The role of the Co-operative Union in establishing Afrikaans language examinations in Natal, 1917-1928This article deals with the role of Afrikaner Nationalists who had striven to develop the selfassertiveness of their compatriots by means of promoting Afrikaans. Their attempt was aimed at obtaining an equal position to the deeply-rooted British tradition in Natal. The Co-operative Union (“Saamwerk-Unie") consequently had taken up position in the midst of the language problems. The Union made a deliberate attempt at promoting the development of Afrikaans by means of establishing the first language examinations in Afrikaans. This examination system evoked greater interest with every passing year and resulted in a clash between the Co-operative Union and the South African Language Union. The Language Union, with its Dutch language examinations, was the embodiment of the Dutch influence, while the Co-operative Union promoted Afrikaans at grass roots level. A compromise between the two organisations thus had to be made. A joint Examination Commission was therefore established in 1928. Consequently, the new cultural pattern which had been launched by the Co-operative Union was acknowledged in the ranks of the Afrikaner.

This article argues that trade union and other progressive bodies in Britain, Europe and North America need to use their membership and broader labour movement contacts as a resource for financing worker co-operative development, not as a simple act of altruism, but out of self-interest. The author argues that such a strategy, properly regulated and managed would help to defend wages, extend trade union membership and organization, and could help promote majority shareholding in conventional companies by Trade Union Trusts. The author seeks to demonstrate that working people have the means from their own resources to eliminate unemployment. This article examines the politics and passage of the co-operative legislation in 1932 that led to the suffocation and eventual strangulation of the Kilimanjaro Native Planters Association (KNPA). In Kilimanjaro, Agricultural Marketing Co-operatives (AMCOs) were registered from 1933 onwards to market coffee. This similarly happened in Ngara District and Ruvuma Region. In Kilimanjaro, the colonial authorities as a whole were responsible for the introduction of AMCOs while in Ngara and Ruvuma the AMCOs were promoted by local colonial officials. In other parts of the country, senior colonial officials deprived support and undermined emerging interests for co-operatives. Additionally, the Registrar’s efforts to promote co-operatives was undermined. Consequently, limited development of co-operative undertakings was evident in the territory during interwar years including in areas that produced cash crops. Generally, the promotion of AMCOs lacked central coordination. Political interests dominated the decisions regarding the promotion of AMCOs.

This paper seeks to address a number of questions concerning the impact of workplace accommodation, coiflict and power on employees' attitudes and be haviour towards unions. Union 'co-operation' with management is not necessarily a recipe for union decay. Industrial action may promote union recruitment, but by and large this depends on whether the outcome of the dispute is favourable to the employees concerned. Importantly, industrial action does not preclude generally co-operative perceptiorls of union policies; employees' interest in seeing 'co operative' union behauiottr is not a search for compliance with management's agenda. Overall, there is little to suggest that increased micro-level collaboration between managers and unions explains the decline in Australian union density in recent years, although union problems in responding to 'direct relations' strate gies in weakly organized workplaces are partly behind that decline. There is, moreover, still a considerable distance to go before it could be said that there is widespread evidence of high and increasing levels of co-operatioiz and 'closelless' between management and employees.

This short paper reports on the formation of the Preston Cooperative Education Centre (PCEC), which was founded in 2021 as a union co-operative. Taking their inspiration from the Mondragón co‑operatives in the Basque Country, the PCEC founders believe that education and training are at the heart of any attempt to create a fairer and more equal society. The paper discusses the joint role that co-operatives and trade unions can play in community wealth building. It concludes with the author’s reflections on the benefits and challenges of promoting a union co-operative model.

AbstractThe British co-operative movement is associated mainly with industrial areas. Where consumer co-operatives existed in the countryside they were located in market towns and formed by rural trade unions, especially railwaymen, occasionally quarrymen or farmworkers. Yet the Co-operative Union membership encompassed a significant number of small single village societies founded by paternalistic gentry.This paper draws on examples in Shropshire, East Yorkshire, Berkshire and Oxfordshire, to offer an account and explanation of the never before studied, paternalistic co-operatives. Recruiting estate workers and farm labourers, individual country squires showed themselves capable of using a co-operative ideology and framework, usually associated with the labour movement, to achieve very different and paternalistic goals. The relationship between these paternalistic village societies and the wider co-operative movement, both locally and nationally, is discussed, including the company paternalism of the Co-operative Wholesale Society's own farming operations. A comparison with the ‘Blue co-ops’ of the Lancashire Conservative dominated cotton spinners’ union is also made. The paper concludes that the failure of paternalistic co-operatives was part of the post Great War revival of rural cultural conservatism, linked to the effects of agricultural depression.

Purpose The purpose of this paper is to utilize legitimacy theory to test the association between the governance of credit unions and their social and environmental disclosure in a developing country, Kenya. A further examination of institutional pressures due to regulatory forces on the association between co-operative governance and credit union social and environmental disclosure (CSED) is performed. Design/methodology/approach Using a sample comprising of 1,272 credit union observations over the period 2008-2013, panel OLS regressions are performed to establish the association between co-operative governance and CSED. A comparison of the pre- and post-regulatory influences on co-operative governance and CSED is also performed. Findings The findings, which are in support of both legitimacy and institutional theories, depict a positive and significant association between co-operative governance and CSED. The significance of the co-operative governance score improves from the pre-regulation period to the post-regulation period. Other significant variables influencing the volume of CSED by credit unions in Kenya include credit union size and financial performance as measured by the return on assets. Research limitations/implications The study examines CSED practices in a developing country and in organizations in a single sector. Further, CSED is measured using a self-constructed index with data being obtained from audited annual reports only. Practical implications The study highlights the need to develop CSED guidelines tailored for credit unions, and a focus on co-operative governance as a way of improving disclosure practices. Originality/value The study utilizes a sector-specific governance variable and a CSED index to examine the association between the two variables by credit unions in a developing country. The study also attempts to investigate the role of regulation on the association between co-operative governance and the volume of CSED.

This article examines why, despite similar general interests, institutional positions and political constraints, EU social NGOs find it so difficult to develop co-operative strategies except on the most fundamental issues. To demonstrate these difficulties the article considers the general reasons for and against co-operation between social NGOs and then examines the difficulties and advantages of collective EU social NGO action during the 1998 NGO funding crisis, Red Card protest and civil dialogue. The article argues that there is a fundamental desire for, and are benefits from, close co-operation between the EU social NGOs. However, due to the complex ‘context structure’ within which NGOs must operate, this co-operative impetus is constantly undermined. In conclusion, the article argues that social NGOs will remain weak and insignificant actors until the Commission/Parliament and/or the social NGOs can organise the complex context structure and allow co-operative strategies to emerge.

Labour conflicts erupting between co-operative organisations and unions continue to defy our theoretical expectations. We ask, why did an agricultural co-operative, which had enjoyed a relatively harmonious relationship with its labour union, adopt corporate labour management practices that led to a 22 month-long lockout? We use a case study of the lockout to examine the conflict through a neoinstitutional organisation theory framework where we conclude that noncongruent isometric pressures allowed the co-operative to conform to corporate management practices.

Agricultural co-operatives play an important role in the European Union, as can be proved by their numbers in the individual EU countries. However, they have diversified during the last decades and developed from the &ldquo;classical&rdquo; co-operative of the Rochdale type into several forms, which do not always fully observe all the recognised co-operative principles. These are namely the share co-operatives, daughter co-operatives, &ldquo;New Generation Co-operatives&rdquo; and limited liability co-operatives. Among the individual EU countries, there are also considerable differences with regard to the co-operative legal frame. For the future, co-operatives can play important role both in the economic field and in the social field.

Data on 3637 cows of seven genetic groups at Baghabarighat milk shed area, from 1991 to 2000 were analyzed. The genetic groups were Pabna Milking (PM) cows, ½PM×½ Sahiwal (PM×SL), ½PM×½Frisian (PM×FN), Australian Friesian Sahiwal (AFS), ½Sahiwal×¼PM×¼ Friesian [SL(PM×FN)], ½Friesian ×¼PM×¼Sahiwal [FN(PM×SL)] and ½Friesian×¼Sahiwal×¼ Jersey [FN(SL×JR)]. The purpose of this study was to predict breeding values (PBV) of dairy sires using individual daughters performance (birth weight, lactation yield, fat% and SNF%) records at Baghabarighat milk shed area. The heritability values were estimated as 0.27±0.05 for birth weight, 0.45±0.03 for lactation yield, 0.37±0.04 for fat% and 0.46±0.01 for SNF%. The high genetic variability of birth weight, lactation yield, fat and SNF% indicates that there is a great opportunity or genetic improvement when these traits are included in a selection scheme. The first 3 top sires were 24, 14 and 20 for birth weight; sire number 19, 36 and 23 for lactation yield; sire number 16, 11 and 26 for fat % and sire number 14, 19 and 16 for SNF% were ranked on the basis of PBV.DOI: http://dx.doi.org/10.3329/bjas.v41i2.14104Bang. We estimate the monetary value of a policy aimed at increasing rural co-operative production in Kazakhstan to increase milk production. We analyse the drivers associated with public support for such policy using the contingent valuation method. The role of individuals’ psychological aspects, based on the reasoned action approach, along with individuals’ views on the country’s past regime (i.e., to the former Soviet Union), their awareness about the governmental policy, their sociodemographic characteristics, and household location on their willingness to pay (WTP) for the policy is analysed using an interval regression model. Additionally, we examine changes in individuals’ WTP before and during the COVID-19 pandemic. The estimated total economic value of the policy is KZT 1335 bn for the length of the program at KZT 267 bn per year, which is approximately half the total program budget, which includes other interventions beyond the creation of production co-operatives. The total economic value of the policy would equal the cost of the whole program after 10 years, indicating public support for this policy amongst Kazakh citizens. Psychological factors, i.e., attitude, perceived social pressure, and perceived behavioural control, and the respondents’ awareness of the policy and views on the Soviet Union regime are associated with their WTP. Sociodemographic factors, namely, age, income, and education, are also statistically significant. Finally, the effect of the shocks of COVID-19 is negatively associated with the respondents’ WTP.

Purpose The financial crisis of 2008 resulted in calls for change. Commentators suggested that co-operatives, in particular credit unions, could provide accountability and sustainability through their open governance and mutual status. However, such suggestions assumed that co-operative principles and practice continued to underpin the efficacy of co-operative banking, and that credit unions, one of the most prevalent forms of co-operative banking, could offer a viable financial alternative. Instead, in the case of Cyprus, the financial crisis and the associated aftershocks triggered the nationalisation and demutualisation of credit unions. This prompted the researchers to question both the viability of a co-operative banking future and the extent to which co-operative principles were shaping decision making, governance, accountability and sustainability. The paper aims to discuss these issues. Design/methodology/approach A case study approach was adopted to explore the degree to which co-operative principles still shaped credit union thinking and stakeholder relationships. Findings As is the case elsewhere within the co-operative movement, the findings point the fact that governance is weaken by the low membership participation and that the principles are no longer universally applied. Credit unions, if not co-operative banking, may not offer the financial assurances that commentators have called for. Moreover, the guiding principles may no longer be embedded within the fabric of the movement. Practical implications Findings are important for practitioners/supervisory body as they highlight possible impacts on co-operative’ future and especially on their governance model and level of autonomy and independence in case of state intervention. Originality/value The research undertaken is original as it is the first time credit unions in Cyprus were examined for adherence to co-operative principles.

Recent theoretical conceptions of imperialism may be useful correctives against idealising and harmonising views of international interdependency and co-operation. Analytically, however, they are not necessarily helpful. In terms of the EU, they do not really comprehend its particular international role. Despite improved financial and military capacities, the EU represents not yet an imperial power. Instead, it still pursues a rather hegemonic foreign policy approach due to internal economic restrictions, fragmented political sovereignty and the historical experiences of beneficial economic and political co-operation after World War II. Eventually, however, it remains an open question, whether the multilateralist, law-based and co-operative posture of the EU will prevail even under conditions of economic crisis and further military conflicts in the adjacent neighbourhood.

The co-operative movement in Kanyakumari district has played a significant role in the social and economic development of the district, particularly in rural areas. Dairy co-operative movement in the district has contributed significantly towards the substantial increase in milk production. The main focus of this paper is to highlight the financial performance of Kanyakumari District Cooperative Milk producers Union. For this purpose the researcher used Creditor’s Turnover Ratio, Current Ratio, Dairy, Debt Equity Ratio, Gross Profit Ratio, Net Profit Ratio, Proprietary Ratio, Quick Ratio, Return on Investment, Stock Turnover Ratio, Return on Assets and Return on Investment. The result reveals the fact that the financial performance of Aavin industry in Kanyakumari District is good in all the aspects. As there is wider scope for the production as well as consumption of milk and milk products in the district, efforts can be made to reduce the cost and to maximize the profit to make the milk industry a vibrant and viable one in the district and state.

AbstractL’Orchestra, a cooperative established in 1974/75, based in Milan, Italy, was a unique organisation, involving musicians, sound and lighting engineers, music critics and teachers, and concert managers. It was started as a kind of artists’ union, a federation of folk, rock, political song, jazz, avant-garde groups, but in a few months it became a concert agency and a record company; it held music courses for amateurs and published music tutorials; it helped managing the first multipurpose art/social centre in Milan. L’Orchestra promoted studies along various disciplinary perspectives (sociology, music education, ideological criticism, semiotics) that in some respects embody and in others help explain the development of popular music studies and of the International Association for the Study of Popular Music (IASPM) in Italy.

The purpose of this study was to identify the adopted conflict management approach on organizational development in coffee cooperatives. The research was conducted in Machakos Co-operative Union in the Lower Eastern part of Kenya. Descriptive research survey was used. The target population was drawn from 1500 employees of Machakos Co-operative Union who took part in the study. The sample size was 305 employees drawn from different levels of management selected through cluster sampling technique. Systematic sampling was used to give each individual a chance to be chosen. Data collection was carried out through the use of Semi-structured questionnaire and interview guide. Both qualitative and quantitative technique was used to analyse data. Quantitative data was analysed using descriptive statistics through content analysis and findings were analysed and presented quantitatively and qualitatively in frequency tables, graphs pie charts and percentage while qualitative data was analysed using thematic techniques and data presented in narrative forms. From the study, it was established that different conflict management approaches were employed in Machakos Coffee Cooperative, 22% of the respondents reported that accommodation strategy was used and 23% the Collaboration strategy which led to improved productivity in the organization and enhanced inter personal relations while 54% of the respondents indicated that the contending approach which was mostly used influenced conflict management in the organization. It considers the relationship between cooperative initiatives which can best be undertaken at local level and those where a national strategy and infrastructure are necessary. Finally it draws practical and realistic conclusions from a combination of past experience and a little crystal ball gazing.

Purpose – Corporate reputation (CR) is an important intangible asset of a company. The purpose of this paper is to investigate the role of CR on co-operants behavior and on organizational performance in co-operative organizations. Design/methodology/approach – This investigation proposes an investigation model and tests the framework using structural equation modeling. For this purpose, 263 valid questionnaires were collected from a research sample comprised of co-operants of the biggest dairy union of co-operatives in Iberia. Findings – CR has a significant impact on co-operatives members’ loyalty and on co-operatives’ performance. The model provides a wider comprehension of the CR concept and introduces both the drivers and consequences. Research limitation – This investigation is based on a sample of members of one union of co-operatives in the specific dairy milk industry. Practical implication – The results give new guidelines to redress the co-operatives traditional management, namely the management of intangible assets like reputation. Internal culture, satisfaction with management, image and communication can boost reputation and thus organizational performance and members’ loyalty. Social implication – This paper aims to contribute to the competitiveness of a type of organization closed to the social structure of the rural population. Originality value – The results bring the management challenges of the twenty-first century to the traditional principles underlying co-operatives management helping them to reinforce competitiveness.

Background: Nonunion involving the metaphyseal region of the distal radius is exceedingly rare, usually involving co-morbidity. Patients that have failed multiple prior conventional surgical interventions represent an even more difficult subset to treat; this investigation examined the utility of a specially designed free vascularized medial femoral condyle flap consisting of a central structural block graft with an extended corticoperiosteal sleeve to wrap around the junctions. Methods: Six patients (5 males, 1 female) with a mean age of 52 years had failed to achieve union involving the distal radius metaphysis after a mean of 3.7 prior surgeries occurring over a mean period of 24 months. Comorbidities included smoking, alcoholism, chronic nutritional deficiency, and prior osteomyelitis. The unique descending genicular artery medial femoral condyle flap designed to address these patients consisted of a central structural block graft in continuity with an extended corticoperiosteal sleeve. The structural block filled the bone defect, and the corticoperiosteal sleeve wrapped around the bone junctions and the neighboring bone margins. The mean flap size was 5.3 (+/- 1.3) cm long by 4.5 (+/- 0.9) cm wide. Pre-operative to post-operative DASH scores were compared using the paired student’ s t-test, with p < 0.05. Results: All flaps achieved union at a mean of 6.8 (+/- 2.1) weeks following surgery, using the criteria of bridging trabeculae on all 3 radiographs: coronal, sagittal, and oblique. The mean pre-operative DASH score of 63 (+/- 10) was statistically significantly different compared to the mean post-operative DASH score of 18 (+/- 8). Conclusions: With few alternative solutions able to address this unique and difficult problem, the structural block of vascularized bone with the extended corticoperiosteal sleeve proved able to achieve a union that had failed multiple previous attempts and able to resist reactivation of infection, in a challenging group of patients with comorbidities.

ARLIS/UK & Eire has developed a thorough and practical strategy regarding the national provision of art serials in libraries. The keystone of this strategy is the ARLIS Union List of Art Periodicals, shortly to appear in its fourth edition. Titles of new serials are noted in the ARLIS News-sheet. Data in the Union List facilitates co-operation between, and co-ordination of the holdings of, different libraries, and is used in particular to identify those libraries which are the only locations for specific titles. ARLIS is determined that all art journals covered by the major indexes and abstracts are accessible in the U.K. and Eire; at the same time, the attention of publishers of indexes will be drawn to serials which are not indexed. ARLIS is represented on the advisory boards of major indexing and abstracting services, and in addition has completed a survey of ‘in-house’ indexes maintained by different libraries. Further developments are likely to depend, not merely on the co-operative efforts of members and on co-operation with other bodies, but also on the availability of funds and, hopefully, of a researcher.

Fragility ankles fractures in the geriatric population are challenging to manage, due to fracture instability, soft tissue compromise, patient co-morbidities. Traditional management options include open reduction internal fixation, or conservative treatment, both of which are fraught with high complication rates. We aimed to present functional outcomes of elderly patients with fragility ankle fractures treated with tibiotalocalcaneal nails.171 patients received a tibiotalocalcaneal nail over a six-year period, but only twenty met the inclusion criteria of being over sixty and having poor bone stock, verified by radiological evidence of osteopenia or history of fragility fractures. Primary outcome was mortality risk from co-morbidities, according to the Charlson co-morbidity index (CCI), and patients’ post-operative mobility status compared to pre-operative mobility. Secondary outcomes include intra-operative and post-operative complications, six-month mortality rate, time to mobilisation and union.The mean age was 77.82 years old, five of whom are type 2 diabetics. The average CCI was 5.05. Thirteen patients returned to their pre-operative mobility state. Patients with low CCI are more likely to return to pre-operative mobility status (p=0.16; OR=4.00).Average time to bone union and mobilisation were 92.5 days and 7.63 days, respectively. Mean post-operative AOFAS ankle-hindfoot and Olerud-Molander scores were 53.0 (range 17-88) and 50.9 (range 20-85), respectively. There were four cases of broken distal locking screws, and four cases of superficial infection. Patients with high CCI were more likely to acquire superficial infections (p=0.264, OR=3.857). There were no deep infections, periprosthetic fractures, nail breakages, non-unions.TTC nailing is an effective treatment methodology for low-demand geriatric patients with fragility ankle fractures. This technique leads to low complication rates and early mobilisation. It is not a life-changing procedure, with many able to return to their pre-operative mobility status, which is important for preventing the loss of socioeconomic independence.

Summary The 1958 Lacy-Zarubin agreement on cultural, educational and scientific exchanges marked decades of people-to-people exchanges between the United States and the Soviet Union. Despite the Cold War tensions and mutually propagated adversarial images, the exchanges had never been interrupted and remained unbroken until the Soviet Union dissolved. This essay argues that due to the 1958 general agreement and a number of co-operative agreements that had the status of treaties and international acts issued under the authority of the US State Department and the Soviet Ministry of Foreign Affairs, the exchanges could not proceed without diplomatic supervision. This peculiarity puts academic and technical exchanges specifically into the framework of science diplomacy, which is considered a diplomatic tool for implementing a nation state’s foreign policy goals determined by political power.

AbstractIn 1961, the Co-operative Commonwealth Federation collaborated with the Canadian Labour Congress to form the New Democratic party. The CLC urged its affiliates to affiliate with the new party; and assumed that widespread affiliation would lead to a more competitive party. Increased electoral support, however, was not forthcoming. This note argues that levels of union support forthe NDP(measured by rates of affiliation) are very low, and thus the transformation of the CCF into the NDP was, in many respects, a non-event. However, the study also argues that members of NDP-affiliated union locals are more likely to identify with the vote for the NDP than are members of unions not affiliated with the party. Thus, the problem forthe NDP is that too few Canadian unions are explicitly advocating NDP support through affiliation.

This study assessed the quality of raw milk produced by District Milk Producers Co-operative Union (DMPCU) Makawanpur, Nepal. Five different stages (i.e. farmers, co-operative, chilling center, raw milk storage tank and pasteurization) were taken. The study revealed that adulteration was not common problem, however water addition was found to be 2.6% at farmer.s level with increase up to the 18.7% at pasteurization. Decrease in the level of conductivity from 4.32 to 3.25 mS/cm, ash from 0.76 to 0.64 %, fat from 5.38 to 2.96 %, SNF from 9.06 to 7.93%, Lactose 4.44 to 3.81% and protein from 3.1 to 2.5% was noticed from farmer.s to pasteurization level. Increase in Coliform from 4.9 log10 CFU/ml to 5.5 log10 CFU/ml from farmer.s level at raw milk to storage tank was noticed with simultaneous decreased in MBRT from 237 to 99min. The first co-operative venture began in the mid-70s when we produced a Union List of Holdings and from that grew the City Law Librarians Group. By 1986 there were at least 60 firms in London employing over 150 professional law librarians. Provincial law firms were generally smaller but by the same date firms in Leeds, Birmingham, Manchester, Norwich and Bristol were employing law librarians.

Abstract Odontoid fractures are the most common fracture of the axis and the most common cervical spine fracture in patients over 65. Despite their frequency, there is considerable ambiguity regarding optimal management strategies for these fractures in the elderly. Poor bone health and medical comorbidities contribute to increased surgical risk in this population; however, nonoperative management is associated with a risk of nonunion or fibrous union. We provide a review of the existing literature and discuss the classification and evaluation of odontoid fractures. The merits of operative vs nonoperative management, fibrous union, and the choice of operative approach in elderly patients are discussed. A treatment algorithm is presented based on the available literature. We believe that type I and type III odontoid fractures can be managed in a collar in most cases. Type II fractures with any additonal risk factors for nonunion (displacement, comminution, etc) should be considered for surgical management. However, the risks of surgery in an elderly population must be carefully considered on a case-by-case basis. In a frail elderly patient, a fibrous nonunion with close follow-up is an acceptable outcome. If operative management is chosen, a posterior approach is should be chosen when fracture- or patient-related factors make an anterior approach challenging. The high levels of morbidity and mortality associated with odontoid fractures should encourage all providers to pursue medical co-management and optimization of bone health following diagnosis.

Background and Objectives: Incidence of intertrochanteric fracture is rising because of increasing number of elderly. They tend to have many comorbidities of different systems; therefore, major surgeries are not possible at times. In these patients, external fixator can be an option as it promotes early ambulation, thereby preventing recumbency-associated complications. Material and Methods: Elderly patients of interetrochanteric fracture and with medical comorbidities were managed with external fixator. Functional outcome was measured by Harris Hip Score (HHS) on first post-operative day and in follow ups on 4, 12, and 24 weeks. Results: Thrity patients (19 males, 11 females), of mean age 77.63 years (SD=9.06) were studied. HHS scores steadily increased from 37.6±5.28 on the first post-operative dayto 49.43±6.9 on 4 weeks, 59.83±7.17 on 12 weeks, and 72.47±4.17 on 24 weeks. The changes were all very highly significant (all p=0.000). Mean time taken to union was 14.67±2.28 weeks. None of the patients had recumbency-related complications. Conclusion: External fixators for intertrochanteric fractures in medically comorbid elderly patientsis effective in promoting ambulation and preventing recumbency-related complications.

During the last three years, following the 2nd European Conference of the IFLA Section of Art Libraries at Amsterdam in 1986, art librarians in Madrid have been meeting together to discuss common problems and co-operative projects. At the very first meeting it was agreed to compile a directory of art libraries in Madrid as a first priority; a preliminary listing was produced in 1987, and a fuller version, scheduled for publication in July 1989, was in preparation at the time of writing. Also at the first meeting, the need for a union list of periodicals was identified; a provisional list, of current titles, was completed in June 1987, and was converted to computer-readable form by the Biblioteca y Centro de Documentación of the Centro de Arte Reina Sofia; holdings of non-current periodicals will now be incorporated as well. It is also hoped to devise a co-operative acquisitions scheme to ensure the best possible provision of Spanish art periodicals without putting too great a burden on any one library. During 1989, a series of visits is taking place as the best way of familiarising art librarians with the collections and services of the different art libraries.

This article examines a co-operative union-management approach towards Total Quality Management (TQM) by recourse to a case study from the auto components manufacturing sector. Its purpose is twofold; first, it suggests that in contrast to much critical thinking, under certain conditions TQM need not undermine trade unions. Indeed, it is argued that a more moderate trade union stance towards TQM, in some circumstances, may prove to be a more effective form of resistance than a militant one. Second, the article provides insights into the ways in which TQM reinforces existing power relations, hierarchical structures, organisational bureaucracy and inequality, rather than transforming them as TQM pundits contend. The argument, however, is not that TQM simply enhances management control in a unilinear fashion. This is because it not only poses dangers for trade unions, but also presents management with dilemmas and contradictions. TQM is understood, therefore, to be part of the continuing and complex effort by management to balance control and consent within employment, the dynamics, and outcomes of which, are uncertain and need to be empirically examined.

It is now looking increasingly plausible that, at some point between the middle of 1997 and the beginning of 1999, a number of EC Member States (perhaps even a majority) will move to the final stage of Economic and Monetary Union. The macro economic consequences of EMU and the costs and benefits ofparticipating are already the subject ofactive and extensive academic analysis. Very little attention has so far been given to the question of how a two-tier EMU, with only some EC countries prticipating in Stage 3, would function and what implications there might be for those remaining in Stage 2.The purpose of this Note is to highlight some of these issues, which will need to be studied and understood in much greater depth before a decision is taken. It looks at the legal and institutional framework set out in the Maastricht Treaty, the relevant experience of nearly-fixed European exchange rates from 1987 to 1992 and the economic and political implications of particular country configurations in a two-tier EMU, concluding that mutually satisfactory management of such a relationhip will require greater political will and co-operative spirit than has been in evidence so far.

The paper examines the early years of the Writers’ Village in Peredelkino (1936–1938), an exclusive settlement established prior to The First Congress of Soviet Writers. In particular, the article focuses on the short period of 1937 when the dachas were granted co-operative status and became the property of the writers. It was during this time that the cottages were refurbished and the writers’ community reorganized; their moving into the dachas coincided with the beginning of expulsions and arrests. The considerable and long-awaited improvement of everyday life led to the development of unusual hobbies among the writers, which would become an attempt to return to the pre-revolutionary dacha life for some, or a way to set up their own household for others, while being a means to escape from the reality of the Great Purge for all of them. This isolation, an attempt to regain control over their lives and creative work, did not pass unnoticed with the secret services and the leaders of the Soviet Writers’ Union. Peredelkino was mentioned in secret files as a place of artistic and personal freedom. In the summer of 1937, some writers were arrested. The subsequent abolition of the co-operative put an end to the paradox of the collective estate and contributed to the transfer of the dachas into communal use. The article considers the phenomenon of Soviet writers’ collective living, a kind of a collective estate of the first residents of Peredelkino, based on egodocuments and previously unknown archival sources, namely the documents on the establishing and annulment of the Co-operative “Pisatel” in Peredelkino.

Abstract (sommario):
This article analyses the contribution of European socialism to the building of a variegated network of reformers in municipal politics from the end of the nineteenth century to the 1950s. Unsuccessful as a network inside the Second International, a broader international federation of cities, the Union Internationale des Villes/International Union of Local Authorities (UIV/IULA), was proposed in 1913. Belgian, French, Dutch and English socialist leaders remained strongly influential in this federation between the two world wars, working in connection with co-operative movements and the International Labour Office based in Geneva. The fifty years of debates and projects animated by the international journal Les Annales de la Régie Directe founded by the French socialist Edgard Milhaud allows us to follow the development of a generation of local reformers from the beginnings of municipalist thought and praxis up to the idea of building a decentralised European Community of cities and regional authorities.
