Abstract (sommario):
The construction industry in the United Kingdom is a multi-billion pound business that contributes, on average 10% of the UK Gross Domestic Product (GDP). However, it is seen by many to be underachieving in terms of service delivery and investment opportunities. Projects are frequently late and over budget much to the disappointment of those involved in the industry and especially clients. Many investigations have been commissioned and resulting reports have suggested improvements in the way the industry is organised. Procurement of construction projects in the main are undertaken using methods that support fragmentation and adversarial relationships. However, with the introduction of partnering and prime contracting some improvements have been made. Procurement of a construction project begins with the strategies developed during briefing and is only complete when the facility is handed over to the client, some contract strategies allow for the facility to be completed once it is in operation, has been maintained and eventually is demolished. Costings and programmes are then related to life-cycle issues and aspects such as maintenance have to be taken into account during the facility development stages. The adoption of Concurrent Engineering (CE) is seen to offer the construction industry a way forward. Having been adopted extensively by manufacturing in its product development stages a similar adoption by the construction industry would go some way to achieving the 30% improvement in real terms suggested by Latham [1994] and Egan [1998]. The research described in the thesis aims to develop a new procurement method for the delivery of construction projects. The approach adopted was to identify current methods of procurement and the problems associated with each method. Then using Concurrent Engineering as a basis, a new procurement model was developed that offered potential improvements in the construction process between the stages of Clients Briefing and Detailed Design. The resulting model was evaluated through the application of CE principles into the process and by the presentation and discussion of the method with a number of industry participants, followed by the completion and assessment of a questionnaire. The model was shown to fulfil the principles of CE and could be adopted into construction. It offers a new approach to procurement which in turn would save costs and time and potentially improve the quality of the final construction product.

Abstract (sommario):
Forming tissues in the laboratory to replace diseased or dysfunctional tissue or act as models for drug treatment is the goal of tissue engineering. The large intestine epithelium (colon surface) is a tissue which could benefit from both diseased and non-diseased models for the purpose of tackling colon cancer causes and treatments. Scaffolds (cell supports) are a pivotal part in many tissue engineering strategies. This thesis describes the design and production of two separate scaffolds based on the degradable polymer poly(lactic-co-glycolic acid) (PLGA). The first was a two dimensional scaffold to mimic the intestinal basement membrane which was modified with an oxygen plasma. The changes to the surface due to plasma and the degradation properties of the scaffold were extensively studied with SEM, XPS, AFM and GPC. The data showed that the oxygen plasma induced surface porosity and associated changes to surface roughness. The surface chemistry as detected by XPS was unchanged by both plasma treatment and degradation in buffered solution. The plasma treatment did lead to a dramatic loss in molecular weight but the degradation profile of both the untreated and etched films was similar. Extensive cell studies with SEM, live/dead, alamarBlue and Hoechst DNA assays showed that intestinal cells on the plasma treated scaffold was enhanced in terms of morphology, metabolic activity and proliferation. Finally, a two dimensional co-culture model using epithelial and myofibroblasts cell lines on the modified PLGA scaffold was achieved. The second scaffold was a three dimensional scaffold bearing the crypt like architecture of the colon. An accurate mould produced through electron beam lithography using dimensions measured from mouse histological sections. PLGA particles were used to fill the mould and sintered to produce the scaffold. A unique cell seeding approach using cell sheets was used. The cell sheets were produced on plasma polymers of acrylic acid and the discharge power was shown to affect surface wettability, chemistry and cell viability. The cell sheet approach proved to enhance cell attachment to the scaffold compared to individual cell seeding. Finally, a bilayer scaffold with model protein to mimic Wnt protein presence in the lower half of the crypt was studied with ToF-SIMS.

Problems exist with ethical decision-making in U.S. construction engineering projects. The purpose of this study was to explore factors that affect ethical decision-making in engineering construction in the United States. The general concepts of marketing ethics, Kohlberg's discussion of ethical and moral reasoning development, and Gillian's discussion of ethical care served as the basis of the conceptual framework. Factors that inhibit ethical decision making were addressed in the research questions. The resulting narrative framework included implementable initiatives based on these factors that could improve the quality of ethical decision-making and the impact of these initiatives on the cost and quality of construction engineering projects. The use of qualitative grounded theory design led to findings from the research questions and enabled the development of a theory to explain the phenomenon. The research was based on data collected from interviews with a purposive sample of 12 civil engineers with 15 to 45 years of forensic and managerial experience with construction engineering projects. The constant comparative method was used to analyze the data. The principal finding from the research was that unethical decision-making in the legal and political systems undermines the image and authority of construction engineers in the United States. The findings of the study may cause social change by indicating how to enhance the ethical behavior of individuals involved in decision-making within the U.S. construction engineering industry, leading to improvements in the cost and quality of construction projects that benefit individual stakeholders as well as society.

Construction management competencies are essential to realise sound practices among and to realise optimum performance by, inter alia, emerging civil engineering contractors. Such competencies enable a clear focus on the business of construction and the management of projects, with increased efficiency and reduced costs as a benefit. The objective of the MSc (Built Environment) treatise study were to determine the current practices and performance of emerging civil engineering construction contractors operating in the Nelson Mandela Bay Metropole. The descriptive method was adopted in the empirical study. The salient findings of the study are: most of the emerging civil engineering construction contracting organisations lack construction management competencies; construction resources are inappropriately managed leading to construction failures; most of the emerging civil engineering construction contracting organisations lack adequate supervision resulting to poor workmanship; there is a shortage of skilled labour amongst emerging civil engineering construction contractors; procurement processes are inappropriate leading to under capacitated emerging civil engineering construction contracting organisations being awarded contracts; most emerging civil engineering construction contracting organisations lack the requisite aptitude for construction; there is a lack of capacity at all management levels of emerging civil engineering construction organisations in managing the business of construction and that of projects; the nine functions of organisations are not comprehensively represented, and self-ratings indicate inadequacy relative to the management function of control, and relative to certain activities of the organising function. Conclusions include that emerging civil engineering construction contracting organisations need to be comprised of technical teams that possess adequate competencies and that use the construction technology to its full use enabling their organisations to stay abreast of their competitors. Recommendations that can contribute towards improving the status quo include: formal civil engineering and construction management education, resources must be present and training should be promoted throughout the industry at all levels of management to ensure proper supervision and correct use of adequately trained labour, skilled or semi-skilled, incapacitated emerging civil engineering construction contractors should be awarded contracts through appropriately and structured procurement procedures, adequate aptitude in construction should be promoted and enhanced in order to realise conceptualisation and visualisation capabilities, comply with legislation, maintain records and communicate using state of the art technology, optimally manage the finances, have the requisite resources and undertake the work efficiently, interact with the respective publics, and market the organisation to ensure sustainability thereof.

Over recent years, organizations such as the Federal Highway Administration and Departments of Transportation across the United States have showed interest in automating highway construction processes. The addition of e-Construction and other advanced technologies can significantly improve the efficiency and safety of highway paving operations, specifically paving inspections. Activities such as collecting load tickets, tracking pavement lay-down temperatures, and monitoring roller movement are antiquated practices that DOT inspectors perform during paving operations. E-Ticketing, Paver Mounted Thermal Profiling, and Intelligent Compaction were proposed to automate paving inspections and were recently tested in two resurfacing pilot projects in the state of Kentucky. Findings from the projects indicate that the three technologies display great potential in improving safety and efficiency of paving inspections. The contribution of this thesis is to document the research effort, evaluate the effectiveness of the technologies compared to the traditional practices, and discuss the lessons learned for industry practitioners.

A construction project traditionally involves intensive communication flows between the site operations (workers, gangers, engineers, foremen, etc.), the site office, the company and the Supply Chain. Typically on the jobsite, a temporary site office is set up in order to conduct the operations of the construction project phases. The site office is equipped with traditional telecommunication means such as phone, fax and Internet connection. The site personnel are provided with a multitude of mobile, satellite and wireless telecommunication devices where appropriate, such as PDA, GSM and satellite phones/fax, and walkie-talkies. Technically, these legacy systems, once put together, could be able to provide adequate communication resources to the construction project teams. But one of the main issues emerging from the use of the abovementioned traditional telecommunication systems is that their cost can be found in some cases to be very high. On the other hand, in the absence of providing the necessary communication means available through the traditional telecommunication systems to the personnel on the move for whatsoever reason could be very harmful and, may negatively affect the execution of the construction works and the project lifecycle as a whole. This situation could be overcome if alternative solutions are put in place to reduce cost and improve communications. Therefore, this study has investigated a new communication paradigm known as IP (Internet Protocol) Telephony, which could possibly provide the site office, as well as the entire project team members with adequate, cheaper and more effective communications means at the jobsite. IP Telephony refers to communication services such as voice, video, facsimile, and/or voice-messaging applications that are transported via the Internet, rather than the Public Switch Telephone Network (PSTN). The basic steps involved in originating an IP Telephony call are the conversion of the analogue voice signal into digital format and the compression/translation of the signal into IP packets for transmission over the Internet. This communication paradigm eliminates the need for separate infrastructures for voice and data networks as these services can be implemented over a single data infrastructure. Furthermore, while, from the technical point of view IP Telephony Technology could be ready to satisfy the business case in general, its development within the construction sector has not been observed due to several barriers that have been investigated in this work as being part of the development of an integrated framework that aimed at enabling the use of Internet Protocol Telephony in construction. This research aimed at developing a generic integrated framework for enabling the use of Internet Protocol (IP) Telephony in construction. The process involved in the development of this framework included the conduct of intensive literature around the traditional telecommunication systems used by construction firms in the United Kingdom as well as the investigation of the current situation of IP Telephony technology in terms of availability of commercial services and applications used by the construction industry. The field investigations were obtained through appropriate surveys and interviews conducted with construction firms, telecommunication operators and Internet Protocol (IP) Telephony equipment vendors respectively. The research further looked at the issues related to the transfer of such a technology into the construction industry and investigated the main barriers preventing its implementation in construction sites' environments. These investigations represented an important part in the development of the "Internet Protocol Telephony on Construction Sites (IPTCS) Framework" which represents the focus of this research. The various modes of communications are described under this common framework which is expected to benefit in premier-lieu the construction industry by driving construction firms to look at IP Telephony technology as an adequate and cost effective alternative to their communication means for empowering their mobile personnel on construction sites and in the office alike. It could also motivate telecommunication operators, IP Telephony application developers and equipment vendors to establish specific solutions suitable for construction sites environments according to the industry's needs and requirements.

This research exposes to examination and understanding the law governing procurement of construction and engineering works and services. The thesis captures both development of common law and judicial determination of statutory law. It takes the form of published journal articles and conference papers which discuss legal issues relevant to construction procurement and conclude with recommendations for clients and construction project managers on how to better manage the procurement process. The work reveals, inter alia, the extent to which contract law regulates the tendering phase of construction procurement and places the client under an obligation to the tenderer characterised as 'fair dealing' or 'good faith'. Chapter 1 is of an introductory nature. Chapter 2 sets the crime of manslaughter arising out of construction site fatality as a procurement issue. The author notes the UK government's intention to introduce the new offences of reckless killing, killing by gross carelessness and corporate killing. Chapter 3 discusses cases where disaffected parties to the tendering process have made private law challenges of that process seeking compensation for the other party's alleged irregularities. The client is generally obliged in law to treat all tenderers equally and fairly and to refrain from evaluating tenders and awarding contracts other than in accordance with the rules set down in the tender conditions. Chapter 4 addresses the question: do traditional tendering processes encourage, or merely permit, contractor innovation? Several tender codes are reviewed to establish whether these codes provide for, or encourage, innovative proposals from competing bidders. Chapter 5 provides updating case material for the period 1999-2000 which helps to underpin the conclusions and recommendations set out in Chapter 12. Chapter 6 is a criticism of the NJCC's Code of Procedure for Single Stage Selective Tendering and the CIB's Code of Practice for the Selection of Main Contractors. Suggestions are made as to what a new tender code might include in the light of selected decisions of the common law courts. It is argued that a set of 'standard' tender rules should become the terms of a 'tender contract'. Those rules would properly reflect decisions of the courts and would be accepted by all parties to the process as a tender contract document. Chapter 7 discusses how the common law protects the integrity of construction procurement by imposed or assumed contractual obligations. Procurement of subcontract works is also considered. The author concludes that the tendering contract operates between main contractor and subcontractor as it does between owner/ developer and main contractor, and that the 'two contract' analysis provides the best basis for upholding integrity of the bidding process. Chapter 8 sets out advice for quantity surveyors and project managers derived from the decisions of the common law courts. The author argues that practice should be shaped to reflect the obligations assumed by parties in common law so as to avoid claims from aggrieved bidders. In Chapter 9 the focus shifts from private to public law. A Scottish court denied a remedy to the unsuccessful bidder on the grounds that the contract award process was unfair, unreasonable and in breach of natural justice. The author argues that a successful case might have been made out in private law and concludes with recommendations as to how the tender process might be better conducted. Chapter 10 deals with public procurement under the rules of the European Union (EU), noting a particularly important decision by the European Court of Justice that contracting authorities are obliged to treat all tenderers equally and fairly, a duty that parallels that found in common law and discussed in Chapters 2 through 8. Chapter 10 concludes with an article on Rv Portsmouth City Council (1996), reviewing both decisions at first instance and in the English Court of Appeal. Chapter 11 considers the risks of developers and contractors by examining the effectiveness of 'controls' imposed by common law when the usual statutory controls are temporarily withdrawn. It can be seen that the common law has not evolved to protect the interests of neighbours and local residents from the perils and hazards of property development which result in environmental degradation. This chapter concludes with recommendations as to how developer and constructors might minimise their impact on adjacent property owners. Chapter 12 presents a summary of the conclusions drawn from the completed research project and the author's recommendations for further research within the procurement topic.

Many factors contribute to delay in building work and often such variables are location specific; socio-political flux and knock-on economic regional (re)development issues necessitate construction professionals involved in the estimating process to seek location-specific risk reviews in order to mitigate the potential for construction project-time blow-outs. Abstract (sommario):

Engineering design models for the torsion and axial dynamic stiffness of carbon black filled rubber bushings in the frequency domain including amplitude dependence are presented. They are founded on a developed material model which is the result of applying a separable elastic, viscoelastic and friction rubber component model to the material level. Moreover, the rubber model is applied to equivalent strains of the strain states inside the torsion or axial deformed bushing previously obtained by the classical linear theory of elasticity, thus yielding equivalent shear moduli which are inserted into analytical formulas for the stiffness. Therefore, unlike other simplified approaches, this procedure includes the Fletcher-Gent effect inside the bushing due to non-homogeneous strain states. The models are implemented in Matlab®. In addition, an experimental verification is carried out on a commercially available bushing thus confirming the accuracy of these models which become a fast engineering tool to design the most suitable rubber bushing to fulfil user requirements. Finally, they can be easily employed in multi-body and finite element simulations

Large construction projects involve numerous participants, many of whom do not participate for the entire duration of the project. Participants often come from very different cultural and linguistic backgrounds. In the case of many large projects, the levels of education of these participants also vary widely, from graduate professionals to labourers with only a basic education. For a project to be developed, executed and handed over to the owner efficiently, the activities and delivered outputs of the project participants need to be coordinated. This requires effective communication to and feedback from all stakeholders. Project communication systems therefore have to take into account the differing backgrounds and information requirements of the participants. The execution of a high proportion of construction projects is negatively affected due to ineffective project communications. This gives rise to the concern that construction project communications can contribute to late or inappropriate actions by participants that can negatively affect project delivery. This informed the research question: "How can project team communication systems be optimised to ensure that all stakeholders have all the information and understanding required to function efficiently, effectively and timeously?" This research study sets out to answer this question. The first objective of this study was to identify the main factors that cause project communications to be ineffective. The second objective was to develop a theory relating to effective project communications systems that could be useful in developing practical solutions to project communication problems.

Business process re-engineering (BPR) is a relatively recent concept that has emerged from management and computer science roots. A definition of BPR offered by Hammer and Champy (1993) is “the fundamental rethinking and radial redesign of business processes to achieve dramatic improvements on critical, contemporary measures of performance, such as cost, quality, service, and speed”. Some of the many themes common to the way that re-engineering has been applied outside of construction can be distilled and their likely implications be discussed, assuming that re-engineering as a cognitive approach eventually does permeate construction management thinking. Applying the BPR philosophy, this study focuses on developing a construction management process re-engineering (CMPR) method to improve the efficiency of construction management. The CMPR method includes four phases, namely process re-establishment, transformation, assessment, and re-engineering activities. Using CMPR, the inefficient operations within the construction company working process can not only be identified, but also a new reasonable operation process is developed to improve the management efficiency. Nevertheless, the competitive ability of the construction company is also increased. The argument in this study has been the need for a new research agenda in construction management in general. This is illustrated for information technology (IT) within construction in particular by examining the potential application of the re-engineering philosophy. The research possibilities are identified and tested based on the implementation of the CMPR method. To some extent, this study sets up a new agenda of process re-engineering for future research.

Procurement, design and construction of an engineering or building project is a process that involves the broadest range of engineering and construction skills. There are risks throughout that can lead to a strategy that cannot succeed in terms of time, cost effectiveness, quality and profitability. There are also various contracting approaches employed in both building and engineering construction projects. Each has its own advantages, disadvantages, degree of flexibility, incentives and allocation of risks. A risk profile leads to important aspects considered in selecting a suitable contracting strategy for a construction project. The risk considered includes among others the design and functionality, variations, errors and/or omissions, budget overruns, price fluctuations, project timing, change in quantities, design and construction defects, etc (Morton and Jagger, 1995). In South Africa's tradition, the responsibilities of design and construction of projects have been separated, where the contractors undertake to provide the works in accordance with employer's and/or employer's agent's design and specifications. Disadvantages of this strategy include among others the fact that the design and specifications may not suit the construction process in terms of time cost savings. More than often this approach results in an adversarial relationship between the professional team and the contractor, and between professional team members. Globally, especially in developed countries, projects were executed using design and build strategy (Construction world, April 2006). This is an arrangement whereby the contractor assumes the responsibility of producing the design and the works. Recently the construction industry has been experiencing an unprecedented high level of economic growth both locally and in the global arena. In an attempt by construction stakeholders to redefine the approach to contracting to facilitate delivery, partnering evolved to bring all parties together to form common goals, to integrate design and construction into a collaborative working by involving contractors at an earlier stage, to set up mechanisms to resolve disputes and to share the risk and rewards of projects (Gould and Joyce, 2003).

Because the working place is stable but working environment is changeable, therefore the construction engineering has high risk and damage ration. Both of the unsafe condition that caused by employer and the employee’s unsafe action are key reasons to cause significant and serious occupational accidents. (About 98%) This research is main focus on the issue of construction engineering safety management and accidental prevention. Also, this study utilizes different approaches as following in order to establish the total solution of construction engineering safety management for the purpose of lower occupational accidents: (1)The analysis of construction engineering characteristic (2)The statistics of severe occupational cases (3)The analysis of each step of all construction engineering The research collects the severe occupational cases of Taiwan past few years. Furthermore, it applies the main reasons of severe occupational accidents, category and method of construction as the scheme of the whole database. This database provides the system that users can easily to find the strategies to prevent the occupational accidents through the topics that we mentioned above. Finally, the author proposes the Taiwan government should modify the relevant regulation of construction engineering safety and hygiene management. Also, the government needs to enhance the education in order to establish the risk management and the concept of safety working environment for all citizens.

A systematic management method, Value Engineering (VE) is capable of detecting and removing redundant costs while maintaining product’s function at the same time. According to experience gained in the developed countries, VE performs remarkably well in terms of enlarging the product function and decreasing its cost. The Department of Rapid Transit Systems (DRTS) in Taipei initialed VE study back to 1987. Since then, the construction industry in Taiwan has dedicated significant effort to the VE study. In view of the lack of Certified Value Specialist (CVS) difficulties have been faced in the implementation of VE in the local industry. Accordingly, the integration of VE case studies and related information becomes the most significant subject. The objective of this paper is to develop a Value Engineering Computer System for Construction Engineering (VECTOR). VECTOR is a integrated system, which includes three sub-systems: Value Engineering Computer-Assisted Instruction (VECAI), Value Engineering Study Case Database (VEDbase), and Value Engineering Study Assist System (VESAS). VECTOR can provide the user on the inquiry of VE case studies and the related information. In addition, it can also offer as am auxiliary tool for shortening the time required in the VE study. Due to the development and implementation of VECTOR, the related information in VE will be much easier to obtain. And as a result, more benefits will be observed in the construction industries by the use of VECTOR for their VE study.

Abstract The most popular method of the building construction in Taiwan is reinforced concrete or steel reinforced concrete formwork costs at least 25% of the total cost. It shows the importance of the formwork engineering process. In this study, we first use the depth interview and the I-cam Definitions for functional modeling method to construct the processes of the formwork. Next, the fuzzy regression model is used to obtain the key performance indicators of the subsystems. Through the resolution of the relationships between the performance indicators, we can provide efficient solutions for formwork engineering that help the project managers improve efficiency in projects. A case study is used for illustrations. The results show that the key factors for improving are Over all Lack Of Absenteeism,Overall Weather Stoppages,Overall Project Pass Rate and the information can be feedback to the managers for efficient improvement. This paper has referred to the related domestic and foreign courses and teaching methods of the engineering ethics and the professional morals. We also used Delphi''s survey method to proceed to the research. The Delphi group concluded several frequently occurred and important problems that include the effect upon the future of construction engineering after joining in WTO. We have finished the course outline and designed a single course for editing a textbook. We also wrote a textbook of ethics in construction according to the Delphi group''s conclusion. This research will be good for students of the department of construction engineering in cultivating the engineering ethics and the professional morals.

In recent years, the use of systematic review and knowledge management for engineering projects has gained prevalence over the conventional project supervision by experienced management staff. In this study, a specific construction project was chosen for the purposes of conducting operational review and reengineering the work processes. On site day-to-day work logs and photos are collected, interviews and group meetings are held, drawing and specifications are looked into─altogether lead to facts and root causes of each problems occurred on site. The study has thus set up a model system for review and reengineering of construction processes. By applying modern day information tool, it contains all the pertinent data base for the problems; it also stores in its knowledge base the actual causes and solutions of each problem. This then forms the knowledge management system to be distributed and shared throughout the whole company. As a new project envisions and gets prepared for the worst scenarios while systematically reviews its own processes, the end result will be substantial cost savings as well as sustainable business for the company in the long run

Studies on Clustering Techniques and its application to Construction Engineering Thesis Advisor : Sou-Sen Leu Graduate Student : Yann-Yih Ho Date : July, 2003 ABSTRACT To adapt to the rapidly-changing environment and rapidly-growing information technologies, construction industries should keep up with the advance of information technologies. Data mining, a branch of information technologies, which developed recently has been utilized in many fields. However, due to tremendous amount of cumulative data during the process of mining implicit information, the data pattern could be hidden by mixed pattern data and scattered noisy data. Cluster analysis prior to detailed data mining will significantly affect the mining result. Therefore, the effectiveness of clustering will affect the result of data mining significantly. In this study, a new clustering model, Wavelet and Grid-based Clustering (WGCLUS), was built, which combines wavelet transform and grid-based clustering to increase the precision of subspace cutting procedure and lessen the trial-error procedure. Furthermore, this model can alleviate the uncertainties with parameter-setting and the dependencies between parameters. In addition, the multivariate statistical analysis is applied in this model to solve the information missing within grid boundary and to improve the cluster validity index. According to the improvements mentioned above, we can conclude that the functions of this proposed model operate more efficiently, and the procedure of knowledge discovery is more effective via this model.

Build plant facilities for the past period and the owners often nothing more than because of the large amount of friction caused generally believed to create rich profit, to create a project too professional, too many vendors on the market of non-majors in college, start and end time the rope length, owners often due to different external opinions and inconstant, builders and owners a thorough regulatory and contractual know enough, causing the two sides interpret differently. In this study, plant and create friction with the owners, and even cause the two sides broke up, the owners suspect that builders overstated the cost, to create a commercial center construction finally unable to obtain the balance due. Although multiparty past research, and solutions, but most could not reach the perfect result. This study is the result, the company encountered problems I refer Taoyuan District Court verdict, sorting out some of the industry tend to ignore the problem, to be reminded.

Construction specification is extremely significant to construction engineering.It plays the center role of fulfill contract during the period of design and construction process.To restructure the public construction specification and promote the construction quality, Public Construction Commission has published and implemented the guide line of " Outline specifications for public works construction Implementation Guidelines" on November 2001, to plan the guideline of public construction. This specification has been done and committed in 1998.This specification quoted the format of Master Format, CSI 1995, and followed normal provision of FIDIC contract. The contain of list 00~16, article one, normal requisition, act 00700 was established in 2000 by relevant editor organizational comity and those main host construction of Public Construction Commission. The application of construction specification to main host organization and design association in Taiwan mostly relies on public construction guideline by Public Construction Commission. But the specification applies only for its main item's quality, such as sample testing frequency, sampling timing, sampling method, sampling location, sampling procedure, sampling acceptance standard and sampling keeping are mostly not have the same requirement. It causes many construction dispute consequently influence acceptance procedure and result seriously . Therefore, this research would be based on large construction materials to exam construction specification which should be follow the requirement between material storage and construction processing in order to provide design unit the way to correct construction specification contain, to reference subcontractor and specification integrity prior construction begin, and drop the construction dispute in the future.
