Abstract (sommario):
The goal of this research is to explore the feasibility of building management information gateways that relay management information at regular intervals between the Simple Network Management Protocol (SNMP) and the Common Management Information Protocol (CMIP). This management information is stored in an object-oriented Management Information Base (MIB) that can be accessed by Common Management Information Service (CMIS) management applications.
An approach for polling based on a variable polling frequency is proposed. A stateful model for a simple version CMIP proxy agent for SNMP which requires management information collected from SNMP agents to be stored in the proxy agent's MIB is also proposed. The proxy agent is implemented using the so-called OSIMIS-3.0 software package which implements CMIP, and an existing SNMP application. A policy of variable polling frequency which is based on the cost of polling, the cost of loss of relevant management information and the frequency of update of new information is used by the proxy agent. The agent is tested on a distributed network consisting of a LAN at McGill University and another LAN at the University of Montreal.
The results from the test show that using the above model of a proxy agent between CMIP and SNMP yields a better response time as compared to the stateless proxy agent model used by the Network Management Forum (NMF93), as well as an up-to-date information about the network to a CMIS manager during critical situations.

Al giorno d’oggi ormai quasi chiunque possiede uno smartphone dotato di una telecamera ad alta risoluzione. Negli ultimi decenni, i contenuti multimediali (immagini e video) stanno sempre più spesso diventando il principale mezzo di comunicazione. Dato il continuo calo dei prezzi dei dispositivi di archiviazione, il numero totale di immagini salvate sta aumentando notevolmente, andando così a creare collezioni di immagini sempre più grandi, a tal punto da essere una problema per chi vuole le vuole esplorare. Data una libreria di immagini, il processo di selezione di un gruppo di foto che rappresenti al meglio le informazioni contenute in essa è condizionato dalle proprietà percettive delle immagini. Al fine di gestire in modo automatico questa selezione, in letteratura sono stati proposti diversi metodi che sfruttano le proprietà percettive delle immagini. Questi metodi hanno come scopo quello di associare alle immagini un valore numerico che ne rappresenta la presenza o meno di queste proprietà, come ad esempio la qualità, l'estetica o la memorabilità, per poi sfruttarle per selezionare le immagini migliori. La presente tesi comincia trattando quelle che sono le proprietà delle immagini fondamentali al processo di selezione delle immagini, rispettivamente la qualità e l’estetica delle immagini. Per prima cosa viene studiata la qualità delle immagini mediante un processo di rilevamento delle anomalie. Questo perché dal punto di vista di un sistema automatico di selezione delle immagini, è più indicato un metodo che sia in grado di distinguere le immagini belle da quelle brutte, piuttosto che un metodo che predica un valore ben correlato con la qualità delle immagini. Successivamente l’attenzione viene spostata sul problema della valutazione automatica dell’estetica delle immagini. In particolare viene prima proposto un metodo in grado di stimare il grado di bellezza di un'immagine a partire dalla predizione di attributi correlati all’estetica. Successivamente introducendo un metodo per la valutazione automatica dell’estetica fondato su molteplici aspetti delle immagini quali il contenuto semantico, lo stile artistico e lo stile di composizione. Uno dei tanti motivi per cui si scatta una foto è quello di poter essere poi in grado di rivivere il momento impresso semplicemente riguardando la foto. Le immagini possono essere pertanto viste come un collegamento concreto tra i propri ricordi e gli eventi passati. La memorabilità delle immagini è pertanto una proprietà fondamentale nell’organizzazione delle immagini. Essere in grado di riconoscere queste immagini memorabili, significa poter favorire la loro selezione. Per questo motivo nella suddetta tesi viene presentato un metodo capace di stimare la memorabilità delle immagini. In particolare la soluzione proposta va nella direzione di predire la memorabilità delle immagini scomponendo le proprietà intrinseche delle immagini che influenzano la memorabilità. Per finire, considerando che le collezioni di immagini tendono spesso ad avere molteplici foto simili tra loro. Al fine di garantire una selezione di immagini il più diversa e rappresentativa possibile, viene proposto un metodo flessibile ed innovativo per riassumere automaticamente le collezioni di immagini. A tal proposito, il metodo introdotto è stato progettato considerando diversi aspetti delle immagini tra cui la categoria della scena, la qualità e l'estetica.
Almost everyone carries a high-quality camera in their smartphone and uses it to communicate with other individuals and for the last two decades, people are increasingly making use of images and videos in their transportable communication. As the prices of the storage are decreasing, the number of photos stored is increasing, leading to collections of images whose sizes begin to be a barrier for relieving the captured moments and exploring them. We are submerged by images. In order to ease the problem of oversized image collections, methods that aim to select a subset of photos that best represents them have been designed and proposed in the literature. Those methods typically rely upon the prediction of perceptual features such as, for example, the image quality, aesthetics, and memorability, to select the best images. This thesis starts from the fundamental image properties that guide the image selection, respectively the image quality and image aesthetics. First, the perceived image quality assessment is investigated in an anomaly detection manner, contrary to the most common regression task. This is because rather than predict a score that best correlates to the average human opinion, being able to distinguish good quality images from bad ones, is more suitable for the image collection management problem, furthermore, it requires fewer images to tune the model. Then the problem of automatic assessment of image aesthetics is introduced. In the beginning, presenting a method that learns the aesthetics of a picture on the basis of the prediction of aesthetics-related attributes. Then, a new solution that takes into account the semantic content, the artistic style, and the composition of the image is presented. One of the reasons people take photos is to capture important situations to recall them later on, usually with the intention of afterwards sharing their photos with other people like friends or family members. Photos can be seen as a concrete link between our memories and experienced events. Image memorability can be helpful in the organization of the selected images to better bind the memory of experienced events and the taken images. To this end in this thesis, a method for the estimation of still image memorability is presented. In particular, the proposed method goes in the direction of breaking down the intrinsic image properties that influence the memorability of the pictures. Image collections tend to have several similar images. This is because to ensure the best shot, people usually take a series of photos of the same scene. To guarantee a diverse and representative selection of images from a large collection, this thesis concludes by proposing a flexible and innovative framework that can be used to both explore large-scale image datasets and to summarize photo albums. The proposed method is designed to exploit different aspects of the images, such as the scene category, image quality, and image aesthetics.

Transportation agencies engage in extensive data collection activities in order to support their decision processes at various levels. However, not all the data collected supply transportation officials with useful information for efficient and effective decision-making. This thesis presents research aimed at formally identifying links between data collection and the supported decision processes. The research objective identifies existing relationships between Asset Management data collection and the decision processes to be supported by them, particularly in the project selection level. It also proposes a framework for effective and efficient data collection. The motivation of the project was to help transportation agencies optimize their data collection processes and cut down data collection and management costs. The methodology used entailed two parts: a comprehensive literature review that collected information from various academic and industrial sources around the world (mostly from Europe, Australia and Canada) and the development of a web survey that was e-mailed to specific expert individuals within the 50 U.S. Departments of Transportation (DOTs) and Puerto Rico. The electronic questionnaire was designed to capture state officialsâ experience and practice on: asset management endorsement and implementation; data collection, management and integration; decision-making levels and decision processes; and identified relations between decision processes and data collection. The responses obtained from the web survey were analyzed statistically and combined with the additional resources in order to develop the proposed framework and recommendations. The results of this research are expected to help transportation agencies and organizations not only reduce costs in their data collection but also make more effective project selection decisions.

Nowadays, each user or organization is already connected to a large number of sensor nodes which generate a substantial amount of data, making their management not an obvious issue. In addition, these data can be confidential. For these reasons, developing a secure system managing the data from heterogeneous sensor nodes is a real need. In the first part, we developed a composite-based middleware for wireless sensor networks to communicate with the physical sensors for storing, processing, indexing, analyzing and generating alerts on those sensors data. Each composite is connected to a physical node or used to aggregate data from different composites. Each physical node communicating with the middleware is setup as a composite. The middleware has been used in the context of the European project Mobesens in order to manage data from a sensor network for monitoring water quality. In the second part of the thesis, we proposed a new hybrid authentication and key establishment scheme between senor nodes (SN), gateways (MN) and the middleware (SS). It is based on two protocols. The first protocol intent is the mutual authentication between SS and MN, on providing an asymmetric pair of keys for MN, and on establishing a pairwise key between them. The second protocol aims at authenticating them, and establishing a group key and pairwise keys between SN and the two others. The middleware has been generalized in the third part in order to provide a private space for multi-organization or -user to manage his sensors data using cloud computing. Next, we expanded the composite with gadgets to share securely sensor data in order to provide a secure social sensor network

Le développement des réseaux de capteurs sans fil fait que chaque utilisateur ou organisation est déjà connecté à un nombre important de nœuds. Ces nœuds génèrent une quantité importante de données, rendant la gestion de ces données non évident. De plus, ces données peuvent contenir des informations concernant la vie privée. Les travaux de la thèse attaquent ces problématiques. Premièrement, nous avons conçu un middleware qui communique avec les capteurs physiques pour collecter, stocker, traduire, indexer, analyser et générer des alertes sur les données des capteurs. Ce middleware est basé sur la notion de composants et de composites. Chaque nœud physique communique avec un composite du middleware via une interface RESTFul. Ce middleware a été testé et utilisé dans le cadre du projet Européen Mobesens dans le but de gérer les données d'un réseau de capteurs pour la surveillance de la qualité de l'eau. Deuxièmement, nous avons conçu un protocole hybride d'authentification et d'établissement de clés de paires et de groupes. Considérant qu'il existe une différence de performance entre les noeuds capteur, la passerelle et le middleware, nous avons utilisé l'authentification basé sur la cryptographie basée sur les identités entre la passerelle et le serveur de stockage et une cryptographie symétrique entre les capteurs et les deux autres parties. Ensuite, le middleware a été généralisé dans la troisième partie de la thèse pour que chaque organisation ou individu puisse avoir son propre espace pour gérer les données de ses capteurs en utilisant le cloud computing. This thesis was an exploration into the implementation process in developing country cities. Western debates on implementation are usually not applicable in developing country cities and the question asked was why. The main reason has been found is that the characteristics of governments and people in developing country cities are different and therefore different approaches are required to make implementation successful. Of particular interest is waste management. Different approaches are employed in the management of waste in some developing country cities and the results have been mediocre with no real impact on the urban environment. To this end, this thesis set out to understand implementation within these cities. In the course of this research, some very interesting factors were discovered about policy implementation in developing country cites. It is hoped that this thesis has been able to add to the body of knowledge in understanding implementation in developing country cities.

The ineffective and inefficient management and collection of municipal solid waste is a significant problem in cities of many developing countries. South Africa as a developing country is also faced with the same problem. Buffalo City Municipality with its fast growing urban population is not immune from the problem. Due to continuing population growth, urbanisation, industrialisation and higher consumption levels which started after the demise of the previous legislations which stifled the advancement of black communities, the generation and management of municipal solid waste in developing countries is likely to worsen. The uncollected waste and rampant littering generates pollution and poses risks to human health and the environment. Regulations guiding the treatment and the disposal of waste are not followed to the letter by authorities. There are no measures in place to ensure that the environment is sustained, and even if there are they are not fully implemented. This affects municipalities negatively in various aspects. Tourism that is known to boost ailing and weak local economies is affected. Properties are devaluated and potential developers turn their backs on municipalities that are not well managed. It is the low-income communities that suffer the brunt of the inefficiency and poor service delivery. This status quo is not acceptable eighteen years after the attainment of democracy and the adoption of the Constitution in South Africa. This study analyses the challenges and factors that cause Buffalo City Municipality (BCM) not to deliver services efficiently and successfully in respect of waste management. It also attempts to check alternatives and solutions as gathered from other cities in a similar predicament. Municipalities are encouraged to adopt Local Economic Development (LED) principles and establish public- public partnerships and private- public partnerships thereby utilizing communities in refuse collection and waste management.

Implementing a Prolog Runtime System in a language like Java which provides its own automatic memory management and safety features such as built--in index checking and array initialization requires a consistent approach to memory management based on a simple ultimate goal: minimizing total memory management time and extra space involved. The total memory management time for Jinni is made up of garbage collection time both for Java and Jinni itself. Extra space is usually requested at Jinni's garbage collection. This goal motivates us to find a simple and practical garbage collection algorithm and implementation for our Prolog engine. In this thesis we survey various algorithms already proposed and offer our own contribution to the study of garbage collection by improvements and optimizations for some classic algorithms. We implemented these algorithms based on the dynamic array algorithm for an all--dynamic Prolog engine (JINNI 2000). The comparisons of our implementations versus the originally proposed algorithm allow us to draw informative conclusions on their theoretical complexity model and their empirical effectiveness.

Waste is anything which is considered to be no longer useful to anyone. In reality, it actually possesses the ability to be the raw material for several other processes and applications. Improper handling of wastes could result in several environmental hazards such as air pollution, soil erosion, methane emissions, low birth rate and others. In developing countries, proper handling of wastes is one of the important topics to be focussed from an environmental perspective. This thesis aims to propose an improved waste collection system in Gaborone through investigating the current waste management practices in Gaborone from different perspectives. Several stakeholders were interviewed for gathering information related to the present waste legislations, waste collection, treatment, and disposal methods. A composition study was also conducted along with the other research teams in order to support the objective of this thesis. The results shows that the current waste management practices has certain flaws which the management has to overcome in order to avoid the environmental impacts caused by the waste generation in Gaborone. Basic Recycling and treatment facilities are absent in Gaborone. The local government do not have any updated plans for the proper handling of wastes. The obtained results are critically analysed to showcase the existing flaws in the waste management practices, and using the state of the art knowledge in waste management the research team suggests an improved waste collection system for Gaborone considering the economic and environmental conditions.

Africa has a high rate of revenue under-collection in public water utility companies. This rate currently averages 20-50%, and the rate is 18% for Malawi alone. The purpose of this single-case study was to explore credible business strategies senior managers of water utilities use to address inefficiencies in collecting water fee revenues. The conceptual framework for this study was revenue management, which includes strategic constructs for increasing amounts of revenue collection. The target population for this study was 5 senior managers of a public water utility in Malawi, which is located in the southeastern part of Africa. Data collection included semistructured, face-to-face interviews and a review of company documents. The data analysis process involved the use of thematic analysis, including methodological triangulation, to identify 4 themes: innovative strategies, effective metering and billing, customer relationship management, and disconnection of water supply from customers with overdue bills. These themes highlighted credible business strategies that, for these 5 senior managers, were effective in revenue collection. Addressing inefficiencies in collecting water fee revenues will facilitate positive social change by increasing profits, growing the water business, reducing the crime rate by employing more people, providing potable water to reduce waterborne diseases, and contributing to the sustainable social and economic development of the people of Malawi.

As the water and wastewater network in Europe is declining, the recommendation is to move towards Asset Management, as this is a proactive approach to system rehabilitation. This thesis has been written at LNEC, Portugal, in cooperation with the AWARE-P team, who is developing a software to deal with future planning of rehabilitation of the network. The work has been to collect the need of data in their modules, looking at data collected from other rehabilitation softwares and comparing it to what is available in Gemini VA to value the use of Gemini VA for rehabilitation planning support. Planning tools for rehabilitation of water and wastewater networks is still in the developing phase. The programs are often data hungry, and collecting data is time demanding. Gemini VA represent a good software for collecting base data used in rehabilitation planning, and is the most used water and wastewater maintenance software in Norway. It's important to identify the limits and possibilities of the software for future development, and the goal of this thesis has been to look into improvements of the software to give better data at a lower time cost. In the Asset Management approach the condition of the network must first be decided. This analysis can be done with basic data such as material, construction year, dimension and condition factor from surveys done on the network (CCTV etc). When the condition is determined, assessments within cost, performance and risk can be completed at the strategic, tactical and operational level. Gemini VA can provide a lot of base data, but even though the data is available, the preparations is time demanding, and the only data validation feature available, is a material-dimension-construction yearvalidation. Therefore historical data, and the rest of the structural data, must be validated manually. Gemini VA should try to move towards an Asset Managment approach by including more validation reports, pre made statistical reports, and visualisation effects of the statistics. The software should also include cost, more information on stormwater assets, water quality tests and more pumpingstation and treatment plant information. Gemini VA can be used to collect data for a national statistical database for utilities with low or poor record of historical data to retrieve statistical numbers for planning (failure rate for different materials, etc).
Vann- og avløpsnettet i Europa er i forfallende tilstand, og anbefalninger for å forbedre dette er at driften og rehabiliteringsplanleggingen bør vendes mot en proaktiv forvaltning, kalt Asset Managment, eiendelsforvaltning. Denne oppgaven er skrevet hos forskningsinstitusjonen LNEC i Portugal, i samarbeid med AWARE-P prosjektet som skal utvikle en programvare for fremtidig rehabiliteringsplanlegging av VAnettet. Innsamling av data for bruk i deres moduler, studering av data brukt i andre rehabiliteringsprogram og sammenligning av disse med tilgjengelig data i Gemini VA er gjort for å se hvor godt Gemini VA egnerseg som støtte i denne type planlegging. Planleggingsverktøy for rehabilitering av VA-nett er fortsatt i utviklingsfasen og de allerede utviklede programmene er datasultne og innsamlingen av dataene er tidskrevende. Gemini VA representerer en god programvare for innsamling av grunnlagsdata til bruk i planlegging av rehabilitering, og er det mest brukte programmet i Norge for å systematisere drift og vedlikeholdsdata i VA-nettet. Det er derfor viktig å se på begrensningene og mulighetene programmet kan bidra med i fremtiden. Målet med denne oppgaven har vært å se på forbedringer av programmet og på bruken av innsamlede data, for å gi bedre data til en mindre tidskrevende pris. I fremgangsmåten til Asset Managment må tilstanden til nettverket først defineres. For å gjøre dette må grunnleggende data samles (material, anleggsår, dimensjon og tilstandsfaktor hentet fra undersøkelser hvis tilgjengelig) slik at man kan gjennomføre undersøkelser innen kostnad, funksjon og risiko på et strategisk-, taktisk- og driftsnivå. Gemini VA kan gi en god mengde grunnlagsdata i fremtidsplanlegging, men selv om dataene er tilgjengelige, er det tidskrevende forberedelser som må gjennomføres, og det er kun én valideringsfunksjon i programmet (material-dimensjon-anleggsår). Historiske data, og resten av de strukturelle dataene, må valideres manuelt. Gemini VA burde bevege seg mot Asset Management ved å inkludere flere validerings raporter, forhåndslagde statistiske rapporter for fremtidsplanlegging og bedre statistiske visualiseringseffekter. Programmet burde også inkludere kostnad, mer informasjon rundt overvannshåndtering, vannprøver tatt på nettet og mer informasjon rundt pumpestasjoner og renseanlegg. Gemini VA kan blir brukt datainnsamling til en nasjonal statistisk database hvor kommuner med lite eller dårlig samling av historiske data kan hente statistiske tall for gjennomføring av planleggingsverktøy (feilrate til ulike materialer,etc.).

Les stations de mesure automatiques sont utilisées pour suivre et contrôler des usines de traitement des eaux usées. Ce suivi en continu à haute fréquence est devenu indispensable afin de réduire les impacts négatifs sur l’environnement car les caractéristiques de l’eau varient rapidement dans l’espace et dans le temps. Toutefois, même s’il y a eu des progrès considérables, ces dernières années, de la technologie de mesure, les instruments sont encore chers. Aussi des problèmes de colmatage, d’encrassement ou de mauvaise calibration sont assez fréquents à cause du contact avec les eaux usées. La fiabilité des mesures en ligne et en continu est affectée négativement. Par conséquent, un bon entretien des instruments est essentiel, ainsi que la validation des données collectées, afin de détecter d’éventuelles valeurs aberrantes. Dans le contexte de ce mémoire, en collaboration avec Bionest®, une méthodologie est proposée pour attaquer ces problèmes. Deux cas d’études en étangs aérés au Québec ont été considérés, avec l’objectif d’optimiser les activités d’entretien, de réduire les données non fiables et d’obtenir des grandes séries de données représentatives.
Automated monitoring stations have been used to monitor and control wastewater treatment plants. Their capability to monitor at high frequency has become essential to reduce the negative impacts to the environment since the wastewater characteristics have an elevated spatial and time variability. Over the last few years, the technology used to build these automatic monitoring stations, for example the sensors, has been improved. However, the instrumentation is still expensive. Also, in wastewater uses, basic problems like fouling, bad calibration or clogging are frequently affecting the reliability of the continuous on-line measurements. Thus, a good maintenance of the instruments, as well as a validation of the collected data to detect faults is required. In the context of this thesis, in collaboration with Bionest®, a methodology has been developed to deal with these problems for two facultative/aerated lagoon case studies in Québec, with the objective of optimizing the maintenance activities, of reducing the fraction of unreliable data and of obtaining large representative data series.

In this thesis, I study a number of online information communities to understand how open practices are currently used in supporting community functions. By examining how communities operate, I hope to provide individuals and corporations interested in creating such communities with a good starting point. The communities examined, some corporate and some user sponsored, share different types of information and have different intents. I analyzed the communities in terms of their openness in the following three major community functions: information collection, information evaluation, and information diffusion. The benefits and challenges of open practices are discussed and the tradeoffs involved in selecting the most appropriate practice for each major community function are presented.

Many civic groups and local governments are involved in campaigns to safely collect and dispose of "household hazardous waste." Although it is difficult to define, household hazardous waste is generally considered to be any chemical waste generated in a family dwelling which, if disposed of improperly, may be harmful to human health or the environment. Growing concerns are centered around the disposal of these potentially toxic wastes by burying them in landfills or pouring them down drains or storm sewers. The most popular method of addressing the problem of household hazardous waste is that of holding "collection days," at which householders are encouraged to bring their hazardous waste to some central location for proper handling by responsible authorities. Although the availability of information about the total costs of holding these collections days is presently limited, it is apparent that the expense per household served is quite high. Some people have questioned whether the expense is justified, since there has been little documentation of the risks associated with the handling of household hazardous waste in the municipal waste stream. This thesis presents the findings to date of a study examining the quantities of household hazardous waste present in the municipal waste stream (in order to assess the risks associated with their disposal) and the costs associated with collection days. A telephone survey was used to develop a preliminary estimate of the nature and quantity of hazardous waste generated by households in a Virginia city. Cost data from collection days held in Virginia and elsewhere in the United States are documented and discussed.

The Southern Arizona Veterans Affairs Health Care System (SAVAHCS) Chronic Pain Rehabilitation Clinic (CPRC) is an interdisciplinary pain management team. The team consists of physicians, a psychologist, a kinesiotherapist, a nurse and a pharmacist, who work together, to manage pain. In order to monitor and improve the effectiveness of treatment at SAVAHCS CPRC, the team created a pain outcomes measure collection program. A pilot study of the pain outcomes data collection process was conducted. The purpose of this project was to evaluate the data collection procedure and identify areas for improvement. The program planned to collect outcomes data at a new patient education/orientation class using an intake questionnaire. After three months, a follow-up questionnaire was to be mailed to the patient. The patient would then return the questionnaire, by mail, to the clinic where responses would be entered into an electronic database. Eight items in the data collection process were recognized as needing improvement. Three of the most important items follow. (1) Mailing out questionnaires had a low response rate, which could be solved by administering the intake questionnaire during the pharmacist medication evaluation, and the follow-up questionnaire, 6 months later, during a provider appointment. (2) The investigational review board approval process took longer than anticipated but could be corrected through enforcement of a submission time line. (3) Data entry required a large amount of time but could be rectified through the use of volunteers. Overall, the data collection program could gather outcome measures, but procedural adjustments need to occur.

Here in, comprehensive management model of municipal solid waste collection and transportation, “MIGRU,” is proposed, based on the Lean Six Sigma, VSM, and Servqual methods. This model considers and includes three important management systems for an efficient collection value chain: quality management, route management, and HR and community management. The proposed model was implemented and validated in the municipality of Lima, Peru, and the results showed that municipal costs were reduced up to 40%, solid waste was reduced in the streets, and routes and processes were updated and improved in addition to an improvement in the participation and environmental education of citizens. Thus, correct management of the proposed model’s three general approaches to a very positive municipal impact at economic and environmental levels, without the investment of excessive amounts of money observed in first-world countries.

Toutefois, les possesseurs d’objets de collection sont régulièrement confrontés à des problématiques relatives à la transmission du patrimoine. Ainsi, il convient de s’interroger sur les différentes techniques patrimoniales qui permettent de réduire la pression fiscale relative à la transmission des objets de collection
Actual patrimonial assets, collectible items are hard to recognize and classify. Not possessing a conventional legal definition, collectible items meet on the one hand a list of assets coming from the tax legislation and on the other hand, the various criteria set by the tax instructions. It is clear that the asset management of collectible items is currently excluded from the patrimonial structures. However, owners of collectible items are regularly confronted with problems relating to the transfer of assets. Thus, it is appropriate to consider the various patrimonial techniques that allow one to reduce the tax burden on the transfer of collectible items

This dissertation examines how managers make cost decisions under significant economic events. The economic events of interests are the economic crisis from 2008 to 2010 and corporate loan financing. The economic crisis caused many firms to experience sales declines and created tremendous pessimism about prospects of sales rebounding in the future. I find that not all firms were affected equally. Sales-down firms exhibit anti-sticky cost behavior during this period; that is, costs are cut back more steeply as sales fall than they increase as sales rise. Such a behavior during the economic crisis is exactly the opposite of the average sticky cost behavior during normal economic periods documented in prior accounting research. This, in turn, implies that net income and cash flows from operations (as percentage of sales) may increase, rather than decrease for sales-down firms during an economic downturn. In the second study, I use a difference-in-difference research design to examine whether and how managers engage in cost management before and after loan financing. I find that managers significantly cut back operating expenses prior to loan financing. However, cost reduction is asymmetric with respect to the direction of sales changes. Compared with firms experiencing sales increases, firms experiencing sales declines reduce costs to a greater extent prior to financing and also exhibit a reversion in the cost level after financing. The reversion in cost level is negatively related to the percentage of financial covenants that are based on earnings. I do not find consistent evidence supporting that managers engage in accrual management, overproduction or asset sales.

The purpose of this research study was to understand and identify the key factors that affect faculty's behavioral intention of using a learning management system. This research study adopted the Technology Acceptance Model 3 (TAM3) as the theoretical foundation and extended it by adding management support as an exogenous variable based on the recommendations from previous research studies. Technology Acceptance Model 3 is the latest iteration of Technology Acceptance Model – a widely adopted research framework for studying users' acceptance of technology. It provides a comprehensive network of determinants of technology adoption and use. A survey questionnaire with 54 measurement items was used to measure the 15 construct variables proposed in the research model. Path analysis was performed on the data collected from 105 faculty members, who were teaching at a metropolitan university located in Taipei City, Taiwan. The goodness of fit indices indicated that the initial research model did not fit the data, and adjustments were made based on the suggestions from the modification indices. The revised research model had a much improved and more acceptable model fit than the initial research model. The final results of this research study revealed a much more complex map of relationships among the construct variables than what was proposed in the initial research model. First, as evidenced by other researchers, perceived ease of use, perceived usefulness, subjective norm, and the interaction between subjective norm and voluntariness were significant determinants of behavioral intention. Second, subjective norm, image, job relevance, the interaction between job relevance and output quality, and computer playfulness were the significant determinants of perceived usefulness. Third, computer playfulness, perceived enjoyment, and image were the only three significant determinants of perceived ease of use. Lastly, management support along with a list of other variables jointly determined perceptions of external control, subjective norm, image, job relevance, result demonstrability, and the interaction between job relevance and output quality.

With the proliferation of inexpensive cameras and the availability of high-speed wired and wireless networks, networks of distributed cameras are becoming an enabling technology for a broad range of interdisciplinary applications in domains such as public safety and security, manufacturing, transportation, and healthcare. Today's live video processing systems on networks of distributed cameras, however, are designed for specific classes of applications. To provide a generic query processing platform for applications of distributed camera networks, we designed and implemented a new class of general purpose database management systems, the live video database management system (LVDBMS). We view networked video cameras as a special class of interconnected storage devices, and allow the user to formulate ad hoc queries over real-time live video feeds. In the first part of this dissertation, an Internet scale framework for sharing and dissemination of general sensor data is presented. This framework provides a platform for general sensor data to be published, searched, shared, and delivered across the Internet. The second part is the design and development of a Live Video Database Management System. LVDBMS allows users to easily focus on events of interest from a multitude of distributed video cameras by posing continuous queries on the live video streams. In the third part, a distributed in-memory database approach is proposed to enhance the LVDBMS with an important capability of tracking objects across cameras.

High-quality drinking water and wastewater systems are essential to public health, business, and quality of life in the United States. Even though the current performance of these systems is moderate, the concern is about the future performance. Planning can be done for improvement once the current performance of utilities is evaluated, and areas with a scope of improvement are identified. Benchmarking and performance evaluation are key components in the process of continuous improvement for utility\'s performance. Benchmarking helps utilities make policies and programmatic decisions that reduce operational expenses and increase productivity by understanding areas of underperformance, understanding customer needs, developing future plans, and setting goals. This study establishes a strong case for implementing benchmarking methodologies among utilities to evaluate and improve performance.
There are many initiatives on performance benchmarking of utilities but a few of them focuses on one or few area of performance. There are a few initiatives which use subjective indicators. Additionally, consultants visit the utilities for performance evaluation. This research focuses on creating a web-based benchmarking platform for performance evaluation using holistic and quantitative indicators. Practical and robust methodologies are used and the research presents the current performance comparisons among utilities for areas that impact overall utility\'s performance. Web based benchmarking consists of two major parts -- data collection and result visualization. A major contribution from this study is the creation of an online performance benchmarking database. With time more data will be collected which will provide utilities an access to a better database for performance evaluation. The future work in this research will be analyzing the data and results for each participant for each set of indicators, and finding possible reasons for under performance, followed by suggesting solutions for improvement using the best practices.

Knowledge management (KM) encompasses the set of capabilities, processes, tools, and techniques for the most effective use of knowledge by an organization. The goal of KM is to improve the organization s ability to create, transfer, retain, and apply knowledge. Knowledge management is a goal that many organizations seek to achieve. Organizations apply their strategies, plans, and implementation to achieve KM. Organizations use technology to implement their KM strategy. For some, this approach has worked well; however, for others, the results have fallen short. KM shortcomings revolve around employees infrequent use of the technology. This research seeks to understand what influences a user s behavior to use a KM system and why a user becomes a routine user. This research provides a model of KM continuance behavior and post-acceptance usage behavior. Post-acceptance usage behavior is how an individual decides to use a system after its initial acceptance. The KM continuance model incorporates technology, community, individual, and organizational elements that influence a user s intentions and actual use of a KM system. The specific context of this research is a KM system known as the Air Force Knowledge Now (AFKN) system. AFKN emphasizes KM through expertise-sharing activities in Communities of Practice (CoPs). The AFKN KM system facilitates and enhances the relationships in the community. The data for this study were obtained by using an online questionnaire. The results are analyzed using Partial Least Squares structural equation modeling with a two-step data analysis approach. The first step assessed the properties of the measurement model. The second step assessed the path model. Path coefficients and t-values are generated to evaluate the 14 proposed hypotheses. The results of the investigation show that community and technology KM both positively influence a user s evaluation of the KM environment. The results produced a coefficient of determination of 60% for KM continued-use intention and 31% for KM continued-use behavior. The outcome of this research is a model that allows organizations to tailor their KM systems efforts to the organizational environment in order to maximize their resources. This investigation serves as a foundation for further research and development in areas of KM, KM systems, and post-acceptance usage.

The efficient organization of waste collection systems based on bins located along the streets involves the solution of several tactical optimization problems. In particular, the bin configuration and sizing at each collection site as well as the service frequency over a given planning horizon have to be decided. In this context, a higher service frequency leads to higher routing costs, but at the same time less or smaller bins are required, which leads to lower bin allocation investment costs. The bins used have different types and different costs and there is a limit on the space at each collection site as well as a limit on the total number of bins of each type that can be used. In this paper we consider the problem of designing a collection system consisting of the combination of a vehicle routing and a bin allocation problem in which the trade-off between the associated costs has to be considered. The solution approach combines an effective variable neighborhood search metaheuristic for the routing part with a mixed integer linear programming-based exact method for the solution of the bin allocation part. We propose hierarchical solution procedures where the two decision problems are solved in sequence, as well as an integrated approach where the two problems are considered simultaneously. Extensive computational testing on synthetic and real-world instances with hundreds of collection sites shows the benefit of the integrated approaches with respect to the hierarchical ones.

IS vendor organizations are increasingly using program management practices to manage complex projects (Gierra 2004). The move to program teams is due to the realization that the management of many client projects and their underlying dependencies requires teamwork among project managers from different projects (Cooke-Davies 2002; Ferratt et al. 2006; Sanghera 2007). With two separate studies, first we extend the team competence framework and utilize organizational learning theory to understand the antecedents and outcomes of teamwork behaviors. Empirical results from the first study indicated that teamwork behaviors within the program team were significantly related to an increase in team competencies of personnel development, methodology development and dissemination and customer focus. Further, the three program team competencies were a significant predictor of program outcomes. In the second study, we investigate the outcomes of conflict resolution and their impact on program performance. The results indicated that conflict resolution can enhance the level of communication, mutual support and effort among IS program members Directions for practitioners and implications for future research are discussed.

The present study identifies the dimensions and variables using prior research within each of the constructs under the management systems, fit and, organizational strategy, structure, lifecycle and performance. The constructs from the research model were defined with a combination of direct, calculated and coded measures. Context analysis for each case categorized management systems design into either prescriptive or descriptive. The selected performance measures have been extensively investigated in the research fields associated with organizational management. The study uses the multiple case study design with cross-sectional data spanning from 1991 to 2005 and involving 19 aerospace companies in the United States. A priori hypothesized relationships between the constructs were tested with Mann-Whitney procedures for differences between mean ranks associated with organizational performance measures. The results from Mann-Whitney tests suggest that there exist significant differences in organizational performance from fit factors between a management system design and the organization. Present study defined organizational performance measures for analysis in terms of Return on Assets, Return on Equity and Return on Investment. When compared to a prescriptive management system design, a descriptive management system design was associated with higher levels of organizational performance. Cases with a fit state were found to score significantly higher than cases with unfit state suggesting that a correct fit state is associated with higher levels of organizational performance. A fit state was associated with higher levels of performance when each of the organizational factors for strategy, structure and lifecycle were aligned to management system design. Study results suggest equifinality as cases reached a particular fit state with differing combinations of fit factors. The study contributes to the field with interpretation of a fit model and key relationship between management systems and performance providing the base for future research efforts associated with management systems, organizational factors and the fit between them.

The Malki Museum Tribal Special Library and Archives project is an on-site repository created in order to provide access to information regarding tribal culture and heritage to local tribal members and researchers. The project filled the need for a space dedicated to material related to the history of local Southern California Native American tribes and information regarding the topics of Archaeology, Anthropology and History. The collection includes: books, manuscripts, documents, audio/visual media, and photographs. Bringing together multimedia sources, the Special Tribal Library allows for the preservation and accessibility of these items through cataloging and digitizing the collection. This method allows for the collection to be available to the public while being able to preserve its integrity through limited handling. In order to facilitate the establishment of the Special Library and Archive, the Malki Museum Special Tribal Library and Archives project teamed up with the Malki Museum’s Director, as well as the Malki Museum’s Tribal Board of Directors. Several weeks of organization, assessment, and collaboration helped prepare the Special Library first for user-friendliness. The final product is the Malki Museum Tribal Special Library which provides tribal members and scholars alike a locality where research can be undertaken and acquired. The Malki Museum Tribal Special Library project helps bring important data within reach to its local community.

Municipal solid waste (MSW) in Vietnam has been increasing quickly and became one of the most considered environmental problems in Mekong Delta (MD) region covering 13 provinces and municipalities in the south of Vietnam. With a considerably large amount of MSW, the region produces about 5% of the total amount of MSW of the country. The collection rate of solid waste is about quite high (65 - 72%) in the cities and rather low (about 40 - 55%) in the rural areas, with a high content in organic matter (about 60 - 85%). The climate of MD can be characterized as tropical and monsoonal with a high rate of humidity and a strong impact of flooding. Like other regions too, the MSW collection and treatment system is still underdeveloped and rudimentary, with disposal sites being the sole dumping method of the unsorted MSW remaining untreated by any mechanical and biological pre-treatment steps. Within this paper, the current treatment, management and operation of MSW systems are introduced, as well as the identification of advantages and disadvantages, environmental impacts, potential risks of the MSW system within the impact of global climate change. The situation of MSW treatment and management is correlated with the climate change impact and the integrated solid waste management is introduced as a new approach for adapting the environmental protection awareness by considering the climate change for the longterm sustainable development orientation
Sự gia tăng chất thải rắn ở các đô thị Việt Nam ngày càng nhanh và chất thải rắn đang là một trong những vấn đề môi trường được quan tâm hàng đầu. Đồng bằng Sông Cửu Long (ĐBSCL) nơi có đến 13 tỉnh và thành phố nằm ở phía Nam Việt Nam. Với lượng chất thải không nhỏ, chiếm khoảng 5 % tổng lượng chất thải rắn sinh hoạt của quốc gia. Tỷ lệ thu gom chất thải rắn thấp, chiếm khoảng 65 - 72 % ở thành thị, tỷ lệ này ở nông thôn thấp 40 - 55%, chất thải có hàm lượng hữu cơ cao chiếm khoảng 60 - 85%. Khí hậu nhiệt đới gió mùa với độ ẩm không khí cao và chịu ảnh hưởng lớn của lũ lụt hàng năm. Cũng như các khu vực khác, hệ thống thu gom và xử lý rác thải ở khu vực ĐBSCL còn rất thô sơ và lạc hậu, bãi rác là nơi duy nhất tiếp nhận trực tiếp hổnhợp rác thải không phân loại và qua bất kỳ công đoạn tiền xử lý nào. Trong phạm vi bài viết này, chúng tôi giới thiệu hoạt động vận hành hệ thống quản lý và xử lý rác đô thị trong khu vực đồng thời phân tích các thuận lợi và bất lợi, cũng như các tác động môi trường, những rủi ro tiềm ẩn trong điều kiện ảnh hưởng của biến đổi khí hậu toàn cầu - khu vực ĐBSCL là nơi chịu ảnh hưởng nặng nề nhất. Tình hình quản lý và xử lý rác được cân nhắc trong điều kiện tác động của biến đổi khí hậu, đồng thời quản lý tổng hợp rác thải cũng được đề xuất như một các tiếp cận mới nhằm đáp ứng nhiệm vụ bảo vệ môi trường trong điều kiện biến đổi khí hậu theo định hướng phát triển bền vững lâu dài

CubeSats have become popular among universities, research organizations, and government agencies due to their low cost, small size, and light weight. Their standardized configurations further reduce the development time and ensure more frequent launch opportunities. Early cubesat missions focused on hardware validation and simple communication missions, with little requirement for pointing accuracy. Most of these used magnetic torque rods or coils for attitude stabilization. However, the intrinsic problems associated with magnetic torque systems, such as the lack of three-axis control and low pointing accuracy, make them unsuitable for more advanced missions such as detailed imaging and on-orbit inspection. Three-axis control in a cubesat can be achieved by combining magnetic torque coils with other devices such as thrusters, but the lifetime is limited by the fuel source onboard. To maximize the mission lifetime, a fast attitude control management algorithm that could optimally manage the usage of the magnetic and thruster torques is desirable. Therefore, a recently developed method, the B-Spline-augmented virtual motion camouflage, is presented in this defense to solve the problem. This approach provides results which are very close to those obtained through other popular nonlinear constrained optimal control methods with a significantly reduced computational time. Simulation results are presented to validate the capabilities of the method in this application.

The rapid growth in e-commerce volumes, coupled with customer expectations of faster, flexible and cheaper parcel deliveries is increasing the pressure on retailers to design the most efficient delivery network. Collection-and-delivery points (CDPs) allow for the aggregation of demand and enable reductions in travel time and costs. CDPs also help minimize additional tours arising due to failed deliveries or failed pickups for returns. We formulate an optimization model that integrates CDPs in the design of the overall distribution network, including the location of upstream transshipment facilities. The model accounts for changes in demand density due to the placement of CDPs. It considers demand aggregation at the CDP for both forward and return flows, and the impact of failed deliveries and failed return pickups on the routing cost. The model considers multiple different route options and solves them using extended routing cost approximation formulae thus allowing the implementation of the model on large-scale problems. We then apply the model to solve a real-world case study on the last-mile distribution network of a major Brazilian e-commerce retailer. The results demonstrate that failed deliveries and failed return pickups increase both the last-mile cost and the overall cost of distribution, and CDPs effectively reduce these costs by aggregating the demand and minimizing travel time.

The top management team is important to understand as the executives within the top management team would have long-term implications for a firm's investment, operating and financing decisions which would affect the firm value. As these executives may have pre-existing connections outside the current firm, they are likely to be affected by these connections within the top management team. In this dissertation, I draw upon the literature in sociology that discusses different mechanisms of connections; 1) better information transfer, 2) cohesion and better coordination, and 3) favorable treatment to see how the connections within the top management team affects different decisions for the firm using data from 1999 to 2013. First, I find that the executives with connections to the CEO are less likely to be forced out and those with social connections to the CEO enjoy less sensitivity of involuntary turnover to performance. Notably, I find that this is consistent with CEOs favorably treating the connected executives rather than CEOs keeping connected executives for the benefits. Second, I find that firms with greater percentage of executives with connections to the CEO have greater accruals earnings management and lower likelihood of detection of accounting manipulations. I also show that the connections have an effect only when the joint tenure between the CEO and the executives are short. Finally, I document that firms with more closely connected top management team issue management earnings forecasts in a more precise form and issue more frequent and accurate forecasts. I show that this matters more when the top management team’s external network size is small.
