The mid-1960s witnessed a landmark change in the area of civil rights policy in the United States. After a series of tortuous internal battles, with Southern legislators using all available procedural tools to maintain their states' discriminatory Jim Crow legal systems, the United States Congress adopted two statutes—the Civil Rights Act of 1964 and the Voting Rights Act of 1965—which insured civil and political equality for all Americans. The Acts of 1964 and 1965 were the culmination of a decade-long struggle by black Americans to secure the citizenship rights that had been denied to them for more than a half century. Beginning with the Brown v. Board of Education (1954) Supreme Court decision, the civil rights movement built momentum, as formal organizations like the National Association for the Advancement of Colored People (NAACP) grew in strength and informal (grass roots) organizations spread throughout the South and the Nation. As national public opinion shifted increasingly toward providing new civil rights guarantees for blacks, Congress responded with new legislation: the Civil Rights Act of 1957 (the first civil rights law since 1875), the Civil Rights Act of 1960, and a legislative proposal to prohibit the poll tax in 1962 (which would be ratified by three-quarters of the states in 1964 and become the 24th Amendment to the United States Constitution).

This research aims to examine the efforts of GUPPI in reforming Islamic education in Indonesia. This study employs a literature review methodology, utilizing a qualitative approach with a historical method. Data is collected through literature from various journals and relevant websites concerning the research subject. The findings reveal that GUPPI experienced fluctuations, both during the New Order era and the Reform era. During the New Order era, GUPPI saw institutional development in assets and territory, indicating significant progress due to its political ties with Golkar. However, GUPPI's idealism to further develop Islamic education stagnated during the Reform era. In the VII GUPPI Congress in 1998, GUPPI disaffiliated from the Golkar party and returned to being an independent organization. Post-VII and VIII Congresses from 2005 to 2011, GUPPI continued to grapple with internal issues and sought strategies for revival.

El académico honorario Eduardo Gaitán Marulanda (1933 - 2021) se graduó Summa Cum Laude de médico en la Universidad Nacional de Colombia en 1954 y se especializó en Medicina Interna y Endocrinología en la Universidad de Tulane en New Orleans. Durante este tiempo investigó sobre las hormonas de la neurohipófisis. En 1962 regresó a Cali, Colombia, para dirigir la sección de endocrinología en el Hospital Universitario Evaristo García, donde se formaron y trabajaron importantes endocrinólogos del país, en la mejor época de la Universidad del Valle, con apoyo de la Fundación Rockfeller, del programa Tulane Colombia y de otras fundaciones. Ocupó la Cátedra de Endocrinología en la Universidad del Valle entre 1960 y 1975, donde se distinguió por sus investigaciones sobre mecanismo de acción de las hormonas de la hipófisis posterior y, particularmente, por el descubrimiento de los bociógenos naturales en las aguas de consumo humano como causa coadyuvante de la endemia bociosa, trabajos inicialmente llevados a cabo en la localidad de Candelaria y extendidos después al Valle de Sibundoy y a numerosas poblaciones del occidente colombiano. Su interés investigativo cambió al campo de la glándula tiroides, interés que continuó por el resto de su vida. Su trabajo más importante en esta etapa fue Caracterización química, geoquímica y biológica de los bociógenos naturales del agua. Fue publicado en el exterior y presentado en diversos congresos interna1 Editor Emérito Revista MEDICINA. cionales. Abstract Introduction This article provides historical context for understanding how the cigarette industry have manipulated language used in health warning labels (HWLs) to protect them in litigation. Methods Review of previously secret internal business records from 1964 discussing the role HWLs on cigarettes. Review of the legal challenges made by cigarette manufacturers surrounding HWLs as mandated in the 2009 Family Smoking Prevention and Tobacco Control Act and the language in corrective statements ordered by US Department of Justice. Results Within days after the Surgeon General’s Advisory Committee issued its 1964 Report the cigarette companies plotted how they could use HWLs on cigarettes as a defense in future litigation. Industry lawyers discussed drafting legislation that would preempt other government agencies from requiring HWLs on cigarette containers and in cigarette advertising with language mirroring the key findings of the Surgeon General’s Advisory Committee report. In July 1965, Congress did pass legislation which mandated a single watered-down cigarette pack HWL which excluded cigarette advertising, just as industry lawyers had recommended. Subsequent HWL laws passed by Congress in 1969 and 1984 along with the more recent history of manufacturers opposing updated graphic HWLs and corrective statements reflects a consistent and continuing effort by cigarette companies to insulate themselves from taking responsibility for harms caused by smoking. Conclusion Beginning in the mid-1960s and continuing even through today, lawyers working on behalf of cigarettes companies have worked to manipulate the language of consumer warnings to focus responsibility for the harms caused by smoking on smokers. Implications In tobacco litigation, juries should be informed about the industry’s coordinated effort to draft legislation and water down the original caution statements proposed on cigarette containers and in advertising even though Congress ultimately is responsible for the law that was enacted. In addition, even though the 1992 Supreme Court decision in the Cipollone case preempted post-1969 failure to warm claims against cigarette makers, this protection does not apply on pre-1969 warning claims where the evidence shows that cigarette companies understood they were selling a defective product that when used as intended would harm their customers. Thus, those initiating smoking before 1969 and subsequently harmed by cigarettes can hold cigarette makers responsible for their failure to warn them about health risks.

Abstract This article uncovers the financial knowledge and bond market campaigns of the paradigmatic non-violent revolution of the twentieth century—the civil rights movement. It builds on an interpretation made by the Congress of Racial Equality (CORE) and the National Association for the Advancement of Colored People (NAACP) during the early 1960s: segregation was a national problem because it was financed through a network of bankers across the country who specialized in the business of debt; certified by prominent bond attorneys in New York City, Chicago, and elsewhere; and because investors from around the country collected tax-exempt interest payments from indebted southern segregated municipalities. By weaving the internal memos, protest ephemera, and legal strategies of civil rights activists together with the credit assessments, scheduled bond offerings, and perspectives of financiers, this article reconstructs the attempts to politicize bond market transactions and efforts to place the economic certainty of segregation in doubt. In so doing, it offers a fresh perspective on the so-called classic phase of the civil rights movement (1954–1965). More generally, it raises powerful questions about the dilemmas of investment-focused campaigns, and how finance capital compounds the difficulties of organizing against authoritarian regimes.

In the mid-1950s, the Eisenhower administration proposed that the U.S. government subsidize the expansion of American corporate interests abroad. In 1954 and again in 1955, the Republican administration recommended that Congress ease the provisions of the Internal Revenue Code applicable to income earned abroad in order to encourage American multinational corporations (MNCs) to increase their investments overseas. The MNCs and exporters opposed specific components of the administration's tax package, however; Congress therefore refused to endorse it. By the end of its tenure in office, the administration itself retreated from its attempts to subsidize private capital exports and began to advocate a crackdown on tax abuse by American multinational firms.

F. Lonergan (1904–1984). The congress explored the contribution of Lonergan to Christian theology and, in particular, his proposal for a new methodology capable of assuring the internal unity of theology as well as fostering its many integrations with the natural and human sciences, historical research, philosophical reflection, and other types of knowing. Once Romania came under the influence of the Soviet Union, the new regime established in 1948 was integrated into the diplomatic system created by the Kremlin. The party-state in Bucharest participated in youth festivals, the world women's movement, intellectuals' conferences, the Christian Peace Movement, and particularly the World Peace Congress. All of these events served as propaganda instruments to discourage a more assertive Western anti-Sovietism. Since 1954, Khrushchev initiated a shift in Soviet policy, one focused on peaceful coexistence rather than confrontation between the two formerly irreconcilable political camps. The Romanian People's Republic, along with other state socialist countries, emulated this novel approach in Moscow. The article explores the impact of the new course on Romania’s cultural diplomacy in the late 1950s and the early 1960s. To establish credible diplomatic efforts, there was a need to rethink socialist culture and revalue the pre-communist heritage. This new culture was based on the Leninist principle of “the new culture, national in form, socialist in content”. It signaled that the regime had moved beyond de-Stalinization, and now possessed internal legitimacy that no longer relied on the presence of Soviet troops in the country. However, this socialist culture drew inspiration from postwar autochthonized Bolshevik (Stalinist) nationalism. The medieval tradition rediscovered by Soviet cultural studies (such as Dmitry Likhachev, Viktor Lazarev, or Boris Rybakov) fueled anti-Soviet sentiments in Bucharest, leading, by 1964, to a significant distancing from Moscow. This article traces the diplomatic efforts of the Romanian People's Republic during this period of latent learning of the new rules of the political game within the socialist camp.

This study delves into Siti Walidah’s journey as a gender equality pioneer within the ‘Aisyiyah movement, utilizing four research methods: heuristic research for source collection, source criticism for source validation, interpretation employing sociological and anthropological approaches, and historiography for systematic reporting. Findings reveal that Walidah’s family and marriage to Ahmad Dahlan strongly influenced her commitment to gender equality. Dahlan played a significant role in forming views and experiences that gave birth to ideas and tangible actions in the gender equality movement. Walidah pioneered the gender equality movement by establishing places of education: launching the Sapa Tresna association (1914), ‘Aisyiyah (1917), Internaat (1919), Musholla ‘Aisyiyah (1922) which became tools for building gender equality by providing opportunities and programmes for women to obtain equal educational rights as men. She played a pioneering role in empowering women within ‘Aisyiyah, leading its congresses, and departed from religious values to advocate for gender equality through the ‘Aisyiyah organization formed in 1917, solidifying her legacy as Indonesia’s first gender equality advocate.

AbstractThe delicate dualism of nationalist and internationalist orientations that characterized the pre-war period, as described in Section 1.4 above, came to an abrupt end once war was declared, at the beginning of August 1914. The pride and interest of the nation left no room for ‘internationalist jokes’, as Debussy put it. We will first, in Sections 3.1 and 3.2, document this new state of mind with respect to science, and mathematics in particular. World War I was not only marked by this surge of exclusive nationalism; it was also a modern, technical war which mobilized scientists, including mathematicians; this is the subject of Section 3.3. A short final section considers the (im)possibility of organizing international congresses during the war.

This chapter delves into the depths of one of the most important developments within modern American politics, the creation and institutionalization of executive privilege. In facing a fervent Congress in the grips of McCarthyism, Eisenhower issued a letter denying testimony to the Senate for the Army-McCarthy hearings. His letter included a memo from Attorney General Brownell that claimed the president had an inherent constitutional privilege to deny information to Congress or the public if it was in the public interest and for national security. This action institutionalized the Cold War Paradigm in the executive branch and created an extra-constitutional power for the president. Eisenhower issued several executive orders concerning classification and public dissemination of government information, along with the creation of the Office of Strategic Information (OSI) within the Commerce Department to oversee these policies. Eisenhower claimed historic precedent to justify his inherent constitutional power, regardless, it showed a learned response that changed executive power. Congress would respond in 1955 by creating the Special Subcommittee on Government Information chaired by Rep. John Moss, given jurisdiction for oversight on all executive branch information policies and practices. With the issue of freedom of information institutionalized in Congress, a 12-year legislative power struggle would unfold between Congress and the White House ending with the passage of the Freedom of Information Act in 1966.

This chapter focuses on the internal factors that led to the declaration of the Emergency. It primarily explores Mrs Gandhi’s authoritarian personality and the deinstitutionalisation of the Congress Party. The power structure within the Congress, especially after Mrs Gandhi split the party in 1969, meant that checks and balances ceased to exist. This factionalism enabled her to impose her authoritarian tendencies on the government as safeguards were dismantled. The chapter further explores the relation between authoritarianism and populism. It uses the political situation in India from the late 1960s to the early 1970s as an illustration. Mrs Gandhi, like other populist leaders, was convinced that she was the people of India. This idea was epitomised by D. K. Barooah’s slogan: ‘Indira is India and India is Indira.’

Abstract The US Congress is frequently referred to as the most influential democratic legislature in the world (Laundy 1989; Olson 1994; Davidson and Oleszek 1998; Lijphart 1999), while the European Parliament (EP) is often begrudged even its status as a functioning parliament (Westlake 1994; McCormick 1999). Yet a careful comparison of them reveals some unexpected similarities. In terms of its internal organization, partisan voting patterns and policymaking roles the EP resembles the American House of Representatives more than its national European counterparts.

Abstract The history of Romanian psychiatry has significant sequences. From the 19th century until the interwar period, psychiatric hospitals were established. During the period 1965–1975, unified hospitals were established in Romania. The third wave is the decade 1975–1985, when community psychiatry evolved with goals of active detection of the risk factors to prevent psychological disorders and early treatment. The growing interest during the 1970s in Romania for mental health and the issues of social psychiatry noticed an increase publication of books and scientific events. In 2005, Alexandru Paziuc and colleagues established the Association of Social Psychiatry of Romania, during this period of European transition, in which societal stress and loss of social cohesion and spiritual values directly affected patterns of morbidity and mortality, Much of the treatment in Romania is psychopharmacological, with very limited psychosocial interventions. A negative image of psychological disorder and stigma of illness prevent many people from receiving necessary treatments. Fortunately, the professional organizations and institutions, including religious organizations, are working on removing these barriers, once considered insurmountable, by promoting local and national forums. drafted a list of priorities in mental health, Active participation in WASP congresses and hosting the congress in 2019 advanced the professional identity and scientific aspects of Romanian psychiatry.

This chapter explores why Nixon initially chose to save Johnson’s War on Poverty and also why he tried to launch his own bold antipoverty gambit, in the form of the Family Assistance Plan (FAP). In doing so, the chapter charts the disagreements in the Nixon White House, particularly those between aides Daniel Patrick Moynihan and Arthur Burns. Overall, in failing to pass FAP, the chapter argues that Nixon misread his own party, which had no interest in such a grand anti-poverty initiative. Moreover, his own poor party leadership was also to blame for FAP failing in Congress.

Abstract The state responded to the Congress of the People with mass arrests in December 1956, heralding the "Treason Trial". The state also introduced measures extending the pass laws, and allowing for the imposition of state appointed chiefs. The implementation of the Bantu Authorities Act fostered revolt in areas such as Zeerust and Sekhukhuneland. The ANC also faced internal strains, with the multi-racial nature of the Congress Alliance being targeted by an "Africanist" opposition that was inspired partly by the advance of nationalist movements elsewhere in the continent at the time. The opposition broke away to form the Pan-Africanist Congress (PAC) in 1959. The chapter considers the tour of Africa by Britain's Prime Minister, Harold Macmillan, during which he delivered his "wind of change" speech, and it concludes with the Sharpeville massacre of 21 March 1960.

Abstract Chapter 4 chronicles the overhaul of congressional organization implemented in the 1970s by liberal Democratic reformers, including the fragmentation of power into subcommittees and the radical expansion of legislative staff. It follows these developments into the post-Watergate period, when Congress determined to make itself more capable of checking the “imperial presidency” through measures including the War Powers Resolution, the Congressional Budget Act of 1974, scores of legislative vetoes, and increased oversight. While they empowered the institution in some ways, these reforms left Congress excessively decentralized and organizationally crippled. Subcommittees dedicated themselves to oversight but frequently ended up as tools of well-organized interest groups. New transparency rules incentivized scandal mongering and posturing. A countervailing reform impulse toward centralization mostly failed to take root in the 1970s, but laid the groundwork for later consolidation of leadership power.

Leonard Bernstein’s first Japan tour with the New York Philharmonic in 1961 was shaped by the politics of the Cold War. The US government’s interest was manifested in the sponsorship of the tour by the Congress for Cultural Freedom (CCF), while Japan eagerly hosted the tour as part of the commemoration of the five hundredth anniversary of the city of Tokyo. The participation of emerging star Seiji Ozawa as Bernstein’s assistant conductor added special meaning for the Japanese audience. The tour was the much awaited occasion for Kazuko Amano to meet Bernstein in person for the first time.

Steam or gases other than air have been proposed as substitutes for cooling industrial turbine components positioned along the hot gas path. To check the effect of coolant gas physical properties on the internal passage heat transfer coefficients, tests were conducted with air, helium, carbon dioxide, and refrigerant-12 in a serpentine passage with turbulence promoters. For the fully developed turbulent flow regions, the correlation proposed by Han et al. (1985) properly accounts for the cooling gas property changes. With respect to the external heat transfer aspects with film cooling, tests were run in a wind tunnel with a two-dimensional slit injection geometry. The film cooling effectiveness results measured with the same gases injected as a secondary gas into the main flow of air show that the correlations proposed by Kutateladze and Leont’ev (1963) and Librizzi and Cresci (1964) agree with the present data for the air/air, air/helium, and air/carbon dioxide combinations. The air/refrigerant-12 results are lower than all the correlations proposed in the literature.

Abstract Erosion, roughness, steam path damage, etc., are factors that reduce power capacity in a steam turbine. Any power loss occurring locally in intermediate stages of a steam turbine results in more available energy in the downstream stages, this effect is well-known as the Loss Factor (Salisbury, 1974; Stodola, 1927; Husain, 1984). Currently, the Loss Factor is been calculated by graphical methods (Cotton, 1996). In this work a new thermodynamic expression for the Loss Factor (LF) is introduced, in order to improve applications to evaluate malfunctions in the first and intermediate stages of steam turbines. The new thermodynamic expression for the Loss Factor, is based on Second Law Analysis; and concepts like the internal parameter θ, and the dissipation temperature Td; (Royo, 1992). An Example of a steam turbine in a conventional power plant of 158 MW is analyzed by comparing a classical graphical method (ASME/ANSI PTC-6, 1970; and Cotton, 1993), and the proposed expression of the Loss Factor (LF). Special emphasis is made on the thermoeconomical deviations that could arise by an imprecise application of the Loss Factor Method, during an energy audit of the steam turbine internal parts.

Gas turbine heat transfer studies commenced at Oxford University in 1969 when transient techniques previously used for measurements in hypersonic flows were applied to the gas turbine environment. Shock tubes were employed and subsequently a new form of transient tunnel, the Isentropic Light Piston Tunnel, was developed specifically for turbine heat transfer testing. During the following years further short duration facilities were developed to study blade and vane external aerodynamics and also the heat transfer in cooling passages was examined using liquid crystal techniques. All these transient facilities are described and the development of the instrumentation peculiar to these is explained. The results of the work on external and internal heat transfer are summarised. In particular, the film cooling studies, the blade and vane external heat transfer work and the wake simulation experiments are outlined. This paper is dedicated to the late Don Schultz.

The main objective of this talk is to report on the First Brazilian Symposium on Computer Music, which occurred in August 1994, at the city of Caxambu, Minas Gerais, promoted by the UFMG. The meeting occurred one year after the creation of NUCOM, a group of young academics dedicated to this emerging research field in Brazil gathered as a discussion list. This quite exciting and fancy event at Hotel Gloria in Caxambu was able to imposingly launch the group to the national, as well as to the international academic community. First, due to the excellency of the event’s output and its daring program, that included 34 selected papers by researchers from various institutions from Argentina, Brazil, Canada, Denmark, France, Hong Kong, Mexico, UK, and USA, five lectures an two panels of discussion offered by researchers from the most advanced computer music research centers all over the world. The program also included eight concerts, two of them featuring traditional music, such as Bach, Mozart, and Brazilian music.Six computer music concerts presented 48 selected compositions submitted to the symposium. Second, as the symposium happened as apart of the 14th Congress of Brazilian Computer Science Society (SBC), the excellency of its output was able to attract the interest of SBC’s board of directors. They invited NUCOM to integrate the society as a Special Committee, which are sub-groups of SBC dedicated to specific computer science topics. At the end of the description, this report aims at raising questions, arguments, and debates about today’s format of NUCOM meetings, considering more seriously the interdisciplinary character of the methodologic approaches adopted by the field. Interdisciplinarity should be pursued by striving to contaminate a growing number of different topics of musical sciences, as well as of other research fields.

Abstract A microstructural constitutive theory of ER suspensions was formulated in this investigation. The framework was based on the internal variable theory and the mechanism analysis. The ER suspension consists of fine particles with high dielectric constant and the supporting fluid. Under the action of the electric field, the polarized particles will aggregate together to form the chain-like structures along the direction of the electric field. As the size and orientation of the particle aggregates are volatile, and they adjust according to the applied electric field and strain rate, the energy conservation equation and the force equilibrium equation were thus established to determine the orientation and size of the aggregates. Following that, a three-dimensional, explicit form of the constitutive equation was derived based on the interaction energy and the dissipation function of the system. The response of the system under the action of a simple shearing load was considered and discussed in detail. It is found that the shear-thinning viscosity of an ER suspension is well approximated by the power-law ∝ (Mn)−0.82.

Experimental results of the corrective film heat transfer coefficient at the hot gas-side of the wall for full coverage discrete hole film cooling are presented for a range of practical geometries. The results are reported for various hot gas mainstream-to-coolant temperature (density) ratios, in the realistic range of 1.0–3.2. For combustor wall and turbine blades film cooling applications, the corrective film heat transfer coefficient was influenced significantly by the design parameters. It decreased with an increase in the number of holes per unit wall surface area, over the range of 4306–26910 m−2 and with an increase in the hole size, in the range of 1.0–2.2 mm, due to the improvement in film cooling. This was supported by the overall cooling effectiveness results, as reported previously (Bazdidi-Tehrani and Andrews 1994). A comparison between the two approaches for the prediction of the convective film heat transfer coefficient was made. It showed that the higher wall overall heat transfer, obtained using the present measurements of the wall overall heat transfer coefficient, resulted in a considerably higher film heat transfer coefficient than that predicted using the summation of the hole approach surface correlation of Sparrow (1982) and the internal hole correlation of Mills (1962). The variation of the mainstream-to-coolant temperature ratio did not establish consistent trends for various configurations and its effect on the film cooling performance was shown to be small.

Introdução: Preservar a memória de uma instituição significa garantir o conhecimento sobre a sua fundação, fatos e atores que trouxeram com êxito a organização aos dias de hoje. Desenvolver e apresentar a história institucional é valorizar todos os esforços feitos por seus pioneiros e sucessores e permitir uma reflexão sobre a trajetória da instituição. Objetivo: O projeto “Memória Institucional do Instituto de Economia/UNICAMP” teve como objetivo levantar informações históricas sobre os principais momentos de construção do Instituto de Economia, desde o início de suas atividades e disponibilizá-las de forma simples e organizada para toda a comunidade interna e sociedade. Metodologia: Para garantir o conhecimento e a divulgação da memória do Instituto de Economia/UNICAMP, priorizou-se o resgate de informações através de registros fotográficos e documentos antigos no Instituto, além de grande contribuição do Sistema de Arquivos da Unicamp/SIARQ. Resultados: Os levantamentos de informações, fotos e momentos da história institucional resultaram em duas divulgações disponíveis no portal da Unidade (www.eco.unicamp.br): i) uma linha do tempo dos Diretores do Instituto de Economia; ii) um registro detalhado de fatos históricos da Unidade, incluindo a proposta de funcionamento do Departamento no IFCH/UNICAMP (1968), a proposta de criação do Instituto de Economia (1984) e a inauguração das instalações próprias em 1986. Conclusão: A organização das informações históricas e a publicação em sítio eletrônico da Unidade, impediram o esquecimento dos fatos e promoveram a memória institucional do Instituto de Economia para conhecimento amplo da comunidade atual e de futuras gerações.

We culturalists are an unusual lot! Dispersed geographically and divided socially by potential and real political conflict, economic competition, religious disagreement and vast disparities in wealth and resources, we struggle with the dilemma of studying diversities that can only be understood adequately through effective communication and collaboration. The International Association for Cross-Cultural Psychology was conceptualized by psychologists who recognized and participated in this dialectical context. The Founders set out to create an organization that would provide communication venues in order to facilitate the development of a community of psychologists who would collaborate on cultural research. Communication, indeed, was the starting point of IACCP, in face-to-face interactions at international conferences in the 1960s and through a project begun in 1969 by Harry Triandis, the Cross-Cultural Social Psychology Newsletter. These two types of communication were precursors to the founding of the Association in Hong Kong in 1972.

The complex three-dimensional flow field in a centrifugal impeller with low speed is studied in this paper. Coupled with high–Reynolds–number k–ε turbulence model, the fully three–dimensional Reynolds averaged Navier–Stokes equations are solved. The Semi–Implicit Method for Pressure–Linked Equations (SIMPLE) algorithm is used. And the non–staggered grid arrangement is also used. The computed results are compared with the available experimental data. The comparison shows good agreement.

This study seeks to provide an analysis based on positive and empirical approaches to the budget-making process in Venezuela from 1974 to 2004 in order to understand budget expenditure decisions and to analyze the actors and forces which affect the outcome. It will tackle the following tasks: Analyze the main actors (formal and informal) involved in the budget-making process and explain how they shape this process. Three different actors will be analyzed: the Executive, the Congress, and the different economic and political interest groups that influence budget allocations in the Executive-Legislative process. Also presents econometric evidence about the main political and economic determinants of fiscal performance, discuss whether different political and institutional arrangements governing the budget process affect incentives for the composition of the budget, and how this occurs.
