The proliferation of social media, despite its multitude of benefits, has led to the increased spread of abusive language. Such language, being typically hurtful, toxic, or prejudiced against individuals or groups, requires timely detection and moderation by online platforms. Deep learning models for detecting abusive language have displayed great levels of in-corpus performance but underperform substantially outside the training distribution. Moreover, they require a considerable amount of expensive labeled data for training.This strongly encourages the effective transfer of knowledge from the existing annotated abusive language resources that may have different distributions to low-resource corpora. This thesis studies the problem of transfer learning for abusive language detection and explores various solutions to improve knowledge transfer in cross-corpus scenarios.First, we analyze the cross-corpus generalizability of abusive language detection models without accessing the target during training. We investigate if combining topic model representations with contextual representations can improve generalizability. The association of unseen target comments with abusive language topics in the training corpus is shown to provide complementary information for a better cross-corpus transfer.Secondly, we explore Unsupervised Domain Adaptation (UDA), a type of transductive transfer learning, with access to the unlabeled target corpus. Some popular UDA approaches from sentiment classification are analyzed for cross-corpus abusive language detection. We further adapt a BERT model variant to the unlabeled target using the Masked Language Model (MLM) objective. While the latter improves the cross-corpus performance, the other UDA methods perform sub-optimally. Our analysis reveals their limitations and emphasizes the need for effective adaptation methods suited to this task.As our third contribution, we propose two DA approaches using feature attributions, which are post-hoc model explanations. Particularly, the problem of spurious corpus-specific correlations is studied that restrict the generalizability of classifiers for detecting hate speech, a sub-category of abusive language. While the previous approaches rely on a manually curated list of terms, we automatically extract and penalize the terms causing spurious correlations. Our dynamic approaches improve the cross-corpus performanceover previous works both independently and in combination with pre-defined dictionaries.Finally, we consider transferring knowledge from a resource-rich source to a low-resource target with fewer labeled instances, across different online platforms. A novel training strategy is proposed, which allows flexible modeling of the relative proximity of neighbors retrieved from the resource-rich corpus to learn the amount of transfer. We incorporate neighborhood information with Optimal Transport that permits exploitingthe embedding space geometry. By aligning the joint embedding and label distributions of neighbors, substantial improvements are obtained in low-resource hate speech corpora

With the launch of the Euro-Mediterranean Partnership (EMP) in 1995, the relation between the relationship between the EU and Mediterranean countries witnessed a significant evolution. With the establishment of a multilateral framework supplemented by the conclusion of association agreements, this Partnership represents a break with past Mediterranean policies. In the context of the fifth enlargement of the European Union on May 1st, 2004, the European Neighbourhood Policy (ENP) transforms the PEM; advocating for the creation of a circle of friends with Mediterranean neighbors in the South and the new neighbors in the East. This mix is the result of the encounter between two frameworks with different objectives in different geo-strategic contexts: the EMP as a regional cooperation framework established in the nineties on one hand and the ENP, i.e. an EU policy using the pre-accession process methodologies on the other hand. The transformation of Euro-Mediterranean relations after the ENP allowed for the gradual emergence of a novel relational framework with a mixed impact on the bilateral and multilateral dimensions of the EMP. This study defines the result of this new interactive dynamic of the EU policies falling under the Euro-Mediterranean neighbourhood framework. The delimitation of the Euro-Mediterranean neighbourhood frameworks involves the study of the transformations in the relations following the fifth enlargement, distinguishing between multilateral and bilateral dimensions. While the Euro-Mediterranean regional dimension post-enlargement is only partially affected by the ENP, the bilateral dimension is, in turn, profoundly changed by the progressive introduction of a relational framework halfway between the association and the membership

The research is dedicated to the analysis of the application of the legal regime regulating the enlargement of the European Union toward Macedonia. The work is divided in two parts – the stabilisation and the association –, in accordance to the objectives of the policy of SAP of the UE towards the states of the Western Balkans. The research of the policy of stabilization concerns the constitutional and legislative modifications introduced by the Ohrid Framework Agreement – the central element of the enlargement conditionnality framework imposed on Macedonia –, as well as the application, in the case of Macedonia, of the principle of good neighborliness, in particular the bilateral disputes with its two neighbors – Greece and Bulgaria. The part of the thesis dedicated to the policy of association analyses the rapprochement of the national law of Macedonia to the acquis communautaire in the fields of economic law, as well as the non-economic law. The thesis therefore fills a certain gap in the literature concerning the relations between Macedonia and the European Union

Combinatorial optimization problems have become the target of many scientific researches for their importance in solving academic problems and real problems encountered in the field of engineering and industry. Solving these problems by exact methods is often intractable because of the exorbitant time processing that these methods would require to reach the optimal solution(s). In this thesis, we were interested in the algorithmic context of solving combinatorial problems, and the modeling context of these problems. At the algorithmic level, we have explored the hybrid methods which excel in their ability to cooperate exact methods and approximate methods in order to produce rapidly solutions of best quality. At the modeling level, we worked on the specification and the exact resolution of complex problems in pattern set mining, in particular, by studying scaling issues in large databases. On the one hand, we proposed a first parallelization of the DGVNS algorithm, called CPDGVNS, which explores in parallel the different clusters of the tree decomposition by sharing the best overall solution on a master-worker model. Two other strategies, called RADGVNS and RSDGVNS, have been proposed which improve the frequency of exchanging intermediate solutions between the different processes. Experiments carried out on difficult combinatorial problems show the effectiveness of our parallel methods. On the other hand, we proposed a hybrid approach combining techniques of both Integer Linear Programming (ILP) and pattern mining. Our approach is comprehensive and takes advantage of the general ILP framework (by providing a high level of flexibility and expressiveness) and specialized heuristics for data mining (to improve computing time). In addition to the general framework for the pattern set mining, two problems were studied: conceptual clustering and the tiling problem. The experiments carried out showed the contribution of our proposition in relation to constraint-based approaches and specialized heuristics

A healthcare network or health system consists of all organizations, actions and people who participate to promote, restore or maintain people’s health. The health care systems in many developed countries are facing increasing costs. The major reason is the changing age distribution of the population with more elderly people in need of support. Increasing healthcare costs has created new alternatives to traditional hospitalization in which one is Home Health Care (HHC). Home health care or domiciliary care is the provision of health care and assistance to people in their own homes, according to a formal assessment of their needs. HHC has attained a specific place in healthcare network. HHC programs have now been successfully implemented in many countries. The purpose of HHC is to provide the care and support needed to assist patients to live independently in their own homes. HHC is primarily performed by means of personal visitations of healthcare workers to patients in their homes, where they provide care assistance according to patients’ needs. In this thesis we have considered different aspects of planning problems for home health care services. The efficient use of resources is necessary in continuous healthcare services. To meet the increased demand of HHC, operation research specialist can play an important role by solving the various combinatorial optimization problems arising in HHC. These problems can be tactical, strategic or operational with respect to planning horizon. Strategic problems are those which help in attaining long term goals or objectives, e.g. higher level of quality for HHC patients and efficient use of resources. These strategic objectives can be achieved through tactical i.e. medium term panning and operational planning i.e. short term planning. The main purpose of our thesis is to identify these potential optimization problems and solve them via recent metaheuristics. HHC is an alternative to traditional hospitalization and has got a significant share in the organization of healthcare in developed countries. The change in aging demographics, recent development in technology and the increase in the demand of healthcare services are major reasons for this rapid growth. Some studies show HHC as a tool to reduce costs of care, which is a major preoccupation in developed countries. Some others reveal that it leads to the improvement of patients’ satisfaction without increasing the resources. Home health care, i.e. visiting and nursing patients in their homes, is a flourishing realm in the medical industry. The number of companies has grown largely both in public and private sectors. The staffing needs for HHC companies have been expanded as well. Also they face the problem of assigning geographically dispersed patients to home healthcare workers and preparing daily schedules for these workers. The challenge of this problem is to combine aspects of vehicle routing and staff rostering. Both of them are well known NP- hard combinatorial optimization problems, it means the amount of computational time required to find solution increases exponentially with problem size. Home healthcare workers scheduling problem is difficult to solve optimally due to presence of large number of constraints. These are two types of constraints: hard constraints and soft constraints. The hard constraints are the restrictions to be fulfilled for the schedules to be applicable and soft constraints are preferences to improve the quality of these schedules. (...)
