A typical boom/bust cycle of community development has accompanied natural resource exploitation throughout the growth of the United States. These resource-oriented boom towns provide an opportunity for an evaluation of a changing community/industry relationship. The origins and evolution of the public and private sector relationship was examined in resource boom towns of the past. A case study was conducted of the Overthrust Industrial Association (OlA), based in Denver, Colorado. This case study provided insight into a potentially improved community/industry relationship occurring in the Overthrust Belt boom towns of Wyoming, Utah, and Idaho. Compared to the public/private relationship in resource-oriented boom towns of the past, the relationship occurring in these Overthrust Belt boom towns demonstrated an improvement with well-planned communities resuIting. The improvements in the community/industry relationship have occurred because of a public/private partnership approach to urban planning. Abstract (sommario):
The purpose of this study was to develop a flexible multidisciplinary participatory development model for practical application. This design emphasized the indigenous information and communication systems for the duration of the project. The model was practically applied to three distinct rural Native American communities. Each community chose a separate development project. Technology, resource awareness and training emerged as the common goals. Project determination was made through multiple session focus groups and written surveys. The success of each of the model application processes and projects was determined by participant outcomes and follow-up surveys. It was found that project participants viewed their project as successful and the process which they had engaged in positively affected their attitudes regarding future projects.

ENGLISH ABSTRACT: Community associations and community centres have become a common phenomenon throughout South Africa. The aims of these associations and centres are closely linked to community development. Research has found that activities related to development programmes at such centres come to an end when facilitators hand the programmes over to the community. This was indeed the case at the Darling Focus Association and Centre in Darling. A possible reason for this was that the community's needs and expectations were not being met. The purpose of this study was to establish whether this Community Association and the services, activities and programmes presented at the Centre meet the needs and expectations of the rural community. A literature review was undertaken to present an in-depth look into the body of knowledge surrounding the study. Rural community development and the notion of rural community were discussed, since they create the context in which community associations and community centres function. Special attention was given to the revision of literature on the purposes and functions of community associations and centres. The concepts of community needs and community expectations were reviewed. The literature review concluded with a reference to the sustainability of activities following on training and development programmes based on community needs. The geographically demarcated area of the study was the rural town of Darling, as well as the Darling Focus Association and Centre. A context analysis was done and documents were analysed to gain knowledge of the functioning of the Association and the Centre. The activities, services and programmes offered by the Association at the Centre were established. A survey was undertaken among the Darling community, the members of the management committee of the Darling Focus Association and the participants in activities at the Darling Focus Centre. Samples were selected from these three groups, after which three different questionnaires were designed and tested and finally administered to the three groups. Statistical analysis was carried out on the data gathered during the community survey, and frequency tables and cross-tabulations were constructed. Data gathered from the management and participant surveys was analysed and described using frequency tables. The analysis showed that the community, the members of the management committee and the participants in activities at the Centre had different viewpoints on the functioning of the Association and the Centre. The community survey also revealed the needs of the community for certain activities, services and programmes, as well as their expectations of the Association. Comparisons were made between the needs of the community and the activities, services and programmes offered by the Association. The expectations and viewpoints of the community were also compared with the viewpoints of the management committee members and the participants. The conclusions of the study indicated that the activities, services and programmes offered by the Association at the Centre did not meet the needs of the community, and shortcomings were identified. The viewpoints of the management committee and the participants in activities did not comply with the expectations and viewpoints of the community. It is argued that this might be the reason for the low sustainability of activities, services and programmes of the Association. Recommendations are made to the Association to increase participation within the community and to address the community's needs in order to improve the sustainability of the activities, services and programmes of the Association.

As educational funding from traditional sources decreases and the cost of operating educational programs increases, community colleges are seeking ways to diversify funding streams and increase revenue. For many 2-year colleges, resource development, particularly the procurement of government grants and contracts, represents a viable source of revenue. The purpose of this research was (a) to establish a profile of grant development programs in Florida community colleges and (b) to identify factors associated with successful grant development. A cross-sectional survey design was used to collect information about grant development programs at the 28 publicly-supported community colleges in the state of Florida. Twenty-six colleges completed the survey. The grant success rate, return on investment, and organizational and operational integration of institutional advancement functions of the respondent colleges were incorporated into linear mathematical models to predict grant development success. Although no statistically significant predictive relationships were determined, organizational and operational integration of institutional advancement functions can not be considered to be without some influence on a college's ability to generate grant revenue. The potential for community college efforts to yield increasing grant funding will continue to transform higher education. The study of the components and characteristics that allow for predicting successful grant acquisition is of continuing research interest and mounting practical importance to community college presidents, administrators, trustees, and resource development professionals.

Now a permanently protected type of open space, the community gardens in Boston's South End began in the early 1970's as an effort to utilize vacant land in what was a predominantly low-income neighborhood. Since then, the South End has experienced steady gentrification and is now one of the most expensive neighborhoods in Boston. Despite these changes, the South End, due in part to its substantial supply of subsidized housing, has retained residents with a mix of income levels and is a neighborhood that is still known for its diversity. Much of the previous literature on the role and value of community gardens has focused primarily on low-income communities, and there has been little research on community gardens in gentrifying or similarly changing neighborhoods. The South End, therefore, is an ideal arena in which to investigate the past development and present-day role of community gardens in a changing neighborhood. This thesis examines the role of the South End's community gardens both as places in and of themselves and as part of the larger urban landscape and community.

By taking the perspective of the community in the garden and the garden in the community, the study explores both the dynamics of the smaller communities within the gardens and their role as a unique type of open space in the larger neighborhood and community that surrounds them. Through in-depth interviews as well as archival and observational methods, it traces the historical development of a community garden movement in the South End and also examines the specific present-day dynamics of two case study gardens. The research finds that these community gardens reflect the qualities and dynamics of the surrounding neighborhood, both in terms of its positive diversity as well as its conflicts and tensions. Furthermore, community gardens are places where these qualities are uniquely engaged through the interaction of people of different backgrounds by means of their common interest in gardening. Finally, the community gardens hold unique value for non-gardeners both as open space and as gardens, and provide lessons for the potential benefits of developing and maintaining new community gardens elsewhere.

Abstract (sommario):

Tallgrass prairie once extended from Manitoba south to Texas and southeast to Indiana covering 100 million hectares prior to European settlement. Today less than 0.1% remains in Illinois, Indiana, Iowa, and Wisconsin. Tallgrass prairie is a diverse ecosystem with small remnants (1–2 ha) containing a large number of plant species (> 100). With most of the ecosystem lost, active efforts to replant tallgrass prairie began in the 1930s. Unfortunately, even the oldest restorations do not have plant communities similar to native prairies. My research attempts to understand the factors limiting successful restoration of native plant diversity by focusing on intensive surveys of three native and two restored prairies in Iowa. In each prairie, I sampled seven 0.5 m2 plots using a frame with 49 grid points 10 cm apart and resurveyed these plots across successive years. I also collected soil cores and biomass and litter measurements in each plot. I analyzed plant community composition with a nonmetric multidimensional scaling ordination and fine-scale community structure with point richness and similarity metrics. Native prairies differed from restorations in plant community composition and had higher total carbon, nitrogen, and phosphorous, while restorations had higher plant available phosphorous. Native prairies also had higher richness from plot to point scales and lower similarity of neighboring plants at distances of centimeters. Restorations differ from native prairies at coarse and fine scales, and there was no indication that these restorations became more similar to native prairies over time. My work is the first to document fine-scale structure of plant diversity in native and restored prairies. By identifying that contemporary restoration practices do not result in plant communities that develop toward native prairies in composition, my work highlights our current limited understanding of the elements structuring plant communities and our ability to recreate this structure.

Over the last two decades, several studies have confirmed that there is a leadership crisis among the nation's community colleges. In response to this leadership crisis, the American Association of Community Colleges [AACC] commissioned the development of a leadership competency framework consisting of six leadership competency areas deemed "either `very' or `extremely' essential to the effective performance of community college leaders." Since the release of this framework, limited research has been conducted on the importance of and the preparation in the identified competencies. The majority of research that has been conducted has focused on the position of president, even though there are several leadership positions within community colleges that are facing a leadership crisis. One such position is that of academic affairs officer. This study had two purposes. The first was to extend the research that has been conducted on the AACC leadership competencies by examining how community college academic affairs officers perceived the importance of and their own level of professional preparation in the identified competencies. The second was to examine the leadership development experiences that academic affairs officers identified as the most beneficial to their professional development as academic affairs officers. This study was a quantitative, descriptive, correlational design and used a questionnaire to collect data. The population for this study was academic affairs officers at public community colleges in the United States. The academic affairs officers that were included in the population were identified from the membership directory of the AACC. The survey instrument used for this study was based on the AACC leadership competency framework, as modified by Duree, which included 45 leadership competencies summarized into six leadership competency areas: organizational strategy, resource management, communication, collaboration, community college advocacy, and professionalism. Using two four-point scales, academic affairs officers (n=102) were asked to rate the importance of and their own level of professional preparation in the identified competencies. The survey instrument also asked academic affairs officers to rank the top five leadership development experiences that they feel have been the most beneficial to their professional development as academic affairs officers. In general, academic affairs officers believe that the AACC leadership competency areas are important for effective leadership in leading academic affairs. The most important leadership competency area was communication, followed by organizational strategy, community college advocacy, collaboration, professionalism, and resource management. In addition, academic affairs officers perceive that they are moderately or very well-prepared to perform many but not all of the identified competencies. For those identified competencies that academic affairs officers did not feel as prepared to perform, several were rated as important for effective leadership. Academic affairs officers ranked progressive job responsibilities as the leadership development experience felt to be the most beneficial to their professional development as academic affairs officers. Academic affairs officers then ranked challenging job assignments; participation in institutional task forces, committees, and commissions; and networking as the second, third, and fourth most beneficial leadership development experiences, respectively. The fifth most beneficial leadership development experience was networking, followed by attendance at conferences and specialized workshops. Based upon frequency totals, university-based degree programs and mentoring (role as mentee, not mentor) were also considered beneficial leadership development experiences. The significance of this study is that it provides practical, relevant, and timely information for both current practicing academic affairs officers and those who aspire to lead public community colleges in the position of academic affairs officer. The results of this study have several implications for practice. These implications include: to inform those persons seeking academic affairs officer positions of the relative importance of the AACC leadership competencies and the leadership development experiences deemed to be the most beneficial by a sample of incumbents; to inform leaders of higher education and professional development programs of the leadership competencies that should perhaps be included in the curricula of their programs; and to provide resources to be used by search committees in formulating desired qualifications and, later, in interviewing candidates for the position of academic affairs officer.

Community forestry in the middle hills of Nepal has been undergoing unprecedented changes in recent years. Community forestry was first introduced in 1978 to address forest degradation through partnership between local people and the government to manage community forests. Development practitioners and policy makers are recently and increasingly concerned with gender and social equity issues in community forestry. Furthermore, a myriad of external actors are invovled directly in community forestry at the local level. Academic research on community forestry in Nepal, however, has not adequately studied the interrelationships between gender relations, local institutions of community forestry governance, and external intervention. In light of the above, my research examines and explicates gender relations in two field sites in the middle hills; the interrelationship between gender relations and the formation, functioning and change in institutions; and analyzes the interface between forest officials and local users. My research findings posit that institutions are 'embedded' in existing gender relations. Intra and extra-household relations define the terms under which men and women enter, interact and influence institutions. Parallel social institutions are drawn upon to mediate the governance of resources, which in turn are influenced by existing 'distribution of power' amongst the genders, and field level extension agent's dual relationship with the organizations they represent and the local users. My research draws from and engages with the debates and understandings in the scholarships on gender and environment; gender analysis of intra/extra household; and local institutions of natural resource governance. I use a combination of qualitative research methods and engage with questions of reflexivity and positionality in the research process. The findings of my research serve to inform theoretical debates on gender and natural resource governance as well as national level policy changes in Nepal.

The purpose of the research is to assess how the Port Elizabeth Land and Community Restoration project has been perceived by the beneficiaries with regard to spatial transformation.The study is about land restitution programme in Port Elizabeth; with specific emphasis on those land claims which were lodged through a community based organization called Port Elizabeth Land and Community Restoration Association (PELCRA) for the restitution of Fairview, South End, Salisbury Park and Korsten. Such land claims were subsequently part of the PELCRA project for the restitution of Fairview. The study looks specifically at claimants who were dispossessed of their land rights as a result of the implementation of Group Areas Act in the 1960s. The claimants were forcefully removed from Fairview, Korsten, South End and Salisbury Park to their respective race group areas, such as Bloemendal for coloureds, Malabar for Indians and Kwa-Zakhele for Africans.However, before the general objectives of the study could be discussed, it is important to provide a brief historical context that brought about racial segregation in the South African urban setting, and how the post-apartheid government sought to re-integrate, restructure the towns and cities, as well as healing the boundaries set by racial zoning through land reform. This will then followed by the discussion on how the various communities of Port Elizabeth responded to the introduction of the Land Restitution Act 22 of 1994. The post-apartheid government in South Africa faces serious challenges in undoing the legacy of apartheid. One such product of apartheid system is the ‘apartheid city’. It stands out as an extreme example of social engineering. According to Freund (2001, 537) urban segregation was pervasive across the colonial world, some other cities in colonial and even post-colonial Africa were subject to massive forced removals or urbanisation that were comparable to South Africa under the apartheid regime. Urban segregation is therefore not unique to South Africa. It has to be said though that the South African apartheid city was distinctive in a number of ways.

Progress in human development is threatened by the complexities of global environmental change - a defining challenge of our time. Appropriate societal responses are needed to address disturbances and increasing vulnerability of social-ecological systems. This changing context calls current development thinking into question and requires new approaches, policies, and tools to cope with growing uncertainty. With a focus on capacities instead of vulnerabilities, an approach is needed emphasizing the role of communities in planning interventions and strengthening community resilience. This research draws on vulnerability, social-ecological systems and drylands development theory to advance an integrated understanding of resilience at community level and its role towards sustainable development. To develop a general approach for development actors to characterize a community's resilience and plan locally targeted interventions is the overall objective of this research. A participatory approach towards defining and assessing community resilience forms the basis, as it is assumed this would enable development actors to more efficiently address development concerns and empower communities to strengthen their resilience. Underlying factors that determine community resilience in selected dryland communities in Tigray, northeastern Ethiopia are identified. Here, most of the population depends on subsistence agriculture, while food insecurity and poverty persist despite concerted regional development efforts. This research compares and consolidates local perceptions of determinants of community resilience that form the basis for guidelines towards a methodological framework for determining levels of community resilience in Tigray. The guidelines were used to compare levels of community resilience of communities, with implications for operationalizing community resilience in the context of drylands development practice. Findings reflect the importance of recognizing that resilience is not about maintaining a status quo, but about addressing how societies can develop in a changing environment. Prominence of resilience thinking can promote a development practice better suited to address the challenges and opportunities that changes create for poor dryland communities. Resilience thinking does not provide quick solutions, but contributes a long-term, multi-dimensional perspective of building capacities for improved responses to current needs and future change. Resilience is not a solution in itself but can contribute towards developing more resilient trajectories for drylands development.

Diese Arbeit bietet eine solide theoretische Grundlage zu Philanthropie und religiös motivierten Spendenaktivitäten und deren Einfluss auf Wohltätigkeitstrends, Entwicklungszusammenarbeit und einer auf dem Gedanken der sozialen Gerechtigkeit beruhenden Philanthropie. Untersucht werden dafür die Strukturen religiös motivierte Spenden, für die in der islamischen Tradition die Begriffe „zakat“, „Waqf“ oder im Plural auch „awqaf-“ oder „Sadaqa“ verwendet werden, der christliche Begriff dafür lautet „tithes“ oder „ushour“. Aufbauend auf diesem theoretischen Rahmenwerk analysiert die qualitative und quantitative Feldstudie auf nationaler Ebene, wie die ägyptische Öffentlichkeit Philanthropie, soziale Gerechtigkeit, Menschenrechte, Spenden, Freiwilligenarbeit und andere Konzepte des zivilgesellschaftlichen Engagements wahrnimmt. Um eine umfassende und repräsentative Datengrundlage zu erhalten, wurden 2000 Haushalte, 200 zivilgesellschaftliche Organisationen erfasst, sowie Spender, Empfänger, religiöse Wohltäter und andere Akteure interviewt. Die so gewonnen Erkenntnisse lassen aussagekräftige Aufschlüsse über philanthropische Trends zu. Erstmals wird so auch eine finanzielle Einschätzung und Bewertung der Aktivitäten im lokalen Wohltätigkeitsbereich möglich, die sich auf mehr als eine Billion US-Dollar beziffern lassen. Die Erhebung weist nach, dass gemessen an den Pro-Kopf-Aufwendungen die privaten Spendenaktivitäten weitaus wichtiger sind als auswärtige wirtschaftliche Hilfe für Ägypten. Das wiederum lässt Rückschlüsse zu, welche Bedeutung lokale Wohltätigkeit erlangen kann, wenn sie richtig gesteuert wird und nicht wie bislang oft im Teufelskreis von ad-hoc-Spenden oder Hilfen von Privatperson an Privatperson gefangen ist. Die Studie stellt außerdem eine Verbindung her zwischen lokalen Wohltätigkeits-Mechanismen, die meist auf religiösen und kulturellen Werten beruhen, und modernen Strukturen, wie etwa Gemeinde-Stiftungen oder Gemeinde-„waqf“, innerhalb derer die Spenden eine nachhaltige Veränderung bewirken können. Daher bietet diese Arbeit also eine umfassende wissenschaftliche Grundlage, die nicht nur ein besseres Verständnis, sondern auch den nachhaltiger Aus- und Aufbau lokaler Wohltätigkeitsstrukturen in Ägypten ermöglicht. Zentral ist dabei vor allem die Rolle lokaler, individueller Spenden, die beispielsweise für Stiftungen auf der Gemeindeebene eingesetzt, wesentlich zu einer nachhaltigen Entwicklung beitragen könnten – und das nicht nur in Ägypten, sondern in der gesamten arabischen Region. Als konkretes Ergebnis dieser Arbeit, wurde ein innovatives Modell entwickelt, dass neben den wissenschaftlichen Daten das Konzept der „waqf“ berücksichtigt. Der Wissenschaftlerin und einem engagierten Vorstand ist es auf dieser Grundlage gelungen, die Waqfeyat al Maadi Community Foundation (WMCF) zu gründen, die nicht nur ein Modell für eine Bürgerstiftung ist, sondern auch das tradierte Konzept der „waqf“ als praktikable und verbürgte Wohlstätigkeitsstruktur sinnvoll weiterentwickelt.
This work provides a solid theoretical base on philanthropy, religious giving (Islamic zakat, ‘ushour, Waqf -plural: awqaf-, Sadaqa and Christian tithes or ‘ushour), and their implications on giving trends, development work, social justice philanthropy. The field study (quantitative and qualitative) that supports the theoretical framework reflects at a national level the Egyptian public’s perceptions on philanthropy, social justice, human rights, giving and volunteering and other concepts that determine the peoples’ civic engagement. The statistics cover 2000 households, 200 Civil Society Organizations distributed all over Egypt and interviews donors, recipients, religious people and other stakeholders. The numbers reflect philanthropic trends and for the first time provide a monetary estimate of local philanthropy of over USD 1 Billion annually. The survey proves that the per capita share of philanthropy outweighs the per capita share of foreign economic assistance to Egypt, which implies the significance of local giving if properly channeled, and not as it is actually consumed in the vicious circle of ad-hoc, person to person charity. In addition, the study relates local giving mechanisms derived from religion and culture to modern actual structures, like community foundations or community waqf that could bring about sustainable change in the communities. In sum, the work provides a comprehensive scientific base to help understand- and build on local philanthropy in Egypt. It explores the role that local individual giving could play in achieving sustainable development and building a new wave of community foundations not only in Egypt but in the Arab region at large. As a tangible result of this thesis, an innovative model that revives the concept of waqf and builds on the study’s results was created by the researcher and a dedicated board of trustees who succeeded in establishing Waqfeyat al Maadi Community Foundation (WMCF) that not only introduces the community foundation model to Egypt, but revives and modernizes the waqf as a practical authentic philanthropic structure.

South Africa is a semi arid country in which the average rainfall of 450mm/year is well below the world average of about 860mm/year. As a result, South Africa’s water resources are scarce in global terms and limited in extent. Current predictions are that demand will outstrip water availability in the next 15 years. A coordinated approach to improve both water quality and quantity is needed and in order to achieve that, it is crucial to strengthen capacities of local community involvement in identifying the problems that affect them and strategies to solve them. This research was undertaken to develop a deeper understanding of community learning processes in integrated water resources management (IWRM) practices. The study drew on situated and social learning theory which explains that knowledge and skills are learned and embedded in the contexts in which knowledge is obtained and applied in everyday situations. Multiple data collection techniques were used within a case study design and included document analysis, interviews, focus group discussions and field observations. Data analysis was done in three phases and involved uncovering patterns and trends in the data sets. In this context I discovered, through careful observation and interviews with members of the different communities of practice, that people are learning through social learning interactions with other community members as they engage in their daily water management and food production practices. Learning interactions take place through both informal and formal processes such as meetings, training workshops, conversations and interactions with outsiders. I also discovered that people learn from ‘external groups’ or training programmes which bring new knowledge and expertise, but this needs to be contextualised in the local communities of practice. The research has also shown that there are a number of challenges that appear to exist in these learning contexts. For instance it was found that participation and social learning processes and interactions are influenced by a range of causal mechanisms that are contextual. These insights into how communities learn, as well as the tensions and difficulties that are experienced in the learning processes are important for furthering learning and participation in community-based IWRM practices, projects and programmes.

Electronic word-of-mouth (eWOM) has gained significant attention from academics and practitioners since it has become an important source of consumers’ product information, which can influence consumer purchase intentions (Cheung & Lee, 2012). eWOM exchanges exist in two types of online communities: online communities of practice and online communities of interest. A few prior studies in online communities of interest have examined members’ motivations for product knowledge exchange (Hung & Li, 2007; Ma & Agarwal, 2007). However, there is a lack of understanding of member motivations for exchanging social bonds and enjoyment in addition to exchanging knowledge pertaining to products in the community. It is important to have an initial comprehension of motivation as an antecedent of these three eWOM exchanges so as to be able to determine the driving factors that lead members to generate eWOM communication. Thus, the research problem "What are the driving factors for members to exchange eWOM in an online community?" was justified for investigation. The purpose of this study was to examine different member motivations for exchanging three types of eWOM. Resource exchange theory and theory on consumer motivation and behavior were applied to develop a conceptual framework for this study. This study focused on an online beauty community since there is an increasing trend of consumers turning to online beauty resources so as to exchange useful beauty product information (SheSpot, 2011). As this study examined consumer motivation in an online beauty community, a web-based survey was the most effective and efficient way to gain responses from beauty community members and these members were appropriate samples from which to draw a conclusion about the whole population. Multiple regression analysis was used to test the relationships between member motivations and eWOM exchanges. It was found that members have different motivations for exchanging knowledge, social bonds, and enjoyment related to products: self-development, problem solving support, and relaxation, respectively. This study makes three theoretical contributions. First, this study identifies the influence of self-development motivation on knowledge exchange in an online community of interest, just as this motivation has previously been found in online communities of practice. This study highlights that members of the two different types of online communities share similar goals of knowledge exchange, despite the two communities evincing different attributes (e.g., member characteristics and tasks’ objectives). Further, this study will assist researchers to understand other motivations identified by prior research in online communities of practice since such motivations may be applicable to online communities of interest. Second, this study offers a new perspective on member motivation for social bonding. This study indicates that in addition to social support from friends and family, consumers are motivated to build social bonds with members in an online community of interest since they are an important source of problem solving support in regard to products. Finally, this study extends the body of knowledge pertaining to member motivation for enjoyment exchange. This study provides a basis for researchers to understand that members in an online community of interest value experiential aspects of enjoyable consumption activities, and thus based on group norms, members have a mutual desire for relaxation from enjoyment exchange. The major practical contribution is that this study provides an important guideline for marketing managers to develop different marketing strategies based on member motivations for exchanging three types of eWOM in an online community of interest, such as an online beauty community. This will potentially help marketing managers increase online traffic and revenue, and thus bring success to the community. Although, this study contributes to the literature by highlighting three distinctive member motivations for eWOM exchanges in an online community of interest, there are some possible research limitations. First, this study was conducted in an online beauty community in Australia. Hence, further research should replicate this study in other industries and nations so as to give the findings greater generalisability. Next, online beauty community members are female skewed. Thus, future research should examine whether similar patterns of motivations would emerge in other online communities that tend to be populated by males (e.g., communities focused on football). Further, a web-based survey has its limitations in terms of self-selection and self-reporting (Bhatnagar & Ghose, 2004). Therefore, further studies should test the framework by employing different research methods in order to overcome these weaknesses.

Mainstreaming natural resource management (NRM) within a community-driven development program to achieve more sustainable rural development involves diverse and complex dynamics of resource governance. Social capital has been identified as one of the key elements in facilitating collective action that could enhance the effectiveness of resource governance in socio-ecological systems. In the context of NRM, this concept focuses on social networks, specifically, on the mixes of ‘horizontal’ and ‘vertical’ relations that operate through engagements within (bonding or internal ties) and between (bridging or external ties) social networks. Linking social capital concerns the ‘vertical’ relations that are found in both bonding and bridging forms of social capital, with an additional focus on relations with formal institutions beyond the community's local resources. The thesis explores the effectiveness (as well as the lack thereof) of a communitydriven development (CDD) program to improve local NRM management. Empirical evidence provided in two South East Sulawesi case studies revealed three main findings: (1) high levels of network density in local institutions indicated the existence of strong bonding ties that theoretically should increase the possibilities for collective action in resource management; (2) regardless of the long involvement in a CDD program, bridging social capital remained weak; and (3) vertical relations continued to dominate processes of engagement within and across social networks, and with higher levels of government in the context of decentralised resource governance. Findings from the study of this CDD-NRM program indicate the need to: establish a network of expertise among the villages; develop a clear mechanism of accountability within the framework of the representation system; facilitate hamlet interactions that enable a reporting-back mechanism through the representation system; provide secure but accountable financial transfers from higher authorities to the village level; and provide incentives for better resource governance.

Nonprofit organizations have become a necessary staple in the lives of people and communities experiencing poverty. Many of these organizations provide services that they think their communities need. The solutions and services these organizations provide are incumbent on what the organizations think causes poverty. Although the motivations behind these organizations have good intentions, their approach to poverty could further jeopardize people and communities by not providing proper or necessary services that have the ability to help people get out of poverty. To explore how organizational values and perspectives on poverty are operationalized, I examined one nonprofit grassroots organization in Tampa Heights, Tampa, Florida. I applied the following four theories of poverty: individual, cultural, political-economic, and geographic to explain how participants discussed poverty in Tampa Heights. Interviews revealed that while many participants subscribed to multiple theories of poverty, each participant held one dominant view. This finding, among others, exposed the complexities of how individuals understand poverty as well as how nonprofit organizations approach these multifaceted issues. Thus, indicating the need for a clearer explanation of how and why people use these theories or combinations of theories to explain both causes and solutions to poverty.

Community-Based Natural Resource Management (CBNRM) is considered a win-win approach to reconcile conservation with natural resource use. CBNRM aims to accomplish conservation whilst prioritising development and contributing to poverty alleviation. This study analysed the different components of a CBNRM initiative, Bigodi Wetland Sanctuary (BWS), located in western Uganda. The study was carried out by interviewing the managing committee members (n= 8) as well as local households (n= 68) regarding the manner in which the project works, and the associated benefits and constraints. The main management issues recognised were a lack of monitoring and committee cohesiveness. The information gathered through the household survey enabled the calculation of the value of local livelihood options. This was done on the premise that conservation is better accepted when land users realise the economic value of natural resources. The average annual value of household livelihoods was represented by 30% crop production, 57% natural resource use, and 13% livestock. Lastly, wetland assessments were performed using the WET-Health and WET-EcoServices methodologies from the Wetland Management Series. These assessments indicated that the impacts of local livelihoods on the wetland were currently low but potential issues could arise with the increasing human population density. Ultimately, BWS presents both environmental and social costs and benefits. With a detailed and interdisciplinary method specific recommendations of improvement can be made to reduce such costs and further reconcile the conservation of Bigodi Wetland with local natural resource use..

“The Flagship Project for Welfare-based Communities” has been implemented at Nantou City of Nantou County since 2011. Adopting a cross-community (community coalition) approach, this project uses the well-developed Yungsing Community, to lead the surrounding communities with developmental potential to exert the spirit of “flagship navigates, ship follows” All this is done is to build up a collaboration between government departments and the academic field, trying its best to exert the development of the cooperation of the communities. The operating method of this cooperation is to conduct the concept of flagship-guided group development and the operational model of interactive learning and resource sharing. This project, together with governmental agencies and the academic field, is aiming for facilitating the implementation as well as the development of welfare-based communities, integrating flagship community resources, and encouraging empowerment and growth of more vulnerable communities. This project has pluralistic issues, including offering daily care and meals of community seniors and people with disabilities, offering consultation for helping foreign spouses adapt to their new environment, setting up after school tutorial programs for underprivileged children, working on community security, setting up summer school program for underprivileged children, offering computer classes for community women, and setting up volunteer training. Significant outcomes have already been observed. The objective of this study is to use collaborative governance as the means to investigate the flagship project “Promoting deep-rooted communities in Nantou city: Making Nantou a wonderful place to live.” By analyzing the literature and conducting in-depth interview and field studies, the researchers gained insights into how participants of the project, with their managers as mediators, established mutual trust and exchanged experiences through forums and bulletin boards. This communication channel has enabled the aliened communities to learn together, to grow together, and to take full advantage of the collaboration. The key findings of this study are presented below: I. The participating communities are equipped with good starting conditions. That is, there is a good past long-term collaborative experience among the City Hall, Yunghsing Community, and other participating communities that encourages communities to join the flagship project. II. The forum-type regularly or non-regularly conducted briefing system enables the City Hall, advising professors, and community officers to not only hold open discussion for reaching consensus, but also follow regulations, and creating greater cohesion among the members. III. The mayor of Nantou City, relevant section chiefs, and community chairpersons all possess an excellent facilitative leadership capacity. That is, they are good at using positive interaction with their subordinates and detailed group learning to unite the members to work for the organization or team. Their leadership style enables the organization to carry out empowerment, adaptation, and problem-solving continuously and smoothly, which can enhance the overall organizational efficacy, collaboration, and mutual trust. IV. The first year of the implementation of the flagship project made by Nantou City Hall, Yunghsing Community, and other five communities is relatively successful. The participants have built mutual trust, become committed to the process, shared mutual understanding, achieved instant results, and carried out face-to-face dialogues and other substantial collaborative actions. V. They have not only achieved the standards set by the Ministry of the Interior within the first year, but also attracted two other communities to join the project in the next year. In general, this action of collaborative governance has achieved excellent results.

The research on local aging and resource integration is to study the distribution, the accessto, and the use of community resources, and the community-based care for the elderly as well as other related issues. This thesis takes the Hsinchu County Zhubei Chu-I aera Community Development Association, as an example, based on the data collected from the association on her service in caring for the elderly, and makes the use of the resources available from the Association. The thesis tries, from three facets of view points, i.e, the industry, the government, and the academia, to analyze how to acquire the resources to take care of the elderly, how to allocate them, and how to use these resources, in order to understand whether the domestic community geriatric care resource allocation meets with the overall integration, and of application fficiency. In this study, firsty to understand the community development model from the literature in the elderly care and then focus on the ways to acquire the elderly care resources, policies and methods and the use of resources, as the basis for this study, as well as related research proposals. Secondly, take qualitative research methods case study. Get themes for research from government records, civil society organizations, associations, and other documents, with in-depth interviews to obtain data, research and analysis, and finally discuss the coding and content analysis, and gradually establish the conclusions and recommendations of this study. Conclusions hoping for the allocation of domestic resources of community care for the elderly, access to, and use of the subject, about getting old with the assessment community care resources can be effectively utilized to observe whether the research topics and meet no literature to explore this issue of defects, and as a future government resources and community-based care for the elderly one of the reference distribution.

This research focuses on the transition from stagnation to growth for community development associations and explores the roles and functions community development innovation centers play in empowering community development associations. This is a case study on a community development association that was rated superior by the government to illustrate the process of how community organizations utilize strategies and resources to vitalize the communities, successfully create cohesion while organizing communities and finding consensus among them. The researcher divides the development process of community development associations into the entrepreneur phase and the orientation phase; there are different goals and problems faced in different phases and they test the leaders’ ability to mobilize resources and build teamwork. On the other hand, community development innovation centers play an assisting or leading role to help community development associations quickly find the needed resources. However, leaders and their teams are the most important pillars of community development associations. As an organization develops, conflict and variability within the organization also grows, so the morale and culture of an organization, the personal characteristics of the leader and the choice making when mobilizing strategies all are lessons that must be mastered for direct practice; they’re also important topics for government’s policy making and academic research. Lastly, this research explores the differences between current community empowerment theories and the actual practice. This is a topic that future research can dig further into.

Abstract   The purpose of this study was to explore the community awareness of the residents of Lin-Rong Community and the relationship of community activities to community development associations. For research purposes, the researchers first designed interview outlines based on relevant literature.   In order to explore the subjective views and opinions of community residents on this research, qualitative research was conducted, and community development association cadres and community residents were selected for in-depth interviews, and the results of the study were summarized as follows:   First, if community organizations can exert their overall effectiveness, timely delivery of services can truly agglomerate the awareness of community residents and deepen their recognition of the community.   Second, the activities of family-based activities can deepen the level of their participation in the community.   Third, the Community Development Association needs to pay attention to: 1. Handling activities and services that meet the needs of the people; 2. Combining community resources, etc., can encourage community residents to identify and participate in community development associations.   Based on the above findings, the study provides recommendations for community residents themselves, community development associations, etc. as follows:   First, Suggestions for community residents: 1. Emphasis on organizational participation and promotion of their own well-being; 2. Enhance participation level and turn passive into initiative.   Second, the recommendations of the Community Development Association: 1.Adopt appropriate strategies to promote organizational benefits;2. Focus on family services and promote community awareness;3. Use leadership functions and make good use of resources;4. Effective activities to promote people participate.

ABSTRACT Jhonghe Community Development Association in Taichung Nantun District was established in 1993.Mr. Su Mingsong , as the chairman during 1993~2013,devoted himself to the various community activities and had created a positive and fruitful, repeated successes. In this study, we try to find the key factors of the successful community building, taking Jhonghe Community Development Association as a case. After literature review, we had used semi-structured interviews method to visit nine members of Jhonghe Community Development Association, including the incumbent president, directors and supervisors, the Director-General, secretaries, team leader, volunteers and community residents. We explored the course and the present status of Community Development promotion in Jhonghe Community , and how the leaders can succeed by continue use the past resources and community characteristics. The leadership style of the Jhonghe Community Development Association also had influence on community development and its future planning. After participation, observation and interviews, the researcher found that key factors of the success in Jhonghe Community Development Association are: a leader with high degree of ambition and leadership, team members with spontaneous division and cooperation of the work equipped with a full-time secretary, an excellent proposal after exerting the community strengths, a wonderful vision with clear goals and strategies. Sustainable effort is necessary for the community development and the community building is also a long-term project. Without an institutional system, it is impossible to maintain a solid unchanged status. In addition to funding, talent is another important issue in developing a successor regime in the community. To build a succession system can achieve a long-term community development. After community building in Jhonghe Community, the community cohesion awareness of their own residential communities have a better sense of identity, and inspire the community to create sustained momentum. Equipped with the power,we believe they can face and solve the difficulties in the future. After all, we made the following recommendations: first, the Community Development Association and should train local professionals. Second, the community leaders reserve related capabilities is necessary. Third, packaging and marketing the results of the team community building characteristics is helpful for the transmission of knowledge. Last, public sector should set up a coordination unit or evaluation indicator for Community Development Association and the community .

Abstract Pingtung County Wan Dan Xinzhuang Community Development Association was established 20 years ago, efforting to promote the development and creation in the community. However, the process has come across difficulities. As a result, the study adopted a case study to go into the research field, aimed subjects at the association members in Xinzhuang Community. By means of in-depth interviews, document analysis and observation record as a method of research. In accordance of the movement driven by the association, the results found that the residents in the community took part in the cultivate project, development coherenced the consensus among the residents, identified community history and culture, shared the community’s vision, set up the library, after-school care and community care has gained a appraisal from the residents. Red bean industry in Wan Dan TowershipXinzhuang which was rich in agricultural resources was well-known, Nevertheless, due to the shortage of skilled persons, it was really a major concern that the participants ages has the tendency towards higher ages. This study also uses the SWOT analysis in the Xinzhuang Community Development Association to promote the community to create the situation.To explore possible difficulties and application constraints. Based on the findings, specific suggestions were made as followed: First, cultivate local talentd persons actively to slove the bottleneck of community development. Second, attract new members to join in the association by way of the existing members. Third, strengthen the communication between the public sector and community to endeavor funds and promote the development. Fourth, rebeans related creative products needs to be more refined, packaging and marketing. Fifth, develop bike sightseeing and combine it with ecology. In order to improve the community cohesion in the community, community development organizations have been the most popular non-profit organization. In 2010, five metropolitan cities were merged, there were 792 community development organizations in Kaohsiung City. This research was to explore the sustainability of community development organizations. Purposes: Purposes of this research were stated as follows:1. To explore the situation of community development organizations and the basic characteristics of their organizers; 2. To explore the operation needs for, resilience and sustainability of community development organizations. 3. To explore the factors that affected the sustainability of community development organizations in Kaohsiung City. Methods: A social general survey was conducted in the city. Questionnaire was designed and its reliability and validity was tested as well. All community development organizations were sampled and interviewed. Findings and results: there were significant differences between the basic characteristics of their organizers and their levels of sustainability; it is also a significant difference between the situation of community development organizations and their levels of sustainability. In addition, significant correlations were found between needs of community development organizations, resilience of staff and their levels of sustainability. Finally, the basic characteristics of organizer, the characteristics of community development, needs of them were the main factors to their levels of sustainability. Conclusions and suggestions were proposed in the final section.

The purpose of evaluating the work on community development by the governemnt is to strengthen the organization of the community development associations, reinforce the public services in the community and actively build up communities so as to improve the welfare of residents. It is expected that the aim of understanding and improving the difficulties and shortcomings experienced in the process of promoting the community development can be achieved through evaluating the chosen items which include the performance indicators ,the representation of the evaluated units ,the organization of the department which leads the evaluation ,the process of the execution ,the methods used the schedule arrangement of the evaluation, rewards given in accordance to results of evaluation, and the maintenance of the achievements. This research adopts qualitative method of research and the object of its study is the "Community Development Evaluation System." Taking the implementation of the said system by Taipei Municipal Community Development Association as an example, a renewed in-depth examination of the success or failure and future development in made when community development associations operating under "Public body" form face the current evaluation system. In-depth interviews were conducted on a total of 14 Interviewees regarding the four aspects of policy maker, policy executor, evaluation commissioner, and community development association. It is aimed at examining problems, difficulties, and the value of existence of the current system by comparing the intrinsic nature of self-discipline of non-profit organization, partnership of government units and private circles, and theoretical viewpoints of performance evaluation with the actual implementation of the "Current Evaluation System on Work of Community Development in Our Country" so as to explore the issue of justification of the current system. All these are meant to provide references to relevant authorities in planning future policies and to achieve the goal of sustainable development of communities. This research comes up with the following conclusions. a. Because current systems and regulations and the development of community organizations of our country have not reached maturity, the government should still intervene to provide guidance regarding the management of community development associations. When there are no law-breaking instances among them and the development of their organization and the level of self-discipline have reached a certain level, the government should give them freedom to do what they like. b.According to the opinions of the interviewees on the performance of the evaluation system ,there are still problems on those chosen items ,such as purpose of evaluation, selection of objects, indicator, method, time, encouragement after evaluation, establishment of a system to emulate and learn from others, maintenance of achievements, and the qualifications, and the selection of the staff .who is reposeful for the evaluation. The revision of the evaluation system by Taipei city government takes more consideration on the annual policies of the Ministry than on the requirements of the development of the association.. c. Regarding future direction of the development of community evaluation system, interviewees believe that the system serves the function of support and encouragement. Its continued existence still has justification, but barriers should not be set to check diversified community development. Regarding the work of evaluation, when offered to private circles for execution, public certification as well as prevention of frauds should be stressed. This research comes up with the following suggestions. a.Suggestions to public departments: The government must build a fine consultant system and a smooth communication platform in order to help communities solve problems, tide over difficulties, and march toward the goal of sustainable development. b. Suggestions on community development association: Community should build a fine data bank and use it effectively through integration. The association should come up with motives for growth and bring its innovative ideas into full play. c. Suggestions on current community evaluation systems: The content of the evaluation system should include indicators on progress of achievements of missions and goals. Communities should be classified into outstanding and excellent communities. Evaluation indicators should be diversified to encourage communities to bring their unique features into play. A system to certify trained hours of community talents should be added. Encouragement without differentiation should be avoided. Establishment of a system to maintain achievements should be made. A system to devote oneself in a particular outstanding community should be built. The quality, specialty, and actual experiences of evaluation commissioners should be enhanced.

There are more than 6000 registered community development associations in Tai-wan, but very few of them achieved success in their work and sustainability, and there-fore, became known as model development communities. Most of the communities en-countered many difficulties in their work. This study used qualitative research methods to analyze difficulties and challenges that communities may encounter in execution of community development work. Subjects were selected from the Neihai Community Development Association in Taoyuan County. Research findings: 1. In community development work, “people” were the most important assets. 2. Funding was the key to sustainable community development. 3. Community authority structure and cliques affected community development. This study brought up some suggestions about future community development work: 1. A community should maintain good interaction and communication with the government. 2. A community should establish good public relation. 3. A community should establish sound volunteer system. 4. A community should eradicate personal interests and conflicts between cliques.

Research on Construction of Social Capital by Community Development Association Abstract This study aims on how community development association constructs social capital. We take Fu Chou community development association at Taipei Shihlin district as an example, focusing on the leader, managements, members, and volunteers of the association. Under a difficult situation of the prohibition of construction since 1970s, we describe the process of how community workers provide their services for the community and how they further construct the social capital for the community form year 2006 to 2013. Base on the statistic results of 300 valid questionnaires by members and volunteers of Fu Chou community development association, we conclude as fallow: 1. The social capital of Fu Chou community development association at Taipei Shihlin district is above average, it scores 4 points in the Likert five-point scale. 2. Environmental greenification, sightseeing, and associations between communities by Fu Chou community all contribute to the construction of social capital. 3. Fu Chou community need to focus on community care, participating in public affairs, and strengthening the abilities of managements. 4. Those being both members and volunteers are more willing to approve and support the community development than those being just members. We provide advices to take Fu Chou community development association as follow: 1. The association should improve the interaction with the external resources. 2. The association should provide trainings for leaders with capability, knowledge, and vision. 3. The association should initiate a new community industry. Key words: community, social capital.

Abstract Songya community in Taichung County was adopted as a research case in this study, whose data was collected by the qualitative method, case study, comprised of interview, document analysis, and observation, and the interview guide was mainly based on the theory of community of practice proposed by Wenger. This study aimed to explore the management of community of practice of Songya community development association and its influence on the association itself, its members, and the whole community so as to understand the issues of concern, knowledge sharing, and practice and growth pertaining to community of practice. The suggestions of community of practice of Songya community development association for community development were further analyzed. The research findings were as follows: 1. The community of practice of Songya community development association was concerned with identification with family, services for minority groups, healthy community building, and cultural heritage, formulating the habits of learning and sharing so as to probe into the issues of local features and community sustainment. 2. Leaders had to reach consensuses through good interpersonal relationship and mutual communication, to set up rules for community to avoid conflict, and to maintain community development by means of the constant interaction with those core members 3. To have community restricted publications and hold activities might unite community members. Sharing practical knowledge could serve minority groups and build healthy community. The cultural heritage might highlight community features as well. 4. Communities could provide the opportunities of knowledge sharing, contribution, and challenge for members to make more contact with people, to enhance capacities for communication, to master practical skills, and to gain self-affirmation 5. To understand problems of community development associations might improve interactive relationship through active and enthusiastic services, obtain the trust of residents to increase the number of members, and assist the management of community development associations. 6. Residents could take actions to support community activities, build the community ambiances of dialogue and learning, and keep communities clean and safe. According to the results above, some suggestions were proposed for the leaders of community of practice, community development associations, residents which developed community of practice, authorities concerned with community development, and future researchers. Grass-roots governance plays a vital role in the local self-governance of today. In particular, neighborhood and community development associations are the most important basic regional units within the network of local grass-roots governance. Neighborhood is a unit at the very base of regional administrative system, and also one of the most vital governance systems within Taiwan’s implementation of local governance. Community development associations are societies set up in recent years under the Civic Organizations Law. Due to differences in history and jurisdiction, functions attributed to the two organizations have long been in dispute. Therefore, this study aimed to examine the neighborhood and community development associations of metropolitan Taipei, and discover the means to adjust and integrate the relationship between these two organizations. Literature review and in-depth interviews were applied to delineate the organization function overlaps of neighborhood and community development associations, the interaction controversies between neighborhood chiefs and community development association chairmen, as well as to examine the integrated relationships of the two organizations. This study found that functions of neighborhood and community development associations are highly repetitive, and according to literature review, issues have always existed concerning differentiations and divisions between the administrative systems of the two. Contestations of whether neighborhood and community development associations should be combined or held separate have yet to be resolved, but in reality, the two organizations have been attributed with different functions and privileges within the current administrative system. According to the statements of the majority of interview subjects that there is poor interaction between neighborhood and community development associations, aside from reasons of resource allotment disputes due to different jurisdiction, political motives and elections are also involved. Neighborhood has a developmental direction distinct from that of community development associations, and by cause of different administrative authority and representativeness, the functions of the two organizations are often issues for dispute. Based on the results, comparative analysis of interviews, and conclusions, this study proposes the following suggestions for references to future research or relevant administrative authorities: 1.Regional administrative units should be streamlined to promote efficiency of public affairs processing. 2.Administrative positions should be resized for the benefit of redistribution of funds and resources. 3.Neighborhood officers should strengthen their professional abilities. 4.Integrated functions of neighborhood and community development associations should be actively sought after. 5.In the process of organizational integration, parochialism of regional organizations should be avoided at all costs.

ABSTRACT The purpose of this study is to understand the opportunities, problems and approaches of community development associations towards sustainable development through case-by-case comparative studies. The researcher used three community development associations in the regions of Meinung, Qishan and Datun in Kaohsiung city as study objects. By collecting and organizing the community-related literatures, doing field surveys, interviewing, and applying Osterwalder's business model analysis framework, including value proposition, target customers, sale channels, customer relationships, key resources, key activities, key partners, cost structures, revenue stream, etc., overall examine the niche and needs of its sustainable operation, and be award of how to apply the business model to create community value as a reference for sustainable management. In this study, Case A, "Eco-environment", Case B, "Enzyme Village" and Case C, "Railway Culture" were used to develop their value propositions respectively. The study results show that through the analysis of business model elements and overall operation management, the three community associations have their common and different value propositions in the operation of community business models, and the dilemmas and bottlenecks faced are also different. Based on this, we provide practical advice and serve as a reference for the three community development associations. Finally, according to the results, the study proposes the redesign of four business models for sustainable community development: First, Case A: The value proposition of product-oriented innovation - community idle space development of rural housing services. Second, Case B: Joint activities to implement the environmentally friendly enzyme product pathway through multi-point driving. Third, Case C: Resource-oriented development and partnerships with key partners. Fourth, build an online community to develop customer relationship management.

Rural communities living in the neighbourhoods of protected areas are among the least developed communities in the LDCs. In the global quest for sustainable development and democracy, participation in natural resource management by these communities has become an important component in rural development and biodiversity conservation programmes. The proliferation of CBNRM initiatives in the LDCs, however, has so far not yielded any fundamental reductions in poverty and insecurity in the targeted communities. This has raised questions about the viability of CBNRM as a strategy for articulating the development objectives of local communities. Questions have also been raised about the ideological bases of CBNRM. This dissertation presents an analysis of participation in a CBNRM initiative by the Makuleke community of South Africa. Focus is on the issues of community control and gender in the CBNRM process. Findings by the study show that the preconditions for community-level control have largely been met and the Makuleke CBO structure has been constituted as a representative and legally accountable entity. However, there apparently subsists a view that indigenous rural communities like the Makuleke cannot be fully entrusted with leadership roles in CBNRM. The study also finds that despite the securing of gender rights of access to bases of social power and productive wealth through legislative instruments, some social structures and attitudes that favour male dominance remain entrenched in the Makuleke community. These militate against the strategic participation by women in environmental governance and in the benefits stream emanating from CBNRM. The dissertation argues that the success of the CBNRM initiatives such as the Makuleke’s will depend on a more complex interplay of variables tan solely on the empowerment of the community through strengthening of CBO structures, securing resource rights, entry into the benefits stream and developing of capacities. Success will largely depend on the ability of CBNRM programmes to achieve fundamental reductions in poverty and insecurity. Since there are multiple jurisdictions in CBNRM, LDC states will have to strike a difficult balance or make a critical choice between promoting the interests of Northern agencies in order to secure conditions of production and defending the interests of local communities in order to secure social integration. The responses by LDC states will have significant implications on the success of CBNRM initiatives.

Extended devotion of association was identified by the community people,the residence are proud of their community and willing to participate in the community development affair。 6. To have Board of directors and supervisors participate in policy decision,and delegate division of labor。To have open communication channel,to allow participant has empowerment,more over to advance the coherence of the association。 7. To revise the direction and strategy of community development from past experience。 From the research result,one can address a proposal to community、government and follow-up researcher。The proposal can address in three following aspects: A. To expand the participation of community residence、B. To assist the member of association learning and growing from experience、and C. To introspect on strategy policy of community development constantly。

The concept of community development in our country communityhas been advocated 30 years even more. However,for some reasons,the idea of community development does not carry out in practice.In this essay the researcher wanted to explore what and how peopleparticipate in Taipei community develpoment. Through empirical research methods, the researcher discussed what are the relationship between community organizations, community resources, community participation and community development effort. Conclusively, through this study, the researcher wanted to inspirepeople''s motive of community participation. Also, the discovery of this research would be a reference for the government in projecting community development policy.

With community development,the government policies changed into a bottom-up way. Community forestry is a new trend in international forestry management, is also one of the development priorities in Taiwan. There are nine communities in succession into the second phase. But now there are only six communities in the implementation of the second phase of project. The impact of one element of the implementation of community forestry is the implementation of empowerment. At this study, I will select the Ghiu-Shi Community Development Association and the Tainan Eco-Tourism Development Association, which success into the second phase. The communities should have a considerable degree of empowerment results. Use tree way for the study:Depth Interview, Content Analysis, Participant Observation. On the basis of the data and the empowerment theory, we can compare the empowering strategy and the organizational empowerment between two communities. Study found that the empowering strategy based on the different goals of community development. The educational lecture is the most used way. The found that empowerment of the first phase has good foundation will help in the development of the second phase, vice versa. In the comparison, the Ghiu-Shi Community Development Association is better than the Tainan Eco-Tourism Development Association. The found that the empowerment of foundation is unstable that will affect the overall operation of the association. In the future, two two community should strengthen the staff integration and the empowerment.

There are thousands of Community Development Associations now in Taiwan, not all of them perform their function equally well. This study focuses on the developing process of Chi-Yen Community Development Association from 1994 to 2004. This research is meant to serve three purposes. Firstly, I’ll clarify the community work models including community development, community planning, community education, community action and community care. Secondly, I’ll understand the process of women’s participation and empowerment in the community and how the Association has built their accountability. Lastly, I’ll try to know the development context and the performance of the community mutual help industry, and I’ll focus on the lunch delivery service. In order to accomplish the purposes listed above, I use the case study method. Nine volunteers from the Chi-Yen community were interviewed and observed in their service setting. Each interview was audio- taped and transcribed word by word. Thematic analysis is used to identify and clarify the themes through the interpretation of the texts and inter-subjective agreement with the participants. The results are as follows: Ⅰ.The community work models of Chi-Yen Community Development Association can be presented in four stages: stage one-community education as a main part with community action playing a supporting role; stage two-community planning as a main part with community action playing a supporting role; stage three-community welfare as a main part with community development playing a supporting role; stage four-community development as a main part with community welfare playing a supporting role. Ⅱ.Unlike most communities in which man makes the decision and woman just plays the role of an assistant, in the experience of Chi-Yen Community Development Association, women are in charge of the organizational affairs. Through participating in the community activities, women empower themselves and develop their own awareness. Ⅲ. Chi-Yen Community Development Association has its own community mutual help industry to make money to continue offering the social service. Thus, it can perform the functions of creating more working opportunities, using the profit to offer community care service and constructing a mutual help community in the end.
