Abstract (sommario):

Abstract In this paper a new conception of safety logic microcontroller (BML) is described, together with its physical hardware realization. The unit has various mechanisms which increase its safety and reliability, so that it can satisfy rigorous requirements of safety-critical systems. Thus, the BML unit uses some untypical and innovative technical solutions. The new approach to safety systems development allowed to propose a new conception. The paper describes also physical realization of small multiprocessor BML unit for management of decision-control systems adopted to critical usage.

Abstract (sommario):

In article methodological features of a research the idea and the conception as object of studying of Chrono-Discrete Mono- Geography Comparative Jurisprudence (CMCJ) are analyzed. The concepts «idea» and «conception» are differentiated; the signs of the concept important when carrying out the CMCJ-research are distinguished. Such signs of the concept as systemacity, authorship, reflexivity and sotsiologichnost are distinguished. Conclusions about the nature of a temporary gap in development of the ideas and concepts are drawn; methodological approaches to a temporary gap are defined. In relation to a temporary gap in existing of conceptions two types of a temporary gap are allocated and analyzed. The first - temporary gap as a result of the institutional embodiment of the conception. In this case the concept arises and develops, having the ultimate goal creation of a certain institute. In this case the conception often has ideal character as idea of model of the relevant institute is embodied in it. Temporary gap in this case will be creation of such institute, the embodiment of the conception in life, implementation of the conception which at once loses after that the relevance, at least, in that look in what it existed before realization. Liquidation of institute, the termination of its existence which involves reproduction of the conception in new historical conditions becomes the termination of a temporary gap. The second - temporary gap in development of the conception as a result of the direct legal ban. In this case, the conception arises and develops until, yet will not happen, either prohibition of the conception, or institute with which this conception is directly connected. Reproduction of the conception, and, therefore, and the termination of a temporary gap, is caused by removal of such ban.

The following case study portrays the several steps required to conceive a product from scratch. The first step involves an in-depth analysis of today’s electric bicycle market in order to obtain data and information relating to the levels of innovation and comfort required by customers. Then, we evaluate the implementation of a useful method to understand the level of innovation that the product must have to be competitive on the market. The second part studies the architecture of the product, considering the different components already sold on the market which will become part of the project. The third part concerns a comparison between different stylistic trends that the vehicle may have (in order to outline the best one). The fourth part concerns the CAD realization of the virtual model complete with all its parts, including a structural verification study of the frame. The last part studies the presentation of the product to the customer, exploring different effective ways to communicate what the strengths of the new product will be (also allowing them to customize it before its realization). The plan for the realization of the new product, starting from the concept to arrive at the final presentation to the customer, follows the methods proposed by applying a series of steps to develop a generic new product in an efficient, sensible, and methodical manner. Therefore, we will refer to quality function deployment (QFD), benchmarking (BM), design for X, until reaching the final prototyping and testing phases.

Introduction. The reform of railway transport radically changes forms and methods of business process management. This reform of JSC "Russian Railways" affects all levels of management and all types of activity. The key method of reform realization is competition development in the sector of railway transportation. Purpose. The purpose of the article is to identify possibilities of railway transport competitive advantages development as a result of strategic innovations conception applying. In the paper are considered: features of railway transport innovative development; strategic innovations conception as a base of corporation growth and decline of competition level as a result of new business models; directions and volume of financing of innovative process in JSC "Russian Railways"; technological providing of company’s innovative strategy realization. Methodology. For achievement of the research purpose general scientific methods were applied, such as: system approach, analysis and synthesis, comparison. Results. In the article main directions of railway transport development according to innovative strategy of JSC "Russian Railways" are considered. The alternative way is realization of strategic innovations conception. Practical importance. Strategic innovations conception which described in the article may be used in JSC "Russian Railways" when changing of strategic aims and priorities of company development. Conclusion. In the conditions of modern market enterprises and companies have to search new management forms and methods to provide their competitive advantages. Railway transport dev elopement strategy supposes rolling stock updating, rising of transportation services quality, efficiency and safety, building of new railway lines and transport infrastructure modernization. For JSC "Russian Railways" in this context the main perspectives are development of human resources potential, assing to innovative development. Strategic innovations conception is one of the ways of company’s competitivenessand efficiency increasing, having a perspective of practical application.

Abstract (sommario):

Priorities of conception of regional rural areas multifunctional development are revealed in the article. Experience in European Union countries and European Green Deal policy is taken into account for rural areas development in regional level. Priorities of sustainable development policy in rural areas and regional agri-food industry are certainly in ground of strategy development due to cluster initiatives in the Lviv Region. Certainly priorities and advantages of cluster development strategy in rural areas recognition experience and prospects of transborder cooperation initiative. Possibility in farms economic development providing is examined within the framework of clusters for achievement of synergy effect and positive influence on the economic, ecological and social sphere in region. Cluster conception of development is realized in the Lviv Region allowed to provide economic support of farms, develop infrastructural ecosystem of business support and complex to define priorities of multifunctional rural areas development in regional level. Perspective directions of integrated development of craft food producers within the framework in regional clusters at the level of counties in Lviv Area are grounded. Offered approach of institutional development in regional level with the purpose of multifunctional rural areas development with balance between economy, ecological and social constituents within the framework to the cluster for realization of farms competitive edges during the correct keeping of products in the internal market. Certainly priorities of state business support in regional agri-food industry during realization of cluster development initiatives and measures of stimulant influence are for providing modernization changes on principles of Smart Specialization.

Abstract (sommario):

The urgency of the chosen topic is due to the insufficient development of the methodology of public administration of legal education in Ukraine, the need for its conception, the definition of the structure, the mechanism of influence on cognition and practice. In this regard, the necessity of creating the conception of legal education development as a comprehensive detailed long-term course of Ukraine aimed at achieving the main goal of law-education activity – enhancement of legal culture and legal consciousness of the population is substantiated.The article presents the meaning of the conception for the field of knowledge of public governance and administration and proposes to consider it as a normative legal document, which defines the mission and development ideas, reflects the vision of the existing state of a particular process or phenomenon. The block diagram of the development of the conception of public administration in legal education in Ukraine is proposed. The structure of the conception which confirms its scientific character is defined: substantiation of the conception of the goal and directions of the conception realization; tasks concerning realization of directions defined in the conception; identification of steps (ways, measures, methods), the responsibles and timing of implementation; expected results.The factors influencing the formation of a high level of legal culture and citizens’ legal consciousness are determined, the most actual problems that are characteristic for the modern stage of Ukrainian society development are outlined. The structure of general goals and directions concerning the development of legal education in Ukraine is presented. The functions to be performed by the public administration system in the development of legal education (forecasting, planning, organizational, coordinational, regulating, accounting, controlling, informing, explanatory, propaganda, diagnostic, compensatory) are determined.It is proved that the conception should represent a system of views on the development of legal education, the formation of a state policy on the development of legal literacy of the population, consolidation of efforts of state authorities and government, local self-government and various civil society organizations in shaping legal knowledge, raising the level of legal culture and legal awareness of citizens.

Abstract (sommario):

This paper takes on the highly problematic question whether the political is reconcilable with the conception of a person within Robert Spaemann’s philosophy. Spaemann devotes himself to detailed explication of the moral ontology of the person, however, the political ontology in his thought is only assumed but not developed and it seems to stand in deep conflict with the developed elements of person’s ontology. The aim of the paper is to investigate whether Spaemann’s notion of the political can be reconciled with the rest of the person’s ontology and if this turn to the political rather leads to depersonalization. It is argued that it is possible to develop Spaemann’s personal ontology while integrating the concept of the political within the conception of a person.

Abstract (sommario):

The study focuses on the special status of fundamentally unfinishable work in the Russian literature at the turn of the 19th — the first third of the 20th century. In this period such forms as a fragment, passage and outline — symbolically representing parts of the conception, but not leading to the fullness of its implementation — have special significance. In this period conception of a literary work implies some features of an ideal work, which either cannot be realized or should be realized in the distant future. The unrealized and unfinished work thus has utopian features, since its realization is associated with an indefinite / ideal future. The study of such ideas will highlight the phenomenon of the unrealized work, which still remains on the periphery of the theoretical analysis. The oral and written evidences of the unrealized work, forming a whole area of not fully developed, but only intended, influenced on intellectual horizon of the epoch and the forms of other, finished, works. Indirect forms of realization of the conception, which left traces in diaries, notebooks, memorials, fragmentary forms, are extraordinary important for understanding the literary process and the intellectual history of the twentieth century as a whole.

Abstract (sommario):

Two conceptions of the contemporary philosophy of science are taken under consideration: scientific realism and constructive empiricism. Scientific realism presupposes 1) the conception of truth as the correspondence of knowledge to reality, 2) the real existence of entities postulated by a theory. The constructive empiricism puts forward the idea of empirical adequacy: science aims to give us the theories which are empirically adequate and acceptance of the theory involves as belief only that it is empirically adequate. To compare methodological resources of these two positions in the philosophy of science the problem of the interpretation of quantum mechanics is involved. Abstract (sommario):

The realization of the conception of e-government in Russia is designed to raise the efficiency of public administration. The role of e-government services was evaluated for the small and medium business, and the problems of this method of cooperation were also studied. The methodological basis of the research is the comprehensive approach and the statistical methods of analysis. Special attention is given to identifying the factors which affect the choice of electronic mode of cooperation. There are some conclusions. Subjective factors influence the choice of mode of electronic cooperation very much, so the measures of popularization of e-government services are needed. In addition there is the use of individual elements of e-government that significantly reduces the cost for public services. The essential problem is to use the services of the intermediary organizations.The results of the analysis can assist to the improvement of the effectiveness of realization of e-government conception in Russia.

In arguments in support of capitalism, the following propositions are sometimes advanced or presupposed: (i) the best life for the individual is one of consumption, understood in a broad sense that includes aesthetic pleasures and entertainment as well as consumption of goods in the ordinary sense; (ii) consumption is to be valued because it promotes happiness or welfare, which is the ultimate good; (iii) since there are not enough opportunities for consumption to provide satiation for everybody, some principles of distributive justice must be chosen to decide who gets what; (iv) the total to be distributed has first to be produced. What is produced depends, among other things, on the motivation and information of the producers. The theory of justice must take account of the fact that different principles of distribution have different effects on motivation and information; (v) economic theory tells us that the motivational and informational consequences of private ownership of the means of production are superior to those of the various forms of collective ownerships.In the traditional controversy over the relative merits of capitalism and economic systems, the focus has been on proposition (v). In this paper, I consider instead propositions (i) and (ii). Before one can even begin to discuss how values are to be allocated, one must consider what they are – what it is that ought to be valued. I shall argue that at the center of Marxism is a specific conception of the good life as one of active self-realization, rather than passive consumption.

<p>Folk high schools during last 160 years have been known for being unique nonformal education institutions with their own philosophical conception established by Danish philosopher N.F.S. Grundtvig (1783-1872). Founded as national consciousness and Danish culture supportive institutions, folk high schools in short time became centres of democracy. The main ideas of these conception – „living word”, „enlightenment”, „enliving”, „school for life”, „personal development” – have made these institutions as providers of personal enlightenment, development and self-realization, where students enlived their transformations through dimensions of body, feelings and mind.</p>

Abstract (sommario):

This paper describes the conception of the current follower transconductance amplifier (CFTA) with electronically and linearly current tunable. The newly modified element is realized based on the use of transconductance cells (Gms) as core circuits. The advantage of this element is that the current transfer ratios (iz/ipandix/iz) can be tuned electronically and linearly by adjusting external DC bias currents. The circuit is designed and analyzed in 0.35 μm TSMC CMOS technology. Simulation results for the circuit with ±1.25 V supply voltages show that it consumes only 0.43 mw quiescent power with 70 MHz bandwidth. As an application example, a current-mode KHN biquad filter is designed and simulated.

Abstract (sommario):

This paper is a critique of two foundational assumptions of generative work culminating in the Minimalist Program: the assumption that, as a matter of conceptual necessity, language has a ‘double-interface property’ and the related assumption that phonology has a realizational function with respect to syntax-semantics. The issues are broached through a critique of Holmberg's (2000) analysis of Stylistic Fronting in Icelandic. We show that, although empirically motivated, and although based on the double-interface assumption, this analysis is incompatible with that assumption and with the notion of (phonological) realization. Independently of Stylistic Fronting, we argue that the double-interface assumption is a problematic legacy of Saussure's conception of the linguistic sign and that, conceptually, it is neither explanatory nor necessary. The Representational Hypothesis (e.g. Burton-Roberts 2000) develops a Peircian conception of the relation between sound and meaning that breaks with the Saussurian tradition, though in a way consistent with minimalist goals. Other superficially similar approaches (Lexeme–Morpheme Base Morphology, Distributed Morphology, Jackendoff's Parallel Architecture) are discussed; it is argued that they, too, perpetuate aspects of Saussurian thought.

Social conception of right is presented in the article. The aims of conception it is been forming of behavioral mechanism of law, and also combination of private and public interests. On the basis of social conception of right the models of her realization are offered: “conservative”, “pessimistic”, “optimistic”. Elements are offered models that are the form of expression of substantive provisions to conception. Elements it is been: aim, social interest, measure of legitimity, methods of the socially-legal affecting behavior, self-regulation, legal consciousness and legal culture et al. Methodologies of measuring of social efficiency of the legal adjusting are also offered in the article. Authors consider actual next methodologies: level of legal knowledge, legal being informed, legal culture, relation of citizens to the right; satisfaction providing of social services; estimation of quality and availability of public organs; estimation of character and volume labour.

The paper is presented the description of the new conception philosophy, design of the individual units in the system characterized as an intelligent assembly cell, functions principles and expected proceedings in the next phases of the project.

The teachings of Eihei Dōgen Zenji (1200–1253) emphasize a non-instrumental orientation to zazen as “practice-realization”, which might be described as a single movement of purposeful action and actualization of aims. Yet the question remains, if zazen is not in some sense a set of clearly defined steps toward specific ends, exactly how are its benefits manifested, and why would Dōgen place such an elusive approach at the centre of practice? In the following, I will discuss how Dōgen’s conception of practice does not necessarily function as a prescriptive methodology leading to specified results, but might better be described as an orientation to everyday experience that facilitates a comprehensive integration of physical and perceptual interactions within shared environments. Any sense of the utility or benefit of zazen is inseparable from reference to these relations within specific contexts of practice. Exploring close parallels between Dōgen’s conception of universal self (jiko) and gestalt theory, particularly as it is referenced in ecophilosophy and sociomaterial practices literature, suggests ontological and ethical implications of “practice-realization” from contemporary secular perspectives.

Most existing accounts of socialist realism rely, implicitly or explicitly, on a commonsense notion of truth as correspondence between representation and its object (the state of affairs being represented). In this view, socialist realism is commonly denounced as an epistemological fraud, while quasi-dialectical formulas such as "reality in its revolutionary development" are viewed condescendingly as the fraud's fanciful garnish. Such an approach fails to see in Stalinist culture a radical shift in the understanding of truth—a shift that has less to do with Marxist orthodoxy than it does with the intellectual reflexes of early twentieth-century modernity. In this article, Petre Petrov sets out to describe this shift and, in doing so, to propose a novel theoretical framework for understanding Stalinist socialist realism. The work of Martin Heidegger from the late 1920s through the 1930s serves as an all-important reference point in the discussion insofar as it articulates in philosophical idiom a turn from an epistemological to an ontological conception of truth.

Abstract (sommario):

This article argues for the thesis that epiphanies are a central means for transformative moral and intellectual growth. Drawing on recent work on this concept in moral education, the article develops a conception of epiphany as a genre of transformative experience with three distinct phenomenological dimensions: a disruption of our everyday activity, a realization of an ethical good or value, and an aspiration to integrate this value more fully into our lives. After presenting this conception of epiphany, the article turns to some of its educational implications. We argue that transformative educational aims are best advanced when an ethos of epiphany is created in the classroom.

Abstract This article presents two concepts of site development for the „Dębieńsko 1” mining plant including plans for the track system. The first plan was created in 2013 year and mainly assumed the renovation of railway infrastructure, without changing its shape and configuration. In 2014 year it was resigned from realization of the first conception and there was proposed the second plan. It included changes in the existing track system and project of the new system of excavated raw material haulage. This system is successfully using in the USA and provides the better work productivity of a shunting locomotive. In this article also were indicated the advantages and the disadvantages of solutions proposed in the two projects of site development plans. It was denoted the project that has ultimately been chosen with the justification of choice.

The article deals with Heidegger?s early conceptions of existential concern, in which he gradually arrives at the conception of concern as the factuality of the realization of one?s own existence or one?s own possibilities of being. In the process, it becomes apparent to what extent Heidegger at this point of the abstract postulates of concern as the ?concern for certainty? (Descartes), the ?concern for the recognized knowledge?, but also of the abstractness of phenomenological approaches such as himself used formal display delimits. Of central importance is the emphasis on his insight into the fact that such views of concern, interspersed in particular with the mathematical understanding of certainty, obscure the original approach to the question of being. Heidegger describes the supremacy of the theoretical and the idea of absolute validity and evidence as the ?omission? to pose the question of being.
