Abstract (sommario):
Land consolidation is a very important instrument in agricultural planning and in making agricultural policies. It has a very long history in Croatia, dating to 18th century. However, it was formally made into legislation in the late 19th century. From then onward, it was rather widely used as a tool for consolidating fragmented pieces of agricultural land. After the independence in 1991, Croatia changed its constitutional and political setup in a manner which made further use of the existing law on land consolidation from 1979 impossible. However, the law stayed in force until the new law entered into force in 2015. Consequently, the institute of land consolidation was legally regulated the entire time, but the law was not applicable. Therefore, no land consolidations were made after 1991. Furthermore, last initiated land consolidation dated from 1989 and it was not, formally finished as the bodies which conducted land consolidations were abolished and new ones were never created. This is why the Constitutional Court had to react and this reaction brought the new law concerning land consolidation in 2015. However, from 2015 until now, no land consolidations were conducted or even initiated under the new law. In 2021, the Government started drafting the new law on land consolidation.

Many practical engineering problems are seriously different from the assumptions which are considered for one-dimensional consolidation test and need to concentrate on three-dimensional consolidation of soil under different boundary conditions. In this study three-dimensional consolidation tests are performed with four different anisotropic flow conditions of pore water and fifteen different combinations of horizontal layered soils. Twelve different three-dimensional consolidation tests are also performed with different soils, surrounded by anisotropic vertical soil layers on two opposite sides. From these studies, it is observed that the anisotropic flow of pore water does not have any effect on initial and final surface settlement of soil but has a significant effect during the consolidation process. The anisotropic flow of pore water during the consolidation process has an immense effect on the coefficient of consolidation. Horizontal layered soil has a great effect on both surface settlement and the rate of settlement. Vertical soil layers on two opposite sides of consolidative soil have an immense effect on the horizontal movements of consolidating soil, finally affecting the resultant vertical settlement of soil. Vertical anisotropic surrounding soil layers also have an effect on the rate of consolidation settlement.

The prediction of foundation settlement is an important topic in loess filling engineering. Based on a filled foundation in Yan’an, China, this study explores the consolidation characteristics of compacted loess with different compaction energy and consolidation pressure through consolidation tests, analyzes the strain-time curve and refines the curve within 2 h, separates the primary and secondary consolidations, and obtains the critical time point between the primary and secondary consolidations. Deformation rate S t ′ and cumulative deformation St were introduced to analyze the S t ′ − St curve at the secondary consolidation stage; the secondary consolidation coefficient was employed to describe the secondary consolidation characteristics of compacted loess. According to the secondary consolidation characteristics, a prediction model of loess settlement considering different compaction energy and fill thickness was proposed, and the applicability of the model was further analyzed. The model will facilitate in guiding the design and construction of loess filling engineering.

During the period of 2008 to 2012, four consolidation attempts occurred under Indiana’s Government Modernization Act: two proposing city–county consolidation and two proposing town–township consolidation. The town–township mergers received overwhelming support, with more than 70% of voters approving consolidation in each case. The city–county mergers, on the other hand, were each defeated by a margin of approximately two to one. In this paper, we conduct a comparative case study of the four consolidation proposals using Leland and Thurmaier’s (2004) C3 model as an analytical framework. The results of our study indicate that greater demographic diversity and the potential for large cost shifts from urban to rural customers stimulated opposition to the city–county consolidations. The successful town–township consolidations were characterized by more homogeneous populations and modest and predictable fiscal impacts. We find no evidence that pre-existing functional consolidation or strong elite advocacy on behalf of consolidation leads to greater support for the referendum.

This article discusses the problems and prospects of introducing innovative methods of consolidating the restaurant business, educational institutions in the field of restaurant service and current scientific research in order to improve the work of catering establishments in the Republic of Bashkortostan and achieve maximum convenience and speed in training staff. The article analyzes the problems, because of which such consolidations were not previously sufficiently popular and effective, argues the importance and need of modern Internet technologies and gadgets in creating such consolidations, and proves the effectiveness of online consolidations before similar offline options. Using a study and analysis of various instant messengers, their advantages anddisadvantages *were identified, and a messenger was selected through which consolidation data will be organized in the most practical and accessible way. According to the results of the analysis, it turned out that the most effective and highly functional messenger for this kind of consolidation is Telegram, which is several fundamentally important points ahead of all its competitors. The article also discussed in detail the model of interaction between representatives of education and science on the one hand and business on the other. All formats and types of such cooperation are described.

Abstract This article describes the process of land consolidations in Slovakia. Fundamental goals of land consolidation are defined in the paper. Land ownership is briefly described with emphasis on historical development. Functional reorganisation of the territory is described in detail. The authors state that this objective is in land consolidation designs, often neglected and landscaping is shifted into the background. Preference is given to activities associated with ownership as evidenced by the common tendency to award contracts for simple land consolidation. The numbers of awarded contracts for comprehensive and simple landscape consolidations from 1990 to the present were evaluated. Reasons for the observed stagnation of comprehensive land consolidation projects have been mentioned. Causes have been found and the problem was displayed from various positions. Finally, possible solutions have been found in order to stimulate discussion on the topic: why there is stagnation in designing of land consolidations in Slovakia.

Teaching and learning accounting for consolidations is a challenging endeavor. Students not only need to understand the conceptual underpinnings of the accounting requirements for consolidations, but also must master the complex accounting needed to prepare consolidated financial statements. To add to the challenge, the consolidation process is dependent on how the parent company accounts for the investment on its parent company ledgers. Parent company ledgers either use the cost method or some variation of the equity method to account for investments to be consolidated. The variety in those accounting approaches used by parent companies is comparable to the variety of approaches to teach consolidations that are presented in advanced accounting textbooks, as documented by Luehlfing (1995). Luehlfing outlines the parent company accounting methods that are presumed to be used to teach consolidation accounting in each of the existing U.S. advanced accounting texts, noting that authors promote one method over others. Luehlfing suggests that students should be provided with a comparison of the parent company entries under the cost method and each adaptation of the equity method so that they can obtain a better understanding of the differences in the consolidation worksheet elimination/reclassification entries. Rather than having students learn different consolidation worksheet entries as a result of different recording methods used by the parent for an investment requiring consolidation, an approach can be adopted so that students only need to learn one set of consolidation worksheet entries to develop consolidated financial statements. In addition, a method of analyzing the parent’s investment account can be used to not only help understand the conceptual issues associated with consolidation accounting, but also greatly facilitate the mechanics of preparing the consolidation worksheet entries.

The legal basis for land consolidation in the context of improving the quality of the resedential environtment is based on the nationally regulated lawas and regulations, including Article 33 paragraph (3) of the 1945 Costitution of the Republic of Indonesia, Articles 2, 6, 12, 14 of the UUPA, law No. 1 of 2011 concerning Housing and Settlements, Law No. 32 of 2009 concering Environmental Protection and Management, Law No. 26 of 2007 concerning Spatial Planning and the Head of the National Land Agency issued Regulation of the Head of The National Land Agency Number 4 of 1991 concerning Land Consolidation. The supporting factors for land consolidations in order to improve the quality of residential environtment are the Collaboration between Land Office and several related agencies in the land consolidation. While the inhibiting factor for soil consolidation in order to improve the quality of the residential environtment is the lack of knowlage of land consolidation participants regarding land consolidations.

This article investigates the impact of bank consolidations promoted by government policy, using data from pre-war Japan when the Ministry of Finance promoted bank consolidations through the Bank Law of 1927. We argue that policy-promoted consolidation had a positive effect on deposit growth, especially in the period when the financial system was unstable. On the other hand, it had a negative effect on profitability, particularly when there was no dominant bank among the participants or when more than two banks participated in the consolidation. Policy-promoted consolidation in such cases was likely to be accompanied by large organisational cost.

Abstract We explore how fiscal consolidations affect private sector confidence, a possible channel for the transmission of fiscal policy that has received particular attention recently as a result of governments embarking on austerity trajectories in the aftermath of the crisis. Panel regressions based on the annual action-based datasets of Devries et al. (2011) and Alesina et al. (2014a) show that consolidations, and in particular their unanticipated components, affect confidence negatively. To obtain a more accurate picture of how consolidations affect confidence, we construct a monthly dataset of consolidation announcements, so that we can investigate the confidence effects in real time using an event study. The results suggest that consumer confidence falls around announcements of consolidation measures, an effect likely driven by revenue-based measures. Moreover, these effects are highly relevant for European countries with weak institutional arrangements, as measured by the tightness of fiscal rules or budgetary transparency. The effects on producer confidence are generally similar, but weaker than for consumer confidence. Long-term interest rates, as a measure of confidence in the sovereign, tend to fall around spending-based consolidation announcements. We have no evidence that the confidence effects of consolidation announcements are worse in slumps than in booms. Generally, strengthening institutional arrangements may help in mitigating adverse confidence effects of consolidations.

In logistics, freight can be consolidated over time (temporally) or over space (spatially). This thesis presents a simulation model to evaluate temporal and spatial consolidation rules. The model is the result of a research project to analyze freight consolidation options for a large industrial company. The research project focused on the company's freight imported from China to the US, and the model presented in the thesis is structured to represent a typical import logistics network. The results section of the thesis presents a method for evaluating consolidation rules. The results recommend temporal consolidation of two weeks at the origin port and temporal consolidation of less than one week at the factory for the company's shipments from China to the US. This consolidation policy offers total network cost savings of 24% over the base case, an immediate ship policy.

Fabrication of high-quality composites from thennoplastic prepregs requires careful selection of the processing cycles so that intimate contact at the ply interfaces is achieved resulting in the formation of strong interply bonds and the process-induced residual stress is minimized to ensure superior mechanical performance. The void formation and the consolidation mechanism were studied experimentally. A refined model was developed to relate the processing parameters of pressure, temperature and time to the interply intimate contact of thermoplastic composites. The model was developed by integrating a prepreg surface topology characterization with a resin flow analysis. Both unidirectional and cross-ply lay-ups were modeled. Two-ply unidirectional laminae fabricated from graphite-polysulfone and graphite-PEEK prepregs and [0/90/0]T laminates were consolidated using different processing cycles. Optical microscopy and scanning acoustic microscopy were used to obtain the degree of intimate contact data. Agreement between the measured and calculated degree of intimate contact was good. A finite element model was developed to analyze residual stresses in thermoplastic composites by combining a plane-strain elasticity analysis and a temperature-dependent matrix properties. The residual stress model takes into account the mismatch of the thermal expansion coefficients and the crystallization shrinkage of the matrix. [O₁₀/90₆]T graphite-PEEK laminates were manufactured at different cooling rates to verify the model. The induced residual thermal defonnations were measured by a shadow moire system. The model accurately estimated the out-of-plane displacement of the non-symmetrical laminates.

The traditional view of systems memory consolidation is that it is a gradual process that takes place over days or weeks. Within this approach, the hippocampus (HPC) is thought to be involved in the rapid encoding of specific events, whilst neocortex is thought to be involved in slow learning. An idea posited recently is that systems consolidation can occur rapidly if an appropriate “schema” into which the new information can be incorporated has been previously created. Using a hippocampaldependent paradigm, rats were trained to learn a schema involving 6 flavour-place paired-associates (PAs). Once the schema was acquired, relevant new information then became assimilated into extra-hippocampal regions and rapidly became hippocampal-independent. Building upon this foundation and the PAs schema paradigm, this thesis has explored several aspects of the neurobiology of schemas in animals. The first part of the thesis examined the importance of a relevant schema in new information processing. Rats were trained in both a consistent and inconsistent schema. In the consistent schema, rats could learn new PAs in a single trial; however, in the inconsistent schema, rats failed to learn the new PAs as they had not established an appropriate schema that could facilitate rapid learning. The second part of the thesis investigated the role of hippocampal NMDA receptors and dopamine receptors during encoding of new PAs. Bilateral hippocampal infusion of either the NMDA receptor antagonist D-AP5 or the D1/D5 dopamine receptor antagonist SCH23390 before encoding of new PAs resulted in impaired memory tested at 24 hr. This result suggests that the encoding of new PAs is dependent upon NMDA receptors in the HPC and also that dopamine is involved in the modulation of encoding new PAs. The final chapters of the thesis attempted to identify the extrahippocampal regions in which these new PAs are integrated with the schema during encoding. To identify the regions that may be involved, immediate early genes (Zif268 and Arc) were used. In a group of cortical structures, including the prelimbic cortex, there was significantly higher Zif268 and Arc expression when encoding 2 new PAs compared to the reactivation of previously learned (original) PAs or the encoding of 6 new PAs. These findings indicate that the prelimbic cortex may be critical for rapid assimilation of new information into a pre-existing schema. Finally, the last experiment in the thesis investigated this finding using bilateral microinfusions of either the AMPA receptor antagonist CNQX or the NMDA receptor antagonist D-AP5 into the prelimbic cortex. Infusions of CNQX and D-AP5 resulted in poor learning of the new PAs in the schema task. This indicates that parallel encoding of new PAs occurred in the prelimbic cortex and the HPC. The experimental results presented in this thesis suggest that the prelimbic cortex, in particular, plays a crucial role along with the HPC during encoding of new information in rapid memory formation.

Extensive research has shown that sleep supports memory. Newer work suggests that wakefulness can also benefit retention of new information. However, the exact mechanisms which govern memory consolidation in sleep and wake are largely unknown. The implementation of new technologies, which draw on these natural memory processes, allows some insight into their characteristics. This work aims at elucidating some aspects of memory consolidation processes in the realm of sleep and wake. Firstly, we train novel non-words, a material previously indicated to benefit from sleep-associated consolidation, with explicit and implicit methods to determine whether the implicit learning (via the Hebb repetition task) would facilitate lexical integration independently of sleep. The results reveal that lexical integration of novel words is contingent on a good level of explicit training, followed by a consolidation delay with sleep. We speculate that sleep-associated consolidation may be mediated by the degree of overlap between new and already known material. To further capitalise on these findings, we test whether applying non-verbal cues during sleep can improve learning of novel words and their integration within the lexicon using Targeted Memory Reactivation (TMR) paradigm. Our results indicate that reactivating novel lexical representations in sleep improves their consolidation and facilitates their recall. However, the lack of lexical integration observed suggests the need for future research. Finally, based on recent evidence that quiet wakeful rest can result in comparable memory increases to sleep, we explore the consolidation during awake state using transcranial direct current stimulation (tDCS). We found that applying tDCS to the right occipital-parietal site enhances memory for a list of words as compared to no stimulation. The findings imply that memory consolidation during quiet wakefulness can be manipulated externally, which may direct future research. Nevertheless, the exact neuro-correlates of memory consolidation in quiet wake are yet to be fully investigated.

Consolidation settlement analysis is an essential part of the design process for suction caissons. However it is a complex task since soil volume important for settlement analyses is directly affected by the installation process. Consolidation settlements have been found to be the critical design criterion in several subsea developments, adequate and correct analysis is therefore vital. The FEM code PLAXIS has been used to evaluate the reconsolidation process after completed installation of the suction caisson. Emphasize has been placed on studying the shear strength increase with time along the skirt walls. During consolidation dissipation of excess pore pressures result in higher effective stresses. Consequently the modeled undrained shear strength increases. However the increase is small compared to the expected increase in shear strength due to the set-up phenomenon. To account for the deviation an adjusted simulation procedure incorporating incremental increase of friction angle in the interface zones has been suggested. The results were found to be reasonable with respect to final consolidation settlements and development of mobilized shear strength with time.Adequate modeling of the changes in the interface zones adjacent to the caisson walls during consolidation is vital for correct prediction of long term settlements. Modeled undrained shear strength with time have huge impact on the analysis results due to different mobilization of the surrounding soil. Appropriate evaluation of soil structure interaction is essential to assess the reliability of the analysis. Taking into account changes of the soil volume important for settlement analysis is also vital. A simple physical model test has been performed. Due to delays and relatively short test period the results were inconclusive. However the importance of considering short term set-up effects has been underlined by recorded resistance and physical observations in the field.

A wide range of materials can be used to fabricate parts by UC and products with complex internal geometry can be generated by shaping the crosssection throughout the build using Computer Numerically Controlled (CNC) milling. As a result of its ability to embed various secondary materials and fibres in metal matrices, UC has emerged as a potential method of fabricating multi-functional materials and structures.

In Poland land consolidation is carried out mainly in the southern part of the country. In three voivodships, Lublin Voivodship, Podkarpackie Voivodship and Lesser Poland Voivodship, in the years 2003–2014 there were numerous land consolidations, over 20,000 ha in each voivodship. That is above national average of land consolidation. In another three voivodships (Warmian-Masurian Voivodship, West Pomeranian Voivodship and The Kuyavian-Pomeranian Voivodship) there are no land consolidation, even though according to scientists from the Polish, every voivodship requires land consolidations processes. What is the reason for that situation? Why are so many land consolidations conducted in the area of several voivodships in Poland, and in other voivodships considerably less or not at all? It is known that the location of the implementation of agricultural land consolidations in a particular area is determined by numerous factors, inter alia the construction of line infrastructural projects i.e. motorways, faulty spatial structure found in a particular area, and farmers in Poland applying for the implementation of this project. It is also known that the neighbourhood of the implementation of these works is of significance. Situations are observed in which the appearance of one consolidation object contributes to the development of this measure in the neighbouring area. However, there is no empirical evidence to support this view. Therefore, the subject of considerations will be the investigation into the occurrence of spatial relationships between consolidation objects. Two variables were adopted for the analysis, namely the number and density of consolidations. In order to determine the relationships, spatial autocorrelation was applied.

Abstract Per standard DFMA practice, designers are taking advantage of the full capability of manufacturing processes by consolidating multiple parts and functions into fewer, more complex parts. This paper examines the component consolidation issues for injection molded parts. Detailed tooling cost and lead-time models are first developed from industry data; material and processing cost models are established based on analytic and empirical models. Differential calculus is then applied to a generic profit model to establish nonspecific guidelines for component consolidation for both a single and mix of products. A quantitative demonstration of these concepts is also provided for a family of complex internal chassis. The results indicate that some additional DFMA rules are necessary regarding component consolidation. Components should not be combined if: the consolidation does not reduce the number of tools, the components have vastly different quality requirements, the design process is not certain of delivering the product and there is significant sales cost sensitivity, and the manufacturing processes are not capable of delivering high yields of complex products.

An Ultrasonic Powder Consolidation is an additive manufacturing technique that utilizes high-frequency vibrations to consolidate micro/nano powder materials to fully dense and near to net-shaped parts. Unlike traditional powder consolidation techniques such as sintering, shock wave-based and pressure-based processes, the consolidation during Ultrasonic Powder Consolidation process happens at relatively low temperatures and pressures within few seconds or less. Ultrasonic Powder Consolidation process presents several inherent advantages including low power consumption, low cost and zero thermal stresses on the consolidated parts. Experimental studies have shown that Ultrasonic Powder Consolidation process is capable of successfully consolidating powders of metals and metal-matrix composites. While Ultrasonic Powder Consolidation process promises several potential applications, the mechanism of bond formation between the consolidated metal powders is not completely understood. This research uses Molecular Dynamics simulation technique to investigate the underlying bond formation and consolidation mechanisms involved in Ultrasonic Powder Consolidation process. The research also explores the effects of critical process parameters including vibration frequency, amplitude and initial temperature on the quality of the consolidated part. The study found that high-frequency vibrations cause high interfacial stresses resulting in acoustic softening and high plastic deformation of the nanoparticles. The study revealed that the overall atomistic temperature does not exceed the melting point of the material. The study also found that the vibration amplitude and frequency played a significant role in the consolidation process. Finally, the simulation study showed that the high-frequency vibration leads to large plastic deformations at ultra-high shear strain rates causing the interfacial atoms to interlock with each other resulting in high densification and consolidation. The results of this study would augment the ongoing experimental studies on Ultrasonic Powder Consolidation process which would help realize the promised potentials of this low temperature – low-pressure consolidation technique.

In the situation where Poland has been a member of the European Union since 2004, agricultural land consolidation has been co-financed with EU funds. This has resulted in an increase in the number of carried out land consolidations throughout Poland. Co-financing of this consolidation work has also introduced the need for a different understanding of the essence of agricultural land consolidation. According to Dacko (see Dacko 2006), the main goal of land consolidation should be to improve the quality of rural life, and not only to increase agricultural production. Land consolidation measures should be initiated to revive the countryside by encouraging continuous economic and political development of the local community, while protecting and rationally managing natural resources. The local community should participate democratically in land consolidation and in defining new forms of land use that make the most of the local potential. Currently in Poland, the choice of a location for the implementation of consolidation work not only depends on the farm land layout and land fragmentation also on the farmers who apply for the implementation of consolidation work in the particular area. Social acceptance is the key prerequisite for successful land consolidation. This fact has resulted in the agricultural land consolidation taking place not only in the areas in which the needs determined on the basis of the farm land layout and land fragmentation are most unfavorable. The paper comparatively analyses the determined needs as regards consolidation work in Poland, and the implementation of this work since 2004. The research employed the following methods: analysis and synthesis of the literature, field inventory, and research from the group of spatial-statistical approaches. The study area covered Poland, and in particular the selected region.

Consolidation — the combining of banking institutions via mergers and acquisitions — became widespread in the 1980s and continued into the 1990s and 2000s as regulatory changes permitted banks to operate in multiple states and technology enabled banking institutions to provide services at lower costs (Rhoades, 1996; Adams, 2012; Wheelock, 2011). While the benefits of consolidating are clear for an institution, the benefits (and costs) for the consumer are less clear, especially as media headlines often associate consolidation with the closing of bank branches.
