Abstract (sommario):
Purpose This paper aims to investigate the complexity of collaborations in supply chain networks, particularly the influence of horizontal collaborations (e.g. international joint ventures) on vertical collaborations (e.g. supplier–manufacturer partnering relationships). Design/methodology/approach A multiple case study including four horizontal collaborations and five vertical collaborations within a supply chain network is presented in the context of the Chinese automotive industry. Data interpretation from interviews is structured by key collaborative activities and collaborative behaviors. Findings The analysis highlights a variety of collaborative behaviors under different types of collaboration and their interaction. The complexity of collaboration is revealed in a range of dimensions including culture diversity, drivers/facilitators, competitive/collaborative advantages and the engagement of all. Collaboration evolves as the structure of the supply chain changes; the key is to appreciate the existence of cooperation, competition and culture conflicts and to manage the trade-offs. Research limitations/implications A window of opportunity is presented for future research to investigate the complexity of supply chain collaboration in a wider industrial or geographical context, including statistical validation and comparative analysis. Practical implications A contingent view on supply chain collaboration is promoted to practitioners (e.g. international supply chain managers), where collaborative activities should be aligned with the motive and type of business relationships which may change as collaboration develops. Originality/value A rare empirical study captures the complexity of supply chain collaboration including the interaction between different forms. A dynamic collaboration approach recognizes the changing process, varying cooperation behaviors as well as characteristics of partners which have not been sufficiently reflected in the literature.

Abstract (sommario):
Purpose The purpose of this paper is to investigate how horizontal collaboration aids organisations in responding to modern slavery legislation and in gaining a socially sustainable competitive advantage. Design/methodology/approach Action research has been conducted in the textiles and fashion industry and a relational perspective adopted to interpret five collaborative initiatives taken to tackle modern slavery (e.g. joint training and supplier audits). The primary engagement has been with a multi-billion pound turnover company and its collaborations with 35 brands/retailers. A non-government organisation and a trade body have also participated. Findings Successful horizontal collaboration is dependent on both relational capital and effective (formal and informal) governance mechanisms. In collaborating, firms have generated relational rents and reduced costs creating a socially sustainable competitive advantage, as suggested by the relational perspective. Yet, limits to horizontal collaboration also exist. Research limitations/implications The focus is on one industry only, hence there is scope to extend the study to other industries or forms of collaboration taking place across industries. Practical implications Successful horizontal collaborative relationships rely on actors having a similar mindset and being able to decouple the commercial and sustainability agendas, especially when direct competitors are involved. Further, working with non-business actors can facilitate collaboration and provide knowledge and resources important for overcoming the uncertainty that is manifest when responding to new legislation. Social implications Social sustainability improvements aim to enhance ethical trade and benefit vulnerable workers. Originality/value Prior literature has focussed on vertical collaboration with few prior studies of horizontal collaboration, particularly in a socially sustainable supply chain context. Moreover, there has been limited research into modern slavery from a supply chain perspective. Both successful and unsuccessful initiatives are studied, providing insights into (in)effective collaboration.

Dans la panoplie de mécanismes de l’appareil gouvernemental moderne, aucune relation n’est plus semée d’embûches que celle qui existe entre le gouvernement et la société qu’il faut protéger à la fois des menaces extérieures et des troubles internes. La différenciation horizontale et verticale de diverses valeurs collectives, préférences et intérêts a donné lieu à une décentralisation asymétrique qui est le propre de la gouvernance multiniveau des mesures de sécurité, de protection civile et d’urgence au Canada. Cet article trace l’évolution constitutionnelle du système à travers les trois ordres de gouvernement et illustre son fonctionnement à l’aide de deux études de cas. L’effet de décentralisation et d’asymétrie et le désalignement constitutionnel entre les premiers intervenants aux niveaux municipal et provincial par rapport à la capacité d’intervention du fédéral rendent indispensable la collaboration entre les divers paliers.

L’industrie 4.0 ne cesse pas de se développer au sein de l’industrie mondiale alors que les petites et moyennes entreprise (PMEs) de sous-traitance électronique (EMS) françaises ont accumulé du retard sur la digitalisation de leurs processus supply chain. Souffrant d’une demande client très volatile et d’une importante valorisation de stock, elles n’avaient pas les ressources nécessaires pour mettre en place des outils facilitant la gestion de leur chaîne logistique. Quel sont les outils permettant de gérer au mieux la visibilité de la chaîne logistique des EMS ? L’arrivée des outils de pilotage intelligent, plus flexibles et moins coûteux est une opportunité pour ces PMEs de rattraper le retard accumulé. Disposant pour la plupart, de machines de production récentes, elles ont, grâce à l’internet des objets (IoT), la possibilité de lier leurs machines à de nouveaux systèmes d’informations pour pouvoir cartographier les flux et remonter de l’information dans le but d’optimiser la visibilité de leur chaîne logistique. De plus, les possibilités apportées par une récupération fiable de leurs données leur permettraient d’évoluer dans un environnement de collaboration horizontale et verticale dans le but de renforcer la place des PMEs dans cette industrie nouvelle. Dans cet article, nous tentons d’identifier l’apport des nouvelles technologies digitales à la chaine logistique des EMS, puis, de démontrer comment la collaboration-digitalisation-big-data constituent aujourd’hui les nouveaux paradigmes de la logistique et de l’industrie 4.0 à l’ère du digital.

Abstract (sommario):
Purpose – The purpose of this article is to provide academicians and practitioners alike with a theory-based framework regarding horizontal collaboration in logistics. The proposed tool is based on an incremental perspective, according to two main dimensions: mutual trust among partners and the extent of the cooperation. Design/methodology/approach – This study used a “synthesising” approach to gauge potential contributions previously spread across different streams of research and disciplines that are now integrated into the framework. We conduct a deep literature review to characterise the horizontal collaboration phenomenon along two levels of analysis. In doing so, we examined relevant literature in the field of horizontal cooperation in logistics to critically appraise aims of, impediments to and existing models for horizontal collaboration. Additionally, we reviewed seminal literature of four organisational theories to assess their potential to contribute to the theoretical foundations of the growing topic of horizontal collaboration. Transaction Cost Economics, Social Exchange, Resource Dependence and Social Dilemma represent the theoretical foundations to cast light to how to design and implement inter-organisational horizontal initiatives. Findings – The proposed tool organises horizontal collaborations within three steps for each of the two levels of classification: trust and extent of the cooperation. The organisational theories reviewed play different roles to help in different stages of the horizontal collaboration. Additionally, for each combination of trust/extent of the cooperation coherent pairs of aims of the collaboration and assets that are to be shared are defined. Research limitations/implications – The article represents the first attempt to analyse horizontal collaboration from within the discipline itself and from the wider field of SCM through other well-established theoretical lenses. The proposed tool has shed some light into the black box of (un)successful horizontal collaboration, but it is theory based – which represents its main limitations – thus, requiring further testing of the research streams suggested in the paper. Practical implications – The article not only gives insights into theoretical challenges of horizontal collaborations that needs further investigation but is also useful to companies involved in horizontal collaborations by helping define coherent assets that are to be shared to achieve specific goals. In its more theoretical underpinning, the framework can also inspire the partnership philosophy and help sketch a collaborative evolutionary path. Originality/value – The lack of a theoretically robust landmark that could help understand, design and implement horizontal collaborations has been defined as a major theoretical and practical shortcoming. The article represents the first contribution aimed at filling that gap.

Abstract (sommario):
The purpose of this paper is to analyse the current characteristics of the distribution logistics sector, assess the current status of logistic collaborations, as well as the readiness of the industry for horizontal shipper collaboration. Reviewed case studies prove that these collaborations can cut logistics costs. The data was collected from 158 shippers via an online survey. The research uses structural empirical methods to analyse the data. Practical case studies show the benefits of horizontal shipper collaboration. The focus of the research is to identify the current status of collaborations in distribution logistics and show with case studies that horizontal shipper collaboration is possible. Even though supply chain collaboration is widely discussed in the literature, it does not address horizontal shipper collaboration in distribution logistics adequately. The results educate managers to understand that horizontal shipper collaboration is an effective alternative to cut costs in distribution logistics.

Purpose – This paper addresses horizontal supply chain collaboration among autonomous freight carriers in the less-than-truckload industry. The main purpose of the paper is to identify and explain the challenges with joint operational decision-making in this context and investigate the precise role of information technology (IT) therein. Design/methodology/approach – Empirical evidence is gathered by means of exploratory and explanatory case research, with multiple cases at the planning departments of European freight carriers operating in collaborative transportation networks. Findings – Collaborating carriers face fundamental challenges in joint operational planning and control of collaborative transportation, despite the broad availability of state-of-the-art IT. These operational supply chain challenges can be explained by technological differences of the available IT applications, which hinder integration. Research limitations/implications – Any expectations with regard to state-of-the-art XML or EDI-based IT integration for improved joint operational decision-making in collaborative transportation networks should be considered with care. In particular, the authors' research findings may encourage practitioners to consider new planning and control procedures and develop dedicated IT applications for collaborating freight carriers. Originality/value – The paper highlights the importance of horizontal supply chain collaboration for small and medium-sized freight carriers in the less-than-truckload industry and conceptualises how collaborative transportation networks are organised. Furthermore, an IT typology is introduced to explain the challenges with joint operational decision-making.

La fabrication de prothèses totales avec la tech- nique de pressage classique nécessite plusieurs séances cliniques et la collaboration du techni- cien dentaire. En revanche, la réalisation de pro- thèses totales fraisées en utilisant la technologie de numérisation («scannage») est en mesure de simplifier grandement le travail clinique ainsi que le travail technique au laboratoire dentaire. Le but de cette contribution est de présenter étape par étape une nouvelle procédure (AvaDent®, Global Dental Science, Scottsdale), qui permet la réalisation de prothèses totales en deux séances seule- ment. Pour ce faire, la prise d’empreinte définitive des maxillaires est réalisée lors de la première séance, de même que la détermination de la dimension verticale et horizontale au moyen de l’enregistrement de l’arc gothique par stylet scripteur, ainsi que la détermination de la position esthétique et fonctionnelle des dents antérieures (ligne médiane, contour des bords incisifs, taille des incisives). Les prothèses sont insérées en bouche au cours de la deuxième séance. La technique permet la modélisation virtuelle totale et le fraisage d’une prothèse complète, sans modèles en plâtre et sans mise en moufle dis- pendieuse ni bourrage de la résine au laboratoire dentaire. Ce système permet donc la réalisation hautement efficiente de prothèses totales amovibles de haute qualité pour le patient édenté. Nous présentons ci-dessous une évaluation critique de ce procédé du point de vue de l’utilisateur.

Abstract (sommario):
The International Federation of Nurse Anesthetists is calling for international collaboration to develop advanced nursing practice in anesthesia settings globally. However, international collaboration is challenging. Limited information is available about what process and factors specifically lead to a successful international collaboration partnership. This article aimed to describe a theoretical and empirical base that can be used to build and maintain long-term international partnerships. The Theoretical Framework of Developing International Partnerships was developed, which comprises seven interrelated concepts including partnerships, collaborations, environment, structure, process for collaborating, outcomes, and sustainability. It was used to guide an equitable horizontal collaboration partnership to develop anesthesia nursing care in local culture and context. Five major challenges were identified during the collaboration process. Sixty-six strategies were developed to facilitate collaboration using the theoretical framework. This work can inform others in establishing an international collaboration and partnership in advancing nursing knowledge and culturally congruent health care delivery.

PurposeThis paper aims to explore the how, why, who and what of collaborations in green innovation.Design/methodology/approachThe study is based on 11 case studies conducted at high-technological firms where 30 top management representatives were interviewed.FindingsThe study shows that firms share knowledge on green innovation across industries through horizontal collaborations and their extended network, such as their suppliers’ and customer’s networks in other industries. The results also show that digitalization, connectivity and big data are considered important vessels to improve environmental sustainability, as firms believe that these technologies will result in large gains related to resource utilization. Finally, the firms in this study engaged to a wide extent in green innovation activities, which resulted in a variety of improved resource utilization related to energy efficiency, new materials, new technologies, limiting emissions and recycle management.Research limitations/implicationsThe paper contributes to the literature by showing that firms share knowledge on green innovation not only within their network but also across industries through horizontal collaborations and their extended network.Practical implicationsThe study points to the complexity of collaborating on green innovation. The authors show the importance of digitalization to improving environmental sustainability, with managers needing to develop business models and finding collaboration partners that can facilitate the transformation towards more connected products and services.Originality/valueThe study contributes to the field of supply network collaboration by studying how firms collaborate to improve environmental sustainability.

Abstract (sommario):
This paper introduces the FreightShare Lab Platform (FSLP) and its embedded business model, aiming to facilitate and encourage horizontal collaboration in freight logistics. The idea of the FSLP is to create collaborating clusters of freight operators, and corresponding collaborative operational plans, via specialised decision support algorithms and multi-fleet optimisation. Further, a gain-sharing business model embedded within the FSLP algorithms ensures that participants, mainly logistics service providers and freight operators, can retain their own profit margins and fairly share the efficiency gains from collaboration. A case study is presented, centred on a large UK freight operator, to evaluate the key FSLP algorithms in a realistic context. The results evidence the potential for significant financial and environmental benefits for industry and society.

Abstract (sommario):
This study aims to investigate the mechanisms by which firms’ strategic entrepreneurship (SE) impacts the achievement of their collaborative advantage (CA) for sustainable supply chain innovation. It includes a comprehensive analysis of the direct effect of SE on CA, the contingent effects of organizational structure and collaborative networks on this impact and the interaction effect of exploration and exploitation strategies under SE. An integrated conceptual model is proposed and the hypotheses are tested by structural equation modeling (SEM) using survey data from 432 manufacturing firms in China. The results confirm the positive impact of SE on CA, which is moderated differently by decentralized, formalized and specialized organizational structures. Meanwhile, vertical and horizontal collaborations lead to different types of advantages, and firms need to balance exploration and exploitation strategies across functional domains to achieve strategic ambidexterity, which further improves CA and facilitates sustainable supply chain innovation. Theoretically, this study is original in applying SE to the collaborative advantage in a supply chain context, while taking into account the high complexity of supply chain collaboration with a contingency approach. Practically, this study provides important managerial implications and specific recommendations for different firms to achieve sustainability in supply chain collaboration and innovation.

En este artículo se analizan algunas colaboraciones que se han generado entre diseñadores y artesanos mexicanos desde el año 2015 con el propósito de generar recomendaciones para establecer lazos horizontales entre ambas partes y alcanzar objetivos en común. Comienza con una revisión a las definiciones que algunos autores como Diana Isabel Mejía, Marta Turok, Victoria Novelo, Oscar Salinas, Marina Sitrin, Julio Romero, Luisa Restrepo, Ernesto Vidal, Maria Eugenia Correa, Alfonso Soto y Handan Temeltas han realizado sobre el diseño industrial, el arte popular, la artesanía, el diseño artesanal y la horizontalidad. Así como los resultados de dos proyectos generados a nivel nacional y una empresa mexicana que fomentan ese vínculo. Se analiza el Encuentro Nacional entre Diseñadores y Artesanos creado por el Instituto Nacional de la Juventud y el Diplomado en Diseño Industrial de Objetos que se imparte en el Centro de las Artes de San Agustín, Oaxaca. Igualmente se analiza a la empresa txt.ure y su relación con el artesano Bernardino “Nacho” Morales, tejedor de tule. Termina definiendo los problemas de estas colaboraciones y se ofrecen recomendaciones para futuras experiencias.

Objective: To analyse a matrix model of management to optimize the partnerships, collaboration and interaction between vertical management structures (services and geographical clusters) and horizontal clinical structures (Clinical Networks and Streams) in a large Local Health District [LHD] in New South Wales, Australia. Approach: An ‘Action Research’ approach utilising a maturity tool, the Collaboration Rubric®, an evidence-based model for Network analysis. The rubric describes four types of collaboration and defines the three essential drivers that allow successful collaborations. Outcomes: Benchmarking comparisons indicate that this LHD is operating at a level well above base level for the three drivers that enable collaboration [capacity, authority and shared value]. The professional relationship between Clinical Networks/ Streams and Operational Managers, is the main barrier to improving collaboration. The Operational Managers have clear positional authority related to the organisational structure and are accountable to their Executive for good governance and financial management. Clinical leaders hold substantial influential power derived from their professional authority. The following actions have been identified to improve collaboration. Ensure all leaders actively “manage for collaboration“ Executive fosters joint innovation projects characterised by collaborative practice between the Clinical Networks/Streams and Operational Managers. Ensure leadership accountabilities are held as close as possible to any projects (locally) involving reform or innovation Clinical Network/Streams’ operational plans are jointly agreed with local management and signed off by Executive LHD recruit leadership with skills in managing for collaboration Conclusions: This evaluation supports the use an Action Research approach using the Collaboration Rubric® as a useful tool to define not only the type of collaboration required but the key drivers that must be addressed to facilitate improved [horizontal and vertical] partnerships leading to better outcomes. This local health district will build improved collaboration utilising the insights gained from this analysis.

Research background: Economic relations, which are formed under conditions of uncertainty and instability of the surrounding, require highly efficient techniques of engineering logistics activities. The high competitiveness on the logistics market forced to search new technologies that would give advantages over competitors. One of these advantages could be the decreasing of the transport service cost. The logistics activity, with the collaborative management of the complex of transport and logistics systems, is not well understood. The issues of the effectiveness of using various technologies in servicing a complex of logistics systems have not been sufficiently addressed. The effectiveness of horizontal collaboration of individual participants of various logistics systems to achieve common goals has not been fully studied. Lack of an unequivocal scientific justification and relevant practical developments determined the choice of the research topic and its relevance. Purpose of the article: The aim of the paper is to identify patterns of influence of horizontal collaboration on efficiency of several supply chains. Methods: The article used modelling of transportation process without horizontal collaboration – traditional one and with it. Invest indicators for assess collaborative and separated effectiveness of several supply chains were used. In recent years, horizontal collaboration in logistics is believed to positively impact business performance by reducing cost and increasing fulfillment rates. However, the implementation of horizontal collaborative logistics in MSME clusters in Indonesia still scarce. This research aims to determine the factors that affect the acceptance of industrial clusters to determine the possibility of implementing the concept of collaborative logistics. By combining equality of benefits, competences equity, leadership, trust, competition, cluster’s roles, perceived benefits, and COVID-19 pandemic, a conceptual framework for studying the influencing factors of cooperation intentions is proposed. Partial least squares path modeling (PLS-PM) was conducted on 102 respondents (31 pilots and 71 full research) from business owners or operation managers of six MSME clusters. The results show that the role of trust and clusters has significantly promoted MSME's intention to carry out horizontal logistics collaboration. The transport sector needs to drastically reduce its carbon footprint to comply with the Paris Agreement. In today’s sharing economy, an emerging strategy to contribute to this goal is horizontal collaboration. However, most studies on horizontal collaboration or resource pooling are approached from a theoretical Operations Research perspective, and case studies are usually stylised. At the same time, the uptake of horizontal collaboration in practice is limited. An important explanation for this is that compared to traditional vertical collaboration, coalition formation is much more complex under horizontal collaboration, as some players will be included in the collaborative coalition, while others will be excluded. We conjecture that this renders human behaviour much more important than in more traditional vertical supply chain relations. Therefore, in this paper, we propose a research agenda for an interdisciplinary approach that integrates human behavioural aspects in studies on horizontal supply chain collaboration. We review some vital concepts from social psychology and discuss the importance to the success or failure of horizontal collaboration initiatives to reduce the environment footprint of the logistics sector. We conclude that social psychological insights on mixed-motive interactions are pivotal to understand wicked problems such as Sustainable Development Goal 13 on Climate Action, and that interdisciplinary approaches should therefore receive more attention in academic literature.

COVID-19 has devastated the global community at an alarming rate. Conventional approaches like command and control are ineffective to respond to this pandemic. The complex and interdependent nature of the pandemic demands collaborative efforts among actors across diverse segments and different levels of government. Collaboration is critical during this pandemic because it can enable a more coordinated response, resources can be shared, trust among the parties can be enhanced, and duplication of efforts can be minimized. In this commentary, drawing on the literature on collaboration, we discuss the importance of vertical and horizontal collaboration by examining the U.S. response to COVID-19. This commentary underscores the importance of vertical and horizontal collaboration among all levels of government, private entities, and nonprofit organizations in effectively responding to COVID-19 and ensuring the health and safety of Americans. This commentary concludes by making recommendations for improving both vertical and horizontal collaboration during the current pandemic and future public health emergencies.

The aim of collaborative clustering is to reveal the common structure of data distributed on different sites. In this paper, we present a formalism of topological collaborative clustering using prototype-based clustering techniques; in particular we formulate our approach using Kohonen's Self-Organizing Maps. Maps representing different sites could collaborate without recourse to the original data, preserving their privacy. We present two different approaches of collaborative clustering: horizontal and vertical. The strength of collaboration (confidence exchange) between each pair of datasets is determined by a parameter, we call coefficient of collaboration, to be estimated iteratively during the collaboration phase using a gradient-based optimization, for both the approaches. The proposed approaches have been validated on several datasets and experimental results have shown very promising performance.

Although inter-organisational collaborative structures play a vital role in determining the level of collaboration among organisations, the identification of required organisational structural types and their features to facilitate fruitful collaboration is not satisfactorily discussed in existing studies. In addition, the connection between inter-organisational structural types and features, and their influence on collaboration, is not well understood. This systematised literature review study explores the available inter-organisational collaborative structural types, features, and their suitability to facilitate collaboration among organisations. Our findings underscore the importance of adopting a hybrid form of hierarchy and network arrangements to facilitate effective collaboration among organisations. Furthermore, this study developed a framework that presents how collaboration depends on inter-organisational structures and their features in facilitating vertical and horizontal integration. This framework can be used to identify the inter-organisational collaboration structures that are required to move towards a desired inter-organisational collaboration level.

In contrast, antitrust analysis has emphasized cartels and joint ventures as the primary modes of collaboration among competitors. This focus overlooks many intermediate forms of governance. This and other trends in antitrust have resulted in confusion over proper treatment of collaborative relationships. The authors examine these trends with the objective of developing an analytical framework that clarifies current law for horizontal collaboration. Implications for managerial practice, policy, and research are provided.

Abstract The lack of Building Information Modelling (BIM) knowledge appropriation by Architectural, Engineering, Construction and Operation (AECO) professionals is often considered one of the main obstacles to successful BIM implementation. Although barriers to implementation have been substantially investigated, a literature review on knowledge appropriation revealed that this area is poorly investigated and biased towards small and medium construction companies. The review also shows that no published research has addressed micro-enterprise design firms, despite these representing approximately 90% of the firms in the AECO sector. In this context, this research investigates whether collaborative learning can be a teaching and learning strategy for appropriating BIM knowledge in architectural design micro-enterprises. The Zone of Proximal Development concept and the Collaborative Learning method were the theoretical lenses to study BIM knowledge appropriation. The research method involved documental analysis of four years of data from a micro-enterprise. The data was classified into vertical collaboration, diagonal collaboration; horizontal collaboration; and individual action. Results show a progressive development of the professionals’ (BIM knowledge) autonomy, as they gradually moved from individual action and vertical collaboration relationships to diagonal and horizontal collaboration actions. The evidence indicates that teaching and learning strategies can contribute to the appropriation of BIM knowledge in the context of micro and small companies.

Product development (PD) has traditionally been a collaborative effort with the PD team having to interact with various entities within and outside its boundary. Depending on the context and the kind of product being developed, teams typically interact with other teams, vendors, academic institutions and end users. This paper analyses the collaborative boundary crossing behaviour of software PD teams and the role of newness of product developed. The boundaries have been classified as horizontal, geographical and value-chain. Measurement was done with the help of two sets of questionnaires, one, to map the entities in the environment of the PD team and newness of the product developed, and the other, to measure collaborative boundary crossing behaviours of the team. The study showed that teams had low level of collaboration and the boundaries influenced collaboration behaviour. The newness of the product was also found to influence collaboration.

Improving health care quality is a continuous goal that requires constant attention and innovative solutions. One of the sources from which we can learn about what quality changes are needed is patient experience. "Collaboration" is one way to develop instruments and use them to gather knowledge about patient needs related to the patient journey and measures to improve the quality of services, such as service collaboration. The direction, in terms of the identification of patient needs and relatively urgent changes to the system, depends on the organizational culture determined by leadership. Different approaches towards leadership initiate different outcomes and consequences. Collaborative health care leadership comes with the decision to strengthen collaboration between health professionals and patients, thus addressing service quality gaps. Therefore, it becomes important to understand patients’ expectations in terms of such cooperation. The study aim is to investigate whether patient satisfaction barriers can be linked to shortages in collective leadership. All three dimensions of collaborative leadership (horizontal collaboration, interorganizational (vertical) collaboration, and collaboration with patients) demonstrate the link between leadership and accepted health care quality.

This paper analyses the scrap-based steel slag from the electric arc furnace and secondary metallurgy and proposes a framework for valorising its value chain. Toward this aim, the role of slag features, technological advancements for the treatment of slag, applications, legislation, and their value chain in the circular economy and industrial symbiosis opportunities are discussed within the proposed framework. By interviewing a group of Italian steelmakers, accounting for around 30% of Italian scrap-based steel volume, we analyse various value chain key factors, namely, technology, legislation, production volume, and economic aspects. Consequently, we assess the as-is situation of the sector and elaborate on the challenges and expectations for the future in terms of collaboration frameworks. The results show how vertical (by internal treatment) and horizontal integrations (by collaborating with other potential industries) support decisions on material flow and facilitate circularity in sharing this kind of material. The most influential enabler in a vertical integration is the economic aspect, while in the horizontal integration the enablers are the market and technology. We also address the importance of raw-material self-sufficiency through analysing closed-loop supply chains and collaborative supply-chain networks.

Regional collaborative governance is a valuable topic in current theoretical and practical research. Embedding leadership theory into the field of regional collaborative governance can provide a dynamic perspective for understanding the complex collaborative process. The existing research on leadership is not suitable to explain the process of regional horizontal collaboration. Based on the prudent reflection of Bolman et al.’s four-frame leadership theory and Huxham et al.’s cross-organizational leadership framework, and combined with the forward-looking thinking of the public value theory, this study puts forward the leadership framework of regional collaborative governance: Collaboration structure is the carrier, political management is the guarantee, operation management is the tool, participants are the main body, and creating public value is the purpose. This study takes the demonstration zone of green and integrated ecological development of the Yangtze River Delta as a case to verify the theoretical framework. This study has enriched the theoretical map of regional collaborative governance leadership, established a more general theory of public value creation, and had implications for the practice of regional collaborative governance around the world.

Le Sénégal, à l’instar des autres pays sahéliens, est confronté à la dégradation de ses espaces forestiers due à un ensemble de facteurs tels que : les défrichements agricoles, les feux tardifs, l’exploitation anarchique, etc. Ce phénomène est plus accentué dans la région de Diourbel où l’un des très rares poumons verts se trouve dans le site du Centre National de Recherches Agronomiques de Bambey (CNRA). Cette étude avait comme objectifs de caractériser et d’estimer le potentiel des ligneux dans cette formation forestière dans le but de donner formuler des recommandations. Un inventaire systématique sur 103 placettes de 50 X 50 m a été réalisé en 2018. Les paramètres recherchés ont été : la richesse spécifique, la densité du peuplement, la surface terrière, le volume de bois, le couvert aérien, la régénération, la structure horizontale et verticale, les observations sur l’émondage, le vieillissement, etc. Ainsi, 28 espèces appartenants à 13 familles ont été recensées. Les familles des Mimosaceae (28,57%) et des Combretaceae (17,86%) dominent la végétation. Pour les individus adultes, la densité est de 98 individus/ha, dominée par Acacia seyal, tandis que la régénération s’élève à 581 plantules/ha, dominée par Combretum aculeatum. La surface terrière du peuplement est estimée à 2,12 m2/ha, le couvert aérien (3223,08 m2/ha) et le volume (13,83 m3/ha). La distribution du peuplement par classe de diamètre et de hauteur révèle la prédominance de la strate arbustive. Les observations ont montré la présence de pratiques anthropiques qui pourraient contribuer à la régression de la dynamique du peuplement par la diminution du couvert végétal et la disparition de certaines espèces (Deterium microcarpum, Pterocarpus erinaceus et Sterculia setigera) constatée dans cette formation. Ces résultats montrent l’urgence de mettre en place une stratégie de gestion en étroite collaboration avec les communautés pour la conservation et la restauration du couvert végétale de cette formation boisée de 149 ha. The parameters investigated were: species richness, stand density, basal area, wood volume, aerial cover, regeneration, horizontal and vertical structure, observations on pruning, aging, etc. A total of 28 species belonging to 13 families were inventoried. Among these families, Mimosaceae (28,57%) and Combretaceae (17,86%) dominate the vegetation. The density of adult trees is 98 individuals/ha, dominated by Acacia seyal, while regeneration amounts to 581 seedlings/ha, dominated by Combretum aculeatum. The basal area of the stand is estimated at 2.12 m2/ha, the aerial cover (3223.08 m2/ha), and the volume (13.83 m3/ha). The distribution of the stand-by diameter and height class reveals the predominance of the shrub layer. Observations revealed the presence of human practices that could be contributing to the decline in stand dynamics through the reduction in plant cover and the disappearance of certain species (Deterium microcarpum, Pterocarpus erinaceus, and Sterculia setigera) observed in this formation. These results show the urgent need to implement a management strategy in close collaboration with the communities to conserve and restore the plant cover of this 149 ha woodland formation.

Abstract Local governmental efforts to achieve greater sustainability have come to play a prominent role within urbanized regions. Despite the prominence of collaboration and collective action in the inter-governmental literature, we know little about how the collaborative mechanisms used to address them are influenced by the configurations of horizontal, general-purpose governments and vertical, single-purpose governments. We combine national- and metropolitan-level analyses through a mixed-methods design to fill this lacuna. The first component examines how fragmentation influences choices of mechanisms for interlocal collaboration utilizing surveys of U.S. cities. The second component examines collaboration barriers between localities in a single metropolitan area through qualitative analysis of interviews conducted with twenty city managers in the Chicago metropolitan region, one of the most fragmented in the United States. These analyses offer evidence to support the conclusion that more fragmented regions may be better suited to overcome coordination risks and find more avenues for collaborative activities. However, preference heterogeneity within fragmented environments increases the risk of defection and thus offsets some advantages of polycentricity.

There is increasing interest in how horizontal collaboration between parcel carriers might help alleviate problems associated with last-mile logistics in congested urban centers. Through a detailed review of the literature on parcel logistics pertaining to collaboration, along with practical insights from carriers operating in the United Kingdom, this paper examines the challenges that will be faced in optimizing multi-carrier, multidrop collection, and delivery schedules. A “freight traffic controller” (FTC) concept is proposed. The FTC would be a trusted third party, assigned to equitably manage the work allocation between collaborating carriers and the passage of vehicles over the last mile when joint benefits to the parties could be achieved. Creating this FTC concept required a combinatorial optimization approach for evaluation of the many combinations of hub locations, network configuration, and routing options for vehicle or walking to find the true value of each potential collaboration. At the same time, the traffic, social, and environmental impacts of these activities had to be considered. Cooperative game theory is a way to investigate the formation of collaborations (or coalitions), and the analysis used in this study identified a significant shortfall in current applications of this theory to last-mile parcel logistics. Application of theory to urban freight logistics has, thus far, failed to account for critical concerns including ( a) the mismatch of vehicle parking locations relative to actual delivery addresses; ( b) the combination of deliveries with collections, requests for the latter often being received in real time during the round; and ( c) the variability in travel times and route options attributable to traffic and road network conditions.

This study aims to identify which factors affect inter-organizational collaboration (IOC) in interconnected infrastructure projects to enable practitioners to establish a collaborative environment at the project level. This specific form of inter-organizational collaboration (IOC) is characterized as “horizontal” and has received limited attention in the literature. To this end, a systematic literature review and Q-methodology were conducted. The Q-methodology involves practitioners from various infrastructure organizations in the Netherlands gaining insights into their perspectives on IOC in interconnected infrastructure projects. The study identifies two perspectives: a “holistic, goal-oriented” perspective that recognizes various dimensions of IOC and a more “people-oriented” perspective that emphasizes the value of individual factors for IOC. The findings suggest that multiple perspectives on collaboration exist among practitioners, potentially affecting collaboration in interconnected infrastructure projects. PurposeThe concept of collaboration has received increased attention from scholars in public management, as it has been seen as a viable solution to address “wicked” problems. Solving such problems may require a horizontal collaboration within the same governmental jurisdiction or, vertically, between different levels of government. Despite broad interest from the field of public management, the dynamics of public interinstitutional collaboration have received little attention within the literature. This paper aims to provide a systematic overview of the most significant academic contributions on the topic, highlighting the features of this collaborative context and identifying determinants those can foster its performance.Design/methodology/approachIn total, two main literature streams have occasionally dealt with public interinstitutional collaboration and related performance management: the “collaborative governance” stream and “public network performance”. Through a systematic literature review (SLR), this paper answers the following research question: what has been done and what is missing in order to assess performance in the context of public interinstitutional collaboration?FindingsThe findings of this study suggest that the most relevant papers are those dealing with public interagency collaboration, as this form of collaboration presents several similarities with public interinstitutional circumstances. Furthermore, the authors provide an analysis of the main determinants of public interinstitutional performance, which highlight the effects of trust, power sharing, leadership style, management strategies and formalization on the achievement of efficient and effective collaboration between public entities.Originality/valueBy drawing on two autonomous literature streams, this paper describes the main features of public interinstitutional collaboration. It contributes to the field by offering a systematic overview of how specific performance determinants, which are widely recognized as relevant for collaboration in general, work in the specificity of public–public contexts.

Mass entrepreneurship and innovation education in colleges and universities is a systematic project promoted as a whole, which pays attention to the cooperation between different participants and the coupling between top-level design and landing implementation, showing a horizontal and vertical intertwined ecological relationship. Constructing the collaborative ecosystem of innovation and entrepreneurship education in colleges and universities is an important topic to promote the comprehensive reform of colleges and universities, a key way to stimulate the innovation and entrepreneurship vitality of the whole society, and the only way to implement the strategy of "strengthening the country through innovation". The research shows that the collaborative ecosystem of innovation and entrepreneurship education in colleges and universities has the characteristics of the openness of the system boundary, the non-equilibrium of the system state, the nonlinearity of the system dynamics and the fluctuation of the system movement, and includes subject collaboration level, system collaboration level and environmental collaboration level. In terms of the construction path, the research further believes that the construction path of the collaborative ecosystem of innovation and entrepreneurship education in colleges and universities includes three aspects: establishing the system structure, releasing the system power and ensuring the development of the system. Among them, the establishment of the system structure is the premise and the release of the system power is fundamental.

This paper presents a case of collaboration between different types of public services and the private sector for the promotion of an entrepreneurial culture. This collaboration is achieved by means of a centre established and developed by the Universidad Autónoma de Madrid, the Centro de Iniciativas Emprendedoras (the Centre for Entrepreneurial Initiatives, CIADE). Since its creation CIADE has, because of a lack of university-allocated financial resources, been collaborating with a wide range of organizations in accordance with the Triple Helix model, including three levels of public administration (national, regional and local), several private businesses and different corporate civic bodies (mostly corporate foundations). CIADE's principal, distinctive attributes, with regard to the Triple Helix, are collaboration, self-financing, project management and a horizontal hierarchical structure which allows rapid accommodation of and adaptation to the changing circumstances of its environment.

In policy areas in which the cities are today leading, networked collaborations between state and nonstate actors to co-define the public good are increasingly supplementing classic models of administrative governance. While triggered by the combination of spatial interconnection, internal density, and knowledge creation in contemporary urban spaces, these hybrid structures come at a price. Although created to pursue a public interest as much as any other administrative body, the discretion exercised in these organizations is horizontally fragmented across a set of actors, each of whose individual reflexion is equally needed to generate the common goal of the collaboration. The dilemma this appears to create comes down to one question: what is the role of administrative law in ensuring the legal accountability of these forms of collaborative urban governance? This article looks at Brainport Eindhoven, a Dutch triple-helix cooperation pursuing economic innovation. Based on this illustrative case study, it argues that, to cope with this institutional innovation, scholarship must abandon the classic public law paradigm of administrative law and explore rules and mechanisms to ensure that partners effectively collaborate to achieve the desired common outcome together.

Horizontal collaboration is one of the most effective strategies applied to address issues related to sustainability and the adverse effects of commodity distribution. Although it has received increased attention in recent years, no synthesis has been conducted to present the main practices and sustainability indicators used to assess the performance of horizontal collaboration. In addition, the factors that can further improve the performance of horizontal collaboration in terms of sustainability have not been presented in any literature review. Thus, we expose, in this paper, a review of the existing studies dealing with horizontal collaboration, and we define the key indicators used to measure its performance. The most commonly used practices of horizontal collaboration are also illustrated. In fact, the main objectives of the present study are to highlight the impact of certain factors on the success of collaboration and to identify several guidelines for researchers and companies wishing to implement horizontal collaboration.

Efficiency in the supply chain has become very important for companies in the era of increasingly fierce business competition. This has encouraged some companies to start implementing the concept of collaboration between companies or commonly called horizontal cooperation. Horizontal cooperation is important because companies need to work together to manage complex supply chains. To manage production in a collaborative supply chain requires designing a cost-effective model. The design of this model is expected to optimise inventory costs to achieve common goals in horizontal cooperation. This model is a form of linear programme consisting of objective function and constraint function. The objective function is to minimise the inventory cost in a four-tier supply chain with horizontal cooperation on post-production final storage at the production level only. The model was tested with 3 suppliers, 3 materials, 3 factories, 4 products, 3 distributors, and 3 consumers. The model with horizontal cooperation resulted in a total inventory cost of 1,349,830. This amount is 8% lower than the total inventory cost without horizontal cooperation. Thus, horizontal cooperation in the supply chain drastically reduces inventory costs throughout the supply chain.

Purpose In contrast to the vertical supply chain structure, firms are increasingly engaging in horizontal inter-firm collaborations to develop new technologies, products and services, yet, little is known about factors that influence the governance mechanism and performance of such collaborative projects. The purpose of this paper is to investigate how different factors affect the role or the centrality of the governing mechanism (the broker) in inter-firm collaborative networks. Design/methodology/approach Using a case study method approach, this paper studies three dynamic networks comprising firms that are not in a traditional supply chain relationship. The networks comprised firms engaged in the development of different aspects of an innovative automotive technology. Findings The study finds that broker’s centrality varies over time and is directly related to project performance; network structure and perceived broker power are related to broker centrality in dynamic networks. The more loosely connected a network is (open network), the more the degree of broker centrality. The higher the degree of expert power that a broker is perceived to possess, the higher is the degree of broker centrality. Originality/value Investigating governance mechanism and determinants of network outcomes in inter-firm collaboration for new product development represents a departure from the traditional studies on similar phenomena in vertically structured supply chain arrangements; thus, contributes to the literature on innovation in inter-firm arrangements. Understanding how the salient factors contribute to performance at the network level builds on firm level and dyadic level of analysis or focus of previous studies.

Purpose – The purpose of this article was to explore why small wine producers in one of Australia’s premium wine regions engage in horizontal networking within both their sub-regions and at a state-wide level. The benefits of these formal network relationships are investigated from a collaborative marketing perspective. Design/methodology/approach – Qualitative data were collected via in-depth, semi-structured interviews with 33 wine producers. Industry informant interviews and secondary data collection enabled triangulation of the research findings. Findings – Overall the study found that producers join horizontal networks for commercial, social and strategic reasons. These motivations evolve over time as the owner/managers gain experience and presence in the region. Horizontal networks assist regions to build goodwill and industry norms, and share knowledge. Such social capital encourages collaboration among wineries and enables networks to effectively pursue shared objectives. Horizontal networks at a sub-regional level also play a key role in establishing and promoting wine tourism. Practical implications – The paper shows how horizontal wine networks develop over time and the key motivations for membership. Those looking to establish networks can benefit from knowledge of the key drivers which influence and enhance participation. Originality/value – To date most network studies in the sector have focused on informal relationships between wineries, or networks and clusters comprising firms vertically integrated in the supply chain. The paper contributes to understanding why small wine producers join horizontal networks and examines how collaborative marketing can assist boutique and developing wine regions to increase the competitiveness and market penetration of their products.

Enhancing legitimacy and effectiveness of climate policy requires improved interactions between and within administrative levels, the latter including horizontal public–private coordination. In the heavily decentralized Swedish urban planning process, developer dialogues are used to enhance collaboration and thereby increase the climate-proofing of new housing districts. In practice, municipalities struggle with identifying what types of collaborative arrangements best support the realization of climate goals, in light of strong property developer interests and bargaining. Based on qualitative interviews with coordinating planners, this paper illustrates lessons from repeated collaborative practices in six Swedish municipalities. We analytically characterize a shift between first- and second-generation developer dialogues. In first-generation dialogues, coordinators attempted to ensure jointly agreed upon principles, priorities and commitments, which instead resulted in troublesome negotiations. In second-generation dialogues, coordinators used mixed approaches to ensure more competitive and climate-proof urban development by mechanisms of indirect command and control. Principles of collaborative interaction were abandoned to regain control over urban planning. This documented shift contrasts heavily with theoretical assumptions from the climate governance literature, where enhanced collaboration assumedly increase effectiveness of climate policy implementation. Acknowledging the practical implications of using developer dialogues to climate-proof urban planning in different settings is critical for improved policy implementation.

Objective: Horizontal intergovernmental coordination, or interlocal collaboration, is an ongoing strategy to enhance public health emergency preparedness in the United States. This study aims to understand the impact of interlocal collaboration on emergency preparedness, and how the Urban Area Security Initiative (UASI) program, a federally administered grant program to promote regional preparedness capability development, has influenced perceptions of this relationship.Design: Semistructured interviews were conducted and recorded in early 2014. Transcribed data were coded and iteratively analyzed. A purposive and snowball sampling strategy was used.Setting: Interviews were conducted in person or by phone.Participants: Twenty-eight key informants were interviewed during 24 interviews. Individuals were selected as key informants due to their knowledge of a UASI region(s) and its governance structures, investment strategies, and challenges, as well as knowledge of the UASI program’s history and goals.Main outcome measure(s): Interviews were used to identify, describe, and characterize perceptions of interlocal collaboration, national emergency preparedness, and the UASI grant.Results: Impacts, challenges, incentives, facilitators, and disadvantages to interlocal collaboration were identified. Interlocal collaboration was found to impact preparedness by promoting the perceived dissolution of geopolitical boundaries; developing self-reliant regions; developing regional capabilities; promoting regional risk identification; and creating an appreciation of interlocal collaboration importance. The UASI program was thought to have a profound and unique impact on the development of interlocal collaboration infrastructure and on national preparedness.Conclusions: Interlocal collaborations contribute to overall national preparedness. Grant programs, such as the UASI, can incentivize and foster interlocal collaboration in preparedness.

This article investigates the potential economic, environmental, and social effects of combining depot location and vehicle routing decisions in urban road freight transportation under horizontal collaboration. We consider a city in which several suppliers decide to joint deliveries to their customers and goods are delivered via intermediate depots. We study a transportation optimization problem from the perspective of sustainability development. This quantitative approach is based on three-objective mathematical model for strategic, tactical, and operational decision-making as a two-echelon location routing problem (2E-LRP). The objectives are to minimize cost and CO2 emissions of the transportation and maximize the created job opportunities. The model was solved with the ε-constraint method using extended known instances reflecting the real distribution in urban area to evaluate several goods’ delivery strategies. The obtained results by comparing collaborative and noncollaborative scenarios show that collaboration leads to a reduction in CO2 emissions, transportation cost, used vehicles, and travelled distances in addition to the improvement of the vehicles load rate but collaboration affects negatively social impact. To evaluate the effect of the method used to allocate the total gains to the different partners, we suggest to decision makers a comparison between well-known allocation methods.
