Abstract (sommario):
In this paper the history of Canadian Housing R&D programs is reviewed and the strengths and weaknesses of these programs are assessed. Government programs that sought to promote innovation directly, subsidy programs for the private sector, and demonstration programs are looked at. Urban development projects as well as small-scale technological innovation dissemination efforts are considered, and the lessons that program administrators have gained from past programs and present guidelines for program design are presented.

Abstract Since 1990, Canada’s Great Lakes 2000 Cleanup Fund, which is administered by Environment Canada, has been supporting the development and implementation of cleanup technologies to control municipal pollution sources, to clean up contaminated sediments, and to rehabilitate fish and wildlife habitats. These efforts are focused on Canada’s 16 Great Lakes Areas of Concern (AOCs) identified by the International Joint Commission for priority cleanup action and restoration of beneficial uses. Remedial Action Plans (RAPs) developed by federal/provincial teams and the public provide the strategy for restoring the beneficial uses of the AOCs. Impairments in beneficial uses in the AOCs have been, in part, caused by discharges from combined sewer overflows (CSOs), Stormwater and sewage treatment plants (STPs). To assist municipalities in addressing the problems posed by urban drainage (CSOs and Stormwater), the Cleanup Fund’s Urban Drainage Program has been supporting the development and demonstration of innovative, cost-effective technologies and approaches. These projects include high-rate treatment of CSOs, real-time control of CSOs, performance assessment of Stormwater treatment technologies, pollution prevention and control plans, and development of Stormwater management planning tools for urban areas. These projects are carried out in collaboration with the Ontario Ministry of the Environment, municipalities, professional groups, universities and conservation authorities and other Environment Canada’s facilities (National Water Research Institute and Wastewater Technology Centre). The Urban Drainage Program has been instrumental in advancing the state of the art in CSO and Stormwater management in Ontario. Projects supported under the program have quantified pollutant loadings from municipal wastewater sources in several Ontario Areas of Concern, provided hard data on the performance of best management practices for Stormwater treatment, identified and evaluated new cost-effective technologies for CSO reduction and Stormwater treatment, and developed strategies and decision-making tools for Stormwater management The work done through the Urban Drainage Program is making it possible for Great Lakes communities to achieve important environmental objectives at significantly lower cost As a result, the communities should be able to achieve many of these objectives much earlier than they would have if their choices had been limited to more conventional and capital-intensive solutions. Although the program has focused on the needs of Areas of Concern in the Great Lakes basin, the lessons learned there can easily be applied to communities in other parts of the country and around the world.

Abstract Under the Government of Canada's Great Lakes Program, the Great Lakes Sustainability Fund and its predecessor programs (the Great Lakes Cleanup Fund and the Great Lakes 2000 Cleanup Fund) were established to implement cleanup actions and strategies that would contribute to the restoration of beneficial uses in environmentally degraded areas (known as Areas of Concern) in the Great Lakes basin. The Great Lakes Sustainability Fund is administered by Environment Canada on behalf of eight Government of Canada departments. Contributing to impaired beneficial uses are municipal wastewaters generated from the urban centres in the Great Lakes Areas of Concern. These municipal wastewaters include treated sewage and wetweather discharges of combined sewer overflows and stormwater runoff. This paper provides an overview of the Municipal Wastewater Program of the federal government's Great Lakes Sustainability Fund and highlights the progress made to date under the program towards wet-weather flow management and the Program's role in developing and demonstrating sustainable approaches and technologies in the Great Lakes Areas of Concern.

Windbreaks are an essential part of rural and urban living in the northern Great Plains. They provide protection to crops and livestock from wind by modifying windchill factors, lowering soil erosion, and conserving soil moisture. Around farmsteads and cities, benefits include energy conservation, control of snow deposits, and added aesthetic values. In urban centers windbreaks are important as aesthetic screens, living snow fences, noise barriers, and sites of air filtration.Tree establishment on the prairies can be challenging with low rainfall and cold winter temperatures. A windbreak demonstration program began in 1989 across the state of North Dakota. The demonstration program is a joint effort between local soil conservation districts, extension service, and 275 landowners. The demonstrations were designed to compare new and traditional tree establishment techniques. The program goal is to gather data from various demonstration sites and transfer the information to land owners, thereby increasing tree survival and establishment in windbreak plantings.

Abstract Philadelphia middle school students participated in a forestry education program that involved activities in the classroom, an urban forest, and a demonstration forest. A better understanding of forest stewardship, as evidenced by students' increased knowledge and shifting attitudes, was the cumulative effect, but activities and discussions in the demonstration forest proved the most effective educational method for fostering positive attitudes toward forestry.

The Great Lakes Cleanup Fund (CuF) is a component of Canada's Great Lakes Action Plan. Since 1990, the Cleanup Fund has been supporting the development and implementation of cleanup technologies to control municipal pollution sources, to clean up contaminated sediments, and to rehabilitate fish and wildlife habitats. These efforts are focused on Canada's 17 Areas of Concern (AOCs) identified by the International Joint Commission for priority cleanup action and development of remedial action plans (RAPs). The urban drainage program of the CuF is demonstrating new and innovative technologies for controlling urban sources of pollution, and is assisting RAP study teams in developing control options. For combined sewer overflow (CSO) control, demonstrations include high-rate treatment using a vortex separator, and real time operation of a CSO control system. Storm water management demonstrations include development of best management practices, evaluation of control ponds for an industrial catchment, and evaluation of a sewer exfiltration system retrofitted into an existing urban area. Estimates of pollutant loadings to the Great Lakes were made, and overall costs for CSO cleanup were developed for various levels of control. Comprehensive pollution control plans are under development at several AOCs.

The constant growth of the number of vehicles in today’s world demands improvements in the safety and efficiency of roads and road use. This can be in part satisfied by the implementation of autonomous driving systems because of their greater precision than human drivers in controlling a vehicle. As result, the capacity of the roads would be increased by reducing the spacing between vehicles. Moreover, greener driving modes could be applied so that the fuel consumption, and therefore carbon emissions, would be reduced. This paper presents the results obtained by the AUTOPIA program during a public demonstration performed in June 2012. This driverless experiment consisted of a 100-kilometre route around Madrid (Spain), including both urban and motorway environments. A first vehicle – acting as leader and manually driven – transmitted its relevant information – i.e., position and speed – through an 802.11p communication link to a second vehicle, which tracked the leader’s trajectory and speed while maintaining a safe distance. The results were encouraging, and showed the viability of the AUTOPIA approach.

Appropriate housing for the aging American population is a timely topic of research in both housing and gerontology. Universal design is an innovation in housing design that is gaining interest from both industries. This research examines the effectiveness of universal design features that have been identified by experts in the field of aging, housing, and universal design as important to resident and caregiver participants of the ECHO demonstration housing program. A national survey was conducted that included all available current residents of the HUD ECHO houses and their caregivers. The relationships between age, effectiveness of universal design features, health and dependency were investigated. Quantitative results include some confounding relationships, and plausible explanations. A qualitative analysis, based on on-site and telephone interviews, and tape recordings of those interviews with residents and their caregivers, as well as architectural drawings, observation, and photographs of the ECHO houses provided additional details. The qualitative approach indicated that many of the universal design features recommended by the experts consulted satisfactorily met the needs of residents and/or their caregivers. It also revealed, however that some features were not considered important by residents and caregivers, some were not reported as present (when they were documented by the researcher as present), and at least one HUD-specified universal design feature was not provided by ECHO houses. Another aspect of the qualitative perspective addressed the health of the residents. Health characteristics are presented in the context of their effect on dependency. Phase II dependency task information was compared to that reported in phase I, and improvement and decline was noted. Conclusions, and Implications that elaborate on findings, and future research is recommended for taking this research to the next level.

<em>Abstract.-</em>New York’s involvement in urban fisheries can be traced back to 1978 when a two-year demonstration project was initiated in New York City and other urban areas in the state. Unfortunately, the program failed to consider the inherent differences between metropolitan New York and the Midwest in terms of what the public expectations were of such a program. While the St. Louis program was achieving use rates of over 10,000 h/acre, the New York program was only achieving use rates of 49-2,176 h/acre annually, resulting in its demise in 1980. In 1992, the New York State Department of Environmental Conservation began a new community fishing initiative in Nassau County (Long Island). This initiative used traditional and innovative strategies to encourage local governments to work to improve the County’s freshwater resources, encourage individuals to try the sport of fishing, better manage existing fish populations, and enhance existing fishing opportunities through a fall trout stocking program. These efforts contributed to an 85% to 162% increase in angler use of individual ponds and a 111% increase in the number of angler-days expended in Nassau County.

In our globally connected, ever-changing society, the ability to adapt to new environments and technologies can greatly enhance success. In Canada,“21st century skills” are being prioritized in the education system so that young children can develop skills to thrive in our technologically advanced world. However, current teaching practices do not always appear to include 21st century skills in the curriculum. This chapter seeks to examine Canadian university Bachelor of Education programs to gather information about where, and how often, 21st century skill training occurs in pre-service teacher education. A keyword search was conducted on program and course descriptions from 45 Canadian university websites to determine where 21st century skill terminology was present. Next, a more in-depth examination of one specific teacher education program in a consecutive, pre-service program in a mid-sized urban centre in Ontario was conducted. Recommendations are discussed for pre-service education in support of integrating 21st century skills in teacher preparation.

The National Research Council of Canada (NRC) Flight Research Laboratory (FRL) is advancing research under its Canadian Vertical Lift Autonomy Demonstration (CVLAD) program. Modular architecture hosted on the NRC Bell 412 Advanced Systems Research Aircraft (ASRA) enables pilot supervised autonomous flight via customized multi-display guidance-cueing. The capability exploits ASRA's full-authority control and safety systems, inertial-radar navigation, state-based digital supervision and is supported by open-source mission planning and digital-twin simulation. To date, ground interfacing (takeoff, landing) trials have been executed in proximity to NRC facilities in Ottawa (Canada) with rich test site variability (surfaces, slopes, obstacles, seasonal variations). Applied knowledge has been generated for autonomous mission execution in broad weather, low-speed, low-altitude, and low obstacle-standoff conditions critical in the vertical lift flight autonomy research domain.

The objective of the joint National Research Council of Canada (NRC) and The Boeing Company Technology Development Program (TDP) entitled 'Canadian Vertical Lift Autonomy Demonstration' (CVLAD) is to evaluate automated and supervised autonomous flight systems on NRC Bell 412 Advanced Systems Research Aircraft (ASRA) and Royal Canadian Air Force Boeing CH-147F Chinook demonstrators. Boeing technologies such as Degraded Visual Environment Pilotage System and Advanced Vehicle Management System form the foundation of an autonomy solution that aims to satisfy Royal Canadian Air Force, US Army, and other Armed Service branch end-use objectives for force multiplication, tactical advantage, pilot assistance, reduced crew operations, and enhanced fleet productivity. The Boeing Company engaged NRC under a Cooperative Research Agreement since 2016 as part of a number of strategies to upgrade Medium-Heavy Lift H-47 Chinook capabilities prior to long-term aircraft replacement in the 2030 to 2060 timeframe. A recent achievement of the CVLAD TDP by its Boeing Phantom Works, Boeing Chinook Program, Aurora Flight Sciences, and NRC Flight Research Laboratory team was the development of Automated Flight Guidance methods addressing system safety and performance. Design and evaluation activities occurred in Boeing Software-/Hardware in-loop facilities as well as on the NRC Bell 412 ASRA. The CVLAD team is using a blend of traditional Systems Engineering 'V-Shaped' Life Cycle Model, System of Systems, and Model-Based processes to develop a cyber-physical system that aims to meet end-user concept of operations and requirements. Significant benefits of virtual development tools such as component-vehicle digital twins and surrogate inflight simulation facilities are achieved as they promote effective collaboration, efficient design, and relevant verification/validation methodologies. Business models can be made more robust by phasing the introduction of technology where effective automation provides users with near-term benefits, while providing a foundation for safe, reliable, and trusted autonomous capabilities for long-term production.

<div class="section abstract"><div class="htmlview paragraph">In response to global climate change, there is a widespread push to reduce carbon emissions in the transportation sector. For the difficult to decarbonize heavy-duty (HD) vehicle sector, hybridization and lower carbon-intensity fuels can offer a low-cost, near-term solution for CO<sub>2</sub> reduction. The use of natural gas can provide such an alternative for HD vehicles while the increasing availability of renewable natural gas affords the opportunity for much deeper reductions in net-CO<sub>2</sub> emissions. With this in consideration, the US National Renewable Energy Laboratory launched the Natural Gas Vehicle Research and Development Project to stimulate advancements in technology and availability of natural gas vehicles. As part of this program, Southwest Research Institute developed a hybrid-electric medium-HD vehicle (class 6) to demonstrate a substantial CO<sub>2</sub> reduction over the baseline diesel vehicle and ultra-low NOx emissions. The development included the conversion of a 5.2 L diesel engine to spark-ignited natural gas with an aluminum, pent-roof cylinder head to provide a diesel-like torque curve and engine NOx emissions below 0.02 g/hp-hr (0.027 g/kWh). In parallel, a vehicle modeling study was performed to determine an optimum hybrid architecture for an Isuzu F-Series truck to provide the largest impact on fleet emissions. Variations of motor/generator location, battery voltage, and storage capacity were evaluated. Finally, the demonstration truck was built with the prototype engine and P2 plug-in hybrid system to provide performance and emissions validation of the overall concept. The vehicle was tested over several HD drive cycles, including the Greenhouse Gas Emissions Model (GEM) certification cycles, and provided satisfactory performance. The GEM cycle results demonstrated a greater than 25% reduction in CO<sub>2</sub> for the multi-purpose and urban subcategories. For the regional subcategory testing with a high percentage of highway speeds operation, the vehicle demonstrated a 13% reduction in CO<sub>2</sub> due primarily to the lower carbon intensity fuel.</div></div>

Abstract (sommario):
The BCR Corridors at QU are notorious for wayfinding difficulties of end-users in the building complex. These navigation problems appear to arise due to the repetitive similarity of individual parts in its modular design, highly localized impediments to readability and visibility such as shading device screens and temporary installations, and the relationship of those different parts composing the collective whole of the BCR Corridors to the immediate surrounding context of the QU campus (Figure 1). The purpose of the “Complexity and Use in Building Evaluation” research project (CUBE2: QUST-2-CENG-2019-12) is to build on the research success of the post-occupancy cluster in the first demonstration project (CUBE1: QUST-2-CENG-2018-9). It includes continuing to develop a detailed post-occupancy dataset of movement and space use in buildings at QU. The goal is to contribute positively to future design refinements, alterations, and design of new university buildings at QU. We want to help create a world-class center of education and research where space use, interaction, and innovation are tactically ‘woven’ into the design and planning of the campus at various scales of the built environment. In the CUBE1 study, Major et al. (2019) were able to graphically illustrate building program/use and movement/space use patterns. It included quantifying the relationship between movement and spatial layout, and the significance of other end-user activities such as sitting and interacting in the common areas of the QU Women’s Engineering Building. It also included identifying adaptive re-use of classrooms and storage spaces for laboratory and office uses, leading to a shortage of storage spaces in the building. There was a consistent relationship (R^2=0.68, p < 0.001) between sitting and interacting unrelated to accessibility or metric area, i.e., the availability of seating was the dominant factor for casual encounter, mostly of students. Finally, there was a weak but consistent relationship (R^2=0.38, p < 0.001) between spatial layout and movement flows using space syntax modeling when allowing for the strongly programmatic differences (classrooms versus faculty offices) in different wings of the building (Major et al., 2019) (Figure 2). The post-occupancy evaluation findings in the CUBE1 project were largely consistent with previous results of space syntax research over the last 30 years for generative layouts such as office buildings, colleges, and research laboratories. Those results include the generative role of spatial layout for movement and casual encounter in buildings, the prescriptive effects of strong programmatic aspects (in this case, classroom location and course schedules) in causing some spaces to over-perform/underperform for some types of uses, most usually movement, and the singular importance for the provision of seating to facilitate consistent and robust use of spaces whether at the building or urban level (Hillier and Penn, 1991; Hillier, 1996; Hillier et al., 1996; Major et al., 2019; Sailer et al., 2016).
