Abstract (sommario):
The purpose of this research is to define grounded theoretical models about factors that influence collection development and collection management of business information resources in public libraries. The study is based on data collected from a multi-site case study of public libraries along the U.S.-Mexico border where there is a critical need for information on starting and expanding small businesses. A framework of structuration theory and cultural hegemony theory informs an analysis of the data. This paper relates to the relevant literature and sets forth implications for research, practice, and further discussion. The three main categories identified from coding the data are library location, modes of production and distribution of business information resources, and the degree of external stakeholder pressure on library business collections. Three model statements defined and supported by the data are: (1) the attributes of funding, librarian qualifications, access to information and communication technologies, size and qualities of the business community, and client expectations that influence business collection development are related to library location in metropolitan or rural areas; (2) new practices in the production of content, formats, and modes of distribution of business materials are more problematic for small libraries due to limited information and communication technology (ICT) devices and insufficient professional training; and (3) external influences and initiatives, such as federal, state, and foundation programs, have more of an impact on business collection development in small libraries than in large libraries. The various properties of these factors are discussed with a focus on how daily routine, tacit awareness, and expectations draw on structural rules and resources to produce and reproduce, or change, library systems and their business collections. The consequences of location in metropolitan or rural areas are identified, and mitigating strategies are suggested. External influences and new modes of production and distribution of business information are implicated in supporting the cultural hegemony of globalization by encouraging the introduction and use of ICTs in public libraries; however, use of ICTs to expand the business collection is dependent upon librarian interest and abilities as well as competing demands for scarce resources.

In virtually any field of endeavour today, access to information is a prerequisite for success. Libraries form the repositories with user-friendliness their mission. This has lead to the need for new ways to evaluate library performance. Astute library managers will plan for such developments, taking into account current and future trends that impact on library services. Library services are also affected, for example, by financial considerations and staffing problems. Further complicating matters are the demands of their clients who have developed increased expectations of improved service, and also a desire for more self-service opportunities. Such changes raise the question: &ldquo
to what extent can libraries apply business performance management techniques to assess their performance.&rdquo
This, then, is the research question for this study.


This work will evaluate library performance with the aim of improving service management. Its targets are the UWC library, and others, such as the Stellenbosch University, and the Cape Peninsula University of Technology. The application of selected service management techniques and measures used in business will be explored. These techniques include The Balanced Scorecard, critical success factors and service quality. The study also touches on transformation and change management. An obvious source of information about library management is the corps of managers. The secondary source of information is the community of library users.

Entrepreneurship is growing as a cross- and inter-disciplinary area of focus for higher education. From patent and tech transfer offices to business, science, and engineering programs, the demand for entrepreneurship resources and support delivered via libraries is booming. Building library collections to help patrons design, launch, and run successful businesses is challenging: Market research and private equity/venture capital resources arrive at premium prices. Increasingly, these resources must interoperate with software used to clean, analyze, and visualize data. This data is often difficult to find and deploy. Restrictive, corporate-style licenses reflect that new vendors are not yet acclimated to the academic market’s access requirements and licensing constraints. This paper will share a framework for how to understand entrepreneurship in higher education and explain the types of information commonly requested by users. Such information often exists in disciplinary silos, emphasizing the importance of collaborative collection development across subject lines. The authors will explore the unique challenges to building collections that serve patrons developing new ventures. This includes collaborating with external stakeholders to fund resources that have not been traditionally purchased by libraries. Strategies for licensing data and other e-resources in this space will be discussed, including the central complications arising from universities as incubators for for-profit startups. The authors will suggest best practices for building relationships with stakeholders, developing relevant collections and services, and marketing these resources to support communities.

The knowledge of the world is passed on through libraries. Accordingly, domain expertise and experiences should also be transferred within an enterprise by a knowledge base. Therefore, models are an established medium to describe good practices for complex systems, processes, and interconnections. However, there is no structured and detailed approach for a design of an enterprise model library. The objective of this work is the reference architecture of a repository for models with function of reuse. It includes the design of the data structure for filing, the processes for administration and possibilities for usage. Our approach enables consistent mapping of requirements into models via meta-data attributes. Furthermore, the adaptation of reference architectures in specific use cases as well as a reconciliation of interrelationships is enabled. A case study with industry demonstrates the practical benefits of reusing work already done. It provides an organization with systematic access to specifications, standards and guidelines. Thus, further development is accelerated and supported in a structured manner, while complexity remains controllable. The presented approach enriches various enterprise architecture frameworks. It provides benefits for development based on models.

If there is one thing all library administrators and managers can be sure of, it is that our space, our collections, our systems and our leadership will be impacted by change. Managing that change is critical if managers, directors, deans in our libraries will be able to continue to meet the needs of our communities with different tools and resources. This lively discussion will feature brief presentations about how libraries at Carnegie Mellon University and at Kresge Business Administration Library (University of Michigan) have changed in recent history. The presenters will include what worked well and what worked not as well at the two institutions. They will focus on two areas. First, Denise Novak will explore change through five key aspects: nature, process, role, culture and staff participation of change. Second, Corey Seeman will explore change as defined by six key terms: inevitability, rapidity, flexibility, hospitality, accountability, and empathy. Participants at the meeting will be invited to share how change is managed at their institutions and what issues might be present or on the horizon.

The scholarly publishing ecosystem is being forced to adapt following changes in funding, scholarly review, and distribution. Taken alone, each changemaker could markedly influence the entire chain of research consumption. Combining these change forces together has the potential for a complete upheaval in the biome. During the 2019 Charleston Library conference, a panel of stakeholders representing researchers, funders, librarians, publishers, digital security experts, and content aggregators addressed such questions as what essential components constitute scholarly literature and who should shepherd them. The 70-minute open dialogue with audience participation invited a range of opinions and viewpoints on the care, feeding, and safekeeping of peer-reviewed scholarly research. The panelists were: James King, Branch Chief & Information Architect at the NIH; Sharon Mattern Büttiker, Director of Content Management at Reprints Desk; Crane Hassold, Senior Director of Threat Research at Agari; and Susie Winter, Director of Communications and Engagement, Springer Nature. The panel was moderated by Beth Bernhardt, Consortia Account Manager at Oxford University Press. Beth posed questions to the panel and each panelist replied from their vantage point. The lively discussion touched on ideas and solutions not yet discussed in an open forum. Such collaborative approaches are now more essential than ever for shaping the progress of the scientific research community. In attendance were librarians, editorial staff, business development managers, data handlers, library collection managers, content aggregators, security experts and CEOs.

Due to impending campus-wide downsizing, the Grand Valley State University (GVSU) Libraries projected that a worst-case scenario would result in a 14% cut to the library’s collections budget for fiscal year 2020. In the same year, GVSU Libraries welcomed several new members of its leadership team, including the dean, two associate deans, head of systems, head of collections, business administrator, and a vacancy after the long-time acquisitions manager retired. Budget cuts and staff turnover are tough, but they prompted a much-needed reassessment of roles, culture, and priorities in the library. Different approaches to spending and curating the library’s collections were vital to counteract the budgetary challenges. Cara Cadena, the new head of collections, was charged with building a task force to recommend cancellations and a plan to communicate these changes across campus. Decisions were made based on feedback gathered from teaching faculty, liaison librarians, campus stakeholders, and usage data. Ultimately, the communication plan proved to be the most critical--and challenging--part of the process. In this session, Cara and Marcia will discuss successes, missteps, results, the importance of vendor relationships, and future plans for collection management at GVSU. Attendees will gain insights into leveraging stakeholder buy-in and grasping opportunities amidst constant change (and decreased funding) in order to evolve effectively. They’ll also learn how GVSU Libraries are reimagining the role of the collections team.

Despite the rapidly changing information and technology landscape, collections remain at the heart of academic libraries, signifying their enduring importance in providing access to our cultural heritage. Given broader trends in research and the current information ecology of an increasingly networked, distributed, and licensed environment, building collections and developing collection polices is increasingly ambiguous. These trends impact librarians in form of ever-expanding portfolios, diffusion of effort, weakened sense of focus, and a rising sense of persistent yet unmet needs for developing new skills. This paper outlines current research on collection trends and summarizes the interactive exchanges from the 2019 Charleston Conference Lively Session (https://sched.co/UZR5). Through live polling, session participants identified key trends in libraries and collections: Key trends included business models, budget constraints, consortium deals, continued importance of subscribed content, access vs. ownership, digitization of unique local collections, digital humanities, digital scholarship, library publishing projects, growing library investments in Open Access (OA), and collection diversification efforts with a view to equity and social justice. Among emerging library services, data services and digitization ranked highest in importance. The most-cited wish-list items included transformative deals, stronger campus partnerships, more OA projects, reduced copyright barriers in sharing homegrown digitized video content, as well as skill development in Counter 5 and data analysis. Existing physical and digital preservation programs received only lower-middle strength ratings. Among long-established library characteristics, collection policies, subscribed content, interlibrary loan, and consortial borrowing and lending retained enduring value and high rankings in importance. Tensions continue between ownership, borrowing, and access.
