In the 21st century, governments around the globe are faced with the question on how to tackle new migratory mobilities. Governments increasingly become aware of irregular immigration and are forced to re-negotiate the dilemma of open but secure borders. Rethinking Authority in China’s Border Regime: Regulating the Irregular investigates the Chinese government’s response to this phenomenon. Hence, this book presents a comprehensive analysis of the Chinese border regime. It explores the regulatory framework of border mobility in China by analysing laws, institutions, and discourses as part of an ethnographic border regime analysis. It argues that the Chinese state deliberately creates ‘zones of exception’ along its border. In these zones, local governments function as ‘scalar managers’ that establish cross-border relations to facilitate cross-border mobility and create local migration systems that build on their own notion of legality by issuing locally valid border documents. The book presents an empirically rich story of how border politics are implemented and theoretically contributes to debates on territoriality and sovereignty as well as to the question of how authority is exerted through border management. Empirically, the analysis builds on two case studies at the Sino-Myanmar and Sino-North Korean borders to illustrate how local practices are embedded in multiscalar mobility regulation including regional organizations such as the Greater Mekong Subregion and the Greater Tumen Initiative.

Cheng-tian Kuo analyses the dominant religions, including Chinese Buddhism, Tibetan Buddhism, Daoism, Christianity, Islam, and folk religions, but he also goes beyond that, showing how in recent decades the Chinese state has tightened its control over religion to an unprecedented degree. Indeed, it could almost be said to have constructed a wholly new religion, Chinese Patriotism. The same period, however, has seen the growth of democratic civil religions, which could challenge the state.

Long before China promulgated the official One Belt One Road initiatives, vast networks of cross-border exchanges already existed across Asia and Eurasia. The dynamics of such trade and resource flows have largely been outside state control, and are pushed to the realm of the shadow economy. The official initiative is a state-driven attempt to enhance the orderly flow of resources across countries along the Belt and Road, hence extending the reach of the states to the shadow economies. This volume offers a bottom-up view of the transborder informal exchanges across Asia and Eurasia, and analyses its clash and mesh with the state-orchestrated Belt and Road cooperation. By undertaking a comparative study of country cases along the new silk roads, the book underlines the intended and unintended consequences of such competing routes of connectivity on the socio-economic conditions of local communities.

Memories of Tiananmen: Politics and Processes of Collective Remembering in Hong Kong, 1989-2019 analyzes how collective memory regarding the 1989 Beijing student movement and the Tiananmen crackdown was produced, contested, sustained, and transformed in Hong Kong between 1989 and 2019. Drawing on data gathered through multiple sources such as news reports, digital media content, on-site vigil surveys, population surveys, and in-depth interviews with activists, rally participants, and other stakeholders, it identifies six key processes in the dynamics of social remembering: memory formation, memory mobilization, memory institutionalization, intergenerational transfer, memory repair, and memory balkanization. The book demonstrates how a socially dominant collective memory, even one the state finds politically irritable, can be generated and maintained through constant negotiation and efforts by a wide range of actors. While Memories of Tiananmen mainly focuses on the interplay between political changes and the Tiananmen commemoration in the historical period within which the society enjoyed a significant degree of civil liberties, it also discusses how the trajectory of the collective memory may take a drastic turn as Hong Kong’s autonomy is abridged. The book promises to be a key reference for anyone interested in collective memory studies, social movement research, political communication, and China and Hong Kong studies.

Chapter 6 examines the East China Sea dispute on China’s web. This includes an analysis of the official Chinese Diaoyu Islands website, but also of various military news portals and the web presence of non-governmental advocacy groups. While the issue is more dynamic, and notably involves more commercial actors, than the Nanjing Massacre case of the previous chapter, Chinese sites nevertheless fall back on traditional mass-media scripts. The analysis also reveals how this nationalist topic ‘sells’ in digital China: the prominent web resources make heavy use of advertising pop-ups and click-bait, and they juxtapose nationalist imagery with violence, pornography, and gambling offers. The chapter argues that, on China’s web, the issue of the East China Sea dispute is governed by a tacit consensus between political and commercial actors to commodify nationalist symbols for consumption by a specific target demographic, and that this practice shifts Sino–Japan discourses into chauvinistic directions.

China plays a variety of status games, sometimes emphasizing its status as an emerging great power and other times highlighting its status as a fragile developing country. The reasons for this are unclear. Drawing on original Chinese sources, social psychological theories, and international relations theories, this book provides a theoretically informed analysis of China’s global rebranding and repositioning in the twenty-first century. Contrary to offensive realism and power transition theory, the book argues that China is not always a status maximizer eager to replace the United States as the new global leader. Differing from most constructivist and psychological studies that focus on the status seeking of rising powers, this study develops a theory of status signaling that combines both rationalist and constructivist insights. The book argues that Chinese leaders face competing pressure from domestic and international audiences to project different images. The book suggests that China’s continual struggle for international status is primarily driven by domestic political calculations. Meanwhile, at the international level, China is concerned about over-recognition of its status for instrumental reasons. The theoretical argument is illustrated through detailed analysis of Chinese foreign policy. Examining major cases such as China’s military transformation, China’s regional diplomacy, and China’s global diplomacy during the 1997 Asian and 2008 global financial crises, this book makes important contributions to international relations theory and Asian studies.

Considering the striking similarities between the treatment of the dead and conceptions of the netherworld in ancient Egypt and China, how can these traditions be compared? In this book, Mu-chou Poo considers this question, and provides a new perspective on archaeological materials, including tomb structures and funerary texts, by addressing them in the context of universal human problems such as death, the future of the dead, and the search for happiness in life. To frame his analysis, Poo chronologically reconstructs the emergence of the idea of netherworld and its evolution in both ancient Egypt and ancient China. He explores the relationship between religious beliefs and social ethics in these civilizations, and looks at the reasons why similar social and material conditions could have produced varied expressions of the afterlife, and what such variations reveal about each of the parties in question. Poo argues that a comparison between both visions of the netherworld and their relationship to life experience enables us to gain further insight into the nature of each culture. Additionally, through his analysis, he shows that thematic comparison of ancient civilizations is not only possible, but extremely relevant to modern society.

Portrayals of Women in Early Twentieth-Century China explores the role played by woman, and their visual representations, in introducing modern design and modern ways of living to China. It investigates this through an analysis of how women and modern design were represented in the advertisements, photographs, and films of Republican-era China. This study explores the intersection of modernity and the Chinese woman, as they negotiated their changing identities through, and with, new designs that proliferated in Chinese households in the first half of the twentieth century. The advertisements, mass media, photographs and films took on the function of social conditioning, conveying to the viewers ideas of modern social standards, behavior and appearances. With women both instrumentalised within these images, and addressed through them, their visual representations became metaphors that fashioned a new portrait of China, while concurrently impacting on the identity, agency and subjectivity of women themselves.

Drawing upon cutting-edge knowledge and techniques from the sciences and digital humanities, Mind and Body in Early China employs the lens of mind-body concepts to critique Orientalist accounts of early China. Views of China as the radical, “holistic” Other are unsupportable for a variety of reasons. The idea that the early Chinese saw no qualitative difference between mind and body (the “strong” holist view) has long been contradicted by traditional archaeological and qualitative textual evidence. New digital humanities methods, such as large-scale textual analysis, make this position even less tenable. Finally, a large body of empirical evidence suggests that “weak” mind-body dualism is a psychological universal, and that human sociality would be fundamentally impossible without it. More broadly, this book argues that the humanities need to move beyond social constructivist views of culture and embrace instead a view of human cognition and culture that integrates the sciences and the humanities. Methodologically, it attempts to broaden the scope of humanistic methodologies by employing team-based qualitative coding and computer-aided “distant reading” of texts, while also drawing upon current best understanding of human cognition to transform the basic interpretative starting point. It has implications for anyone interested in comparative religion, early China, cultural studies, digital humanities, or science-humanities integration.

Authoritarian states try to present a positive image of themselves abroad. They invest in foreign-facing media, retain public relations firms, and showcase their successes to elite and popular foreign audiences. But there is also a darker side to these efforts. Authoritarian states try to obscure or censor bad news about their governments and often discredit their critics abroad. In extreme cases, authoritarian states intimidate, physically attack, or even murder their opponents overseas. This book is about how authoritarian states manage their image abroad using both “promotional” tactics of persuasion and “obstructive” tactics of repression. They adopt these practices to enhance their internal and external regime security or, put differently, to make their world safe for dictatorship. To substantiate these arguments, the book uses a diverse array of data, including fieldwork and author interviews, cross-national data on extraterritorial repression, examination of public relations filings with the United States government, analysis of authoritarian propaganda, media frequency analysis, and speeches and statements by authoritarian leaders. It builds a new data set—the Authoritarian Actions Abroad Database—that uses publicly available information to categorize nearly 1,200 instances in which authoritarian states repressed their critical exiles abroad, ranging from vague threats to confirmed assassinations. It also selects three cases for closer examination to understand in more detail how authoritarian states manage their image abroad using combinations of promotional and obstructive tactics: China, Rwanda, and North Korea. The result is a new way of thinking about the international dimensions of authoritarian politics.

Introductory chapters present the global context for the NSR, the development of Chinese universities along international models, and the history and outcomes of EU–China cooperation. The flows and patterns in academic cooperation along the New Silk Road as they shape and have been shaped by China’s universities are explored in more detail in the following chapters. The conditions for Sino-foreign cooperation are discussed next, with an analysis of regulatory frameworks for cooperation, recognition, data, and privacy. Comparative work follows on the cultural traditions and academic values, similarities and differences between Sinic and Anglo-American political and educational cultures, and their implications for the governance and mission of higher education, the role of critical scholarship, and the state and standing of the humanities in China. The book concludes with contributions focusing on the “Idea of a University”; the values underpinning its mission, shape, and purpose, reflecting on the implications of China’s rapid higher education development for the geo-politics of higher education itself.

What explains China’s response to intervention at the UN Security Council? China and Intervention at the UN Security Council argues that status is an overlooked determinant in understanding its decisions, even in the apex cases that are shadowed by a public discourse calling for regime change in Sudan, Libya, and Syria. The book posits that China reconciles its status dilemma as it weighs decisions to intervene: seeking recognition from both its intervention peer groups of great powers and developing states. Understanding the impact and scope conditions of status answers why China has taken certain positions regarding intervention and how these positions were justified. Foreign policy behavior that complies with status, and related social factors like self-image and identity, can at times mean that China selects policy options bearing material costs. China and Intervention at the UN Security Council offers a rich study of Chinese foreign policy, going beyond works available in breadth and in depth. It draws on an extensive collection of data, including over 200 interviews with UN officials and Chinese foreign policy elites, participant observation at UN Headquarters and a dataset of Chinese-language analysis regarding regime change and intervention. The book concludes with new perspectives on the malleability of China’s core interests, insights about the application of status for cooperation, and the implications of the status dilemma for rising powers.

In 1922, the Lun On troupe arrived in Seattle from Canada. It was quickly joined by other Cantonese opera groups moving across national borders, creating a network spanning the hemisphere from Vancouver to Los Angeles, New York, Havana, Mexico City, Mexicali, and even Lima, Peru. Through detailed primary source analysis Rao describes the financial and artistic accomplishments of these troupes even as they faced stigmatism and resistance from anti-Chinese organizations and exclusionary immigration policies. The interaction between the opera troupe/performers and local community was lively, reflected by the ritual practice, the publication of anthology for amateur, the opening of new theater, fund-raising performances, etc. In addition the chapter chronicles a series of distinctive actors, actresses and playwrights, as well as their signature repertoire that became most popular during this time.

How did China's mass manufacturing and “copycat” production become transformed, in the global tech imagination, from something holding the nation back to one of its key assets? This book offers a rich transnational analysis of how the promise of democratized innovation and entrepreneurial life has shaped China's governance and global image. The book reveals how a growing distrust in Western models of progress and development, including Silicon Valley and the tech industry after the financial crisis of 2007–8, shaped the rise of the global maker movement and the vision of China as a “new frontier” of innovation. The book draws on research in experimental work spaces in China, the United States, Africa, Europe, Taiwan, and Singapore, as well as in key sites of technology investment and industrial production. It examines how the ideals of the maker movement, to intervene in social and economic structures, served the technopolitical project of prototyping a “new” optimistic, assertive, and global China. In doing so, the book demonstrates that entrepreneurial living influences governance, education, policy, investment, and urban redesign in ways that normalize the persistence of sexism, racism, colonialism, and labor exploitation. The book shows that by attending to the bodies and sites that nurture entrepreneurial life, technology can be extricated from the seemingly endless cycle of promise and violence.

It argues that partisans on the right and the left often repeat the same fossil-fuel talking points and that this repetition produces a centrist consensus upholding the status quo. The work seeks to explain which U.S. national interests best explain its positions on the disputes over the course of more than a century. It determines that two have been most abiding: defense of freedom of the seas and the credibility of U.S. alliance commitments, particularly to the Philippines. As a result, the book examines not just the evolution of the South China Sea disputes but how those intersected with monumental shifts in the law of the sea and the state of the U.S.-Philippines alliance over the course of the twentieth century. The book also serves as a general history of the territorial and maritime disputes, providing a comprehensive overview of the factors that drove each party to stake claims, undertake new occupations, and occasionally resort to the threat or use of force. These threads come together in a forward-looking analysis of the current state of play and options for the United States and like-minded partners to pursue their long-standing interests in the face of a status quo which China has radically altered in just a few short years.

After a miraculous economic growth, spurred by the Beijing Consensus, China is now facing a slowdown. This book deals with the interesting issue of the middle-income trap—the phenomenon of the rapidly growing economy of a country stagnating at the middle-income level—in the context of China. It also discusses China’s limitations and future prospects, especially after the onset of a new “cold war” between China and the US, and in particular whether it would fall into the “Thucydides trap,” the conflict between a rising power and the existing hegemon. This book plays around three key terms, the Beijing Consensus, the middle-income trap, and the Thucydides trap, and applies a Schumpeterian approach to these concepts. It also conducts a comparative analysis examining China from an “economic catch-up” perspective. Economic catch-up starts with learning from and imitating a forerunner, but a successful catch-up requires leapfrogging, which implies a latecomer doing something different from, and often ahead of, a forerunner. Technological leapfrogging may lead to technological catch-up, which means reducing the technological gap, and then to economic catch-up in living standards and economic size. This linkage between technological and economic catch-up corresponds exactly with a similar linkage between the Beijing Consensus and escaping (or not) the middle-income and Thucydides traps. The book concludes that China’s successful rise as a global industrial power has been due to its strategy of technological leapfrogging, which has enabled it to move beyond the middle-income trap and possibly the Thucydides trap, although at a slower speed.

This chapter examines how Xiaocheng Folk Art Village in Yan'an was transformed into a container of tradition and the practice of paper-cutting into an intangible cultural heritage. It first considers the origin narrative of Xiaocheng Folk Art Village before discussing how China's urban intellectuals in the fields of folklore, religious studies, and anthropology have sought to re-understand the meanings of their work in the broader national and international framework. It then explains how Xiaocheng Folk Art Village emerged as a site of local, national, and international interests, with particular emphasis on the birth of creative rural subjects, reconfigured domestic relations, and a new public life in the village. It also describes the village's democratic struggles over folk art and concludes with an analysis of the politics of cultural authenticity and the invention of tradition in the broader context of intense urbanization and agrarian crisis in China. The chapter argues that heritage making in China is a process of “narrative battle” in which various actors construct differentiated meanings of history and tradition against the official party-state narrative.

This book explores the life stories of ten Uyghur women, all prominent political activists in the international Uyghur advocacy movement. Born and raised in East Turkestan/Xinjiang in the 1970s-90s, each woman departed from China before 2005 and chose to settle in Western countries. Today, they work tirelessly to defend the rights of Uyghurs and Turkic peoples in China, to raise public awareness of the PRC’s campaign of colonization and population reduction, recognized by eight countries today as a genocide. These narratives are based on interviews conducted over Skype or Zoom between 2020 and 2021, collected as a form of oral history. Relying on techniques of narrative analysis, the book focuses on the escalating tensions, turning points and other motivating factors (religious, political, psychological) that prompted their transformation in self-identity, ideology, and the emergence of a new Uyghur-Muslim feminism. The book describes how these women activists are navigating the competing reality constructions of the situation in Xinjiang, and effectively restorying a genocide that is ongoing in their homeland to bring about social and political change.

This work provides a new, comprehensive, and empirically grounded study of household incomes in China that critically examines the long-term rise and recent apparent decline in inequality. It covers incomes and inequality nationwide as well as separately in the urban and rural sectors, with close attention to measurement issues and to underlying changes in the economy, institutions, and public policy. The chapters examine a range of related topics, including the inequality of wealth, the emergence of a new middle class, the income gap between the Han and the ethnic minorities, the gender wage gap, and the impacts of government policies, such as social welfare programs and the minimum wage. A distinguishing feature of the book is its use of data from the China Household Income Project (CHIP), a collaborative, international research project that has organized nationwide household surveys spanning 1988, 1995, 2002, 2007, and, most recently, 2013. The CHIP data make possible to provide a consistent picture of the evolution of China’s income and inequality from the late 1980s to the beginning of the Xi Jinping era. Analyses of the 2013 CHIP data, with comparisons to findings from past rounds of the survey, reveal new trends in China’s inequality.
