Macau was under colonial rule by Portugal for a long time. Due to the colonial government’s lack of attention paid to education and Macau's unique dual social structure, the Chinese community in Macau gradually formed the phenomenon of providing education by associations. This paper focuses on the phenomenon of non-tertiary education association-running schools in Macau and divides the history of association-running schools in non-tertiary education in Macau for more than 100 years into three stages, namely: the period of charitable schools (1890s-1960s); the period of transformation (1960s-1980s); the period of philanthropic Schools (1980s-); This paper argues that with the development of economy and society, the non-tertiary education community in Macau has realized the transformation from charity to philanthropy. At the same time, With the implementation of 15-year free education in Macau, the structure of non-tertiary education subjects has become stable. For associations trying to enter the field of non-tertiary education, the likely direction is to develop special education, professional education, and characteristics education. Abstract With the research of urban historical landscape, its definition has been continuously deepened. The development of a city is regarded as the result of the accumulation of cultural and natural values in different periods, that is, the historical landscape of a city is the result of historical ‘layering.’ This paper takes the historical dynamic layering process of the Largo and the architectural landscape of Macau as the research content and uses the layering method to take the economy, society and culture of Macau in each historical period as the internal cause of its layering value, relating its explicit characteristics so as to explore the ways and rules of its historical layering. Moreover, in the historical layering of various dimensions, the harmonious Chinese and Western cultural values of Macau are always linked, and it is concluded that ‘the characteristics of pluralism and symbiosis have created the present Macau.’ This paper advocates that in the protection and inheritance of the urban context of Macau, we should focus on the effective protection and promotion of the multi-symbiotic culture and pass on the unique flavour of the city jointly created by the Chinese and Portuguese people.

AbstractThe increasing importance of subnational governments in interstate affairs calls for international and comparative law scholars to take subnational foreign relations law more seriously. This article conceives this law as the legal rules that regulate the vertical allocation of foreign relations powers within and across States, and constructs an analytical framework that addresses the questions of why any sovereign would grant extensive foreign relations powers to constituent entities and how such an arrangement plays out in actual practice. This study takes a comparative approach to case studies of the Special Administrative Regions (SARs) of the People's Republic of China: Hong Kong and Macau, which are known for their unusually extensive paradiplomatic powers, which not only defy conventional categories but also surpass those of other substates.

Abstract Regarding the construction of the surrender agreements between Mainland China, Hong Kong and Macau, there has been ongoing consideration and debate on the basic principles and rules. Human rights protection in the surrender of fugitive offenders between Mainland China, Hong Kong and Macau is as important as that in traditional extraditions. But the rights need to be protected in a sophisticated, interactive, and constructive way under the ‘one country, two systems’ regime. This article compares the extradition and surrender systems, concluding that Mainland China, Hong Kong and Macau should take human rights protection into serious consideration, while complying with the obligation to protect the common interest of the whole country and to promote human rights development in China. The combined obligations require that the requested region play a more responsible, involved and proactive role in surrender-related human rights issues. The European Arrest Warrant experience can offer some inspiration for this. But more tailored measures should be developed in the legal context of Mainland China, Hong Kong and Macau. The article identifies several specific human rights that should be protected in the surrender procedure. Some traditional extradition principles as well as human rights provisions have already been used to protect these rights. Human rights protections are contained in Chinese legislation, but more attention should be paid to law enforcement procedures in relation to the surrender of fugitive offenders. This article suggests that evaluation, assurance, monitoring, and reporting mechanisms should be applied, and the main role should be delegated to judicial authorities under the principle of mutual trust. This article also suggests that the procedural rights of the requested individuals in the requested region should be protected.

The article analyses the media system in Macao, a special administrative region of China that transitioned from Portuguese to Chinese sovereignty in 1999, becoming one of cities in the world with the largest number of published newspapers per capita. Combining historical research with the analysis of contemporary empirical data collected through interviews with journalists working on the ground, the research demonstrates how there is a long tradition of state control that goes back to the colonial era and that has assumed different forms, ranging from outright censorship to physical intimidation of journalists and economic dependence on the government. Limitations and control strategies imposed on news reporting during the Portuguese administration continue to be practiced today by the Chinese authorities. Even so, journalists operating on the Macao media market tend to overstate the level of freedom they are given, which can be attributed to media outlets being economically dependent on the state. Nevertheless, the level of freedom attributed to the press is today higher than it had been during the colonial period with some critical voices being allowed to reach the media. This needs to be understood in the context of what has been defined as the Chinese safety valve strategy.

Abstract Chinese law neither expressly recognises nor prohibits same-sex unions (‘same-sex unions’ in this article refers to homosexual relationships that are legally recognised and protected by law, including marriage, civil union, (un)registered partnership, and so on). Until now, no dispute over foreign same-sex union has been brought in a Chinese court. However, the Department of Consular Affairs of China’s Ministry of Foreign Affairs has adopted a blanket non-recognition rule, alleging that same-sex unions would violate China’s (‘China’ hereinafter refers to the jurisdiction of Mainland China, excluding those of the Hong Kong SAR, the Macao SAR, and Taiwan) family law and the public interest. However, it is argued that foreign same-sex unions should be recognised unless such recognition would violate the public policy of the forum state. First, foreign same-sex unions should be regulated by the Chinese conflict rules, not by Chinese domestic law. Additionally, China is internationally obliged to recognise and protect fundamental human rights (right to marry). Secondly, under China’s conflict rules, a foreign same-sex union should be governed by the lex personalis or the law that has the closest connection with that union. Thirdly, as more than 40 jurisdictions throughout the world have legally recognised same-sex unions, and China itself has decriminalised homosexuality, same-sex unions would not necessarily be incompatible with China’s public policy. Fourthly, non-recognition of same-sex unions would instead cause public policy problems because it practically always favours one party over another, helping foreign same-sex couples to evade their responsibilities imposed by the relevant foreign law.

AbstractFrom the late nineteenth century until the hand-over of Macao to Chinese rule about one hundred years later, Russia and the Soviet Union demonstrated discernible, though far from overwhelming, interest in the tiny Portuguese territory of Macao. Their activities and involvement in the enclave served as an interesting contrast and coda to their more extensive dealings with the larger entities of British Hong Kong and even more problematic Taiwan. Both Tsarist Russia and the Soviet Union had definite policies towards both Hong Kong and Taiwan; though policy emphasis altered dramatically over time, especially towards Hong Kong, both regimes sought to expand their trade with, and activities in, those territories. Soviet and Russian policies toward Macao were in some ways less consistent, circumscribed by the relative insignificance of the territory, and also for several decades from the 1920s onward by the implacable long-term hostility of the fascist Portuguese government toward Soviet Communism. Even so, the fact that first Russian and then Soviet foreign policymakers assigned some importance to Macao is amply demonstrated by the Foreign Ministry Archive, which contains nearly thirty files of varying size spanning the period from 1910 to 1987.

Purpose In the past 20 years, Macao has experienced phenomenal economic growth driven by the liberalization of its casino sector. This growth has been enabled by massive influxes of foreign capital and migrant labor that have dramatically altered the city’s ethnic landscape. In this paper, the author examines the demographic changes Macao has experienced as a result of the casino boom, and situates the city’s current economic growth and ethnic diversification within its long history as a multi-ethnic city. Design/methodology/approach Building on Nancy Foner’s notion of “contexts of settlement,” the study draws on census materials, policy statements, newspaper articles and ethnographic materials to examine how changing ideologies of globalization help shape the categories through which ethnic diversity itself is conceptualized. Findings The paper has three main findings. First, despite the Macao government’s multicultural rhetoric, its labor and residency policies that prevent migrant workers from settling in Macao may paradoxically serve to maintain the ethnic status quo ante. Second, the new contexts of settlement engendered by Macao’s casino globalization may be amplifying fissures within the ethnic category “Chinese.” And third, discourses of globalization, regulations on immigration, and classificatory systems governing ethnic diversity that were instituted under Portuguese rule have both helped shape these new contexts and been reworked in the process. Originality/value As the processes of urbanization, economic integration and transnational migration continue to accelerate throughout East Asia, the goal of creating inclusive, equitable multi-ethnic urban societies will require closer examination of the relationship between particular modes and ideologies of “global” engagement, patterns of and policies toward migration and the concepts and categories through which diversity is measured. This approach to understanding multi-ethnic Macao may serve as an example.

In a recent judgment, the Singapore Court of Appeal quashed a prior judgment of the Singapore High Court, which had decided to set aside an arbitration award on the basis that the China–Laos bilateral investment treaty (bit) does not apply to Macao. The judgment of the Court of Appeal is significant inasmuch as it involves a thorough examination of the international law principles governing the law of State succession in respect of part of territory, the relative effect of treaties in the context of devolution agreements, and the relationship between the critical date rule (or intertemporal principle) and the interpretive norm of subsequent agreement or practice. Above all, the dialogue between the Singaporean courts and the arbitral tribunal (whose award was sought to be set aside) raise a number of interesting issues in respect of the territorial application of investment treaties in general and Chinese investment treaties in particular. It also bears noting that this dialogue and its impact on future cases has to be filtered through subsequent developments, most notably a statement issued by China’s Ministry of Foreign Affairs to the effect that the Court of Appeal judgment was incorrect.

On 13 April 1987, the People's Republic of China (PRC) and the Republic of Portugal signed a Joint Declaration on the question of Macau, agreeing that the PRC would resume the exercise of sovereignty over the territory from 20 December 1999. In the Joint Declaration, the PRC promised that the Macau Special Administrative Region (SAR) would enjoy a high degree of autonomy, except in foreign and defence affairs which are the responsibilities of Beijing, as was to be the case for the Hong Kong Special Administrative Region. The Joint Declaration further stipulated that the government and the legislature of the Macau SAR will be composed of local inhabitants and will be vested with legislative and independent judicial power. This marked the beginning of the transition period for Macau to move from Portuguese to Chinese administration.

As the Portuguese settlement of Macau came to occupy an important position in the emerging global commercial web, it became a crossroads where peoples from disparate parts of the world—in particular, Portuguese and Chinese—came together to engage in a profitable trade. Historians have often treated Macau as a prototypical example of cross-cultural interaction and hybridity: a point where East and West converged and blended; an “Intercultural City,” in the words of one scholar. Yet, the notion of Macau as a place of intermingling and blending obscures some of the ways in which Macau's inhabitants did not quite “come together.” Here, I focus on the asymmetry in linguistic communication that developed in Macau: members of Macau's Portuguese mercantile elite did not become fluent in any of the Chinese dialects, and did not learn how to read or write the Chinese script, while a number of the Chinese who came to live in Macau—whether as merchants, tradesmen, labourers, servants, or slaves—became proficient in Portuguese. Drawing from a range of sources in Portuguese and Chinese, I argue that this asymmetry developed for several reasons, including the difficulty of the Chinese language, the Chinese government's approach to foreign relations and maritime, and the political and economic power of the Portuguese within their Lusophone enclave. I also consider how the Portuguese reliance on others for assistance with cross-cultural communication—most notably, Jesuit missionaries and Chinese jurubaças (interpreters)—shaped the evolution of the multicultural community.

OECD identified 11 topics in Your Better Life Index (YBLI). YBLI is generally accepted as an essential indicator of material living conditions and quality of life. This study compared YBLI in two predominantly Chinese regions, i.e., Macau (a former Portuguese territory in China) and Zhuhai in the Greater Bay Area in the southern part of the People’s Republic of China. Data were collected from 446 (231 Macau and 215 Zhuhai) ethnic Chinese residents in the two regions. Results revealed the Macau residents to be much more satisfied with life (significantly higher ratings on more YBLI topics) than their Zhuhai counterparts. Regression analyses revealed Chinese Values and Family Emotional Support to be strong predictors of YBLI in Zhuhai, while Future Prospects and Self-Efficacy explained most variance for YBLI in Macau. The results of the comparisons are discussed in terms of seminaries and differences in the cultures and economic development of the regions.

In the early stages of the China trade European traders knew nothing of Chinese, while the Chinese traders were equally ignorant of European languages. It was in this setting that pidgin languages developed for interethnic communication. While the role of Chinese Pidgin English in the China trade is fairly well-understood (see Baker 1987; Baker & Mühlhäusler 1990; Bolton 2003; Ansaldo 2009), the use of pidgin Portuguese is poorly documented and our understanding of it is correspondingly limited (Tryon, Mühlhäusler & Baker 1996). In this article we discuss what can be learnt from a newly transcribed phrasebook — the Compendium of Assorted Phrases in Macau Pidgin. We first review the use of contact varieties of Portuguese in the China trade. We then introduce the contents and layout of the Compendium and explain the transcription practices adopted for the phrasebook. Grammatical features contained in the phrasebook are examined and illustrated. We conclude with an examination of the significance of the Compendium in enriching our understanding of pidgin Portuguese and its relationship with Macau Creole Portuguese as well as Chinese Pidgin English.

The paper examines the significance of legal protection of Chinese Foreign Investments in Lusophone markets with a specific reference to Bilateral Investment Treaties (BITs) with Cape Verde and Portugal and assesses how Macau SAR as a Lusophone society could play a positive role in facilitation of foreign investments. With the keen Chinese interest on Lusophone markets and its official designation of Macau as a facilitator, most studies have been focused on broader economic relations with them as a group and the present paper investigates the scope of legal protection in certain specific bilateral investment relations. The paper comparatively examines the scope of legal protection of Chinese investments in two sets of Lusophone markets namely those which have no BITs with China and those which have succesfully concluded the BITs (particularly Cape Verde and Portugal). Based on the analysis, key limitations and some potential barriers to bilateral investment flows are highlighted. The final part of the paper scrutinizes how Macau SAR could contribute to enhance investment flows between China and Lusophone markets, especially in the light of its legal system with a Portuguese influence. The paper concludes with a discussion on the need and viability of a regional investment protection and facilitation agreement under the auspices of the Forum Macau to address the identified challenges and promote the utitlity of related legal and other allied services Macau society could offer.

One of the most meaningful paths of China's economic and diplomatic 'charm offensive' is the promotion of high-level contacts with the Portuguese-speaking countries. China is well aware of the potentials which derive from the use of the Portuguese language as a means of strategic projection. Macau plays an unmatched role in the promotion of economic and trade cooperation between China and the 'Lusophone World'. In 2010, during the third Ministerial Conference of the 'Forum for Economic and Trade Cooperation between China and Portuguese-Speaking Countries', the Ministers agreed to analyse the comparative advantages of Macau in the knowledge of Chinese and Portuguese-speaking legal systems, promoting Macau as one of the venues for arbitration regarding eventual disputes concerning trade between Chinese and Portuguese-speaking entrepreneurs. In this article we discuss the comparative advantages and weaknesses of Macau as a seat for commercial arbitration between entrepreneurs from China and Portuguese-speaking countries. To assert itself as a reliable seat for international arbitration between two such different worlds, Macau needs to adopt a more proactive approach towards arbitration, inter alia by improving its statutory regime and enhancing its pool of experienced legal professionals and translators with the proper language skills and cultural awareness.

The Outline Development Plan for the Guangdong-Hong Kong-Macau Greater Bay Area (the “Outline”) was published on 18 February 2019. It includes technical details of the longest sea-bridge in the world running from Macau Special Administrative Region to Zhuhai on the on the southern coast of Guangdong province (on China’s mainland) to Hong Kong’s Lantau island that was inaugurated in October 2018 after almost ten years of construction. But more than that, the Outline reveals a series of political and policy objectives tied to the implementation of the bridge project. The Chinese government’s development plans for its south-coast include the islands of Macau and Hong Kong. It has been clear for some time that the Hong Kong-Zhuhai-Macau Bridge had the intention of bringing these dynamic island regions into the embrace of the Chinese mainland and more efficiently consolidating their economic promise with that of the Pearl River Delta. The Outline also covers the implementation period from 2022 to 2035 and states that China intends to “fully leverage the composite advantages of Guangdong, Hong Kong and Macau (and) deepen cooperation among the Mainland, Hong Kong and Macau”. As well as making a physical connection and a means of further economic integration, China has constructed a socio-political bridge that, for some, is not built on the most solid foundations. This paper examines whether infrastructural links and political progress are synonymous, and whether both sides of the divide will automatically benefit from physical connectivity.

Following Portugal’s return of Macau to the People’s Republic of China in 1999, the local government liberalized the city’s casino gaming monopoly and opened the industry to foreign investment. As a result, Macau has become the world’s most lucrative site of casino gaming revenue, and a model for other regional states which are pursuing casino gaming-driven development. This article entails a post-structural analysis of neoliberal governance in Macau and a genealogy of the resulting post-socialist consumer subject. Framed by a critical engagement with Aihwa Ong’s theory of “neoliberalism as exception,” analysis reveals that Macau’s economic growth was enhanced, not by optimizing technocratic rationalities, but by reactive measures taken up by different actors, at several different scales, to address three governance crises of public order, public finance, and public health. What appear to be neoliberal interventions in the Macau economy are often exposed as contemporary iterations of latent governmental forms. These various factors form a dispositif, or apparatus, of subjectification.

Macau, the world’s largest casino hub with the largest gambling revenues, has received increasing attention as a research focus. Macau attracts more and more Chinese outbound tourists each year due to its gambling industry monopoly in Greater China. Macau is positioning itself as a ‘world center of tourism and leisure’ and has set out plans to become a broader-based tourist destination with economic diversification. Thus, an understanding of people’s varied motivations plays an important role in the current status of an environment with a moderate diversification of economic development. The objective of this study is to classify the outbound mainland Chinese tourists in Macau into more homogeneous subgroups on the basis of their travel motivations. Thirteen motivation items are extracted into four factors (namely knowledge and culture, relaxation, entertainment and gambling, and prestige) through exploratory factor analysis. Three distinct market segments are identified—freedom seekers, multi-purpose seekers, and fun and special interest in gambling seekers—based on a cluster analysis using k-means methodology. This study also presents the socio-demographic and trip characteristic differences among these three segments.

The return of Macau to the People’s Republic of China was nearly fifteen years ago but only recently have researchers been interested in studying the impact of the handover. This article reflects on the literature of Macao, focusing on texts exploring the displacement of poets from Portugal, Australia, and China to Macau. Poetry has been a crucial form of production that has showcased the social changes of this multicultural place. Although it is difficult to characterize a specific Macao way of life, during the transition period between 1987 and 1999, many poets sought to show the conflicts that occurred in the development of this special administrative region. This article attempts to analyze and characterize literary representations of recent Macao poetry published in Chinese, English, and Portuguese languages in order to define differences as well as a common sensibility.

This study investigated variance in the structure, functions and implications of young adults’ dual filial piety beliefs in Hong Kong, Macau and Taiwan using the dual filial piety model (DFPM). A total of 879 Chinese college students participated in the study, including 424 students in Hong Kong, 155 in Macau and 300 in Taiwan. Information on these young adults’ filial piety beliefs and life satisfaction was collected. The results showed that while measures of filial piety beliefs performed well in general in the three regions, there were some regional differences. Young adults in Taiwan and Macau endorsed stronger reciprocal filial piety beliefs than young adults in Hong Kong, whereas young adults in Macau and Taiwan endorsed stronger authoritarian filial piety beliefs than their peers in Taiwan. In Taiwan, both reciprocal and authoritarian filial piety positively contributed to young adults’ life satisfaction. However, only reciprocal filial piety mattered for life satisfaction in Macau, and only authoritarian filial piety in Hong Kong.

The so-called ‘Monte Carlo of the Orient’, Macau, has an economy that relies heavily on gambling. By 2006, Macau’s gambling revenue had exceeded that of Las Vegas. Mainland Chinese gamblers are a major source of customers for many Macau casinos. However, the nationwide crackdown on corruption in China has resulted in a tremendous revenue decrease in Macau. As a result, tourist managers need to learn how to adapt to these new changes and begin to segment tourists markets and address the different market segments more systematically by providing a varied range of services. This study aims to gain insight into Mainland Chinese travelers and to categorize these travelers according to their motivations. Three clusters of tourists emerged: ‘freedom seekers’, ‘multipurpose seekers,’ and ‘entertainment and gambling seekers’. Each cluster had a different sociodemographic profile and assessment regarding the gambling destination attributes. To attract tourists from these heterogeneous categories, managers should incorporate the corresponding responses into their marketing strategies.

One of the most significant changes within the government environment should be the reform of civil servant appraisal system. Currently, the civil servants in Macau are using the new civil servant appraisal system framework under the Law Number 31/2004 “Regime geral de avaliação do desempenho dos trabalhadores da Administração Pública”. As the new appraisal system attracts a large number of attentions for research, a satisfied number of literature reviews are stored in the current research bank. However, the literature reviews and research studies about the former civil servant appraisal system framework under the Law Number 87/89/M “Estatuto dos Trabalhadores da Administração Pública de Macau” were mostly written in either Chinese language or Portuguese language. Only very few English written research studies concern the former civil servant appraisal system under the Law Number 87/89/M “Estatuto dos Trabalhadores da Administração Pública de Macau”. Therefore, this paper provides the opportunities for international and English readers to understand the administrative law reform within the Macau environment.

This article analyzes articulations among urban enclaves, finance capital, and glass architecture by exploring MGM’s corporate investments in the Las Vegas CityCenter development and the Chinese enclave of Macau. CityCenter is an unsuccessful $9 billion master-planned urban community financed by MGM and Dubai World. Macau is a former Portuguese colony and Special Administrative Region of the People’s Republic of China which has, since its return to the PRC in 1999, replaced Las Vegas as the world’s most lucrative site of casino gaming revenue. Taken together, CityCenter and Macau are illustrative of the political economy and cultural logics of financialization. Foreign investment from Las Vegas entrepreneurs has vitrified Macau, transforming it into a phantasmagoria of glass resorts. Macau in turn plays a crucial functional role in capitalism’s recomposition in East Asia, similar to the autochthonous role of the Italian city-states of Venice and Genoa in the historical origins of capitalism. In order to ‘read’ the cities of Las Vegas and Macau, I explore intertextual legibilities among fictitious capital that relies on glass fiber-optic technology to enable grand architectural projects; expressionist fictional representations of glass architecture and its utopian transformative potential; and glass buildings that themselves dissimulate in a manner not unlike fiction.

Purpose – The Macau Special Administrative Region (MSAR) of the People’s Republic of China (PRC) has a unique identity. This study is based on a long period of research undertaken between 1995 and 2014. Permanent residents, the Chinese of Macau and all other MSAR residents constitute a body of model “citizens” which makes their legal identity understandable in the MSAR’s present social and economic context. Macau’s legal identity is based on centuries of trade and commerce. In Article 5 of the first chapter (I-5) of the MSAR’s Basic Law, the “way of life” in Macau’s society and economy are recognized as part of the MSAR’s legal framework. However, social change may play an important role in Macau’s development. The purpose of this paper is to look at the legal corpus as though it was a physical body with rights and duties, but also capabilities based on the nationality and residence statuses of its citizens, its companies and other entities (which will be studied more specifically in following articles). Design/methodology/approach – This study has used the combined approaches of fieldwork carried out between 2010 and 2015, interviews, and questionnaires. Findings – Way of life and the concept of One Country, Two Systems are key points that contribute to Macau’s contemporary identity. Way of life in the Basic Law constitutes a complex matrix formulation based on a series of particular facts and cultural traits, which leads to a better legal definition of important concepts such as nationality and residency in the particular case of Macau. The Basic Law is the constitutional law of the MSAR, but “Chineseness” still dominates the locals’ identity from day to day. More than 65 percent of the interviewees in the survey asserted their “Chineseness.” However, both Chinese and Portuguese, will continue to be official languages of Macau until 2049. The MSAR’s Chinese society speaks Cantonese and increasingly Putonghua, but it does not seem concerned by communicating using the Portuguese language. Clayton’s thesis emphasized the “unique cultural identity” of the MSAR and wrote that what made the Chinese of Macau “different from other Chinese, is the existence of a Portuguese state on Chinese soil.” Portuguese cultural tolerance is not mentioned, but it is a historical fact that has influenced Macau’s legal identity. The MSAR’s government has done its best to harmonize Macau’s multicultural society and it has particularly protected the Sino-Portuguese way of life in Macau. Practical implications – To apply the law and maintain the existing harmony in its society and economy, legal actions have had to be taken by the Macau government and courts. The courts of the MSAR are structured in three levels and have final powers of adjudication, except in very narrow political areas. The judicial system includes the following courts, from the highest to the lowest: the Court of Final Appeal, the Court of Second Instance and the Court of First Instance (Tribunal de Primeira Instância). Originality/value – This research is unique inasmuch as studies of legal identities focussed on large regions such as the MSAR of China are rare.

Abstract The present paper aims to explore how the critical lens of translanguaging can shed new light on the decolonizing language policy and planning (LPP) issues in Macau. As an illustration, we analyze the Chinese translation of a Portuguese poem, Viola Chinesa, in tandem with the visual art piece by the contemporary Chinese artist Xu Bing’s Square Word calligraphy tailored-made for Macau. In particular, we argue that the visual art piece by Xu Bing represents a visual and ideological turn of translanguaging that creates a hybrid piece of calligraphy to reverse the imagery orientalism reflected in the original Portuguese poem. By physically tracing the alphabets through the characters, viewers can gain an embodied translingual experience, which encompasses the ideological negotiation that transcends the Portuguese language dominance. In this boundary-breaking artwork, we can discern the deterritorialization of the unequal language and ideology dominance. Above all, it is concluded that the emerging translanguaging as a political and decolonizing stance provides new insights to renegotiate with fossilized values and beliefs, which in return, contribute to the decolonizing LPP of Macau.

Using survey method, this study compares the relative importance of exposure to Chinese media, pro-China local media, pro-democracy local media, and new media (e.g., Weibo, Facebook) on the building of national identity among Macau college students. We argue that the effect of media exposure on national identity formation is not uniform, owing to the political leanings of the media and the platform on which the information is transmitted (new media vs. traditional media). We find that getting news about China on Facebook is the most important predictor of the formation of national identity among college youth in Macau, followed by getting news on Weibo and exposure to traditional Chinese media. Conversely, exposure to pro-democracy local media and frequent use of Facebook exert a negative effect on national identity building among college youth in Macau. Positive sentiment toward China and trust in the central government act as mediators and fully explain the relationship between exposure to traditional pro-China media and national identity but cannot explain the positive effect of exposure to new media on national identity formation.

Purpose – The purpose of this paper is to explore the positive aspects of casinos, and gambling entertainment in particular, by revealing the health potential of these commercial establishments. In doing so, this work helps explain the affinity of Chinese consumers with gambling. Design/methodology/approach – The authors draw on Attention Restoration Theory to put forth a framework on the restorative potential of a casino on human health and its effects on managerial outcomes. The authors use a sample of 605 Chinese tourists in Macau and use both structural equation modeling and moderation analyses. Findings – Tourists’ ability to sense a casino’s restorative potential is positively related to their well-being and their propensity to view Macau as a value, to spend money in Macau and to revisit Macau. Moderation analyses reveal that tourists may still perceive a casino’s restorative qualities regardless of whether they plan to engage in gambling or other activities, are winning or losing money or reside outside mainland China. Research limitations/implications – The paper links gaming studies to the transformative research paradigm and considers the possibility that some socially unacceptable services may actually be beneficial to human well-being. Practical implications – The results help clarify why Chinese tourists tend to engage in casino patronage and gambling activities throughout the world. Social implications – This work discusses health benefits associated with socially unacceptable products and suggests that many “sinful services” may offer consumers transformative benefits. Originality/value – The paper is one of the first to explore positive aspects of gambling and spending time in casino environments, while showing that casinos may be “healthy places” for some consumers.

AbstrakCitra Visual dan Verbal dalam Poster Kampanye Berprilaku Baik di Macau. Macau merupakan negara kecil di Asia yang terkenal dengan objek pariwisata perjudiannya. Sebagai negara yang membangun perekonomiannnya dari sektor pariwisata, pemerintah Macau memandang perlu untuk mensosialisasikan sikap dan perilaku baik bagi penduduk dan pendatang di Macau , melalui poster-poster perilaku yahg dipasang di sepanjang jembatan penyebrangan. Poster-poster ini berisi perilaku-perilaku baik yang harus diperhatikan , baik berupa anjuran maupun larangan, agar tercipta ketenangan dan ketentraman lingkungan yang diinginkan. Poster-poster tersebut menggunakan tiga bahasa sebagai penyampai pesan verbal, yaitu Bahasa Cina, Bahasa Portugis, dan Bahasa Inggris. Sedangkan secara struktur visual, poster-poster tersebut memiliki unsur tokoh karikatur, latar visual dan gelembung percakapan. Dalam kaidah semiotika, poster-poster tersebut memenuhi fungsi semantik, sintaksis, dan pragmatik. Melalui gaya komik, diharapkan poster-poster tersebut menjadi menarik dan pesan serta larangan yang ingin disampaikan dapat dikomunikasikan dengan baik.

While Macau shares similarities with other island cities across the world, as a Chinese casino city under Portuguese administration for more than 400 years, certain unique features have also developed.

AbstractWhen dealing with autonomous regions, states may utilize Unionist Economic Integration (UEI) programs to forge a stronger sense of unionism. However, the literature has not been able to explain why UEIs work differently across regions. With the identical UEI implemented in Macau and Hong Kong, Macau seems to be firmly within Beijing's grasp, yet protests in Hong Kong are still intensive. Why is economic integration effective in appeasing some regions, but not others in the same polity?I argue that what makes UEI effective in appeasing a region is the region's economic dependence on the national center. UEIs add to the expected cost of contention, and thus high economic dependence sets that baseline to a higher degree, leading to effective appeasement with UEIs. I illustrate my argument with empirical analyses of two original datasets of protest counts and discontent with authoritarian institutions in Hong Kong, Macau, and Chinese provinces.

Among the G20 nations, Argentina, China, Italy, Japan, Mexico, Saudi Arabia and Turkey do not use the literal translation of COVID-19 in their official language(s) to refer to COVID-19, as they retain “novel” in the naming of this disease. China is the only G20 nation that names COVID-19 a pneumonia. Among Chinese-speaking jurisdictions, Hong Kong and Singapore governments follow the WHO’s recommendation and adopt the literal translation of COVID-19 in Chinese. In contrast, mainland China, Macau, and Taiwan refer to COVID-19 as a type of pneumonia in Chinese. We urge health authorities worldwide to adopt naming in their native languages that are consistent with WHO’s naming of COVID-19.

The article aims to compare the case of the two Chinese Special Administrative Regions (SARs) of Hong Kong and Macau against the theoretical grid developed by Vernon V. Palmer to describe the “classical” civil law-common law mixed jurisdictions. The results of the research include an acknowledgement of the progressive hybridization of the legal systems of Hong Kong and Macau, hailing from the English common law and the Portuguese civil law tradition, respectively, by infiltration of legal models and ideologies from Mainland China. The research also leads to a critical revision and refinement of the methodology and tools developed by Palmer in order to make them applicable to a wider range of processes of legal hybridization beyond “classical” mixes, and to a better appreciation of how transitional political and institutional phases play a critical role inlegal “mixity” or hybridity.

Macao managed for over 400 years to develop Iberian characteristics in the city together with the Chinese characteristics; it has formed an organic urban fabric reflecting ecological principles original from different places, that could easily to be adopted under tropic circumstance, The study focus on the researches of how these elemental principles should be, and how to develop and maintain those ecological principles. Survey was done on existing data from three different sources, namely 1) graphic images and maps, 2) documents archives, 3) archeological findings. The paper contributed for the knowledge would not only helpful to Macau modern urban renewal, but also benefit to relevant projects on ecological city plan.

The subject of the study is the design of the Jesuit Church of St. Paul in Macau, built in 1602-1640. The plan and design of the temple are typical of the Jesuit churches of Europe, but the decoration is distinctive, which manifested a new strategy of the Jesuits. The focus of the publication is on the decor of the preserved western facade, combining both European Christian symbols and images, as well as Chinese and Japanese. The article shows how the Jesuits introduced the Christian doctrine into the consciousness of the inhabitants through the pictorial series familiar to the local population, seeking its speedy dissemination. The project of the church belongs to European masters, and local sculptors worked on the decoration. The novelty of the research lies in considering not only the historical aspects of the expansion of the influence of the Jesuit Order in the territories of the Far East in general, in China and Macau in particular, but also the artistic aspects, which is important, since art was an important tool for the Jesuits in promoting Christianity, especially in the era of the Counter-Reformation, after the Council of Trent. The main conclusion of the study is that the facade is a retablo of the Church of St. St. Paul's in Macau is a kind of doctrinal synthesis in stone: through images and inscriptions in Chinese and Latin, knowledge about Catholic doctrine and the basics of Christian teaching is transmitted to local residents.

Abstract In the last two decades, cognitive translation studies in China has been gaining momentum, which is spurred by three lines or perspectives of inquiry: psychology (especially cognitive psychology and psycholinguistics), cognitive linguistics, and translation process research (TPR). Despite the limited numbers of researchers in the first two lines, their increasing number of monographs reflects their influence. Also, while the first two lines have distinctive Chinese characteristics, TPR has been quite parallel to its Western counterpart. This paper offers a survey of Chinese researchers in the three lines, mainly including those in the Chinese mainland, Hong Kong, Macau, and Taiwan. It briefly presents dissertations, publications and current lines of work. As many of the researchers publish in Chinese only, this paper provides a window for looking at the Chinese research scene in cognitive translation studies.
