Abstract (sommario):
Purpose: The present study seeks to undertake a discourse analysis of the Islamic Declaration on Climate Change using Carvalho’s (2000) model of ideological discourse analysis. Approach/Methodology/Design: Two stages of the analysis were carried out: textual and contextual analysis. A corpus of 15 newspapers and media websites was developed out of 85 results attained by Factiva to undertake the contextual analysis. Findings: The results showed that the Islamic Declaration on climate change represents a critical moment in the history of caring for the environment in the Muslim world, that it represents mainstream Islam and common Muslim concern and not any single political or national agenda, that it bases its argument deeply on the Islamic faith represented in the scriptural texts, and that it has a potential influence both materially through policymakers and spiritually through changing peoples’ attitudes. Combined with other religious statements on climate change, the message of religious leaders is meant to reach areas modern science and governmental reports cannot reach alone. Practical Implications: While we attempted an ideological discourse analysis of the IDGCC in the present study, more studies are needed to analyze the influence of the IDGCC and other religion-inclined documents on people's and governments' actions to save the planet from the climate change crisis. Originality/value: The IDGCC was based on the Islamic faith to represent the ideology of mainstream Muslims and the Islamic perspective on the environment. Like the other religious statements, it relies heavily on scriptural references and interpretations.

Abstract (sommario):
In many industrial countries voluntary commitments are emerging as a new instrument for energy policy to reduce greenhouse gases. This paper examines the latest version of the German Industry's Declaration on Climate Protection from 1996. The statistical analysis shows that the largest part of the German Industry's commitments for 2005 were already reached in 1994 and 1995, thus prior to signing the Declaration. This result corresponds to economic theory that in an open competition-based economy, companies cannot do more for the environment than the market allows.

Abstract (sommario):
Commercial, recreational, and indigenous fisheries are critical to coastal economies and communities in the United States. For over three decades, the federal government has formally recognized the impact of fishery disasters via federal declarations. Despite these impacts, national syntheses of the dynamics, impacts, and causes of fishery disasters are lacking. We developed a nationwide Federal Fishery Disaster database using National Oceanic and Atmospheric Administration (NOAA) fishery disaster declarations and fishery revenue data. From 1989-2020, there were 71 federally approved fishery disasters (eleven are pending), which spanned every federal fisheries management region and coastal state in the country. To date, we estimate fishery disasters resulted in $2B (2019 USD) in Congressional allocations, and an additional, conservative estimate of $3.2B (2019 USD) in direct revenue loss. Despite this scale of impact, the disaster assistance process is largely ad hoc and lacks sufficient detail to properly assess allocation fairness and benefit. Nonetheless, fishery disasters increased in frequency over time, and the causes of disasters included a broad range of anthropogenic and environmental factors, with a recent shift to disasters now almost exclusively caused by extreme environmental events (e.g., marine heatwaves, hurricanes, and harmful algal blooms). Nationwide, 84.5% of fishery disasters were either partially or entirely attributed to extreme environmental events. As climate change drives higher rates of such extreme events, and as natural disaster assistance requests reach an all-time high, the federal system for fisheries disaster declaration and mitigation must evolve in order to effectively protect both fisheries sustainability and societal benefit.

Abstract (sommario):
The reported study aims to analyze the instruments adopted by international environmental non-governmental organizations in the sphere of protection and sustainable use of water resources. The structure of the World Water Council and its principal outcomes are reviewed. The practice of holding the World Water Forum is analyzed due to its rare coverage in Russian legal literature. Primary attention is paid to the outcomes of the Forum in the form of declarations. The activities of the International Water Resources Association are reviewed, particularly the outcomes of the 16th World Water Congress. The above mentioned international experience is extrapolated to the problems of Baikal’s legal protection. The documents adopted by the mentioned forums are proposed to be used as an inspiration and model for the legislative improvements in Baikal’s legal regime. For instance, the Ministerial Declaration “An urgent call for decisive action on water”, adopted at the 8th World Water Forum stresses the public attention on the issues of climate change and encourages the states to take into account this global problem in national water strategies. However, due to various reasons, the climate change issues are completely out of the legal discourse of Baikal protection. The Sustainability Declaration of the Forum has a significant potential for legislative and political improvements. Its 8th recommendation calls for business to value and mainstream water into its strategies, materiality and decision making process and share good practices in water management. Baikal’s business community’s commitment to the goals of sustainable development (in the form of Declaration) would be a useful politico-legal instrument within the lake’s legal regime. The outcomes of the 16th World Water Council in Cancun hosted by International Water Resources Association may also be a premise for the improvement of environmental policy and legislation in Baikal region. Among the most fruitful ideas of the forum is the acknowledgment of the pivotal role of scientific expertise in the environmental policy-making. The management system of Lake Baikal clearly needs an expert council, exercising advisory powers in respect to all the regulatory instruments concerning the ecosystem of the lake.

Abstract (sommario):
Abstract This article discusses recent developments in international climate change law, in respect of which Pacific island countries and territories (PICs) have made a particularly significant contribution. PICs have been instrumental in shaping the international climate change treaty regime since its inception in the early 1990s. Since the adoption of the Paris Agreement in 2015, however, progress has stalled – and even more so since the global pandemic. With a focus on the Suva Declaration on Climate Change released prior to negotiations in Paris, this article assesses progress in two areas that have received considerable attention from PIC representatives due to their importance to the region: the long-term temperature goal and the Talanoa Dialogue; and the issue of loss and damage. While PICs have managed to make gains in both areas, climate change science indicates that current global efforts are insufficient to avoid catastrophic climate change impacts for the Pacific region. In light of this, certain PIC leaders are looking outside of the international treaty system for other ways to protect their communities and ecosystems.

Abstract (sommario):
The Universal Declaration on Bioethics and Human Rights was adopted at the UNESCO General Conference on October 19, 2005. From today's perspective, it must be recognized that it was adopted at a historically important period in the development of civilization; It has always been seen as a document that significantly expanded the declaration on human rights, as it gave a new interpretation of human activity in modern society. Next year marks 25 years of active implementation of the main provisions of the declaration in the field of education, research and cultural heritage. Scientific ideas about the world were changing dynamically, new pedagogical technologies developed, society more than ever began to perceive cultural heritage more acutely. Under the influence of these processes, our ideas about moral values and ethical principles changed. An idea of bioethics has formed; The term implies versatile human activities, including not only the doctor-patient relationship, but also the active participation of a person in the field of industry, climate change, as well as new areas such as editing the human genome, transplantology and much more.

Abstract (sommario):
Purpose In considering the present and future state of the world’s health, it is worth revisiting the Alma-Ata declaration of 1978 (International Conference on Primary health Care, 1978). This international declaration, signed almost 40 years ago confirmed the World Health Organisation (WHO) definition of health from the 1946 WHO Constitution as “a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity” (Office of the High Commissioner for Human Rights, 2015). The declaration clearly stated that health is a universal human right and that the gross inequalities in health apparent at the time of the conference, between and within countries, were unacceptable. The paper aims to discuss these issues. Design/methodology/approach This provides a review of the key articles in the current issue of IJHG with added evidence and commentary. Findings A global approach to health which acknowledges climate change, respects Aboriginal populations’ self-determination and which rejects the commodification of health in the way forward for twenty-first century health care. Originality/value IJHG is the only Emerald journal providing a review section in each issue.

Abstract (sommario):
One of the far-reaching consequences of climate change relates to the forced displacement of people. Climate-induced migration is a very complex issue. The New York Declaration for Refugees and Migrants noted the varied reasons for migration as being armed conflict, poverty, food insecurity, persecution, terrorism, human rights violations, climate change and natural disasters. Despite the recognition in the very first IPCC report in 1990 that the greatest single impact of climate change could be on human migration, it took climate negotiators over two decades to include displacement in climate documents. This article discusses complexity, scale and displacement scenarios, paying particular attention to the plight of small island states and to the climate-conflict-displacement nexus. It analyses the legal regime applicable to political refugees under international law and the current legal lacuna with regard to climate refugees. It surveys recent developments including the Global Compact on Migration, and the Task Force on Climate Displacement. This article argues that while current human rights law provides some protection, it is insufficient, and that the international community should take urgent action to design a legal regime to protect the rights of climate displacees. This is especially true of inhabitants of small island states who will be forced to move because their states are ‘disappearing’. The article argues that major emitters owe a legal duty to help climate displacees and especially the inhabitants of small island states.

Abstract (sommario):
This mini-symposium of the European Journal of Risk Regulation focuses on the Paris Agreement on Climate Change, which was concluded at COP-21 in December 2015. It has been called the ‘world's greatest diplomatic success’ and a ‘historic achievement,’ but also an ‘epic failure’ and even a ‘fraud’ and ‘worthless words.’ Disappointed with the Paris Agreement, a group of eleven climate scientists signed a declaration stating that it suffers from “deadly flaws” and gives “false hope;” they argue that the time for “wishful thinking and blind optimism” is over, and “the full spectrum of geo engineering” should be considered. The broad disagreement over the outcome of COP-21 in Paris (in particular, over its binding effect) illustrates not only the diverging expectations of interest groups, but also the antagonisms that arise in all areas of policy-making between the dogmatic and the pragmatic, the idealistic and the realistic, and the internationalists and nationalists.

Introduction:Between 2015 and 2018, a number of influential disaster-related International Consensus Frameworks evolved.Aim:To locate these Frameworks and identify commonalities, potential interactions, and possible implications for WADEM.Methods:A targeted literature review and thematic analysis. Results:The review identified the following Frameworks: Sendai Framework for Disaster Risk Reduction 2015–2030; Sustainable Development Goals 2030 Agenda; Paris Climate Change Conference; WADEM Position Statement on Climate Change; World Humanitarian Summit; Core Humanitarian Standards; Sphere Handbook, Humanitarian Charter and Minimum Standards in Humanitarian Response; Habitat111 - the new Urban Agenda; Sphere Guidelines for Urban Disasters; Rockefeller Foundation’s 100 Resilient Cities Project; New York Declaration for Refugees and Migrants; Dhaka Declaration on Disability and Disaster Risk Management; WHO Emergency Medical Teams and Accreditation; WADEM’s Disaster Research and Evaluation Frameworks; ALNAP’s Evaluation of Humanitarian Action Guide; and Evidence Aid’s Use of Evidence in the Humanitarian Sector: A Practice Guide.Discussion:All Frameworks used substantial theoretical and/or evidence-based underpinnings, and evolved from structured processes. One subset had major political and government influences while others reflected applied, professional influences. A number of the Frameworks further evolved during 2017-18, providing indicators, international reporting, and interpretative guidelines. Common themes included a desire to improve the quantum and quality of science, evidence-based and accountability, use of Resilience as a conceptual framework, commonalities, and interactions between the new generation humanitarian, development concepts, and traditional disaster concepts, particularly in the global influence of climate change and greater urbanization. Other themes included new paradigms (e.g. international influence of Rockefeller’s Acute Shocks), Chronic Stressors concept, and the anchoring theme of the Sustainable Development Goals and capacity building. The ALNAP, Rockefeller, Sphere, and WADEM Evidence Aid Frameworks provide useful guidelines on how the objectives of these International Consensus Frameworks may be achieved and measured. All Frameworks have implications for the future direction of WADEM.

Abstract (sommario):
Kenya has strengthened its climate change governance by developing national level instruments. Principle 10 of the Rio Declaration requires countries to ensure that each individual has appropriate access to public environmental information. Kenya has anchored the right to information in its constitution and the 2016 Access to Information Act. However, this legalist approach has left a translation gap since climate change information is availed in a form and language that is largely inaccessible to the public. To address the gap, this study reviewed the effectiveness of dissemination and access to climate change information among Kenyans as a measure of the country’s fidelity to the decisions of the United Nations Framework Convention on Climate Change and other Multilateral Environmental Agreements, to which it is party. The study, guided by the diffusion of innovations theoretical framework and the encoding/decoding model, adopted a qualitative research design. Desk research and in-depth interviews were used to collect data. Results revealed that the current dissemination practices of climate change information in Kenya were not effectively reaching grassroots communities due to socio-economic and language barriers. The study recommends repackaging the information into vernacular and non-scientific narratives that resonate with the daily experiences of local Kenyan communities.

Abstract (sommario):
The Right to Development is a relatively new right in human rights law. Although its roots may be traced to pre-world war era, Right to Development took concrete shape with the passing of the UN Declaration on the Right to Development in 1986. Some renowned academic institutions in India are making recent efforts to make the “Right to Development” a Fundamental Human Right. Climate change poses a direct threat to human rights of people, especially in tropically situated countries of the south (including India), which are coincidentally home to a large number of vulnerable/marginalized people who are considerably poor to concern themselves with issues such as climate change. Due to mounting pressure from least developed countries (LDCs) and small island developing countries (SIDSs), international community has lately shown greater interest in establishing a direct link between climate change and human rights. This interest may be a reaction to the recurrent failures in reaching a consensus in the climate change negotiations through mechanical Conference of Parties (COPs). Similar to a bottom-up approach that seems to have worked well for the Paris agreement, it was believed by experts that linking human rights to climate change would shake the conscience of the reluctant parties to act expeditiously. The importance of a human rights–based approach to climate change will be highlighted in the light of two recent developments in the climate change discourse: First, the recognition by scientists of several extreme disaster as climate change events directly violating the human rights of the vulnerable; second, the dilution of the differentiation created between developing and developed nations by the Common But Differentiated Responsibilities (CBDR) principle in the recent climate change agreements. This paper seeks to establish the efficacy of the human Right to Development (through tools such as Greenhouse Development Rights) in effectuating the third world approaches to the issue of climate change in the global south.

Abstract (sommario):
IntroductionBipolar disorder varies with season: admissions for depression peak in winter and mania peak in summer. Sunlight presumably increases the risk of mania through suppression of melatonin. If so, we expect admissions for mania to vary in accordance with climate variations.ObjectivesTo investigate how climate and climate changes affects admissions for mania.AimsTo identify which climate variables – sunshine, ultraviolet radiation, rain and snow cover – affect admissions for mania. To examine whether year-to-year weather variation as well as long-term climate changes reflects the variation in number of admissions for mania.MethodsThis register-based nationwide cohort study covers all patients admitted for mania (ICD-10 code F31 or F30.0–F30.2) between 1995 and 2012 in Denmark. Climate data, obtained from the Danish Meteorological Institute, were merged with admission data and correlated using an Unobserved Component Model regression model.Preliminary resultsIn total, 8893 patients were admitted 24,313 times between 1995 and 2012: 6573 first-admissions and 17,740 readmissions. Linear regression shows significant association between admissions per day and hours of sunshine (P < 0.01) and ultraviolet radiation (UV) dose (P < 0.01). Average days with snow cover and rain were not significantly correlated with admissions. Analyses on year-to-year variation and long-term change are not yet available.Preliminary conclusionsAdmissions for mania are correlated with sunshine and UV, but not rain and snow cover. If more patients are admitted during very sunny summers compared with less sunny summers this implies a relation with light itself and not just season.Disclosure of interestThe authors have not supplied their declaration of competing interest.

This article provides an overview of international developments in the area of the sociocultural and economic rights of European minorities, including access to and portrayal in the media, throughout 2017. The year brought several significant advancements in these areas. The adoption of the 2017 UNESCO Declaration of Ethical Principles in Relation to Climate Change acknowledged the role of indigenous knowledge in counteracting the challenge of climate change. Protection and integration of Roma was addressed in the activities of the human rights organizations and bodies at the level of the UN, the Council of Europe, the OSCE and the EU. The European Court of Human Rights (ECtHR) delivered a series of significant judgments specifying the factors that would allow a court to classify an act as a hate crime. The ECtHR also instituted procedural rules protecting people from violence based on ethnic and racial motives.

It has been argued that a ‘new climate politics’ has emerged in recent years, in the wake of global climate change protest movements. One part of the new climate politics entails experimentation with citizen-centric input into policy development, via mechanisms of deliberative democracy such as citizens’ assemblies. Yet relatively little is known about the motivations and aspirations of those commissioning climate assemblies or about general public perceptions of these institutions. Addressing these issues is important for increasing understanding of what these deliberative mechanisms represent in the context of climate change, how legitimate, credible and useful they are perceived to be by those involved, and whether they represent a radical way of doing politics differently or a more incremental change. This article addresses these gaps by presenting findings from mixed method research on prior expectations of the Devon Climate Assembly, proposed following the declaration of a climate emergency in 2019. The research compares and contrasts the views of those commissioning and administering the citizens’ assembly, with those of the wider public. Findings indicate widespread support, yet also considerable risk and uncertainty associated with holding the assembly. Enabling input into policy of a broad array of public voices was seen as necessary for effective climate response, yet there was scepticism about the practical challenges involved in ensuring citizen representation, and about whether politicians, and society more generally, would embrace the ‘hard choices’ required. The assembly was diversely represented as a means to unlock structural change, and as an instrumental tool to achieve behaviour change at scale. The Devon Climate Assembly appears to indicate ‘cautious experimentation’ where democratic innovation is widely embraced yet carefully constrained, offering only a modest example of a ‘new climate politics,’ with minimal challenges to the authority of existing institutions.

Abstract (sommario):
Abstract. Basic research in the natural sciences rests on a long tradition of evaluation. However, since the San Francisco Declaration on Research Assessment (DORA) came out in 2012, there has been intense discussion in the natural sciences, above all amongst researchers and funding agencies in the different fields of applied research and scientific service. This discussion was intensified when climate services and other fields, used to make users participate in research and development activities (co-creation), demanded new evaluation methods appropriate to this new research mode. This paper starts by describing a comprehensive and interdisciplinary literature overview of indicators to evaluate co-creation of knowledge, including the different fields of integrated knowledge production. Then the authors harmonize the different elements of evaluation from literature in an evaluation cascade that scales down from very general evaluation dimensions to tangible assessment methods. They describe evaluation indicators already being documented and include a mixture of different assessment methods for two exemplary criteria. It is shown what can be deduced from already existing methodology for climate services and envisaged how climate services can further to develop their specific evaluation method.

It took the incisive pen of H.G. Wells to provide a simple understanding of the diffuse and arcane British constitution:Nobody planned the confounded constitution. It came about; … but you see it came about so happily in a way, it so suited the climate and temperament of our people and our island, it was on the whole so cosy, that our people settled down into it. You can't help settling down into it.The purpose of this paper is to briefly look at some aspects of the constitution that the British “settled down into” and to examine arguments calling for the incorporation of a written declaration of individual rights.

Abstract (sommario):
Purpose Anti-money laundering has attracted much global attention, driving banks to invest in the establishment of suspicious transaction report mechanisms for the declaration of suspicious transactions. However, very few studies discuss how to influence bank employees to proactively declare suspicious transactions. Therefore, the purpose of this study is to, based on an organizational commitment perspective, establish a causal model that can assist banks to identify key factors affecting the intention to declare suspicious transactions. Design/methodology/approach This study first summarized five factors – regulatory focus, organization climate, situational constraints, personality traits and role stress – and their composition constructs as the basis for measurements. An interview-based survey of nine Taiwanese banks was conducted. Then, this study adopted the decision-making trial and evaluation laboratory method to analyse the interplay between the five factors to identify the causal model and to explore the differences in the effects of the key factors, arising from the different organizational and job patterns, on the intention to declare suspicious transactions. Findings The results show that regulatory focus and organizational climate are the most important causal factors affecting employees’ intention to declare suspicious transactions, whereas role stress and personality traits are the most influenced effect factors. In addition, this study also confirmed that under different organizational and job patterns, the understanding of employees will change. Originality/value This paper provides insight into the interplay between the five factors based on an organizational commitment perspective. The findings can assist banks in managing and monitoring the implementation of the suspicious transaction report mechanism.

Abstract (sommario):
ABSTRACTFew regions of the world are at higher risk for environmental disasters than the Pacific Island countries and territories. During 2004 and 2005, the top public health leadership from 19 of 22 Pacific Island countries and territories convened 2 health summits with the goal of developing the world's first comprehensive regional strategy for sustainable disaster risk management as applied to public health emergencies. These summits followed on the objectives of the 1994 Barbados Plan of Action for the Sustainable Development of Small Island Developing States and those of the subsequent Yokohama Strategy and Plan of Action for a Safer World. The outputs of the 2004 and 2005 Pacific Health Summits for Sustainable Disaster Risk Management provide a detailed description of challenges and accomplishments of the Pacific Island health ministries, establish a Pacific plan of action based upon the principles of disaster risk management, and provide a locally derived, evidence-based approach for many climate change adaptation measures related to extreme weather events in the Pacific region. The declaration and outputs from these summits are offered here as a guide for developmental and humanitarian assistance in the region (and for other small-island developing states) and as a means for reducing the risk of adverse health effects resulting from climate change.(Disaster Med Public Health Preparedness. 2012;6:415-423)

Abstract (sommario):
Background: In recent years, the interest in ethical climate has increased in the literature. However, there is limited understanding of the phenomenon within the cancer care context as well as between countries. Aim: To evaluate cancer nurses’ perceptions of hospital ethical climate in Greece and Cyprus. Research design: This was a quantitative descriptive–correlational comparative study with cancer nurses. Data were collected with the Greek version of the Hospital Ethical Climate Survey questionnaire in addition to demographic data. Participants and research context: In total, n = 235 cancer nurses working in cancer care settings in Greece and Cyprus were recruited at two national oncology nursing conferences. Ethical considerations: The study conforms to the principles of the World Medical Association Declaration of Helsinki and the relevant ethical approvals were obtained according to national law. Results: The results showed that in terms of the “Managers” dimension, participants working in Greek hospitals (4.30 ± 0.73) had a higher score compared to the Cyprus participants (3.66 ± 0.93) (t = −5.777, p ≤ 0.001). The perceptions of nurses working in oncology units in Greece regarding the ethical climate were more positive compared to Cyprus (M = 3.67 for Greece and M = 3.53 for Cyprus, p ≤ 0.001). Nurses with a higher level of education had a lower average ethical climate score across all dimensions. All dimensions exhibit positive and moderate to high correlations between them (r = 0.414–0.728, p < 0.01). Conclusion: It is imperative to evaluate and improve the hospital ethical climate that prevails in each cancer care department. This highlights the fact that nurses working in seemingly similar cultural and organizational contexts might still have different perceptions of the ethical climate. Despite these differences, it is necessary to create the right conditions to address ethical issues. A positive ethical climate requires good relationships between healthcare professionals and the presence of good teamwork in order to ensure better healthcare provision.

Abstract (sommario):
The article presents an analysis of the main stages in the development of climate diplomacy on the eve of the Paris Agreement and the specifics of the negotiation process at the very summit in Paris in November-December 2015. The main provisions of the Paris Climate Agreement are described, its “strengths” and “weaknesses” are shown. The development of the negotiation process within the framework of the post-Paris climate policy at the Conference of the Parties in Marrakesh (2016), Bonn (2017), Katowice (2018) and Madrid (2019) was considered. The main decisions and conclusions of the Conference of the Parties on the further improvement of mechanisms for combating global climate change and adaptation to its consequences have been identified. An increasing tendency in many countries of the world towards the creation of a national carbon-neutral economy by 2050, their rejection of “dirty” technologies and the declaration of a deep ecological modernization of sectors of national economies are noted. The groupings of countries participating in the negotiation process under the UN climate change convention are analyzed. Shown are the vanguard countries of the negotiation process and the states blocking or “inhibiting” the negotiation process. The high dependence of the Russian economy on the extraction and export of fuel resources complicates the processes of environmental modernization. The country is dominated by a negative narrative about climate change. It sees the urgent ecological modernization of the country’s economy as a threat to the “key” sectors of the economy. Russia is one of the last countries in the world to ratify the Paris Agreement (October 2019) and to submit its Nationally Determined Contribution (NDC) to the UN in the fight against global climate change (November 2020). In the conclusion, generalizations are made and prospects for the further development of climate diplomacy are presented.

Abstract (sommario):
AbstractThe dominance of fossil fuel economies in the Middle East with large Muslim majority populations has led to a recurring question about the role Islamic ethics might play in galvanizing action on climate change. However, the perceived clash of economic values versus environmental norms in Islam deserves more careful examination. This brief article considers the advent of the “Islamic Declaration on Climate Change” which was promulgated in 2015 and considers the tangible steps Muslim government leaders and civil society have taken on this matter. The tangible steps that are being considered with an action plan are discussed in the light of earlier environmental movements within Islam. A brief discussion of environmental norms within Islamic scriptures is also provided to give theological context to this narrative. The establishment of the International Renewable Energy Agency (IRENA) in the UAE as a treaty-based organization with United Nations affiliations is also considered. The environment can play an important peace-building role in the region as exemplified by organizations such as Eco-peace in Palestine, Israel, and Jordan. Based on the analysis of these developments, it is likely that Muslim countries will continue to play a more proactive role in addressing climate change than they are often given credit for in popular discourse.

Abstract (sommario):
On September 25, 2015, the world's leaders adopted a new suite of development goals—the Sustainable Development Goals (SDGs)—that are to guide policymakers for the next decade and a half. On first inspection, the declaration is breathtaking in its scope and ambition. Constituted by a list of 17 goals and 169 targets, it is arguably the most comprehensive global agenda adopted since the UN Charter in 1945. Its thematic repertoire ranges from poverty, health, education, and inequality, to energy, infrastructure, climate change, marine resources, peace, security, and good governance. The UN Secretary-General welcomed the SDGs by praising their “universal, transformative, and integrated agenda” that heralded a “historic turning point for our world.”

Abstract (sommario):
In the context of implementation of climate change adaptation and resilience projects, Indigenous communities’ right to Free, Prior and Informed Consent (FPIC) is becoming a mandatory requirement. The present paper, after giving an overview of the requirement of FPIC in international law, addresses the issue of a climate resilience project financed by the Green Climate Fund (GCF) in Peru. Such project is being implemented in Indigenous territories in the Datém del Marañon region. At the time of approval by the GCF Board, the proposed project raised protests from Indigenous communities as they claimed they were not properly consulted before the disbursement of funding. This episode evidenced how the GCF needed to adopt an ad hoc policy to engage with Indigenous peoples respecting the FPIC requirement as prescribed by international law. The present paper demonstrates that the Indigenous Peoples Policy, adopted in February 2018 by the GCF, is an example of harmonization with international law requirements for FPIC such as those prescribed by the United Nations Declaration on Indigenous Peoples Rights. Finally, the paper aims at evidencing the challenge represented by the excessive state-centred structure of the GCF, which needs to be overcome to facilitate a true participatory dialogue with Indigenous peoples.

Abstract (sommario):
Climate Change is a crucial challenge of today. The main reason is increased man-made emissions of climate gases, like CO2, into the atmosphere. In every part of our life, these emissions have to be reduced. Transport of goods, called intra- or extralogistics, is necessary for economic welfare. Intralogistics means the transport of goods in distribution centres or manufacturing spaces, e. g. between machines. For continuous transport processes chain conveyor systems (CCS) are state of the art. The research group “Plastic Components and Tribology” at professorship of Conveying Engineering and Materials Handling focus on impacts of their whole life cycle, from design over use until end-of-life, on the environment. Another focus is the development of Environmental Product Declaration (EPD) for chain conveyor systems. They are useful to promote environmentally-friendly products and to push eco-design activities. But also, activities of circular economy such as recycling of the plastic parts from conveyor chains are examined. The article gives an overview of the goals achieved and the challenges ahead. Some of the achieved results will be presented.

Abstract (sommario):
Over the past 15 years, Chile has implemented three different educational laws and policies to enhance, promote and develop school climate (SC). However, different logics of understanding and intervening in SC underlie these legal bodies. In order to account for the contradictions and critical nodes of instruments that conform Chile´s SC public policy, we performed a documentary analysis of laws and other key documents. Using content analyses, we identified four critical nodes: contradiction between declaration and measurement of quality of education; explicit arrangements for institutional sanctions, which contrasts with ambiguity about institutional supports; contradictory understandings about SC; and differential treatment for public and private schools. We discuss the possibilities of promoting a democratic SC in a policy environment that is highly oriented by accountability.

Abstract (sommario):
The “death of the high street” has become a common refrain, particularly in the United Kingdom, often accompanied by calls for action and demands for improved resilience in town centres and high streets. This paper considers the policy context for towns and town centres in Scotland and the recent review of the country’s approach to towns, town centres and places. With the adoption of National Outcomes linked to the United Nations Sustainable Development Goals and the declaration of a Climate Emergency, the conclusion is drawn that a more fundamental and radical shift in policy is needed, if the resilience of town centres is to have any meaning, and that a clearer and more widely understood conceptualisation of resilience needs to be developed.

Space debris has reached alarming proportions and is growing at a frightening pace, because of the expanding number of satellites circulating in Low Earth Orbit (LEO), designed to increase global Internet coverage and provide earth observation data. LEO satellites are now being launched in mega-constellations, including by Elon Musk's company SpaceX. It is time to completely overhaul the 1967 Outer Space Treaty, which was not designed to deal with current problems. The COP forum should therefore include the near-earth environment within its concept of the earth's climate, enabling the UN to acknowledge, as a collective, the growing menace of human-made debris in near-earth space, and, in partnership with the UN-Outer Space Affairs Office (UN-OOSA), call for a new declaration on LEO.

Concern about the importance of getting Muslims involved in the movement for a better environment in Indonesia has existed since the 1980s, since the involvement of the Islamic boarding school leaders in triggering their community and the involvement of NGOs in empowering the community, particularly in environmental and agricultural restoration. After the Bogor Declaration on Muslim Action on Climate Change 2010, in 2011, The Indonesia Council of Ulama (MUI) established the Institute for Environmental and Natural Resources (PLHSDA) in the MUI’s Clerical Conference. The role of this unit within the MUI is very important because the MUI has a special unit in tackling various important issues in the environment, where Muslims can find authoritative answers to environmental challenges. So far, there have been seven MUI fatāwa (edicts) released by MUI related to the environment and the conservation movement. This paper will highlight environmental movements by the Muslim community in Indonesia, and describe how the implementation of the MUI fatāwa can contribute to addressing the massive increase in environmental challenges and increase the involvement and understanding of the Muslim communities in tackling biodiversity conservation as well as climate change.

Abstract (sommario):
The study analyzes the acreage response of maize with respect to price and non-price factors in Swaziland during the period 1968-2017. Rainfall and agricultural policy are the non-price factors considered in this study. The Cointergration and Vector Error Correction Modeling approaches were used to estimate the short run and long run elasticities of price and non-price factors acreage response of maize in Eswatini. The results confirm that non-price factors seem to have more effect on acreage response in the long run. The introduction of the Maputo declaration policy in 2003 had not yeld the positive impact on maize annual acreage changes. The study also shows that climatological factors such as rainfall has a positive influence on maize production and resource allocation both in short and long run. Development of climate change mitigation and adaptation strategies would assist the maize production sector in the country. The strategies cannot affect natural conditions like rainfall, but it can compensate for the negative impact of climate change by increasing investment in irrigation, promoting efficient use of water and encouraging adoption of drought resistant varieties of seeds.

Abstract (sommario):
This paper examines the trend in corporate response to the social responsible investing index (SRI) of the Johannesburg Stock Exchange (JSE). The motif of the paper is to discover how and if SRI drives corporates towards public declaration of their social responsible investments. The approach is archival with a descriptive and quantitative analysis of data drawn from the Johannesburg Stock Exchange. Descriptively, we charted a trend of the rate at which the JSE firms join the JSE SRI Index, and our findings indicate an upward trend from 2004 to 2013. Quantitatively, we examined the likely difference in corporate climate disclosure before and after the introduction of the Code for Responsible Investing in South Africa (CRISA). Our findings – using a T-Test of difference in means, indicate a significant difference in means, which apparently show that the CRISA may have added further impetus to corporate climate disclosure. In 2013, the JSE SRI deepened its stringency in measuring corporate responsible claims by assessing only the publicly available responsible information of corporations for inclusion in its SRI index. We thus evaluate possible difference in climate disclosure before and within the year of the new stringent criteria of measurement. Our second T-Test of difference in means also shows a significant difference in means, which signal that corporations exerted extra efforts in making the extent of their climate responsibility publicly available. We conclude that the JSE SRI, coupled with the CRISA motivates firms to improve on their public disclosure. We also conclude that the carbon disclosure project (CDP) is adding pragmatic momentum on the activities of JSE firms to strive towards their improvement in climate performance. Thus voluntary codes and indexes, in the absence of binding regulations, could spur corporate social and environmental initiative in a developing country

Abstract (sommario):
Most recently in 2018 and 2019, large parts of Europe were affected by periods of massive drought. Resulting losses in cereal yield pose a major risk to the global supply of barley, as more than 60% of global production is based in Europe. Despite the arising price fluctuations on the cereal market, authenticity of the crop must be ensured, which includes correct declaration of harvest years. Here, we show a novel approach that allows such differentiation for spring barley samples, which takes advantage of the chemical changes caused by the extreme drought. Samples from 2018 were successfully differentiated from those of 2017 by analysis of changes in near-infrared spectra, enrichment in the isotope 13C, and strong accumulation of the plant-physiological marker betaine. We demonstrate that through consideration of multiple modern analysis techniques, not only can fraudulent labelling be prevented, but indispensable knowledge on the drought tolerance of crops can be obtained.

Abstract (sommario):
Reducing Emissions from Deforestation and Forest Degradation Plus (REDD+) in Meru Betiri National Park (MBNP) East Java – Indonesia, is considered an essential collaborative program between the Indonesian government, International Tropical Timber Organization (ITTO), and surrounding local communities to mitigate climate change and global warming. In its implementation, community participation plays a significant role because they are impacted directly by REDD+, as stated in the Cancun Agreement and Anchorage Declaration of Indigenous Peoples on Climate Change. Therefore, this research focuses on the participation level and how it contributes to the program. This research used the community participation theory from Choguill and benefited from using mixed methods with a single case strategy. Data were gathered through a questionnaire, a semi-structured interview, and a literature study. The results uncovered that the participation level reached conciliation with the least support of three rungs as a degree of participation. At this stage, the local community and government started to realize their interests by supporting each other. Even so, the government had control in enforcing the decision-making process that involved the community in REDD+. In the end, government and stakeholders at the local and national scales should accelerate community participation through law enforcement and full community involvement in implementing REDD+.
