have been assigned as „super-users‟, meant to support the regular users in their use of the system, and also to help train these other, „regular-users‟. The attitudes of the various users of the system have been measured by using a qualitative method, and more specifically interviews based on the elements of the TAM2 model. The results of the interviews were analysed using a number of models and theories relevant to the subject matter. The analysis of the results, and the subsequent conclusions which are drawn as answers to the research questions will be of use in future IT-system implementations, especially within the coming rounds of implementing the spe-cific IT-system which has been studied, in the rest of the Jönköping County Council. The main conclusions which have been drawn can be summarised as the following:

The overall user-technology-acceptance of the doctors towards this system is neutral, but has a strong tendency towards a negative attitude. This conclusion is drawn through combining the perceived usefulness, and its sub-elements, with the perceived ease of use, of the doc-tors- as described in the analysis section. One of the key causes for this is the low subjec-tive norm (or outside opinion affecting attitudes) which is spread about the system. One of the key proposals to avoid these low levels of user-technology-acceptance is to meet the negative subjective norm attitudes being spread, with positive responses; and to optimise the training of all users- but to specifically improve the attitudes and knowledge of the su-per-users, which has been proven to be critical for a successful implementation. This thesis shows the importance of managing the subjective norms of the participants in the imple-mentation project, negative press in the media should in our opinion be met by positive in-formation about the system and the implementation. We have also found that should the training be performed in a satisfactory way the opinions and attitudes of the users will be positively affected. The training of the super-users has been found to be of special impor-tance as the attitudes of colleagues have been shown to be the most important for users, when building early opinions about a system.

This research offers a critical history of the rble played by the architect in post Second world war state Housing. It takes the housing output of the London county council, from 1939 to 1956, as a case study. The aim of the research was to analyse the main strategies of the post-war Labour Government's housing policy from 1945 to 1951, and to assess the success of their implementation by the London County Council. Another aim was to analyse the changes in the architectural style of the Council's housing, and to relate these to contemporary theory and ideology. The thesis is divided into two parts. Part I considers the broader general issues. Section 1.1 looks at debates concerning architectural practice and theory. The status and function of the public architect is analysed. The influence of new art historical methodologies on architectural criticism are assessed, and the development of architectural groupings and the definition of three paradigms for reconstruction are described. Section 1.2 analyses government housing policy from 1939 to 1956, highlighting the differences between Labour and Conservative strategies. The political, social and architectural implications of Labour's policy of 'mixed development' are outlined. Section 1.3 looks at the structure and staffing of the LCC Architects' Department housing division, and describes the changes in architectural responsibility for the Council's housing. Part II analyses the housing work of the LCC from 1939 to 1956. section 2.1 looks at the period 1939 to 1945 when J.H. Forshaw was in Charge of the design and planning of the Council's housing. The woodberry Down scheme is analysed in detail and its innovatory features are related to the principles outlined in the County of London Plan, Section 2.1 covers the housing work when C. Walker as Director of Housing and Valuer was responsible for the Council's housing. Section 2.3 analyses the work of R.H. Matthew's new housing division set up in 1950, describing six schemes designed between 1950 and 1956. The development of a Swedish and a Corbusian style in these schemes is outlined, and the architectural and ideological differences between them are described. The thesis concludes that the Labour Government's attempt to introduce a radical socialist housing policy (from 1945 to 1951) Which relied upon the theory of 'Mixed development' to create complete and balanced communities, as illustrated in the work of the LCC, was of limited scope and success. The rble of the architect was seen to be a marginal one, limited to aesthetic developments rather than the political or social aspects of state housing. No new or consistent 'Welfare State style' of architecture was produced by the LCC from 1945 to 1951 to correspond to this redefinition of state housing. The later schemes of Matthew's new housing division were thus merely aesthetic re-workings of what were basically pre-war housing policies.

Den här uppsatsen undersöker Landstinget i Värmlands personaltidning Intryck och dess betydelse för organisationskulturen. Huvudsyftet med studien är att titta närmare på hur de fem olika yrkesgrupperna läkare, sjuksköterskor, undersköterskor, sjukgymnaster och dietister framställs i tidningen. Uppsatsen tittar också på hur personal inom yrkesgrupperna själva anser att de representeras i tidningen, samt om tidningens syfte når fram till personalen.   Studien utgår från teorier om kommunikation, internkommunikation, organisationsteori och organisationskultur. Ett viktigt begrepp för uppsatsen är bland annat transmissionsmodellen som ger en grundläggande syn på hur kommunikation fungerar genom en personaltidning.        För att uppnå uppsatsens syfte har en fallstudie, genom två metoder, gjorts. Personaltidningen Intryck analyserades genom en kvalitativ innehållsanalys där tre frågor ställdes till texterna: Hur framställs yrkesrollerna i tidningen?, Fokuserar texterna på team eller individer? och Är kommunikationen tillgänglig för alla? Frågorna syftade till att få svar på uppsatsens övergripande frågeställning angående hur yrkesrollerna framställs. Den andra metoden var en enkätundersökning som riktades till urvals-yrkesgrupperna läkare, sjuksköterska, undersköterska, sjukgymnast och dietist. Undersökningen gjordes på Centralsjukhuset i Karlstad och på de tre utvalda vårdcentralerna Västerstrands vårdcentral, Vårdcentralen Gripen och Kronoparkens vårdcentral. Samtliga vårdcentraler är belägna i Karlstads kommun. Enkätundersökningen syftade till att svara på två av uppsatsens frågeställningar: huruvida personaltidningen upplevs bidra till gemenskap inom organisationen samt vilket av personaltidningens syften som når fram till personalen.   Av den kvalitativa undersökningen av personaltidningen framkom vissa skillnader mellan hur de olika yrkesrollerna framställdes och då främst mellan läkare och sjuksköterskor. Slutsatsen blev att läkare framställs som "hjältefigurer", medan sjuksköterskorna förminskas och framställs som osäkra personer utan pondus. Svarsfrekvensen i enkätundersökningen visar att personalen anser att tidningen till viss del bidrar till Landstinget i Värmlands organisationskultur, samt att "Informera personalen om vad som händer på arbetsplatsen" är det syfte som i högst utsträckning når fram till den tillfrågade personalen.
This essay investigates the organizational staff magazine of county council in Värmland. The purpose of the essay is to investigate the culture in the organization and how the professional groups, doctors, nurses, assistant nurses, physiotherapist and dietitian, are being represented in the magazine. The essay also investigates if the professional groups find themselves represented in the magazine and if the professional groups understand the intention of the magazine.   Communication, internal communication, organizational theory and organizational culture are the theories of this essay. The model of transmission is one, among other, important tenets in the essay.   To secure the purpose of the essay the investigation was made by using content analysis and a survey. The content analysis gave the answers to three questions asked to the text. The questions were: ”How do the magazine represent the professional groups?”, ”Do the magazine focus on team or individuals?” and ”Do the readers understand the diction in the magazine?”. These three questions were used to answer the major purpose of the essay: ”How the professional groups, doctors, nurses, assistant nurses, physiotherapists and dietitians, are being represented in the magazine”. The survey was dispensed to the professional groups at Centralsjukhuset in Karlstad (the hospital in Karlstad) and to three care centres in Karlstad: Västerstrand care centre, Gripen care centre and Kronoparken care centre. The survey was made to answer two of the major questions of the essay: ”Does the magazine contribute to the organizational culture” and ”The magazine has several purposes – which one is the readers most aware of?”.   The result of the essay shows big differense between how the magazine represents the professional groups. The content analysis shows among other things that the doctors are represented as heroes and the nurses as a lower-ranking professional group. The result of the survey shows that the magazine is helping to build an organizational culture at the county council. ”To give the staff important information about the workplace” was the most frequent answer given to the question about the main purpose of the magazine.

Resumo: No século XXI, o desenvolvimento tecnológico alcançado não foi capaz de manter o equilíbrio ecológico do planeta, comprometendo a sobrevivência das futuras gerações, gerando debates sobre a necessidade de uma nova visão de mundo. O crescimento econômico passou a ser questionado, enquanto o desenvolvimento social e a preservação do meio ambiente passaram a integrar os princípios racionais que informam a defesa dos direitos humanos e a cooperação entre os povos, originando o conceito de desenvolvimento sustentável. Ao conhecer o passado, torna-se possível compreender o presente e estabelecer estratégias de ação capazes de modificar o futuro. Nesta percepção de mundo, a preservação da memória é vista como instrumento de formação do cidadão, sujeito histórico de direitos e deveres, capaz de perceber os limites e as possibilidades da vida em sociedade. Memória, cidadania e educação constituem o tripé da preservação do patrimônio cultural. A predominância da população mundial nas cidades cria possibilidades de transformar o cenário urbano em espaço de educação, de valorização da memória e de formação de cidadãos, na medida em que, utilizando o desenvolvimento tecnológico na adequação do patrimônio ao uso contemporâneo, os atores políticos podem ser capazes de agir em direção à sustentabilidade. A Constituição Federal de 1988 instituiu o regime democrático de direito e seu exercício pelo povo, de forma indireta e direta. Permitiu a participação da sociedade na gestão pública, garantiu a preservação do meio ambiente e do patrimônio cultural para as futuras gerações. No entanto, o histórico constitucional brasileiro revelou como é complexo o caminho existente entre a norma abstrata e a realidade concreta. Entre as possibilidades de exercício da democracia direta, encontram-se as instâncias denominadas Conselhos Municipais.
Abstract: Technological development was not able to keep the ecological balance in the planet in the 21st century, jeopardizing the survival of future generations, producing debates about the need for a new view of the world. Economical growth has been questioned; meanwhile, social development and environment preservation became part of rational principles which inform the defense of human rights and the cooperation amongst people all over the world, originating the concept of sustainable development. Knowing the past makes it possible to understand the present and settle action strategies that can modify the future. In this perception of the world, the preservation of memory is seen as a tool of character formation and historic subject of rights and duties capable of noticing the limits and possibilities of life in society. Memory, citizenship and education form the trivet for the cultural heritage preservation. The predominance of the world population in cities makes it possible to change the urban scenery into a space of education, heritage awareness and citizenship; once using technological development in the suitability of the patrimony to the present use, the political actors must be able to act towards the sustentability. The Brazilian Federal Constitution of 1998 established the democratic regimen of law and its practice by the people, both in direct and indirect form. It allowed the participation of society in public management, assured the preservation of environment and cultural heritage for future generations. Nevertheless, the Brazilian constitutional history showed how complex is the way between abstract rule and factual reality. Amongst the possibilities for the practice of direct democracy, there are the instances named County Councils - Conselhos Municipais. Referring to the Federal Constitution, which defined them as a municipality duty in its management, assuring the community cooperation in the process.

The aim with this independent degree project of master thesis is to find what the user opinions of the intranet in a county council is. The paper seeks how the question about how the culture in the organisation was affected by the use of the intranet. An important part is to explore the expectations and acceptance of the intranet and get a picture of which functions and services support day-to-day work with good quality. One goal is to find out how the intranet users feel that the communication, information and usability can be developed.

The focus group interview is a qualitative method that has been applied for gathering data from the respondents, who participate in the investigation from the county council. The used method is unstructured focus groups containing the three dominating categories of staff in the county council. Totally five focus groups have been interviewed.

In the result and the following analysis of data from the focus group interviews have a few main categories been chosen for the survey. One of the categories is the information- and communication flows in the intranet, which include how it works today and could be improved. Other parts in the analysis are usability, organisation culture and the potential for the intranet as a tool for the organisation.

A number of conclusions are drawn from the survey and the analysis. One conclusion is that the intranet is a well-accepted channel for information, but underestimated as a communication channel. Another conclusion is that the respondents considered that an intranet has to be fun, exciting, and contain interesting material; which will lead to that the intranet will be used more. The content has to be updated and suited for the needs of the organisation.

The consumer society exploits the earth’s resources more than the earth itself has capability to produce. This over-consumption causes a mass production of products, which mean that more greenhouse gases are being emitted to the atmosphere. This is one of the reasons why the earth’s temperature is rising, where the result of it is worldwide disasters. The paper consumption is part of the causes to climate change, but this is something we can prevent by just changing little things in our everyday lives. Our question is: What does it actually take for us to stop wasting paper as we do? Is it possible at all? We decided to study what the IT-center of Jonkoping county council need to do to reduce their office paper printing. A survey and interviews were made to get to know the employees way to work. Many are very positive towards electronic documents and do not mind a change, as we can see in the results. But many admitted that they have a way to work that is hard to break. With these studies and previous cases, we found a solution for the IT-center. The solutions are reported in an electronic brochure.

Syftet med studien är att undersöka hur samverkan ser ut mellan kommun och landsting vad

avser personer som vårdas enligt lag (1991:1129) om rättspsykiatrisk vård (LRV) och skall

permitteras till hemkommunen. Studiens frågeställningar är: (1) Hur sker samverkan mellan

kommun och landsting innan permissionen verkställs?

(2) Hur sker samverkan mellan kommun och landsting under tiden en person är permitterad?

(3) Vilka möjligheter och hinder finns vad avser samverkan mellan kommun och landsting gällande personer som permitterats?

Metodvalet är kvalitativt och författarna har genomfört fem intervjuer med nyckelpersoner

inom landsting och samverkande kommuner. Den teoretiska utgångspunkten är Danermarks

tre primära samverkansbegrepp: organisation, kunskap och regelverk. Resultatet visar att

landstinget har ansvar för vård och behandling och att kommunen har ansvar för boende och

sysselsättning. Respondenterna inom landstinget upplever att deras samverkan fungerar bra

och uttrycker att det är vikigt med en god kommunikation samt att personkännedom

underlättar samverkan. I dagsläget saknas det skriftliga samverkansavtal som är förankrade i

verksamheterna, det saknas även en klar målsättning för samverkan. Detta är något som

studiens tidigare forskning rekommenderar för en förbättrad samverkan. Respondenterna i en

av kommunerna upplever att de får för lite bakgrundshistorik om brukarna och anser att viss

rädsla kan finnas på grund av detta. De anser även att den handledning de idag får ifrån

landstingets personal inte är tillräcklig. En respondent ifrån landstinget tycker dock att de ger

lagom mycket information och att rädslan skulle kunna öka bland kommunens personal om de

gav mer information.


The aim of this study is to research how the collaboration between municipality and county

council works, about persons who are in forensic psychiatric care and are going on

community leave. The studied issues are: (1) How does the collaboration work, between the

municipality and county council, before the community leave is carried out? (2) How does the

collaboration work, between the municipality and county council, during the community

leave? (3) Witch possibilities and obstacles can be found in the collaboration between the

municipality and county council, about persons who are on community leave?

The method in the study is qualitative and the authors have accomplished five interviews with

key figures within county council and collaborating municipalities. The theoretical starting

point is Danermarks three collaboration concepts: organization, knowledge and rules. The

result shows that the county council has the responsibility of medical care and treatment and

that the municipality has the responsibility of the housing and occupation. The county council

respondents experience that the collaboration is good and they also express that it is important

to have an open communication, and that good knowledge of the persons involved facilitates

the collaboration. Today there is a lack of written collaboration agreements that have gained

approval within the organizations. Also, there is no common aim with the collaboration. A

written agreement with a clear aim for the collaboration is something that is recommended by

earlier research to improve the collaboration. The respondents in one municipality would like

to get more background history about the persons who are on community leave, the lack of

information could cause fear among the employees. They would also like some more

guidance from the county council staff. One county council employee thinks that more

information would cause more fear amongst the municipality staff.

The chosen research area is the communication in complex hospital construction projects. The purpose of this study is to investigate and map out the existing communication and cooperation between the project management organisation towards the steering committee and the hospital organisation. The research objective consists also of investigating how the project members manages the challenges and difficulties with communication and what improvements they think is needed for increasing the efficiency within the different organisations, within the project.   The results create an understanding and an awareness of the challenges, which will hopefully be beneficial for a more efficient project management. This was possible by investigating two actual projectorganisations in Sweden, one in Gävleborg (Gävle and Hudiksvall) and another one in Stockholm.  Extensive literature review and various scientific reports were investigated. An overview over the research area was achieved, with focus on existing problems and possible solutions. The communication in the project process was analysed by having semi- structured interviews. One of the objectives with the interviews is to expose the strengths and weaknesses in the project management, but also the external opportunities and threats towards the organisation. It can further be described as an analysis for representing how the project members use their competence and experience to handle the challenges and difficulties, how the optimal solutions could be according to the project members and also how the organizational structure should be conducted for a better communication in the project process. The findings from the interviews compared with the theoretical framework indicates some parameters for achieving an ideal information transfer and communication. There needs to be defined structures and techniques for information transfer. The effectiveness of information transfer increases, when the roles of different project members, groups and organisation structures are clearly defined, in a formal structured way. The culture in the organisation impacts and shapes the communication methods within the organisation. The work environment, values, language, routines, structure and experience in the organisation shapes and creates the foundation for the organisational culture, which leads to how the communication will take form. The attitudes and behaviours of the participants in the project are another impact on the communication structure. The organisation should secure in a personal level openness and commitments for the sake of fulfilling the common objectives and vision of the project.  The main challenges that were common in the projects in Gävle and Hudiksvall have been the lack of commitment from the steering committee, which is the county councils. The lack of participation and experience from both the steering committee and the hospital organisation made it challenging for the project management organisation to manage the projects. This means also that the hospital organisation has not been organized and there are not any representatives from the hospital in the projects. The project members are in these cases making qualified assumptions regarding the requirements that are needed in the hospital organisation. The main thought of effective communication is to be aware of all the changes in the project.  If the participating project members are updated with the latest information, then there are less risks for surprises. The project management organisation and the hospital organisation needs mutually to support each other with guidance through the needs and requirements that they have. This could be possible if they organisation could have continuously face-to-face meetings but also by keeping a good dialogue with each other. The representatives for the hospital organisation should also be prepared for the project from the initialisation phase.
Det valda undersöknings området är kommunikationen i komplexa sjukhus byggprojekt. Syftet med studien är att undersöka och kartlägga den existerande kommunikationen och samarbetet mellan projektledningsorganisationen gentemot styrgruppen och sjukhusverksamheten. Målet med undersökningen består av att undersöka hur projektmedlemmarna handskas med utmaningarna och svårigheterna med kommunikationen och vilka förbättringar som de anser behövs för att öka effektiviteten i de olika organisationerna. Resultatet skapar en förståelse och en medvetenhet om svårigheterna, vilket förhoppningsvis blir mer fördelaktigt för en effektivare projektledning. Undersökningen var möjlig att genomföra genom att två aktuella projektorganisationer undersöktes i Sverige, en i Gävleborg (Gävle och Hudiksvall) och en annan i Stockholm.  En omfattande litteraturstudie genomfördes och varierande forskningsartiklar undersöktes. En översikt över undersökningsområdet var uppnådd, med fokus på existerande problem och möjliga lösningar. Kommunikationen i projekten var analyserad genom att ha semi-strukturerade intervjuer. Ett av målen med intervjuerna var att upplysa styrkorna och svagheterna i projektledningen, men även de externa möjligheterna och farorna gentemot organisationen. Det kan vidare beskrivas som en analys som uttrycker hur projektmedlemmarna använder sin kompetens och erfarenhet för att handskas med utmaningarna och svårigheterna, hur de optimala lösningarna kan vara enligt projektmedlemmarna och även hur den organisatoriska strukturen borde genomföras för bättre kommunikation i projekt processen. Resultatet från intervjuerna jämfört med det teoretiska ramverket resulterar i vissa parametrar för att uppnå en ideal informationsöverföring och kommunikation. Det behöver finnas definierade strukturer och tekniker för informationsöverföring. Effektiviteten med informationsöverföring ökar när rollerna av de olika projektmedlemmarna, grupperna och organisationerna är tydligt definierade, i ett formellt strukturerat sätt. Organisationskulturen påverkar och formar kommunikationsmetoderna inom organisationen. Arbetsmiljön, värderingar, språk, rutiner, struktur och erfarenheter i organisationen formar och skapar grunden för den organisatoriska kulturen, vilket leder till hur kommunikationen formas. Attityd och beteenden från deltagare i projekten är ytterligare en påverkan på kommunikationsstrukturen. Organisationen borde säkra öppenhet och engagemang på individnivå för att kunna uppfylla de gemensamma målen och visionen för projektet. De huvudsakliga svårigheterna som var gemensamma för projekten i Gävle och Hudiksvall, har varit bristen på engagemang från styrgruppen, alltså landstingen. Bristen på deltagande och erfarenhet från både styrgruppen och sjukhusverksamheten har försvårat projektledningen för projektlednings organisationen. Det betyder också att sjukhusverksamheten inte har varit organiserade och att det inte har funnits representanter från sjukhusverksamheten. Projektmedlemmarna har i dessa situationer gjort kvalificerade gissningar angående de behov som sjukhusverksamheten har. Det huvudsakliga med effektiv kommunikation är att vara medveten om alla förändringar i projektet. Om de deltagande projektmedlemmarna är uppdaterade med den senaste informationen, blir det mindre risker för några överraskningar. Projektledningsorganisationen och sjukhusverksamheten behöver gemensamt stötta varandra genom vägledning av de behov och krav som de har. Detta kan vara möjligt om man har kontinuerliga face-to-face möten men även att hålla en god dialog med varandra. Representanterna för sjukhusverksamheten borde vara förberedda för projektet från initialiseringsfasen.

Varje år drabbas tusentals patienter av skador inom vården på grund av felbehandlingar, stress och brister i kommunikation mellan vårdpersonal. Utöver detta dör över tusen patienter varje år till följd av vårdskador. Som en jämförelse kan nämnas att det är fler personer än vad som exempelvis dör i trafikolyckor. Arbetet med patientsäkerhet är därför ett mycket viktigt område. För att identifiera risker och tillbud är rapportering och utredning av avvikelser ett viktigt verktyg och för detta används digitala avvikelsesystem. Då det är tidigare känt att hälso- och sjukvården är en sektor som upplevt utmaningar inom digitala system ses behovet att undersöka vad den generella uppfattningen är kring de avvikelsesystem som används av Sveriges landsting. Specifikt syftar denna studie att undersöka uppfattningar kring användbarheten i dessa system och vart eventuella utmaningar ses. Genom resultatet kan det konstateras att det finns stora skillnader kring de generella uppfattningarna om avvikelsesystemen. Gällande de generella uppfattningarna om användbarheten i avvikelsesystemet ses mindre variationer och hos en tydlig majoritet av landstingen ses en negativ uppfattning. Dock krävs en fördjupad studie för säkerhet i resultatet. Specifika användbarhetsutmaningar har uppmärksammats på den nivå i systemet som hanterar och utreder avvikelser. En ytterligare utmaning tyder på att majoriteten av avvikelsesystemen är för komplexa i förhållande till verksamhetens behov vilket kan innebära en negativ påverkan på användbarheten i avvikelsesystemet. Sammanfattningsvis ger därför denna studie stöd för att vidare forskning kring användbarhetsaspekter inom avvikelsesystem kan vara av värde för hälso- och sjukvårdens avvikelsehanteringsprocesser och lärande.
Every year, thousands of patients suffer from injuries due to medical errors, a stressed working environment and miscommunication between health care professionals. In addition, over a thousand patients die each year due to medical injuries. As a comparison, this number is higher than, for example, deaths caused by traffic accidents. Therefore, the work on patient safety is a very important area. In order to identify risks and incidents, reporting and investigation of incidents is an important tool, and for this digital Incident Reporting Systems are used. Knowing that health care is a sector that has previously experienced challenges within digital systems this motivates a need to investigate general perceptions and challenges in Incident Reporting Systems used by Swedish County Councils. In particular, this study aims to investigate the perceptions of the usability in these systems and where potential challenges are seen. With support from the results, it can be concluded that there are significant differences on the general perceptions of the Incident Reporting Systems. In regards to the general perceptions on the usability in the Incident Reporting Systems less variation is seen, and by a clear majority of the County Councils a negative perception is seen. Although, an additional in-depth study is needed to attain reliability in the results. Specific usability challenges have been recognised at the advanced user level who are handling and investigating the reported incidents. Another challenge suggests that the majority of the Incident Reporting Systems are too complex in relation to the needs of the business which may have a negative impact on the usability of the Incident Reporting System. To summarize, this study supports that further research on the usability aspects of Incident Reporting Systems can be of value to health care’s incident reporting processes and learning.

Denna uppsats handlar om integritetskänslig vårdinformation på fakturor, ett ämne som aktualiserats under mitt arbete på landstingets kansli i Jönköping. När en person får vård i annat län än hemlandstinget så skickas en faktura till hemlandstinget och innan dessa fakturor betalas måste de granskas och attesteras. Hanteringen kring detta upplevdes som tidsödande och ineffektiv, vilket ledde mig in på funderingar kring elektronisk fakturering (e-fakturering). Eftersom fakturorna innehåller integritetskänslig information, som personuppgifter och vissa uppgifter som går att koppla till diagnos och behandling, är det inte bara viktigt att hanteringen blir effektiv utan också att sekretessen kan upprätthållas under hela faktureringsprocessen.

I denna undersökning studeras hur hanteringen av integritetskänslig vårdinformation påverkas om fakturahanteringen digitaliseras. Syftet är att göra en jämförelse avseende hantering av sekretess mellan pappersfakturor och digitala e-fakturor. Undersökningen genomfördes med en kvalitativ ansats där en organisation, Jönköpings läns landsting, studerades mer ingående och för datainsamlingen valdes litteraturstudier och intervjuer.

Resultatet visade att sekretessen kring pappersfakturor är en känslig faktor då hanteringen av dessa inte går att spåra och att fakturor lätt kan försvinna inom organisationen. För e-fakturor finns däremot stor möjlighet till spårbarhet och kontroll över händelserna kring hanteringen. Det finns olika typer av e-fakturering och om ett system som till exempel EDI-fakturering väljs kan många uppgifter automatiseras vilket minskar risken för såväl avsiktliga som oavsiktliga sekretessbrott. Om vissa personuppgifter kan döljas innebär det dessutom en än större säkerhet för patienterna. Tekniskt sett finns det alltså många bra lösningar som kan förbättra sekretessen, men mycket av detta är dock endast en efterkontroll över att lagar och regler följs, till exempel sparade uppgifter om vad som har hänt en specifik faktura.

Det största hotet mot sekretess är dock den så kallade mänskliga faktorn. Det går inte att bygga ett informationssystem så att det inte finns den minsta risk för läckor, eftersom det alltid är de personer som hanterar de känsliga uppgifterna som gör att tanken blir till handling. Vissa typer av misstag eller slarv kan förebyggas med teknik, men personalens inställning till sitt eget arbete och det ansvar som det innebär är en grundläggande faktor såväl med pappers- som e-fakturor.


This thesis deals with integrity sensitive healthcare information on invoices, a subject that arose during my work at county council secretariat in Jönköping. When a person gets treatment in another county than the home county the invoice are sent to the home county, but before these invoices are paid, they have to be checked and attested. This handling was experienced as time consuming and ineffective which led me in to some thoughts around electronic billing (e-billing). The invoice contains integrity sensitive information, like personal code numbers and other kind of information, which is possible to connect with diagnosis and treatments. Therefore it is important that the handling becomes effective and that the secrecy can be maintained during the whole billing process.

In this study I discuss how the handling of integrity sensitive healthcare information is influenced if the invoice handling is digitalised. The purpose was to do a comparison the handling of secrecy between paper invoices and digital e-billing. The study was accomplished by a qualitative approach where one organisation, Jönköpings county council, was examined more thorough and for the data collection literature studies and interviews were chosen.

The result showed that the secrecy around paper invoices is a sensitive factor. It is not able to trace the handlings around these documents and an invoice could easily disappear within an organisation. On the contrary, for e-bills there is a large possibility to trace and control the handlings. There are different kinds of e-billing and if a system like for example EDI-billing is chosen, a lot of tasks could be automatized. That will decrease the risk for intentional as well as unintentional secrecy crimes. Furthermore, if some personal information could be hidden, it would mean a better safety for the patients. Technically there are a lot of good solutions that is able to improve the secrecy, but a lot of these are only a recheck that laws and rules are followed, for example saved information about what have happened with a specific invoice.

The biggest threat though is the so called human element. It is impossible to build an information system that contains no leaks, because it is always the persons that are handling the delicate information that makes the thoughts into actions. Some kind of mistakes or carelessness could be prevented by technical solutions, but the staffs’ attitude of their work and the responsibility is a fundamental factor with papers- as well as e-bills.

No século XXI, o desenvolvimento tecnológico alcançado não foi capaz de manter o equilíbrio ecológico do planeta, comprometendo a sobrevivência das futuras gerações, gerando debates sobre a necessidade de uma nova visão de mundo. O crescimento econômico passou a ser questionado, enquanto o desenvolvimento social e a preservação do meio ambiente passaram a integrar os princípios racionais que informam a defesa dos direitos humanos e a cooperação entre os povos, originando o conceito de desenvolvimento sustentável. Ao conhecer o passado, torna-se possível compreender o presente e estabelecer estratégias de ação capazes de modificar o futuro. Nesta percepção de mundo, a preservação da memória é vista como instrumento de formação do cidadão, sujeito histórico de direitos e deveres, capaz de perceber os limites e as possibilidades da vida em sociedade. Memória, cidadania e educação constituem o tripé da preservação do patrimônio cultural. A predominância da população mundial nas cidades cria possibilidades de transformar o cenário urbano em espaço de educação, de valorização da memória e de formação de cidadãos, na medida em que, utilizando o desenvolvimento tecnológico na adequação do patrimônio ao uso contemporâneo, os atores políticos podem ser capazes de agir em direção à sustentabilidade. A Constituição Federal de 1988 instituiu o regime democrático de direito e seu exercício pelo povo, de forma indireta e direta. Permitiu a participação da sociedade na gestão pública, garantiu a preservação do meio ambiente e do patrimônio cultural para as futuras gerações. No entanto, o histórico constitucional brasileiro revelou como é complexo o caminho existente entre a norma abstrata e a realidade concreta. Entre as possibilidades de exercício da democracia direta, encontram-se as instâncias denominadas Conselhos Municipais.
Technological development was not able to keep the ecological balance in the planet in the 21st century, jeopardizing the survival of future generations, producing debates about the need for a new view of the world. Economical growth has been questioned; meanwhile, social development and environment preservation became part of rational principles which inform the defense of human rights and the cooperation amongst people all over the world, originating the concept of sustainable development. Knowing the past makes it possible to understand the present and settle action strategies that can modify the future. In this perception of the world, the preservation of memory is seen as a tool of character formation and historic subject of rights and duties capable of noticing the limits and possibilities of life in society. Memory, citizenship and education form the trivet for the cultural heritage preservation. The predominance of the world population in cities makes it possible to change the urban scenery into a space of education, heritage awareness and citizenship; once using technological development in the suitability of the patrimony to the present use, the political actors must be able to act towards the sustentability. The Brazilian Federal Constitution of 1998 established the democratic regimen of law and its practice by the people, both in direct and indirect form. It allowed the participation of society in public management, assured the preservation of environment and cultural heritage for future generations. Nevertheless, the Brazilian constitutional history showed how complex is the way between abstract rule and factual reality. Amongst the possibilities for the practice of direct democracy, there are the instances named County Councils - Conselhos Municipais. Referring to the Federal Constitution, which defined them as a municipality duty in its management, assuring the community cooperation in the process.

This examination of the pressures and influences on London elementary schoolgirls is set in a period when local authority and state pressures for conformity over attendance and health regulations were placing increasing burdens on homes and families. Simultaneously emphasis on the training of daughters in domesticity and infant care, under professional guidance at school, was becoming a powerful obligation on educators. This obligation was expected to reach far beyond mere technical training, contributing to a structure of moral control with supervision extending beyond school into early years of employment. The newly established London County Council Education Authority, both in size and in the variety of elementary schools, offers rich material on the operation of this process of attempted control and of conflicts engendered within it. Attempts to establish a coherent and consistent moral structure for elementary schoolgirls presented acute difficulties which are considered in this thesis. Thus pressure for the teaching of domestic subjects met counter demands that general education for girls should have priority, with any narrowing of their horizons towards domesticity being resisted. Infant care tuition, launched with strong government backing, alarmed some educationists lest by stimulating girls' curiosity it might weaken the taboo on sex education. Simultaneously however, others sought to extend instruction in sex matters for the protection of young girls, or to advance eugenist beliefs. The fast-growing cinema, seen as a morally dubious form of mass entertainment, had also to be scrutinised and controlled. During the war years a degree of resistanm emanating from teachers, to the brutality of current propaganda marked a victory for the ideals of duty and service inculcated particularly for girls. By contrast attempts by teachers and administrators to extend moral control after schooldays largely failed, undermined by suspicion and impatience from home and from former pupils, by demands of employers and by post-war economies In education.

Landstinget Västmanland genomför regelbundet enkätundersökningen Liv & hälsa ung Västerås som kartlägger hälsan bland ungdomar i årskurs nio i grundskolan och årskurs två i gymnasiet. Enkätundersökningen ska nästa gång genomföras i januari-februari år 2017 och landstinget vill ha underlag för hur de eventuellt kan utveckla sin undersökning för att unga hbtq [homosexuella, bisexuella, transpersoner, queera]-personer ska känna sig synliggjorda i den. Därför har syftet varit att undersöka hur unga hbtq-personer upplever undersökningen Liv & hälsa ung Västerås samt hur de upplever att den kan utvecklas. Detta har gjorts genom en kvalitativ undersökning som baseras på semistrukturerade intervjuer. Personerna som intervjuades var unga hbtq-personer under 26 år. Datamaterialet analyserades med stöd av manifest innehållsanalys. Resultatet av intervjuerna uppdagade att personerna inte kände sig representerade i enkätundersökningen då den upplevdes som begränsande och normativ avseende frågor och svarsmöjligheter. Utvecklingsmöjligheterna var att undersökningen kan bli mer inkluderande och att normmedvetenheten bör öka vilket kan ske genom förtydligande kring vilken definition som används på begrepp som samlag. Slutligen, om dessa förändringar genomförs skulle hbtq-ungdomarnas hälsa stärkas då målet att identifiera och uttrycka sig som de vill, kan uppnås. Som ökar möjligheterna till en god hälsa på lika villkor då rätt hälsoinsatser kan prioriteras när unga hbtq-personers förutsättningar framkommer.
The County Council of Västmanland regularly conducts the survey Liv & hälsa ung Västerås, which investigates the health of young people in the ninth grade in elementary school and the second grade in high school. The next survey will be conducted in January and February 2017. The County Council want to develop the questionnaire to raise the awareness of conditions affecting young lgbtq [lesbian, gay, bisexual, transgender, queer] –persons, and that is why these questions are now in focus. Therefore, the aim has been to investigate how young lgbtq-people experience the questionnaire Liv & hälsa ung Västerås and how they perceive that it can be developed. To answer the purpose, a qualitative study has been conducted and based on semi-structured interviews. The people interviewed are young lgbtq-people under the age of 26. Data were analyzed with a manifest content analysis. The result of the interviews revealed that people did not feel represented in the survey, as the questions and answers was perceived as restrictive and prescriptive. The development potential was that the questionnaire could be more inclusive, and that there is need for further clarification of certain terms (e.g. sexual intercourse). Finally, if these changes can be proceeded, the health of young lgbtq-people can be strengthened. If they can identify and express themselves as they wish, an improved access to high quality care, on equal terms, can be achieved. The right health interventions can be implemented and become a priority when the health conditions are visible to the county.

När vi kom i kontakt med Landstinget Halland uttryckte de behovet av att kunna attrahera och behålla personal. Då personer med nyckelkompetens har stor påverkan på organisationens framgång har vi valt att genomföra en studie med syfte att undersöka vilka förhållanden personer med nyckelkompetens inom Landstinget Halland upplever som centrala för sin specifika arbetssituation. Med hjälp av olika teorier och modeller analyserar vi och tar reda på hur sådana förhållanden kan påverka arbetsgivarens förmåga att behålla dessa personer. Vi har valt att undersöka på vilket sätt de förhållanden som framkommer är centrala för individens arbetstillfredsställelse och motivation samt för deras vilja att stanna kvar på eller lämna sitt arbete.

 

Utifrån uppsatsens syfte och frågeställningar har vi genomfört sex stycken kvalitativa intervjuer med nyckelindivider och personalledning på en av verksamheterna inom Landstinget Halland.

 

Vårt resultat visar att förhållanden som har att göra med arbetstillfredsställelse och motivation påverkar och påverkas av upplevt organisatoriskt stöd vilket i sin tur påverkar arbetsgivarens förmåga att behålla individer med nyckelkompetens. Hela analysen utmynnar slutligen i vår egen AFBN-modell (arbetsgivarens förmåga att behålla nyckelkompetens) som visar dessa samband.


When we first contacted Halland County Council they expressed the need to be able to attract and retain employees. Since individuals with key competence have a big influence on the overall success of the organization we chose to carry out a study with the purpose to examine which conditions individuals with key competence within Halland County Council experience as central to their specific work situation. By using different theories and models we analyze and find out how such conditions can affect the ability of the employer to retain these individuals. We have chosen to examine in what way the conditions that emerge are central to the individuals work satisfaction, motivation and their will to stay or leave their workplace. 

 

Based on the purpose of this study we have carried out six qualitative interviews with key employees and HR management on one of the units within Halland County Council.

 

Our results show that conditions that has to do with work satisfaction and motivation affect and are affected by perceived organizational support which in turn affect the ability of the employer to retain individuals with key competence. The analysis finally concludes into our own model of AFBN (the ability of the employer to retain key competence) that shows these relationships.

Syftet är att undersöka Läns-SLAKO, samrådsorganet inom vård- och omsorgsområdet mellan kommunerna och landstinget i Östergötland. Målsättningen är att ge kunskap om de bakomliggande orsakerna till uppbyggnaden av Läns-SLAKO, att ge kunskap om hur samrådet fungerar idag samt möjliga förklaringar till varför samverkan fungerar eller inte. Fokus ligger på att undersöka vilken betydelse tillit mellan de ingående parterna har, för att åstadkomma en fungerande samverkan. Syftet är också att undersöka huruvida graden av tillit påverkar legitimiteten för Läns-SLAKO som politiskt organ.   Studien har utförts som en fallstudie med Läns-SLAKO som enda undersökningsobjekt. Det är en lämplig metod när syftet är att undersöka en nutida företeelse på djupet och i dess verkliga sammanhang. Den empiriska undersökningen bygger på skriftlig dokumentation, huvudsakligen sammanträdesprotokoll, och på samtalsintervjuer.   Undersökningen visar ett klart samband mellan parternas ömsesidiga förtroende för varandra och en fungerande samverkan som kommer medborgarna till del. Nödvändigheten av att nå konsensus i Läns-SLAKO försvåras av att såväl kommuner som landsting är komplexa organisationer med sinsemellan olika styrlogiker. Statliga beslut inom vård-och omsorgsområdet påverkar såväl vilka uppgifter Läns-SLAKO arbetar med som hur väl samrådet fungerar och detta har varierat över tid. För närvarande står frågan om överflyttning av hemsjukvården från landstinget till kommunerna på agendan. Om Läns-SLAKO misslyckas att finna en konsensuslösning kan det få allvarliga följder för den fortsatta samverkan. Om tilliten försvinner mellan parterna kan processen att återuppbygga den bli både lång och mödosam.
The purpose was to examine Läns-SLAKO as a model for cooperation in healthcare issues for municipalities and the County Council of Östergötland, Sweden. The study aimed at increasing the knowledge concerning the forming and development of Läns-SLAKO. The study also aimed at finding relevant factors to explain why or why not the cooperation is successful. The study focuses on evaluating if the      organization of the network   the      degree of trust and reciprocity the      link between trust and legitimacy are factors of relevance. The study was designed as a case study. The method is suitable for an empirical study investigating a contemporary phenomenon in depth and within its real-life context. The empirical study is based on interviews with key-persons and mainly on meeting protocols.   The study suggests a clear connection between reciprocity and trust and successful cooperation. The influence of the precondition to reach consensus highly increases complexity. The participants need to have the same weight of mandate within their own organizations. With a lower degree of trust and reciprocity the cooperation may be at risk although the participants know they may benefit. The trust and reciprocity is currently under pressure by the central decision to transfer part of the responsibility for the home based care from the county council to the municipality. The government has left the organizations to find an agreement. If Läns-SLAKO fails a severe lack of trust may result. This may impact future cooperation. To loose trust may be a quick process. To regain trust takes time.

Den fysiska aktiviteten minskar bland befolkningen. En mer stillasittande livsstil bidrar till övervikt och fetma som i sin tur kan orsaka livsstilsrelaterade sjukdomar. I arbetet för att öka den fysiska aktiviteten i befolkningen har fysisk aktivitet på recept utvecklats som metod inom sjukvården. I Landstinget Västmanland tillämpas denna arbetsmetod under begreppet Ordinerad Fysisk Aktivitet (OFA). På uppdrag av Landstinget Västmanland genomfördes denna studie. Syftet var att undersöka avdelningschefernas uppfattningar kring arbetet med OFA samt arbetet med fysisk aktivitet riktat till medarbetare och befolkning på rehabiliteringsavdelningarna och medicinmottagningarna i Västmanlands län. En kvalitativ ansats tillämpades för studien genom intervjuer. Resultatet visar på svårigheter med införandet av OFA i verksamheten. Avdelningarna saknar rutiner och mål för OFA som arbetsmetod. Men viljan att arbeta med OFA finns på avdelningarna samt förståelsen för dess betydelsefulla hälsosamma effekter för patienterna. Medarbetarna på avdelningarna har tagit del av det material och utbildningar som finns men arbetet med OFA går långsamt framåt. Förmåner för medarbetarna, angående fysisk aktivitet, finns som ersättning från Landstinget Västmanland samt för några avdelningar, friskvårdshalvtimme i veckan. Flera avdelningar deltar i aktiviteter för att öka den fysiska aktiviteten hos medarbetarna. Avdelningarna har däremot inget riktat arbete mot befolkningen angående fysisk aktivitet. Det finns inga riktlinjer för hur detta arbete ska fungera. Utvecklingsmöjligheterna för ett befolkningsinriktat arbete bedöms vara små. 


Physical activity decreases among the population. A more sedentary life style contributes to overweight and obesity which can cause life style related diseases. In the work to increase physical activity among the population physical activity on prescription has developed as a method in health care. In the County Council of Västmanland this working method applies under the concept Prescribed Physical Activity (OFA). This study was accomplished commissioned by the County Council of Västmanland. The aim of the study was to examine the opinions of the head of department, in the department of rehabilitation and the department of medicine in the County Council of Västmanland, about the work with OFA and the work on physical activity targeted to the employees and the population. A qualitative approach was applied for the study through interviews. The results show the difficulties with the introduction of OFA in the departments. The departments lack of routines and objectives for OFA as a work method. But the willingness to work with OFA and the understanding of its significant health effects for patients occurs in the departments. Employees of the department have taken note of the materials and educations available but the work with OFA is making slow progress. Benefits for the employees, regarding physical activity, is compensation from the County Council of Västmanland, and for some departments, half an hour of health related activities a week is available. Several departments are involved in activities to increase physical activity among the employees. The departments have no direct work to the population regarding physical activity. There are no guidelines on how this work should be carried out. The potential for a population-oriented work is considered to be small.

The purpose of this study is to examine how project managers in the public sector perceivetheir psychosocial work environment in a public organization. Therefore we have formulateda hypothesis based on the assumption that there exist differences in how project managersperceive their psychosocial work environment, depending on whether they work in public orprivate sector.Based on the objective, one research question has been formulated: How do projectmanagers active in the Pegasus program experience their psychosocial work environment? Tobe able to say something characteristic about the project managers psychosocial workenvironment our approach has been to interview five project managers. Further in ouroperationalization and analysis we have used Karasek/Johnsons demand/control/supportmodel with amplifications in form of project specific factors taken from theory about projectmanagement.From the analysis of the empirical data, we conclude that the project managers who areactive in the Pegasus program in the Värmland county council experience their psychosocialwork environment in several ways. In this study that means that several of the respondentsexperience high levels of stress in the psychosocial work environment while the degree ofself-monitoring and social support to the project manager’s work varies between therespondents. We can also see that several of the project managers feel that their psychosocialwork environment is stimulating while others experience it mainly as stressing. Some of theproject managers could therefore more than others, eventually suffer from psychosomaticdisorders as long as their work demands mostly not are compensated by a higher degree ofself-monitoring.

Detta innebär i denna studie att flera av respondenterna upplever en hög grad avarbetskrav i den psykosociala arbetsmiljön. Vi kan också se att flera av projektledarnaupplever att deras psykosociala arbetsmiljö är stressande medan andra ser den främst somstimulerande. Landstinget i Östergötland upphandlar sedan 2001 samtliga godstransporter från externa leverantörer. Detta examensarbete har som syfte att inför en kommande transportupphandling 2006 utreda behovet av godstransporter och hur kostnaderna för dessa transporter ska fördelas inom Landstinget i Östergötland. Målet var att förenkla existerande avtal och ta fram en lösning på hur förändringar av transportnätet ska kunna hanteras med minimal administrativ arbetsinsats. Lösningen skulle också innebära att landstingets kostnader kunde hållas låga.

Studien har visat att det genom att standardisera transporttider går att förenkla transportavtalen avsevärt. Transportören erbjuds också större frihet att anpassa landstingets körningar till övriga uppdrag, vilket möjliggör lägre priser. Genom att införa enhetstaxa inom huvudorterna Motala, Linköping och Norrköping och ortstaxa för övriga verksamhetsorter kan avtalsförhandlingar i möjligaste mån undvikas, eftersom det redan i avtalet är stipulerat hur förändringar ska hanteras ekonomiskt.

Landstinget i Östergötland har ett köp-och-säljsystem där varor och tjänster interndebiteras varje enhet. Huvuddelen av landstingets transporter är av sådan art att de inte kan påverkas av den betalande enheten, till exempel måste medicinska prover skickas in till centrallaboratoriet dagligen. Eftersom den styrande effekten av internpriset då uteblir kan transportkostnaden istället tas på högre nivå, vilket minskar administrationsbehovet. Därför rekommenderas Landstinget i Östergötland att föra upp kostnaden från varje enskild enhet upp på centrumnivå.

Då flera enheter från olika centrum delar på en transport bör kostnaden fördelas efter en viktningsprocent där enheter av olika typ har olika vikt. En vårdcentral har till exempel större behov av en provtransport än vad en tandvårdsklinik har av att frakta post med samma transport. Därför ska också vårdcentralen betala mer för denna transport.

Transportavtalet föreslås upphandlas i fem olika delar: lättgodstransporter i Motala, Linköping, Norrköping och Övriga Östergötland, samt förrådstransporter. Centrum för lättgodsnätet blir Universitetssjukhuset i Linköping.

Genom att genomföra de föreslagna förändringarna bör Landstinget i Östergötland kunna effektivisera sin avtalshantering, samtidigt som möjligheten för låga kostnader finns.


The County Council of Östergötland (CCÖ) purchases since year 2001 all transportation of goods from external suppliers. The purpose of this report is to investigate the need for transportation of goods and how to distribute the costs for the transports within the CCÖ. The underlying reason is a new procurement in year 2006. The goal was to simplify the supplier contracts and find a solution to how to handle changes in the transportation net with minimal need for administrative work. The solution should also make it possible to keep transportation costs low.

The study has shown that it through standardisation of transport time limits is possible to achieve considerable simplifications of contracts. The transport supplier is also given more time space to adjust the CCÖ transports to those of other customers. This will reduce the transportation cost and make lower prices possible. By introducing a unified fare for transports within the main cities Motala, Linköping and Norrköping and a specified fare to each other town or village where CCÖ has any activity, time consuming contract negotiations can be avoided. This can be achieved thanks to the fact that it is stipulated in the contract how to economically handle changes.

CCÖ uses a buy-and-sell system where costs for goods and services are distributed through transfer pricing to each unit. The main part of the CCÖ transports is of a kind that is not possible for each unit to have any influence on. For example the laboratory tests must be sent daily to the central laboratory. Since the cost managing effect of the transfer price then is zero the transportation cost can be moved to a higher organisational level instead, which will reduce administrative work. Therefore, the CCÖ is recommended to move transportation costs from single units to centres.

When several units from different centres share one transport a percentage share should divide the cost where different types of units will have different shares. A health centre is in more need of a test transport, than a dental clinic is of transporting mail with the same transport. Therefore the health centre should pay a bigger part of the cost than the dental clinic.

The transportation contract is suggested to be divided into five parts: supply transports as one and transport of mail, tests and parcels in Motala, Linköping, Norrköping and Other Östergötland as the other four. The transportation centre for mail, tests and parcels will be the Linköping University Hospital.

By conducting the suggested changes the CCÖ should be able to make its contract handling more effective. By doing that, there is also a possibility for low costs.
