Thesis advisor: Seth JacobsU.S. President Jimmy Carter's handling of the Arab-Israeli conflict and the Middle East can only be properly understood in the context of his religious beliefs. Carter pursued what amounted to a faith-based foreign policy. Guided by the Christian concepts of justice, forgiveness, humility, and an emphasis on the importance of individuals, Carter attempted to make policy conform to the standards set by his faith. Viewing the Arab-Israeli conflict through this lens, he committed to advancing the Middle East peace process out of a Christian sense of duty. Religious belief caused Carter to champion the Palestinians' cause since he believed that the Palestinian people were suffering grave injustices under the Israeli occupation of the West Banka and Gaza. Ultimately, his faith-based approach proved unable to resolve the many diplomatic challenges facing his administration in the region. Fearing that any chance for peace might be lost, he invited Prime Minister Menachem Begin of Israel and President Anwar Sadat of Egypt to Camp David for substantive talks in September 1978. Only when Carter abandoned his religiously grounded policy orientation and embraced a coldly calculating approach did he succeed in getting the Israelis and Egyptians to agree to a deal. With the conclusion of the Israeli-Egyptian peace treaty in March 1979, Carter effectively removed himself from any further involvement in the process

This thesis offers a study of the Israeli-United States relationship.
It argues that this special relationship has evolved from an initial American support for the creation of a Jewish State in 1948 to a high level of economic and military aid.
Although some U.S. presidents criticized the support and the general commitment to Israel because of an unfavorable improvement to the relationship with some Arab states, Washington never operates against its major strategic ally Tel Aviv.
By examining news reports and several books, this thesis demonstrates how strategic and military interests are not enough to justify this high amount of financial and military assistance provided to Israel, the highest of any other country. Instead, in the United States the existence of a strong pro-Israel lobby can explain why at the end of the Cold War, Israel continues to be considered as the major U.S. ally in the oil-rich Middle East.
This thesis does not want to accuse the pro-Israel lobby of conspiracy or secrecy, because the lobbying influence in the U.S. is legal, but analyzes how it can influence U.S. foreign affairs.
To understand how important the lobbying phenomenon is, this thesis will focus specifically on the case study of Camp David Accords when Israel and Egypt signed Peace Accords in 1979. It examines the possibilities of presidential diplomacy and it argues that the domestic aspects of the dispute narrowed Carter’s options, limited public debate and influenced decisions in pivotal moments.

La question moyenne-orientale est dans l'actualité depuis 1948. C'est en cette année que se crée l'Etat d'Israël sur les décombres du mandat britannique en Palestine. Dès le commencement, la guerre va commencer à fixer les frontières entre Israël et ses voisins arabes. Cependant, après 1967, une nouvelle question va apparaître, celle des relations avec les Territoires occupés. En conséquence, l'Etat d'Israël aura deux questions frontalières à gérer : la question interétatique classique et la question interne avec les Palestiniens. Cette recherche tente de démontrer les voies employées par les différents acteurs régionaux et internationaux pour trouver une solution à cette question juridique qui cause l'instabilité régionale. On s'appuiera sur le droit, l'Histoire, la science politique (en particulier, l'étude des idéologies sioniste et arabiste) et les relations internationales pour trouver une cohérence aux réussites et aux échecs qui ont émaillé l'histoire du Moyen-Orient depuis 1948 et le fait qu'Israël n'ait encore que deux frontières internationalement reconnues, une avec l'Egypte et l'autre avec le royaume de Jordanie.

David Allan's artistic career may be divided into two major periods. Having first attended the Foulis Academy, he spent at least a decade in Italy, finally returning to Scotland in 1779, his home for the next seventeen years. The pictures which he executed during this second period form the basis of the present study. Since the emphasis of this study is thematic rather than biographical, some distortion of chronology is inevitable, though it is not uncomfortably obvious. At the same time, some element of biography is indispensable. This is particuarly true of the first chapter, a necessary setting of the scene which highlights Allan's training in the arts, his collection of prints, copies, original drawings and plaster casts, and the most important works from his years abroad. That part of this biographical account which deals with his Scottish career is devoted largely to Allan's work as Master of the Trustees' Academy, since the pictures with which he was occupied at this time - portraits, Conversation pieces, literary illustrations, Historical paintings and Genre scenes - are taken in groups and discussed in greater depth in the chapters which follow. Before the first chapter concerned with Allan's work in any of these genres, however, there stands a chapter dealing with the wider context of narrative painting in Britain at the time and introducing a number of themes traced throughout later chapters, where they are more fully and particularly discussed.

Cependant, il savait aussi que, dans l'Amérique des années 1840-50, celles-ci pouvaient servir des projets d'appropriation ou d'exploitation, et que le cadastre dresse un enclos qui fige et limite les possibles. Ce travail de thèse reconstitue l'importante documentation cartographique de cet auteur et identifie les cartes consultées, copiées et annotées au cours de sa vie d'écrivain, pour montrer comment le texte devient le lieu où Thoreau, arpenteur et vagabond, conjugue son goût pour la précision cartographique et son attrait pour l'inattendu, la désorientation et l'extravagance - lexicale et politique tout à la fois. This thesis is a detailed study of the numerous maps used, copied and annotated by Thoreau in the course of his writing career. As a surveyor and a saunterer all at once, Thoreau conceived of his texts as the place where he could combine his fascination with cartographic accuracy and his taste for lexical as well as political disorientation and extravagance. Chapter 1 examines the nature of mapping processses and identifies the four types of maps that Thoreau was familiar with. Chapter 2 looks at the texts written in the 1840s and shows how Thoreau questions the very notion of discovery - a central idea in his time. Chapter 3 shows how Waiden, Cape Cod and The Maine Woods were written with the help of specific maps, even as Thoreau's prose takes the form of an exercise in disorientation. Chapter 4 addresses Thoreau's political essays and shows how his experience as a surveyor was the starting point for a reflection on language and the way it maps the world. Chapter 5 looks at later texts about nature and reads them as the achievement of Thoreau's reflections on space and community

This thesis looks at how changes in the Australian Federal Government’s economic policy have affected career advice practices in New South Wales Secondary Schools. From 1927 – 75, career advice practices were primarily used to assist the nation in the process of industrialisation. However, from 1975 – 96 careers advice in schools has become increasingly marginalised as a result of the professionalisation of the role during the 1970s. The process of professionalisation had the effect of estranging Careers Advisers from the educational establishment and reducing their utility in facilitating the economic ambitions of the Federal Government.

The importance of information technology (IT) for modern business and, indeed, research in general cannot be questioned, as its sheer pervasiveness adequately attests. However, simplistic views of technological utopianism are now being offset by accounts of technological dystopianism. Clearly organizational management have wholeheartedly subscribed to an IT future as a staggering 41 percent of total capital expenditure in US organizations currently goes on IT. However, organizations face enormous difficulty in trying to achieve successful training programmes in the use of IT. This research study involved the construction and implementation of an IT training programme for mid-career employees in a large multinational organization. Davis (1989) identified two constructs as relevant to user acceptance of technology, namely ease of use (EOU) and perceived usefulness (PU). These constructs were operationalised into a set of principles to underpin the training programme which was delivered in two phases, each specifically addressing one of Davis’ constructs.

Architecture and planning have historically struggled to find agreement on defining urban design and a relevant body of theory. In the 1950s, Dean Josep Lluís Sert first used the term ‘urban design’ for proposed new programmes of study at the Harvard Graduate School of Design (GSD). However, facing opposition to the move, urban design was introduced as extensions to established teaching programmes. At the same time, Dean George Holmes Perkins at the University of Pennsylvania (Penn) took a different approach, embedding urban design into a joint Master’s programme. Louis Kahn and David Crane were appointed to lead the architecture and city planning studios respectively. Despite a relatively short tenure at Penn from 1958 to 1964 and publishing relatively little, it is argued that David Crane significantly influenced thinking about urban design at a time when Modernism was failing. Crucial was the revalidating of public spaces and amenities as a key to urban place making and social identity. Importantly he argued that the role of the urban designer was establishing the framework to guide future development: what he called a ‘capital web’. The paper traces Crane’s core ideas and how they intersected with other urban thinkers at that time. Also examined is the way Crane’s teaching shaped the career development of two graduates, Roelof Uytenbogaardt and Denise Scott Brown, and how this propelled their subsequent practices. The conclusions argue that Crane’s ‘capital web’ remains a potent conceptualisation finding new relevancy in the twenty-first century.

Esta pesquisa associa conhecimentos de Design Thinking, Design de Exposições e Design de Informação para identificar problemas e sugerir soluções de comunicação visual em um dos microcosmos do Museu Histórico de Londrina, a exposição permanente Casa Central de David Dequêch. A elaboração deste estudo tem como principal objetivo implementar ferramentas de comunicação visual no local, a fim de o tornar potencialmente educativo. Para que sejam aplicadas e testadas futuramente, com a finalidade de ampliar sua utilidade em outros ambientes do Museu. Isso porque a comunicação visual atualmente instalada nesse Microcosmo e em outros ambientes do museu apresenta obstáculos para geração de diálogo entre exposição e visitante, prejudicando o aprendizado do interlocutor. A realização desta pesquisa ocorre por meio do método o indutivo, de caráter qualitativo e de natureza exploratória. Seu delineamento será realizado por meio de pesquisa-ação, utilizando como estratégia a execução de entrevistas e de visitas para observação do local. A contribuição para o remanejamento e atualização da exposição trará benefícios para a instituição, porque a tornará mais atrativa e com maior potencial educacional para seus visitantes.

Carnet de soltero/a es una obra de arte de la experiencia del espacio humano que consiste en la emisión de carnets que avalan a sus poseedores/as como discapacitados/as, un resultado virtual del artículo de Henry Bodkin publicado en The telegraph el 20 de octubre de 2016, según el cual la OMS definiría como ?infértiles? a las personas solteras, y por lo tanto, de acuerdo al glosario de la misma organización, como ?discapacitadas?. Lo anterior para favorecer una reflexión entre los participantes sobre las vivencias de injusticia espacial vinculadas con el estado civil que un hecho como el descrito generaría. En esta comunicación no pretendemos demostrar que muchas de las actividades que realizamos en nuestros entornos locales se encuentran cada vez con mayor frecuencia bajo la influencia de los sucesos globales o viceversa, pero sí deseamos compartir el proceso creativo de Carnet de soltero/a, el cual partió de un supuesto acontecimiento local que podría tener efectos globales: la decisión tomada por un grupo reducido de personas reunidas en Ginebra sobre todo el mundo. Más allá de ese punto de partida, los referentes empleados también tienen orígenes diferentes al contexto guanajuatense, México, Estados Unidos y España. El primer referente es Minerva Cuevas (1998) con su pieza Mejor Vida Corp. en la cual se ofrecieron ayudas a los ciudadanos, como carnets de estudiante o cartas de recomendación, y que tenía como objetivo mostrar al gobierno los apoyos que los ciudadanos requerían prioritariamente. Por otra parte revisamos Wedding Project de Alix Lambert (1993) en la que se abordó la fugacidad con la que era posible de los años 90 cambiar de estado civil. Proponemos el análisis de la obra “Mirror” de David Hammons, para demostrar como el tapado de la obra de arte continúa siendo una estrategia crítica de antivisualidad frente a la sobre abundancia de imágenes. Éste es un análisis y una interpretación que forma parte de un trabajo más extenso que desarrollamos sobre las prácticas antivisuales en la contemporaneidad. David Hammons (U.S.A., 1943). En su trabajo, negar la posibilidad de ver y provocar la curiosidad es una de las estrategias que utiliza el artista a través de su obra. Un artista que comenzó burlándose del mercado cuando al principio de su carrera vendía durante el invierno de Harlem bolas de nieve como obras de arte. Comprometido con los derechos civiles, su trabajo reflexiona sobre las experiencias de la vida afroamericana y el papel que juega en la sociedad americana. En el artículo describimos y analizamos el conjunto de la serie mirrors (espejos) y la ponemos en relación a una destacada trayectoria donde performance, pintura, escultura, y toda clase de prácticas artísticas son utilizadas para provocar la curiosidad en el espectador. Analizamos la serie que aparece en la fotografía superior para revelar como frente a la eficacia e inmediatez con la que el sistema del arte y el sistema en general categoriza, digiere y canibaliza los acontecimientos, la negación sostenida se convierte en un valor añadido para las obras de arte. Sólo hay que pensar en el contexto en el que nos movemos con las políticas de visibilidad, donde si las redes de vigilancia se multiplican y los individuos abiertamente nos exponemos al mundo, cualquier muestra de ocultación es tomada como un acto de rebeldía. Interpretar el concepto de tapado de la imagen heredado de sus pinturas ocultas o pinturas de lona (Kool Aids) nos ayuda a establecer relaciones con otras obras de la antivisualidad y la ocultación como estrategia de cuestionamiento. Terminamos con unas conclusiones que nos permiten afirmar que estas estrategias presentes en éste y en otros artistas logran mantener expectante la mirada del visitante de forma que más allá de su antivisualidad sus obras en realidad logran que nos detengamos y pensemos más allá de lo que se muestra. The Midwestern agricultural landscape is a tapestry shaped by natural and artificial forces. From above, patterns of use mani¬fest through grids, infrastructural lines, and irrigation circles, superimposed with other natural or manmade features. These patterns can be seen as expressions of our cultural values: layered compositions of regulation, agricultural production, and environmental conditions. Aerial imagery captures the complex interaction of natural and human logics by taking these patterns, formed without compositional intention, and presents them as cultural artifacts. This paper seeks to probe these accidental compositions as objects of reflection through the investigation of the production of aerial imagery, the adoption of landscape patterns in both art and architecture, and the exploration of these superimpositional techniques. Of particular interest are art and architectural practices that explore the tense relationship between man and environment through a reinterpretation of the captured landscape. Works by artist Andrea Zittel, photographer David Thomas Smith, and visual effects artist Aydin Buyuktas are considered as case studies that provide a critical context for the author’s public art installation, 3_6_._9_°,_ _-_8_9_._6_°. This project reinterprets the forms and patterns of the Midwestern agricultural land¬scape as a field of play. This installation, comprised of portions of discarded carpet, is inhabitable as drawing, surface, and representation of the landscape of Southeast Missouri. Here, the aerial landscape is a composition of values, and, applied to a vertical surface presents those values in a new light.

Dr. Daniel Savitsky, Professor Emeritus Stevens Institute of Technology, has been a leader in the field of high-speed marine vehicle hydrodynamics for 70 years. His landmark paper, "Hydrodynamic Design of Planing Hulls", published in the very first (1964) edition of the Society of Naval Architects and Marine Engineers Marine Technology, is well known to all in the field. An in-depth look at his life and career beyond this singular contribution will be shared in honor of his many contributions to his family, colleagues, students and friends. Dan Savitsky began his career as a student at the College of the City of New York, graduating in 1942 to work for the EDO Corporation at College Point, New York. Here at EDO, his love for the planing surface was born with his involvement in the development of seaplane floats during the war. After being drafted into the Army of the United States, he was assigned to the National Advisory Committee for Aeronautics’ Langley Laboratory in 1944, where he advanced his knowledge not only of planing surfaces, but an important future skill, model testing. His next and current home was Stevens Institute’s Davidson Laboratory, where he obtained a Masters degree in 1952 and up the ranks from project engineer to Director of the Laboratory. He later obtained his Doctorate from New York University in 1972, and mentored untold scores of students. He achieved many honors during this time such as the SNAME Cochrane and Davidson awards and the Stevens Jess Davis award. These awards were earned through scientific contributions passed on to us in numerous papers and presentations, as well as through his active participation in professional organizations such as SNAME, ASME, ATTC, ITTC and many more. There are numerous accounts of his kindness and concern as well as scholarly advice to laymen, students and professionals alike. An attempt is made here to present Dr Savitsky’s many contributions, not just a tabulation of his technical achievements, but to include his influence on the many who have worked with or were taught by him.

Donald Blount is recognized around the world for his contributions to high-speed marine vehicles of various types for more than 50 years. A highlight of his career has been the revolutionary high-speed craft, DESTRIERO, which holds the combined east- and west-bound Atlantic crossing elapsed time record and the fastest east-bound crossing record for which its development history has been presented in numerous forums. An in-depth look at his career beyond this singular achievement will be shared in honor of his numerous contributions to the marine industry during his lifetime of bringing science and technology to the waterfront. Donald Blount began his formal career in 1954 as an intern at David Taylor Research Center while a student at Virginia Polytechnic Institute. He was hired by DTRC and worked in the model test basin and in the tests and trials branch. In 1959 he successfully tested into a naval architecture position. He concluded his degree in Mechanical Engineering at George Washington University in 1963. Also in 1963, Gene Clement and Donald published "Resistance Tests of a Systematic Series of Planing Hull Forms" in SNAME Transactions which concluded two years of testing in Tank 3 at DTRC and of the subsequent analysis of Model Series 62. He worked in Jacques Hadler's division conducting individual research and directing engineering programs relating to emerging technology in the field of hydrodynamics. He served as Project Engineer in the ship powering, small craft, propeller and full-scale trials branches. He volunteered and served two years as a civilian with NRDUV (Naval Research and Development Unit, Viet Nam) including being in Viet Nam during the summer of 1968. Throughout 1967 while acting as branch head, he received casualty reports from the field for trend monitoring. During his in-country tour in 1968, he personally participated in nine missions on the rivers of the Mekong Delta and offshore. Upon returning from his service he found that his position as Trials Branch Head at DTRC was no longer available and he chose to transfer to the Combatant Craft Engineering Department in Norfolk, Virginia as Technical Manager in 1969. He was responsible for planning, organizing and monitoring research and development programs for small craft and their systems. He also evaluated technological trends and selected promising approaches to achieve significant advances in performance. Department of Defense and other governmental agencies. He was promoted to Department Head in 1981 where he was responsible for design, engineering and testing of all non-commissioned navy craft. He supervised 80 government employees and an additional 45 contracted technical staff. The department developed contract plans and specifications used to procure navy boats and craft. He served as advisor to all levels of the Department of Defense on issues relating to state-of-the-art technologies required for producing high-speed small craft. Throughout his civil service tenure he maintained a small, private consulting practice for the recreational boating industry and when he retired from the Civil Service in 1990, he took his consulting practice full time as a naval architect and professional engineer providing hydrodynamic expertise with an emphasis on sea-keeping, propulsion, maneuvering, control and dynamic stability for high speed and special purpose commercial, military and recreational craft. Donald has published numerous papers and has received several honors in recognition of his contributions. He maintains several professional society memberships, is a professional engineer registered in Virginia and North Carolina and has professional interests including marine archaeology and the collection of antiquarian naval architectural books about boat and yacht design. He is currently writing a book regarding the technical design of small craft. An attempt is made here to present Donald's many contributions in bringing science and technology to the waterfront.

Designers are first and foremost members of society, sharing the same concerns around education, finance, career prospects, social status, and self-fulfillment as any other practitioners. The creative and humanistic nature of designer roles, however, often places them in an inferior position in meritocratic, progressivist systems. In a total of three sections, designers are contextualized in a scape of lived experiences, anecdotal evidence, statistics, investigative reports, and theoretical resources, interwoven to picture a specific contemporary designer situation. The Human Capital discussed the systemic occupational discrimination against designers made visible and measurable by the US and Canadian immigration offices, attributing this phenomenon to the awkward classification of academic disciplines, the poor understanding of designer roles at the administrative level, and the skewed emphasis on solving hard technical problems. It was argued that said skewed emphasis can be traced back to the setup of goals and incentives in the existing educational institutions, overshadowing the value of designers’ ability to solve real-world problems and improve the wellbeing of many. The (Great) Expectations touched on the homogenous admission schemes in China and the profound implications of Eurocentric ideologies on Chinese design students’ choice of postgrad education. These factors, combined with the disproportionate expansion of design schools in the UK and the less-than-transparent rankings that favored British schools, gave birth to a tutoring industry that aims at sending Chinese design students to the UK for higher education. The discrepancy between the expectations from the education systems and the requirements from the job market, however, contributed to a new norm where graduates from prestigious programs overseas went back to the sector where they once received tutoring, instead of working as designers in the field. The Job raised personal observations and reflections on graphic design jobs. Juxtaposed with David Graeber’s bullshit jobs theory, the repetitive, substitutable, and nonautonomous aspects were brought up to question the meaningfulness and prospects of the very occupation, followed by a brief mention of emergent AI image generators both as opportunities to reduce workload and threats to the job security of graphic designers. Further, it was argued that because corporate design principles were postulated upon unsustainable business models, when designers are doing good in a contemporary corporate context, there is the danger of them causing more harm in the long run than their “average” counterparts. Stefan Sagmeister and Jaron Lanier were referenced to call for more justified specifications of “good design” versus “bad design”, as well as more subversive transformations of corporate design principles and know-hows. As a semi-open closing mark, opportunities for improvement and reframing of the afore-mentioned situation were identified to evoke further discussions on the very status of designers.

On 20 September 2022, an outbreak of the Sudan strain of Ebola Virus Disease – SVD – was announced as the first laboratory-confirmed patient was identified in a village in Mubende District in central Uganda. Uganda’s Ministry of Health (MoH) activated the National Task Force and developed and deployed a National Response Plan, which includes the activation of District Task Forces. The target areas include the epicentre (Mubende and Kassanda districts) and surrounding areas, as well as Masaka, Jinja and Kampala cities. This is of great concern, as Kampala is the capital city with a high population and linkages to neighbouring districts and international locations (via Entebbe Airport). It is also a serious matter given that there has been no outbreak of Ebola before in the city. This brief details how Risk Communication and Community Engagement (RCCE) activities and approaches can be adapted to reach people living in Greater Kampala to increase adoption of preventive behaviours and practices, early recognition of symptoms, care seeking and case reporting. The intended audiences include the National Task Force and District Task Forces in Kampala, Mukono, and Wakiso Districts, and other city-level RCCE practitioners and responders. The insights in this brief were collected from emergent on-the-ground observations from the current outbreak by embedded researchers, consultations with stakeholders, and a rapid review of relevant published and grey literature. This brief, requested by UNICEF Uganda, draws from the authors’ experience conducting social science research on Ebola preparedness and response in Uganda. It was written by David Kaawa-Mafigiri (Makerere University), Megan Schmidt-Sane (Institute of Development Studies (IDS)), and Tabitha Hrynick (IDS), with contributions from the MoH, UNICEF, the Center for Health, Human Rights and Development (CEHURD), the Uganda Harm Reduction Network (UHRN), Population Council and CLEAR Global/Translators without Borders. It includes some material from a SSHAP brief developed by Anthrologica and the London School of Economics. It was reviewed by the Uganda MoH, University of Waterloo, Anthrologica, IDS and the RCCE Collective Service. This brief is the responsibility of SSHAP.

El análisis presentado en esta edición del Reporte permite concluir que, a pesar de la menor dinámica de la cartera, el sistema financiero colombiano cuenta con niveles de capital y liquidez adecuados, que no solo se encuentran por encima de los mínimos regulatorios, sino que, incluso, serían suficientes para enfrentar la materialización de riesgos extremos de baja probabilidad tanto a nivel individual como consolidado. I. Desempeño de los establecimientos de crédito • Los establecimientos de crédito en Colombia cuentan con niveles de capital y liquidez adecuados para enfrentar la materialización de riesgos extremos de baja probabilidad tanto a nivel individual como consolidado. Por su parte, la rentabilidad continúa mostrando una tendencia decreciente. • La dinámica de los créditos continuó desacelerándose, y desde mayo de 2023 ha presentado crecimientos reales negativos, acorde con el proceso de ajuste de la economía y tras presentar altos crecimientos en 2022. • La cartera se ha deteriorado, en línea con el proceso de ajuste y dada la fuerte toma de riesgo por parte de algunos establecimientos de crédito. II. Exposición del sistema financiero a los hogares • Los indicadores de endeudamiento y carga financiera de los hogares disminuyeron, mientras su ahorro aumentó. • Durante los últimos seis meses los créditos de consumo se han deteriorado. • De mantenerse la dinámica decreciente de la cartera, se podría esperar una disminución en la relación de deuda a ingreso. III. Exposición del sistema financiero al sector corporativo • Los indicadores de riesgo de crédito de la cartera comercial permanecen en niveles inferiores al promedio de los últimos cinco años, a pesar de experimentar un deterioro en el primer semestre del año. • Los establecimientos de crédito han sido previsivos frente al riesgo de crédito del sector corporativo y han sido más restrictivos en la originación de nuevos créditos. • Por otro lado, la mayoría de la deuda en moneda extranjera del sector corporativo cuenta con mecanismos de mitigación del riesgo cambiario. IV. Instituciones financieras no bancarias • La rentabilidad de las instituciones financieras no bancarias ha continuado con la tendencia de recuperación. • El activo de los fondos de inversión colectiva abiertos sin pacto de permanencia ha presentado una alta volatilidad y sus indicadores de liquidez permanecen muy por encima de los mínimos regulatorios, a pesar de que estos presentaron caídas transitorias en los últimos meses. V. Ejercicios de estrés • Evalúa la resiliencia de los establecimientos de crédito en un escenario hipotético adverso, extremo y poco probable que considera los siguientes elementos: • Caída significativa de los términos de intercambio: reducción persistente del precio de petróleo. • Mayor percepción de riesgo país, fuerte contracción de la demanda interna y aumento del desempleo. • Aumento de la inflación por efecto de un fenómeno de El Niño fuerte. • Se considera la liquidación gradual de un porcentaje del portafolio de deuda pública de inversionistas extranjeros. • Se tienen en cuenta los riesgos de: crédito, mercado, tasa de interés, fondeo, liquidez y riesgo de contagio. • Se contempla un deterioro especialmente grande de la cartera de ciertos sectores y deudores. • Además, se incluyen dos ejercicios de estrés adicionales: i) sobre los establecimientos de crédito con estados financieros consolidados y que tienen subsidiaras en Centroamérica y ii) ejercicio de sensibilidad que evalúa la capacidad de los fondos de inversión colectiva abiertos sin pacto de permanencia para enfrentar escenarios extremos de retiros masivos. • Los resultados del ejercicio sobre la solvencia de los establecimientos de crédito sugieren que el sistema a nivel agregado tiene la suficiente capacidad patrimonial para enfrentar choques adversos de gran magnitud. • Por su parte, los fondos de inversión colectiva abiertos sin pacto de permanencia reducirían sus indicadores de liquidez ante choques de retiros masivos, aunque permanecerían por encima de los límites regulatorios. I. Desempeño de los establecimientos de crédito • Los establecimientos de crédito en Colombia cuentan con altos niveles de capital y adecuados indicadores de liquidez que les permitirían enfrentar la materialización de diversos riesgos. Por su parte, la rentabilidad ha mostrado una tendencia decreciente desde mediados de 2022. • El crédito ha reducido su ritmo de crecimiento en los últimos meses después de mostrar ritmos de expansión muy altos, al tiempo que se ha observado una mayor mora en la cartera. Esta dinámica se explica principalmente por la modalidad de consumo y podría continuar durante el primer semestre de 2023. II. Ejercicios de sensibilidad relacionados con el colapso del Silicon Valley Bank • El colapso de algunos bancos externos no tuvo impacto directo sobre las entidades financieras locales. • Algunas características que protegen al sistema financiero colombiano son: i) una estructura de balance conservadora tanto por el lado activo como por el lado pasivo de las entidades, ii) la práctica generalizada de valoración del portafolio de inversión a precios de mercado, y iii) la adecuada administración del riesgo de liquidez. III. Exposición del sistema financiero a los hogares • El endeudamiento de los hogares permanece en niveles cercanos a los máximos históricos. • El ahorro de los hogares se ha recuperado, pero permanece por debajo de los niveles pre-pandemia. Los hogares cuentan con recursos líquidos suficientes para cubrir las obligaciones de corto plazo. • De mantenerse una senda de crecimiento bajo de la cartera, se podría esperar una disminución en la relación de deuda a ingreso. IV. Exposición del sistema financiero al sector corporativo • Los indicadores de riesgo de crédito de la cartera comercial se ubican en niveles bajos. Se observa un leve deterioro para ciertos sectores. • Por otro lado, la mayoría de la deuda en moneda extranjera del sector corporativo cuenta con mecanismos de mitigación del riesgo cambiario. V. Instituciones financieras no bancarias • La rentabilidad de las instituciones financieras no bancarias ha mostrado una recuperación, aunque permanece por debajo de los valores pre-pandemia. • Los fondos de inversión colectiva abiertos sin pacto de permanencia han mostrado caídas en sus indicadores de liquidez en los últimos meses, pero estos permanecen muy por encima de los mínimos regulatorios. VI. Ejercicios de estrés Evalúa la resiliencia de los establecimientos de crédito en un escenario hipotético adverso, extremo y poco probable que considera los siguientes elementos: I. Caída significativa de los términos de intercambio: Reducción persistente del precio de petróleo. II. Mayor percepción de riesgo país, fuerte contracción de la demanda interna y aumento del desempleo. III. Se considera la liquidación gradual de un porcentaje del portafolio de deuda pública de inversionistas extranjeros. IV. Se tienen en cuenta los riesgos de: crédito, mercado, tasa de interés, fondeo, liquidez y riesgo de contagio. V. Se contempla un deterioro especialmente grande de la cartera de ciertos sectores y deudores. • Además, se incluyen dos ejercicios de estrés adicionales: i) sobre los establecimientos de crédito con estados financieros consolidados y que tienen subsidiaras en Centroamérica y ii) ejercicio de sensibilidad que evalúa la capacidad de los fondos de inversión colectiva abiertos sin pacto de permanencia para enfrentar escenarios extremos de retiros masivos. • Los resultados del ejercicio sobre la solvencia de los establecimientos de crédito sugieren que el sistema a nivel agregado tiene la suficiente capacidad patrimonial para absorber pérdidas extremas. • Por su parte, los fondos de inversión colectiva abiertos sin pacto de permanencia reducirían sus indicadores de liquidez ante choques de retiros masivos, aunque permanecerían por encima de los límites regulatorios.
