Critical sociolegal scholars highlight how the law favors powerful actors in handling the socioenvironmental devastation affecting marginalized populations. What receives scant attention is how the neoliberalization of the world economy has further enabled powerful capitalist firms to shape the legal path in their own favor and to the detriment of the marginalized. Union Carbide’s 1984 Bhopal catastrophe killed 25,000, injured 600,000, and left prolonged consequences. This paper advances our understanding of the political economy of law by analyzing the handling of death and devastation in Bhopal. Drawing data from 60 interviews with Bhopal victim activists and archives, it advances the argument that the law mirrors the interests of the neoliberal actors of capital. Findings suggest that the law has not only proved unable to safeguard the weakest elements of Bhopal society, but also the pursuit of legal solutions under neoliberalism is incapable of addressing the long-term harms affecting marginalized Bhopalis.

Many studies, reports, books, narratives, and surveys have focused on the disputable picture of the sustainable development of victims of the Bhopal Gas Disaster to understand the trauma, faced by the victims and survivors before and during the COVID-19 period. Traumatic accidents fundamentally shatter the time-based experience of humans between the present and the past. The poisonous night not only had an intense effect on their way of life, but also had an acute impact on their understanding of how to deal with problems. However, another whammy COVID-19 makes their lives more traumatized, unsustainable, and also the victims of another catastrophe. The researchers of the present study have attempted to focus on the traumatic conditions and lessons faced by the Bhopal Gas Victims. In short, the present study puts the focus on the disputable record of sustainable development of the Bhopal Gas Victims in duration, from 1984 to the COVID-19 period, through an analysis of different studies.

This article addresses a number of policy concerns that have arisen in the aftermath of the chemical accident that occurred in Bhopal, India on December 2, 1984. In view of magnitude of that tragedy and its implications for the export of hazardous technologies to the Third World, evaluations of the chemical industry based upon simple extrapolations from past industry performance are inadequate. Future policies undertaken to regulate the industry must explicitly account for the long-term global uncertainties, irreversibilities, catastrophic potentials, and dependencies created by the development of chemical technologies.

This article is a theoretical study arising from the umbrella research project, Psychoanalytic Investigation of Clinical Phenomena in Depression in the Context of COVID-19, by the Laboratory for the Investigation of Contemporary Psychopathologies (UFF. Volta Redonda Campus), in an inter-institutional partnership with the Graduate Program in Psychology at UFRJ. The aim of the research is to demarcate and define the effects of the contemporary mutation of the social bond on subjectivity, based on the recognition that humanitarian/sanitary emergencies are catastrophic for subjective functioning. In this paper, we will present the Freudian démarche that led us to recognize melancholization as the main impact of humanitarian/sanitary emergencies on subjective functioning. The paper recalls the use of the term catastrophe and its epistemological status within the framework of psychoanalysis. This term is fundamental to our research hypothesis: humanitarian/sanitary emergencies are a catastrophe because they produce the civilizational ruin of guarantees for the affected population and the suspension of the functioning of subjective defences and sublimatory strategies for dealing with the condition of helplessness. By considering humanitarian/sanitary emergencies as a catastrophe, the paper highlights, in the line of argument developed by Sigmund Freud, the emergence of the affect of despondency or melancholization as pathos in dark times of humanitarian/sanitary emergencies.

Microtubules are not like other polymers. Whereas polymers such as F-actin will grow continuously as long as the subunit concentration is high enough, a steadily growing microtubule can suddenly shrink even when there is ample αβ-tubulin around. This remarkable behavior was discovered in 1984 when Tim Mitchison and Marc Kirschner deduced that microtubules switch from growth to shrinkage when they lose their GTP caps. Here, I review the canonical explanation of dynamic instability that was fleshed out in the years after its discovery. Many aspects of this explanation have been recently subverted, particularly those related to how GTP-tubulin forms polymers and why GTP hydrolysis disrupts them. I describe these developments and speculate on how our explanation of dynamic instability can be changed to accommodate them.

This paper tries to reread three masterpieces of Dystopia Literature: E. Zamyatin's We, A. Huxley's Brave New World, and G. Orwell's 1984. First, We is examined as a kind of theoretical manifesto (dialectics of 'freedom and happiness') of this genre. Special attention is paid to the intrigue of Mephi (I-330), D-503's ‘betrayal', peculiarities of 'One State' (Utopia-Dystopia), 'Benefactor,' etc. The third chapter is dedicated to reading Brave New World. The novel shows serious thoughts on how to resolve such three problems as difference (class), sexuality (family egoism), and death. After that is followed the analysis of 1984 as an ideal Dystopia SF novel. This research focuses not only on political system but also on Winston Smith's rebellion and tragic catastrophe. In conclusion, this study hopes to study the 'former' Soviet SF such as the Strugatsky Brothers' novels.

The alliance between faith and health in responding to a looming AIDS crisis in South Africa was exemplified in the collaborative work of two Catholic clerics and three nurses. Whereas their work was often eclipsed by the struggle for independence, Archbishop Denis Hurley and Father Ted Rogers envisioned a looming AIDS catastrophe and started warning, training and supporting societies with relevant strategies to minimise its impact as early as 1984. This article analyses their response to the AIDS crisis as witnessed by these nurses and two other contemporary clerics. Archival materials such as the Southern Cross magazine, plenary minutes of the South African Catholic Bishops Conference (SACBC), and correspondence letters shed more light on their difficult operating context.

In a recent article, “Israeli Literature Over Time,”Aharon Megged describes his work as “unremittingly concerned with burning national issues,” mainly with the issue of Israel′s relationship to the Diaspora.1 Megged′s intense preoccupation with the Zionist ideology of the negation of the Diaspora emerged in his 1955 story “Yad va-shem” (“The Name”). The story presents a scathing criticism of Israel′s dissociation from the history of the Diaspora and especially from the catastrophe of the Holocaust. “Yad va-shem” was followed by an article entitled “Tarbutenu ha-yeshana ve-ha-hadasha” (“Our Old and New Culture”) in which Megged deplored Israel′s severance of its Diaspora roots and urged a reexamination of the negative attitude toward the destroyed European Jewish culture.In 1984, Megged published Massa ha-yeladim el ha-aretz ha-muvtachat (“The Children's Journey”), a novel based on a true story about a group of young survivors of the Holocaust on their way to Palestine.3 This work, as Dan Laor notes in his review, “offers a perspective of the Diaspora in the Holocaust which differs from [the typical Israeli attitude of] contempt infused with pity” toward the Diaspora Jew.

Anita Mazumdar Desai occupies a much privileged place in the Indian Writing in English. She is known as an acclaimed Indian woman novelist who deals with the psychological problems of her women characters. She was born in 24 June 1937 in Mussoorie. Her father D.N. Majumdar was a Bengali businessman and her mother Toni Nime was a German immigrant. Anita Desai is working as Emeritus John E. Buchard Professor of Humanities at the Massachusetts Institute of Technology. Anita Desai got a congenial environment to learn different languages in her own home and neighbourhood. She learnt Hindi from her neighbourhood. They used to speak German, Bengali, Urdu and English at their home. She learnt English at her school. She attended Queens Mary Higher Senior Secondary School in Delhi and she did her B.A. in 1957 from the Miranda House of the University of Delhi. So far is Anita Desai literary career is concerned, she wrote her first novel Cry, the Peacock in 1963. With the help of P. Lal, they founded the publishing firm Writers Workshop. Clear Light of Day (1980) is her most autobiographical work. Her novel In Custody was enlisted for the Booker Prize. She became a creative writing teacher at Massachusetts Institute of Technology in 1993. When she published her novel Fasting Feasting and it won the Booker Prize in 1999, she came to the limelight. She was shortlisted for the Booker Prize three times in 1980, 1984 and 1999 for her novels Clear Light of Day (1980), In Custody (1984) and Fasting Feasting (1999) respectively. She received Padma Bhushan in 2014 also. She has received Sahitya Akademi Award in 1937 for her well-known novel Fire on the Mountain. The present paper analyses the central female protagonist Maya’s materialistic pursuits which turn in a great catastrophe for her in the novel Cry, the Peacock.

Abstract This essay uncovers the environmental and historical conditions that played a role in cyberspace’s popularity in the 1980s and 1990s. Tracing both fictional and critical constructions of cyberspace in a roughly twenty-year period from the publication of William Gibson’s Sprawl trilogy (1984–1988) to the Telecommunications Act of 1996, this essay argues that cyberspace’s infinite, virtual territory provided a solution to the apparent ecological crisis of the 1980s: the fear that the United States was running out of physical room to expand due to overdevelopment. By discursively transforming the technology of cyberspace into an “electronic frontier,” technologists, lobbyists, and journalists turned cyberspace into a solution for the apparent American crisis of overdevelopment and resource loss. In a period when Americans felt detached from their own environment, cyberspace became a new frontier for exploration and a so-called American space to which the white user belonged as an indigenous inhabitant. Even Gibson’s critique of the sovereign cyberspace user in the Sprawl trilogy masks the violence of cybercolonialism by privileging the white American user. Sprawl portrays the impossibility of escaping overdevelopment through cyberspace, but it routes this impossibility through the specter of racial contamination by Caribbean hackers and Haitian gods. This racialized frontier imaginary shaped the form of internet technologies throughout the 1990s, influencing the modern user’s experience of the internet as a private space under their sovereign control. In turn, the individualism of the internet experience restricts our ability to create collective responses to the climate crisis, encouraging internet users to see themselves as disassociated from conditions of environmental and social catastrophe.

The broadcast of Threads (BBC) on 23 September 1984 was a key moment in the Cold War imagination of nuclear catastrophe. Directed by Mick Jackson, and scripted by Barry Hines, the docudrama was widely trailed, attracted a large audience and was influential in defining a vision of what nuclear war would mean. The early 1980s had seen a resurgence in Cold War tensions with both superpowers adopting more bellicose rhetoric and actions; with nuclear war felt by many to be a distinct possibility, nuclear protest had also re-emerged as a shaping influence on the political landscape. Yet Threads is now, if not quite forgotten, certainly little known: with some notable exceptions, few critics have written about it and it has rarely been screened since its first broadcast. This article seeks to recover Threads and argue for its significance in providing 1980s Britain with a vision of what nuclear war would mean. It shows how it works within and against established television genres, exploiting the tensions between dramatic and documentary aesthetics, and how scheduling framed it as significant by placing it within the context of other documentary and discussion programmes. Finally, the article assesses the long-term impact of Threads. Although it swiftly faded from popular memory, it had a lasting impact on a specific demographic within its original audience: those who were adolescents or young adults when it was first broadcast. Not coincidentally, it was this generation who provided many of the new recruits for CND and other protest groups during the 1980s.

ABSTRACTBackground:In children beyond the neonatal stage, spontaneous bowel perforation with no specific cause is rare. It has attracted little notice and does not fit into any established clinical category. This often results in treatment delays. To determine the underlying pathogenesis, a clinicopathologic analysis of this group of patients was performed.Methods:From 1984 through 1997, 15 previously healthy children (10 boys and 5 girls) with bowel perforations were enrolled in this study. Children in whom the specific cause was established were excluded. The ages of the patients ranged from 3 months to 5 years, 5 months (average age: 2 years, 4 months). Data on clinical course, surgical and pathologic findings, and outcomes were analyzed.Results:All the patients had high fever and acute, watery diarrhea with clinical dehydration. Abdominal distension developed and bowel perforation ensued 5 to 30 days after the onset of diarrhea. In all cases, the perforation consisted of either an isolated patch of bowel (n = 8) or patchy lesions in a segment (n = 7), which was confined to one of the following three anatomic watershed areas: the splenic flexure (n = 7); the lower sigmoid (n = 3); and the ileocecal region (n = 5). One patient died, and three had major sequelae including intra‐abdominal abscess, adhesion ileus, and peristomal fistula. Specimens from 13 patients were submitted for histopathologic evaluation. All specimens had acute suppurative inflammation diffusely around the perforation site. Seven had areas of coagulation necrosis of the muscularis propria, especially in the inner circular muscle layer.Conclusion:In acute diarrheal diseases, dehydration may cause bowel ischemia and lead to perforation. Physicians should be alert to the possibility of this abdominal catastrophe when progressive abdominal distension followed by acute diarrheal episodes occurs in children.

Socio-technical systems, such as those in oil and gas, or the petrochemical and energy industries, are escalating in complexity, a consequence of increasingly advanced technologies, organizational constructs, and business functions that interact and depend on one another. These dynamic social and technological elements, coupled with the high risk inherent in these systems, have generated conditions that can bring about catastrophic failure and the tragic loss of human life, such as the disaster in Bhopal, India (1984) or the explosion in the Houston Ship Channel near Pasadena, Texas (1989). Historically, the perception of such complexities and the struggle to minimize catastrophic failures observed within the petrochemical industry have been attributed to the inherent variability in people. Therefore, process safety regulations associated with the Clean Air Act Amendments of 1990 and the Occupational Safety and Health Administration (OSHA) require employers to develop written process safety information or “procedures” which aim for consistency in plant operations and to help workers at the “sharp-end” of the system cope with unexpected events (OSHA, 2000). However, investigation reports since, such as the BP Texas City incident of 2005, suggest “outdated and ineffective procedures” as significant contributing factors to failure. Evidence from other studies suggest that procedures in complex environments are sometimes misunderstood, outdated, or simply not used (Bullemer & Hajdukiewicz, 2004). While there have been studies on procedural deviations and safety violations (Alper & Karsh, 2009; Jamison & Miller, 2000), employers continue to report a high rate of procedural breakdown as root causes for incidents (Bates & Holroyd, 2012). This warrants a contemporary, systems-oriented inquiry into process safety and behavior surrounding the use of the documents at different individual (e.g. cognitive), task, cultural, organizational, and environmental levels. This perspective appreciates the interdependent nature of these interrelated socio-technical elements and should provide insight into the effectiveness of current procedure systems, thereby informing future work in creating and empirically testing mitigation methods to address potential barriers. This research documents one part of a three part, large-scale project that investigates the issues with procedure forms, usage, adoption, and challenges in a wide range of high-risk industries. As such, the method was framed around first understanding the extent to which these challenges could be generalized between various locations. A grounded theory approach in qualitative data analysis, influenced by the Strauss & Corbin and Charmaz approaches (Bryman 2015) and facilitated by the analysis software MAXQDA-12 was used to examine 72 semi-structured interviews with operators of varying roles and experiences across 6 countries and an offshore drilling vessel. Findings reaffirm previous research, suggesting that the effectiveness of written procedures is limited by an abundance of outdated procedures plagued by information overload. New findings suggest that frequency of the task and the experience level of the worker would impact workers’ procedure use, with participants commenting that the perceived importance of these documents decreases significantly after initial training periods. Other unintended consequences associated with written procedural systems range from complications in using the documents around personal protective equipment (PPE) requirements and harsh weather, reactive organizational behavior surrounding changing procedures, and a general disconnect between the users and the writers of these documents. This is only exacerbated as management imposes pressure to use procedures on personnel despite the issues encountered with the documents, inhibiting valuable feedback within their organizations as personnel withhold information for fear of job security and potential punishment (in the form of 20-day suspension programs or termination). Moving forward, research is in-progress to identify the interdependencies between environmental, cultural, organizational, task, and personal factors unique to each location. This will provide insight regarding the extent to which procedures may not be generalized, after which a holistic view of procedure use in the industry will be offered. The resulting insight will point to recommendations for the future redesign of procedures’ role in promoting safe operations within petrochemical systems. Finally, the third part of this research project will demonstrate the efficacy of using visualizations as tools and methods in qualitative research for modeling complexity in socio- technical systems.

This study explores the concept of ‘slow violence,’ a term coined by Rob Nixon to describe the insidious, often unnoticed effects of power imbalances over time. It examines how ‘state vampirism’ and ‘industrial capitalism’ oppress marginalized populations, with a focus on India’s dependency on countries like the USA. The research juxtaposes exploitation and deprivation in human-induced disasters, such as the Bhopal Gas tragedy (1984) and Chornobyl (1986), through the lens of Marxist subalternism. It also analyzes the portrayal of these themes in the 2023 Netflix series “The Railway Men: The Untold Story of Bhopal 1984,” highlighting the plight of slum dwellers near Bhopal’s carbide factory. Ultimately, this paper questions the victimization process by capitalist multinationals, positioning Bhopal as a prime example of ‘corporate violence.’

In 1983, North Atlantic Treaty Organization (NATO) member states completed a command post exercise referred to as Able Archer 831 . In response to the exercise, the Soviets nearly launched a nuclear strike. Did these events cause President Ronald Reagan’s military policy to change from a hostile policy to a cooperative one? Using a methodology that consisted of combing through Nate Jones’s published compilation Able Archer 83, I conducted a thorough review of intelligence documents, memorandums, President Reagan’s diary entries, and other documentation contained therein. I supplemented my research with information found in the digital collection of the Ronald Reagan Presidential Library and Museum. My research indicated that President Reagan desired peace with the Soviets as early as 1981, but addressed the world with his reformed policy in January of 1984. Though an exact date and time for President Reagan's change in attitude could not be ascertained, it was clear that the near tragedy following Able Archer 83 had an effect on his policy

Anthropologist Veena Das here revisits two critical events in Indian history: the Partition riots of 1947, and the violence against Sikhs following the 1984 assassination of Prime Minister Indira Gandhi. Though Das has grappled with complex (and sometimes tortured) analyses of these same events in previous works, Life and Words represents an important departure from her more narrowly ethnographic essays. She readjusts her focus toward a theoretical/philosophical interrogation of the “ordinary” in an effort to complicate existing temporal and epistemological assumptions that have characterized studies of violence in India. The book is a two-part study: It first examines the way in which extraordinary violence (in this case that of Partition) gets “folded” into the everyday lives of those who have survived catastrophe. Second, she turns to how the violence of everyday life provides the necessary conditions for “eventful” eruptions of collective violence (in this case that against Sikhs in 1984). In blurring the boundaries between the ordinary and the eventful, Das is able to gain significant insights into the interface between the individual and the collective, the local and the supralocal, and the historical and the anthropological.

Esta pesquisa insere-se no campo de discussão da Antropologia Urbana e Visual. O objetivo é elaborar um estudo antropológico sobre a memória coletiva e traumática da população de Itajaí/SC que enfrentou em 2008 uma catástrofe climática/ambiental. A enchente vivenciada propiciou a emergência de novas redes de interação e sociabilidade que podem ser definidas como relações de reciprocidade e solidariedade entre os indivíduos envolvidos. A construção dessas redes de solidariedade de caráter emergencial está fundamentada teoricamente na perspectiva de Lomnitz que, ao estudar comunidades populares, destacou sua centralidade constituída sobre o sistema de reciprocidade em que predominavam vínculos horizontais enquanto estratégia de sobrevivência. A etnografia da duração orienta a pensar acerca das trajetórias pessoais e coletivas que configuram as temporalidades da cidade, os tempos de crise e de continuidade da população vitimada.Palavras chave: Etnografia da duração. Networks of Emergency Solidarity established from ruptures in daily lives: 2008 floods, Itajaí/SC Abstract This research belongs to the discussion field of Urban and Visual Anthropology. It consists of an anthropological study concerning collective and traumatic memory among the population of Itajaí/ SC, where an environmental/ climatic catastrophe took place in 2008. The flood experience brought into being new networks of interaction and sociability, which may be defined as relations of reciprocity and solidarity among the people involved. The analytical construction of these emergency solidarity networks is based theoretically on the Lomnitz's perspective. She, while studying poor communities, highlights the centrality of reciprocity systems that predominate horizontal links as surviving strategies. The ethnography of the duration incites us to reflect upon personal and collective trajectories which configure the temporality within the city, the period of crises and the continuity of the victimized population.Keywords: Ethnography of the duration. This paper examines the latent ecocriticism of the horror-comedy Ghostbusters: Afterlife (2021) against its original source material in the context of climate catastrophe culture. As a sequel to the Ghostbusters films (1984, 1989), Afterlife shifts the setting: (geo)physically, from metropolitan New York City to a ‘dirt farm’ in Summerville, Oklahoma, and generationally, from the original middle-aged, male ghost-catchers to the teenaged grandchildren of the brightest among them. While the original antagonist – the (fictive) Sumerian god Gozer – returns once more to end the world, the Anthropo(s)cenic landscapes of Afterlife establish the film as a geopolitical intervention in the debate on the already-in-progress environmental apocalypse. In its (partial) rejection of the values of its 1980s-era source material, which is critically assessed herein, I argue that Afterlife speaks to humanity’s emergence as a geological agent defined by geopolitical cultures rooted in human exploitation, hydrocarbon extraction, agro-industrialisation, and nuclearism. Indeed, the decade of Reaganism haunts the film, serving as a ghostly reminder of how we arrived at our current Anthropocene predicament through white heteropatriarchal triumphalism, neoliberal excess, and ecocide.

Truth be told, the “Y2K bug” was quite a disappointment. While the technopundits wooed us with visions of network failures worthy of millennial fervor, Jan. 1, 2000, came and went without even a glimmer of the catastrophic. Yet the Y2K “bug” did reveal the degree to which the American apocalypse now took the form of the network itself. The spaces of everyday life in America and elsewhere in a developed world produce and are produced by network structures that Manuel Castells has called “spaces of flow.” As such, Catastrophe today is marked more by dispersion and dissipation, rather than breakdown — a dis-strophe of social forms, structures, and experience. The dissipation of enactive networks does not, however, equate with a system failure. With the Internet “bubble burst” of March, 2000, the very exuberance of market flows were very much the conditions of possibility for both the irruption of a new economy and its sudden evaporation. It is not the ephemerality of these social forms and structures that disorients activities of everyday life in a network society, but rather our lack of control over distributed processes. The bubble burst, then, by no means sounded a death knell for distributed network functions. Rather, it marked a moment of increased misrecognition of the forms, structures, and practices that were the conditions of possibility for the event itself, as an ideology of authentication eclipsed a rhetoric of emergence and flow. Billions in capital disappeared in a matter of weeks, but the network forms and structures that allowed individual users “direct access” to the flows of capital remained in place for a normative virtual class, articulated as personalized and privatized spaces of control. As the bubble burst signaled an instance of digital dis-strophe, the 9/11 attacks on the World Trade Center marked a similar dissipative moment, articulated in the material terror of over 1,300 feet of skyscraper steel and human bodies turned to wreckage and dust. Much as the market crash of 2000 represented a collapse from within of the same network processes that enabled the market’s phenomenal growth, for all the “foreignness” of the terrorists, al Qaeda as an organization appeared decidedly at home in the globalized network society that it threatened to destroy. In an instance of Baudrillardian “ironic revenge,” terrorism appropriated all the trappings of a global space of flows in the name of subverting that same social structure (Baudrillard, “Spirit” 17-19). Only within the conditions of possibility of networked social space could such attacks occur. As such, terrorist cells functioned (the media informed us) as nodes in a distributed network, a human articulation of a space of flows capable of enacting horrifying acts beyond control. While in the years leading up to the market collapse of March, 2000, a growing number of an emerging virtual middle class (from cyberhippy to day-trader manqué) began to understand distributed networks as material expressions of a social revolution, the image of a distributed network changed after 9/11, becoming a global spatiality of fear and danger. As independent scholar Sam Smith notes on his weblog: I expect the organizing principle of the coming age – the era that began on September 12… – will be the distributed network, and we already have some early indications of what this period might look like. The decentralized potency of the Internet is a perfect metaphor in so many ways, and al Qaeda itself provides an apt demonstration of the character and power of the distributed network…. As our ill-prepared military has discovered, it’s hard to kill something you can’t find. Thank goodness for the Taliban, eh? Although figured as an anti-modern fundamentalism, the terrorist networks associated with September 11 served as an image of contemporary network structures themselves. The enemy, it seemed, was not some reclusive figurehead, but rather, the spatiality of the network itself, enacted by distributed, autonomous agents. Carl Conetta, writing on the nature of al Qaeda as a distributed network, notes in particular its ability to “[link] subnational elements together in a transnational web,” to thrive in nation-states that have collapsed or are about to collapse; in short, al Qaeda “lives in the interstices” of modern global space (Conetta). As globalization’s ironic revenge, distributed terror maps the interstitial flows that exploit the inability of centralized authority to coordinate emergent, enactive forms of network agency. In response, the US Congress passed the Patriot Act as an attempt to introduce modes of control into distributed networks and place them at the fingertips of state-based agencies. In an era of global flows, the Patriot Act reestablished the homeland as both a concept of social space and a delimited space of practice, articulated through global network structures. As part of President Bush’s “war on terror,” the Patriot Act declared war on the dispersive and dissipative nature of distributed networks by introducing what Deleuze and Guattari would call state-based apparatuses of capture. But as Deleuze notes, in a world of flows, “capture” occurs as a modulation, not an enclosure — a system of distributed control that is itself expressed in flows (4). The Patriot Act acknowledges networks themselves as modes of agency (noted in its frequent reference to an “intelligence service or network of a foreign power”), and as such institutes a legislative structure to “trap and trace” emergent network structures. In effect, the Patriot Act marks a modulation of networked social space that affirms the primacy of global flows in contemporary life at the same time that it initiates state-based systems of distributed control. Apparatuses of capture modulate flows by eliminating the interstitial and regulating transmission as a mode of order. The “homeland security” measures, then, are precisely this sort of effort to modulate the forms, structures, and practices of a space of flows. As the US military force mounted, one heard less and less talk of the distributed network form of terror, as an uncontrollable threat coalesced in the modulated image of a handful of figureheads: a “line up” in its most literal sense connecting bin Laden, Zakawi, and Hussein. The infamous Most Wanted card deck shifted our imagination from the shuffling networks of global terror to a linear ranking of Ba’ath Party players — a chain of command in a “rogue nation,” from ace of spades to the two of clubs. The topology of fear had changed. Within months, the U.S. government’s rhetoric had swayed our attention from terrorist networks to an “Axis of Evil.” Gone were the references to the complex webbings of distributed systems, and in its place, the reassuringly linear, gravitational orientations of good and evil. The “axis” not only revived the relatively clear lines of geopolitics of the Second World War; it also attempted to reestablish a representation of space predicated upon unidirectional movements and centralized control. Meanwhile, back in the homeland, DARPA’s Total Information Awareness (TIA) Program (renamed the Terrorist Information Awareness Program for better PR) promised a means of capturing flows of information through distributed control over the network. Whereas terrorist organizations exploit the interstitial spaces of a global network society, TIA as a state-based apparatus of capture promised to utilize these same networks to modulate a space of flows and extract orderly patterns of information. The agent of the state doesn’t necessarily control the flow of these networks, but rather, extracts mappings of emergent connections enacted by the network itself. Patterns of informatic exchange and transmission, then, provide distributed control over a network environment that can only be defined by flows and virtualities. In contrast to the data mining we are all used to in a commercial setting, where patterns of aggregate data give rise to “meaningful” market analysis, distributed control systems would instead focus on “rare but significant connections” mapped by the relational structures of a situated subject (DARPA A-14). Lines of contact emerge as pattern recognition allows authorized agents to “connect the dots” (a favored expression throughout DARPA’s report to Congress) within an undifferentiated network of data-flow. Distributed control creates a means for modulating what would otherwise appear as abject noise or aberrant links; the very fact that terrorist networks are represented as abject, interstitial social formations (and vice versa) becomes the condition of possibility for their recognition and capture. In a world in which networks of flows shape both state structures of power and the attempts to destroy those same structures, the lines have been drawn — and modulated. Through systems of distributed control, enactive networks now increasingly speak to a social space in which agency itself maps an emergent network. Less than two years after the Patriot Act was signed into law, DARPA lost Congressional funding for TIA. Again, it was the potential for success that induced our visions of digital catastrophe — that such a large body of data subjected to distributed control presented the potential for the network’s ironic revenge. Yet in many ways the modes of distributed control enacted by networks of pattern recognition are already matters of everyday life, misrecognized as “conveniences” in a network society. While spam filters and software agents hardly equate with the sophistication of TIA programs, the goal of each is the same — to modulate flows and cast off or capture the interstitial within programs of order. While information may want to be free, the forms, structures, and practices of everyday life reveal the degree to which a normative virtual class exerts a will to control, and an ironic willingness to distribute that control to the network itself. In a post-9/11 America, distributed controls are all the more implicated in everyday life, and all the more misrecognized as such by a citizenry terrified by middle eastern networks and placated by lines in the sand. Spurred by global institutions and treaties such as the General Agreement on Tariffs and Trade (GATT) and its’ bantling the World Trade Organisation (WTO), the past three decades have seen many nations of the world develop an economic interconnectedness that parallels the great free trade movement of the late Nineteenth and early Twentieth Centuries. Free trade and the resultant economic ‘globalisation’ have had mixed results for many countries and groups within countries and has incited a complex, inarticulate, and sometimes contradictory debate across all segments of our society. Some groups and geographical locales have benefited handsomely from the structural changes that we generally understand as globalisation, whilst other groups and geographical regions have become economically marginalised through disconnectedness from global flows of money and goods and services. Rural and regional Australia, for instance, has experienced a steady decline in recent years and in fact in rural Victoria, a gloomy report from the Bureau of Statistics, suggests that not one new full-time job has been created in more than thirteen years (Colbatch). In other parts of the country, particularly Sydney and Melbourne, things could not seem better; property values have doubled, unemployment is at record lows, and the new middle classes cram the cafés of the gentrified inner-cities. Wages have risen by up to fifty percent in many of Australia’s inner cities during the late 1990s (Birnbauer and Gurrera). By the end of the 1990s, in response to some of the inequalities of globalisation—particularly between developed and developing countries—a large globally-linked protest movement arose out of Seattle in the United States. The movement formed as a protest against the policies of the WTO and was an eclectic arrangement of political groups who believed that free trade was not the answer to a more equitable world. The problem was that some of the leading thinkers of the movement—in a movement that claimed to have no leaders—were far too short-sighted to see beyond the popular zeitgeist of the time. The turn of the century zeitgeist was based on a well-meaning utopian-libertarian vision of a frictionless and equitable world. The problem was that this vision had no place for nations and thus citizen-based democratically elected national governments. There had apparently been a coup and governments were now captured by shoe manufacturers. One of the best-known authors of the turn of the century globalisation protest movement was the inner-city Canadian journalist Naomi Klein with her popularly acclaimed book No Logo (Klein). Although shrewdly timed, there was nothing particularly ground-breaking about Klein’s work; anxieties about corporate power, exploited workers, and the power of the ideologically potent media industries have for most of the Twentieth Century been the focus of relations between governments and the private sphere everywhere. The book relied heavily on the popular journalistic branding of the time, the ‘new economy’, which was believed to be represented by the industries of the Information and Communication Technology (ICT) sector, advertising, and shoe manufacturers. The new economy never existed; it was merely a popularly accepted business-journalism term that perhaps described parts of the more complex corpus of work on ‘post-industrialism’. Many thinkers have been attempting to understand issues of equity and post-industrialism for more than three decades; perhaps one the best-known authors in Australia is the ex-Labor minister Barry Jones with his celebrated 1982 book Sleeper Wake; Technology and the Future of Work (Jones). The turn of the century globalisation protest movement was in essence a utopian-libertarian movement and even at times claimed to be ‘natural’ and ‘leaderless’. Pithily, the WTO could also be described as ‘utopian-libertarian’ as much of its post-war ideological base stems from the belief that national borders are a hindrance (and the world would be better without them), and national governments should not interfere with its ‘natural’ globalisation schema. The ‘global’ just like the ‘nation’ is an unwieldy meta-structure and can be interpreted in many ways and for many ends. The minimal working definitions of globalisation, or dare I say ‘globalism’, circulate around the processes in which complex interconnections are said to be rapidly developing between societies, institutions, cultures, collectives, and individuals worldwide. These connections are believed to be between cultural, political, and economic practices that are local, national, technological, and corporate. And if there really is such a thing as globalisation, then it is far from a ‘natural’ process, but has developed as the direct result of strategic choices by governments and corporations in the past thirty years. In Australia, our engagement with the dominant form of globalisation was exacerbated by the Hawke/Keating Labor governments (1984-1996) that deregulated large portions of the economy, floated our currency, and embraced the all-trade-is-good mantra of global economic policy. Not surprisingly, the rich countries define the dominant ideologies of globalisation and corporations are the main catalyst (Everend). Many corporations are involved in cultural production thus creating their own world culture and value system. This value system is based on consumerism (like buying sports shoes) and the triumph of individual consumer agency over collective economic practices (like free education). The end of the east-west logic of the Cold War ended the eighty-year ideological wrestle between centralised state economic planning and market driven models. Eric Hobsbawn, in his masterful empirical history, The Age of Extremes, claims that what we understand as the Twentieth Century ended in 1991 with the collapse of the Soviet Union (Hobsbawn). What we are left with is a world with only one major superpower, one major economic model, and one major Liberal ideology that is increasing the wealth gap between and within societies everywhere (Landes). We do need to urgently understand the forces beyond the nation state, but this should not be at the expense of a political engagement with the democratic processes that make up the nation state. The utopian-libertarian critique of the turn of the century globalisation protest movement was far too simplistic. The Twentieth Century often disastrously taught us that ideas of the nation can be interpreted in many ways, and likewise, ideas of ‘the global’ are contested meta-structures that can be multifariously interpreted. There are no effortless solutions to understanding globalisation processes and those that tell us what the ‘global’ is largely control what it is. This is similar to the history of Australia. Historically Australia has had different ways to see ourselves based on what group has been in power and the particular requirements of this group. The requirements of an elite group of Australians at the moment is perhaps no government at all so that ‘the people’ can consume in peace and not have bothersome local governments do nasty ‘state-authoritarian’ things like build kindergartens or repair street lights. If ‘the people’ loose faith in citizen based democracy then we undermine the only real power that we have as individuals. The simple act of many activists to communicate between various countries and exchange ideas and strategies is not end in itself; it is merely one component of a significant beginning. If we don’t have a major war, or an economic catastrophe, globalisation will probably further arrive over the next few decades. And we need to have representative, fair, collective and geographically specific processes to deal with this. Most of the collective institutional solutions we already have, and it is up to a new generation to take control of their democratic inheritance (like every other generation before us) rather than conjure one-dimensional utopian-libertarian visions that are oppressively close to those of the WTO. 1909–22: Turkey exterminated over 1.5 million of its ethnically Armenian, and hundreds of thousands of its ethnically Greek and Assyrian, citizens. Most died in 1915. This period of decimation in now widely called the Armenian Genocide (Balakian 179-80).1910: Siamanto first published his poem, The Dance: “The corpses were piled as trees, / and from the springs, from the streams and the road, / the blood was a stubborn murmur.” When springs run red, when the dead are stacked tree-high, when “everything that could happen has already happened,” then time is nothing: “there is no future [and] the language of civilised humanity is not our language” (Nichanian 142).2007: In my novel The Edge of the World a ceramic bowl, luminous blue, recurs as motif. Imagine you are tiny: the bowl is broken but you don’t remember breaking it. You’re awash with tears. You sit on the floor, gather shards but, no matter how you try, you can’t fix it. Imagine, now, that the bowl is the sky, huge and upturned above your head. You have always known, through every wash of your blood, that life is shockingly precarious. Silence—between heartbeats, between the words your parents speak—tells you: something inside you is terribly wrong; home is not home but there is no other home; you “can never be fully grounded in a community which does not share or empathise with the experience of persecution” (Wajnryb 130). This is the stubborn murmur of your body.Because time is nothing, this essay is fragmented, non-linear. Its main characters: my mother, grandmother (Hovsanna), grandfather (Benyamin), some of my mother’s older siblings (Krikor, Maree, Hovsep, Arusiak), and Mustafa Kemal Ataturk (Ottoman military officer, Young Turk leader, first president of Turkey). 1915–2013: Turkey invests much energy in genocide denial, minimisation and deflection of responsibility. 24 April 2012: Barack Obama refers to the Medz Yeghern (Great Calamity). The use of this term is decried as appeasement, privileging political alliance with Turkey over human rights. 2003: Between Genocide and Catastrophe, letters between Armenian-American theorist David Kazanjian and Armenian-French theorist Marc Nichanian, contest the naming of the “event” (126). Nichanian says those who call it the Genocide are:repeating every day, everywhere, in all places, the original denial of the Catastrophe. But this is part of the catastrophic structure of the survivor. By using the word “Genocide”, we survivors are only repeating […] the denial of the loss. We probably cannot help it. We are doing what the executioner wanted us to do […] we claim all over the world that we have been “genocided;” we relentlessly need to prove our own death. We are still in the claws of the executioner. We still belong to the logic of the executioner. (127)1992: In Revolution and Genocide, historian Robert Melson identifies the Armenian Genocide as “total” because it was public policy intended to exterminate a large fraction of Armenian society, “including the families of its members, and the destruction of its social and cultural identity in most or all aspects” (26).1986: Boyajian and Grigorian assert that the Genocide “is still operative” because, without full acknowledgement, “the ghosts won’t go away” (qtd. in Hovannisian 183). They rise up from earth, silence, water, dreams: Armenian literature, Armenian homes haunted by them. 2013: My heart pounds: Medz Yeghern, Aksor (Exile), Anashmaneli (Indefinable), Darakrutiun (Deportation), Chart (Massacre), Brnagaght (Forced migration), Aghed (Catastrophe), Genocide. I am awash. Time is nothing.1909–15: Mustafa Kemal Ataturk was both a serving Ottoman officer and a leader of the revolutionary Young Turks. He led Ottoman troops in the repulsion of the Allied invasion before dawn on 25 April at Gallipoli and other sites. Many troops died in a series of battles that eventually saw the Ottomans triumph. Out of this was born one of Australia’s founding myths: Australian and New Zealand Army Corps (ANZACs), courageous in the face of certain defeat. They are commemorated yearly on 25 April, ANZAC Day. To question this myth is to risk being labelled traitor.1919–23: Ataturk began a nationalist revolution against the occupying Allies, the nascent neighbouring Republic of Armenia, and others. The Allies withdrew two years later. Ataturk was installed as unofficial leader, becoming President in 1923. 1920–1922: The last waves of the Genocide. 2007: Robert Manne published A Turkish Tale: Gallipoli and the Armenian Genocide, calling for a recontextualisation of the cultural view of the Gallipoli landings in light of the concurrence of the Armenian Genocide, which had taken place just over the rise, had been witnessed by many military personnel and widely reported by international media at the time. Armenian networks across Australia were abuzz. There were media discussions. I listened, stared out of my office window at the horizon, imagined Armenian communities in Sydney and Melbourne. Did they feel like me—like they were holding their breath?Then it all went quiet. Manne wrote: “It is a wonderful thing when, at the end of warfare, hatred dies. But I struggle to understand why Gallipoli and the Armenian Genocide continue to exist for Australians in parallel moral universes.” 1992: I bought an old house to make a home for me and my two small children. The rooms were large, the ceilings high, and behind it was a jacaranda with a sturdy tree house built high up in its fork. One of my mother’s Armenian friends kindly offered to help with repairs. He and my mother would spend Saturdays with us, working, looking after the kids. Mum would stay the night; her friend would go home. But one night he took a sleeping bag up the ladder to the tree house, saying it reminded him of growing up in Lebanon. The following morning he was subdued; I suspect there were not as many mosquitoes in Lebanon as we had in our garden. But at dinner the previous night he had been in high spirits. The conversation had turned, as always, to politics. He and my mother had argued about Turkey and Russia, Britain’s role in the development of the Middle East conflict, the USA’s roughshod foreign policy and its effect on the world—and, of course, the Armenian Genocide, and the killingof Turkish governmental representatives by Armenians, in Australia and across the world, during the 1980s. He had intimated he knew the attackers and had materially supported them. But surely it was the beer talking. Later, when I asked my mother, she looked at me with round eyes and shrugged, uncharacteristically silent. 2002: Greek-American diva Diamanda Galas performed Dexifiones: Will and Testament at the Perth Concert Hall, her operatic work for “the forgotten victims of the Armenian and Anatolian Greek Genocide” (Galas).Her voice is so powerful it alters me.1925: My grandmother, Hovsanna, and my grandfather, Benyamin, had twice been separated in the Genocide (1915 and 1922) and twice reunited. But in early 1925, she had buried him, once a prosperous businessman, in a swamp. Armenians were not permitted burial in cemeteries. Once they had lived together in a big house with their dozen children; now there were only three with her. Maree, half-mad and 18 years old, and quiet Hovsep, aged seven,walked. Then five-year-old aunt, Arusiak—small, hungry, tired—had been carried by Hovsanna for months. They were walking from Cilicia to Jerusalem and its Armenian Quarter. Someone had said they had seen Krikor, her eldest son, there. Hovsanna was pregnant for the last time. Together the four reached Aleppo in Syria, found a Christian orphanage for girls, and Hovsanna, her pregnancy near its end, could carry Arusiak no further. She left her, promising to return. Hovsanna’s pains began in Beirut’s busy streets. She found privacy in the only place she could, under a house, crawled in. Whenever my mother spoke of her birth she described it like this: I was born under a stranger’s house like a dog.1975: My friend and I travelled to Albany by bus. After six hours we were looking down York Street, between Mount Clarence and Mount Melville, and beyond to Princess Royal Harbour, sapphire blue, and against which the town’s prosperous life—its shopfronts, hotels, cars, tourists, historic buildings—played out. It took away my breath: the deep harbour, whaling history, fishing boats. Rain and sun and scudding cloud; cliffs and swells; rocky points and the white curves of bays. It was from Albany that young Western Australian men, volunteers for World War I, embarked on ships for the Middle East, Gallipoli, sailing out of Princess Royal Harbour.1985: The Australian Government announced that Turkey had agreed to have the site of the 1915 Gallipoli landings renamed Anzac Cove. Commentators and politicians acknowledged it as historic praised Turkey for her generosity, expressed satisfaction that, 70 years on, former foes were able to embrace the shared human experience of war. We were justifiably proud of ourselves.2005: Turkey made her own requests. The entrance to Albany’s Princess Royal Harbour was renamed Ataturk Channel. A large bronze statue of Ataturk was erected on the headland overlooking the Harbour entrance. 24 April 1915: In the town of Hasan Beyli, in Cilicia, southwest Turkey, my great grandfather, a successful and respected businessman in his 50s, was asleep in his bed beside his wife. He had been born in that house, as had his father, grandfather, and all his children. His brother, my great uncle, had bought the house next door as a young man, brought his bride home to it, lived there ever since; between the two households there had been one child after another. All the cousins grew up together. My great grandfather and great uncle had gone to work that morning, despite their wives’ concerns, but had returned home early. The women had been relieved to see them. They made coffee, talked. Everyone had heard the rumours. Enemy ships were massing off the coast. 1978: The second time in Albany was my honeymoon. We had driven into the Goldfields then headed south. Such distance, such beautiful strangeness: red earth, red rocks; scant forests of low trees, thin arms outstretched; the dry, pale, flat land of Norseman. Shimmering heat. Then the big, wild coast.On our second morning—a cool, overcast day—we took our handline to a jetty. The ocean was mercury; a line of cormorants settled and bobbed. Suddenly fish bit; we reeled them in. I leaned over the jetty’s side, looked down into the deep. The water was clear and undisturbed save the twirling of a pike that looked like it had reversed gravity and was shooting straight up to me. Its scales flashed silver as itbroke the surface.1982: How could I concentrate on splicing a film with this story in my head? Besides the desk, the only other furniture in the editing suite was a whiteboard. I took a marker and divided the board into three columns for the three generations: my grandparents, Hovsanna and Benyamin; my mother; someone like me. There was a lot in the first column, some in the second, nothing in the third. I stared at the blankness of my then-young life.A teacher came in to check my editing. I tried to explain what I had been doing. “I think,” he said, stony-faced, “that should be your third film, not your first.”When he had gone I stared at the reels of film, the white board blankness, the wall. It took 25 years to find the form, the words to say it: a novel not a film, prose not pictures.2007: Ten minutes before the launch of The Edge of the World, the venue was empty. I made myself busy, told myself: what do you expect? Your research has shown, over and over, this is a story about which few know or very much care, an inconvenient, unfashionable story; it is perfectly in keeping that no-one will come. When I stepped onto the rostrum to speak, there were so many people that they crowded the doorway, spilled onto the pavement. “I want to thank my mother,” I said, “who, pretending to do her homework, listened instead to the story her mother told other Armenian survivor-women, kept that story for 50 years, and then passed it on to me.” 2013: There is a section of The Edge of the World I needed to find because it had really happened and, when it happened, I knew, there in my living room, that Boyajian and Grigorian (183) were right about the Armenian Genocide being “still operative.” But I knew even more than that: I knew that the Diaspora triggered by genocide is both rescue and weapon, the new life in this host nation both sanctuary and betrayal. I picked up a copy, paced, flicked, followed my nose, found it:On 25 April, the day after Genocide memorial-day, I am watching television. The Prime Minister stands at the ANZAC memorial in western Turkey and delivers a poetic and moving speech. My eyes fill with tears, and I moan a little and cover them. In his speech he talks about the heroism of the Turkish soldiers in their defence of their homeland, about the extent of their losses – sixty thousand men. I glance at my son. He raises his eyebrows at me. I lose count of how many times Kemal Ataturk is mentioned as the Father of Modern Turkey. I think of my grandmother and grandfather, and all my baby aunts and uncles […] I curl over like a mollusc; the ache in my chest draws me in. I feel small and very tired; I feel like I need to wash.Is it true that if we repeat something often enough and loud enough it becomes the truth? The Prime Minister quotes Kemal Ataturk: the ANZACS who died and are buried on that western coast are deemed ‘sons of Turkey’. My son turns my grandfather’s, my mother’s, my eyes to me and says, It is amazing they can be so friendly after we attacked them.I draw up my knees to my chest, lay my head and arms down. My limbs feel weak and useless. My throat hurts. I look at my Australian son with his Armenian face (325-6).24 April 1915 cont: There had been trouble all my great grandfather’s life: pogrom here, massacre there. But this land was accustomed to colonisers: the Mongols, the Persians, latterly the Ottomans. They invade, conquer, rise, fall; Armenians stay. This had been Armenian homeland for thousands of years.No-one masses ships off a coast unless planning an invasion. So be it. These Europeans could not be worse than the Ottomans. That night, were my great grandfather and great uncle awoken by the pounding at each door, or by the horses and gendarmes’ boots? They were seized, each family herded at gunpoint into its garden, and made to watch. Hanging is slow. There could be no mistakes. The gendarmes used the stoutest branches, stayed until they were sure the men weredead. This happened to hundreds of prominent Armenian men all over Turkey that night.Before dawn, the Allies made landfall.Each year those lost in the Genocide are remembered on 24 April, the day before ANZAC Day.1969: I asked my mother if she had any brothers and sisters. She froze, her hands in the sink. I stared at her, then slipped from the room.1915: The Ottoman government decreed: all Armenians were to surrender their documents and report to authorities. Able-bodied men were taken away, my grandfather among them. Women and children, the elderly and disabled, were told to prepare to walk to a safe camp where they would stay for the duration of the war. They would be accompanied by armed soldiers for their protection. They were permitted to take with them what they could carry (Bryce 1916).It began immediately, pretty young women and children first. There are so many ways to kill. Months later, a few dazed, starved survivors stumbled into the Syrian desert, were driven into lakes, or herded into churches and set alight.Most husbands and fathers were never seen again. 2003: I arrived early at my son’s school, parked in the shade, opened The Silence: How Tragedy Shapes Talk, and began to read. Soon I was annotating furiously. Ruth Wajnryb writes of “growing up among innocent peers in an innocent landscape” and also that the notion of “freedom of speech” in Australia “seems often, to derive from that innocent landscape where reside people who have no personal scars or who have little relevant historical knowledge” (141).1984: I travelled to Vancouver, Canada, and knocked on Arusiak’s door. Afraid she would not agree to meet me, I hadn’t told her I was coming. She was welcoming and gracious. This was my first experience of extended family and I felt loved in a new and important way, a way I had read about, had observed in my friends, had longed for. One afternoon she said, “You know our mother left me in an orphanage…When I saw her again, it was too late. I didn’t know who they were, what a family was. I felt nothing.” “Yes, I know,” I replied, my heart full and hurting. The next morning, over breakfast, she quietly asked me to leave. 1926: When my mother was a baby, her 18 year-old sister, Maree, tried to drown her in the sea. My mother clearly recalled Maree’s face had been disfigured by a sword. Hovsanna, would ask my mother to forgive Maree’s constant abuse and bad behaviour, saying, “She is only half a person.”1930: Someone gave Hovsanna the money to travel to Aleppo and reclaim Arusiak, by then 10 years old. My mother was intrigued by the appearance of this sister but Arusiak was watchful and withdrawn. When she finally did speak to my then five-year-old mother, she hissed: “Why did she leave me behind and keep you?”Soon after Arusiak appeared, Maree, “only half a person,” disappeared. My mother was happy about that.1935: At 15, Arusiak found a live-in job and left. My mother was 10 years old; her brother Hovsep, who cared for her before and after school every day while their mother worked, and always had, was seventeen. She adored him. He had just finished high school and was going to study medicine. One day he fell ill. He died within a week.1980: My mother told me she never saw her mother laugh or, once Hovsep died, in anything other than black. Two or three times before Hovsep died, she saw her smile a little, and twice she heard her singing when she thought she was alone: “A very sad song,” my mother would say, “that made me cry.”1942: At seventeen, my mother had been working as a live-in nanny for three years. Every week on her only half-day off she had caught the bus home. But now Hovsanna was in hospital, so my mother had been visiting her there. One day her employer told her she must go to the hospital immediately. She ran. Hovsanna was lying alone and very still. Something wasn’t right. My mother searched the hospital corridors but found no-one. She picked up a phone. When someone answered she told them to send help. Then she ran all the way home, grabbed Arusiak’s photograph and ran all the way back. She laid it on her mother’s chest, said, “It’s all right, Mama, Arusiak’s here.”1976: My mother said she didn’t like my boyfriend; I was not to go out with him. She said she never disobeyed her own mother because she really loved her mother. I went out with my boyfriend. When I came home, my belongings were on the front porch. The door was bolted. I was seventeen.2003: I read Wajnryb who identifies violent eruptions of anger and frozen silences as some of the behaviours consistent in families with a genocidal history (126). 1970: My father had been dead over a year. My brothers and I were, all under 12, made too much noise. My mother picked up the phone: she can’t stand us, she screamed; she will call an orphanage to take us away. We begged.I fled to my room. I couldn’t sit down. I couldn’t keep still. I paced, pressed my face into a corner; shook and cried, knowing (because she had always told us so) that she didn’t make idle threats, knowing that this was what I had sometimes glimpsed on her face when she looked at us.2012: The Internet reveals images of Ataturk’s bronze statue overlooking Princess Royal Harbour. Of course, it’s outsized, imposing. The inscription on its plinth reads: "Peace at Home/ Peace in the World." He wears a suit, looks like a scholar, is moving towards us, a scroll in his hand. The look in his eyes is all intensity. Something distant has arrested him – a receding or re-emerging vision. Perhaps a murmur that builds, subsides, builds again. (Medz Yeghern, Aksor, Aghed, Genocide). And what is written on that scroll?2013: My partner suggested we go to Albany, escape Perth’s brutal summer. I tried to explain why it’s impossible. Photograph by Gonzalo Echeverria (2010)We need to get some broad-based support, to capture the public’s imagination … so we have to offer up scary scenarios, make simplified, dramatic statements and make little mention of any doubts … each of us has to decide what the right balance is between being effective and being honest (Hulme 347). Acclaimed climate scientist, the late Stephen Schneider, made this comment in 1988. Later he regretted it and said that there are ways of using metaphors that can “convey both urgency and uncertainty” (Hulme 347). What Schneider encapsulates here is the great conundrum for those attempting to communicate climate change to the everyday public. How do scientists capture the public’s imagination and convey the desperation they feel about climate change, but do it ethically? If scientific findings are presented carefully, in boring technical jargon that few can understand, then they are unlikely to attract audiences or provide an impetus for behavioural change. “What can move someone to act?” asks communication theorists Susan Moser and Lisa Dilling (37). “If a red light blinks on in a cockpit” asks Donella Meadows, “should the pilot ignore it until in speaks in an unexcited tone? … Is there any way to say [it] sweetly? Patiently? If one did, would anyone pay attention?” (Moser and Dilling 37). In 2010 Tim Flannery was appointed Panasonic Chair in Environmental Sustainability at Macquarie University. His main teaching role remains within the new science communication programme. One of the first things Flannery was emphatic about was acquainting students with Karl Popper and the origin of the scientific method. “There is no truth in science”, he proclaimed in his first lecture to students “only theories, hypotheses and falsifiabilities”. In other words, science’s epistemological limits are framed such that, as Michael Lemonick argues, “a statement that cannot be proven false is generally not considered to be scientific” (n.p., my emphasis). The impetus for the following paper emanates precisely from this issue of scientific uncertainty — more specifically from teaching a course with Tim Flannery called Communicating climate change to a highly motivated group of undergraduate science communication students. I attempt to illuminate how uncertainty is constructed differently by different groups and that the “public” does not necessarily interpret uncertainty in the same way the sciences do. This paper also analyses how doubt has been politicised and operates polemically in media coverage of climate change. As Andrew Gorman-Murray and Gordon Waitt highlight in an earlier issue of M/C Journal that focused on the climate-culture nexus, an understanding of the science alone is not adequate to deal with the cultural change necessary to address the challenges climate change brings (n.p). Far from being redundant in debates around climate change, the humanities have much to offer. Erosion of Trust in Science The objectives of Macquarie’s science communication program are far more ambitious than it can ever hope to achieve. But this is not necessarily a bad thing. The initiative is a response to declining student numbers in maths and science programmes around the country and is designed to address the perceived lack of communication skills in science graduates that the Australian Council of Deans of Science identified in their 2001 report. According to Macquarie Vice Chancellor Steven Schwartz’s blog, a broader, and much more ambitious aim of the program is to “restore public trust in science and scientists in the face of widespread cynicism” (n.p.). In recent times the erosion of public trust in science was exacerbated through the theft of e-mails from East Anglia University’s Climate Research Unit and the so-called “climategate scandal” which ensued. With the illegal publication of the e-mails came claims against the Research Unit that climate experts had been manipulating scientific data to suit a pro-global warming agenda. Three inquiries later, all the scientists involved were cleared of any wrongdoing, however the damage had already been done. To the public, what this scandal revealed was a certain level of scientific hubris around the uncertainties of the science and an unwillingness to explain the nature of these uncertainties. The prevailing notion remained that the experts were keeping information from public scrutiny and not being totally honest with them, which at least in the short term, damaged the scientists’s credibility. Many argued that this signalled a shift in public opinion and media portrayal on the issue of climate change in late 2009. University of Sydney academic, Rod Tiffen, claimed in the Sydney Morning Herald that the climategate scandal was “one of the pivotal moments in changing the politics of climate change” (n.p). In Australia this had profound implications and meant that the bipartisan agreement on an emissions trading scheme (ETS) that had almost been reached, subsequently collapsed with (climate sceptic) Tony Abbott's defeat of (ETS advocate) Malcolm Turnbull to become opposition leader (Tiffen). Not long after the reputation of science received this almighty blow, albeit unfairly, the federal government released a report in February 2010, Inspiring Australia – A national strategy for engagement with the sciences as part of the country’s innovation agenda. The report outlines a commitment from the Australian government and universities around the country to address the challenges of not only communicating science to the broader community but, in the process, renewing public trust and engagement in science. The report states that: in order to achieve a scientifically engaged Australia, it will be necessary to develop a culture where the sciences are recognized as relevant to everyday life … Our science institutions will be expected to share their knowledge and to help realize full social, economic, health and environmental benefits of scientific research and in return win ongoing public support. (xiv-xv) After launching the report, Innovation Minister Kim Carr went so far as to conflate “hope” with “science” and in the process elevate a discourse of technological determinism: “it’s time for all true friends of science to step up and defend its values and achievements” adding that, "when you denigrate science, you destroy hope” (n.p.). Forever gone is our naïve post-war world when scientists were held in such high esteem that they could virtually use humans as guinea pigs to test out new wonder chemicals; such as organochlorines, of which DDT is the most widely known (Carson). Thanks to government-sponsored nuclear testing programs, if you were born in the 1950s, 1960s or early 1970s, your brain carries a permanent nuclear legacy (Flannery, Here On Earth 158). So surely, for the most part, questioning the authority and hubristic tendencies of science is a good thing. And I might add, it’s not just scientists who bear this critical burden, the same scepticism is directed towards journalists, politicians and academics alike – something that many cultural theorists have noted is characteristic of our contemporary postmodern world (Lyotard). So far from destroying hope, as the former Innovation Minister Kim Carr (now Minister for Innovation, Industry, Science and Research) suggests, surely we need to use the criticisms of science as a vehicle upon which to initiate hope and humility. Different Ways of Knowing: Bayesian Beliefs and Matters of Concern At best, [science] produces a robust consensus based on a process of inquiry that allows for continued scrutiny, re-examination, and revision. (Oreskes 370) In an attempt to capitalise on the Macquarie Science Faculty’s expertise in climate science, I convened a course in second semester 2010 called SCOM201 Science, Media, Community: Communicating Climate Change, with invaluable assistance from Penny Wilson, Elaine Kelly and Liz Morgan. Mike Hulme’s provocative text, Why we disagree about climate change: Understanding controversy, inaction and opportunity provided an invaluable framework for the course. Hulme’s book brings other types of knowledge, beyond the scientific, to bear on our attitudes towards climate change. Climate change, he claims, has moved from being just a physical, scientific, and measurable phenomenon to becoming a social and cultural phenomenon. In order to understand the contested nature of climate change we need to acknowledge the dynamic and varied meanings climate has played in different cultures throughout history as well as the role that our own subjective attitudes and judgements play. Climate change has become a battleground between different ways of knowing, alternative visions of the future, competing ideas about what’s ethical and what’s not. Hulme makes the point that one of the reasons that we disagree about climate change is because we disagree about the role of science in today’s society. He encourages readers to use climate change as a tool to rigorously question the basis of our beliefs, assumptions and prejudices. Since uncertainty was the course’s raison d’etre, I was fortunate to have an extraordinary cohort of students who readily engaged with a course that forced them to confront their own epistemological limits — both personally and in a disciplinary sense. (See their blog: https://scom201.wordpress.com/). Science is often associated with objective realities. It thus tends to distinguish itself from the post-structuralist vein of critique that dominates much of the contemporary humanities. At the core of post-structuralism is scepticism about everyday, commonly accepted “truths” or what some call “meta-narratives” as well as an acknowledgement of the role that subjectivity plays in the pursuit of knowledge (Lyotard). However if we can’t rely on objective truths or impartial facts then where does this leave us when it comes to generating policy or encouraging behavioural change around the issue of climate change? Controversial philosophy of science scholar Bruno Latour sits squarely in the post-structuralist camp. In his 2004 article, “Why has critique run out of steam? From matters of fact to matters of concern”, he laments the way the right wing has managed to gain ground in the climate change debate through arguing that uncertainty and lack of proof is reason enough to deny demands for action. Or to use his turn-of-phrase, “dangerous extremists are using the very same argument of social construction to destroy hard-won evidence that could save our lives” (Latour n.p). Through co-opting (the Left’s dearly held notion of) scepticism and even calling themselves “climate sceptics”, they exploited doubt as a rationale for why we should do nothing about climate change. Uncertainty is not only an important part of science, but also of the human condition. However, as sociologist Sheila Jasanoff explains in her Nature article, “Technologies of Humility”, uncertainty has become like a disease: Uncertainty has become a threat to collective action, the disease that knowledge must cure. It is the condition that poses cruel dilemmas for decision makers; that must be reduced at all costs; that is tamed with scenarios and assessments; and that feeds the frenzy for new knowledge, much of it scientific. (Jasanoff 33) If we move from talking about climate change as “a matter of fact” to “a matter of concern”, argues Bruno Latour, then we can start talking about useful ways to combat it, rather than talking about whether the science is “in” or not. Facts certainly matter, claims Latour, but they can’t give us the whole story, rather “they assemble with other ingredients to produce a matter of concern” (Potter and Oster 123). Emily Potter and Candice Oster suggest that climate change can’t be understood through either natural or cultural frames alone and, “unlike a matter of fact, matters of concern cannot be explained through a single point of view or discursive frame” (123). This makes a lot of what Hulme argues far more useful because it enables the debate to be taken to another level. Those of us with non-scientific expertise can centre debates around the kinds of societies we want, rather than being caught up in the scientific (un)certainties. If we translate Latour’s concept of climate change being “a matter of concern” into the discourse of environmental management then what we come up with, I think, is the “precautionary principle”. In the YouTube clip, “Stephen Schneider vs Skeptics”, Schneider argues that when in doubt about the potential environmental impacts of climate change, we should always apply the precautionary principle. This principle emerged from the UN conference on Environment and Development in Rio de Janeiro in 1992 and concerns the management of scientific risk. However its origins are evident much earlier in documents such as the “Use of Pesticides” from US President’s Science Advisory Committee in 1962. Unlike in criminal and other types of law where the burden of proof is on the prosecutor to show that the person charged is guilty of a particular offence, in environmental law the onus of proof is on the manufacturers to demonstrate the safety of their product. For instance, a pesticide should be restricted or disproved for use if there is “reasonable doubt” about its safety (Oreskes 374). Principle 15 of the Rio Declaration on Environment and Development in 1992 has its foundations in the precautionary principle: “Where there are threats of serious or irreversible environmental damage, lack of full scientific certainty should not be used as a reason for postponing measures to prevent environmental degradation” (n.p). According to Environmental Law Online, the Rio declaration suggests that, “The precautionary principle applies where there is a ‘lack of full scientific certainty’ – that is, when science cannot say what consequences to expect, how grave they are, or how likely they are to occur” (n.p.). In order to make predictions about the likelihood of an event occurring, scientists employ a level of subjectivity, or need to “reveal their degree of belief that a prediction will turn out to be correct … [S]omething has to substitute for this lack of certainty” otherwise “the only alternative is to admit that absolutely nothing is known” (Hulme 85). These statements of “subjective probabilities or beliefs” are called Bayesian, after eighteenth century English mathematician Sir Thomas Bayes who developed the theory of evidential probability. These “probabilities” are estimates, or in other words, subjective, informed judgements that draw upon evidence and experience about the likelihood of event occurring. The Intergovernmental Panel on Climate Change (IPCC) uses Bayesian beliefs to determine the risk or likelihood of an event occurring. The IPCC provides the largest international scientific assessment of climate change and often adopts a consensus model where viewpoint reached by the majority of scientists is used to establish knowledge amongst an interdisciplinary community of scientists and then communicate it to the public (Hulme 88). According to the IPCC, this consensus is reached amongst more than more than 450 lead authors, more than 800 contributing authors, and 2500 scientific reviewers. While it is an advisory body and is not policy-prescriptive, the IPCC adopts particular linguistic conventions to indicate the probability of a statement being correct. Stephen Schneider convinced the IPCC to use this approach to systemise uncertainty (Lemonick). So for instance, in the IPCC reports, the term “likely” denotes a chance of 66%-90% of the statement being correct, while “very likely” denotes more than a 90% chance. Note the change from the Third Assessment Report (2001), indicating that “most of the observed warming in over the last fifty years is likely to have been due to the increase in greenhouse gas emissions” to the Fourth Assessment (February 2007) which more strongly states: “Most of the observed increase in global average temperatures since the mid twentieth century is very likely due to the observed increase in anthropogenic greenhouse gas concentrations” (Hulme 51, my italics). A fiery attack on Tim Flannery by Andrew Bolt on Steve Price’s talkback radio show in June 2010 illustrates just how misunderstood scientific uncertainty is in the broader community. When Price introduces Flannery as former Australian of the Year, Bolt intercedes, claiming Flannery is “Alarmist of the Year”, then goes on to chastise Flannery for making various forecasts which didn’t eventuate, such as that Perth and Brisbane might run out of water by 2009. “How much are you to blame for the swing in sentiment, the retreat from global warming policy and rise of scepticism?” demands Bolt. In the context of the events of late 2009 and early 2010, the fact that these events didn’t materialise made Flannery, and others, seem unreliable. And what Bolt had to say on talkback radio, I suspect, resonated with a good proportion of its audience. What Bolt was trying to do was discredit Flannery’s scientific credentials and in the process erode trust in the expert. Flannery’s response was to claim that, what he said was that these events might eventuate. In much the same way that the climate sceptics have managed to co-opt scepticism and use it as a rationale for inaction on climate change, Andrew Bolt here either misunderstands basic scientific method or quite consciously misleads and manipulates the public. As Naomi Oreskes argues, “proof does not play the role in science that most people think it does (or should), and therefore it cannot play the role in policy that skeptics demand it should” (Oreskes 370). Doubt and ‘Situated’ Hope Uncertainty and ambiguity then emerge here as resources because they force us to confront those things we really want–not safety in some distant, contested future but justice and self-understanding now. (Sheila Jasanoff, cited in Hulme, back cover) In his last published book before his death in mid-2010, Science as a contact sport, Stephen Schneider’s advice to aspiring science communicators is that they should engage with the media “not at all, or a lot”. Climate scientist Ann Henderson-Sellers adds that there are very few scientists “who have the natural ability, and learn or cultivate the talents, of effective communication with and through the media” (430). In order to attract the public’s attention, it was once commonplace for scientists to write editorials and exploit fear-provoking measures by including a “useful catastrophe or two” (Moser and Dilling 37). But are these tactics effective? Susanne Moser thinks not. She argues that “numerous studies show that … fear may change attitudes … but not necessarily increase active engagement or behaviour change” (Moser 70). Furthermore, risk psychologists argue that danger is always context specific (Hulme 196). If the risk or danger is “situated” and “tangible” (such as lead toxicity levels in children in Mt Isa from the Xstrata mine) then the public will engage with it. However if it is “un-situated” (distant, intangible and diffuse) like climate change, the audience is less likely to. In my SCOM201 class we examined the impact of two climate change-related campaigns. The first one was a short film used to promote the 2010 Copenhagen Climate Change Summit (“Scary”) and the second was the State Government of Victoria’s “You have the power: Save Energy” public awareness campaign (“You”). Using Moser’s article to guide them, students evaluated each campaign’s effectiveness. Their conclusions were that the “You have the power” campaign had far more impact because it a) had very clear objectives (to cut domestic power consumption) b) provided a very clear visualisation of carbon dioxide through the metaphor of black balloons wafting up into the atmosphere, c) gave viewers a sense of empowerment and hope through describing simple measures to cut power consumption and, d) used simple but effective metaphors to convey a world progressed beyond human control, such as household appliances robotically operating themselves in the absence of humans. Despite its high production values, in comparison, the Copenhagen Summit promotion was more than ineffective and bordered on propaganda. It actually turned viewers off with its whining, righteous appeal of, “please help the world”. Its message and objectives were ambiguous, it conveyed environmental catastrophe through hackneyed images, exploited children through a narrative based on fear and gave no real sense of hope or empowerment. In contrast the Victorian Government’s campaign focused on just one aspect of climate change that was made both tangible and situated. Doubt and uncertainty are productive tools in the pursuit of knowledge. Whether it is scientific or otherwise, uncertainty will always be the motivation that “feeds the frenzy for new knowledge” (Jasanoff 33). Articulating the importance of Hulme’s book, Sheila Jasanoff indicates we should make doubt our friend, “Without downplaying its seriousness, Hulme demotes climate change from ultimate threat to constant companion, whose murmurs unlock in us the instinct for justice and equality” (Hulme back cover). The “murmurs” that Jasanoff gestures to here, I think, can also be articulated as hope. And it is in this discussion of climate change that doubt and hope sit side-by-side as bedfellows, mutually entangled. Since the “failed” Copenhagen Summit, there has been a distinct shift in climate change discourse from “experts”. We have moved away from doom and gloom discourses and into the realm of what I shall call “situated” hope. “Situated” hope is not based on blind faith alone, but rather hope grounded in evidence, informed judgements and experience. For instance, in distinct contrast to his cautionary tale The Weather Makers: The History & Future Impact of Climate Change, Tim Flannery’s latest book, Here on Earth is a biography of our Earth; a planet that throughout its history has oscillated between Gaian and Medean impulses. However Flannery’s wonder about the natural world and our potential to mitigate the impacts of climate change is not founded on empty rhetoric but rather tempered by evidence; he presents a series of case studies where humanity has managed to come together for a global good. Whether it’s the 1987 Montreal ban on CFCs (chlorinated fluorocarbons) or the lesser-known 2001 Stockholm Convention on POP (Persistent Organic Pollutants), what Flannery envisions is an emerging global civilisation, a giant, intelligent super-organism glued together through social bonds. He says: If that is ever achieved, the greatest transformation in the history of our planet would have occurred, for Earth would then be able to act as if it were as Francis Bacon put it all those centuries ago, ‘one entire, perfect living creature’. (Here on Earth, 279) While science might give us “our most reliable understanding of the natural world” (Oreskes 370), “situated” hope is the only productive and ethical currency we have. When I saw the word ‘bubbles’ my immediate thought went to the painting by John Millais of a child blowing bubbles that subsequently became part of the advertising campaign for Pears soap. Bubbles blown by children, as we all once did, last but a few seconds and lead on naturally to the theme of transience and constant change. Nothing lasts forever, even if human beings make attempts to impose permanence on the world. A child’s disappointment at having a soap bubble burst represents a deep human desire for permanence which is the focus of this article. Before the modern age, human life could be considered to be somewhat like a bubble in that it could be pricked at any time. This was especially the case with babies and young children who could be easily carried off. As Jeremy Taylor put it: but if the bubble stands the shock of a bigger drop, and outlives the chances of a child, of a careless nurse, of drowning in a pail of water, of being overlaid by a sleepy servant, or such little accidents. (9) More generally, human beings understood that there was nothing permanent about their existing circumstances and that the possibility of famine, disease and, even war was ever present. Pax Romana, which is eulogised by Edward Gibbon as a felicitous time, did not suffer much in the way of war, famine, or epidemics but it was still a time when many Romans would have suffered from a range of diseases and not always have been well nourished. It was, however, a time of considerable security for most Romans who did not need to fear a band of marauders turning up on their doorstep. Disease and war would follow in the wake of climate change during the next century (Harper). Pax Romana was a bubble of relative tranquillity in human history. For a short period of time, climatic conditions, economic circumstances and political stability coalesced to still the winds of time temporarily. But such bubbles were unusual in the European context, which was usually riven by war. Peace reigned, by and large, in the long nineteenth century and in the period following World War II, to which it is possible to attach the name ‘pax moderna’. In China, much longer bubbles have been the norm, but they were succeeded by terrible periods of famine, dislocation, and war. The Ming bubble burst in the seventeenth century amidst a time of cold, famine, and plague (Parker 115-151). In such circumstances there was an appreciation of the precariousness of human existence. This had two major effects: A search for permanence in a world of change and uncertainty, a means of creating a bubble that can resist that change. When living in a time of relative stability, dealing with the fear that that stability will only last so long and that bad things may be just around the corner. These two matters form the basis of this article. Human beings create bubbles as they attempt to control change. They then become attached to their bubbles, even to the extent of believing that their bubbles are the real world. This has the effect of bubbles continuing to exist even if they harm human understanding of the world rather than enhancing it. Impermanence is the great reality of human existence; as Heraclitus (Burnet 136) correctly stated, we cannot place our foot in the same river twice. The extraordinary thing is that human beings possess a plastic nature that allows them to adapt to that impermanence (Melleuish & Rizzo ‘Limits’). The plasticity of human beings, as expressed in their culture, can be seen most clearly in the way that human languages constantly change. This occurs both in terms of word usage and grammatical structure. English was once an inflected language but cases now only really survive in personal pronouns. Words constantly change their meanings, both over time and in different places. Words appear to take on the appearance of permanence; they appear to form bubbles that are encased in lead, even when the reality is that words form multiple fragile bubbles that are constantly being burst and remade. The changing nature of the meaning of words only becomes known to a literate society, in particular a literate society that has a genuine sense of history. In an oral society words are free to change over time and there is little sense of those changes. Writing has the effect of fixing texts into a particular form; at the very least it makes creative reworking of texts much more difficult. Of course, there are counter examples to such a claim, the most famous of which are the Vedas which, it is argued, remained unchanged despite centuries of oral transmission (Doniger104-7). This fixed nature could be achieved because of the strict mode of transmission, ensuring that the hymns did not change when transmitted. As the Vedas are linked to the performance of rituals this exactness was necessary for the rituals to be efficacious (Olivelle xli-xlv). The transmission of words is not the same thing as the transmission of meaning. Nor does it mean that many words that today are used as seemingly universal ideas have always existed. Religion (Nongeri), state (Melleuish, ‘State’), civilisation, and culture (Melleuish, ‘Civilisation’) are all modern creations; ‘identity’ is only about sixty years old (Stokes 2). New words emerge to deal with new circumstances. For example, civilisation came into being partially because the old term ‘Christendom’ had become redundant; ‘identity’ replaced an earlier idea of national character. Words, then, are bubbles that human beings cast out onto the world and that appear to create the appearance of permanence. These bubbles encase the real world giving the thing that they name ‘being’, even as that thing is in flux and a condition of becoming. For Parmenides (loc. 1355-1439), the true nature of the world is being. The solidity provided by ‘being’ is a comfort in a world that is constantly changing and in which there is a constant threat of change. Words and ideas do not form stable bubbles, they form a string of bubbles, with individuals constantly blowing out new versions of a word, but they appear as if they were just the one bubble. One can argue, quite correctly, I believe, that this tendency to meld a string of bubbles into a single bubble is central to the human condition and actually helps human beings to come to terms with their existence in the world. ‘Bubble as being’ provides human beings with a considerable capacity to gain a degree of control over their world. Amongst other things, it allows for radical simplification. A.R. Luria (20-47), in his study of the impact of literacy on how human beings think, noted that illiterate Uzbeks classified colour in a complex way but that with the coming of literacy came to accept the quite simple colour classifications of the modern world. Interestingly, Uzbeks have no word for orange; the ‘being’ of colours is a human creation. One would think that this desire for ‘being’, for a world that is composed of ‘constants’, is confined to the world of human culture, but that is not the case. Everyone learns at school that the speed of light is a constant. Rupert Sheldrake (92-3) decided to check the measurement of the speed of light and discovered that the empirical measurements taken of its speed actually varied. Constants give the universe a smooth regularity that it would otherwise lack. However, there are a number of problems that emerge from a too strong attachment to these bubbles of being. One is that the word is mistaken for the thing; the power of the word, the logos, becomes so great that it comes to be assumed that all the objects described by a word must fit into a single model or type. This flies in the face of two realities. One is that every example of a named object is different. Hence, when one does something practically in the world, such as construct a building, one must adjust one’s activities according to local circumstances. That the world is heterogeneous explains why human beings need plasticity. They need to adapt their practices as they encounter new and different circumstances. If they do not, it may be the case that they will die. The problem with the logos introduced by literacy, the bubble of being, is that it makes human beings less flexible in their dealings with the world. The other reality is human plasticity itself. As word/bubbles are being constantly generated then each bubble will vary in its particular meaning, both at the community and, even, individual, level. Over time words will vary subtly in meaning in different places. There is no agreed common meaning to any word; being is an illusion. Of course, it is possible for governments and other institutions to lay down what the ‘real’ meaning of a word is, much in the same way as the various forms of measurement are defined by certain scientific criteria. This becomes dangerous in the case of abstract nouns. It is the source of ‘heresy’ which is often defined in terms of the meaning of particular words. Multiple, almost infinite, bubbles must be amalgamated into one big bubble. Attempts by logos professionals to impose a single meaning are often resisted by ordinary human beings who generally seem to be quite happy living with a range of bubbles (Tannous; Pegg). One example of mutation of meaning is the word ‘liberal’, which means quite different things in America and Australia. To add to the confusion, there are occasions when liberal is used in Australia in its American sense. This simply illustrates the reality that liberal has no specific ‘being’, some universal idea of which individual liberals are particular manifestations. The problem becomes even worse when one moves between languages and cultures. To give but one example; the ancient Greek word πολις is translated as state but it can be argued that the Greek πολις was a stateless society (Berent). There are good arguments for taking a pragmatic attitude to these matters and assuming that there is a vague general agreement regarding what words such as ‘democracy’ mean, and not to go down the rabbit hole into the wonderland of infinite bubbles. This works so long as individuals understand that bubbles of being are provisional in nature and are capable of being pricked. It is possible, however, for the bubbles to harden and to impose on us what is best described as the ‘tyranny of concepts’, whereby the idea or word obscures the reality. This can occur because some words, especially abstract nouns, have very vague meanings: they can be seen as a sort of cloudy bubble. Again, democracy is good example of a cloudy bubble whose meaning is very difficult to define. A cloudy bubble prevents us from analysing and criticising something too closely. Bubbles exist because human beings desire permanence in a world of change and transience. In this sense, the propensity to create bubbles is as much an aspect of human nature as its capacity for plasticity. They are the product of a desire to ‘tame time’ and to create a feeling of security in a world of flux. As discussed above, a measure of security has not been a common state of affairs for much of human history, which is why the Pax Romana was so idealised. If there is modern ‘bubble’ created by the Enlightenment it is the dream of Kantian perpetual peace, that it is possible to bring a world into being that is marked by permanent peace, in which all the earlier horrors of human existence, from famine to epidemics to war can be tamed and humanity live harmoniously and peacefully forever. To achieve this goal, it was necessary to ‘tame’ history (Melleuish & Rizzo, ‘Philosophy’). This can be done through the idea of progress. History can be placed into a bubble of constant improvement whereby human beings are constantly getting better, not just materially but also intellectually and morally. Progress very easily turns into a utopian fantasy where people no longer suffer and can live forever. The horrors of the first half of the twentieth century did little to dent the power of this bubble. There is still an element of modern culture that dreams of such a world actually coming into being. Human beings may try to convince themselves that the bubble of progress will not burst and that perpetual peace may well be perpetual, but underlying that hope there are deep anxieties born of the knowledge that ‘nothing lasts forever’. Since 1945, the West has lived through a period of peace and relative prosperity, a pax moderna; the European Union is very much a Kantian creation. Underneath the surface, however, contemporary Western culture has a deep fear that the bubble can burst very easily and that the veneer of modern civilisation will be stripped away. This fear manifests itself in a number of ways. One can be seen in the regular articles that appear about the possibility of a comet or asteroid hitting the earth (Drake). Such a collision will eventually occur but it is sixty five million years since the dinosaurs became extinct. Another is the fear of solar storm that could destroy both electricity grids and electronic devices (Britt). Another expression of this fear can be found in forms of artistic expression, including zombie, disaster, and apocalypse movies. These reveal something about the psyche of modernity, and modern democracy, in the same way that Athenian tragedy expressed the hopes and fears of fifth-century Athenian democracy through its elaboration of the great Greek myths. Robert Musil remarks in The Man without Qualities (833) that if humanity dreamed collectively it would dream Moosbrugger, a serial murderer. Certainly, it appears to be the case that when the modern West dreams collectively it dreams of zombies, vampires, and a world in which civilised values have broken down and everyone lives in a Hobbesian state of nature, the war of all against all (Hobbes 86-100). This theme of the bursting of the ‘civilised bubble’ is a significant theme in contemporary culture. In popular culture, two of the best examples of this bursting are the television shows Battlestar Galactica and The Walking Dead. In Galactica, human beings fall prey to the vengeful artificial creatures that they have created and mistreated. In The Walking Dead, as in all post-apocalyptic Zombie creations, the great fear is that human beings will turn into zombies, creatures that have been granted a form of immortality but at the cost of the loss of their souls. The fear of death is primal in all human beings, as is the fear of the loss of one’s humanity after death. This fear is expressed in the first surviving work of human literature, The Epic of Gilgamesh, in which Gilgamesh goes unsuccessfully in search of immortal life. In perhaps the bleakest modern portrayal of a post-apocalyptic world, Cormac McCarthy’s The Road, we encounter the ultimate Hobbesian universe. This is a world that has undergone an apocalypse of unknown origin. There is only darkness and dust and ash; nothing grows any longer and the few survivors are left to scavenge for the food left behind in tins. Or they can eat each other. It is the ultimate war of all against all. The clipped language, the lack of identity of the inhabitants, leads us into something that is almost no longer human. There is little or no hope. Reading The Road one is drawn back to the ‘House of Darkness’ described in The Epic of Gilgamesh, which describes the afterlife in terms of dust (“The Great Myths”): He bound my arms like the wings of a bird, to lead me captive to the house of darkness, seat of Irkalla:to the house which none who enters ever leaves, on the path that allows no journey back, to the house whose residents are deprived of light, where soil is itself their sustenance and clay their food,where they are clad like birds in coats of feathers, and see no light, but dwell in darkness. The Road is a profoundly depressing work, and the movie is barely watchable. In bursting the bubble of immortality, it plays on human fears and anxieties that stretch back millennia. The really interesting question is why such fears should emerge at a time when people in countries like America are living through a period of peace and prosperity. Much as people dream of a bubble of infinite progress and perpetual peace, they instinctively understand that that particular bubble is very fragile and may very easily be punctured. My final example is the less than well-known movie Zardoz, dating from the 1970s and starring Sean Connery. In it, some human beings have achieved ‘immortality’ but the consequences are less than perfect, and the Sean Connery character has the task, given to him by nature, to restore the balance between life and death, just as Gilgamesh had to understand that the two went together. There are some bubbles that are meant to be burst, some realities that human beings have to face if they are to appreciate their place in the scheme of things. Hence, we face a paradox. Human beings are constantly producing bubbles as they chart their way through a world that is also always changing. This is a consequence of their plastic nature. For good reasons, largely out of a desire for stability and security, they also tend to bring these infinite bubbles together into a much smaller number of bubbles that they view as possessing being and hence permanence. The problem is that these ‘bubbles of being’ are treated as if they really described the world in some sort of universal fashion, rather than treated as useful tools. Human beings can become the victims of their own creations. At the same time, human beings have an instinctive appreciation that the world is not stable and fixed, and this appreciation finds its expression in the products of their imagination. They burst bubbles through the use of their imagination in response to their fears and anxieties. Bubbles are the product of the interaction between the changing nature of both the world and human beings and the desire of those human beings for a degree of stability. Human beings need to appreciate both the reality of change and the strengths and weaknesses of bubbles as they navigate their way through the world. Abstract (sommario):
‘Complex(ity)’ is currently fashionable in the humanities. Fashions come and go, but in this article I argue that the interest in complexity connects with something deeper, an intellectual revolution that began before complexity became trendy, and will continue after the spotlight passes on. Yet to make this case, and understand and advance this revolution, we need a better take on ‘complexity’. ‘Complex’ is of course complex. In common use it refers to something ‘composed of many interrelated parts’, or problems ‘so complicated or intricate as to be hard to deal with’. I will call this popular meaning, with its positive and negative values, complexity-1. In science it has a more negative sense, complexity-2, referring to the presenting complexity of problems, which science will strip down to underlying simplicity. But recently it has developed positive meanings in both science and humanities. Complexity-3 marks a revolutionarily more positive attitude to complexity in science that does seek to be reductive. Humanities-style complexity-4, which acknowledges and celebrates the inherent complexity of texts and meanings, is basic in contemporary Media and Cultural studies (MaC for short). The underlying root of complex is plico bend or fold, plus con- together, via complector grasp (something), encompass an idea, or person. The double of ‘complex’ is ‘simple’, from Latin simplex, which less obviously also comes from plico, plus semel once, at the same time. ‘Simple’ and ‘complex’ are closer than people think: only a fold or two apart. A key idea is that these elements are interdependent, parts of a single underlying form. ‘Simple(x)’ is another modality of ‘complex’, dialectically related, different in degree not kind, not absolutely opposite. The idea of ‘holding together’ is stronger in Latin complex, the idea of difficulty more prominent in modern usage, yet the term still includes both. The concept ‘complex’ is untenable apart from ‘simple’. This figure maps the basic structures in ‘complexity’. This complexity contains both positive and negative values, science and non-science, academic and popular meanings, with folds/differences and relationships so dynamically related that no aspect is totally independent. This complex field is the minimum context in which to explore claims about a ‘complexity revolution’. Complexity in Science and Humanities In spite of the apparent similarities between Complexity-3 (sciences) and 4 (humanities), in practice a gulf separates them, policed from both sides. If these sides do not talk to each other, as they often do not, the result is not a complex meaning for ‘complex’, but a semantic war-zone. These two forms of complexity connect and collide because they reach into a new space where discourses of science and non-science are interacting more than they have for many years. For many, in both academic communities, a strong, taken-for-granted mindset declares the difference between them is absolute. They assume that if ‘complexity’ exists in science, it must mean something completely different from what it means in humanities or everyday discourse, so different as to be incomprehensible or unusable by humanists. This terrified defence of the traditional gulf between sciences and humanities is not the clinching argument these critics think. On the contrary, it symptomises what needs to be challenged, via the concept complex. One influential critic of this split was Lord Snow, who talked of ‘two cultures’. Writing in class-conscious post-war Britain he regretted the ignorance of humanities-trained ruling elites about basic science, and scientists’ ignorance of humanities. No-one then or now doubts there is a problem. Most MaC students have a science-light education, and feel vulnerable to critiques which say they do not need to know any science or maths, including complexity science, and could not understand it anyway. To understand how this has happened I go back to the 17th century rise of ‘modern science’. The Royal Society then included the poet Dryden as well as the scientist Newton, but already the fissure between science and humanities was emerging in the elite, re-enforcing existing gaps between both these and technology. The three forms of knowledge and their communities continued to develop over the next 400 years, producing the education system which formed most of us, the structure of academic knowledges in which culture, technology and science form distinct fields. Complexity has been implicated in this three-way split. Influenced by Newton’s wonderful achievement, explaining so much (movements of earthly and heavenly bodies) with so little (three elegant laws of motion, one brief formula), science defined itself as a reductive practice, in which complexity was a challenge. Simplicity was the sign of a successful solution, altering the older reciprocity between simplicity and complexity. The paradox was ignored that proof involved highly complex mathematics, as anyone who reads Newton knows. What science held onto was the outcome, a simplicity then retrospectively attributed to the universe itself, as its true nature. Simplicity became a core quality in the ontology of science, with complexity-2 the imperfection which challenged and provoked science to eliminate it. Humanities remained a refuge for a complexity ontology, in which both problems and solutions were irreducibly complex. Because of the dominance of science as a form of knowing, the social sciences developed a reductivist approach opposing traditional humanities. They also waged bitter struggles against anti-reductionists who emerged in what was called ‘social theory’. Complexity-4 in humanities is often associated with ‘post-structuralism’, as in Derrida, who emphasises the irreducible complexity of every text and process of meaning, or ‘postmodernism’, as in Lyotard’s controversial, influential polemic. Lyotard attempted to take the pulse of contemporary Western thought. Among trends he noted were new forms of science, new relationships between science and humanities, and a new kind of logic pervading all branches of knowledge. Not all Lyotard’s claims have worn well, but his claim that something really important is happening in the relationship between kinds and institutions of knowledge, especially between sciences and humanities, is worth serious attention. Even classic sociologists like Durkheim recognised that the modern world is highly complex. Contemporary sociologists agree that ‘globalisation’ introduces new levels of complexity in its root sense, interconnections on a scale never seen before. Urry argues that the hyper-complexity of the global world requires a complexity approach, combining complexity-3 and 4. Lyotard’s ‘postmodernism’ has too much baggage, including dogmatic hostility to science. Humanities complexity-4 has lost touch with the sceptical side of popular complexity-1, and lacks a dialectic relationship with simplicity. ‘Complexity’, incorporating Complexity-1 and 3, popular and scientific, made more complex by incorporating humanities complexity-4, may prove a better concept for thinking creatively and productively about these momentous changes. Only complex complexity in the approach, flexible and interdisciplinary, can comprehend these highly complex new objects of knowledge. Complexity and the New Condition of Science Some important changes in the way science is done are driven not from above, by new theories or discoveries, but by new developments in social contexts. Gibbons and Nowottny identify new forms of knowledge and practice, which they call ‘mode-2 knowledge’, emerging alongside older forms. Mode-1 is traditional academic knowledge, based in universities, organised in disciplines, relating to real-life problems at one remove, as experts to clients or consultants to employers. Mode-2 is orientated to real life problems, interdisciplinary and collaborative, producing provisional, emergent knowledge. Gibbons and Nowottny do not reference postmodernism but are looking at Lyotard’s trends as they were emerging in practice 10 years later. They do not emphasise complexity, but the new objects of knowledge they address are fluid, dynamic and highly complex. They emphasise a new scale of interdisciplinarity, in collaborations between academics across all disciplines, in science, technology, social sciences and humanities, though they do not see a strong role for humanities. This approach confronts and welcomes irreducible complexity in object and methods. It takes for granted that real-life problems will always be too complex (with too many factors, interrelated in too many ways) to be reduced to the sort of problem that isolated disciplines could handle. The complexity of objects requires equivalent complexity in responses; teamwork, using networks, drawing on relevant knowledge wherever it is to be found. Lyotard famously and foolishly predicted the death of the ‘grand narrative’ of science, but Gibbons and Nowottny offer a more complex picture in which modes-1 and 2 will continue alongside each other in productive dialectic. The linear form of science Lyotard attacked is stronger than ever in some ways, as ‘Big Science’, which delivers wealth and prestige to disciplinary scientists, accessing huge funds to solve highly complex problems with a reductionist mindset. But governments also like the idea of mode-2 knowledge, under whatever name, and try to fund it despite resistance from powerful mode-1 academics. Moreover, non-reductionist science in practice has always been more common than the dominant ideology allowed, whether or not its exponents, some of them eminent scientists, chose to call it ‘complexity’ science. Quantum physics, called ‘the new physics’, consciously departed from the linear, reductionist assumptions of Newtonian physics to project an irreducibly complex picture of the quantum world. Different movements, labelled ‘catastrophe theory’, ‘chaos theory’ and ‘complexity science’, emerged, not a single coherent movement replacing the older reductionist model, but loosely linked by new attitudes to complexity. Instead of seeing chaos and complexity as problems to be removed by analysis, chaos and complexity play a more ambiguous role, as ontologically primary. Disorder and complexity are not later regrettable lapses from underlying essential simplicity and order, but potentially creative resources, to be understood and harnessed, not feared, controlled, eliminated. As a taste of exciting ideas on complexity, barred from humanities MaC students by the general prohibition on ‘consorting with the enemy’ (science), I will outline three ideas, originally developed in complexity-3, which can be described in ways requiring no specialist knowledge or vocabulary, beyond a Mode-2 openness to dynamic, interdisciplinary engagement. Fractals, a term coined by mathematician Benoit Mandelbrot, are so popular as striking shapes produced by computer-graphics, circulated on T-shirts, that they may seem superficial, unscientific, trendy. They exist at an intersection between science, media and culture, and their complexity includes transactions across that folded space. The name comes from Latin fractus, broken: irregular shapes like broken shards, which however have their own pattern. Mandelbrot claims that in nature, many such patterns partly repeat on different scales. When this happens, he says, objects on any one scale will have equivalent complexity. Part of this idea is contained in Blake’s famous line: ‘To see the world in a grain of sand’. The importance of the principle is that it fundamentally challenges reductiveness. Nor is it as unscientific as it may sound. Geologists indeed see grains of sand under a microscope as highly complex. In sociology, instead of individuals (literal meaning ‘cannot be divided’) being the minimally simple unit of analysis, individuals can be understood to be as complex (e.g. with multiple identities, linked with many other social beings) as groups, classes or nations. There is no level where complexity disappears. A second concept is ‘fuzzy logic’, invented by an engineer, Zadeh. The basic idea is not unlike the literary critic Empson’s ‘ambiguity’, the sometimes inexhaustible complexity of meanings in great literature. Zadeh’s contribution was to praise the inherent ambiguity and ambiguity of natural languages as a resource for scientists and engineers, making them better, not worse, for programming control systems. Across this apparently simple bridge have flowed many fuzzy machines, more effective than their over-precise brothers. Zadeh crystallised this wisdom in his ‘Principle of incompatibility’: As the complexity of a system increases, our ability to make precise and yet significant statements about its behaviour decreases until a threshold is reached beyond which precision and significance (or relevance) become almost mutually exclusive characteristics (28) Something along these lines is common wisdom in complexity-1. For instance, under the headline “Law is too complex for juries to understand, says judge” (Dick 4), the Chief Justice of Australia, Murray Gleeson, noted a paradox of complexity, that attempts to improve a system by increasing its complexity make it worse (meaningless or irrelevant, as Zadeh said). The system loses its complexity in another sense, that it no longer holds together. My third concept is the ‘Butterfly Effect’, a name coined by Lorenz. The butterfly was this scientist’s poetic fantasy, an imagined butterfly that flaps its wings somewhere on the Andes, and introduces a small change in the weather system that triggers a hurricane in Montana, or Beijing. This idea is another riff on the idea that complex situations are not reducible to component elements. Every cause is so complex that we can never know in advance just what factor will operate in a given situation, or what its effects might be across a highly complex system. Travels in Complexity I will now explore these issues with reference to a single example, or rather, a nested set of examples, each (as in fractal theory) equivalently complex, yet none identical at any scale. I was travelling in a train from Penrith to Sydney in New South Wales in early 2006 when I read a publicity text from NSW State Rail which asked me: ‘Did you know that delays at Sydenham affect trains to Parramatta? Or that a sick passenger on a train at Berowra can affect trains to Penrith?’ No, I did not know that. As a typical commuter I was impressed, and even more so as an untypical commuter who knows about complexity science. Without ostentatious reference to sources in popular science, NSW Rail was illustrating Lorenz’s ‘butterfly effect’. A sick passenger is prosaic, a realistic illustration of the basic point, that in a highly complex system, a small change in one part, so small that no-one could predict it would matter, can produce a massive, apparently unrelated change in another part. This text was part of a publicity campaign with a scientific complexity-3 subtext, which ran in a variety of forms, in their website, in notices in carriages, on the back of tickets. I will use a complexity framework to suggest different kinds of analysis and project which might interest MaC students, applicable to objects that may not refer to be complexity-3. The text does two distinct things. It describes a planning process, and is part of a publicity program. The first, simplifying movement of Mode-1 analysis would see this difference as projecting two separate objects for two different specialists: a transport expert for the planning, a MaC analyst for the publicity, including the image. Unfortunately, as Zadeh warned, in complex conditions simplification carries an explanatory cost, producing descriptions that are meaningless or irrelevant, even though common sense (complexity-1) says otherwise. What do MaC specialists know about rail systems? What do engineers know about publicity? But collaboration in a mode-2 framework does not need extensive specialist knowledge, only enough to communicate with others. MaC specialists have a fuzzy knowledge of their own and other areas of knowledge, attuned by Humanities complexity-4 to tolerate uncertainty. According to the butterfly principle it would be foolish to wish our University education had equipped us with the necessary other knowledges. We could never predict what precise items of knowledge would be handy from our formal and informal education. The complexity of most mode-2 problems is so great that we cannot predict in advance what we will need to know. MaC is already a complex field, in which ‘Media’ and ‘Culture’ are fuzzy terms which interact in different ways. Media and other organisations we might work with are often imbued with linear forms of thought (complexity-2), and want simple answers to simple questions about complex systems. For instance, MaC researchers might be asked as consultants to determine the effect of this message on typical commuters. That form of analysis is no longer respectable in complexity-4 MaC studies. Old-style (complexity-2) effects-research modelled Senders, Messages and Receivers to measure effects. Standard research methods of complexity-2 social sciences might test effects of the message by a survey instrument, with a large sample to allow statistically significant results. Using this, researchers could claim to know whether the publicity campaign had its desired effect on its targeted demographic: presumably inspiring confidence in NSW Rail. However, each of these elements is complex, and interactions between them, and others that don’t enter into the analysis, create further levels of complexity. To manage this complexity, MaC analysts often draw on Foucault’s authority to use ‘discourse’ to simplify analysis. This does not betray the principle of complexity. Complexity-4 needs a simplicity-complexity dialectic. In this case I propose a ‘complexity discourse’ to encapsulate the complex relations between Senders, Receivers and Messages into a single word, which can then be related to other such elements (e.g. ‘publicity discourse’). In this case complexity-3 can also be produced by attending to details of elements in the S-M-R chain, combining Derridean ‘deconstruction’ with expert knowledge of the situation. This Sender may be some combination of engineers and planners, managers who commissioned the advertisement, media professionals who carried it out. The message likewise loses its unity as its different parts decompose into separate messages, leaving the transaction a fraught, unpredictable encounter between multiple messages and many kinds of reader and sender. Alongside its celebration of complexity-3, this short text runs another message: ‘untangling our complex rail network’. This is complexity-2 from science and engineering, where complexity is only a problem to be removed. A fuller text on the web-site expands this second strand, using bullet points and other signals of a linear approach. In this text, there are 5 uses of ‘reliable’, 6 uses of words for problems of complexity (‘bottlenecks’, ‘delays’, ‘congestion’), and 6 uses of words for the new system (‘simpler’, ‘independent’). ‘Complex’ is used twice, both times negatively. In spite of the impression given by references to complexity-3, this text mostly has a reductionist attitude to complexity. Complexity is the enemy. Then there is the image. Each line is a different colour, and they loop in an attractive way, seeming to celebrate graceful complexity-2. Yet this part of the image is what is going to be eliminated by the new program’s complexity-2. The interesting complexity of the upper part of the image is what the text declares is the problem. What are commuters meant to think? And Railcorp? This media analysis identifies a fissure in the message, which reflects a fissure in the Sender-complex. It also throws up a problem in the culture that produced such interesting allusions to complexity science, but has linear, reductionist attitudes to complexity in its practice. We can ask: where does this cultural problem go, in the organisation, in the interconnected system and bureaucracy it manages? Is this culture implicated in the problems the program is meant to address? These questions are more productive if asked in a collaborative mode-2 framework, with an organisation open to such questions, with complex researchers able to move between different identities, as media analyst, cultural analyst, and commuter, interested in issues of organisation and logistics, engaged with complexity in all senses. I will continue my imaginary mode-2 collaboration with Railcorp by offering them another example of fractal analysis, looking at another instant, captured in a brief media text. On Wednesday 14 March, 2007, two weeks before a State government election, a very small cause triggered a systems failure in the Sydney network. A small carbon strip worth $44 which was not properly attached properly threw Sydney’s transport network into chaos on Wednesday night, causing thousands of commuters to be trapped in trains for hours. (Baker and Davies 7) This is an excellent example of a butterfly effect, but it is not labelled as such, nor regarded positively in this complexity-1 framework. ‘Chaos’ signifies something no-one wants in a transport system. This is popular not scientific reductionism. The article goes on to tell the story of one passenger, Mark MacCauley, a quadriplegic left without power or electricity in a train because the lift was not working. He rang City Rail, and was told that “someone would be in touch in 3 to 5 days” (Baker and Davies 7). He then rang emergency OOO, and was finally rescued by contractors “who happened to be installing a lift at North Sydney” (Baker and Davies 7). My new friends at NSW Rail would be very unhappy with this story. It would not help much to tell them that this is a standard ‘human interest’ article, nor that it is more complex than it looks. For instance, MacCauley is not typical of standard passengers who usually concern complexity-2 planners of rail networks. He is another butterfly, whose specific needs would be hard to predict or cater for. His rescue is similarly unpredictable. Who would have predicted that these contractors, with their specialist equipment, would be in the right place at the right time to rescue him? Complexity provided both problem and solution. The media’s double attitude to complexity, positive and negative, complexity-1 with a touch of complexity-3, is a resource which NSW Rail might learn to use, even though it is presented with such hostility here. One lesson of the complexity is that a tight, linear framing of systems and problems creates or exacerbates problems, and closes off possible solutions. In the problem, different systems didn’t connect: social and material systems, road and rail, which are all ‘media’ in McLuhan’s highly fuzzy sense. NSW Rail communication systems were cumbrously linear, slow (3 to 5 days) and narrow. In the solution, communication cut across institutional divisions, mediated by responsive, fuzzy complex humans. If the problem came from a highly complex system, the solution is a complex response on many fronts: planning, engineering, social and communication systems open to unpredictable input from other surrounding systems. As NSW Rail would have been well aware, the story responded to another context. The page was headed ‘Battle for NSW’, referring to an election in 2 weeks, in which this newspaper editorialised that the incumbent government should be thrown out. This political context is clearly part of the complexity of the newspaper message, which tries to link not just the carbon strip and ‘chaos’, but science and politics, this strip and the government’s credibility. Yet the government was returned with a substantial though reduced majority, not the swingeing defeat that might have been predicted by linear logic (rail chaos = electoral defeat) or by some interpretations of the butterfly effect. But complexity-3 does not say that every small cause produces catastrophic effects. On the contrary, it says that causal situations can be so complex that we can never be entirely sure what effects will follow from any given case. The political situation in all its complexity is an inseparable part of the minimal complex situation which NSW Rail must take into account as it considers how to reform its operations. It must make complexity in all its senses a friend and ally, not just a source of nasty surprises. My relationship with NSW Rail at the moment is purely imaginary, but illustrates positive and negative aspects of complexity as an organising principle for MaC researchers today. The unlimited complexity of Humanities’ complexity-4, Derridean and Foucauldian, can be liberating alongside the sometimes excessive scepticism of Complexity-2, but needs to keep in touch with the ambivalence of popular complexity-1. Complexity-3 connects with complexity-2 and 4 to hold the bundle together, in a more complex, cohesive, yet still unstable dynamic structure. It is this total sprawling, inchoate, contradictory (‘complex’) brand of complexity that I believe will play a key role in the up-coming intellectual revolution. But only time will tell.
