This was the fifth International Congress on Child Abuse and Neglect that I have attended, others have been held in Geneva, Paris, Amsterdam and London. The 5th International Congress of Child Abuse and Neglect was held in Montreal, Quebec, Canada in September 1984. In keeping with the Congress theme, which emphasised community responsibility for the prevention of child abuse and neglect, organisers, agencies, professionals and citizens who contributed to the congress and represented different levels of Government and various sectors of the community; thus a broad cross section of the people involved. Prevention is the only way of reducing child abuse and neglect. The aim of the conference was to bring together preventative strategies from both professionals and self help agencies. Child abuse is a community responsibility. Every child has the right to be protected “against all forms of neglect, cruelty and exploitation”. Workers inthefield recognise that the help they bring to families is too little too late, and that we cannot rely on judicial strategies to reduce child abuse. Times are difficult, resources are strained, this affects service delivery, and brings increasing stress to the family, making them more vulnerable to breakdown. The U.S.A. spends $2 billion a year on treating the problem and only $2 million a year on preventative activities.

In its amendments to the Child Abuse Prevention and Treatment Act, Congress set forth a strict standard for treatment of impaired infants. The statute, shaped by right-to-life groups and certain medical organizations, calls for aggressive treatment in virtually all cases, regardless of the degree of suffering imposed and the burdens and risks involved. The federal rule evidences deep distrust of parental decisionmaking, relegating most parents to a nonparticipatory bystander role.Congress did not make its rule binding on the states. Rather, it conditioned the receipt of federal funds upon incorporation of the rule into each state's law. Most states have accepted the condition, largely through rulemaking by state child abuse agencies.This article challenges the authority of state administrators to promulgate these rules, and argues that state constitutions, little mentioned in the Baby Doe debate thus far, may prohibit many states from adopting the federal standard. Ordering medical interventions that perpetuate extreme conditions of physical and mental devastation, subjecting infants to grave suffering for uncertain benefits, and depriving parents of virtually all decisionmaking power violates the norm of governments constitutionally committed to individual liberty, human dignity and family autonomy. A constitutionally sound approach to this issue would permit careful, ethical deliberation, attention to the individual circumstances of each infant Doe and a reasonable degree of parental control.

Dear readers, I am pleased to introduce the 2021 Issue of IJCAR, the International Journal of Child and Adolescent Resilience, addressing various aspects of youth resilience. We also have a thematic section focused on resilience in Indigenous and multicultural populations. This issue includes five regular articles on different aspects of resilience. First, Lafrenaye-Dugas et al. document the sources of distress of adolescent boy victims of physical violence within their romantic relationships. Then, Martinez and her colleagues examine the effect of disclosure on resilience in adult female victims of childhood sexual abuse. In the following paper, Dr. Medico proposes a theoretical model of trans affirmative approaches for trans and non-binary youth based on Axel Honneth's ethics of recognition model (2000; 2006). Richard et al. investigate the role of perceptions of harm and perceived peer and parental attitudes towards substance use in the association between adverse childhood experiences and substance use in adolescents. Finally, Villate and her colleagues document the subjective experiences of emerging adults who have a parent with a mental disorder and suggest ways to support their resilience in the transition to adulthood. In addition to these regular articles, we also have a commentary on the 5th World Congress on Resilience by Dr. Ionescu and a thematic section focused on resilience in Indigenous and multicultural populations. This section presents five articles on the effects of the Lantern|Awacic sexual violence prevention program training for workers in Indigenous care settings (Attard et al.), the relations between virtues, well-being, and resilience in Indigenous youth in the Peruvian Amazon (Bullock et al.), Child Maltreatment-Related Investigations of Children from Newcomer Households in Canada (Houston et al.), a review of the use of mobile applications to support Indigenous youth well-being (Noronha et al.), and finally, the validation of the Child and Youth Resilience Measure (CYRM-28; Ungar & Liebenberg, 2011) in Nicaraguan youth. Currently, there’s an increasing trend in child sexual abuse in Indonesia. Data obtained from Commission for Victim and Witness Protection (LPSK) showed that the number of CSA cases reported in 2018 were doubled from those in 2017. Like many of CSA cases, the perpetrators were someone familiar to the children, and in some cases, it’s their close relatives. LPSK stated that only less than 20% of the perpetrator were strangers.Unfortunately, most CSA cases goes unreported. A study conducted by Wismayantia, et al (2019) shows that lack of knowledge about CSA and insufficient sex education due to the uncomfortable feeling to talk about sexual matters played a significant role in the reluctance to report CSA cases. Moreover, there’s a tendency to not report a CSA that were conducted by a family member because most family felt the need to protect the family’s name. This program were conducted in North Kembangan Village and aimed to provide an educational overview of the dangers of the effects of CSA. The method provided were introduction and discussion between participants.

Child sexual abuse is considered a social problem because of its high prevalence and its negative long-term consequences on child development and functioning (Séguin-Lemire et al., 2017). It is difficult to estimate the scale of this phenomenon due to the failure of victims to report situations of abuse. The severity of sexual abuse is determined by many factors, including technological advances that facilitate access to developmentally inappropriate content, lack of parental attention, environmental support or sex education (Handayani, Rasmita, 2020). Children who experience abuse may struggle with post-traumatic stress disorder (Berliner, 2011), depression (Greger et al., 2015), and anxiety (Doerfler et al., 2009). Failure to therapeutically work through traumatic experiences of abuse can lead to emotional, or personality disorders in adulthood (Kiemblowski, 2002; Salter, 2003). Children living around the world are unable to understand sexual abuse, being let alone give informed consent to it. The role of early prevention measures to protect the youngest from sexual abuse is increasingly emphasised (Wurtele, 2009; Zeuthen & Hagelskjaer, 2013). Review studies indicate the importance of prevention in increasing children’s self-defence knowledge and skills (Topping, Barron, 2009; Walsh et al., 2015). Numerous studies conducted so far indicate the significant role of the close environment in conducting effective prevention of sexual harassment of the youngest (Farmer et al, 2011; Pieper, DeHann, 2017; Reppucci et al, 1994). The aim of this article is to present the issue of child sexual abuse and show the importance of selected preventive actions taken by the family and non-family environment (Wortley, Smallbone, 2006). Involvement of the close environment, according to the assumptions of Bronfenbrenner’s model (1977), may contribute to effective protection of the youngest on many interacting levels. According to Bandura’s (2002) theory, children learn by observing and imitating the behaviour of real life characters. It is therefore important to answer the question: how can children’s close environments work together to effectively protect them from sexual abuse?

Abstract This paper examines trends in elder abuse cases (types of abuse, traits of abusers, victims and their relationships, levels of disabilities and dementia of victims, etc.) by using longitudinal data (2012-2018) collected by Japan’s Ministry of Health, Labour and Welfare since its enforcement. Considering these trends, this paper then compares the Elder Abuse Prevention Law to the Child Abuse Prevention Law to assess differences in policy and program provisions and how those relate to successful prevention outcomes. For example, while reports for both elder abuse and child abuse cases have been increasing, governmental actions taken in response have varied. The Child Abuse Prevention Law has been modified 6 times since its enactment based on abuse cases, but no amendments have been made for Elder Abuse Prevention Law based on case or evaluation data. Moreover, there have been many public awareness campaigns for child abuse prevention, but none for elder abuse prevention. These efforts appear to have positive outcomes including increased reporting of child abuse to police. This analysis aims to compare abuse data, abuse laws and public health efforts for children and older adults in Japan. Findings seek to identify disparities and areas where the public approach to child abuse can inform and strengthen elder abuse policies and programs.

Previous research has shown that youth consider school-based child abuse prevention programs as one of the most important strategies for preventing child abuse and neglect. This study asked young child abuse survivors how school-based child abuse prevention programs should be shaped and what program components they perceive as essential. Semi-structured interviews were conducted with 13 Dutch young adults that were a victim of child abuse or neglect. A literature review that resulted in 12 potential program components was used to guide the interviews. All young adults agreed that school-based child abuse prevention programs are important and have positive effects on children’s awareness of child abuse. Teaching children that they are never to blame for child abuse occurrences was considered one of the most important components of school-based programs, next to teaching children how to escape from threatening situations and to find help, increasing children’s social–emotional skills, promoting child abuse related knowledge, recognizing risky situations, and increasing children’s self-esteem. Further, the participants found it important to provide children with aftercare when a school program has ended. Overall, young child abuse survivors have a strong view on what should be addressed in school-based child abuse prevention programs to effectively prevent child abuse.

Objective: This research aimed to investigate the effectiveness of a child abuse prevention training method on the tendency towards child abuse and parental self-efficacy in mothers with a history of committing child abuse in the city of Isfahan. Methods and Materials: This applied research was of a quasi-experimental type, conducted with a pre-test, post-test, and a 2-month follow-up with a control group. The population in this study included all clients of the social emergency centers in Isfahan in the year 2023, from which 30 mothers with a history of child abuse interested in participating were selected using purposive sampling and randomly assigned to experimental and control groups. Participants from both groups completed the Child Abuse Tendency (CAT) and Parental Self-Efficacy (PSE) questionnaires at the pre-test, post-test, and two-month follow-up stages. The experimental group received eight 90-minute sessions of child abuse prevention training. Data were analyzed using SPSS version 26 and the repeated measures analysis of variance method. Findings: The results of the repeated measures analysis of variance indicated that child abuse prevention training effectively reduces the tendency towards child abuse (F=28.45) and also increases the self-efficacy (F=55.73) of mothers with a history of child abuse (P<0.05). Conclusion: Based on the results, it can be said that to reduce the tendency towards child abuse and improve the self-efficacy of mothers with a history of child abuse, the child abuse prevention training method can be used.

Abstract (sommario):
The purpose of this study is to confirm the effect of the child abuse prevention education program on the promotion of the intention to report child abuse. Subjects of experimental group watched VOD with child abuse prevention instruction developed by this researcher in 2019, and those in contrast group watched VOD with child abuse prevention instruction spread by Central- Child Protection Agency in 2016. All advance tests of both groups were taken from the 17th to 30th of August in 2019 and participants joining in each others' program were asked to participate in this program education and take the post-test after watching VODs for 10 whole days (from September 27th to October 6th in 2019). I used SPSS 18.0 for analyzing data, and three-way mixed ANOVA. According to this study, the experimental group offered child-abuse prevention instruction developed by this researcher showed that all the scores of intention to report child abuse rose meaningfully higher toward both the cases that can be recognized strongly and weakly to be child-abuse than the contrast group trained with existing child-abuse prevention instruction. and I confirmed that this program has an effect on child abuse prevention instruction through on-line.

Abstract This paper compares components of four abuse prevention laws in Japan, including elder abuse, child abuse and domestic abuse, and abuse for people with disabilities and delineates major strengths and weaknesses of the Elder Abuse Prevention Law in comparison to the other three. Based on this analysis, this paper recommends improvements in the elder abuse prevention law given the success of the related abuse laws. Despite the requirement of re-evaluation every 3 years, no amendments have been made to the elder abuse prevention law, while amendments have been made to the child abuse and domestic abuse prevention laws, based on outcome data and implementation experience. Identified needed revisions include provisions of protection orders and temporary shelters to protect elder victims from abusers at the time abuse is reported.
