Testo completoEconomists have viewed the presence of externalities and other market failures as leading to a private equilibrium that would not be Pareto optimal. In the exploitation of common-pool resources, this would lead to the 'tragedy of the commons'. In dealing with the 'tragedy of the commons', the common solutions promote either state or market involvement. However, the State-market solution to social dilemmas fails to recognize that individuals in a group or a community interact in social context. This thesis explores the role of social heterogeneity in collective action among communities. This is evident in the case of the social dilemmas associated with natural resources. We propose models of compliance (threshold model, static game, evolutionary game) that allow for the existence of a social norm. The impact of the social norm on pubic policy towards externalities is examined

This matter loucerns various branches of the law such as fiscal law, town planning law and construction law. The role of the state can be easily determined definition of priorities and financing of this policy. On the other hand, the local interventions seems to be linked with exceptionnal situations or in states of emergency : specialized organisms collod council flats are in charge of it. Since 1980, decentralized procedures induce the local communities to take more action in this matter. The District borough of Strasbourg, as on organism of local reassembly could be the adequate geographic context to practise this ability. Moreover, if the setting up of a local housing program wouldn't giving it new tools, the reality of its functioning could be denied. The interveners'points of view about the housing and the comparisons with the light other district boroughs confirm the hope which can be biult on this new proceeding

Those territories have to link recent national legislation which now implements a "model of sustainable development ” and local socio-economic dynamics. The aim of this PhD thesis is to understand how spatial planning could accompany the ecological transition in these metropolitan rural areas. The district council Eure Madrie Seine, (CCEMS : 23, Municipalities, 28 663 habitants, 191,2 km²), between Paris and Rouen, offers an outstanding field for scale and temporality variations study mobilising local resources, including natural, human. This survey study also considers a new level of decision and trans-territorial cohesion where local stakeholders feel in the action various representations of sustainable development.The first objective of this research is to examine how territorial data oh this council district influences the definition of sustainable development at the local level (needs of the localities, spatial planning strategies of local stakeholders). The second objective is to determine how the legislation framework affects the implementation of sustainable development in rural metropolitan areas, and in particular to analyse the spatial consequences of this complex process. Based on the assumption that territory and ecological transition are interrelated, the aim is to explore territorial interest regarding sustainable development: local action included in a global legislation framework trough a necessary territorial equity

Among the application tools, industrial and territorial ecology aims is to improve productive systems by optimizing materials loops. However, studies have shown that elements organizations of a system influences the holistic capabilities of this system.The objective of this thesis is to exploring the influences of the network shapes of a companies set, on systemique durability of this set at local scale.The forest system of « Les Landes de Gascogne » is an appropriate industrial ecosystem to analyse innovative organization shapes and regional networking. Our experimental territorial unit is surrounded by forest and gives support to many companies, therefore we mapped the material wood flow, in order to build the collaborations structure between companies. Using comparative analysis we observed some network indicators related to robustness, flexibility and stability.The first contribution of this thesis is the extended created value network as a optimal framework to observe all activities involved in the value-creation of local resource. The second contribution is the proposition of the municipalities conurbation as adequate scales, to understand flux topology from local naturals ressources and the end-of-life goods.It is necessary to reproduce our study on other territories or on experimental data sets to improve our methods and results

Testo completoOur thesis is about the effect of the administrative border in an urban community and concerns particularly on the relations between Grand Lyon and its surrounding municipalities in the context of the territorial reform aiming at rationalizing and reinforcing the intermunicipal cooperation. What are the possibilities of the cooperation? How are the possibilities reconfigured? We reach the questions, in the first place, by the modification of the border of Grand Lyon, in one part following to new communes adhesion, in other part following to the creation of the Lyon metropolitan. In the second place, we study the impact of Grand Lyon border on the urban services, with study cases devoted to the recent territorial evolution of transport Lyonnais syndicate intervention (Nouveau Sytral).Our research was carried out by using various juridical documents, press reports, student works in which were analyzed in the point of view of urban planning leaning on geographical and political science methods. This study also focuses on interviews in the selected municipalities. The analysis reveals that the definition of intermunicipal Lyonnais grouping perimeter is completely a geopolitical issue, in the meaning that Phillipe Subra gives the notion. In terms of the situation, the local political context, the communal projects, the alliances between the territories are established or unraveled

Testo completoFrom notarial acts, and following an approach combining a material approach and a study of relationships between individuals, the survey focused on industry, workshops and companies in the Lergue and Hérault valleys, in Fifteenth century. The detour by the criticism of the sources led to a better knowledge of the notaries of Lodévois. The words of the notary were questioned, those that designate workplaces, professional activities and manufactured products, focusing the investigation on wool clothes, specially burel, white wool cloth and blanquets. The production system was examined from the materiality of the workshop and the tools, the financing of the company and the organization of the production unit, in particular the methods of recruitment and remuneration of the workforce in the textile industry. One of the specificities of the company from Lodévois is in its legal base, often linked to the family environment. In addition, its financing involves the movement of capital and labor from one sector of activity to another. Finally, it was necessary to study the circulation of products by questioning spaces, people and markets. According to a classic approach, the nature of the goods and the traffic networks used were reconstructed, starting from the local scale to reach more distant spaces reached by the wool clothes, lambs-fur and barber's grindstones of Lodévois. In a system of nested markets, the figure of the intermediary appears as one of the characteristics of medieval industry in Lodévois

Testo completoIn territory management, participation and coordination aim to ensure more efficiency. Thus, in Burkina Faso rural areas, the issue of land security has led since 2009 to the establishment of local land charters. These are based on local natural resource management agreements for common use in accordance with sectoral laws and respecting local specificities. In practice, the local land charter faces the need of uses and activities to be articulated and coordinated for a sustainable production. This issue is analysed by the main research question: "what roles do local land charters play in the governance of the territories that have them"? The main hypothesis is that: "the local land charter allows territorial governance, because it favours knowledge of the territory, changes in the practices of the actors and it involves territorial effects by the reconfiguration of the networks of actors". The case studies of Bama and Koumbia local land charters were conducted in the Hauts-Bassins Region of Western Burkina Faso, an area of high agricultural production in the country. Indeed, the rural commune of Koumbia is in the cotton and agropastoral basin and the village of Bama is in one of the first rice plains of the country. Semi-directive interviews and direct observation have permitted verification of our hypothesis through the framework of the analysis of territorial governance. The content analysis, the territorial diagnosis and the typology of the management rules known by the actors are the specific methods of data processing. The interviews around the practices implemented by the local actors allowed to refine analysis in order to identify the stakes that the use of the land charters poses. The results of the content analysis show that the local land charters ensure that the multi-use of resources, and coordination of the different decision centers to allow the polycentrism of the rules are taken into account. They formalise new ways of management of use conflicts that favour consensus building at the local level. In Koumbia, taking into account the agricultural use of crop residues falls within this framework. Nevertheless, in both studied situations, the learning required for negotiation between stakeholders around issues is weak. The results of the territorial diagnosis show that the collective interests are oriented towards the management of non-timber forest products, the agricultural or fishery production, the collective sale and community activities around the social infrastructures. The key players in the endogenous management of common-used resources are local associations whose creation’s objectives are different from these issues of collective interest. Co-operative relationships are paramount and followed by hierarchical relationships between actors. The actors who carry the endogenous initiatives around common-used resources do not have the management of these resources as main objectives. This is a challenge as to the sustainability of such initiatives. In addition, the issue of endogenous management of non-timber forest products is found in the risk of spaces fragmentation through the partitioning of common resources exploitation areas. This second issue is shared between actual practices and the rules of the charter around crop residues. It allows update of individual ownership logic around common-used resources because the owner can allow or restrict access. This shared logic to the charter and to the practices of local actors shows the need to build a common and shared vision of the territory in order to promote territorial governance
